In conjunction with Fort Eustis’ 100th anniversary celebration, Joint Base Langley-Eustis rededicated Seay Plaza to pay tribute to the 50th anniversary of the Vietnam War during a time capsule burial ceremony, May 11, 2018.

Originally dedicated on July 30, 1970, Seay Plaza was rededicated in honor of U.S. Army Sgt. William Wayne Seay, who was posthumously awarded the Medal of Honor for actions while serving with the 62nd Transportation Company (Medium Truck), 7th Transportation Battalion, 48th Transportation Group during the Vietnam War. The ceremony, held at Seay Plaza, welcomed guest speaker U.S. Army Maj. Gen. Robert “Bo” Dyess, Army Capabilities Integration Center deputy director. Dyess, Seay’s second cousin, shared personal memories of Seay’s impact on their family.

“I remember how excited I was that [Seay’s] parents were going to meet the president,” said Dyess. “But even at a young age, I remember how sad they were for the reason they were going to Washington D.C. in the first place; to receive the Medal of Honor for their son who would forever be 19 years old.”

be unearthed in 2118.

The event’s host, U.S. Army Maj. Gen. Malcolm B. Frost, Center for Initial Military Training commander and JBLE Senior Commander Army Element, spoke of Fort Eustis’ role during the past 100 years, and its focus on the future.

“Fort Eustis is an incredibly diverse post,” said Frost.

“Through our organizations, [JBLE] can stay connected to our legacy and we can continue to build upon our great bond with the Hampton Roads community.”

JBLE’s celebration of Fort Eustis’ 100th anniversary will continue with the upcoming Army Ball; a mixedmartial arts Legacy Fight Night; and an anniversary open house and concert.

Army announces the stationing of three Security Force Assistance Brigades

The Department of the Army announced today the stationing of 3rd Security Force Assistance Brigades (SFAB) at Fort Hood, Texas; the 4th SFAB at Fort Carson, Colorado and 5th SFAB at Joint Base LewisMcChord, Washington. SFABs are specialized units whose core mission is to conduct advise-and-assist operations with allied and partner nations. “There will always be a need to help build allied or partnered forces, and the SFABs will take on this critical mission and allow brigade combat teams (BCT) to concentrate on preparing for potential full-spectrum combat operations against a near-peer adversary� said Secretary of the Army Mark T. Esper.

The decision to station the SFABs at

these three posts was based on strategic considerations including projected time to activate and train an SFAB, presence of senior grade personnel to man the unit, and required facility costs. Their work will strengthen our allies and partners while supporting this nation’s security objectives and the combatant commanders’ warďŹ ghting needs. “I think we’ll see a much better adviser capability built out of these brigades,â€? said Chief of Staff of the Army Gen. Mark A. Milley. “Meanwhile, we’ll recoup the readiness value of bringing the regular [combat] brigades home to train for their regularly designed missions.â€?

sidering locations for its SFAB. SFAB Soldiers are screened based on qualiďŹ cations and experience, and are among the most highly trained tactical leaders in the Army. The unit will receive the most advanced military equipment available. SFAB Soldiers receive special training through the Military Advisor Training Academy to include language, foreign weapons, and the Joint Fires Observer course.

The Army currently has incentives to include promotion and special pay to join the SFAB. The Army is also establishing a command element within U.S. Army Forces Command at Fort Bragg, North Carolina, with the intent to conduct training and readiness oversight of the SFABs.

Air Force transitions to a single combat uniform

By Secretary of the Air Force Public Affairs WASHINGTON, D.C. (AFNS)

Air Force leaders announced the service will move to a single combat utility uniform, adopting the Operational Camouflage Pattern, or OCP, already in use by the Army and Airmen in combat zones and in certain jobs across the Air Force.

Starting Oct. 1, 2018, Airmen who have serviceable OCPs may wear the uniform, and Airmen can purchase OCPs at Army and Air Force Exchange Services at the following locations: Aviano Air Base, Italy; Charleston Air Force Base, South Carolina; Shaw Air Force Base, South Carolina; and MacDill Air Force Base, Florida. These initial locations will allow uniform manufacturers to produce additional stocks for other locations, eventually outfitting the total force in the coming months.

The service will fully transition to OCPs by April 1, 2021.

Air Force leaders decided to transition to the OCP following feedback from Airmen that it is the best, battletested utility uniform available. It will also eliminate the need to maintain two separate uniforms – one for in-garrison and one for deployments – and it is a visible reminder of the service’s identity as a joint warfighting force, Air Force officials said.

