Naval Air Station Oceana fuel spill From Navy Region Mid-Atlantic VIRGINIA BEACH

A significant amount of JP-5 jet fuel leaked from a tank at the Naval Air Station Oceana Bulk Fuel Farm May 10. The spill was discovered on base at 6:30 a.m. May 11.

The Unified Command team of federal, state and local partners worked through the night as the cleanup continues from Thursday’s spill of 94,000 gallons of jet fuel at Naval Air Station Oceana and the area adjacent to the spill in Virginia Beach.

The Unified Command will hold a public Information tomorrow 5-7 p.m. at London Bridge Baptist Church, 2460 Potters Road, in Virginia Beach. “We know residents have a lot of questions, and we’ll have representatives from the Navy and partner agencies to answer questions and address concerns,” Naval Air Station Oceana Commanding Officer Capt. Rich Meadows said.

Meadows said the Unified Command is also working to get the affected roadways back open before tomorrow’s commute. “We know the response efforts have been an inconvenience to motorists and we appreciate the community’s understanding and patience.”

USS Vella Gulf participates in exercise with Royal Moroccan navy

The Ticonderoga-class guidedmissile cruiser USS Vella Gulf (CG 72) participated in a cooperation exercise with the Royal Moroccan navy May 5, 2017 while on deployment in the U.S. 6th Fleet area of operations.

Vella Gulf and the P306 RMNS Commandant El Harti conducted maritime interdiction operations (MIO) and small boat defense procedures during the exercise.

MIOs have been a critical warfare area employed by the coalition na-

vies. Throughout the last two decades, these operations have helped keep sea lanes clear of piracy and smuggling.

Recently, small boat attacks have become an increasing threat. On May 5, 2017, off the coast of Rabat, Morocco, Vella Gulf and Commandant El Harti participated in exercise Colibir Corsair which helped refine both crews’ skills in maritime interdiction and defense from small boat attacks.

This exercise was also vital to facilitate and promote maritime cooperation between the two navies.

Abraham Lincoln is underway after successfully completing its mid-life refueling and complex overhaul and will spend several days conducting sea trails, a comprehensive test of many of the ship’s key systems and technologies.

Nimitz-class aircraft carrier USS Abraham Lincoln (CVN 72) got underway May 9 for sea trails, following a four-year refueling and complex overhaul (RCOH) at Newport News Shipbuilding, Newport News, Virginia.

The four-day sea trails marks Abraham Lincoln’s first time underway since March 2013. The ship spent its last days in the shipyard completing a five-day “fast cruise” May 2-7 making final preparations for its transit to Naval Station Norfolk.

During sea trials, the Abraham Lincoln crew will undergo multiple training scenarios and qualification evolutions to include engineering maneuvers designed to evaluate the performance of the ship after the exten-

sive maintenance period.

“Our team has worked hard to get USS Abraham Lincoln ready to redeliver to the fleet,” Program Executive Officer for Aircraft Carriers Rear Adm. Brian Antonio said. “She has undergone significant combat systems modernization and will also be the first CVN capable of accommodating the F-35C Lightning II. This RCOH enabled the ship to meet future missions and continued service life requirements for many years to come.”

During RCOH, more than 2.5 million man-hours of work were conducted onboard the ship, including refueling the reactors, upgrading ship’s infrastructure and modernizing combat systems and air wing capabilities to increase combat effectiveness.

Abraham Lincoln is the fifth Nimitz-class aircraft carrier to complete RCOH, a major lifecycle milestone at Newport News Shipbuilding, a division of Huntington Ingalls Industries in Newport News. She returns to the fleet as one of the most modern and technologically-advanced Nimitzclass aircraft carriers in service and will continue to be a vital part of the nation’s defense for an additional 25 years.

Cmdr. William Palmer, maintenance officer assigned to aircraft carrier USS Harry S. Truman’s (CVN 75) aircraft intermediate maintenance department (AIMD), was announced as the 2016 winner of the Capt. Virgil J. Lemmon Award.

Named after the naval aviator who helped shape the naval aviation maintenance department into what it is today, the award recognizes officers leading departments that excel in aviation maintenance and logistics.

“I’m very humbled,” Palmer said. “I’m not one who seeks out individual awards, so you can attribute this as a win for Truman. We have a lot of folks doing great things every day and an overall great command climate throughout all departments.”

Packages for the award are submitted by aviation commands and departments, afloat and ashore, fleet-wide.

“This award is one that Truman hasn’t been recognized for in a while,” Palmer said.

“The last officer assigned to Truman who received it is Capt. Nathan Schneider, who just so happens to be a mentor of mine. That makes bringing this award back to the ship even more of an honor.”

Coming off of a 20152016 deployment, Truman has been recognized for a variety of command awards to include the Battle “E”, Chief of Naval Operations (CNO) Afloat Safety Award, Secretary of the Navy and CNO Environmental Awards,

and Ramage Award. Palmer called the award-winning deployment one he will never forget.

“Last deployment was the highlight of my career,” Palmer said. “I’ve been a part of many units but this one has been unlike any other. Capt.

Ryan B. Scholl, Truman’s commanding officer, and command leadership have collectively created an infectious winning environment where Sailors going out and winning has become a part of the daily routine.”

Master Chief Avionics Technician Eric Kinnaman, AIMD’s leading chief petty officer, said he was grateful to have worked alongside Palmer.

“I couldn’t have asked for a better maintenance officer,” Kinnaman said. “To work for him felt as though we were one big family.”

Palmer mentioned that this was an amazing way to close out his time aboard Truman and he hopes his Sailors continue to practice his philosophy that helped him achieve this award.

“We’re in a line of work where something always needs to be fixed,” Palmer said. “I preach to my guys not to just fix it; improve on it to ensure there is a process in place to increase the longevity of our repairs remaining successful. That goes for at work or at home. Find something you like to do that gives you fulfillment and keep improving on it.”

NEWS FROM NAS OCEANA Continuation of a legacy: NAS Oceana wishes fair winds, following seas for CMC Haninger, welcomes CMC Salas

Within the leadership structure at Naval Air Station (NAS) Oceana, the position and rank of Command Master Chief (CMC) is an immense responsibility and an extremely valuable asset, both to the commanding officer and executive officer and to every Sailor that serves at the command.

Command Master Chief Richard Haninger, NAS Oceana’s CMC, will be retiring May 19. Relieving CMC Haninger and assuming the duty and responsibilities of NAS Oceana’s CMC, is Command Master Chief Lee Salas.

At NAS Oceana the CMC ensures there is active communication throughout the chain of command.

They advise the commanding officer and provide input in the formulation, implementation, and execution of policies concerning morale, job satisfaction, discipline, family support and training of enlisted Sailors, as well as provide input and advice in matters affecting mission and operations. The CMC is responsible for leading the alignment efforts of the Chief’s Mess with the Navy ethos and Navy core values, and the mission, vision and guiding principles set forth by the Master Chief Petty Officer of the Navy.

CMC Haninger says the duties for Oceana’s CMC are to ensure everyone is housed and fed, receive instruction from the commanding officer and ensure the mission at hand is accomplished. “I am the mayor of 3 installations and father of 17,000 kids or at least it feels that way half

the time,” Haninger said. “I coordinate with 77 tenant commands and their leadership. It is my responsibility to make sure everything runs smoothly, to ensure all personnel and their families are cared for, and that every Sailor is properly trained and equipped for the mission.”

