ARRIVES AT NNSY FOR AN ENGINEERED REFUELING OVERHAUL

USS Wyoming (SSBN-742) arrived at Norfolk Naval Shipyard (NNSY) Jan. 9 for its 27-month Engineered Refueling Overhaul (ERO). As a critical piece in the country’s nuclear deterrence strategy, the submarine will be refueled and upgraded during this major availability.

In a first for NNSY, Enlisted Women at Sea ship alterations will be performed onboard, modifying the layout of berthing areas. For the other work, the availability is highly similar to the shipyard’s ERO currently being conducted on USS Rhode Island (SSBN-740), allowing the Wyoming project to leverage off record-setting successes and valuable experience gained during that overhaul. “Apples to apples, it’s pretty much the

same,” Project Superintendent John Walker said. “We’re looking to get at least 70 percent of the employees who worked on the Rhode Island to roll over to the Wyoming.”

The project team is already off to a strong start with completing the Resource Constrained Schedule (RCS) 14 days early. This schedule provides an overarching integrated plan on the number of personnel needed to conduct work throughout the overhaul. “With the RCS, you’re leveling the shipyard’s resources across the whole 27-month availability. Now we don’t have to focus on that as we move into the actual execution phase. It’s a huge deal to get it done,” Walker said.

Walker said the team already has a new record in its sights for this ERO. In February 2017, Rhode Island finished refueling in 217 days, setting a new record at NNSY thanks to safety, effective planning and timely execution of quality of work. NNSY’s former

refueling record was on USS Alaska’s ERO, which completed its availability on schedule in March 2009. “We’re scheduled to complete refueling in 213 days,” Walker said. “It is both aggressive and achievable. We’re taking the lessons learned from the Rhode Island and we’re utilizing much of the same team.”

Rhode Island also raised the bar with undocking two days early in July 2017.

Walker points out that sharing lessons learned is essential when it comes to setting new standards for Ohio-class EROs at NNSY. “I was there for most of that availability [as Deputy Project Superintendent] before I transitioned over to Wyoming, and I’m still in contact with that project team every single day.”

Reflecting on the extensive overhaul that lays ahead, Walker said, “Everything we do is a challenge, but the ship is on our side and ready to help us out in achieving our goal.

The captain is excited and motivated to make 27 months or less. For the shipyard, we have a lot of experience and knowledge moving into this project. I think we’ve got a winning team!”

Wyoming is one of the United States’ most vital strategic assets, and combined with the other Ohio-class submarines, makes up one leg of the nuclear triad.

During a visit last year commending the Rhode Island team, Naval Nuclear Propulsion Program Director Admiral James F. Caldwell challenged the shipyard to continue pushing itself for even greater successes on EROs. “I want more of that,” he said. “You have my incredible admiration and my greatest respect for the work you do. You are America’s Shipyard because you fuel America’s Navy.”

Shipyard Spotlight: MARCC leverages decades of employee experience on troubleshooting, repair and calibration.�

Work Leader Olin Roberson has been a federal employee since the 1960s after completing the Naval Aviation Depot (NADEP) Norfolk apprentice program. NADEP was closed in 1993 by the Base Realignment and Closure Commission (BRACC), and Roberson moved to what is now known as the MARCC. For more than half a century, he has been calibrating some of the Navy’s most important aviation test equipment, and with that experience comes a responsibility to teach the MARCC’s next generation of calibrators.

The MARCC is uniquely composed of Sailors and civilians who work side by side. Some of the Sailors arrive fresh out of A school, which teaches them the fundamentals of the job.

Tim Nalevanko joined the Navy in 1983. He ďŹ rst came to the MARCC in 1996 as a Sailor. When he retired in 2003, he came back as a civilian. “Being in the Navy for 20 years, I still carry that, so every day I take that to heart,â€? he said. “We’re the starting line to make sure the jobs get done correctly. If machinery breaks down, people could die. Planes crash, submarines sink.â€?

Willie Rhodes, another Navy veteran with more than 20 years of experience in calibration, appreciates the common mission shared by the MARCC’s Sailors and civilians. “We work hard together,â€? he said. “Having the opportunity to meet new Sailors, train them, and guide them is always a learning experience. We work as a unit, and that’s very important to me. We work together for one purpose — to service the eet — and even though we’re part of the shipyard, we’re not just a facility, we’re a necessity.â€? “A lot of people don’t understand calibration or why it’s needed,â€? added Roberson. “Everything has to be set to the same standard. If anything is improperly calibrated, you don’t even want to think about what could happen.â€?

The MARCC was created after the consolidation of several specialized calibration labs in the region that were performing different kinds of work for various customers. The MARCC is now responsible for all of that work. “There are a lot of things we do here to make sure the Navy’s assets can do what they were made to do,â€? Rhodes said. “We’re making sure every piece of equipment meets the standards to keep our Sailors safe and keep the eet ďŹ t to ďŹ ght.â€?

Roberson said the worst part about working at the MARCC is losing Sailors when it’s their time to rotate assignments. “To see the Sailors come in and watch them progress is very satisfying. They learn so much so quickly, it’s hard to say goodbye. But the upside is we always get someone new to train.�

WBFT is also available for French, Spanish, Persian-Farsi, Arabic, Chinese Mandarin, Burmese, German, Tagalog, and many others. Participants will be able to request and receive a certiďŹ cate of appreciation signed by the Assistant Commandant of the Defense Language Institute Foreign Language Center. Additional WBFT will be available later in the year and the Navy Foreign Language OfďŹ ce will keep the Fleet informed on upcoming languages.

