Air Force officials announced Jan. 4, 2018, Enlisted Performance Reports are no longer required for regular Air Force Airmen in the grade of airman first class and below with less than 36 months’ Time-In-Service or Air Reserve Component Airmen below the grade of senior airman.

This policy change supports Air Force senior leaders’ focus on revitalizing the squadron and saving Airmen time. It is intended to eliminate an unnecessary administrative requirement and empower frontline supervisors, raters and

commanders to frequently engage with their Airmen face-to-face, said Lt. Gen. Gina Grosso, deputy chief of staff for Manpower, Personnel and Services.

“While the Air Force values the contributions of all enlisted personnel, the requirement to document performance in a formal evaluation prior to the grade of senior airman is not necessary,” said Grosso.

Instead, the Air Force has additional means available to document an Airman’s performance and to ensure he or she is meeting the training, developmental and experiential skills required to perform as professional Airmen.”

and Airmen Comprehensive Assessments will still be required. Initial feedback sessions will occur within 60 days of raters taking over as supervisors and then every 180 days until an EPR occurs.

The removal of EPRs prior to promotion to senior airman will allow Airmen more time to learn their primary skills and missions before their performance is documented on an EPR, Grosso said.

All active-duty enlisted Airmen will receive their initial evaluation upon reaching their first March 31 Static Close-out Date after either promotion to senior airman, or after completion of a minimum of 36 months’

time-in-service, regardless of grade, whichever occurs first. All Air Force Reserve Component enlisted Airmen will receive initial evaluations upon the first March 31 SCOD as a senior airman.

Commanders still retain the option to complete a Directed By Commander evaluation to document substandard performance for those airmen first class and below any time after an Airman reaches 20 months’ TimeIn-Service. If a Directed By Commander evaluation is written, the Airman will receive a subsequent evaluation the following March 31 SCOD. More information about the policy change is available at myPers.

Air Force officials are accepting nominations for the 2018 United Service Organizations Service Member of the Year Award.

The award is sponsored by the USO and recognizes specific acts of heroism by E-5s or below from every military service branch.

Organizations and base-level personnel should contact their major command, combatant command, field operating agency, direct reporting unit or major command equivalent for details regarding suspense dates and nomination procedures.

Each MAJCOM/COCOM/FOA/DRU may submit only one nomination, and nominations are due to the Air Force’s Personnel Center by April 4, 2018. Specific eligibility and application procedures are available via myPers. Select “any” from the dropdown menu and search “USO.” For more information about Air Force personnel programs, go to myPers. Individuals who do not have a myPers account can request one by following these instructions.

Winter is here, CES is ready

As winter rolls in, Airmen assigned to the 633rd Civil Engineer Squadron are hard at work preparing Langley Air Force Base for the cold weather, snow and ice.

The 633rd CES started preparing for the winter in early November 2017 by training Airmen during a weeklong snow school. The school taught the importance of regulating their sleep after a 12-hour shift, how to perform minor vehicle maintenance and load and operate snow vehicles.

According to U.S. Air Force Tech. Sgt. Jason Kelley, 633rd CES airfield maintenance NCO in charge, during inclement weather augmentees from all of over the 633rd CES come together to prepare the base for winter.

However, the two units that are mostly in charge of preparing the base is the

pavement and equipment, and water and fuels system maintenance shops.

During cold weather, the pavement and equipment shop works with the 1st Operations Support Squadron’s base operations to make sure essential portions of the flightline are always cleared of snow and ice. They remain on call 24/7 to clear the snow as quickly as possible, even during heavy snowfall.

While pavement and equipment is responsible for clearing snow and ice, water and fuels system maintenance ensures the water pipes, which are woven like a web throughout Langley AFB, do not freeze and burst.

“It’s important to prepare ahead to prevent lines from bursting,” said Tech.

“If a pipe does burst, it can cause a significant amount of damage to the facility and water damage to certain equipment can be detrimental to the mission.”