CMC Haninger first joined the Navy in 1987 at the age of 17. Dedicating 30 years of his life to the Navy, he has served with honor and distinction throughout his career. Haninger began his time in the Navy by attending Aviation Technician – “A” school in Millington, TN. After completing his initial flight training, he reported to his first sea duty command Patrol Squadron SIXTEEN (VP-16). While there, he earned his Naval Aircrewman wings after qualifying as an InFlight Technician (IFT).

“When I first joined the fleet, at my first command I had a CMC that really helped me out. I saw how much he help out his Sailors and realized that’s what I wanted to be someday,” Haninger said. “Since that moment, I worked my entire career toward that goal. I learned my job. I loved flying, but I knew that eventually, I wanted to be a CMC. It’s the best way I can help Sailors and provide them with the same opportunities I was given.”

His next tours were with the Tigers of Patrol Squadron EIGHT (VP-8); The Wizards of Special Projects Unit TWO (VPU-2); Force Warfare, NAS Patuxent River; and the Bureau of Personnel Sea Duty Component, (BUPERS SDC); Special Projects Unit ONE (VPU-1); Aviation Test Squadron TWO ZERO (VX-20); he was then selected to be the Command Senior Chief for Naval Warfare Center Aircraft Division

(NAWCAD) and Naval Test Wing Atlantic (NTWL).

Following his selection to the Command Senior Chief program, he was the first Command Senior Chief for Air Test and Evaluation Squadron TWO ONE (HX-21), and was selected to Master Chief Petty Officer. His next assignment was with the “Sunliners” of Strike Fighter Squadron EIGHT ONE (VFA-81).

CMC Haninger was then assigned to be the Command Master Chief of NAS Oceana, which is to be his last command.

“I’ve been very lucky in my tour here; to see everyone working together no matter what the mission is. The air show is a great example of this. The great response we get from visitors and the community and to see how proud the Sailors are of

the finished product,” Haninger said.

“Some of my proudest moments as the CMC at NAS Oceana were being able to cap Sailors for the first time last year, being involved in phase 1 and 2 of CPO 365 each year, and seeing all the planning and hard work by the chiefs throughout the year and watching it come to fruition by welcoming newly promoted chief petty officers into the chief’s mess. My entire experience at this command has been very rewarding.”

Haninger attributes his success throughout his Navy career to all the great mentorship he has received.

“I have been so fortunate to mentor and be mentored by amazing Sailors throughout my career,” Haninger says. “I have seen individuals come into the Navy with very little, like myself, and achieve things never thought possible.”

Haninger says he takes great pride in his leadership role as the CMC of NAS Oceana and the guidance he has been able to provide Sailors. “Take advantage of all the opportunities the Navy has to offer,” Haninger advises. “Further your education, advance in your career, and focus on personal and professional goals while serving.

There is nothing you can’t do in the Navy; there is no limit.”

Assuming the positon of Command Master Chief at NAS Oceana is Command Master Chief Lee Salas.

CMC Salas says he believes that his career up to this point has helped prepare him and educate him on the qualities needed for this time at NAS Oceana. “The biggest thing I get from my previous commands is the constancy of leadership. You must be focused completely on the mission,

24/7 while on tour,” Salas said. “I have gained experience leading Sailors on shore and at sea; our Sailors run our facilities, installation, and ships; taking care of them and their family ultimately leads to the accurate completion of the mission.”

The CMC positon at any command is one with a tremendous amount of responsibility, both in assisting to run a base and to ensure that all personnel have the means and capabilities to perform their duties and fulfill the mission. “The way I see it, the Captain and XO focus on the mission, plans and logistics,” Salas explains.

“My job is to not only assist them in those duties but also ensure the Sailors are ready to complete the job at hand. Part of that means the training and welfare of the Sailors need to be spot on.

Coming from a tour at sea, CMC Salas says he has set a number of personal and professional goals for himself while at NAS Oceana. “My personal goals include getting close to my family after being out at sea for quite a while, going back to school and continuing my education as well as giving back to the community of Virginia Beach,” Salas said.

“The motto I am going to bring to the Sailors at Oceana is to give back to the community. You should be able to leave Oceana with a Military Outstanding Volunteer Service Medal (MOVSM), have at least 25 credits in a college or university, and should be enrolled in the United Services Military Apprenticeship Program (USMAP). These are all tangible items that Sailors at a shore command are capable of achieving. These are goals I have set for the Sailors, but I expect myself to achieve them as well.”

GHWB deployment marks halfway point Aircraft carrier deployed from Norfolk on Jan. 21 on longest time at sea since yard period, in support of Operation Inherent Resolve

Sailors have also been relentless in supporting Operation Inherent Resolve (OIR). To date, there have been more than 4,700 sorties flown and 813,000 pounds of ordnance expended in support of OIR. “I’ve seen hundreds of bombs leave the ship and not come back,” Aviation Ordnanceman 2nd Class Elizabeth Arts said. “We’ve been keeping busy throughout this deployment, and it’s really humbling to be part of something big.”

GHWB’s Navigation department has kept the ship on a safe and steady course throughout the deployment. In constant motion, GHWB has executed four strait transits, made three ports calls in two different countries and traveled more than 27,000 nautical miles. The ship and its crew have provided safety and security on the seas to the far reaches of the world.

“Navigation is our bread and butter and we pride ourselves on our training and knowledge to maintain safe travels throughout this deployment,” Quartermaster 2nd Class Nicholas De La Cruz said. “Some parts of our job are easier than others, but we were very involved with the Suez Canal transit. For us, it’s like the Super Bowl, and we take it very seriously since there is no room for error.”

Sailors know their work is not done. While they have completed 107 days of deployment, they plan to keep the momentum going until GHWB returns to homeport.

“I know some of us may have that downhill mentality now that we’ve reached our halfway point, but we can’t get complacent,” De La Cruz said. “We need to think ahead, keep our head in the game and do what we need to do until we pull back into Norfolk.”

Sailors aboard the aircraft carrier USS George H.W. Bush (CVN 77) accomplished a major milestone by reaching the halfway mark of their 2017 deployment, May 8.

Prior to deploying from homeport in Norfolk January 21, the longest time the ship had spent at sea since the yard period was four weeks during the work-up cycle for the Composite Training Unit Exercise (COMPTUEX). For some junior Sailors, this is their first time away from home for this long.

“This is my first deployment, and I honestly didn’t know what to expect,” Electrician’s Mate, Nuclear Power 3rd Class Franzia Perez said. “After getting into the rhythm of things, it was easy to accomplish both the day-to-day tasks and some of the long-term goals I set for myself. I feel like I’ve done a lot even though we’re only halfway done.”

The deployment has given Sailors an opportunity to set and achieve goals and qualifications difficult to obtain in port. For the last three months, GHWB Sailors worked on earning their enlisted surface warfare specialist (ESWS), enlisted aviation warfare specialist (EAWS) and enlisted information warfare specialist (EIWS) pins.

“I’m proud of the Sailors who put in the hard work to get their pins,” GHWB’s ESWS Coordinator Electronics Technician 1st Class Joanna Waugh said. “We’ve had more than 800 Sailors qualify [in all warfare areas] since we left, I’m expecting more of our Sailors to earn their pins during the second half of deployment.”