ALNAV 069/17 cancelled the Navy’s Fleet Home Town News (FHTN) Program instruction, but the requirement--and the ability--to share news and information with local news media across the country lives on in the American Connections Media Outreach Program.

Since the program, which replaced and modernized the legacy FHTN Program, ofďŹ cially began with the release of the NAVADMIN 148/16 in June 2016, more than 9,400 stories, photos and other content has been shared with newspapers, TV and radio stations, blogs and social media nationwide, reaching more than 183 million Americans who otherwise may never have heard about their Navy. “Although the FHTN program instruction has been cancelled, the importance of effective internal information cannot be understated,â€? Acting Chief of Information Capt. Greg Hicks said, in a message to the Navy’s Public Affairs community. “Indeed, a case can be made that this is more important today than it ever was.â€?

The FHTN program began during World War II with a

Sailors’ stories. The easiest way to use this service is to include a local connection within every news release and photo caption. Germany, Norway Join HST Strike Group

Two coalition naval vessels arrived at Norfolk naval base Jan. 26 and 28, to conduct training and operations as part of the Harry S. Truman Carrier Strike Group (HST CSG).

The Royal Norwegian Navy frigate HNoMS Roald Amundsen (F 311) and the Sachsenclass German frigate Hessen (F 221) arrived to participate in the strike group’s upcoming Composite Training Unit Exercise (COMPTUEX). “Any time we can operate with another one of our allies anywhere in the world, we gain from it and they gain from it,â€? Rear Adm. Gene Black, commander of HST CSG. “I’ve always had great success working with coalition partners and this is just a similar task with a more complex mission set. Meet Seaman Seixas, the USS Bataan’s newest citizen

Five percent of our Armed Forces is made up of immigrants, men and women who have sworn to give their lives, if needed, for their new home. For some, they decide to become citizens for the nation they serve.

On Dec. 6, 2017, the amphibious assault ship USS Bataan (LHD 5) gained a new U.S. citizen, Seaman Ingrid Seixas.

Born in Rio De Janerio, Brazil, Seixas is the first in her family to gain her U.S. citizenship. When she was eight-years-old, Seixas, her mother, and step-father made the first of many trips from Brazil to New York; her step-father’s construction frequently had the family going back and forth. And in 2007 she finally settled in New York.

While living in New York, she worked as a make-up artist, enjoying the structure and high-tempo environment of living in the city.

However, in 2014, Seixas moved to Baltimore to be closer to her husband. She felt as though she lost the structure she previously had and wanted something in her life that was fast paced and organized. Which is what inspired her to join the Navy.

“I’ve been in the United States for 10 years, so if I do at least four years in the Navy it’s like I’m giving back to the country,” Seixas said. “I didn’t join the military to become a citizen, it’s just a plus.”

While becoming a citizen is a quicker process for service members than most immigrants, it’s still a difficult task. Seixas’ naturalization process started in Nov. 2016 while attending basic training, at Recruit Training Command Great Lakes, located in Illinois.

Her naturalization continued in January

2017, while attending the Surface Common Core course. She had to pass an interview on American history and geography. She also had to pass an English proficiency test.

Often, one is able to swear in the next day after their interview, but Seixas’ naturalization process was put on hold; in February 2017, she was assigned to the Bataan and deployed for seven months.

By the end of the year her citizenship was back on track and two weeks before the holidays she was able to give her Oath of Allegiance. During her ceremony, Seixas wasn’t the only service member in the group, there were a few other service members as well.

She noted that they were given little American flags, and her along with the rest of the group said the Pledge of Allegiance and Oath of Allegiance in unison making her an official U.S. citizen.

Seixas added that she takes pride in being the first of her family to become a naturalized citizen and that it also enhances her naval career.

“Since I’m an undesignated Seaman, becoming a citizen opens up a lot of doors for me when it comes time to choose a job,” Seixas said. “Once I get through the security clearance process I’ll be able to select a job in February.”

Seixas says moving to United States showed her how quickly she’s able to pick up new languages. When she first moved to the U.S she was able to learn English pretty quickly, with that talent in mind, she wants to pursue a career as a Cryptologic Technician (Interpretive) so she can continue to learn new languages.

Coast Guard oversees pollution response near submerged tugboat in Newport News

A Coast Guard pollution response team is overseeing oil spill response activitiesWednesday, near a partially submerged tugboat on Skiffes Creek, north of Fort Eustis.

A passing tugboat captain contacted watchstanders Saturday at the Coast Guard Sector Hampton Road’s Command Center, to report the moored, partially submerged, 100-foot tugboat, Bourne, which was discharging black oil.

The Coast Guard pollution response team and the Newport News Hazardous Materials Team responded to survey the scene and deploy boom Saturday night.

It is estimated that the Bourne has a fuel capacity of approximately 21,000 gallons and discharged approximately 5 to 10 gallons of motor oil. The Coast Guard, the Newport News HAZMAT team and the Virginia Department of Emergency Management deployed sorbent pads and boom Saturday and Sunday. It is unknown how much fuel was on board when the

tugboat submerged.

