Career advisors pave way for Airmen

While the mission takes precedence, career enhancement opportunities are available to U.S. Air Force Airmen at Joint Base Langley-Eustis.

Airmen are provided the opportunity to map a successful career path by making an appointment with a career assistance advisor.

“Service members should go to a career assistance advisor to seek proper guidance,” said U.S. Air Force Staff Sgt. Codi Walach, 633rd Force Support Squadron First Term Airman Center team lead.

“It’s important to know how to go about things the right way. Career assistant advisors also make sure you don’t miss opportunities in your career.”

As a career assistance advisor assigned to the 633rd Air Base Wing, U.S. Air Force Senior Master Sgt. Michael Lee, assists service members by providing them with the most up-to-date information on qualifications and require-

achieve their goals. Lee also advises commanders and supervisors on professional enhancement opportunities.

“Ultimately, I want them to understand that my job is to help them make the most informed decision possible on their career to help support them and their families,” said Lee. According to Lee, service members sometimes run into difficulty finding information on potential career paths. He explained that career advisors are there so that Airmen have a centralized location to ask questions about their career and advancements.

Whether an Airman is active duty, in the Air National Guard or Air Force Reserve, they are able to go to the career assistance advisor for guidance.

“One of the big things that we advertise, promote and council on is Developmental Special Duty opportunities,” said Lee. “With those jobs they are only looking for the highest caliber Airmen to fill

those leadership roles.”

Developmental Special Duties include jobs such as military training instructors, instructors at the various Air Force technical schools, military training leaders and military recruiters.

According to Lee, whether an Airman is looking for a DSD opportunity or just career guidance, JBLE career assistance advisors are available to help a customer reach their goals.

“We mentor, we lead and we grow from each other.

We are able to help them accomplish their goals but also gain information from the Airmen.” said Lee. “It’s a very significant thing, and it makes everything I do meaningful.

Intramural Soccer Championship: 497th OSS captures win

After a two-month season, the 497th OSS came out on top

The 13 teams competed in a total of 13 games with 10 regular games, two playoff games and the final championship. The teams played twice a week, after the duty day from 5:30 p.m. to 7:30 p.m.

Now that the soccer season is over, flag football is slated to begin in mid-September.

Making SFS, Hampton PD ready to serve

In their mission to ensure the safety of the installation and local community, the 633rd Security Forces Squadron and the Hampton Police Department have joined forces to optimize training and support.

“We wanted to open up our resources to the Langley (633rd SFS) personnel”, said Lt. Scott Keller, Hampton Police Department academy director. “We also wanted to use assets that the military has available to them, like the weapons range they shoot at.”

Through shared assets such as the Virginia criminal information network provided by Hampton Police Department, security forces can perform background checks and run license plates for people coming through the visitor’s center.

Along with these shared assets Hampton Police Department brings valuable training opportunities like standardized field sobriety test, DUI procedures and radar training.

“Everyone comes from different backgrounds of law enforcement, we just integrate to become a stronger force,” said U.S. Air Force Staff Sgt. Kelsey Co-

rey, 633rd SFS trainer. “We learn from each other and that’s what makes it the best.”

Another example of cooperation between the two law-enforcement agencies is bike patrol training, which provides increased maneuverability during concerts and air shows with large amounts of traffic, thus providing more effective security.

According to Corey, being on the same platform puts them essentially on the same team, which makes joint training a crucial part of their readiness.

bers need to be trained and ready to respond at a moment’s notice.

“In a real world scenario, like an active shooter, we’re obviously going to be the first-responders on scene and notify our emergency

service team,” said Corey.

“Due to the jurisdiction and being in Hampton, the police department is going to be notified as well and their first responders and designated marksmen will respond.”

Though the uniforms are different, through joint training, both departments can agree on the same goal and respond as one to different scenarios and emergencies.

U.S. Army partners with community school program

Fourteen young adults from the Ready 2 Work program visited Joint Base Langley-Eustis to learn about U.S. Army career opportunities, July 14, 2017.

Ready 2 Work is a sixweek work program, hosted by VersAbility Resources and the Boys & Girls Clubs of the Virginia Peninsula. The program teaches students how to write resumes, conduct job interviews and research about career opportunities available to them.

Individuals in the program range from 15 to 21 years old and either face intellectual developmental disabilities on a variety of levels, or are considered “at risk” by the Newport News school system.

Some of those include students who are deaf or hard of hearing, so sign language interpreters were provided by Newport News Public Schools and worked with briefers during the visit.