HURREX 2017 underway at NAS Patuxent River

The 2016 North Atlantic hurricane season spawned 15 named storms — those that reached tropical storm strength or greater — and of those storms, seven were hurricanes and three were major hurricanes, according to the National Oceanic and Atmospheric Administration.

With the onset of the Atlantic hurricane season fast approaching, the Navy is currently conducting HURREX/ Citadel Gale 2017, its annual hurricane exercise designed to prepare the Navy to respond to weather threats in coastal regions and maintain the ability to deploy forces, even under the most adverse weather conditions.

“All Navy commands with personnel in Navy Region

Mid-Atlantic, Naval District Washington and Navy Region Southeast are participating,” Manager of NAS Patuxent River Emergency Management Operations Center Chris Beyer said. “U.S. Fleet Forces initiated the exercise and directed Commander, Naval Installations Command to participate, thus pushing it out to NDW and down to individual installations such as Pax River.”

Beyer explained the exercise evaluates the installation’s capability to prepare, mitigate, plan, respond and recover from a hurricane or similar incident causing life/safety concerns and disruption to infrastructure.

“The first week of the exercise incorporates information sharing and preparations for a hurricane potentially impacting Pax River,” Beyer said.

“The second week incorpo-

rates the response and recovery from the hurricane making landfall here.”

This year’s HURREX scenario involves two simulated tropical cyclones that developed and intensified to hurricane strength, threatening the East Coast of the United States, the Gulf of Mexico and the Caribbean coastal regions.

“The hurricane will hit the region, causing massive damage to infrastructure — buildings collapsing, power outages, downed trees, traffic accidents and flooding,”

Beyer said. “I can’t comment on specific incidents planned that impact Pax or other installations because it might provide exercise participants with information they would otherwise not know during an actual incident.”

Impact to personnel at Pax River may include receiving messages regarding incidents or noticing first responders at various locations during the exercise.

“There’s a functional drill scheduled the afternoon of May 15 involving the NEX gas

station, so personnel should be alert for changes in traffic patterns in that area,” Beyer said.

“Also, if personnel receive direction to report their status through NFASS (Navy Accountability and Assessment System), they must comply.”

NFASS is an essential resource to track Navy personnel and family members during crisis or natural disasters, and all service members and personnel with NMCI access are required to register themselves and their family with NGASS for updates to current

weather situations and personnel accountability.

Beyer recommends taking personal responsibility before an event ever occurs so that when an emergency does arise, each individual is prepared to deal with the situation.

“Personal preparation and planning increases one’s chances to survive and recover from a disaster and allows responders to aid others and restore the community to pre-disaster conditions,” he added. “FEMA says individuals should not anticipate assistance from responders for 72 hours after a disaster occurs; therefore, people should be prepared to be self-sufficient for a period of time.”

Amphibians, reptiles and readiness Group works on plan to improve DOD’s environmental conservation, management of lands to protect amphibians, reptiles on U.S. bases while honoring military training

Chris Petersen is a guy who likes reptiles and amphibians.

A lot.

Even before he first started his education at Old Dominion University as a biology major, he was fascinated by them. This led to a mentorship with a professor who in turn was working a study in partnership with the Navy, studying timber rattlesnakes in Eastern Virginia.

Petersen became a part of that study, trekking out into the woods of Naval Support Activity Hampton Roads Northwest Annex to study the species.

It was his job to capture them humanely so that monitors could be placed in the snakes to track their movement patterns, habitat use and feeding biology. This work would see him finish both his undergraduate and graduate degrees at ODU and subsequently earn an internship at NAVFAC Atlantic.

His love for herpetology — the study of amphibians and reptiles — led to a new passion: continuing to advance the conservation and management of these species while simultaneously preserving the Navy’s ability to maintain readiness.

“I enjoy going to work every single day because it’s a thrill for me that I get to work with these species,” Petersen said.

He also lead the effort to establish the Department of Defense Partners in Amphibian and Reptile Conservation, or DOD PARC. Since 2009, he and his colleagues have been working to implement a strategic plan to improve DOD’s environmental conservation and management of its lands, protecting the amphibians and reptiles that live on military bases in the U.S. while simultaneously honoring the commitment to military training.

According to the DOD PARC strategic plan, finalized in 2015 after six years of effort on the part of its partners, success will be “achieved by implementing proactive, habitat-based management strategies that maintain healthy landscapes and training lands in ways that sustain and enable DOD’s testing, training, operations and safety mission.”

According to Petersen, the goals of PARC are straightforward with sweeping responsibilities.

“The purpose of the group is to develop partnerships and not only within the Navy and across DOD but with nongovernment organizations and other federal agencies looking beyond our borders to see what they’re working on with their concerns are with reptiles and amphibians, and how we can partner to work towards common goals and objectives.”

To date, DOD is the only federal agency that has a strategic plan for managing reptiles and amphibians. Petersen says other federal agencies were so impressed with the DOD PARC plan they are starting to get on board and the Bureau of Land Management is starting to work on their own strategic plan.

“It’s been a really open relationship within DOD and outside with sharing information, sharing resources, creating networks and developing partnerships and it’s been, in my mind, a completely posi-

tive experience that benefits all parties,” Petersen said.

Petersen says DOD PARC’s efforts are very much in line with the CNO’s Design for Maintaining Maritime Superiority — namely, the call to expand and strengthen the Navy’s network of partners — as well as NAVFAC’s own Strategic Design and Concept of Operations.

“The whole objective of the program is about developing partnerships, saving money, enhancing natural resources management, funneling and focusing on military readiness and supporting healthy, realistic training and testing environments,” Petersen said.

It’s important to note that his role with DOD PARC isn’t his only responsibility at NAVFAC Atlantic. As a Senior Natural Resources Specialist, Petersen sometimes travels the world to study species present on Navy lands in other countries. He’s done so for NAVFAC for 14 years.

Beyond the strategic plan itself, DOD PARC has racked up some amazing accomplishments since its charter including updating 300 herpetofauna species lists for the Navy, Marine Corps, Air

Force and Army as well as the production of creation of a massive photo library that are available for download.

DOD PARC has also developed on-line training modules, including a venomous snake and safety video, conducted three continental amphibian disease surveys and developed dozens of educational outreach products.

These products and information are incorporated into the Integrated Natural Resources Management Plan (INRMPs) of Navy installations and allows for effective and efficient management of herpetofauna in support of military readiness.

“We exist to provide tools to the Navy installation resources manager so they can better manage reptiles and amphibians on their lands,” Petersen said. “We try to empower them by giving them training and materials so they can better manage amphibians and reptiles on their installations.”

Making this partnership happen took a herculean effort, particularly when available funds are tied to the warfighter’s most pressing needs.

Petersen is quick to point out

the value of the partnership.

“DOD PARC is not an unfunded requirement and it took a lot to convince leadership of that” Petersen said.

“We weren’t requesting any additional funds, we are just organizing and focusing what we’re already doing individually, but now we’re doing it in a coordinated approach to maximize our return on investment.”

Petersen says it’s difficult to put an actual dollar amount on savings, but the collegial, collaborative work does pay off. “Instead of having DOD services or installations developing their own materials, products or services individually, we’re doing it as a whole and sharing those resources.”