To prevent the pipes from bursting, water and fuels system maintenance Airmen started preparing the base late November to early December, and focused on pipes and facilities that are prone to freezing temperatures.

The Airmen do this by turning off water lines that

aren’t in use during the winter and wrap the pipes in heat tape to keep them warm.

While the Airmen of the 633rd CES may not always be seen, they are constantly working to make sure Langley AFB is always ready, even during the coldest of weather.

Coming home: Mattis welcomes Esper as 23rd Army secretary

During two separate ceremonies on Friday, the Army family and the secretary of defense ofďŹ cially welcomed Secretary of the Army Dr. Mark T. Esper back into the service that raised him.

As the newly appointed 23rd secretary of the Army, Esper will be key to the Army’s future, said Secretary of Defense James N. Mattis during a swearing-in ceremony at the Pentagon.

As international security continues to be a growing concern, Esper — a West Point

graduate and a retired Army lieutenant colonel with combat experience — will need to “hit the ground running,�

Mattis said.

Medical training center strengthens lifesaving skills

As the standards and innovations evolve in the medical field, the 633rd Medical Group Education and Training Office provides courses to Airmen in the medical career field to keep their lifesaving skills up to par.

The education and training office offers a variety of classes and training courses to include Basic Life Support, Pediatric Advanced Life Support and Advanced Cardiac Life Support. The courses are designed to train medical personnel to be fit expeditionary forces and mission ready medics, while also teaching them to deliver trusted care to the patients they serve.

“These courses are offered to medical group personnel such as nurses, providers, technicians and administrative staff, as well as personnel in other groups on Langley Air Force Base,” said U.S. Air Force Staff Sgt. Hannah Dworniczak, 633rd MDG ETO team member.

These scenarios give better training for what could be encountered downrange.

The training not only give medics the tools they need to help people on a daily basis, but also help prepare them for when they deploy downrange.

In today’s world, there are many styles of facial hair, from mustaches, to beards trimmed, or not. Some are gown on a whim, while others choose not to shave, but for some there is a purpose.

For U.S. Air Force Staff Sgt. Oscar Bruck, 1st Aircraft Maintenance Squadron dedicated crew chief, his mustache not only makes him

happy, but also helps raise money for non-pro t organizations.

For as long as Bruck could remember, the men in his family have always had facial hair, and the tradition “grew” on him.

According to Bruck, he had a full beard since high school, which made him look older than he truly was, but the U.S. Air Force would change all that.

“In basic training, I had to shave three times a day,” said Bruck. “As soon as I graduated, I grew the only facial hair I was allowed to—my

mustache.”

With his fascination for facial hair, Bruck began following the bearding community after stumbling across a freestyle beard competition. For approximately 15 years he searched for a club where he could share his passion for mustaches and beards, but his rst two bases did not yield any results.

After being transferred to Langley Air Force Base in 2012, Bruck’s search for a bearding community led him to an unexpected encounter at a pet store. He met a like-minded » See <&KEYWORD> | PB

As part of the Hampton Roads Beard and Stache Society, Bruck has won various trophies,but the most important thing to him are the charities the competitions support.

As part of the non-pro t organization, Hampton Roads Beard and Stache Society, he found lasting and made numerous friendships, ranging across all the mustache and beard styles. For Bruck, he found more than a simple club, he found a cause.

“While driving, I often see people in need or homeless, and many have served our country,” said Bruck. “How can I serve them? That’s the question that drives me to compete.”

Over the past three years, Bruck has partnered with the HRBSS, participating in barbecues and different events that Vetshouse host, getting to know the men and women for who they’ve raised close to $20,000.

The club hosts their own competitions and combine their efforts with other clubs in support of ovarian cancer research and other charities like the Pink Ink Fund. The Pink Ink Fund is a non-pro t organization that seeks to aide people with their post mastectomy tattoo needs as part of their breast reconstruction due to breast cancer and/

or diagnosis.

