Central Maine: New England’s Gateway for Growth By Darryl Sterling, Executive Director Central Maine Growth Council (CMGC) is working to establish the central Maine region as a logistics hub between Boston, New York, Quebec, Maritimes Canada and Europe. This effort revolves around CMGC’s focus on business expansion, attraction, and retention in value-added industry sectors such as agriculture, medical services, precision manufacturing, technology, energy and aviation; and securing Foreign Direct Investment (FDI) from emerging international markets. Foreign Trade Zone (FTZ) #186, located at LaFleur Airport in Waterville is being expanded from a Traditional Site Framework (TSF) to an Alternative Site Framework (ASF) that establishes a FTZ service area that encompasses several counties. The June/2014 FTZ ASF designation will give central Maine an innovative economic incentive tool that can benefit businesses and communities in the region. CMGC is the Administrator for Foreign Zone #186 on behalf of the City of Waterville; working closely with the U.S. Foreign Trade Zones Board and FTZ Networks to coordinate FTZ activities, marketing, and outreach to companies located within the Zone. CMGC is helping businesses become aware

of the FTZ Value Proposition by detailing benefits and economic incentives available for companies that engage in international trade. Businesses active in the FTZ can save thousands of dollars and utilize those savings for research and development, job creation, and business expansion. The Maine Ports of Belfast, Searsport, and Portland are uniquely positioned in Trans-Atlantic shipping lanes, providing easy access to international markets and a competitive edge for active FTZ companies. The Central Maine Region Foreign Trade Zone provides economic advantages to companies that engage in import/export, valuedadded assembly and production, and advanced supply chain logistics. CMGC is partnering with Kennebec Regional Development Authority (KRDA), to offer the region additional capacity in support of FDI. Waterville’s LaFleur Airport is positioned for growth with its $10 million dollars in infrastructure improvements; including reconstruction of the airport’s main runway in 2014.

TASTE OF WATERVILLE – FOOD, FAMILY AND FUN by Jeff Corey

22 years ago, Harry Faust, Mark Vigue, Kenny Vlodek, Dick Chasse and I, while enjoying a pitcher of beer at You Know Whose Pub came up with a crazy idea. “Let’s close off Main Street for a night and invite the community to a great big picnic”! That evening, the “Taste of Waterville” was born. Since then it has become one of the most fun and exciting community events in Maine. Last year nearly 8,000 people from here and “from away” joined in to celebrate together as a “tight knit, proud people of the Kennebec. “ Mark your calendar for Taste 2014, Wednesday, August 6th in Downtown Waterville. Children’s activities will begin at 9:00AM till 5:00PM on the Concourse. “The Bite” food booths will open at 11:00 AM along with exhibition booths from several central Maine businesses. Restaurants serving a host of different fares will begin serving at 5:00pm along Main Street. For those who wish a more elegant dining experience, the sitdown venue will return once again this year. Several bands and entertainment will be featured throughout the day. This special day culminates with the Beer Garden from 5:00pm till 11:00pm where you can mingle with friends and dance to the music of this year’s feature entertainment, School Street Band. I’ve just returned from vacation, and here are my top 10 cool things that I’ve observed since returning:

1. Green grass and trees – our grass is a lot softer, finer and prettier than the St. Augustine grass in Florida – plus our grass is poisonous snakefree! 2. People are recycling like crazy as far as I can tell by the bins at Central Maine Disposal (CMD) in Fairfield and the recycling center in Waterville. 3. Cappza’s Pizza’s new location is shaping up nicely – what a great addition to that corner as one enters downtown Waterville. 4. Speaking of downtown Waterville entrances, nothing makes me smile more than the flowers at Kennebec Savings Bank – Beautiful! 5. The frost heaves are gone—yeah! 6. Outdoor patios/dining open at The End Zone, Old Mill Pub, Cancun, The Pointe Afta and Silver Street Tavern. 7. The black, crispy snow banks have melted. 8. Waterville Commons Drive is paved! Now we can easily get to the following chamber members: Home Depot, US Cellular, The UPS Store, Bangor Savings, Cappza’s, Governor’s Restaurant, Starbucks, Wal-Mart & Fireside Inn! 9. City of Waterville is asking for your help with Concourse ALL DAY Parking particularly on Thursdays during the Farmers’ Market season, which runs from now through Nov. ALL DAY parking stalls are currently marked with a star; please be aware & if a downtown business, alert your employees to use these parking spaces for long term (more than 2 hrs.) parking. The City will begin enforcement of the 2 hr. parking limit in the Concourse for all parking spaces except those marked by a star. (See a map.) Initially, violators will be issued a warning, but eventually tickets will be issued to those who park for more than 2 hrs. in short term parking spots. This will ensure that customers at downtown businesses will still be able to have convenient 2 hr. parking available to them during market hours. This can generate a higher volume of jet traffic, fuel sales, and the return of passenger service; further incentivizing development at the airport. Aviation enterprises have recently opened; with other businesses expected to cluster around the airport and surrounding communities. CMGC is strengthening the region’s global competitiveness and expects to capture targeted enterprise growth opportunities from international markets that will increase business investment in the region; putting the area on the cusp of a logistical and manufacturing boom. Central Maine’s economic outlook is bright, thanks to CMGC, its FTZ ASF Stakeholder Partners: Mid-Maine Chamber of Commerce, KRDA, Town of Winslow, Town of Fairfield, City of Belfast, and others in launching the Central Maine Region Foreign Trade Zone. Now, for FTZ ASF Implementation… Timeframe: July 2014-June 2015: Intensive outreach to identified FTZ companies in region utilizing data analytics to assist them with their cost benefits analysis; FTZ Marketing to companies interested in making Foreign Direct Investment/Relocating to the region; and FTZ Communications to communities to assist them with economic development. Central Maine Motors Auto Group is located in Waterville on Kennedy Memorial Drive and the Airport Rd. Founded in 1935 the dealership has 165 full and part-time employees, on 14 total acres. The dealership sells and services Chevrolet, Buick, Chrysler, Dodge, Jeep, Ram, Toyota and Scion brands. Along with the dealerships the group has a body shop, 35 rentals and a Detail Center. What sets this dealer group apart is their choice to not charge doc fees to consumers for vehicle purchases. Doc Fees, short for Documentation Fees, are an elective fee that some dealers add to the cost of each and every vehicle sold. The fee is listed on the dealer’s sticker addendum and the buyer’s order. Central Maine Motors Auto Group does not charge doc fees. The decision to be the NO DOC FEE dealer comes from the need to provide value to our customers. “If we are not providing value, how can we charge?” asks Chris Gaunce, general manager and third genera

When Chris was selling cars in Kansas City, the dealership charged a DOC FEE, and Chris always struggled with building value in a charge for paperwork. Dealers who charge these fees will justify the charge in many ways. The fee may be called an administration fee. It may be called a dealer prep fee. Point is, it’s a fee. It’s a fee that you elect to pay, and a fee that you pay sales tax on as well. Since making it public that Central Maine Motors Auto Group is a NO DOC FEE dealer, the business has been growing. People from all over the state have realized that paying up to $300.00 or more for paperwork is a fee they need not pay.
