She says watching her mother work hard and help otherpeopleinspiredhertodothesame “I’ve always kind of been a go-getter and hard charger,” said Koogler. “My mom was like that. She was a hard worker and it was just instilled in me as a child. She worked as a civil servant for Wright-Patterson Air ForceBasemywholelife,andbeingaround themilitarywithherallthetimekindofput meinthatdirection.” Koogler’splanwasalwaystojointhemilitary after high school, until an injury sidelined her for a few years Instead of letting thatderailherplans Kooglercreatedanew pathforherfutureNavycareer “I was going to join right out of high school,butItoreeverythinginmyanklemy senior year playing soccer,” said Koogler “So, I went off to college, was working and went back in when I was 23 to see what I coulddo.” Koogler was able to join the Navy in July 2002. She has been devoted to her military careereversince “OnceIjoined,IknewIfoundmycareer, andmyNavyfamilyandfriendsthatIwould have forever,” said Koogler, “I have contin ued to serve over the years because it is a goodfitformeandIloveit.” Kooglerknowsthatsteppingintohernew roleasCOBwillcomewithmanychallenges andmuchgreaterresponsibility something she has prepared for throughout her time inservice. “Every time I was up for orders, I was always looking for something different and challenging,” said Koogler “Then when it was announced that enlisted women could apply for submarines, with some encour agementfrommySailors Iwentaheadand applied.” Women haven’t always been allowed to serve alongside their male counterparts in thesubmarineforce Itwasn’tuntil2011that female officers began serving aboard U.S. Navysubmarines Thisopenedthedoorfor thefollow-onintegrationofenlistedwomen, whichbeganin2016. Then-Chief Koogler reported to her first submarine the guided-missile submarine USS Michigan (SSGN 727), in May 2016, followedbyatouratSubmarineSquadron19 ”Koogler only has 36 months on board a submarine, but I knew she was the perfect candidate to be the first woman COB,” said Submarine Squadron 19’s Command MasterChiefTravisBrown.“In36months she walked off a submarine as a qualified diving officer of the watch, and everything inbetween,whilealsolearninghowtolead submarine Sailors.” Attempting to reach goals that no one beforeyouhasaccomplishedcanbeintimidating, but Brown believes Koogler’s achievement is breaking barriers “We kind of pushed her a little bit because it’s always spooky if you’re going to be the first person to do anything,” explained Brown. “But this is a huge glass ceilingbustedinthesubmarineforce Now there’s a path to the top of the submarine force.” Kooglerfeelsthatgendershouldplayno factor in Sailor roles “We need to keep breaking down the barriers so that it just becomes all Sailors,” said Koogler “A Sailor is a Sailor to me and we shouldn’t have to define their gender It’s important to integrate everybody and it shouldn’t matter as long as they get the job done.” This new position is a great milestone in Koogler’s career, but it’s not the final triumph she has her sights set on. Her ultimate dream is to one day serve as a command master chief (CMC). “Since my first command I’ve always wantedtobeacommandmasterchief,”said Koogler “Now that I’ve converted to the submarine force I have to serve as chief of theboatbeforeIcangointotheCMCworld, sothisisjustanothersteppingstone.”

Today, we mark one year since the end of the U.S. war in Afghanistan, and I, like somanyofyou,havebeenreflectingonthe sacrifice that American Service Members, Veterans, their families, and so many othersmadeduringAmerica’slongestwar. I first want to express my profound gratitude to all who served in Afghanistan, including everyone on our Depart ment of Defense team. Every American who contributed to our efforts shared a deep devotion to keeping our country safe, working toward a brighter future for the Afghan people, and standing up for liberty, democracy, and the rule of law. As a veteran of the war, I witnessed firsthand the bravery, selflessness, and compassion that our men and women brought to the fight. Your efforts make me proud to be your colleague and even prouder to be an American. Twodecades ofnoble service demanded significant and selfless sacrifice. Many Service members still bear the wounds of war, to body and to soul, and 2,461 brave heroes never made it home To our Gold Star families: We hold your loved ones in our hearts and we pledge to you the unwavering commitment of a grateful Nation. The United States went to Afghanistan in 2001 to wage a necessary war of self-defense On September 11, 2001, al-Qaeda terrorists attacked our country They were able to plan and execute such a horrific attack because their Taliban hosts had given them safe haven in Afghanistan. Since 2001, no enemy has been able to launch such an attack on our homeland, and that speaks to the entire U.S. govern ment’s efforts to defend our citizens from terrorist threats that could emanate from Afghanistan or anywhere around the globe Still, we know this work is not done We must keep a relentless focus on counter terrorism and we are. Just a few weeks ago the United States delivered justice to Ayman al-Zawahiri, theleader of al-Qaeda and Osama bin Laden’s deputy at the time of the 9/11 attacks And in recent months, our military has successfully carried out operations against key ISIS leaders We also know that preventing terrorist violencerequiresmuchmorethanmilitary might. We’re committed to supporting a whole-of-governmentefforttoaddressthe root causes of violent extremism. No one should doubt America’s resolve to keep our people safe For me, there is no greater testament to the strength of a country’s democracy than the fact that millions of people freely choose every day, to defend it. Those who step up to serve whether in uniform or as part of our civilian workforce do so because of the values we fight for: the rule of law, human dignity, and freedom. So last year, in the war’s final days, the United States, along with our partners and allies, conducted the largest