Petersen also says the military is making great strides in serving two masters: protecting the lands entrusted to DOD and being compliant with environmental laws such as the Endangered Species Act, and the species that reside there, while also protecting readiness.

“The amount that the Navy and the DOD does for conservation and management of common and at-risk species is just phenomenal. It’s incredible,” Petersen said.

While Petersen laughingly admits that many of the species he cares so much about are a “tough sell,” he does feel like progress is being made all the time.

“I think where we’ve broken through some barriers is with all of the vast amount of educational materials that our group has pushed out, everything from educational trifold brochures on what are the snake species of a particular installation to presentations that we develop for Navy child day care centers,” Petersen said. “We try to share little tidbits of interesting information about a species to open up their minds. I think this education diminishes their fears so they can see how really cool these species really are.”

Next up for DOD PARC is the development of more educational videos, publication of a scholarly article on herpetofauna biodiversity on military lands and the development of a priority species list for DOD. “That’s a whole new frontier for us,” Petersen said.

“This is exciting because it’s the first time ever we’re focusing energy on this group of species. What we stand to learn will ultimately benefit military readiness.”

Navy FFSP staffers receive employment readiness training to help Sailors, families

One hundred and twenty five Fleet and Family Support Program (FFSP) staff members from across the enterprise gathered on the historic Washington Navy Yard to receive employment readiness training to better help Sailors and their families find employment May 2-4.

Thirty two presenters from various federal agencies, military service organizations and veterans’ service organizations provided Navy Work and Family Life (WFL) consultants, at the region and installation level, with updated information on policies and resources to equip them with the necessary tools to help service members and their families successfully transition out

of the military and obtain employment.

“This is just an opportunity for us to come together to really discuss and share best practices about what others are doing at different organizations or programs across the installations,” WFL Program Manager Renee’ Harris said.

The WFL program supports mission readiness through many different areas such as deployment support and personal financial management, to name a few. However, this particular training focused on the Family Employment Readiness Program, which helps military families with employment challenges, and the Transition Assistance Program (TAP), which is designed to ensure Sailors are best prepared to transition from military to civilian life.

al WFL Coordinator Douglas J. Morfeld, and Navy MidAtlantic Regional Transition Assistance Program Coordinator Amanda L. Slosson, both came from the same region but were able to receive specific training in their own particular roles in providing assistance to Sailors and their families.

Morfeld said that while in the training, he learned that the unemployment rate for military families is over 20 percent, and that this collective training provided a chance to discuss the problem and think about possible solutions to this issue.

“This [employment readiness training] gives the opportunity for regional staff like myself to come together to talk about the issues...to listen to these briefs, especially with our partners — the veterans

administration, the small business administration, as well as the department of labor — to see what’s new with them, to see what they can bring to the table to help us help those spouses find employment,” Morfeld said.

When it comes to TAP, Slosson said she notices issues as well but they vary depending on the specific location of a particular Sailor and family member.

“I think overall, service members are in favor of the way programing has gone,” Slosson said. “It is better, it is bigger, and it is bigger than when I separated out, TAP wasn’t mandated. I think the resources are there. The challenge currently remains to be how to navigate the resources.

So it’s not a matter of stuff not being available to support the transition, it’s making sure

that it’s easily assessable and navigated properly so they can utilize it and that’s where the collaboration comes into play between the centers, the partner agencies, and more importantly the community resources where the installation is.”

Some of the others organizations who presented at the three-day employment readiness training were LinkedIn, Hiring Our Heroes, United Service Organizations Transition Service, and AmeriCorps.

The Department of Defense also provided training on Military Spouse Employment Partnership (MSEP), Military Spouse Transition Program (MySTeP) and Spouse Preference & Priority Placement Program in the federal hiring process.

“The spill area continues to be contained,” Virginia Department of Environmental Quality state on scene coordinator John Settle said. “Our priority today is to continue the cleanup in the community and protect public health, safety and the wildlife in the area of the spill.”

“For everyone’s safety, we request motorists to be cautious when driving past response personnel,” Fire Capt. Jim Todd said, acting as response safety officer.

As cleanup efforts continue, the Virginia Department of Health has asked the public to avoid all recreational activities including fishing and crabbing in Wolfsnare Creek south of Virginia Beach Boulevard and East of Lynnhaven Parkway.

People should avoid coming in direct contact with the fuel and should keep their pets from entering the affected area. If direct contact is made, wash exposed skin with soapy water.

Unified response teams continue to monitor water and air quality to ensure public safety during the cleanup.

HEPACO and the Virginia Beach Fire Department are sampling air quality every two hours and the levels remain well under levels which can cause health effects. Residents may see air monitor stations deployed in the neighborhood, which are taking continuous readings.

Wildlife experts continue to survey the area to locate and assist impacted wildlife and taking precautions to keep additional animals from entering the affected area. Any affected wildlife that is found will be transported for rehabilitation. Several fish, birds, small mammals, reptiles and amphibians been reported as casualties of the spill.

The public is reminded to not touch or assist any distressed animals. Instead, notify the Unified Command at 757438-3159 and wildlife experts will be dispatched. “Residents trying to rescue wildlife, risk contaminating themselves, injuring the wildlife and introducing contaminants into the wastewater systems,” Navy natural resource specialist Michael Wright said.

Residents with questions or concerns about the spill can call the City of Virginia Beach’s 311 non-emergency number.

Cleanup efforts will continue until the fuel is cleaned up.

The Navy is working with U.S. Coast Guard, City of Virginia Beach, the Virginia Department of Emergency Management, the Virginia Department of Environmental Quality, Virginia Beach Animal Control, U.S. Navy Natural Resources, Virginia Department of Game and Inland Fisheries, U.S. Fish and Wildlife Services, U.S. Department of Agriculture-APHIS-Wildlife Services, USDA, VDH, Tri-State Bird Rescue & Research, INC., and HEPACO. The cause of the spill remains under investigation.

HSC-23 conducts groundbreaking ďŹ re scout operations at San Clemente Island

Helicopter Sea Combat Squadron (HSC) 23 made history this month, operating MQ-8B Fire Scout Unmanned Air Vehicles (UAV) from Naval Auxiliary Landing Field (NALF) San Clemente Island utilizing a Mobile Mission Control Station (MMCS).

Teams of pilots, aircrewmen, maintenance personnel and civilian specialists functioned organically to complete integrated missions with various surface and air assets.

The two-week operation culminated with the successful employment of the Fire Scout as the laser designating platform for an AGM-114N HellďŹ re missile, ďŹ red from an MH-60S Knighthawk attached to HSC-23 Detachment 2 on board Americaclass amphibious assault ship USS America (LHA 6).

Navy Drug Screening Lab (NDSL) Great Lakes announced today an administrative review and scientiďŹ c investigation is underway following the discovery of a sample that incorrectly test-

ed positive for methamphetamine.

Upon discovery, the NDSL Great Lakes lab immediately ceased its amphetamine and methamphetamine testing pending careful review of the incident, processes, staff actions and training. While NDSL Great Lakes continues to test for other illicit substances, its testing for am-

phetamine and methamphetamine has been decertiďŹ ed by the DOD Drug Testing Program and Policy OfďŹ ce pending the results of this review.

