JBLE Airman helps save drowning girl

A child was drowning at Fort Monroe Beach, Virginia, May 13, 2018.

When medical services arrived, they found a young girl that had been rescued from the water and was in her mother’s arms. The nine-year-old had gone swimming, when the current took her into deeper waters where she could no longer stand and was getting closer to the rocks.

“My friend got up and said ‘that little girl is in the water,’” said U.S. Air Force Tech Sgt. Richard Penny, 633rd Air Base Wing Inspector General management internal control toolset administrator and special access program manager. “My back was towards the water so I couldn’t see what was going on, but she took off sprinting so I just started sprinting with her.”

It was at that moment that Penny, along with friends Ashley Staley and Adam Bradshaw, sprang into action.

At first, Penny and his friends couldn’t locate the girl. He remembers getting to the top of the rocks and seeing her still conscience, floating in the water.

“Then we heard her mom come sprinting and shouting, ‘help my

daughter, she can’t swim, and I can’t either,’” Penny said.

Penny and Staley started climbing down the sharp-slippery rocks until they reached what they thought was shallow water.

“We weren’t expecting for the water to be so deep that close to the rocks, but it was over our heads,” Penny said.

He said, this was the first time he remembers being afraid for himself — even after four deployments.

“I don’t know if I ever would have done that if I wasn’t in the military,” Penny said. “The way the Air Force molds you into being a leader, the mentality and mindset given in the military, helped me through that.”

Soon after, Bradshaw arrived after swimming around the rocks in search for the girl and helped bring her back to the edge of the rocks.

“At this point, the water was just beating us against the rocks,” Penny said. “The water was just crazy. It was really, really rough that day.”

After getting the little girl and Staley out of the water, Penny and Bradshaw were met by friends that had remained on shore to help them out of the water.

In the aftermath of the rescue, beach marker signs have been installed to help emergency responders locate incidents on the beach quicker. The brown signs with reflective numbers

will assist 911 callers to accurately identify the area, when an incident occurs, to responding units.

Penny, Staley and Bradshaw earned a Citizen Lifesaving certificate June 7, 2018, and will receive a medal at a later date by the Hampton, Virginia, Division of Fire and Rescue.

“I never thought there would be a day that I would almost be giving up my life for someone,” Penny said. “But I don’t take it back, and I’m so thankful that on Mother’s Day, that mom got to take her little girl home.”

U.S. Army Soldiers, U.S. Air Force Airmen and civilians from the 733rd Mission Support Group welcomed their new commander during a change of command ceremony at Joint Base Langley-Eustis, June 29, 2018.

U.S. Army Col. Jennifer S. Walkawicz assumed command of the group, which is comprised of two squadrons and one division with more than 550 members who provide support to service members, their families and the overall mission of JBLE. Prior to assuming command, Walkawicz served as the senior military assistant to the Secretary of the Army.

U.S. Air Force Col. Sean Tyler, 633rd Air Base Wing commander, welcomed Walkawicz to her new command.

“With her planning and, combat expertise and experience, Jenn brings a wealth of knowledge that will help us support and enhance mission partner readiness,” said Tyler. “Jenn, my guidance to you is simple: Do what you have done consistently throughout your career—lead. Our full air base wing team is in support of you to ensure we deliver stellar installation mission support to all our partners on Fort Eustis.”

Walkawicz addressed the group upon assuming command following the passing of the unit colors.

standing in front of you as the commander of the 733rd Mission Support Group,” said Walkawicz. “Thank you for welcoming me to your family. From everything I’ve observed over the last few weeks, from everything I’ve heard here, I’m so fortunate to be inheriting such a phenomenal command. I’m incredibly excited for the opportunity to serve as commander of the 733rd, and I’m ready to work alongside each and every one of you to continue on that tradition of excellence.”

During the ceremony, U.S. Army Col. Ralph L. Clayton welcomed Walkawicz and expressed thanks to the unit for supporting him during his command.