“We looked at all utility uniforms currently in our inventory to find the best-of-breed,” said Chief of Staff of the Air Force Gen. David L. Goldfein. “We spoke to and listened to Airmen on this, and the OCP was the clear choice.”

“The uniform works in all climates— from Minot to Manbij—and across the spectrum of missions we perform,”

Goldfein added. “It’s suitable for our Airmen working on a flight line in Northern Tier states and for those conducting patrols in the Middle East,” he said.

More than 100,000 Airmen have been issued or are already wearing OCPs or equivalent two-piece flight suits—from Airmen deployed to Air Forces Central Command, to those serving in Air Force Special Operations Command, and most recently, aircrews in Air Mobility Command and defenders in Air Force Global Strike Command.

PRESERVING SERVICE & SQUADRON IDENTITY As with the Battle Dress Uniform, or BDU, worn by all services until about 10 years ago, the OCP Airmen wear will have distinctive Air Force features. The name tape and Air Force lettering will be a spice-brown color, and T-shirts and belts will be tan. Most rank will also be in spice-brown thread.

Squadron patches will also be worn on the OCP, said Goldfein. Bringing back squadron patches was among the recommendations made by Airmen as part of the ongoing effort to revitalize

squadrons.

“Unit patches express squadron identity and heritage – something our Airmen are incredibly proud of and want to celebrate,” he said.

The United States Air Force is a distinctive and decisive force due to our diversity; everyone has unique assets they bring to strengthen our nation.

In June, the Department of Defense recognizes Lesbian, Gay, Bisexual and Transgender service members and civilians for their dedicated service to both the DoD mission and our nation. The Air Force celebrates Pride Month because it allows the community to come together and recognize LGBT individual’s outstanding achievements and contributions locally, nationally and internationally.

The LGBT community has served and fought for this country, embedded in all branches of service.

The history of LGBT rights is extensive. The Supreme Court accepted the case One, Inc. v. Olesen in 1958 where the FBI deemed One, Inc., a lesbian, gay and bisexual publication, obscene.

The Supreme Court did not agree.

The LGBT Pride Month can be traced to 1969 when the Stonewall riots took place in New York City and became a tipping point for the Gay Liberation Movement in the United States.

In December 1993, the DoD prohibited the U.S. military from barring applicants from service based on sexual orientation.

Additionally, in 2010, the Don’t Ask, Don’t Tell Repeal Act became law, allowing gays, lesbians and bisexuals to serve

openly in the armed forces. Finally, on 8 Jun 15, DoD Directive 1020.02E was published to provide direction to ensure all service members are afforded equal opportunity in an environment free from harassment and unlawful discrimination, adding sexual orientation. In 2016, gender identity was included in the publication. The work for inclusion has come a long way, but is far from complete.

The LGBT community has shown a vast amount of courage in which individuals should all take pride in for making our nation great. Let us celebrate their achievements that helped shape our country.

Take Command: Changes Coming to the TRICARE Retiree Dental Program By 633rd Dental Squadron 633RD DENTAL SQUADRON

In June 2018, the 633rd Dental Squadron will launch its Red Cross Volunteer Dental Assistant Program. This six-month long program will provide volunteers with the requisite training to build a foundation for a career in dentistry. Volunteers will learn about dental instruments and equipment, oral anatomy, physiology, radiology, front-desk and reception duties, and will learn how to work chairside, hand-in-hand with dentists in all dental disciplines.

Volunteers should be enthusiastic people who are eager to learn various aspects of the challenging ďŹ eld of dentistry. The program is open to military family members and retirees ages 18 and up. Volunteers selected for the program will work full-time from 6:45 a.m.

ESPER: TRADOC Critical to future Army

The secretary of the Army gained a more in-depth understanding of how U.S. Army Training and Doctrine Command designs, acquires, builds and improves the Army during his ďŹ rst visit to the command May 18.

Throughout the visit, Dr. Mark T. Esper and his spouse, Leah, had the opportunity to speak to Soldiers, civilians and spouses on a number of topics ranging from readiness to the role of the Army Family.

The day began at 6 a.m. when Esper met with leaders from TRADOCâ&#x20AC;&#x2122;s Center for Initial Military Training to discuss the readiness of future Soldiers through the use of the Occupational Physical Assessment Test.

The OPAT, which tests recruitsâ&#x20AC;&#x2122; ability to perform the tasks speciďŹ c to a military occupational specialty, will help put the right Soldier in the right MOS, resulting in a more ready Army. â&#x20AC;&#x153;Improving readiness is the benchmark for everything we do; it should guide our decisionmaking,â&#x20AC;? Esper said in his initial message to the force.

