This Voters Guide was prepared by the League of Women Voters of Greater Pittsburgh and the League of Women Voters of Pennsylvania Citizen Education Fund.

The League is a non-partisan organization and does not endorse or oppose any political party or candidate.

Its purpose is to promote political responsibility through informed and active participation of citizens in government.

The Voters Guide listings are based entirely on material submitted by the candidates. In cases in which questionnaires were not returned, only the candidate’s name and party are listed.

Every candidate was asked to submit a photograph; those received are printed.

The guide lists all candidates in the May 16, 2017 municipal primary for Justices of the Pennsylvania Supreme Court, Judges of the Superior Court, Judges of the Commonwealth Court, and Judges of the Allegheny County Court of Common Pleas. Also listed are candidates for Allegheny County Sheriff, and Allegheny County Council candidates. Also listed are candidates for the offices of Mayor of the City of Pittsburgh, Pittsburgh City Council, and Pittsburgh School Board Directors. The candidate’s names are listed as they will appear on the ballot.

The party of the governor is, by practice, given the first position on the ballot in Pennsylvania.

Study the guide and choose the candidates for whom you want to vote.

You may take the guide into the voting booth to help you. Nothing in this guide should be construed as an endorsement of any candidate by the League of Women Voters.

Voters who are not sure if they are registered to vote should call the county Department of Elections, 412-350-4510. To find out what district you live in call the League of Women Voters Community Information Center, 412-2614284, Mon-Thurs 9-3pm.

VOTING IN A PRIMARY ELECTION To vote in this primary election you must have been registered by April 17, 2017.

Your registration is permanent if •You did not change your address.

you are awaiting trial.

If you are a prisoner in Pennsylvania, you are eligible to vote if •You are registered properly.

•You were convicted of a misdemeanor IDENTIFICATION REQUIREMENTS FOR NEW VOTERS If you are a new voter or if you are voting at a polling place for the first time then you must bring your voter ID card or a photo ID such as a driver’s license, student ID or some other form of Federal or State gov-

ernment issued ID. Some forms of non-photo ID are also acceptable such as a firearm permit, current utility bill, bank statement, paycheck, or government check. If you do not have any acceptable ID then you must be allowed to vote by provisional ballot.

PROVISIONAL BALLOTS If your right to vote is challenged at the polls on Election Day and the problem cannot be resolved at the polling place, the judge of elections at the polling place should telephone the County Board of Elections. The problem

could be resolved by phone if your name appears on the county records. If it does not and you want to try to resolve the problem, then you can go in person to the County Board of Elections where a judge from the Court of Common Pleas will be on duty to resolve election problems. Alternatively you can ask for and vote by provisional ballot. If it is later determined that you were eligible to vote your ballot will be counted. You will be given instructions on how to determine if your vote was counted.

ABSENTEE VOTING Registered voters who are ill, disabled, or will be absent from the municipality on Election Day may vote by absentee ballot. Completed APPLICATIONS for absentee ballots must be received by the Allegheny County Elections Division by 5 P.M., Tuesday, May 9.

Completed absentee BALLOTS must be received back at the Elections Division by 5 P.M. on Friday, May 12. If an emergency arises (unexpected illness or business trip) after the Tuesday application dead-

line, call the Elections Division 412-350-4520 for information on emergency absentee voting. Proof of emergency may be required.

An emergency application and ballot can be obtained and voted by 5 P.M. on Friday, May 12.

Any disabled voter having questions regarding the accessibility of a polling place should consult the Elections Division at 412350-4520.

WRITE-IN VOTING For write in voting information, check with the workers at your polling place before entering the voting booth.

PENNSYLVANIA JUSTICE OF THE SUPREME COURT (Vote for not more than one) TERM: 10 years SALARY: $203,409 JOB DESCRIPTION: The Pennsylvania Supreme Court is the highest court in the Commonwealth and the oldest appellate court in the nation.

The Supreme Court’s administrative powers and jurisdictional responsibilities are vested with the seven-member court by the Pennsylvania State Constitution and a collection of statutes known as the Judicial Code. Administratively, the courts within the Unified Judicial System are largely responsible for organizing their own staff and dockets; however, the Supreme Court has several committees and

boards responsible for writing and enforcing rules for judges, attorneys, and litigants to ensure an efficient and fair judicial review. Annually, the seven justices receive over 3,000 requests for appellate review.

A huge volume of appeals flow to Superior Court from the trial courts. Generally, appeals are heard by panels of three judges sitting in Philadelphia, Harrisburg or Pittsburgh. The court often is the final arbiter of legal disputes. Although the Supreme Court may grant a petition for review of a Superior Court decision, most such petitions are denied and the ruling of the Superior Court stands.

As County Council members we work with the Allegheny County Housing Authority and appoint dedicated members to serve on the ACHA Board.

The ACHA manages 3,300 units, coordinates over 5,000 vouchers, runs three HOPE VI developments and also 22 mixed finance properties to help support residents. By administering the Low-Income Public Housing Program and the Housing Choice Voucher Program (HCVP) our County government ensures that opportunities for housing exist for residents. By continuing to focus on these programs our ACHA will help to provide accessibility across the country.