“Col. Walkawicz, welcome aboard this adventure— it will truly be a great adventure for you. You have a tremendous crew working for you, and this will be an enjoyable command—best of luck,” he said. “To the 733rd MSG team, thank you for teaching me how to be a city manager, and thank you for your patience, professionalism, candor, diligence, attention to detail, keeping me out of trouble with sage advice, and the ability to ‘get to yes’ through stellar service to our service members, civilians and families on Eustis and Langley. Thank you for the opportunity to serve for this part of the journey. I look forward to the future and when our paths cross again.”

Clayton will continue his career at the U.S. Army Installation Management Command Training Directorate at Fort Eustis. IMCOM integrates and delivers base support to enable readiness for a globally-responsive Army.

MCAHC launches pediatric TeleHealth pilot program

MCDONALD ARMY HEALTH CENTER JOINT BASE LANGLEY-EUSTIS, VA.

The McDonald Army Health Center Pediatric Clinic has developed a TeleHealth pilot program to test the concepts of virtual healthcare with beneďŹ ciaries who would generally require face-to-face encounters with their child’s provider.

TeleHealth revolves around the core concept of connecting people with health care providers to enhance readiness, access to care, patient safety, quality and the overall patient experience. “Telehealth is a way to leverage technology such as computers and or video teleconference equipment to connect with your child’s provider from your primary care facility,� said Dr. Ronald Mack, MCAHC chief of pediatrics. “Using these services can save time and money by allowing your child’s visit to be in the comfort of their home, eliminating excess travel. Telehealth allows us to utilize expertise from all over the Army to

provide the exceptional care our beneďŹ ciaries come to rely on from McDonald Army Health Center.â€?

The pilot program currently consists of two types of enrollment, Pediatric and Pediatric Behavioral Health.

The ďŹ rst step in taking advantage of this pilot program is to request a TH appointment through your Primary Care Manager. “A beneďŹ ciary’s PCM can provide them with the enrollment paperwork; their medical team will have the

information on the inclusion and exclusion criteria as well as how to make an appointment,� said Jacquelyn Brown, TeleHealth coordinator.

Like all other innovative pilot programs, this one is not without growing pains, but the future is bright for TeleHealth at MCAHC, said Brown. “The main obstacle is with working out the process.

We started with an idea of what it would take to make the program successful,� Brown said. “That goal is the same, but the details on how that looks have changed.

We have streamlined the process to make it easier on the parent for enrollment, as well as on the staff.�

The data collected from this pilot program will eventually help spread the capability of TeleHealth throughout the health center, giving all beneďŹ ciaries the opportunity and convenience of video visits with their provider on smartphones, tablets and home computers. Signs and symptoms will be checked in the convenience of patients’ homes, which will create a signiďŹ cant time and cost savings as well as improve the overall patient experience. “We see the program growing by leaps and bounds here at McDonald and within the Military Health System in Hampton Roads. This is the future of military medicine,â€? Brown said.

Innovation is a subject you might hear about a lot in todayâ&#x20AC;&#x2122;s Air Force. Often, discussions about innovation get a bit complicated. So, the 363d Intelligence, Surveillance and Reconnaissance Wing has found a way to simplify unleashing the wingâ&#x20AC;&#x2122;s most important resource, Airmen, and their great ideas. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m excited to announce that we at the 363rd have begun conducting an experiment to see if we can ďŹ gure out a way to provide every Airmen an opportunity to share their great ideas,â&#x20AC;? said U.S. Air Force Col. Jon Rice, commander, 363d ISRW. â&#x20AC;&#x153;We asked our Airmen to submit their ideas, big or small. Then, Airmen had the opportunity to pitch their great ideas to a board comprised of the wingâ&#x20AC;&#x2122;s senior leaders,â&#x20AC;? he said. â&#x20AC;&#x153;This board, Launching Ideas and Opportunities Now, or LION Board, is every 363rd ISRW Airmanâ&#x20AC;&#x2122;s opportunity to gain wing commander resources and sponsorship for their idea.â&#x20AC;? â&#x20AC;&#x153;The Airmen of the 363rd ISRW are problem-solvers by nature and dynamically explore ways to make things better each day,â&#x20AC;? said Chief Master Sergeant Stefan Blazier, command chief, 363d ISRW. â&#x20AC;&#x153;Our goal is to remove barriers that stand between our Airmen and excellence. The ideas submitted for this initial LION Board represent the ďŹ rst sparks of a powerful cultural shift in which we give our people â&#x20AC;&#x201D; who represent our most valuable resource â&#x20AC;&#x201D; an elevated platform to be heard and have access to support their aggressive pursuit of whatâ&#x20AC;&#x2122;s possible.â&#x20AC;?