The administrative review will analyze the records of amphetamine and methamphetamine samples dating back to 2006, when this particular testing method for

those substances was implemented. The purpose of the investigation is to determine how the cross-contamination occurred. Both are being led by the NDSL Great Lakes Commanding OfďŹ cer with oversight from the Navy Drug Testing Program OfďŹ ce at the Navy and Marine Âť See SCREENING | B7

PaciďŹ c Partnership 2017 (PP17) began a mission in Da Nang, Vietnam, May 8 with the arrival of the U.S. expeditionary fast transport ship USNS Fall River (TEPF-4).

The Da Nang mission stop marks the fourth consecutive year and the eighth time in 11 years that PaciďŹ c Partnership missions have occurred in Vietnam’s provinces and cities.

Personnel from the United States, United Kingdom, Australia and Japan are participating in this year’s events in Da Nang.

Da Nang collaborated with central government agencies and PaciďŹ c Partnership planners to organize the week and a half event with the aim of promoting the comprehensive partnership between the United States and Vietnam and collaboration among partner countries.

Secure your medical device As more become “smart,” cybersecurity risks can affect safety, security of medical devices

More and more medical devices are getting more sophisticated and connected to each other through the internet, hospital networks, other medical devices and smartphones.

While “smart” health information technology helps improve patient care and reduces errors, it comes with cybersecurity risks that could affect the safety and security of your medical device.

Cybersecurity issues have been found in certain medical devices according to the Food and Drug Administration (FDA) confirming that some medical devices can be at risk for cybersecurity intrusions and exploits.

The FDA recommends that medical device manufacturers identify any risks or hazards and find ways to mitigate any issues their medical devices may have, including cybersecurity risks.

Health care facilities and hospitals should evaluate their network security and protect their hospital systems.

In a recent case where cybersecurity risk was confirmed in a medical device, a software patch was created to address the vulnerability, and health care providers were encouraged to remind patients to keep their device connected so that it could maintain the latest soft-

ware and updates.

In addition to keeping them connected, there are other ways to be smart in using and securing your medical devices. Before you even go home with your device, be sure to talk to your doctor and address any concerns you may have. Make sure that the device works properly and that you know how to use it. This includes knowing how to configure your device so that it is secure as possible.

Be aware if your medical device uses radio frequency, then common household devices like computers or cell phones may interfere with the device’s signal and its ability to work properly.

If your device connects to wireless networks, make sure yours has a strong, unique password and don’t share it. Do not connect your device to public Wi-Fi. When you are in public places with your medical device, make sure that you maintain physical control over it.

If you have cybersecurity issues with your device, report them to your provider.

Finally, if you no longer need your medical device, then delete all the information you have stored on it before getting rid of it, where applicable.

Five reasons I’d never win Survivor I could claim that I have fencing lessons or that I have tickets to La Boheme or that I’m attending a lecture on the sustainability of agricultural practices in Machu Pichu. But, I’d rather admit what I’m really doing Wednesday night.

This week, I’ll be watching the two-hour season finale of Survivor on May 24. Our family has seen every season since the show Lisa Smith premiered on May 21, Molinari 2000. While stationed in Germany, we tuned Military spouse in on Armed Forces contributor Network. And today, we still pile on the couch to watch every week.

During commercials, we fantasize about winning the milliondollar prize and never emptying our own dishwasher again. As for me, I could subsist for days on the fat stored under my chin, so you’d think I’d be a perfect Survivor contestant. However, I’d never win and here’s why: First, I never shut up.

Put me on a bus, in a waiting room, in a check out line and I’ll strike up a conversation with

anyone. I’ll tell long anecdotes and add unnecessary details. Before you know it, people are trying desperately to get away from me.

Picture this: After building a water-tight shed for my tribe, I start a roaring bonfire and cook the fish that I caught for everyone.

Feeling confident, I tell a story about the time my car broke down in Cincinnati.

An hour later, I’m describing the mechanic’s coveralls, while one of the cast mates stands behind me, silently mouthing to the others, “She’s outta here” as he scrapes the last bites of fish from his coconut shell.

Second, I’m a slave to my digestive tract.

Without the comfort of my morning routine, which includes coffee and time to stare out the kitchen window, my digestive tract shuts down while traveling. There’s no escape if you know what I mean.

Picture this: On day six, I can’t take it anymore. I’m found beached at the water’s edge like a whale, weakly chewing palm fronds for fiber, mumbling something about needing coffee. My tribe mates, put

off by my deliriousness and suspicious of my growing paunch, vote me out that night.

Third, conflict makes me cry.

With an emotional range limited to happy and sad, I react to anger with an embarrassing chin quiver, blotchy neck, and blubbering tears.

Picture this: While my tribe mates are tanning on the beach, I begin to tell them about a blind date I had with a guy named Jethro. Hangry, the tribe bully snaps, “Nobody cares about your boring life, old lady!” My alliance waits for me to defend myself, but I can only muster an ugly cry face. Sensing weakness, they blindside me at tribal council.

Fourth, I am a scavenger.

When I go to the beach, I am compelled to scan the horizon for shells, sea glass, flotsam and jetsam. If it washes up, I’m determined to find it, take it home and put it in a jar.

Picture this: Two tribe mates find me gullible enough for an alliance.

They search for me to make plans, but I am miles away, engrossed in a pile of smelly seaweed. We go to tribal council before they’ve had a chance to find me, and I am voted

Lastly, my two-piece days are over.

Wobbling flesh started and ended with “Naked Guy” Richard Hatch in Season One. Nowadays, you could bounce a quarter off most Survivor contestants’ stomachs.

Birthing three large babies have turned my figure into something of an old deflated inner tube. If you tossed a quarter at me, it would disappear into one of many rolls.

Picture this: Jeff Probst announces the start of a challenge, and we all start running. My tribe mates are propelled by lean sinewy muscle, but I am hindered by jiggling body parts. Crawling under a set of barriers, my bathing suit top is ripped off. The cameras zoom in on what looks like two fried eggs and a stack of pancakes.

That night, the vote to cast me out is unanimous, and the director instructs that the footage be cut from the scene as not suitable for viewing.

That said, I’d better go empty the dishwasher.

Corry Station IW students prepare for hurricane season, compete in warrior day

Students at Information Warfare Training Command (IWTC) Corry Station participated in friendly sports competitions after completing a hurricane safety training stand down, May 5.

With hurricane season starting June 1, the training stand down gave staff and students an overview of how the command would respond to a hurricane, covering topics ranging from sheltering in place to an orderly evacuation.

“We have around 2,000 students attending courses at any given time at Corry Station, so today’s training and mock evacuation drill was a great opportunity to help us all get up to speed on what we need to do,” IWTC Corry Station’s Command Safety Officer Chief Cryptologic Technician (Technical) Robert Rawls said. “This gives me great confidence that we’re ready to deal with the situation if we find ourselves facing a hurricane this year.”

After the training, “A” and “C” school students gathered on the various fields around Naval Air Station (NAS) Pensacola Corry Station to compete with their fellow Sailors, Soldiers, Airmen and Marines in an afternoon of “Warrior Day” events.

Students signed up to participate in a wide variety of activities, including running and track events, flag football, bowling, soccer, volleyball, a scavenger hunt, cornhole, pool, darts, basketball, racquetball, dodgeball, kickball, horseshoes, Frisbee and ultimate Frisbee.

