The 633rd Air Base Wing Public Affairs office will host the 2020 AirPower Over Hampton Roads logo design contest at Joint Base Langley-Eustis, Virginia, from Feb. 6 to March 31, 2019.

The competition encourages artists and designers of all ages to create a thoughtful and imaginative visual representation of one of JBLE’s largest displays of aerial dominance. The design should honor past logos, embrace JBLE’s aviation heritage and must include the approved verbiage, “AirPower Over Hampton Roads.”

The winning design will be announced and showcased on the JBLE Facebook page, April 12, 2019.

An independent panel will score each entry using a standardized grading rubric and the winning logo will then be displayed for promotional use on the 2020 AirPower Over Hampton Roads website, social media posts, printed advertisements and video products.

Contest participants may submit more than one product for consideration. All entries must be submitted in a JPEG format through Facebook Messenger on the JBLE Facebook page along with a completed general talent release form.

Images must be created in a vector-based graphic design program.

Entries created in mediums of pencil, charcoal, paints, pastels, etc., are not permitted. Usage of the U.S. Air Force insignia, the U.S. Army insignia, the Joint Base Langley-Eustis name and unit patches or badges are not permitted.

Military Saves Week: JBLE promotes financial awareness

To support service members and their families in preparing for the future, the Airmen and Family Readiness Center and the Army Community Services center at Joint Base Langley-Eustis, Virginia will host events in recognition of Military Saves Week from Feb. 25 to March 1, 2019.

The AFRC and ACS have professional financial counselors available to U.S. Army Soldiers and U.S. Air Force Airmen to develop a budget and prepare for financial emergencies, government shutdowns and other instances when financial plans are important.

“Emergencies will come; however, proper planning and being financially prepared can help reduce

stress, increase overall well-being and is essential to mission readiness,” said Flerida Taylor, AFRC financial counselor. “Managing income, cash flow, liabilities, savings and investments are a few tools needed to increase financial preparedness.

Military Saves Week, as a part of America Saves Week begins Feb. 25, but professional financial counselors are available year-round to assist the JBLE community with creating a budget, setting up a plan for retirement or to answer basic financial questions.

“Military Saves Week is a reminder to service members to put money away, try to save for retirement and make better financial decisions,” said Jerry Melton, ACS center counselor. “It’s a good avenue to start getting people to think financially.”

Along with financial counseling,

ACS and AFRC host various financial classes and one-on-one training with units. They also provide individual appointments for budgeting, credit and debt management, savings and investments, insurance needs, Blended Retirement System information, Thrift Savings Plan information and home and car buying.

New service members to JBLE take the newcomers’ course during in-processing at Fort Eustis and during the First Term Airman Course at Langley to learn about financial readiness.

To stay connected with the JBLE community, the ACS and AFRC utilize social media to promote upcoming classes, workshops and financial advice.

Continuing to serve

After spending more than 20 years in a military uniform, many individuals choose to retire.

However, even after their time in service, some retirees at Joint Base Langley-Eustis, Virginia, continue to serve their military community.

Earvin Rosier Earvin Rosier is a retired major who volunteers at Regimental Memorial Chapel. Rosier served in the U.S. Army for 20 years as an infantry officer before retiring in 1992.

Now a volunteer, Rosier leads the men’s ministry and is a Protestant worship leader. He uses his past experiences in the Army to relate to and help other active duty and retiree families.

“In the military, there is nothing more that you value than knowing you can depend on the guys on your left and right and they can depend on you,” he said. “That feeling is what motivates me to volunteer here at Fort Eustis.”

Rosier comes from a large military family; both grandfathers served in World War I, his father and all but

one uncle served in World War II and every brother but the youngest served as well.

“Yeah, military is in my veins,” he said. “And I’m proud of that, I am very proud of that – very proud.”

Gary Roby Gary Roby is a retired chief master sergeant who volunteers at the McDonald Army Health Center pharmacy. Roby served in the U.S. Air Force for 26 years and another 20 years as a civilian in accounting and finance.

Now a volunteer, Roby helps the technicians pre-pack medication and check in customers. He also uses his prior knowledge in accounting and finance to create spreadsheets for pharmacy supply.

“I like doing it and I like the people I work with,” he said. “It gives me something very productive to do with part of my week and it lets me still contribute to the overall military community.”

With 46 years of service to the Air Force, Roby continues to serve the military and recommends everyone, especially retirees, to volunteer their time.

“Find a place that you feel comfortable and put in the time,” he said.