There were 12 ideas submitted for the boardâ&#x20AC;&#x2122;s initial gathering. Of those 12, three, Innovation Crowdsourcing, ClassiďŹ ed Research Optimization Search Engine, and Post-partum Fitness, were pitched to the June board.

Innovation is a living process with multiple paths forward, Rice said. While only three ideators pitched ideas to the June LION Board, several other submissions

have been vectored through alternative paths for maturation and exploration. â&#x20AC;&#x153;Airmen were notiďŹ ed if their idea was selected for presentation to the LION board, and those not selected were provided direct feedback and, in some cases, the ideas were acted on,â&#x20AC;? said U.S. Air Force Master Sgt. Tammy Coleman, LION Board facilitator. â&#x20AC;&#x153;In every case, an issue champion at the wing level or below was assigned to each submission in order to nurture ideas that need further development.â&#x20AC;?

For the Airmen and teams presenting to the LION Board, each presentation was limited to 10 minutes, and there was a question and answer period following the presentation. Pitches were to include at least a problem statement; a hypothesis or a summary of the approach to address the problem; the list of team members and any key partnerships needed to execute the initiative or experiment; what the Airman or team may have already learned; their 90-day plan for the way ahead; and what they needed from leadership, such as, money, commander advocacy, space to experiment, and so forth. â&#x20AC;&#x153;At the heart of innovation are the ideas, passions and views of our people to make things better,â&#x20AC;? Rice said. â&#x20AC;&#x153;We will create opportunities for anyone within the wing, regardless of grade/rank, specialty, location or position, to express their thoughts on what might be possible to improve, what we do and how we do it. â&#x20AC;&#x153;To maximize the success of these efforts, we will rapidly connect the diversity and intellect of our people to decision makers so resources, support and advocacy make progress on initiatives and projects for the wingâ&#x20AC;&#x2122;s Airmen and mission areas,â&#x20AC;? he said. â&#x20AC;&#x153;We will foster an environment of experimentation, iteration and adaptation that will allow us to learn from failure while bounding associated risks.â&#x20AC;?

The U.S. Air Force Airmen here are at the forefront of implementing Chief Master Sgt. of the Air Force Kaleth O. Wright’s three initiatives – resiliency, leadership and training.

Resiliency

As the global environment rapidly changes and the world becomes increasingly unpredictable, Airmen must be prepared to cope with stress, change, limited resources and an increased operations tempo.

The Airmen of the 480th Intelligence, Surveillance and Reconnaissance Wing manage these obstacles by embedding an Airman Resilience Team in their unit. The ART provides 24 hour medical, chaplain, mental support and even a therapy dog named Sam for the 480th ISRW Airmen.

“I think it’s an amazing opportunity to get ahead of some of the resiliency challenges that we all have and certainly some that are germane to our intel professionals,” Wright said. “I really do believe that this is a path nder program to the way that we conduct resiliency and get out the resiliency issues in the Air Force.”

The Airmen here were given the opportunity to show Wright just how they implement resiliency, leadership and training throughout their duties. These duties ranged from the inner workings of the intel squadrons to the aircraft

maintainers of the 1st Fighter Wing.