“A lot of teamwork is involved,” said Information Systems Technician (IT) Seaman Apprentice Ashley Nembhard, an IT “A” school student from Haymarket, Virginia, after running throughout the base on the scavenger hunt. “You’re competing against different divisions, so it really brings you together even if you haven’t worked

together for a long time. We started out the morning doing [hurricane] exercises, and then we come here and we get to have fun and run around and just get to be one big happy family.”

Cmdr. Christopher Eng, IWTC Corry Station’s commanding officer, said conducting Warrior Days helps boost the command’s morale and brings together students to show them the value of teamwork.

Considering the arduous technical courses that the students are undertaking, the athletic events also serve as examples of ways to relieve stress and reinforce the importance of watching out for one another.

“The crux of it all is about teamwork and resiliency, all in line with the Navy’s themes to have no bystander,” Engsaid. “We’re hoping to try to reinforce positive and healthy ways to relieve stress. The teamwork is absolutely key.”

Eng appreciated the efforts of his staff in putting on the Warrior Day and the partnerships with NAS Pensacola’s Morale, Welfare, and Recreation department and Corry Station’s galley in supporting the command’s drive for promoting fitness and healthy lifestyles.

USS Ronald Reagan departs for sea trials

The Navy’s only forward-deployed aircraft carrier USS Ronald Reagan (CVN 76), departed Commander, Fleet Activities Yokosuka (CFAY) May 7.

Ronald Reagan’s crew shifted colors at 11:54 a.m. and made way to conduct sea trials in the final phase of the ship’s selective restricted availability (SRA) maintenance period, which began January 10.

“I am extremely proud of the Reagan crew’s accomplishments up to this point of our SRA period,” Commanding Officer of Ronald Reagan Capt. Buzz Donnelly said. “We are all looking forward to completing sea trials and returning to operations in the 7th Fleet.”

According to Donnelly, with Ronald Reagan’s newest technology and well-experienced crew, her return to operations in the U.S. 7th Fleet will mark a significant milestone for the forward-deployed naval forces, reaffirming the United States commitment to the region.

Aviation command retention bonus continued From Navy Personnel Command Public Affairs MILLINGTON, TENN.

The Aviation Command Retention Bonus (ACRB) has been continued, the Navy announced in a message, May 9.

According to NAVADMIN 115/17, the ACRB is designed to retain those officers with the talent and command experience in our primary warfighting missions critical for the future of the Navy.

ACRB applicants must be currently serving as commanding officer (CO) of an eligible operational (OP), operational training (OP-T) MC3 Matthew Granito An F/A-18E Super Hornet assigned to the “Kestrels” of Strike Fighter Squadron (VFA) 137 takes off or special mission (SM) O-5 May 5 from the Nimitz-class aircraft carrier USS Carl Vinson (CVN 70). The U.S. Navy has patrolled command in order to apply.

Eligible commands are those the Indo-Asia-Pacific routinely for more than 70 years promoting regional peace and security.

OP, OP-T, and SM O-5 commands for which the annual Aviation Command Screen Board selects officers to serve as CO, excluding second-ingrade/sequential/bonus/Fleet Replacement Squadron commands. Eligibility to apply for the ACRB ends on the last day of command.

Post command commanders not on contract who served as CO of an eligible OP, OP-T or special SM O-5 command between Oct. 1, 2016, and fiscal year 2017 ACRB Program NAVADMIN release date are eligible to apply for a limited time. Signed contracts must be received by PERS-435 within 30 days of NAVADMIN release.

will be paid in two installments of $18,000 per year and are obligated to serve through their 21st and 22nd years of service — ensuring there are enough O-5s with command experience — encouraging retention until these officers are in zone for promotion to O-6.

Spokane Navy Week to kick off in the lilac city

“Lilac City” will host the world’s largest Navy during Spokane Navy Week, May 15-21, a week-long series of community outreach events.

Navy Weeks focus a variety of assets, equipment and personnel on a single city for a weeklong series of engagements designed to bring “America’s Navy” closer to the people it protects in cities that don’t have a large naval presence.

The events and special programs that will take place throughout Spokane are the culmination of planning and preparation over many months by the Navy Office of Community Outreach and Spokane community leaders.

“As with all Navy weeks, we hope to offer the Spokane community an opportunity to see their Navy and foster the relationship between the community and the Navy,” Lead Planner of Spokane Navy Week Gary Ross said.

“Our ability to come to Spokane with a wide variety of Sailors from different career backgrounds allows us to really educate the people of Spokane on what their Navy does on a daily basis.”

Rear Adm. Kevin “Komrade” Kovavich, Director of Plans and Policy, U.S. Cyber Command, will be meeting with corporate, civic and government leaders throughout the week.

“It is extremely important for the Navy to visit places like Spokane that don’t have a large Navy presence in order to convey to folks what it is their Navy does for them,” Kovavich said. “The Navy is as relevant today as it has been during its 241 year history. In this globally connected world we live in, threats may seem to be more obscure than what they were when we were a developing nation and the demand for a maritime presence may seem less obvious, but we remain a maritime nation... our success as a nation and as a global superpower is based largely on that maritime resource.”

Historically, Navy week events draw thousands of attendees to participate and create a dialogue between Sailors and local residents.

USS Washington Sailors will be talking about the Navy’s newest submarine and life under the seas. Sailors from the USS Constitution will be decked out in their 1813 period uniforms offering a Naval Science, Technology, Engineering and Math-

ematics (STEM) presentation of the ship. They will be joined by a pilot and aircrewman from Helicopter Mine Countermeasures Squadron (HM) 15, who fly the Navy’s largest helicopter, the CH-53 Super Stallion.

Also, Navy Band Northwest will be participating in parades and performing on several stages in the Greater Spokane area, including “Spring Fling” at Spokane Community College May 16, a performance at the INB Performing Arts Center and Lilac Festival Torchlight Parade May 20.

“Navy Band Northwest is excited to participate in Navy Week Spokane,” Director of Navy Band Northwest Lt. Bruce Mansfield said. “This is a great opportunity to perform for the local community and build new relationships.

We have a variety of groups that will be giving free concerts during the week, something for everyone.”

In addition, Explosive Ordnance Disposal (EOD) Group One Sailors from San Diego will train with the Spokane Police Bomb Squad, participate in a STEM event at Mobius Science Center in downtown Spokane, visit the Lilac Festival Car Show as well as local high schools, including Freeman High School where EODGRU1 Senior Chief Roy Vanek graduated from in 1994.

“I am looking forward to Spokane Navy Week so that I can meet with the public and talk about the Navy and what I do,” Vanek said. “Spokane Navy Week is an excellent opportunity for me to educate the public about Navy EOD. I have stayed in the Navy because the EOD community is the best in the military.”

Navy Recruiting District Spokane and Navy Operational Support Center will also be hosting several community and school events to include visiting West Valley High School.

Spokane Navy Week is the 5th of 15th Navy weeks in 2017.

Rep. Wittman to Navy scientists, engineers: Make ideas operational in the fleet—rapidly

“Keep the ideas coming and let’s find a way to get them to the fleet faster,” Rep. Rob Wittman, R-Va., told a gathering of Navy scientists and engineers at the two-day Mission Engineering & Analysis, and Integration & Interoperability conference sponsored by the American Society of Naval Engineers (ASNE) and NSWCDD, April 25.