The Coast Guard was unable to contact the owner of the vessel. The Oil Spill Liability Trust Fund was opened to pay for response efforts.

An oil spill response organization has been contracted to conduct the cleanup operations, which will include removing the remaining oil in the tug’s tanks.

The Coast Guard issued a safety marine information broadcast to encourage mariners to remain clear of the waterway near the site until operations have been completed.

“We will thoroughly monitor cleanup operations,” said Lt. j.g. Stasia Ellis, a marine environmental response chief at Sector Hampton Roads.

Run by the Internal Revenue Service, VITA is available to Sailors and other customers through Naval Legal Service Command. Customers can find their nearest VITA tax center via Military OneSource. They also have the option of doing their taxes online.

Those who have taken part in the program have been surprised at how quick and easy filing their own taxes can be.

“The process for filing taxes is fairly straightforward,” VITA Volunteer Kevin Carey said. “The tax software uses an interview process, asking questions to fill out the tax forms, and a volunteer is always available to answer questions. For a simple return with just one or two W-2s a return can be completed in less than 30 minutes.”

There are other benefits of VITA, as well. According to the National Society of Ac-

This innovative tool simplifies and customizes the guidance. By answering a few short questions, veterans will know which board they need to go to, what form to fill out, any special guidance applicable to their case, where to send their application, and some helpful tips for appealing their discharge. Any veterans who believe their discharge was unjust, erroneous, or warrants an upgrade are encouraged to use this tool and then apply for review.

This tool can be found on Vets.gov at www.vets.gov/discharge-upgrade-instructions. The link is also available on Military OneSource (www.militaryonesource.mil/) and each of the review board’s websites (listed below). The link has also been forwarded to a number of Veterans Service Organizations and Military Service Organizations in order to spread the news to as many Veterans as possible.

This initiative was one of many in recent years aimed at improving the review process and guidance available to veterans who believe they may have been unfairly discharged or received an unfair discharge characterization. The Department issued special guidance in 2011 for veterans discharged under “Don’t Ask, Don’t Tell” or its predecessor policies. Also, the Department issued guidance related to post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI) in 2014. Most recently, in February 2016, the Department redoubled its efforts to ensure veterans received the benefit of the latest guidance and statutes of limitations were liberally waived in such cases. Subsequently, in December 2016, the Department launched an internal review of its policies and procedures. That review disclosed some gaps and confusion in the previous guidance. In August 2017, the Department issued significant guidance clarifying how review boards will consider cases involving mental health conditions, including PTSD, TBI, sexual assault or sexual harassment.

So when your family and friends want to know how to do it, they can ask you and next year you can have your information saved in the software and you know how to do it yourself.”

It was another gloomy winter afternoon in our working-class English village. Ever since we’d been stationed at JAC Molesworth in the flat Cambridgeshire countryside know as “The Fens,” I’d found myself counting the minutes until my husband, Francis, got home from work.

At that latitude, the sun set around four o’clock, leaving me with nothing to do but pop in a Barney video for our toddler — it was the 90s after all — and contemplate dinner.

I wandered nonchalantly to the pantry expecting to see the usual line up of canned vegetables, dried noodles and jarred pickles. But there it was, staring at me from between the peanut butter and salsa with smug indignation.

It had belonged to the woman who had come before me. She had bought it, presumably, for a cozy dinner with the man who was now my husband.

It was her box of Shake ‘n Bake.

Michelle was Francis’ old girlfriend. Her Shake ’n Bake had, along with her gawd-awful dining room chairs and etched wine glasses, mingled with our joint marital property. After we married, I moved in with Francis, and then we moved together three more times. Somehow, the Shake ’n Bake had survived.

At first, I had thought the crumb mixture was Francis’. But then I’d remembered that when I met him, his diet consisted of baloney sandwiches, cereal and take out. The Shake ’n Bake

must’ve been Michelle’s.

I had put up with the chairs and glasses out of necessity — we needed all the hand-me-downs we could get back in those early days — but I didn’t need this lousy box of Shake ’n Bake.

I didn’t use tawdry cooking shortcuts. It was cheap, just like Michelle with her frizzy red hair, overdone make-up and Boy George hats.

I wanted rid of this relic of Francis’ past life, once and for all. The vacuum sealed pouch of pork chop coating may not have expired, but I had sentenced it to death. I grabbed the offending box from the shelf and headed for the rubbish bin.

But wait, I thought. Why not use this as a teaching moment?

The mixture seemed surprisingly fresh for being four years old. I followed the package instructions, throwing meat into the bag with the pouch ingredients, and laying the coated pieces out on a cookie sheet.

When Francis arrived home, our “Michelle Memorial Dinner” was ready.

While Francis changed out of his uniform, I eagerly anticipated his reaction to the meal. I envisioned the disappointment that would most certainly appear on his face as he bit into the cheapened chop. I would ask innocently, “Do you like it, Honey? I made it with that old box of crumb coating. Wasn’t it … oh, what’s her name again… Michelle’s Shake ’n Bake?”

Surely he would spit the bite into his napkin and declare the meal a culinary embarrass-

ment. He would confess that I was a much better cook than Michelle. That I was the love of his life and Michelle was a mistake.