In Sept. 2017, Bruck was able to compete in the World Beard and Moustache Championship in Austin, Texas, where part of the money raised went toward hurricane relief efforts in Texas.

While at the World Beard and Moustache Championship, Bruck shared the stage with his twin brother, who competes in the full beard category.

There are many categories and styles to participate in, but for Airmen like Bruck, military regulations regarding facial hair can make it feel like bringing

a knife into a gun ght.

“Back in 2008 when I went to Afghanistan, you would see the Germans and other countries’ military would have beards,” said Bruck. “I would love for the military to change their ways and allow us to grow beards as long as it was professional; I would be content with a zero to two inch beard!”

Facial hair aside, there is no limitation on the impact that Airmen can have on their community and according to Bruck, there is always room to grow.

Members of the 41st Aerial Port Squadron and other Air Force, Army and Navy units teamed up for a joint training scenario called GRIP III Breaking Barriers Jan. 5-7, 2018, at Keesler Air Force Base, Mississippi and at the Gulfport Combat Readiness Training Center – Battlefield Airman Center.

Reservists, guardsmen, civilians and active-duty members from the three military branches worked side by side during this event, highlighting the joint effort of this training opportunity. Members of 1108th Theater Aviation Sustainment Maintenance Group, Gulfport CRTC, provided UH-60 Black Hawk helicopters to ferry personnel from Keesler AFB, to the CRTC, simulating transportation of personnel from one forward operating base to another.

Master Sgt. Steve Martin, 41st APS ramp assistant supervisor, said the primary goal of this training was to give reservists and other military members the opportunity to train with aircraft, personnel and equipment they normally don’t get to encounter in their everyday training environments.

“When we deploy, we never know who we’re going to have to support.

It could be an Army unit with 40 pieces of equipment that’s got to be airlifted, it could be a Navy unit coming to us that needs to be shipped out, or somebody coming in that needs to go back to the states,” said Martin.

“So our guys need this kind of training to give them the chance to mimic what they might encounter downrange.”

While at the CRTC, members performed joint inspections of several vehicles, including a CH47 Chinook helicopter, light mobile tactical vehicles, Humvees, and

mine-resistant ambushprotected vehicles. The Navy Special Boat Team 22 from John C. Stennis Space Center, Mississippi, provided a riverine command boat, and rigid inflatable boat and trailers for the APS members to practice loading and offloading as well.

While at the Gulfport CRTC, reservists from 41st APS worked alongside Air National Guardsmen from the 186th APS, Key Field Air National Guard Base, Mississippi, loading and offloading various vehicles on a C-5M Super Galaxy aircraft from the 709th Airlift Squadron, Dover AFB, Delaware.

This allowed them to train jointly with other military members on these procedures, in addition to vehicle inspections, cargo sequencing, preparing the airframe for aeromedical evacuation, and other scenarios related to the cargo and personnel this aircraft might deliver.

“My hope with this type of training is to expose them to the types of problems

they might run into so that they can troubleshoot these different issues in a training environment.

Then they can minimize the actual operational problems,” said Martin.

Army National Guard Master Sgt. Vernon Dedeaux, 1108th Theater Aviation Sustainment Maintenance Group helicopter mechanic supervisor, agreed with Martin, noting the importance of communication to the success of this type of training and to working together in a deployed environment.

“I think the big takeaway is – because it’s a little bit more of a laid back training environment – it’s easier to correct a mistake, to talk it out and resolve it right then and there,” said Dedeaux.

Secretary of Defense James N. Mattis officially welcomed back Army Secretary Dr. Mark T. Esper into the service that raised him during a swearing-in ceremony held in the Pentagon Friday Jan. 5, 2017.

Esper brings with him a wealth of understanding from his time as an Army officer, in the defense industry and on Capitol Hill, Mattis said.

“This Army has been tested and withstood the strain, but it stood because we have patriotic young people that have put their lives on the line,” Mattis said. “I know you are going to keep us feared by our adversaries and reassure our allies. They know when [the Army] shows up they will fight harder alongside us.

