U.S. Army Soldiers and U.S. Air Force Airmen were visited by former top senior enlisted leaders of each military branch to receive information on Military Life Cycle, a new Veterans Affairs program regarding benefits and entitlements at Joint Base Langley-Eustis, Virginia, April 3 and 4, 2019.

Pinnacle 5, the group that visited, is comprised of retired senior noncommissioned officers of all the services, Jack Tilley, former Sgt. Maj. of the Army, Alford McMichael, former Sgt. most individuals do not learn about all of their VA benefits until long after they leave the service,” said Patton. “Most service members who are still in uniform don’t define themselves as veterans and they feel they don’t need to know about the benefits until the time comes.

What comes with this life cycle program is a lot of information, so it’s important for service members to start early in their military careers learning about the benefits available to them.”

Pinnacle 5 plans to visit installations of each branch around the United States to provide Military Life Cycle knowledge to senior NCO’s, NCO’s and family members to educate as many people as possible.

“I think it is important for people to understand that one day, you have to take off the uniform,” said Tilley. “People just don’t think about it that way and they want to wait until the last minute to prepare and I’d simply tell you, as far out as possible, sit down and think about what you’re going to do after you transition out of this career.”

HEALTHCARE TRANSITION LOOKS TO IMPROVE PROCESSES FOR WARTIME MISSIONS, BENEFICIARIES

Since 2001, the military medical establishment has learned much about caring for trauma.

Many American service members alive today who have fought since 9/11 would have died in previous wars.

Thousands more have benefitted from state-of-the-art care and the experience that military medical providers have learned in 18 years of war.

The lessons of the battlefield were learned through experience and repetition, and DOD and Congress want to ensure those lessons are not forgotten.

At the direction of Congress, the

military health care system is going through a substantial set of changes in its structure and how it will operate, said Robert Daigle, the Defense Department’s director of cost assessment and program evaluation.

“Our No. 1 priority … is to maintain the quality of care for both the wartime mission and the beneficiary population,” Daigle said in a recent interview. “Our goal … is to improve the readiness of the military health care personnel for the wartime mission.”

From Capitol Hill to the Pentagon to military treatment facilities around the world, all are working together to make the transition as seamless as possible, the director said.

Management of the military treatment facilities will transition from the services to the Defense Health Agency. The agency will focus on providing high-quality care for beneficiaries, enabling the services to focus entirely on medical readiness for the wartime fight.

The military treatment facilities will move to the agency over a three-year period. Officials will be able to examine the changes, assess how the transition is working and make changes as needed, Daigle said. Currently, the facilities at Walter Reed National Military Medical Center in Bethesda, Md., and those at Fort Belvoir, Va.; Fort Bragg, N.C.; Jacksonville, Fla.; and Keesler Air Force Base, Miss., come under the Defense Health Agency. This

3 transitions more than 1,000 headquarters medical staff from the services to DHA. “The second major muscle movement in this is to reshape the military medical force for the wartime mission,” Daigle said. “In some specialties, we have too few providers – emergency medicine for example. In other cases, we have more than we need.”

The latest budget request calls for more than 100,000 active-duty military medical professionals, with more than 60,000 in the reserve components.

The budget reallocates 14,000 positions from medical specialties into other critical shortfalls in the services’ operational force structure, Daigle said. If the service needs cyber, infantry or aircraft maintenance personnel, it will be able to apply these slots to those fields, he added, noting that most of the slots reassigned will be personnel who seldom deal with patients directly.

As part of Sexual Assault Awareness and Prevention Month, Joint Base Langley-Eustis’ Sexual Assault Theater Group is performing a play titled ‘Everybody Knows’ for U.S. service members and civilians at Langley Air Force Base, Virginia.

April is recognized as SAAPM across the country by both civilian and military communities. The observance is an opportunity to highlight the efforts of caring for victims as well as providing innovative ways to infuse prevention practices into the daily mission.

The play is based around a male who’s been sexually assaulted and the effects on his life in the workspace.

“The main thing we wanted to do was to get away from the typical Air Force slides and try to reach as big an audience as we possibly can,” said U.S. Air Force Staff Sgt. Patrick Sims, 733rd Logistics Readiness Squadron vehicle mechanic. “When we do our performances, we go hard hitting, right to the heart and make sure that it resonates in your mind later that ‘this has actually happened, this happens to people, I care.’”