“The staff here at Fort Eustis did an awesome job with making sure accommodations were met for all the students,” said Karen King, Newport News Public Schools sign language interpreter. “The exposure was awesome to not only have someone there giving a lecture, but also to have the hands-on capabilities and the opportunity to touch the different objects and connect their sign with an actual object.”

which serves over 1,400 individuals and their families each year, builds partnerships with companies to provide jobs for people with disabilities. Many of these career opportunities allow those with disabilities to work alongside enlisted and civilian personnel at various military installations.

“We decided to come to Fort Eustis because it is important for organizations off base and the installation to work together so we can have a more unified community,” said Kendra Wormley, VersAbility Resources senior operations manager. “With this program we’re trying to help the students with different job skills and this visit offered another understanding of the things they can do in the future.”

During their visit, the students took a tour of U.S. Army Vessel Brandy Station

at Third Port, to learn how the port supports the local community. The group also visited 1st Battalion, 210th Aviation Regiment, 128th Aviation Brigade, where they learned about weapon systems on Army aircraft, sat in simulators and operated cameras in AH-64 Apache helicopters.

“I think they really enjoyed getting into the helicopters and (having that hands-on) experience,” said Wormley. “We knew coming to Fort Eustis would be a great way to expose our students to the military and get another side of what the Army does on land, in the air and in the water.”

Visitors from the Ready 2 Work program finished their tour with a trip to the U.S. Army Transportation Museum to learn about the history of Army capabilities and thanked Soldiers one last time for guiding them throughout the day.

JOINT BASE LANGLEY-EUSTIS The Army command that transforms around 150,000 civilian volunteers into Soldiers and officers annually welcomed a new commanding general July 18, 2017.

U.S. Army Training and Doctrine Command transferred command authority of U.S. Army Center for Initial Military Training from Maj. Gen. Anthony Funkhouser to Maj. Gen. Malcolm Frost at its headquarters at Joint Base Langley-Eustis.

Tony Funkhouser is one of very few senior leaders who had the unique experience to create a long-lasting influence upon the entire Army, said TRADOC Commanding General, Gen. David Perkins.

“You have had influence on the unit of CIMT, but probably more importantly, you had influence on the United States Army and that influence will extend far beyond when this ceremony ends,” Perkins said. “It will go on, in

many cases, for decades and that is a privilege that we bestow upon very few people in the Army. Very few leaders. Only those with an exceptional quality and quite honestly, those whose influence we want to have last for decades in the Army, and those who have a type of influence that we want to affect the entire Army.”

Funkhouser has served with CIMT since July 2015.

Fort Jackson, South Carolina, which conducts initial military training cadre leader development and provides training development oversight in support of the Soldier transformation process.

In recognition of his accomplishments, Funkhouser received the Distinguished Service Medal.

In his parting remarks, Funkhouser focused on thanking a multitude of organizations whose collaboration resulted in creating the “team of teams” such as TRADOC, CIMT headquarters staff, Leader Training Brigade at Fort Jackson, South Carolina and the Drill Sergeant Academy that trains drill sergeants and advanced individual training platoon sergeants. His final acknowledgement went to the drill sergeants and AIT platoon sergeants training the Army’s new Soldiers, the company commanders and the first sergeants.

“I attribute our success [to them],” Funkhouser said. “They were responsible for building the Army – that was our job.

basic Soldiers with common abilities. Every enlisted, warrant and officer came through our ranks, the front door of the Army.

We trained about 250,000 folks in two years. Incredible numbers when you [consider the] magnitude.

We have made some of the biggest changes in IMT in decades and I could not be more proud.”

Funkhouser will report to the U.S. Army Corps of Engineers in Washington D.C. where he will serve as the Deputy Commanding General for Military and International Operations.

Frost, incoming Commanding General, is reporting from the Office of the Secretary of the Army, Washington, D.C. where he served as the Chief of Public Affairs. In that role, he was responsible for all U.S. Army communication issues, formulated communication and public affairs strategies, plans and policies, and served as senior advisor to the Secretary of the Army and Chief of Staff of the Army on Army communication matters.

In his remarks, Frost pointed out that CIMT has the indispensable mission of training new recruits and both TRADOC and CIMT are key to the future of our Army.

CIMT is the core function lead for TRADOC for all initial entry training. The CIMT mission provides a process that aligns the development of competencies (knowledge, skills, abilities and attributes) and behaviors in civilian volunteers so they can become Soldiers who are physically ready, grounded in Army values and competent in their skills so they are able to contribute as leaders or members of a team upon arrival at their first unit of assignment. CIMT trains around 150,000 Soldiers and officers annually.