“Smells good,” Francis said as I doled pork, green beans and potatoes onto his plate. He carved a particularly large bite of pork, plunged it into his potatoes and opened wide.

I watched intently for a grimace, a groan, a gag.

“Mmm,” Francis mumbled, shoveling forkfuls into his mouth. I waited patiently for my opportunity to blame Michelle for his inevitable disgust.

“This is delicious, hon,” Francis said, spearing a second chop. I nibbled a bite myself, and had to concede that he was right. The Shake ’n Bake wasn’t half bad after all.

I realized that I was the only culinary embarrassment in our kitchen that night. My insecurities had driven me to kill an innocent box of bread crumbs in effigy. The Shake ’n Bake hadn’t been a threat to my marriage any more than Michelle had been.

I was being silly.

I confessed my “Michelle Memorial Dinner” plot, and we both laughed hard at my ridiculousness. I raised a glass to Michelle, giving credit where credit is due, and promised to make her signature recipe again.

COLDS AND FLU: I’M SICK, WHAT SHOULD I DO? From Naval Hospital Jacksonville Public Affairs JACKSONVILLE, FLA.

It’s that time of year, when colds and influenza spread across the country, bringing discomfort to many. And the flu is peaking earlier this year than usual, with widespread cases reported in every state across the continental U.S., according to the Centers for Disease Control and Prevention.

First, let’s talk about colds. Then we’ll talk about flu.

There is no cure for the common cold, which is caused by a virus.

Antibiotics won’t help; they don’t work against viruses. Taking unnecessary antibiotics can also make it harder for your body to fight future bacterial infections.

To feel better when you have a cold, get lots of rest and drink plenty of fluids. (Yep, just like your mom told you.) Over-the-counter medicines might help ease your symptoms. But they won’t make the cold go away any faster. Always read the label and use as directed. Be especially careful with children and cold medicine. Some medicines have ingredients not recommended for children.

Cold symptoms include sore throat, runny nose, coughing, sneezing, headaches, and body aches. Most people recover within about seven to 10 days. But people with weakened immune systems, asthma, or respiratory conditions might develop serious illness, such as pneumonia.

To reduce your risk of getting a cold: Wash your hands often with soap and water. Wash for 20 seconds. Help young children do the same. If soap and water aren’t available, use an alcohol-based hand sanitizer. Viruses that cause colds can live on your hands.

Avoid touching your eyes, nose, and mouth with unwashed hands.

Stay away from people who are sick.

To protect others, if you have a cold: Stay at home while you’re sick.

Avoid close contact with others, such as hugging, kissing, or shaking hands.

Move away from people before coughing or sneezing.

Cough and sneeze into a tissue, and then throw it away. Or cough and sneeze into your upper shirt sleeve. Either way, completely cover your mouth and nose.

Wash your hands after coughing, sneezing, or blowing your nose.

Disinfect surfaces and objects that you touch often (such as toys, doorknobs, light switches, faucet handles, keyboards, and cell phones).

Call your doctor, if you or your child has one or more of these: Temperature above 100.4 degrees Fahrenheit Symptoms that last more than 10 days Symptoms that are severe or unusual.

If your child is younger than three months of age and has a fever, always call your doctor right away. Your doctor can determine if you or your child has a cold, and can recommend therapy to relieve symptoms.

Now, on to influenza.

You might have the flu, if you have some or all of these symptoms: fever, cough, sore throat, runny or stuffy nose, body aches, headache, chills, fatigue, and sometimes diarrhea and vomiting.

Most people with the flu have mild illness, and don’t need medical care or antiviral drugs. If you get sick with flu symptoms, in most cases, you should stay home and avoid contact with other people except to get

medical care. Stay home for at least 24 hours after your fever is gone, except to get medical care or other necessities. Your fever should be gone without the use of fever medicine (like Tylenol). Stay home from work, school, travel, shopping, social events, and public gatherings.

While you’re sick with flu: stay away from others, wash your hands often, and cover coughs and sneezes with a tissue. If you must leave home, wear a facemask if you have one.

People who are only mildly ill shouldn’t go to the emergency room.

If you go to the ER and you don’t have the flu, you might catch it from people who do have it.

If you have flu symptoms and are in a high-risk group, or are very sick or worried about your illness, contact your doctor. High-risk groups include: young children (age younger than five, and especially younger than age two), people age 65 and older, pregnant women, and people with certain medical conditions (such as asthma, diabetes, or heart disease). High-risk patients should contact your doctor early in your illness.

Remind them of your high-risk status for flu, and ask about antiviral treatment.

If anyone has any of these emergency warning signs of flu sickness, go to the ER: Children: o Fast breathing or trouble breathing o Bluish skin color o Not drinking enough fluids o Not waking up, or not interacting o Being so irritable that the child doesn’t want to be held o Flu-like symptoms improve, but then return with fever and worse cough o Fever with a rash Infants: in addition to the signs above, get medical help right away for any infant who has any of these signs: o Unable to eat o Trouble breathing o No tears when crying o Significantly fewer wet diapers than normal Adults: o Difficulty breathing or shortness of breath o Pain or pressure in the chest or abdomen o Sudden dizziness o Confusion o Severe or persistent vomiting o Flu-like symptoms that improve, but then return with fever and worse cough For 24/7 clinical advice, call the Nurse Advice Line at 800-TRICARE (800-874-2273).