Langley Airmen, Thunderbirds support local high school career day

U.S. Air Force Airmen from Joint Base Langley-Eustis joined members from the U.S. Air Force Air Demonstration Squadron “Thunderbirds” to support the Denbigh High School Aviation Academy Career Day, May 18.

The event featured more than 30 representatives from the aviation industry, local military community and prospective universities.

The curriculum at the school is tailored to students who show an aptitude for aviation-related skill sets in four main tracks: aerospace engineering, flight operations, maintenance and security, safety and aviation.

“Careers in aviation and manufacturing are more than building or flying a plane,” said Dr.

Aaron Smith, the academy program administrator. “There are so many jobs that are needed from the military to the commercial side of it. The purpose of this event was to help the students see how they could fit into this industry.”

Smith said he was elated by the turnout and the benefit to his students of informal networking and face-to-face career mentorship. He was particularly impressed by the service members in attendance, and their effect on his students.

“When the military comes in, it brings another element that is unlike any other. You guys are always professionals because you have to be battle ready in a heartbeat’s notice,” said Smith.

“I tell my students ‘When it comes to your career, you have to be battle ready from day

one.’”

U.S. Air Force Capt. Will Graeff, Thunderbirds Team Number 2 jet pilot, and three members from his crew spoke to more than 320 students about their experience in the Air Force and opportunities in the service for on-the-job technical training and higher education.

“I’m happy to see you here and happy to see you’re pursuing your passion in aviation,” said Graeff. “If you stick with and have that drive, then you’re going to succeed in life.”

The pilot shared his personal journey from initially studying medicine in college to joining the Air Force Reserve Officer Training Corps to gain experience for a career with the Central Intelligence Agency and ultimately finding his calling as a pilot. The main takeaway for

the students was that there are multiple pathways to success and that sometimes a career journey is not a straight line.

“We need good people in all types of jobs, whether it’s in the Air Force or [other opportunities],” said Graeff. “It’s that passion that will make you do well

in whatever you decide to do in life and to enjoy it.”

Smith said he hoped to continue multi-agency outreach opportunities as the school works to create a better Commonwealth with “college, career, and citizen ready” students.

The 633rd Security Forces Squadron hosted National Police Week at Joint Base Langley-Eustis, from May 14-16, 2018.

In 1962, President John F. Kenne-

dy signed Public Law 87-726, designating May 15 as Peace Officers’ Memorial Day, and the week in which May 15 falls as National Police Week. Police Week memorializes law enforcement officers who laid-down their lives in service to the nation.

| What it takes to build the Army of the future

CONTINUED FROM 11 TRADOC headquarters to meet with senior leaders and get a more detailed understanding of what it takes for the command to build the Army of the future – and discuss TRADOC’s continuing role after the creation of Army Futures Command.

“TRADOC plays a very critical role in the Army and where we’re headed,” he said. “The importance of (TRADOC) as it designs the Army and acquires the Soldiers we need to fill that Army – and build it – will remain vitally important. They will have another peer alongside them in the shape of Army Futures Command to help lead our Army into the future.”

The secretary then joined his spouse, Leah, for lunch with the Family Readiness Groups, which was followed by an opportunity for the couple to meet with Army spouses and empha-

size the importance of taking care of Soldiers and their families.”

“Every time Leah and I travel, we meet with civilian spouses groups and hold town halls so I can get a good feel on the pulse of the Army and field questions on how we can improve our Army,” Esper said.

Another way the Army secretary continues to get a pulse on the Army is through talking with Soldiers. During his time on Fort Eustis, Esper got a firsthand look at how TRADOC is training Soldiers in two domains: sea, when he traveled to 3rd Port to observe Army Watercraft Operator training, and air, when he received an overview of the training happening within the 128th Aviation Brigade.

Esper said the role the command plays in recruiting and training Soldiers is vital to the force’s mission effectiveness.

“TRADOC plays a very critical role because the two functions it performs are recruiting those Soldiers and training them,” he explained. “Bringing them into the force, making sure they’re well prepared for assignment to the operational Army — that is vital to our mission effectiveness.”

From the 128th, the secretary and Mrs. Esper traveled to Jacobs Theater, where they conducted a town hall for Fort Eustis employees and their family members. With a direct opportunity to speak to the Army sec-

retary, questions ranged from budget and personnel cuts to the use of artificial intelligence and robotic technology, in which Esper said the Army must lead the way.

“As far as the use of AI and automated technology or robotics, the answer is simple: We have to be first,” he said. “By 2028, the Army will be sending manned and unmanned autonomous vehicles to the field. Think about the lives we could’ve saved in Kuwait if we had had this tech-

nology. Yes, our budget of 700 billion is a lot, but war is more expensive, and losing the war is even more expensive.”