Home to more than eight Department of Defense installations from each branch of service, Hampton Roads is constantly supporting military operations by air, land and sea.

According to the Hampton Roads Chamber of Commerce, the region boasts 36 military aircraft squadrons. Whether a U.S. Air Force F-22 Raptor from Langley Air Force Base, a U.S. Army CH-47 Chinook from Fort Eustis, or U.S. Navy F/A-18 Hornets and Super Hornets from Naval Air Station Oceana, the regionâ&#x20AC;&#x2122;s skies are rarely void of military aircraft trafďŹ c.

Recognizing this high air-operations tempo, Fort Eustis conducted a helicopter crash exercise, July 13, 2017, to sustain its readiness in responding to real-world emergencies.

But, this exercise had a twistâ&#x20AC;&#x201D;it wasnâ&#x20AC;&#x2122;t one of the Armyâ&#x20AC;&#x2122;s helicopters that crashed. It was an H-60 Seahawk assigned to nearby Norfolk Naval Station.

The decision to integrate a Navy aircraft into the exercise scenario was based on their frequency at Fort Eustisâ&#x20AC;&#x2122; Felker Army AirďŹ eld. â&#x20AC;&#x153;About 75 to 80 percent of our daily aircraft count are Navy helicopters here for training missions,â&#x20AC;? said John R. Musser III, Felker Army AirďŹ eld manager. â&#x20AC;&#x153;You want to prepare for all scenarios, and hopefully it never happens, but if the majority of aircraft in

and out of the airďŹ eld are from the Navy, you certainly want to exercise for that particular emergency scenario.â&#x20AC;?

According to Randall Renaud, 633rd Air Base Wing Inspector General exercise program manager, an installation is typically tested on managing the aftermath of its own aircraft crashing. What was unique about this exercise, he said, was evaluating the notiďŹ cation, response and recovery actions that would occur if the aircraft belonged to a different branch of service. â&#x20AC;&#x153;This brings a whole different aspect to it,â&#x20AC;? said Renaud. â&#x20AC;&#x153;In a real-world situation, it would take more time and planning if another service was involved. Our ďŹ rst respond-

ers here would respond no matter whose aircraft it was, but after the ďŹ re is put out and any casualties are triaged, we (would) turn the scene over to the Navy for the investigation piece, and offer support where needed.â&#x20AC;?

Once the aircraft was identiďŹ ed as a Navy asset, emergency support function personnel simulated coordination with their Navy counterparts on actions ranging from investigations, security, casualty assistance and public affairs. â&#x20AC;&#x153;Since this doesnâ&#x20AC;&#x2122;t happen very often, we donâ&#x20AC;&#x2122;t have a whole lot of experience there,â&#x20AC;? said Mike Feckner, 633rd ABW IG director of inspections. â&#x20AC;&#x153;Working with another service during this type of

Feckner said because this was the ďŹ rst time Fort Eustis has incorporated a third serviceâ&#x20AC;&#x2122;s aircraft, a majority of the actions between emergency support counterparts were simulated. In future exercises, he said the goal is to fully integrate and conduct the exercise together.

Although no installation hopes to ever implement any aircraft-crash procedures, conducting exercises such as this helps solidify response actions and prepare personnel for the possibility of an emergency.

1st Fighter Wing takes training into darkness

The rumbling of U.S. Air Force F-22 Raptor engines are heard in the late hours of the night as they take to the skies from Joint Base Langley-Eustis.

While some may find this annoying, others call it the ‘sound of freedom.’

Regardless of the varied meanings of this sound, for the 1st Fighter Wing, it confirms its ability to maximize combat readiness and prepare for warfighting anytime, anywhere including in the veil of the night sky.

The 1st FW has been conducting night operations at JBLE since July 10,

2017, to help its Airmen perfect night flying operations in a controlled environment.

“Night time operations give us the advantage needed to slow down the enemies’ decision cycle,” said U.S. Air Force Maj. Ocho, 1st FW weapons officer and 94th Fighter Squadron pilot. “If the enemy does not have night vision goggles, or even if they do, they are not going to be able to react as quickly to things they could actually see.”

According to Ocho, flying night operations allows pilots to stay proficient and reduces the number of sorties they have to fly to get re-

certified, allowing the squadron to focus more on tactics while getting acquainted with the dark.

“During those tactic flights, the pilots are training in defensive and offensive counter-air operations,” said Ocho.