ABANDON SELF, EMBRACE TEAM: SPECWAR UNVEILS ‘ORGANIC’ ART

Since the 1970s there has been one common place where all young aspiring frogmen come to test their mettle: The Grinder. This small patch of blacktop asphalt, 9,568 square feet and painted with 165 pairs of white duck-feet flippers is where dreams begin — and end.

It is widely considered to be the birthplace of modern-day Special Warfare Operators (the Navy rate known as SO) because it is where they spend several months conducting some of the most physically and psychologically demanding training known to special warfare organizations throughout the world. It is here and the adjacent beach and ocean, that they shed blood, sweat and tears overcoming obstacles, finding ways to win and learning the fundamental value in the motto, “Abandon Self, Embrace Team.” Here they begin their journey to become “Team Guys”.

The elements of that struggle for exceptionalism were encapsulated in a painting created by the award-winning military and aviation artist James Dietz and unveiled last Friday for temporary display on the Naval Special Warfare Basic Training Command quarterdeck. These elements were col-

SEALs and SWCC, both past and present, gathered on the grinder with active-duty staff and civilians and members from the Navy SEAL Museum. The 36-by-48 inch painting, titled Abandon Self, Embrace Team, is on loan from the Navy SEAL Museum to NSWBTC for display and to promote the history and heritage of the Naval Special Warfare Community.

“This is something that represents our community and the teamwork that characterizes us,” said Hulin. “It’s obviously something very special for us and we greatly appreciate the Navy SEAL Museum for letting us display it here,” said Hulin.

Dietz claimed he was inspired by the example of sacrifice set by Navy SEALs and SWCC. “My inspiration for this painting came from the uniform MC1 Lawrence Davis that the men and women of our special warfare community Naval Special Warfare Basic Training Command (NSWBTC) wear each day and their selfless sacrifice,” said Dietz. “The Commanding Officer Capt. USNS Hershel Williams completes integrated trials From Team Ships Public Affairs SAN DIEGO

USNS Hershel ‘Woody’ Williams (T-ESB 4), successfully completed the first Integrated Trials for an Expeditionary Sea Base (ESB) ship Jan. 19, sailing from and returning to General Dynamics National Steel and Shipbuilding Co. (NASSCO) shipyard in San Diego.

Integrated Trials combine Builder’s and Acceptance Trials, allowing for the shipyard to demonstrate to the Navy’s Board of Inspection and Survey the operational capability and mission readiness of all the ship’s systems during a single underway period. During trials, the shipbuilder conducted comprehensive tests to demonstrate the performance of all of the ship’s major systems.

The painting was donated to the Navy SEAL museum by the company Endeavor Life Sciences. The company which commissioned the painting worked with former Navy SEALs to encapsulate the elements of the historic facility for incorporation into Mr. Dietz’s paints.

“The painting’s depiction of SEALs and SWCC operating in a collaborative effort over-the-beach is authentic,” said Mark Hileman, assistant executive director of the Navy SEAL Museum and a 38-year veteran Navy SEAL officer.

“It really shows the culmination of training which is administered right here at BTC, and so this is the right place for it.”

Dietz’s artwork, now mounted atop BTC’s quarterdeck doors, is the last thing all of America’s elite warriors and future operators see before stepping foot onto the starting point of their destiny. As they glance up at the painting in passing, they enter the grinder inspired by the power of teamwork, the special warfare legacy.

“During the trials, we were able to conduct a number of tests including full power propulsion, steering and anchoring,” said Capt. Scot Searles, strategic and theater sealift program manager, Program Executive Office, Ships. “ESBs are versatile platforms, and the ship handled extremely well demonstrating its readiness for delivery.”

Hershel ‘Woody’ Williams is the second platform of the ESB variant. ESBs have a maximum speed of 15 knots and range of 9,500 nautical miles. The ship can hold 100,000 gallons of potable water and 350,000 gallons of JP-5 jet fuel. Acting as an expeditionary sea base, ESB 4 is optimized to support a variety of maritime-based missions including special operations force and airborne mine counter measures. The ESBs include a four-spot flight deck and hangar and are designed around four core capabilities: aviation facilities, berthing, equipment staging support, and command and control assets.

The ship Miguel Keith (ESB 5) is also under construction at NASSCO and plans to hold its ceremonial keel laying ceremony with a representative of the namesake’s family Jan. 30.

As one of the Defense Department’s largest acquisition organizations, Program Executive Office Ships is responsible for executing the development and procurement of all destroyers, amphibious ships, special mission and support ships, and boats and craft.

NAVSTA Rota begins major shoreline preservation project

Naval Station Rota held a ceremonial groundbreaking event Jan. 19, marking the beginning of construction efforts to stabilize erosion on the installation’s shoreline in what is the largest land reclamation project undertaken by the Naval Construction Force since the 1970s.

Naval Station Rota Commanding Officer Capt. Michael MacNicholl, Spanish Armada Executive Officer Capt. Enrique Flethes, Commodore of Task Force 68 Capt. Leonard Lyon, Naval Station Rota Public Works officer Cmdr. James Sullivan and Naval Mobile Construction Battalion 133 Commanding Officer Cmdr. Luke Greene, presided over the event.