Tim Payne Tim Payne is a retired chief warrant officer 3 who volunteers at Regimental Memorial Chapel. Payne served in the U.S. Army for more than 20 years in the maintenance field and later in the software development field before retiring in 1993.

Payne started volunteering when his wife pulled him into it and later got the whole family into it. Payne

now volunteers as the parish council president and serves as a Eucharistic minister.

“I’m extremely pleased, happy and proud of my family because they are doing this with me,” he said.

Payne, his wife and children volunteer to help Fort Eustis military families and give them a “church family” while their loved ones are deployed.

“I’ve always said ‘Once a Soldier, always a Soldier,’” he said. “So it’s important to give back to our soldiers.”

American Airmen history remembered

The hum of the food court buzzes through the air, but in this roped off section, it is quiet. Individuals wearing bright red jackets are rushing around making last minute adjustments before the big event. Amidst all the hectic chatter, a man sits at his table, looking over old yearbooks. The mural of The Tuskegee Airmen is prominently displayed behind him.

The man is approached by an Airman, who extends his hand as they embrace. Wearing his bright red jacket, the man engages the Airman with a dialogue about his own service and proud history. For this man, Dr. Harry Quinton, an original member of the Tuskegee Airmen, it is important for people to know the history and sacrifices made by those he served with.

Established in March of 1941, the Tuskegee Airmen were the group of African-American aviators in the Army Air Corps tasked with flying and maintaining combat aircrafts. At the time, African-Americans were viewed as unable to fly combat aircraft. The Tuskegee Airmen proved this ideology wrong and successfully flew countless missions during World War II and earning more than 150 Distinguished Flying Crosses until they were disbanded in 1946.

The event, hosted by the Tidewater chapter of the Tuskegee Airmen, aims to instill their history by engaging the community in forums at Joint Base Langley- Eustis, Virginia. Members of this organization have tried to impress the importance of the story of the Tuskegee Airmen.

“These are men and women who fought for the right to fight when no one wanted them to fight and it proved that they could fight,” said Dr. Bill Burrell, president of the Tidewater chapter of the Tuskegee Airmen. “It’s important for all generations to know this, not just African-

Americans, not just minorities but for the whole country because this is not just history, this is American history.”

The Tuskegee Airmen helped to integrate the military through their service. The history of these individuals is the history of the Air Force and transcends the racial lines they were created by. Their service was vital to the success of the U.S. during WWII. “I think it’s important to know the history of this country and what people have done,” said Dr. Harry Quinton, original member of the Tuskegee Airmen. “Some of us have done things that were more or less ignored or doubted but we were able to overcome those obstacles.”

Dr. Burrell would agree that the obstacles faced by those members proved their dedication to fighting for their country and fighting for something greater than just themselves.

“The key was they were determined because they loved their country more than the way they were treated,” said Burrell. “That’s the epitome of service. That’s the epitome of service before self, what they did. The epitome of excellence in all that they do.”

One driving factor that helped to sustain Quinton throughout his military career was the ability to persevere.

“My whole life has been about perseverance. Every day was perseverance and determination,” said Quinton. “I just felt like I could do it, and if you thought I couldn’t do it I was going to do it anyway to show you that I could do it.”

The success of the Tuskegee Airmen allowed for minorities to be treated as equals in the military and this history should be taught to future generations, said Burrell.

“They are great men and women who built a great foundation for our nation,” said Burrell. “They said quitting is never an option, and that should be for every generation we have because we are too great of a country to quit.”

FAREWELL: COMMAND CHIEF REFLECTS ON APPROACH TO LOVE, FINDING PURPOSE

"During the first couple of weeks in the position, my face hurt from smiling so much!”

Current 480th Intelligence, Surveillance and Reconnaissance Wing command chief, Chief Master Sgt. Summer Leifer, is soon set to depart on her next journey where she will serve as the command chief for TwentyFifth Air Force headquartered at Joint Base San-Antonio, Texas. However, before she does, she took time to reflect on her tenure with the 480th ISRW, recalled significant memories and shared advice as she moves on.

Upon walking into Leifer’s office, a room filled with images and memorabilia of a famous female super hero, to which she shares an uncanny likeness, and photographs of Airmen, it just feels warm and welcoming – like home.

From collector’s items and wall decor to inspirational quotes, chief’s workspace has been described by Air-

men as brimming with love. There are subtle reminders from wall to wall of giving and sharing love.