“We’re flying training missions but they’re realistic; They’re as close to a real combat mock missions that we could be expected to do if we ever got tasked to go to an area of responsibility.”

Night operations can be much more dangerous, especially when flying over the ocean. During the day, there is a clear horizon line, but at night, the stars reflect off of the ocean, cre-

ating the illusion of two sets of horizons. Being able to focus in the air and trusting in the aircraft, relies heavily on the Airmen on the ground.

While 1st FW pilots take to the air, a team of Airmen on the ground prepare the life support gear, weapons and jets. To provide optimal support to the night missions, these Airmen altered their normal operations schedule. Usually during day operations, they launch the F-22s and complete maintenance in the evenings. Their schedules have taken a 180-degree-turn as they now complete maintenance in the daytime and launch F22s at night.

“There is a big appreciation from all the fighter wing pilots—every time we strap on the airplane, we recognize that there are other people making sacrifices, so we can fly,” said Ocho. “We appreciate that sacrifice, (which) allows the wing to be ready if we are called upon to execute at any time, day or night.”

According to Ocho, every time they fly there is a cost to the local community and county because of the noise level—something they don’t take lightly. To alleviate this, they try to get in as much training as possible during each mission to help eliminate time needed in the air and adjust their takeoffs and

landings to make them as quiet as possible.

“The USAF absolutely dominates the night. There simply is no other nation in the world who prioritizes night operations the way we do.” Col. Jason Hinds, 1st FW commander. “We conduct similar activities at night as we do in the day. However, the element of darkness adds a level of complexity and challenge that we must continually practice to remain proficient. We try hard to schedule our flying operations to minimize any impact on our Peninsula neighbors; and, we appreciate their continued support of Langley AFB.”

AF announces Enlisted Professional Military Education redesign

Air Force officials announced major changes to the enlisted professional military education program on July 18 via an initiative called Enlisted Professional Military Education for the 21st Century, or “EPME 21.”

A major initiative of EPME 21 is that time in service will no longer dictate an Airman’s EPME enrollment — Airmen will only be required to complete distance learning courses as a prerequisite to their resident attendance.

This initiative is now in effect.

Also, the Air Force will transition to 100 percent resident EPME, allowing all active duty, Guard and reserve Airmen an opportunity to attend Airman Leadership School, the NCO and senior NCO academies prior to promotion.

The changes are a result of the 2017 EPME triennial review, said Chief Master Sgt. JoAnne Bass, the Chief of Air Force Enlisted Developmental Education at the Pentagon.

“The committee determined changes were needed to the existing EPME structure in order to align EPME with the chairman of the Joint Chiefs of Staff’s policy requiring rankbased educational opportunities,” Bass said. “This

also enables all Airmen an opportunity to attend resident PME in order to truly leverage the educational experiences gained from instructors and peers.”

One of Chief Master Sgt. of the Air Force Kaleth O. Wright’s three priorities is leadership – developing Airmen who are ready to lead. One of his objectives in this is to cement EPME changes and infuse agility into Air University processes to improve the ability to provide timely, updated content delivery.

“If this sounds familiar, it should. It was the staple of our EPME for almost 43 years before a recent change to a time in service model,” Wright said.

“While this model was effective for some, we quickly found it didn’t meet the needs of all our Airmen, causing many NCOs to lose the opportunity to attend in residence at all.”

Rather than requiring Airmen to complete EPME at set times based on how long they’ve been in the Air Force, the new model transitions to a rank-based continuum of learning.

Removing the TIS determination “just makes sense,” Wright said. “We must ensure timely, focused and operationally relevant training and educational solutions at all levels. Providing Airmen with the appropriate PME at the right times in their career is a must. If we deliver it too soon, it’s not effective for where they

are in their careers. If we deliver it too late, it’s not effective at all.”

Wright notes that the model provides Airmen greater flexibility and time, allowing them to focus their energies on the mission.

“Commanders, superintendents, first sergeants and supervisors remain central to inspiring a culture of innovation, agility and excellence, while promoting a continuum of learning that spans an Airman’s career,” he said.

Airmen will not be notified from the Air Force Personnel Center or Air University on when to enroll themselves into distance learning, but must manually enroll themselves.

“This new EPME structure allows Airmen to decide the best timeframe to complete their distance learning,” Bass said. “They will have to complete the distance learning prior to being scheduled for the resident portion, but each Airman now has more flexibility as to when the right time is for them.”

Bass explained that distance learning provides students with basic competency development and the resident courses allow students to apply what they learned.