“I was thoroughly impressed with all the [Airmen at JBLE]; so many interesting things are happening here on a daily basis,” Wright said. “I feel like there’s great leadership all across each one of the wings. The Airmen were all excited, motivated and wicked smart. This has been a great visit and I just want to tell all the Airmen here thank you for your service to our Air Force, our joint force and our nation.”

A peek behind the curtain: The first step of PTSD care

Perhaps the most difficult part of seeking help for post-traumatic stress disorder is making that first appointment, since Airmen are often unsure of what to expect.

Not knowing what to expect from mental health providers can get in the way of effective PTSD treatment. Lt. Col. Joel Foster, the Air Force Mental Health Policy chief, stresses the importance of Airmen knowing the process of an initial meeting, which can help dispel myths surrounding PTSD treatment and alleviate concerns.

“The first thing patients should understand is that mental health providers strive to meet the patient where they are,” said Foster. “This all starts by creating a good relationship with the patient.”

In the initial meeting, the provider aims to establish a genuine connection with the patient. With the goal of building a trusting relationship, providers seek transparency about what they are doing and what they want to accomplish.

“I talk about everything from what I am writing down, what I don’t write down, where that record goes and who has access to it,” said Foster. “I want to be open with what I am doing so the patient is aware and is also able to trust me.”

Informed consent is a central part of this process.

With informed consent, patients make

their own decision on what approach will work best. According to Foster, this allows patients to go into therapy with eyes wide open, knowing how a particular approach will affect their lives.

Therapy effectiveness also hinges on the quality of the relationship between patient and provider through genuine and authentic interaction. This type of relationship also supports a trusting alliance.

“If you see your mental health provider as someone you can trust and see him or her as someone who is emotionally engaging, then you are more likely to listen and understand his or her recommendations,” said Foster.

These efforts contribute to a collaborative relationship designed to provide the help patients need.

“I will talk with patients about their goals and what they want to accomplish,” said Foster. “In turn, I discuss various psychotherapy techniques or approaches that may be effective and talk about the pros, cons and potential risks associated with each approach.”

The first visit will often give patients a more objective understanding of their situation.

back that is genuine and legitimate,” said Foster. “Hearing objective feedback can be powerful, enabling patients to believe things about themselves they may not have believed before.”

Providers understand therapy can be challenging, especially when disclosing personal and traumatic topics. As Foster explains, any long-term goal, such as getting treatment for PTSD, will have steps along the way that may not be enjoyable at the time.

“Taking that first step to seek help can be the toughest step, but Airmen should know that it is not nearly as difficult as they think it is going to be,” said Foster.

“I have had patients tell me they have been putting off seeking treatment for years because they initially thought it would be a difficult process. Almost every patient, after we have done two or three sessions, says that it was easier than they had originally thought.”

The Air Force is always working to make access to PTSD treatment easier for Airmen. Not only does every base have a mental health clinic, but Airmen also have access to the Behavioral Health Optimization Program, or BHOP, through their primary care clinic.

As Capt. Jordan Fields, an Air Force clinical psychologist at Joint Base San Antonio, Texas, explains, having behavioral health specialists embedded into the primary care clinic makes it easier for patients to get the appropriate care they need.

“If symptoms are not easily managed within BHOP, patients are referred to a mental health clinic where they can receive effective PTSD treatment,” said Fields. “Whether a patient is referred to a mental health clinic or not, providers are focused on getting all Airmen healthy and fit to fight.”

20th EBS aid in rescue off coast of Guam

The B-52 is world-famous for its long-range capabilities, but during a routine flight near Guam June 25, 2018, crew members with the 20th Expeditionary Bomb Squadron, stationed at Barksdale Air Force Base, Louisiana, and deployed to Andersen AFB, were tasked with a unique situation: to use their aircraft’s versatility in the search and rescue of a lost local vessel with six passengers onboard.