“I love what I do, the team I work with and the people I have the opportunity to serve,” Leifer said. “The love the Airmen have for the mission, for each other, and for their families is what fuels me daily. I have seen and felt a lot of love while in this position and I am so appreciative of that.”

Reality check “Appreciate every moment – highs and lows.”

Nevertheless, the command chief position comes with a lot – good and bad, ups and downs. Leifer recalled her first reality check in the form of unexpected, heartbreaking news about a fellow Airman who died.

“I came into this prepped for all the exciting, fun times, like fighting for my Airmen and advocating on their behalf, but I don’t believe I was prepared for when tragedy strikes within your organization,” Leifer said.

“I remember running through all the things I wanted to do in my head and eventually I sought direction

from the wing chaplain. It was in that conversation that I realized I was very emotional about what had happened myself. It was in the process of attending the memorial and comforting the family, friends and co-workers that I realized it was okay to feel with your Airmen; they need to see you feeling with them.”

Those moments, whether they brought smiles or tears, where Leifer had to dig deep in her command chief toolkit, are what shaped her time here.

“I feel like I was in a state of beginner’s mind,” Leifer said. “Although I have had lots of experiences, I was constantly learning. More specifically, I was learning from my Airmen.

From the most junior to senior officers, I am always learning and then imparting that newfound knowledge to others.”

Stepping into your purpose The things she learned came in handy for daily duties. As the senior enlisted member in the 480th ISRW, Leifer has the responsibility of advising the commander on all enlisted matters, including all issues affecting the ISR mission and operations, readiness, training, utilization, morale, technical and professional development, and quality of life of all

members in the wing.

Working side by side with the commander, she was able to influence more than 6,000 Airmen across six groups and 23 squadrons at 15 operating locations worldwide. As a woman who believes in understanding one’s reason for being, this position allowed her to spread the message of knowing what you want out of life and what you are meant to do.

“My life’s purpose is to help other people find theirs,” said Leifer.

“Knowing my purpose allows me to live by my values. What the world needs is for everyone to know their purpose and to step into it with a joyful heart. I believe aligning with your purpose makes everyone better.”

Col. Max Pearson, 480th ISRW commander, echoed the sentiments of Leifer ’s self-sacrificing impact.

“Chief Leifer is a giant,” he said.

“What I have learned from her wisdom and instincts is as much about life as it is about leadership. She has taught me that if you are sincerely motivated by selfless love and respect for your fellow Airman, you will not only be an amazing leader, but you will be so much happier and stronger because of it.”

venturing far, organizationally, she is just a few rungs up on the ladder where she will essentially oversee the enlisted personnel within the wings that fall under the Twenty-Fifth Air Force – one of which happens to be the 480th ISRW. “My desire is not necessarily to be remembered,” said Leifer. “I just hope that I leave something positive that is in the fabric of this wing – something that can’t be removed or forgotten. I am happy to have been part of the 480th ISRW, and I know it will continue to be the vanguard for initiatives

and changes throughout the Air Force and serve as a model for the ISR enterprise.”

In true, predictable fashion, for all who know her, she concluded her time with the 480th ISRW gushing with appreciation and love.

“I thank everyone for the opportunity to both serve them and serve beside them; I thank them for what they do each day to continue to go above and beyond for the ISR mission and I love all of the Airmen of 480 ISRW.”

Airmen assigned to the 1st Maintenance Squadron non-destructive inspection unit participated in weapon-system training at Joint Base Langley-Eustis, Virginia, Feb. 11-15, 2019.

A team of instructors travelled from Ogden Air Logistics at Hill Air Force Base, Utah, to conduct the week-long training course to revitalize non-destructive inspection skills readiness.

The instructors travel nationwide to teach new NDI Airmen specific weapon-system techniques and applications. Touring various facilities also gives instructors a chance to gauge proficiency within the NDI career field, assess overall training needs and ensure knowledge is retained.

Program manager. “One of the skills they are learning this week is not something they would need to execute here at Langley, but we need to keep them ready for their next tour that may require them to have these other skills at the ready.”

According to Fong, the instructors’ prime focus is on the newest Airmen because this is also an opportunity to teach them more detailed training that is specific to the weapon-system data they will analyze daily.

“This training will help them remain proficient in all aspects,” Fong said. “It’s good for us to interact with them early on so they kind of get an idea of what the expectations are for their specific weapon system as well as some applications they haven’t yet executed.”