That is why I voted for mandating that a portion of the Pennsylvania motor vehicle registration fee generated in Allegheny County must be used to fix our infrastructure in Allegheny County. This has vastly increased the quality of roads in my district such as Middle Road, Fox Chapel Road, Vilsack Road, Mt. Troy Road, and Anderson Road.

ANSWER 2: The best way to make housing affordable and accessible throughout the county is to make sure that people have access to good paying jobs. I have worked with business and labor in keeping and attracting companies, implementing E-Verify programs to protect our local workers, having employment fairs, while working with high school students to find careers in the Building and Trades. Further, I would like to see more money spent on flood control projects because affordable housing exists in many flood prone areas and we need to alleviate these flooding problems as flood insurance is becoming unaffordable for those homeowners.

In addition, new high density mixed use housing would encourage business development and control urban blight which plagues communities along mass transit routes.

ANSWER 1: We need to declare a federal state of emergency. Before improving the Authority, we must first look to implementing aggressive measures to remediate the lead in the drinking water for the affected residents. Breaking the streets is a costly, inconvenient and lengthy approach to resolving this crisis. Quicker EPA approved solutions should be explored such as implementing point of entry units (POEs) at every home.

Improving the authority will involve assessing whether it still meets the city’s needs in 2017 as an authority. A structure that preserves 100% public interest should be explored, perhaps even as a non-profit.

ANSWER 2: It is a moral and legal obligation to provide affordable housing as required by the Fair Housing Act. I would push for a targeted mandatory inclusionary zoning policy to ensure affordability is considered in developments. We need to make sure the assessment tools available through HUD are being used to ensure we fully comply with uses of CDBG, HOME, ESG and HOPWA funds. Developers will be incentivized to build mixed income developments otherwise they will pay a fee that will be diverted to an Affordable Housing Trust Fund. Rent protections and a fair formula for property tax assessments will be constructed.

CAROLYN KLUG ANSWER: 1. I believe that parents should have the opportunity to choose what they see as the best fit for their children. We need to work with Legislators on the state and federal levels to make sure this is equitable for ALL children.

Right now, we should be working to make sure our families have access to quality schooling for children. Giving parents choice is not enough.

It must be high quality to ensure success for the children.

ANSWER: 2. I’m proud to say that the district is looking into what children need to stay in school in order to get the education they need. Community Schools and Restorative Justice are just two of the ways we are implementing to help children deal with situations in their lives and to stay in school.

Suspending children may be necessary but we nust do everything we can to help children become successful.

MUNICIPALITY OF MT. LEBANON PROPOSED HOME RULE CHARTER AMENDMENT SPECIAL ELECTION QUESTION ALL REGISTERED VOTERS, regardless of whether or not they are enrolled members of a political party, ARE ENTITLED TO VOTE IN THE SPECIAL ELECTION Shall Section 914. Tax Rates, of the Municipality of Mt. Lebanon Home Rule Charter be amended to provide that any increase in yearly real estate taxes levied by the Mt. Lebanon Commission shall not exceed 10% of the previous year’s total General Fund budgeted revenue, unless approved by referendum or by unanimous vote of the Mt. Lebanon Commission, as more fully described in Mt. Lebanon Ordinance No. 3285?

As you may know, the Pennsylvania Election Code (25 C.S.A., 2621.1) requires this Division to prepare a “plain English” explanation for any question appearing on the ballot. To this end, the ballot explanation for the referendum in your municipality is as follows.

Explanation of Referendum Question If this question is approved by a majority of those voting, the Mt. Lebanon Home Rule Charter will be changed to place a 10% limit (estimated to be $3,500,000 a year) on real estate tax increases, unless otherwise approved by the voters in a referendum or by unanimous vote of the Mt. Lebanon Board of Commissioners. Currently the Charter contains a 2 mill limit (estimated to be $5,000,000 a year) on real estate tax increases.

If approved, this amendment will take effect upon certification of the May 16, 2017 Primary Election results.

Don’t forget to vote on May 16!

What to Bring If you are a new voter or if you are voting at a polling place for the first time then you must bring your voter ID card or a photo ID such as a driver’s license, student ID or some other form of Federal or State government issued ID. Some forms of non-photo ID are also acceptable such as a firearm permit, current utility bill, bank statement, paycheck, or government check. If you do not have any acceptable ID then you must be allowed to vote by provisional ballot.

Polls open from 7 AM to 8 PM

ELECTION DAY PROBLEMS If your right to vote is challenged at the polls on Election Day and the problem cannot be resolved at the polling place, the judge of elections at the polling place will (MAY) telephone the county Board of Elections. The problem could be resolved by phone if your name appears on the county records. If it does not and you want to try to resolve the problem, then you will have to go in person to the county Board of Elections where a judge from the Court of Common Pleas will be on duty to resolve election problems.