According to Sims, the group wanted to show the toxic versus the non-toxic organization and how a victim is affected in each scenario. Part of resilience is not just helping yourself; it’s also how people can help others, making the workspace a crucial component as to whether there is a positive or negative influence on a victim.

The Sexual Assault Prevention Response program is set in place to assist those who have been affected by sexual violence.

According to Hampton, it is very important to know what options are available to a victim, because typically a victim in this situation feels very helpless.

The SAPR program provides services and ways of reporting for victims so they feel safe again while recovering from the trauma.

“When we protect our people, the mission will be taken care of,” Hampton said. “We protect the mission by taking care of our people.”

The Air Force Physiological Episodes Action team lead visited the NASA Langley Research Center March 28, to discuss the importance of an ongoing pilot breathing assessment with senior Air Combat Command health officials and NASA engineers.

Brig. Gen. Edward Vaughan and his team met at the NASA Engineering and Safety Center to analyze F/A-18 and F-15 liquid-oxygen-configured NASA aircraft to better understand the causes of physiological episodes in the Navy and Air Force.

An unexplained physiological episode may include hypoxia, which is when someone’s bloodstream or tissue does not have enough oxygen supply. This can lead to shortness of breath, disorientation, faintness or fatigue – all of which can be deadly for a pilot.

That’s why the Air Force charged a team of experts to develop a process to measure the pilot respiratory rates,

tidal volumes and air compositions that is standardized, systematic and easy to read. Understanding physiological episodes and reducing their frequency is not uniquely an Air Force problem, so the partnership among the Navy, Air Force and NASA is proving beneficial.

“Thanks to NASA’s pilot breathing assessment, and their willingness to partner with the Navy and Air Force, we are breaking new ground in the science of manned flight physiology,” Vaughan said. “Our colleagues at NASA prove why ‘rocket scientists’ are so highly regarded in America.

They bring an amazing intellectual and experimental capability to the challenge of physiological episodes.”

After his meeting at NASA, Vaughan visited the 1st Fighter Wing’s Aerospace and Operational Physiology Training Flight to see firsthand how physiological training is being accomplished using a reduced oxygen breathing device. These devices simulate the effects of hypoxia for the pilots to gain an appreciation for the mental and physical effects of the episode.

Editor’s Note: This is part of a series highlighting the various advanced technology simulators available for training across Joint Base LangleyEustis, Virginia.

When it comes to watercraft, not many think of the U.S. Army. However, the Army has a fleet of more than 130 watercraft and every one of their watercraft operators has been through a course at Joint Base Langley-Eustis, Virginia.

The U.S. Army Transportation School, Maritime & Intermodal Training Department here has various watercraft simulations used for training such as the Full Mission

Bridge, the Small Craft Bridge, the Expeditionary Fast Transport Simulator and the Vessel Defense Simulator.

“Let’s say I have somebody that has never operated a small watercraft before – these simulators get them familiar with the controls and how to do specific maneuvers,” said Mike Milian, M&ITD craftmaster instructor. “It gives them more confidence and the opportunity to not have to think about those kinds of things [when they have to operate an actual vessel].”

The simulators are used to train for various duty requirements and levels of aptitude. The Small Craft Bridge

is used to primarily train E-1 to E-5 on smaller vessels while the Full Mission Bridge is used to train warrant officers on large vessels. The Vessel Defense Simulator is used by the U.S. Army Soldiers here and other units throughout the U.S. Armed Forces to hone their skills with weaponry while on a vessel.

While the M&ITD may be on the Army side of the joint base, they support more than just Soldiers.

“JBLE is like a central hub,” said Guy Fairweather, M&ITD maritime training instructor. “There is the Navy from Little Creek, Military Sealift Command and the Coast Guard in Yorktown that all come to use our simulators.”

The Expeditionary Fast Transport Simulator is used

by the U.S. Navy’s Military Sealift Command. According to the MSC website, they are comprised of 125 non-combatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. military forces and coalition partners.

“We keep [the simulations] completely realistic for training,” said Kevin Giguere, M&ITD technical instructor.

“What they see here will translate when they get onto a real vessel.”

The simulators allow individuals to learn the controls, proper communications, how to identify other vessels while on the water and how to han-

dle emergencies such as damages to the vessel or being attacked by enemies. Since they are indoors, the simulators even allow individuals to train year-round, no matter the weather conditions outside.