“I’d like to thank our Spanish partners for everything they have done to enable us to proceed with this project, which, is important not only to the U.S. mission but to the Spanish mission here as well.” said MacNicholl. “We have infrastructure that’ll be impacted if the cliff line continues to erode. 110 yards away is one of our fuel tanks. That fuel tank feeds not only the U.S. Navy but the Spanish navy, as well as, many other partners that we work

with here in this theatre.”

Since the 1960s, the installation’s cliff edge facing the Bay of Cadiz has been gradually eroding. Two main factors causing the erosion are the effects of wave action at high tide undermining the base of the cliff and pressure caused by groundwater seeping out from the face of the cliff.

This project is a multi-year effort to stabilize 950 meters of shoreline encompassing Naval Station Rota’s base housing area. Construction teams will build a nearly kilometer-long berm using more than 210,000 metric tons of rock. This berm will protect the shoreline from wave action and allow the cliff to gradually reach an equilibrium point and stabilize.

In other words, the cliff line will eventually transform into a gentle slope.

“It will take several years until the cliff reaches its final equilibrium point and stabilizes,” said Lt. Michael Rovinsky, NMCB 133 project coordinator. “The berm we are constructing will act as the ‘toe’ for the shoreline anchoring the hillside in place.”

After three years of NAVFAC planning that included design as well as archaeological and environmental reviews, NMCB 133 kicked-off the project by building a work area for material laydown and beach access in December 2017.

“One of the biggest challenges with this project was ensuring we made every effort to protect the natural and cultural resources that would be in and around the construction site,” said Rovinsky. “The vegetation in the area is a known habitat for chameleons, an endangered species. The area is also rich with archaeological remains. A local contractor was hired in or-

by NASA that would help in sustaining the astronauts in the capsule for up to three days. Divers then removed the collar, attached lines from the small boats to steady and guide the capsule toward Anchorage, where Rigid Hull Inflatable Boats (RHIB) would then assist in attaching lines from a NASAdesigned winch which then hauled the capsule into the well deck.

The whole recovery is a high risk evolution, especially when the capsule is being towed closely behind the ship, but NASA took our inputs and modified the equipment for this URT mission,” Chief Petty Officer Beau Lontine said, a Navy diver assigned to Explosive Ordnance Disposal Mobile Unit 3. “There are so many things that could go wrong if just one person isn’t paying attention. We’ve conducted training with the hardware and rigging to allow for a safe recovery of the capsule. It might seem like a basic recovery, but it is far from a simple evolution.”

The bulk of the work will be accomplished

by Navy Seabee battalions conducting routine deployments to Naval Station Rota. Rovinsky said communication will be key to success as turnover is conducted by rotating battalions that will be working on the project.

The cliff erosion repair project is scheduled for completion in 2020.

Also aboard Anchorage to observe the URT for the first time is NASA Astronaut Stephen Bowen, who is also a retired Navy captain.

“I’m very pleased with what I’ve seen so far,” Bowen said.

“The reason you do this is to better understand. You realize you don’t have all the answers right now. There will be changes made; things are going to evolve, and they should get better over time.”

URTs have been conducted since 2014 and will continue to be until NASA engineers believe the recovery process is without error. The next URT, URT-7, is scheduled to be on the San Antonio-class amphibious transport dock USS Somerset (LPD 25) in October 2018 when NASA will conduct the validation and verification of the recovery hardware.

VETERAN | Purple Heart awarded Continued from B1 After the war, Vigness returned to South Dakota, spending his life working in Flandreau as a teacher and then as a school superintendent, before retiring in 1988.

Over the past 25 years, friends and family have continually worked to see Vigness be decorated with the award that they believed he deserved.

Vigness himself downplayed the need for recognition.

“I’ve gotten along without it this far, so I can get along the rest of the way,” Vigness said in a 2016 interview.

A breakthrough came when Sen. Rounds was able to speak directly with Secretary of the Navy Richard Spencer, about Vigness’s award. On Jan. 17, 2018, Spencer was able to notify

Julian Carswell, Navy Operational Support Center Sioux (NOSC) Falls Commanding Officer Rounds that Vigness had been awarded the Purple Heart.

“It is an honor to participate in the Purple Heart Medal Ceremony for Mr. Vigness, especially knowing how many years he and his family spent seeking to obtain the Purple Heart,” said Rounds. “My only wish is that he could have been recognized for his service and the injuries he sustained earlier. We are forever thankful to Mr. Vigness for the sacrifices he made to defend our country.”

Reservists from NOSC Sioux Falls, as well as many retired Navy personnel, were on hand to pay tribute to a fellow Sailor receiving his long-delayed due.

“If you look around you today, you will see that I am joined by many men and women in uniform that are here to show their respect for one of our World War II veterans, and the sacrifices he made over seventy years ago,” said Carswell. “Many, in fact, maybe a majority of these uniformed members here are from the reserve military. They do great deeds for our nation.”

Carswell also had the chance to speak with Rounds about the role of the Navy Reserve. There are approximately 100,000 men and women in the Navy Reserve, providing a flexible supply of manpower to support critical missions around the world. Around 3,000 Reservists are mobilized on active duty any given time.

The Navy has long had an impact on South Dakota, through veterans and Reservists who live and work in the state. Though not as visible in other parts of the country, these service members help strengthen the fabric of life in local communities.