It was approximately 11 a.m. and Capt. Sean Simpson, 20th EBS aircraft commander, and his crew were airborne over Guam. At this time the U.S. Coast Guard Sector Rescue Coordination Center made a call to the 20th EBS at Andersen AFB requesting assistance locating a historic Pacific Island style canoe that had been missing since June 19.

sions. But after they went missing for six days, their families contacted the Coast Guard for help.

The information was relayed to the crews of the already airborne B-52s. At first, they were surprised.

“This was a unique situation for us,” said Simpson.

“It’s not every day the B-52 gets called for a search and rescue.”

Operating under the knowledge that the vessel could be anywhere within a 275 x 230 nautical mile radius southeast of Guam, the crew knew the mission wouldn’t be easy. Even finding a familiar or large missing vessel is a tricky task, and Simpson and his crew didn’t know what this historically-styled canoe looked like.

“We’d never heard of this kind of vessel before,” said Simpson. “We knew this was going to be a challenge.”

However, aid came in the form of a popular culture reference. The canoe just so happened to resemble one helmed by a famous Disney princess.

“We asked for more details about the vessel, and the dispatcher told us ‘it’s just like the boat from Moana’.”

The reference sailed by Simpson, who’d never seen the film, but it gave the rest of the crew a clear idea of what to look for.

For more than three hours, the crews scoured the ocean for the wayward vessel. At approximately 2:45 p.m., the crew in Raider 11 spotted a small wooden canoe with a white sail and six passengers on board.

Somehow, in all that swath of ocean, they had found

the small wooden boat.

“We spotted this vessel from about 19,000 feet,” said 1st Lt. Jordan Allen, 20th EBS crew member. “It’s really a small miracle that we were able to see it because there were quite a bit of clouds.”

The B-52 crew members were able to give the Coast Guard the coordinates, who then contacted a nearby civilian ship to voluntarily assist in the recovery.

The local islanders were traveling in a vessel important to their culture and heritage. They didn’t want to leave the canoe, but gratefully accepted food, water, and directions back to land. The mission was successful.

“We were so excited to be able to help,” said Jordan.

“This is a highlight of our tour here. It shows the spirit of teamwork we all have. Not just the aircrew, but the Coast Guard and everyone else who was able to help.”

This successful search and rescue mission sits as a capstone on the 20th EBS’s deployment, speaking to the spirit of service the squadron has brought to and kept with them in Guam.

“I couldn’t be more proud of everyone here for their efforts,” said Lt. Col. Jarred Prier, 20th EBS director of operations. “Search and rescue isn’t something people typically think of when they talk about the B-52, but our training and adaptability really paid off. Being a part of this successful search and rescue operation speaks to the diversity of our skillset and shows our importance here in the Pacific.”

Red Cross Volunteer Dental Assistant Program

The 633rd Dental Squadron has launched its Red Cross Volunteer Dental Assistant Program. This six-month program provides volunteers with the requisite training to build a foundation for a career in dentistry. Volunteers will learn about dental instruments and equipment, oral anatomy, physiology, radiology, front-desk and reception duties, and will learn how to work chairside, hand-in-hand with dentists in all dental disciplines. The program is open to military family members and retirees ages 18 and up.

Volunteers selected for the program will work full-time from 6:45 a.m. to 4:00 p.m. weekdays. Upon completion of this program, volunteers will receive an official American Red Cross Volunteer certificate of training. Although the certificate will not certify participants as dental assistants, it does create unique opportunities for graduates to work in the local community as civilian dental assistants.

Traffic calming serpentine

In accordance with Department of Defense guidance regarding defending installations, Fort Eustis will implement a traffic calming serpentine as a measure to increase the installation’s security posture May 1, 2018, on Washington Blvd outbound lanes. Effective immediately, the hours of operation for the Langley Hospital and Satellite Pharmacies will expand to better serve patients. Durand Entry Control Facility (NASA gate) Life lessons over lunch workplace study changes Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property. The Durand Entry Control Facility hours are from 6 to 9 a.m. and 3 to 6 p.m., Monday through Friday.