“When the U.S. Army comes, what you’re saying is America is putting itself on the line,” Mattis said. “That is the bottom line.”

Esper said he appreciates the direction and support that Mattis gives to each of the five services, and that he couldn’t be more inspired to work under the defense secretary’s leadership. He also said he is excited to work alongside the leadership that already stands inside the Army.

“I could not have picked finer Army leadership to serve alongside,” Esper said. “And I can’t say enough about the virtue of our Soldiers, and their resiliency and willingness to take on the tough tasks that lie ahead.”

ARRIVAL Since coming aboard the Army Nov. 20, Esper has traveled to meet with Soldiers stationed both inside the United States and abroad. He said he’s been impressed by what he has seen.

“Soldiers are the Army’s greatest asset. Their welfare and readiness will always be my top priority,” Esper said.

Before a large crowd of Soldiers, veterans, families, congressional members, foreign dignitaries and defense industry professionals, Chief of Staff of the Army Gen. Mark A. Milley spoke highly of his new boss. “[Esper] has a spine of titanium [and] steel that is not going to bend to the temporary dramas of the day in D.C.,” Milley said. “He has the Army’s static line like a good jumpmaster. He will not waver. He will never fail to do the right thing for our nation, our troops, or our Army, regardless of the consequences

BUILDING THE FUTURE FORCE At the official arrival ceremony, Esper discussed his priorities for the Army, which include taking care of people, remaining focused on the Army’s values, readiness, modernization, and reform.

“My first priority is and will remain readiness, ensuring that the total force — active, Guard and Reserve — are prepared to deploy, fight and win across the spectrum of conflict,” Esper said.

Currently, the Army is engaged in over 140 countries around the world. However, fiscal pressures and a lack of steady budget continue to impact the Army’s current readiness and affect future operations, Esper said.

“We are now challenged to address the rise of aggressive near-peer adversaries in Asia and Europe, while our Soldiers continue to fight terrorist groups abroad and reassure our

allies around the globe,” Esper said.

“We must continue to build strong alliances and partnerships around the world [with] countries that train together [and] fight well together. And those that fight well together are most likely to win together.”

Through 2017, Soldiers took the fight to the Islamic State of Iraq and Syria, provided advice and assist support to Afghanistan and other nations, trained with allies and partners in European countries, and provided assistance to citizens recovering from natural disasters.

“Our job is to be ready — to be ready for combat,” Milley said. “To deter war, but to fight and win if deterrence and diplomacy fail. That is a solemn task for this nation. We are and will remain ready to engage the intense, bloody, unforgiving crucible of ground combat against any foe anytime and anywhere.”

Esper also identified the need to become better stewards of Army resources, all while mod-

ernizing current and future capabilities.

“This means growing the force while maintaining quality.

Reshaping it to be more robust and successful in all domains, and modernizing it with the best weapons and equipment available to guarantee clear overmatch,” Esper said.

Consequently, for modernization to be successful, improvements need to be made to the current acquisition process, Esper said.

“This includes improving how requirements are set, empowering acquisition personnel to be successful, ensuring accountability, prototyping, and demonstrating systems early, and involving the private sector much more,” Esper said. “We must provide our Soldiers the tools they need to fight and win when they need it. I am confident that the new Futures Command we’re designing will do just that.”

The three most common forms of trafficking, according to DOD’s Combating Trafficking in Persons office, are forced labor, sex trafficking, and child soldiering.

Moros said the idea behind the HERO Corps is a simple one.

“When it comes to hunting those who prey on the innocent, who better than our nation’s most highly trained military veterans?” she said. “Much of today’s human trafficking and child sexual exploitation is technology facilitated. Offenders utilize the internet and digital technologies to coordinate their activity, advertise, share information and hide evidence. HEROs receive training in counter-child exploitation as well as digital forensics and victim identification. And they are then embedded with federal law enforcement.”