“You have to look at the all the moving parts that are involved in getting a vessel underway,” said Milian. “You don’t have to pay for fuel and you don’t have to worry about the vessel crashing because if it does you can just reset it. All these things are cost-saving measures that the simulators provide.”

Simulations such as these not only deliver realistic training, saving money in the process, but enable the U.S. Army and its troops to train to the fullest extent of technology.

Editor’s Note: This is part of a series highlighting the various advanced technology simulators available for training across Joint Base LangleyEustis, Virginia.

When it comes to watercraft, not many think of the U.S. Army. However, the Army has a fleet of more than 130 watercraft and every one of their watercraft operators has been through a course at Joint Base Langley-Eustis, Virginia.

The U.S. Army Transportation School, Maritime & Intermodal Training Department here has various watercraft simulations used for training such as the Full Mission

Bridge, the Small Craft Bridge, the Expeditionary Fast Transport Simulator and the Vessel Defense Simulator.

“Let’s say I have somebody that has never operated a small watercraft before – these simulators get them familiar with the controls and how to do specific maneuvers,” said Mike Milian, M&ITD craftmaster instructor. “It gives them more confidence and the opportunity to not have to think about those kinds of things [when they have to operate an actual vessel].”

The simulators are used to train for various duty requirements and levels of aptitude. The Small Craft Bridge

is used to primarily train E-1 to E-5 on smaller vessels while the Full Mission Bridge is used to train warrant officers on large vessels. The Vessel Defense Simulator is used by the U.S. Army Soldiers here and other units throughout the U.S. Armed Forces to hone their skills with weaponry while on a vessel.

While the M&ITD may be on the Army side of the joint base, they support more than just Soldiers.

“JBLE is like a central hub,” said Guy Fairweather, M&ITD maritime training instructor. “There is the Navy from Little Creek, Military Sealift Command and the Coast Guard in Yorktown that all come to use our simulators.”

The Expeditionary Fast Transport Simulator is used

by the U.S. Navy’s Military Sealift Command. According to the MSC website, they are comprised of 125 non-combatant, civilian-crewed ships that replenish U.S. Navy ships, conduct specialized missions, strategically preposition combat cargo at sea around the world and move military cargo and supplies used by deployed U.S. military forces and coalition partners.

“We keep [the simulations] completely realistic for training,” said Kevin Giguere, M&ITD technical instructor.

“What they see here will translate when they get onto a real vessel.”

The simulators allow individuals to learn the controls, proper communications, how to identify other vessels while on the water and how to han-

dle emergencies such as damages to the vessel or being attacked by enemies. Since they are indoors, the simulators even allow individuals to train year-round, no matter the weather conditions outside.

“You have to look at the all the moving parts that are involved in getting a vessel underway,” said Milian. “You don’t have to pay for fuel and you don’t have to worry about the vessel crashing because if it does you can just reset it. All these things are cost-saving measures that the simulators provide.”

Simulations such as these not only deliver realistic training, saving money in the process, but enable the U.S. Army and its troops to train to the fullest extent of technology.

Acquisition reform requires culture shift, officials say

A shift in Army culture is necessary to accelerate the fielding of new Army systems and improve industry collaboration, Army acquisition officials recently said.

“We have to fundamentally change some of our cultural biases and the ways we are used to doing business,” said Jeffrey White, principal deputy assistant secretary of the Army for acquisition, logistics, and technology.

White and other acquisition officials participated in a panel discussion about contracting, acquisition, logistics, and technology for integrated reform during the Association of the U.S. Army’s Global Force Symposium on March 28.

“Twelve years is too long to get a major weapon system out in the field. We need to look at innovating at the speed of industry today, not the speed of industry in the [1970s],” he said. “We need to be able to get a solution that’s better than what we have now.”

Congress recently provided the Army with more acquisition flexibility to support an accelerated fielding process.

The Army can now leverage a middle-tier acquisition authority under Section 804 of the fiscal year 2016 National Defense Authorization Act, White said.

MTA is a rapid acquisition process that focuses on delivering capability within two to five years.

“We have more of those going on than any other service, with eight of them right now,” White said. “I think we have about another four or five teed up that we are going to move forward on in the future.”

The force can also utilize its

other transaction authority, or OTA, to accelerate necessary programs, he added.

“We have about 100 OTAs out there right now,” White said. “[OTAs] can cut six months to a year off the acquisition process.

It’s a great way to get prototyping and tech maturation into the cycle, so that we can have a full and open competition later down the road.”