At the close of his time at TRADOC, the 23rd secretary of the Army thanked the leadership team for all they do, the community for its support, and the Soldiers, civilians and family members who together, continue the pulse of the Army.

Community members and Gold Star families gathered together to honor fallen heroes who made the ultimate sacrifice at the Bronze Cross Memorial Wreath Laying Ceremony at Joint Base Langley-Eustis, Virginia, May 19, 2018.

In lieu of the actual bronze statue located at Fort Eustis’ Magnolia Park, a Bronze Cross Memorial table display was set up in the center of the stage at Wylie Theater. The display represents the traditional battle cross, showing a Soldier’s helmet perched on a rifle and flanked by a pair of combat boots.

“We’ve come here to salute all of those who have died in our nation’s wars,” said U.S. Army Lt. Col. Juan Crockett, TRADOC Initial Military Training chaplain. “With them and their families, we carry this loss of our brothers and sisters in our hearts that are, at times, very heavy.”

Serving as a permanent tribute to those who gave their lives and service

to our nation, the Bronze Cross memorial monument was initially unveiled on May 14, 2016 at Magnolia Park.

“While this is predominantly an Army installation, the monument is not meant for soldiers alone,” said U.S. Army Maj. Gen. Paul Benenati, Training and Doctrine Command deputy chief of staff. “Fallen Sailors, Airmen, Marines, Coast Guard, defense department civilians and all of their families, Gold Star families – they all own a piece of that memorial at Magnolia Park.”

Inviting Gold Star family members to stand and receive a round of applause, Benenati extended a special welcome to those who have lost loved ones in the line of duty, and spoke of his respect, admiration, and pride in honoring them for their contributions and sacrifices.

Beginning with the flags or banners first flown by families during World War I, the term “Gold Star family” derived from blue stars that represented immediate family members serving in the armed forces during periods of war or hostilities. If that loved one died a

gold star replaced the blur star, a reminder to the community of the price the family paid for the cause of freedom.

Representing Gold Star family members, Renice Zimmerman assisted Benenati with laying a wreath at the table display to honor fallen heroes, symbolizing that we will never forget them.

“Let us pause to reflect on the sacrifices of all of those who have put on the uniform and served the United Stated military,” said Benenati. “We must always be here to honor and serve those families that have given a piece of their heart to our nation.”

The ceremony featured musical selections, the playing of Taps and a final salute to pay respect to fallen brothers and sisters in arms.

710th Combat Operations Squadron vacancies

Traffic calming serpentine

In accordance with Department of Defense guidance regarding defending installations, Fort Eustis will implement a traffic calming serpentine as a measure to increase the installation’s security posture May 1, 2018, on Washington Blvd outbound lanes. The serpentine will reduce the number of outbound lanes from three to two.

This will impact outbound traffic, especially during rush hour. The serpentine will remain in place until completion of the Active Vehicle Barrier project which is expected in the month of August 2018.

Hampton Roads Transit Route 118 is changing course

Effective May 20th, the route will no longer enter Langley to drop off and pick up passengers. Installation of Active Vehicle Barriers

The 733rd Civil Engineer Division will install new active vehicle barriers at the Fort Eustis main gate, beginning April 9, 2018. The construction will be phased to minimize traffic impact. The first phase will last until May 1, 2018. During this time, the portion of Madison Avenue adjacent to outbound Washington Boulevard will be closed. Traffic traveling north through this area will travel down 28th Street to Jefferson Avenue and then onto Washington Boulevard. The second phase will occur over two weekends, May 4-7 and May 11-14, 2018. During this phase, the outbound lanes of Washington Boulevard will become a two-way between Jefferson Avenue and Madison Avenue. This will allow inbound traffic to divert left onto Madison Avenue, travel down the right lane of what is typically the outbound lanes of Washington Boulevard, then turn right onto Jefferson Avenue, and return to the normal route. The third phase will also spread over two weekends, May 18-21 and May 25-28, 2018. During this time, the inbound lanes of Washington Boulevard will become a two-way between Jefferson and Madison Avenue. Traffic normally flowing outbound will be diverted up Jefferson Avenue, down the right lane of what is typically the inbound lanes of Washington Boulevard, then to Madison Avenue, and back to the normal route.

Any traffic traveling north bound on Madison to turn onto the inbound lanes of Washington Boulevard will be diverted to 28th Street and onto Jefferson Avenue before returning to normal traffic flow. For more information call 878-1558.