“We can bring innovation creation in a faster manner to our men and women out there in the front lines, and we can do things less expensively,” Wittman said, the event’s keynote speaker. “When we can expedite them more efficiently, speak out—let folks know of your ideas because we are indeed a nation of great ideas.”

ered processes and technologies related to modeling and simulation; mission engineering, surface warfare; maritime cyber security; human augmentation and interoperability; integration and interoperability; affordable future surface combatants; integrated power and energy systems; and worldwide technology desktop virtualization.

“Mission engineering in these times with the threat that we are facing is an absolute necessity,” NSWCDD Commanding Officer Capt. Godfrey Weekes told the ASNE conference attendees, mostly government and defense contractor scientists and engineers.

Mission engineering is the planning, analyzing, organizing, and integrating current and emerging operational concepts for the purpose of evolving the end-to-end operational architecture and capability attributes, across the doctrine, organization, training, material, leadership and education, personnel and facilities spectrum.

It includes anticipated Blue Force and Opposition Force behaviors that are needed to inform the communities of interest involved in fulfilling mission needs statements.

Weekes described mission engineering activities that NSWCDD scientists and engineers are accomplishing within the command’s Mission Engineering and Analysis Directorate.

“They are assisting and interfacing with the Fleet and the Fleet commander — at the strategic level in some respects,” Weekes said. “We work with the Fleet tactically in regard to real world exercises—basically making civilian EDs (engineering duty officers). It is one thing to engineer a system to meet a requirement. It’s totally different to go out and be a part of an exercise, engaging in discussions with flag level wargamers and hear from them how they will implement your system.

To have that level of interaction at a junior to senior civilian engineer level is critical.”

We understand the value in digitally representing systems under test and evaluation and the value in replicating systems aboard ships, submarines and aircraft, said NSWCDD Technical Director John Fiore in his opening remarks.

“It’s necessary to understand future capability of surface warfare, air warfare, and undersea warfare capabilities,”

he emphasized. “We must do it collectively while using the right model and tool for the right purpose. I have witnessed personally that modeling and simulation can save hundreds of millions of dollars and like the captain said—give the warfighter insight into what a new capability might represent for them without spending a lot of money or committing to programs of record to determine later that it’s not going to be useful.”

Collaborating to engineer technological programs collectively is how ASNE was founded.

In 1888, a group of naval engineering pioneers, most of them officers of the U.S. Navy’s Engineering Corps, started the technical society to engage with their fellow engineers for a unified approach to their profession and make the most of the new advances in technology.

“You are the backbone of building the Navy of the future,” ASNE president retired admiral Anthony Lengerich said. “We talk about distributed operations, distributed lethality—it’s everything that the warfare centers are engaged in. I encourage you to think

about submitting articles and ideas into ASNE. Let’s get a dialogue going that will change the composition of ASNE, but more importantly, it will become a rallying point for everybody in the warfare centers.

This is your organization. Write to the journal, get your ideas on paper. Make it an organization that supports the Navy in a greater way.”

Meanwhile, Wittman is committed to supporting and rebuilding a 355-ship Navy.

“We’re going to lay out a pretty aggressive schedule on what we do to rebuild our Navy,” Wittman said. “Every one of you in this room will be part of that effort. There’s great work that goes on here with not only developing concepts but bringing those concepts to operation and what we will do for our ships of the future. I’ve talked to the CNO (Chief of Naval Operations) at length as well as our flag officers in the Navy about what we’re going to do to bring new systems onboard — whether it’s railgun, whether it’s lasers. All those things are extraordinarily important and we have to be able to get those operationalized quickly and we’ve shown we can do that.”

USS Coronado concludes multilateral CARAT with Singapore, Thai navies

Littoral combat ship USS Coronado (LCS 4) completed the second-annual multilateral Cooperation Afloat Readiness and Training (CARAT) exercise with ships from the Republic of Singapore and Royal Thai navies, May 12.

As the premier naval engagement in South and Southeast Asia, CARAT provides a regional venue to address shared maritime security priorities, enhance interoperability among participating forces and develop sustained naval partnerships with nations across South and Southeast Asia.

“LCS is the right platform to execute CARAT exercises because it is similar in size and capability to the ships from our partner nations,” Walker said. “This makes the rider exchanges more fruitful because the conversations and information exchanged can be done so from a place of common experience from operating in similar platforms.”

The four ships executed a full schedule at sea including tracking exercises, a gunnery exercise, air defense exercise, communication drills as part of a flash exercise, photo exercise, and visit, board, search and seizure (VBSS) training.

This operation has paved the way for the future development of the Fire Scout program, functioning as a force multiplier for the larger naval surface community and the tactical application of integrated manned and unmanned platforms in Naval Aviation.

Personnel from HSC-23 began operations from NALF San Clemente Island on May 3.

Prior to this detachment, Fire Scout operators conduct-

ed all flight training at NBVC Pt. Mugu, which is approximately 175 miles northwest of San Diego. Bringing the system to NALF San Clemente Island, which is located 80 miles west of San Diego, afforded many opportunities for integrated training with naval assets due to the multitude of ranges and support facilities around the island.

The detachment planned and coordinated events despite an array of logistical hurdles and established procedures for unmanned air vehicle operations within San Clemente Island airspace.

“A primary goal for this detachment was to showcase the capabilities of the MQ8B,” Detachment Officer

in Charge Lt. Cmdr. David Barnhill said. “San Clemente Island broadens the training opportunities for our Fire Scout team and gives us the ability to work with a multitude of assets not otherwise available.”

After completing unit-level training and confidence testing of the Fire Scout system within local and special use airspace during the first week, Fire Scout crewmembers flew range clearance missions and a successful Hellfire missile event in support of USS America Amphibious Ready Group (ARG) on May 10.

“The Hellfire shot was absolutely a highlight for this detachment. It proved that

Fire Scout is a viable asset to an already potent team,” Barnhill continued. “But more than that, executing a successful in-flight transfer of the MQ-8B from one air vehicle operator to another over 70 miles away was the biggest milestone. It gives us enormous operational flexibility going forward to work with fleet elements on a regular basis.”

This detachment can be classified as a resounding success by bringing UAV operations to the fleet on a larger scale than ever before. The Fire Scout provides critical mission sets to enhance battlespace awareness as well as providing early warning detection and classification

A blend of history, education and entertainment make up the high-flying weekend, Warbirds Over the Beach, at the Military Aviation Museum from May 19-21.

All of the museum’s 70 planes are owned by president and founder Gerald Yagen.

Visitors travel from around the world to see the vintage aircraft crucial in bringing victory to the U.S. and its allies during World War II. Warbirds Over the Beach brings alive the history of World War II through flying military aircraft, living historians and entertainers who evoke the popular music of the era. Visitors experience a sliver of what the world was like in the mid-20th century.

“A lot of people don’t know that much about World War II anymore,” said Mike Potter, director of the Military Aviation Museum.

“It’s a great opportunity, especially for kids, to come here and learn,” he said. “It’s an opportunity to see these 75-year-old airplanes and hear the big radial engines or inline 1,720 hp Rolls-Royce Merlins.”

Unlike in most aviation museums, the aircraft here aren’t hanging from the ceiling or standing 20 feet away, cordoned off behind rope or surrounded protectively with plate-glass.