Further, Army Futures Command has made improvements to its requirements process, which helps define what products the Army will acquire.

“They are trying to drive it down from a five-year process ... to less than a year -- sometimes 12 weeks,” said White, indicating

that this is a shift from the current Army culture.

Similarly, the Army seeks better ways to collaborate with industry, he added.

For the past decade, Army officials avoided engaging with industry, in fear of providing them with a competitive advantage. In turn, the Army has become more “risk averse,” he said.

“That has led us to believe we should not engage with industry, and nothing could be further from the truth,” White said.

“We have to engage with industry. We have to do it as often … and as frequently as possible,” he added. “If you don’t talk to industry, how do you expect them to know what you want?”

Artificial intelligence could aid future background investigators

In the future, artificial intelligence could augment the background investigative work performed by humans, cutting the time it takes and providing a more realistic, in-depth and realistic profile of the individual, the technical director for research and development and technology transfer at the Defense Security Service’s National Background Investigative Services said recently.

Mark Nehmer spoke at the “Genius Machines: The New Age of Artificial Intelligence” event, hosted by Nextgov and Defense One, March 29 in Arlington, Virginia.

Millions of service members, federal employees and contractors receive background checks and are issued clearances on a periodic basis.

Problems with the Current System There are several problems with the current system of background investigations, Nehmer said.

— There aren’t enough investigators to do the work.

— The process takes too long.

— Investigations of individuals occur only once every five or 10 years and something amiss could occur in the intervening time that the system doesn’t catch.

— The investigations are limited in scope and don’t always focus on the right variables.

Using Artificial Intelligence The use of artificial intelligence, or AI, could significantly reduce the time it takes investigations and ease the strain on already-overworked personnel and reduce the backlog of cases, Nehmer said.

Additionally, AI could help prevent

“a Snowden-like event,” he said, referring to the former CIA employee and National Security Agency contractor who stole and leaked highly classified information from the NSA in 2013.

Situations like that could be prevented because AI would continuously monitor data shared from various agencies like banks and police records, together with such things as social media activities, Nehmer said.

AI would look for suspicious or unusual activity or patterns, using its algorithms and machine learning to alert that there’s a potential problem, he said.

AI Could Benefit Employees The use of AI might seem like an intrusion on the privacy and rights of government workers, Nehmer said, but detection of a problem wouldn’t necessarily result in someone being

This is more complicated. The question is to ensure medical personnel get the patient load they need to develop and maintain qualifications. The number of times a surgeon performs a specific surgical procedure is directly tied to the outcome, Daigle explained. “Higher reps, better outcomes,” he said.

One of the challenges from a medical readiness perspective is relatively low workload levels per provider. “We just don’t have enough patients of certain types to generate the readiness levels we need,” Daigle said. “In some cases, we are going to want to remove some people from hospitals so the amount of workload that remains, divided over fewer providers, will

give them the opportunity to hone their procedures.”

This mirrors the trends in the civilian world, where surgeons specialize in certain procedures. Some surgeons do only knee replacements, and may do hundreds of them per year. Those surgeons have seen the range of complications that can arise from a procedure and are best equipped to deal with them when they arise. They certainly would be better equipped to handle a complication than a surgeon who might do one a month, Daigle said.

Daigle emphasized that all of this process will be studied and assessed even as the process continues forward, and that there is time to make changes as needed in the process.

The director also said he hopes that standardization of the administrative processes in the military treatment facilities will make moving among the facilities easier for service members and beneficiaries.

For example, if an AI algorithm found that an employee is going too far into debt, that person could be offered financial planning assistance and counseling, he said.

AI could also point out other problems, such as stress, depression or possible suicidal ideation, Nehmer said. In that case, he said, professional counseling and treatment would be the preferred steps for an employer to offer that employee.

It’s somewhat difficult for an investigator to look at human behavior and try to understand that behavior and what it means and what the level of risk might be, Nehmer said. But, he noted, AI will never replace human investigators or their decisions. What AI will do is become a valuable tool to assist in the investigative process.

Nehmer did not provide a timeline for AI being incorporated into background investigation, but he did say work is being done to make this happen should a decision to roll it out be made.

DOD Official: ‘Intense Campaign’ addressing military housing issues

Site visits to military housing by defense officials to hear firsthand accounts of problems there are just one step being taken to ensure military families have safe places to live.

