West Nile Virus Advisory By 633d Air Base Wing Public Affairs

9TH AIR FORCE (AIR COMBAT COMMAND) JOINT BASE LANGLEY-EUSTIS, VA.

Today mosquito testing at Langley Air Force Base confirmed the presence of West Nile Virus in a specimen collected, here, yesterday. Health officials have been notified and the base is actively taking safety measures.

There are no known or suspected cases of West Nile in humans or animals at Langley Air Force Base.

“Here at Langley, we aggressively sample the mosquito population and test the results in order to be ready to take immediate action in case this situation arises,”

said U.S. Army Colonel Edward Vedder, 633rd Air Base Wing Vice Commander.

The base has an active mosquito prevention program and just conducted aerial mosquito spraying on July 31. The 757th Airlift Squadron from Youngstown Ohio Air Reserve Base will return for another aerial spray application on August 28. Based on recommendation of public health officials, the base may conduct ground spraying operations.

If the decision is made to do ground spraying, the date, time and location information will be distributed via the JBLE.af.mil website and 633rd ABW social media outlets.

Women’s Equality Day: Breaking barriers for future generations

EO specialists discuss career field during conference at JBLE

Approximately 30 equal opportunity professionals from around Air Combat Command gathered for an EO careerfield conference July 30 – Aug. 3, at Joint Base Langley-Eustis, Virginia.

The EO career field typically holds conferences every two years, but the one held at JBLE was an off year, with the intent of providing a targeted educational opportunity for newer career field leaders.

“We talk about core competencies, dispute resolution, EO processing, military equal opportunity complaint processing and professional development blocks of instruction,” said U.S. Air Force Senior Master Sgt. Melinda Morris, 633rd Air Base Wing Equal Opportunity superintendent. “This [off-year] training was experimental because a lot of our command has four years or less experience in equal opportunity, so we wanted to develop their potential and make them feel more comfortable.”

Much of that potential stems from a strategic understanding of EO practices, said Morris said.

“The first day we had our Air Force leadership and career field manager, so it was a strategic look at where we’re going, the changes coming up, changes to our [Air Force Instructions], and the reasoning behind some of the decisions

that have been made,” Morris said. “The second day we had equal opportunity processes for civilians and experimental breakouts.”

The two-day conference also sought to help EO specialists maintain and strengthen readiness by assisting Airmen and civilians develop conflict competencies, said Cyrus Salazar, Air Force EO director.

“EO is pivotal in strengthening alliances internally with DoD and [U.S. Air Force], however, EO is also developing alliances with local organizations such as the Chambers of Commerce, affinity groups, Federal Executive Boards, and pipeline organizations which focus on employment opportunities for the local population to capitalize upon,” Salazar said. “By developing these relationships, we reinforce the principle of being stronger together.”

Whether through far-reaching efforts or focused at a more localized level, Salazar said through such conferences, the EO career field has a direct impact on Air Force mission accomplishment.

“Overall, the value of the EO conference is unmatched as we discuss new priorities, challenges and how we will respond to policy requirements,” Salazar said. “The feedback we received from this conference indicated that these events are values added and help the EO career field remain relevant to the [Air Force] mission.”

Voting is an essential part of the American democratic experience, yet not everyone in America was afforded the opportunity at the inception of our country. Women’s Equality Day celebrates the passage of the 19th Amendment, which granted women the right to vote on August 26th, 1920.

Voting was a civil rights platform hailing suffragist alums, such as Elizabeth Cady Stanton, Lucretia Mott, Frederick Douglass, Sojourner Truth, Susan B. Anthony and Alice Paul, sometimes risking their personal safety and well-being to fight for the equality we enjoy today.

In the vein of breaking barriers and seizing opportunities, as an enlisted woman, I follow in the footsteps of trailblazer Esther Blake, the first woman in the U.S. Air Force. Esther Blake enlisted on July 8, 1948: the first minute of the first hour of the first day Air Force duty was authorized for women.

More than 50 years after Esther Blake’s inspiring achievement, I enlisted in the Air Force as a services Airman. During my nineteen years in the Air Force, I have been given many opportunities that weren’t always afforded to women. I am grateful of the advances taken every day toward sustaining equality, and urge us all to keep moving forward to ensure an inclusive workforce and world for generations to come.