Some of the hands-on training the Airmen received was with an F-22 Raptor probe kit and ultra-sonic inspection kits. The NDI journeymen use the kits to map out damage for repairs and are then tasked with providing engineers reliable assessments which can then be applied toward mitigating future damage.

“We need to be mission-ready,” said U.S. Air Force Airman 1st Class Jacob Boer, 1st MXS NDI journeyman. “People have faith in us, as inspectors, to be on top of our game and make sure that the jets are safe to carry out its mission without endangering the operators.”

Boer explained the importance of NDI journeymen’s attention to detail when it comes to performing inspections.

“There may be parts that wear down over the years so we need to have the skills to identify even the smallest potential hazards,” Boer said. “There can be dire consequences if duties are not performed properly. Unseen damage or wear could have a very significant and widespread impact.”

Boer said this training course taught him new ways of applying techniques he is currently using and also helped him recognize which skills he should practice more often.

“Having career program leaders pass their knowledge to us is invaluable,” Boer said. “We can now approach tasks in new ways and analyze with greater detail. Courses like these will keep us mission-ready so we can get those jets up in the air quickly and safely.”

The Joint Base LangleyEustis, Virginia community celebrated and recognized National African American History Month during February 2019 with events highlighting Martin Luther King Jr. and the various accomplishments and contributions to the military from African Americans.

The 2019 theme for NAAHM was, “Black Migrations,” which highlights the challenges and successes of African Americans as they moved from the South to the North, Midwest, and West, and especially the migrations that occurred in the twentieth century.

President Donald Trump said in his proclamation on Jan. 31, 2019, “National African American History Month is a call to each and every citizen of our great land to reflect on the cultural, scientific, political, and economic contributions of African Americans, which are woven throughout American society.

We remember, learn from, and build on the past, so that, together, we can build a better and more prosperous future for all Americans.”

According to Whaley, the diversity he is able to enjoy in the Army is a result of American culture breaking racial barriers during the Civil Rights Movement that is now celebrated and remembered during African American History Month.

“You can remember what your people did so we can have a better future,” he said.

“Rather than us celebrating it, I look at it more of like, ‘don’t forget what we went through to get to this point.’ We can celebrate it too, but I think it’s more for remembering what happened so we can appreciate it more.”

“He told me that the Air Force was the best branch,” she said. “But, I think I’ve made the right choice. It’s been an amazing experience so far.”

Malsby says the Army has helped establish a standard for his life and has helped him become a better person.

When asked what he thought NAAHM means to him, Malsby reflected on his fellow Soldiers who face obstacles and adversity every day.

“To me, it’s really about recognizing a lot of the Soldiers and what they do throughout the day and how they are able to overcome certain obstacles in their life, not only in the service but also when it comes to their civilian life and in their communities,” he said.

Like many other enlistees, Lyle joined the Air Force for a change in pace and scenery.

“I’ve been able to travel and see different things I’d never thought I would see before,” he said. “I’ve gotten to meet so many different people. I’ve gotten to do things and be a part of things that I never could have imagined being a part of.”

Lyle believes National African American History month provides service members time to come together, be a

part of something bigger than themselves and reflect on America’s history.

“It’s a month to remember the great history that we have and the great things that we’ve accomplished as African Americans,” he said.

“That inspires me because I know that there is so much more that we can do.”

Taylor is part of a legacy of military family members; her grandfather, father, stepfather, brother and sister all joined the Air Force. “[The Air Force] has given me many opportunities to learn and meet new people and cultures,” she said.

February is about remembering the history of all cultures and their struggle for equality, said Taylor. “[This month] ignites the spark for knowledge,” she said. “We’ve made so many strides in history and I think that thirst for knowledge and to learn what we have contributed to society, I am here to provide that.”

“We transport from our end to the frontline and that is a very important task,” he said.

“If an infantry unit is [running low] on ammo, we have to pick up more ammo and transport it to them, so they can continue the mission and continue the fight.”

For Johnson, NAAHM is a way to pay homage to people like Martin Luther King Jr., Malcolm X, Rosa Parks and Harriet Tubman. “[African American History Month] affects the rest of the world because it shows the courage that people had in the past and what it takes to prove a point, especially with the unfair and unjust things that were happening during that time,” he said. “Those people took the initiative to do something for the greater good for the future.”

Allen hopes that this year’s theme, “Black Migration” will start a conversation highlighting how resilient, as a whole, African Americans truly are.

“We also show people that we have had our issues and obstacles, but that we’ve also achieved so much and, in the future, we have to look forward to that.”