She said the HERO Child-Rescue Corps saves children in several ways. “As law enforcement first responders, they are at every crime scene, searching for critical clues that might provide evidence for an arrest or to find a victim,” Moros said.

Back at the forensic lab, the HERO is the lead digital investigator, searching out clues that can lead to organized criminal rings, evidence of sexual assault or production of child abuse imagery, she said.

“In many cases, it has been the relentless focus and military mindset that has allowed HEROs to go beyond the digging that might be done in traditional law enforcement to find a victim,” she added.

Kurtz said federal law enforcement is just beginning to track rescues. In 2016, Homeland Security Investigations identified and rescued 820 known child victims from sexual exploitation.

“But the real number is undoubtedly many times greater,” Moros said. “As a major segment of the digital forensic workforce, and one especially dedicated to combating child sexual exploitation and trafficking, they [HEROs] have been instrumental in working hundreds of those cases.”

EOD Airman receives Purple Heart

More than 10 years after his injury, Tech. Sgt. Douglas Smits, 90th Civil Engineer Squadron explosive ordnance disposal team leader, received a Purple Heart medal at F.E. Warren Air Force Base, Wyoming, Jan. 5, 2018.

The Purple Heart medal is one of the military’s oldest commendations, dating back to 1782. It recognizes military members who were wounded or killed in combat.

In 2007, then-Senior Airman Smits went on a six-month deployment to Afghanistan in support of Operation Achilles, one of NATO’s largest ground operations at the time.

“I was deployed out of Kandahar, and we were going into the Ghorak Valley to root out the Taliban, but as we were driving to one of our rally points, we hit an improvised explosive device,” Smits said.

Upon hitting the anti-tank mine, which contained more than 30 pounds of explosives, the 51,000-pound vehicle was blown up, and resulted in Smits suffering a traumatic brain injury.

“It was like riding lightning, and it sent a shockwave through my body,” Smits said. “My ears were ringing, and I remember looking up and seeing pieces flying off of the vehicle and black smoke covering the crater. Although I was in significant pain, I did not request medical evacuation as I felt I could still function to contribute to our mission and continue with field treatments of injuries to other members of the team.”

Senior Master Sgt. Alejandro Rodriguez, 509th Civil Engineer Squadron EOD flight chief, who was the team leader at the time, said they had to be tough and resourceful. The team was isolated for five days until recovery assets were sent.

onto a stretcher and carried it throughout the battlefield from scene to scene clearing other detonation sites,” Rodriguez said.

“We never quit, and we never hesitated. We were facing bitter cold conditions; I’m talking about bone-chilling, teeth-rattling cold.

It was just one more obstacle that was working against us and testing our resolve.”

Smits reflected on the challenges of adjusting back to normal life after the deployment.

“The hardest part for me was coming back from an experience where you almost get addicted to the adrenaline, and then you don’t have that anymore when you come home,” Smits said.

“The experience of almost getting blown up, or helping people who have, just becomes the norm while deployed.”

Smits is still making strides to overcome some of the mental obstacles associated with the explosion.

“I initially felt like it was a weakness to admit having posttraumatic stress disorder, but now I

wish I would’ve gotten help sooner in my career,” Smits said. “There’s nothing wrong with seeking help after a deployment, and when a person close to you notices that you’re not being yourself, never be ashamed to go talk to someone.”

Smits continues to serve in the EOD career field, and his efforts from 2007 are not forgotten.

“The team proudly represented the best of what this country and the Air Force has to offer,” said Rodriguez. “I would describe Doug as a battle-proven man of grit, and I am extremely proud to have served with him.”

During the ceremony, Col. Stacy Jo Huser, 90th Missile Wing commander, acknowledged Smits’ composure and courage under fire.

“I want to personally thank you for your extensive preparation and your willingness to go beyond the call of duty,” Huser said. “Your example inspires the rest of us to serve with distinction and go the extra mile, not only in combat, but in our training and day-to-day duties as well.”