VCNO DISCUSSES SURFACE WARFARE TRAINING AT SWOS

Vice Chief of Naval Operations (VCNO) Adm. Bill Moran visited the Surface Warfare Officers School (SWOS) to get a firsthand look at surface warfare training Jan. 26.

Moran visited as part of his role as co-chair of the oversight board responsible for implementing recommendations from the Strategic Readiness Review and Comprehensive Review.

Moran discussed his focus of this particular trip with the school’s staff.

“We need to build confidence back in the force,” he said.

“I think part of that includes giving commanding officers more time for training. But we also need to look at proficiency and how we define and measure it. We’ll continue to look at these things and get after them.”

SWOS staff showed Moran a snapshot of the surface warfare continuum of training from ensign through major command. The tour included trainers and simulators, such as the Littoral Combat Ship (LCS) Full Mission Bridge, where he watched the current LCS officer of the deck class practice driving their respective ship in and out of homeport. Moran also observed a re-creation of the USS Fitzgerald (DDG 62) incident in the Conning Officer Virtual Environment trainer.

SWOS readies sea-bound warriors to serve on surface combatants as officers, enlisted engineers and enlisted navigation professionals to fulfill the Navy’s mission to maintain global maritime superiority.

RV Petrel is a 250-foot research and exploration vessel with advanced underwater equipment and technology, making it capable of exploring to 6,000 meters deep (more than 3.5 miles).

Assigned to Fleet Logistics Support Squadron (VRC 30) forward deployed to Japan, the C-2A aircraft was carrying 11 crew and passengers when it crashed. Eight personnel were recovered immediately by U.S. Navy Helicopter Sea Combat Squadron (HSC 12). For the next three days, USS Ronald Reagan led combined search and rescue for three Sailors with the Japan Maritime Self Defense Force (JMSDF), covering nearly 1,000 square nautical miles before ending the search.

An investigation is in progress.

The Virginia War Memorial 2018 Black History Month Series will present two special programs honoring the contributions of African American military veterans during February.

Both programs will be presented in the Memorial’s Paul and Phyllis Galanti Education Center, 621 South Belvidere Street in

Outside of healthcare, the second biggest use for embedded wearables is physical security. Several companies have started utilizing biochip implants to replace card keys and manual entry codes for employees. For example, Three Square Market offered employees implanted chips in July to make purchases in their cafeteria and break rooms, open doors, log in to computers and use the copy machine. Approximately 50 employees underwent the minimally invasive procedure, many of whom believe the chip is worth any potential discomfort, as it helps to streamline their daily processes. Though this may seem like a massive invasion of privacy for many, for others, biochip implants present a way to make life easier.

NORFOLK, Va. — The Coast Guard recognized a Norfolk Fire and Rescue Captain and a Norfolk Police Officer last week at Norfolk City Hall for their roles in bringing three people to safety in May 2017.

Sigafoos and Dubus put on life jackets and swam approximately half mile to two children and one adult who were struggling to stay afloat. Local ďŹ lmmaker Russ Fulmore, has had quite an interesting road. From his humble beginnings, to now having a lot of ďŹ lm projects under his belt and a TV show seen by an average of 10 million people. This is his story. A story of hard work and determination, and to never give up on your dream.

Yiorgo (Y): Where were you born, who or what motivated you to go into entertainment ďŹ lm making?

Russ Fulmore (RF): I was born in Florence, South Carolina and lived there most of my life. I got in the hotel industry when I was 18-19 and stayed in it until 2005. I was fortunate enough to accomplish all of my goals in it. I started in the housekeeping department part time thanks to my sister. I was working construction and wanted to get of rooftops and working outside in bad weather. It quickly became fulltime and I actually liked it. Housekeeping is one of the hardest working positions in the hotel industry. After about 3 years I became a ďŹ&#x201A;oater, someone who ďŹ lls in where there is a need: Dishwasher, busboy, bellhop, maintenance, etc. I would always volunteer. I loved it because I never knew what I would do everyday.

Finally I worked the front desk and that became my permanent position. I got to learn how to use computers and eventually became the lead trainer for the new hires. I ended up being at the same hotel for 10 years. Eventually I went to another hotel as an assistant general manager and later on another as general manager.

I tried hotel sales but I did not like it. I also noticed the higher up in administrative position I got, the more it was about redundant paperwork and less about the hotel customers.

Now mind you the whole time I was in the hotel industry, I always wanted to work in the entertainment, speciďŹ cally the TV industry but at that time I did not see any way for that to happen so I did not pursuit it. Well by 2005 I was very frustrated and took a job at a local movie theater as an assistant manager and in a month and half they promoted me to manager. That theater was old, the company eventually closed it and the company relocated me to Norfolk, VA. From there I went back to the hotel industry and in 2009 some ďŹ lm students came in to the hotel I was working at to shoot some scenes and thatâ&#x20AC;&#x2122;s when I found out about Regent University ďŹ lm department and started doing some research about it. In 2011 with my wifeâ&#x20AC;&#x2122;s encouragement I went to college at Regent University for screen writing. My

ďŹ rst love was about telling stories and creative writing. I started part time but eventually transitioned into it full time.

Y: Why did you always want to work in the TV industry?