Along with discussing the future, Allen sees NAAHM as a learning opportunity for all.

“It’s a learning month for a lot of us, it’s one of those times where we can sit back and think about what our ancestors had to endure,” she said. “We also have to teach our kids and the generations to follow that, ‘Hey, this is where we come from but this is also what we need to do to further advance ourselves as African Americans.’”

Reflecting on the contributions and remembering the past in hopes of a better future, JBLE service members honored all African Americans, including those who serve alongside them, during the month of February.

ARMY FIELDS NEW HANDGUN SYSTEM TO MILITARY POLICE

The U.S. Army began fielding M17 and M18 Modular Handgun Systems to the Military Police School at Fort Leonard Wood in December to replace the force’s aging Beretta M9, a weapon that has been in use since the mid-1980s and is quickly reaching its serviceability limits.

Sporting an integrated rail system, a polymer grip module and self-illuminating sights, the modernized 9 mm pistol produced by Sig Sauer couldn’t have come at a better time, according to Mark Farley, USAMPS deputy commandant.

“The (Beretta M9s) we currently have are breaking more often, which causes readiness issues,” Farley said.

He explained that the school’s M9s have fired on average about 20,000 to 30,000 rounds when a typical handgun will last through only about 10,000 before they start to have significant issues.

Gary Homer, USAMPS instructor, added, “With these 17 and 18s, you won’t get degradation of the barrel until after 25,000 rounds. The new MHS has an exponentially longer lifespan or life expectancy.”

Homer said every MHS is test fired before leaving the factory with 13 rounds -- three to break in the weapon and 10 to test accuracy. He said each one must hit 10 out of 10 at 25 meters in a smaller than 3-inch group attesting to the gun’s accuracy level.

Both Farley and Homer agree one of the biggest selling points of the new MHS is the modular grips, which come in small, medium and large that allow for the pistol to be modified to the individual shooter.

“The Military Police Corps, is about 16 percent female Soldiers, so this is a big deal when you’re talking about Soldier lethality and accuracy,” Farley said. “For all Soldiers to be able to hold that weapon with a proper grip and use the right fundamentals of fir-

ing -- it’s very important in order for them to be able to engage the target and thereafter. One size does not fit all.”

In addition to being able to add lights to the guns with the rail system, John Scarbrough, USAMPS instructor/writer, said another thing he likes about the modernized weapons is the consistent trigger. He said this will help the MP students coming through the school’s many courses.

“There is a more consistent trigger so you don’t have to get used to 12 and then a 4 1/2 or 5 1/2 pound trigger,” Scarbrough said. “Your first shot is the same as your 17th shot.”

He said the trigger pull in conjunction with the modular grips will improve overall accuracy.

“We have had students before who had to use two fingers to pull the trigger due to strength because of their hand position, or they’re holding the gun in an awkward position so it’s not managing recoil,” Scarbrough said. “Those are the two biggest things that I think will help out whomever is shooting them.”

Farley agreed and said it’s not just the equipment that’s being modernized. He said USAMPS recently changed their qualification tables as well.

“It came at the right time where we were trying to make training a little more stringent and harder. This gun won’t make it easier, but it will ease some of the transition on this new qualification table that is just now being exposed to Soldiers in the field,” Farley said. “It wasn’t coordinated but it worked out well.”

Farley said they are excited about the new gun, adding that it’s long overdue. “The sooner we can get it fully fielded to the operational units and the full training base then operational readiness will be enhanced.”

So far the school has only received a few hundred of these systems, but is expecting to receive approximately 1,400.

New Tax Law changes

Previously, only spouses of service members who are residents of the same state could avoid being taxed in the state of the service member’s duty station. Example: A Florida-domiciled Airman and his Florida-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the wages from the spouse’s new job in Virginia is sourced to Florida, their original state of domicile. Their income is not subject to Virginia income tax or withholding.

With the new tax amendment to Veterans Benefit and Transition Act of 2018, spouses of a service member are able to choose the same state of residence as the service member for state and local tax purposes. Example: A Florida-domiciled Airman and his California-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the spouse elects to have the same residence of the Airman (Florida) for tax purposes. Now the wages from the spouse’s new job in Virginia is not taxable by Virginia.

As there is no guidance from the IRS for volunteers, filing returns for spouses who would like to elect to use the same state of residence as the service member for the state and local taxes is out of scope for the Tax Center volunteers. Pharmacy hours expanded