But almost 100 years since being able to vote and 70 years entering the Air Force, there are still some subtle women’s equality stemming from unconscious bias or blatant sexism seen in the form of cat calls, comments, slurs, jokes and even job assignments or hiring actions.

When I worked the night shift at lodging as a young senior airman, I had inebriated male customers tell me after checking in I knew what room they were in if I wanted to visit (wink,

wink). Even last month, visiting Virginia Beach, I had a group of men yell and whistle at me. Being seen as an object instead of a person is never comfortable.

Even though we still see signs of inequality, we have also made societal strides in breaking barriers. One such stride was seen in 2015, when the Department of Defense opened all military occupations and positions to women.

Additionally, in 2016, the National Center for Education Statistics reported women made up 57 percent of post secondary education graduates. According to the Department of Labor, in 2017, almost 47 percent of U.S. workers were women.

Army Air Force team on sensor to shooter prototype for multi-domain battle

In a high-intensity conflict against a sophisticated adversary, the speed and accuracy of long-range fires could be the difference between advance and retreat.

But delivering critical information from sensor to shooter takes time — time that U.S. forces wouldn’t have in a complex anti-access and area denial, or A2/ AD fight.

That multi-domain battle scenario, envisioned by the Chief of Staff of the Army and Chief of Staff of the Air Force, is what drove experts from the two services to convene for an Army-Air Force summit on Aug. 6, focused on applying and integrating their open architecture technologies and approaches to boost speed, precision and agility on the battlefield.

The event was the precursor to a sensor to shooter demo planned for spring 2019, which will prototype an open architecture, machine-to-machine capability to integrate targeting solutions generated from Air Force intelligence, surveillance and reconnaissance platforms into Army long-range precision fires to dramatically shorten the kill chain.

“The power of open architecture is to bring information to decision makers at the speed they need it, as opposed to the speed they get it today,” said Tanya Skeen, executive director of the Army Rapid Capabilities Office, or RCO, which co-sponsored the event with the Air Force RCO and the Army Network Cross-Functional Team, or CFT. “The ability to give information at decision speed — not at the speed of people typing and making phone calls — is really a game changing capability.”

As the Army emphasizes the network as one of its top six modernization priorities, the summit provided a peek behind the curtain at Air Force capabilities and tactics that the Army could leverage and adapt to meet its needs, said Maj. Gen. Peter Gallagher, director of the Network CFT. “We’ve got six modernization priorities in the Army, eight CFTs, and they all need a network,” Gallagher said. “Every one of our network lines of effort implies open architecture standards. So how do we take off our own blinders, and take some risk to design an architecture for the future?”

share best practices in standards design, rapid prototyping and demonstration, and government-industry partnerships. The Air Force presented business models designed to keep pace with increasing threats, evolving mission requirements, and the obsolescence of equipment.

For example, Air Force Capt. Don Barrett discussed the Air Force RCO’s Open Mission Systems architecture standards, which have been integrated across multiple manned and unmanned aircraft. Rather than dictate to industry which technologies and interfaces to use, the Air Force used a novel approach: it defined its capability needs, and incentivized a group of vendors to design the standards and accompanying products that would be interoperable and straightforward to upgrade. After Air Force leaders strongly encouraged the companies to work together on a non-proprietary solution, the vendors collaboratively developed a set of standards that the government verified and adopted.

“We don’t specify what goes in the black box or prescribe component design — we just care about how the systems talk to each other,” Barrett said. “The goal is to simplify integration, reuse and modernization.”

That innovative partnership and rapid prototyping approach reduced software integration cost by at least 60 percent, and software integration schedule by at least 30 percent, he said.

Operational benefits of open architecture standards include a common interface, fewer data sharing challenges and increased decision speed. Next spring, the Army and Air Force RCOs will collaborate on a sensor-to-shooter operational assessment to show how air, ground and space sensors can be used to cue longrange precision fires. The demonstration will use open architecture standards to pass and translate data between multiple systems, expand the information available in the command post, and enable commanders to adjust and prioritize resources much faster than current methods.

“If you have those Air Force assets, how do you get that information to the Army in a challenging environment to bring those fires to bear?” said Lt. Col. Rodrick Koch, program manager with the Air Force RCO. “How do we address threats in denied environments?