RF: When I was young, we were a family of 5 with one salary coming in and TV was a great form of free entertainment. On rainy days I would watch the soap operas with my mom and I was fascinated by the continuation of new story lines everyday. I wanted to ďŹ gure out that world. How was this done?

I have been creating TV shows ever since I have been a pre-teen. And now so many years later I made my dream come true.

The interesting thing is that the whole time I was at Regent, I was creating shows for local television. In 2012 I helped a friend with her ďŹ lm as a producer. I had no idea what to do but I did all the research and we got the job done.

Then it blossomed into me working on other projects. With another friend Erica, we created a meet up group about ďŹ lmmaking. Eventually I changed the name to Hampton Roads Filmmaker and we had about 200 members. I started creating my own projects and I used members from the group in different ďŹ lm projects.

I had the good fortune to met with the station manager at COX 11 and asked him would he be interested in a scripted drama TV show. He said yes, but it must be 30 minutes long. I said sure I can do that, even though I had not done that before. Through the years I had created a catalogue of over 100 different storyline ideas. When I came to the area in 2005 I came up with the concept of Precinct 757, a TV police drama show. And so 7 years later I decided to fully create this into a half hour TV drama using the majority of the meet up group and fellow classmates at Regent.

Y: How did it become a reality?

RF: It was important to me that we make all of the cities that make up Hampton Roads a part of the story and landscape and ďŹ lm in recognizable locations. The directors I hired had a different vision then I so I eventually took over as director just as I was taking a class on directing. The whole team worked hard and we did 7 episodes for COX 11 and when the episodes started airing, it was my dream comes true. I had created this and I am watching it on television.

A year or so later, through networking with a friend who needed additional content to fulďŹ ll a TV commitment, we were able to re-air the episodes on SKY

4 TV but they required 10 episodes. We had 2 episodes almost ďŹ lmed and we had a two-part reunion show ďŹ lmed so by ďŹ lming some extra sequences we had our 3 additional episodes and our commitment was met. They aired last summer on SKY 4 TV and I thought well that show is done, time to move on to something else.

Well last year, as fate would have it, another friend Heidi Hews, also needed additional content to fulďŹ ll her TV commitment, to a TV station STGN 49 based out of Gainesville Ga. I again offered her Precinct 757 and I said, here we go again. The owner of the station Ms. Veronica Woodard, loved the show, but she requires 14 episodes for her ďŹ rst season.

I have re-edited the original 8 episodes to make a better presentation from what I have learned through the years and we are doing the additional 6 more episodes now to fulďŹ ll that requirement.

I gathered up as many of the same actors as I could and we started shooting the required episodes.

Currently, our series, Precinct 757, can be seen on the TV station STGN 49 witch on average gets about 10 million viewers based out of Gainesville Ga. The show airs every Thursday night at 9pm. Along with Gainesville GA, the station can be seen in parts of Florida, in parts of Canada, 22 additional countries outside of the US and in Fresno, California.

Y: What are you involved with now as we speak?

RF: I am currently an associate producer on an independent feature ďŹ lm called â&#x20AC;&#x153;Mother of a Day,â&#x20AC;? written, produced and directed by Butch Maire. I am also working on a new web series called SOUL of the Family, which may be adapted to a TV series.

My dream has come true, I am now a content creator. I like to create, write and build those worlds that the character will be inhabiting. I still produce and direct, but now it is about perfecting my craft, to tell better stories, within the content and structure of the show and engaging audiences with creativity, interesting storylines and great performances.

Other healthy options are pita chips with hummus, vegetables with vegetable dip, bison or turkey burger sliders,

popcorn, baked sweet potato fries, or a cup of turkey chili. NEW ENGLAND’S WIN CONDITION: The Patriots have a few things they need to improve on from last week if they want to beat the Eagles. First of all, their linebackers need to stick to their assignments. Last week the Jags were beating New England early on with run options, play action, and passes out of the backfield. Part of that was because they were not sticking to their assignments and the Jags were exploiting the holes in the defense. Offensively they are going to need to find ways to keep Brady from being pressured. Personally I’d like to see them take advantage of the screen game as well as the double back sets where Brady gets more protection. If they can force Philly to play coverage instead of blitzing, Brady can find the holes in the defense through coverages or bad match ups with Gronk/White. Overall, the Patriots have to avoid getting exploited on defense early, and if they do, they need to be able to adjust like they did against the Jaguars.

In a battle of former World Wrestling Entertainment (WWE) Superstars, “The Vampire Warrior” Gangrel will debut in Vanguard Championship Wrestling (VCW) this Saturday, Feb. 3, as he competes for Billy Gunn’s VCW Heavyweight Championship. At Norfolk Masonic Temple, Gunn will be put to the test in his first title defense since dethroning Brandon Scott in October. Gangrel will be meeting fans for photos and autographs prior to the event at 6 p.m.

VCW’s latest event was held in December, where fans witnessed Ken Dixon win the final Lutz Memorial Cup tournament. In the tournament finals, Dixon swerved the fans into thinking he cared for the fans or the rulebook. Upon delivering a kick below the belt to tournament finalist Gino, Dixon secured the victory and had choice words for the fans in attendance during his celebration. On Feb. 3, Dixon will face off with another man who saw success in VCW in 2017 – Benjamin Banks.