“It is necessary to complete both the distance learning and the resident courses to achieve development of the required competencies at the appropriate proficiency levels,”

she said. “We expect staff and master sergeants to complete their respective distance learning so when they become technical and senior master sergeants, they are immediately eligible for resident attendance.”

Resident EPME is a promotion requirement — Airman Leadership School, NCO Academy, SNCO Academy and the Chief Leadership Course are required for promotion to E-5, E-7 and E-9, respectively.

Airmen who have previously completed NCO or SNCO distance learning courses under the previous policy and have not attended resident EPME, will still receive EPME credit and will not be required to attend the resident portion. Additionally, those currently enrolled in NCO or SNCO distance learning courses may still complete the course and receive credit upon completion. Or, they may withdraw with no adverse

actions and reenroll at a later date, prior to attending resident EPME. “This change clearly sends a signal that our senior leaders value deliberately developing our enlisted corps,” said Lt. Gen. Gina Grosso, the Air Force Deputy Chief of Staff for Manpower, Personnel and Services. “This is a positive move in the right direction, as we continue to develop the force and support our Airmen.”

Additionally, EPME 21 will institute a new requirement called Professional Development Unit that will capture diverse education, training and life experiences. This will allow the AF to capture those experiences. Each Airman will complete 24 PDUs per year with one PDU equaling approximately one hour of learning, which equates to three days of development in the span of a year.

Many activities that enlisted Airmen already do will count towards the 24

PDUs. Professional Enhancement Seminars, Senior Enlisted Joint PME, college classes and even earning professional certifications accumulate points. Many Airmen have already attended programs like Profession of Arms Center of Excellence or other major command courses. Additionally, Airmen actively plan and participate in Air Force, Joint and coalition exercises, gaining experience in warfighting activities ranging from aircraft generation, command and control and force protection. And finally, Airmen deploy and lead both small and large teams across our Combatant Command Areas of Responsibility. These all count.

As Joint Base LangleyEustis service members pay their respects to the United States Marine Corps and United States Navy, in their tragic loss on July 10, 2017, real-world and exercise incidents are used as reminders to our service members that accidents or incidents are a reality in military life and it is why service members need to be ready to respond at any time.

Thoughout the year, Joint Base Langley-Eustis service members are tested to make sure they are prepared for any real-world scenario that may be thrown their way. Recently the 633rd Air Base Wing and 1st Fighter Wing evaluated their capabilities by conducting an aircraft incident/crash exercise at Langley Air Force Base, July 11, 2017.

“Exercises are utilized

to inspect and evaluate our capabilities; however, they are also a time to learn from our mistakes and improve our processes,” said Randall Renaud, 633rd Air Base Wing inspector general exercise program manager. “This exercise was no different; we will be able to learn from this exercise and better prepare our personnel to be ready in the event an incident does occur.”

The purpose of the exercise was to provide functional area training to minimize loss of life and injuries while teaching Airmen how to respond to an aircraft mishap or crash in a real-world event.

When an aircraft incident or mishap occurs, the emergency responding personnel range from fire protection to bio-environmental.

“Every one of the Airmen as individuals contributes to the entire team to ensure that things are done correctly and in a timely man-

ner,” said Staff Sgt. Ionnis Gousis a 633d Aerospace Medicine Squadron Bioenvironmental engineering craftsman.. “Each member played a crucial role in this incident and we have supreme confidence in their ability to respond in any scenario whether real world or exercise.”

According to Renaud, exercises are not about a score or making an organization look good or bad. They are about finding out areas of improvement and ensuring we provide our Airmen the resources and time they need to continuously improve.

“This event was successful because of personnel from all five wings on JBLE,” said Renuad “Overall, most of the objectives were met and we will be able to learn from this exercise and better prepare our personnel to be ready in the event an incident does occur.

Manpower shortage impacts 633rd Medical Group services

Beginning Oct. 1, 2016, DANTES will no longer physically process any paper-based reimbursement. JBLE Family Child Care Program

If you are looking for a professional, portable career that will allow you to stay at home with your children and run your own home-based business, then becoming a child care provider may be a good fit for you. The Joint Base Langley-Eustis Family Child Care Program screens child care providers who watch children in their homes.

The program is available for children ages two weeks to 12 years old. Child care providers must be at least 18 years old, be able to read and speak English, be in good health and willing to undergo a background check.

The FCC will provide training and materials to get your business started. Training may include first aid, CPR, health, safety, developmentally appropriate practices and child guidance.