air evacua tion of civilians in American history, lift ing more than 124,000 people to safety I’m proud that our military communities and Americans from all walks of life have welcomed our Afghan allies as they begin new lives in our country And our values continue to drive the important work that American patriots are doing around the world. The United States is rushing urgently needed assis tance to Ukraine in the face of Russia’s unprovoked and reckless invasion. We are firmly committed to supporting the people of Ukraine and to defending the rules-based international order against autocrats and aggressors anywhere. As our country looks back on two decadesofcombatinAfghanistan,Iunder stand that many people have hard ques tions about the costs of the war and what their sacrifices meant. These are import ant discussions, and I hope we will keep having them with thoughtfulness and respect. Last year, I said that although the Afghanistan war has ended, our gratitude to those who served never will. Ford (CVN 78) NORFOLK VIRGINIA The deployed resilience educator (DRE) program helps service members adjust to life in the Navy DREs spend time before, during and after deployments teaching Sailors important life skills such as time management and car-buyingstrategies,helpingthembecome more resilient for deployment and their day-to-day lives. The DRE is a unique job thatrequiresexperienceandadrivetohelp others Here onboard USS Gerald R. Ford (CVN78) wehaveonesuchindividual RichardHaninger,Ford’sdeployedresil ience educator, a Chicago native, spent thirty years on active duty prior to becoming a DRE. He spent twenty of those years as an aviation electronics technician and ten as a command master chief (CMC). He decided to return to the fleet to share his experience and improve the quality of life for new Sailors “After I retired from the Navy, I worked for Fleet & Family Support for four years. I briefedcommandsaswellasfamilymembers on how to prepare for deployment,” said Haninger “Evenaftertheydeployed,Iwould flyouttotheship’slastportcallandprepare Sailorsforthereturnhome.” Haninger’s experience as a CMC gives him a unique perspective when teaching classesthatwillbebeneficialtothecrew “When I was a CMC, these are the types ofprogramswewerepushingtogetstarted,” said Haninger “I can see the difference in people after taking the classes. The skills they pick up and develop help them out in the long run with their careers and home lives. Part of what Haninger has learned over timeisthatthelearningprocessdoesn’tstop Education is one of the ways he improves himselfandthosearoundhim. “Ilearnnewthingseveryday.Ilearnfrom everyone, from chiefs, officers and junior sailors alike,” said Haninger “It’s one of the thingsIenjoyaboutthejob Icancontinueto learnnewskillstobettermyselfandothers.”
Talking and interacting with Sailors was Haninger’sfavoritepartofbeingaCMC As Ford’s DRE, it’s one of his primary duties onboard. “I get to help people every day and that bringsmealotofenjoyment,”saidHaninger “I don’t even mind the hours, it’s all worth it when you see the positive impact you’re makingontheirlives.” In the deployment resilience education program, Haninger teaches Fleet & Family classes The classes range from deployment briefs to financial classes, car buying consumer awareness credit building dealing with stress anger management and communication. “The heaviest turnout in classes I’ve seen have been the pre-deployment briefs,” said Haninger “We have a lot of first term Sailors and I always tell people, no matter how many deployments you’ve been on it’s good to go You can always learn something new.” Some of the new classes Haninger started teaching include love languages, leadership development and common courtesies He also held a few classes on resume writing, interview techniques and job searching post-military “DRE is a job that is beneficial to the entire crew,” said Haninger “I have years of military experience, but now I’m a civil ian, which allows me both perspectives, to talk to people and share my experience I’ve probably already dealt with most of the issues that come up in a Sailor’s life and I can help them through those trials.” DRE is a program designed to bring experienced instructors onboard Navy warships and use them to teach Sailors life skills and develop a more well-rounded fleet. “This unique exercise offers one of the most realistic ways for units to train,” said U.S. Marine Corps Maj. Aric Ramsey, the regimental communications officer with 10th Marine Regiment, 2d Marine Divi sion. “We created a free play, force on force scenario involving a blue force operating fires logistics command and control and a red force leveraging just about every infor mationrelatedcapabilityavailabletocollect, fuse, and attempt to target the blue forces usingtheirsignature.”
Ramsey said both sides employed equip ment necessary to meet the needs of pres entandfuturewarfare,facingfrictionacross all domains and in uncertain training environments. The conduct of the exercise was shapedbyForceDesign2030concepts.

“We only get to do this once a year and we wanted to ensure that this gathering was something worthwhile for all of our MSC participants who some came from as far as Washington state to our virtual attendees in places like Okinawa, Guam and Italy,” said Lt Cmdr Angela Sado sky, Naval Medical Center San Diego (NMCSD) Physical and Occupational Therapy interim department head. Norman explained how he initially took the annual remembrance period for 9/11 to watch documentaries, where he would be overwhelmed with emotions After a few years he decided to change the way he honored the 343 firefighters who lost their livesinserviceduringtheattacks “One year, I decided to go to the gym and I did 110 stories on the stair climbers. After that, I would do 220 stories because there were two towers, each 110 stories,” said Norman Normansaid,heclimbedthestoriesthink ing, if the firefighters did what they did to save people he could endure the hardship ofthese110⁄220storiesofsteps.