Two rare aircraft will fly, Goxhill 75th anniversary to be celebrated

While the museum has dozens of World War II aircraft ready – and waiting – to fly, two of the museum’s airplanes are particularly rare – the De Havilland DH-98 Mosquito and the PBY-5A Catalina. Both will fly during the Warbirds Over the Beach.

“There are very few places that you can go and see a PBY Catalina, a gigantic amphibious seaplane that found the Japanese fleet at the Battle of Midway,” said Potter.

For a while, the MAM had the world’s only British De Havilland Mosquito, a twinengine “wooden wonder” of a bomber. With strategic metals in short supply, the British were forced to build an airplane with the only resource they had plenty of – wood.

“It’s a magnificent piece of history,” said Potter. “It was a brilliant move, and it turned out to possibly be the most important aircraft of World War II.” During Warbirds Over the Beach, the 75th anniversary of the Royal Air Force Base Goxhill will be celebrated.

The actual control tower from RAF Goxhill in Lincolnshire, England, was disassembled,

transported to the museum and reconstructed on site.

“It was the very first airbase that was given to the Americans. The base became known as U.S. Army Air Forces Station No. 345,” said Potter. “We had to simply push the building over and take huge slabs of it at a time over to Virginia. We’re about 95 percent done with the exterior construction.”

Mike Spalding, the museum’s chief pilot, flies most of the warbirds in the museum’s “stable.” He’s in charge of all of the pilots and is also the airshow coordinator, in charge of flight operations during the airshow.

“Flying World War II air-

planes is a dream that is hardly ever fulfilled,” said Spalding. “To be able to fly just one of them is just like winning the aviation lottery.”

When visitors come into the museum on any day, they can walk around through the hangers and touch the airplanes.

“Touch a piece of history,” said Spalding.

“This is a museum and these are museum pieces.

There aren’t many museums that allow you to touch the artifacts,” he said. “Jerry Yagen, the owner, likes people to be able to do that.”

“This is about as authentic as it gets. We are standing in a 75-year-old World War II control tower,” said Potter.

“This morning, I was standing on the roof watching actual 75-year-old World War II planes taxi around, take off and land,” he said.

“It doesn’t get any cooler than that.”

The Goxhill tower will turn 75 at the Warbirds Over the Beach airshow May 2021. It was the first English airbase that was turned over to the Americans in 1942.

Gen. Dwight D. Eisenhower participated in the “turning over” ceremony.

The Germans also celebrated – perhaps unknowingly – the transfer of the facility from the Roy Air Force to the U.S. Army Air Forces.

Two hours before Eisenhower’s speech, a single German bomber flew over the airfield at Goxhill and dropped a “big fat egg” right at the point where the two main runways crossed. The bomb was buried so deep in the soft mud below the tarmac that it posed no immediate danger. The bomb was left in place. The hole was filled in and paved over.

Retired Navy couple creates a wonderland for nature and train fanciers in Virginia Beach

Drive up to Sunny and Bill Fox’s house with its pretty front yard in Wesleyan Chase in Virginia Beach, and you know you have arrived at the home of a gardener or two.

But you’d never guess what was going on around back.

Enter the backyard gate and you walk into a whole other world, created not only by folks who are gardeners, but who also are model train fanciers, hobby builders and nature lovers.

The whole area is devoted to a scenic railway that crosses a babbling brook, disappears under a long tunnel and meanders past homes, shops, a fire station, a gristmill and more.

It travels through a landscape of dwarf mondo grass, shaded by dwarf Japanese maples and colored by small azaleas.

Birdfeeders of all descriptions are clustered at one edge of the track and birdhouses hang from the pergola that covers the deck on one side of the yard. Chickadee and wren couples fuss and come and go as they feed their young families.

The Foxes’ labor of fun and love began 29 years ago when the couple was still in the Navy and purchased their Wesleyan Chase home.

There was no sunroom to look out onto the yard and basically, there was no yard, to speak of – no fencing, no landscaping.

Bill Fox had been interested in trains since he was a child but didn’t like the idea of taking over a whole room in the house to indulge in his hobby. So early on when he was on deployment with the Navy, Sunny Fox discovered the big outdoor garden trains and purchased the first one.

“It was a very small loop around a very small pond,” Sunny Fox said.

Over the years, the couple built their sunroom and created a wide terrace/walkway with brick pavers between the sunroom and trainscape, plus a raised deck, also with pavers. They used professional help with the sunroom and paved areas, but the Foxes did the rest.

The pond became a 40-foot-long stream, complete with waterfall, and bordered with rocks. It stretches

across a big portion of the backyard.

Over time, Bill Fox laid about 650 feet of large-scale garden railroad track around the yard, building his own trestles and bridges. His shed houses a collection of carefully stored cars and a handsome battery-powered engine.

“I started small and gradu-

ally expanded,” Bill Fox said.

The Foxes call the train the Foxfalls Lumber and Mining Railroad. They occasionally bring out the trains and open their yard for tours for folks, such as model train fanciers.

Both Foxes are cancer survivors and on the tours, they put out a donation bottle for cancer charities, which fills

up nicely, Sunny Fox said.

A family mansion, one of 40 buildings along the train’s route, greets visitors as they enter the side gate. About 40 structures, built mostly to scale by Bill Fox and others purchased from any number of stores, hobby shops and the like, fill in the area along the train’s path.

Buildings include a sawmill, post office, bank, fire station, Walgreens, an M&M factory and church. The church is complete with a miniature fenced cemetery.

The gristmill sits by the stream’s waterfall.

Dwarf mondo grass covers most of the whole trainscape. It took 20 years for the mondo grass to spread.

“Sprig by sprig,” Sunny Fox said.

It would be virtually impossible to keep up a grass lawn among the tracks and the little houses. The mondo grass serves as an ideal substitute. Patches of ajuga add contrast.

A row of colorful blooming clematis of different varieties disguises the shed on the opposite side of the yard from the deck. Lots of potted plants and hanging baskets ornament the deck area on the other side.

“I try to buy low-maintenance things,” Sunny Fox said.

Not only birdwatching, but also a fire pit adds to the en-

joyment of the seating area under the pergola. Eleven feeders dispense goodies such as safflower, sunflower and finch seed, suet and hummingbird nectar. This year for the first time a flock of cedar waxwings found the stream.

“They were all over the place, bathing in the water,” Sunny Fox said.

Both are retired from the Navy now. They love to travel and for travel money, Bill Fox works at a naval commissary in the area. Sunny Fox substitutes in the Virginia Beach schools and owns Sunny’s Stitches, an embroidery business.

When they aren’t working on the railroad, what’s their favorite form of travel?

“We like to go on scenic train rides!” Sunny said.

Considerable knowledge of the principles and practices of human services and health services administration, business administration, or government program administration, human resources management, information technology, and financial management, including budgeting, resource allocation, monitoring, and auditing is required.

Some knowledge of mental health, developmental, and substance use disorder programs and services delivery is required.

The preferred candidate will have a graduate degree in one of the fields listed above; extensive experience (e.g. more than 10 years) in leading public or private organizations with functions and responsibilities that are similar or comparable to RTCSB and considerable experience in reporting directly to a governing board; and considerable knowledge of mental health, developmental, and substance use disorder programs and services delivery and ability to provide clinical or programmatic oversight of these services.