Robert H. McMahon, the assistant secretary of defense for sustainment, told lawmakers on April 4 that the military services are aware of problems in privatized housing and have embarked on a series of house calls to let families know they’re going to fix issues they find.

“Since the beginning of the year, the military departments have conducted an intense campaign, consisting of site visits, reviews of privatized housing conditions, meetings with families and communities, and senior-level discussions with privatization partners to address property management issues,” McMahon said in testimony during a hearing of the House Armed Services Committee’s readiness subcommittee.

Complaints Taken Seriously McMahon said that the Defense Department had an open-door policy when it comes to reporting housing issues.

He said all resident complaints are taken seriously and acted upon by the housing privatization project entity and staff, and that when he’s fielded such a complaint, he’s then followed up with

other service-level officials to help fix problems. Included among those officials were Thomas Modly, undersecretary of the Navy; John W. Henderson, assistant secretary of the Air Force for installations, environment and energy; and Alex A. Beehler, assistant secretary of the Army for installations, energy and environment. All three testified alongside McMahon at the hearing.

Services Taking Action Modly told lawmakers the Navy is reaching out to “every single person in the Navy and Marine Corps who lives in privatized housing.” So far, he said, they’ve identified about 4,700 issues with family housing for sailors, and that about 2,800 of those families have asked leaders to visit their homes personally.

“We’re well on the way of ticking away on that,” Modly said, noting that about 900 visits have been made to Navy personnel and 7,000 personal visits have been made to family housing.

“I think we are taking it extremely seriously, as well as taking it personally,” he said.

“But we’re trying to do everything we can immediately to address the immediate concerns.”

Henderson said nearly 50,000 Air Force families have been contacted and interviewed regarding their concerns with family housing. Accordingly, he said, some 4,700 work orders have been opened up to address issues that were found.

we’re battle tracking here with the Air Force,” Henderson said.

The Army has also stepped up efforts to correct any problems in privatized family housing. Following the hearing, Beehler said leaders across the Army have been visiting soldier homes to assess problems that might be found there.

“The chain of command for each soldier has visited their on-post housing — that’s more than 87,000 homes,” Beehler said. “These home visits will continue at the request of our military families until the issue is resolved.

Furthermore, we are hiring additional personnel on the ground to provide quality assurance oversight for all housing. We have also established 24-7 hotlines that are

live at every single installation that soldiers and families can call and connect with key garrison and command personnel to discuss any housing concerns. We want to ensure our soldiers and families are getting the best quality housing that they deserve.”

Systemic Corrections At the DOD level, McMahon said the department is committed to providing a safe and secure environment on all bases and installations for service members and their families. He said a series of corrective actions are underway already to address problems found in privatized housing. “Examples of these actions include implementing a residents’bill of rights. Determining the feasibility of developing a common tenant lease, clarifying processes for

tenants to raise health concerns and for health providers to report issues as appropriate and establishing resident customer care advocates.”

In 1996, legislation established the Military Housing Privatization Initiative, or MHPI. As part of this initiative, the military departments conveyed 99 percent, or more than 200,000 units of installation family housing in the United States to private entities.

The MHPI leverages private investment and expertise to significantly improve the quality of on-base housing faster than traditional military construction and facilitates long-term investment necessary to maintain high quality on-base housing.

New Tax Law changes

Previously, only spouses of service members who are residents of the same state could avoid being taxed in the state of the service member’s duty station. Example: A Florida-domiciled Airman and his Florida-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the wages from the spouse’s new job in Virginia is sourced to Florida, their original state of domicile. Their income is not subject to Virginia income tax or withholding.

With the new tax amendment to Veterans Benefit and Transition Act of 2018, spouses of a service member are able to choose the same state of residence as the service member for state and local tax purposes. Example: A Florida-domiciled Airman and his California-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the spouse elects to have the same residence of the Airman (Florida) for tax purposes. Now the wages from the spouse’s new job in Virginia is not taxable by Virginia.

As there is no guidance from the IRS for volunteers, filing returns for spouses who would like to elect to use the same state of residence as the service member for the state and local taxes is out of scope for the Tax Center volunteers. Pharmacist Cough and Cold Clinic

The Langley Hospital will provide a Pharmacist Cough and Cold Clinic starting Feb. 12, 2018. Patients who cannot get an appointment with their provider right away and do not want to wait at the ER can check in at the Family Health front desk to be seen by a clinical pharmacist on a walk-in basis, Monday through Friday from 8 to 10 a.m.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.