There is a lot of opportunity here.”

After leveraging the summit to compare various open architecture standards, capabilities and best practices, the two services will continue to identify ways to work together to integrate relevant technologies,

conduct prototyping and experimentation, and shape future requirements.

“This is absolutely important,” Gallagher said.

“We’re pulling everyone together to make these capabilities more efficient, scalable and sustainable.”

U.S. Air Force Airmen assigned to the 94th and 27th Fighter Squadrons and the 71st Fighter Training Squadron are putting their skills to the test during the annual, two-week Northern Lightning exercise at Volk Field, Wisconsin, Aug. 13 – 24, 2018.

Northern Lightning is being hosted by the Volk Field Combat Readiness Center, as one of seven Air National Guard joint accredited exercises. Its purpose is to bring together 4th and 5th generation aircraft from the Air National Guard, U.S. Navy and Marines.

“An exercise like Northern Lighting allows us to get that readiness, that we would not get at say, Red Flag and Green Flag,” said U.S. Air Force Col. David Lopez, 1st Operations Group commander. “It’s great training for our pilots to make sure they are ready to go perform a mission in combat.”

According to Lopez, the uniqueness of this exercise is how the 94th FS and 27th FS are operating.

Success of Air Force logistics begins with Sheppard AFB training mission

Lt. Gen. Leo Marquez, often referred to as the “godfather of logistics” in the Air Force, once said, “If our aircraft, missiles, and weapons are the teeth of our military might, then logistics is the muscle, tendons, and sinews that make the teeth bite down and hold on— logistics is the jawbone!”

Just as logistics is the jawbone to global military operations, Sheppard Air Force Base is the foundation by which the Air Force is able to produce logisticians in a myriad of specialties to ensure aircraft can take to the air, complete their mission and come home.

Brig. Gen. Ronald E. Jolly Sr., 82nd Training Wing commander and 27-year veteran of Air Force logistics, said much is made of operations as they happen and their results, combat and humanitarian.

But those outcomes begin and end with components that get the force in theater and sustain operations.

The successful implementation and detailed coordination of people and equipment is something that takes more than the snap of a finger and a military order. It takes a skilled set of people to carry out the tasks at hand.

597th, 7th Transportation Brigades conduct port-opening training

The 597th Transportation Brigade and 7th Trans. Bde. (Expeditionary) conducted a Joint Task Force Port Opening familiarization training exercise at Joint Base Langley-Eustis, Virginia, Aug. 1317, 2018.

The training, held at Fort Eustis’ Third Port, is meant to prepare JTF-PO forces to rapidly deploy, open and operate an air eld or a seaport in any location where there is little or no port infrastructure.

This provides the Department of Defense and joint partners an immediate strategic capability in moving equipment or personnel, such as for humanitarian relief efforts.

The training exercise also included members of Fort Eustis’ 511th Dive De-

tachment, who serve as medics; Military Sealift Command’s Expeditionary Port Unit 109 from Jacksonville, Fla., who provide communications equipment for managing port operations; and Navy Cargo Handling Battalion One from Williamsburg, Va., who provide expeditionary cargo handling and logistics capabilities. “[They] came down here to support us and do a joint operation to make it more realistic,” said U.S. Army Sgt. 1st Class David Troup, 832nd Trans. Battalion operations NCO in charge, who organized the weeklong training. “We’re hoping to [exercise together] a lot more.”

The exercise tested the units’ ability to move cargo to remote locations across the globe. But much coordination takes place before a single piece of cargo begins moving, said Troup.

Once cargo is identified as needing transport, each piece is tagged with a radio-frequency identification (RFID) device, which allows tracking systems to trace the identity, status and location of cargo from origin to destination. The tag allows anyone within the transportation process, including the customer, to look up the location of the cargo anywhere in the world, said Troup.

In this exercise, the customer was the 7th Trans. Bde. (Ex.), who owned the vehicles being transported. To simulate a real-world port opening, the 597th established a joint operations center at Third Port, then practiced shipping and receiving cargo via Landing Craft Utility vessels.

Once arriving at its destination, cargo is unloaded, processed and logged, and moved to a location nearby, known as

a forward node. This allows cargo to be stored until being delivered to the customer, as to avoid congregating at the port, said Staff Sgt. Kevin Hall, 689th Rapid Port Opening Element, 832nd Trans. Btn., 597th Trans. Bde. clearance platoon sergeant.

“Our main focus is to unload and facilitate any tracking of cargo that comes off of either a vessel or aircraft,” said Hall. “The clearance platoon is the surface element for the JTF-PO commander by assisting that commander in assessing an air eld or a port, to determine square footage, help with traf c ow and [storage locations].”

In a real-world environment, the 689th RPOE’s efforts could support other DOD branches, federal agencies, or allied partners.

Its reach goes beyond the Lone Star state with missions such as heavy equipment operators at Fort Leonard Wood in Missouri and F-35 maintainers at the 359th Training Squadron at Eglin AFB, Florida, as well as units in Asia and Europe.

“We’ve trained those individuals in our initial-skills training for all of our maintainers, equivalent initial-skills training for our logistics officers – so we gave them the foundation, and now they’re out their honing

their skills,” he said. “We are also involved in our advanced training for members with our field training detachments that are out globally helping those Airmen attain the 5- and 7-level skills.”

While producing quality logisticians is paramount, Jolly said it’s important to get feedback from logisticians in the field to keep up with changing times and needs of those down range.

“Getting that feedback from the field helps us improve the training that we are accomplishing here,” he said. “So, we need to adapt to the changing environment – the changing world environment and the changing

environment of each one of the missions that we’re out there executing.”

From a big-picture standpoint, the success of logistics operations in the Air Force and the support provided for sister services begins in the schoolhouses at Sheppard AFB. Bringing more of the logistics training enterprise to Sheppard AFB as part of an overarching Logistics University for the Air Force would create a “synergy” and “commonality” that creates a bond within the community, Jolly said.

The general said he can see having a majority of logistics training based at Sheppard AFB in the next 10 to 20 years.

“Now, understand that some of that is not possible just because of space and infrastructure, but when you think across the logistics board – and it’s not just aircraft maintenance, you have LRS (logistics readiness squadron) entities with POL, transportation, civil engineering – you look across the board, we’d like to bring most of that right here so that we can become known as the, no kidding, Logistics University and have a campus dedicated to that,” he said.

The cradle-to-grave training mission of Sheppard AFB matches the vision of Lt. Gen. Steven Kwast, commander of Air Education and Training Command, of life-long training.

He said it requires oversight of the training that’s being pro-

vided, tracking the training, understanding the changing environment and improving the Continuum of Learning, a student-centric methodology of instruction.

Jolly said innovation is also an important piece of Kwast’s vision and the CoL. He said schoolhouses are looking to capitalize on available technologies to improve training in the classroom whether it’s at Sheppard AFB or at a detachment overseas.

“It is very crucial that we maintain that focus on the changing environment and the life learning, long-term learning that General Kwast has put in front of us,” he said.

Marquez is credited with transforming and modernizing the Air Force’s logistics mission to one that made sense and turned an inefficient process into one that made sense both on paper and to those on the ground completing the tasks. But it was his leadership and passion for taking care of people, Jolly said, that made the historic changes within logistics possible.

Jolly said if people are given the tools and other assets needed to effectively do their job, they will execute and complete the mission. That’s why he, too, focuses on people as part of his leadership style.

It’s a lesson he learned from an old soldier and in readings about Marquez.

“There’s a former soldier, Charles W. Jolly, my father, that taught me to get out there with your soldiers, see what they do, understand and relate to them,” Jolly said. “You build credibility and they’ll follow you. I think General Marquez had that very same concept and he called it ‘trench time.’ Get out there in the trenches with your folks, understand what they do, relate to them and they will follow you.

“I do my best to take time to get out with the Airmen, understand what they do so that I can relate and hopefully they will follow.”

Civil Affairs Soldiers enhance Tanzanian operations to counter poaching, illicit trafficking

NGWALA, TANZANIA

Deep in one of the largest countries in East Africa, U.S. Army Soldiers have been training Tanzanian game wardens in operations to deter poachers and prevent extremist organizations from profiting from illicit activities.

The Soldiers, with the 404th Civil Affairs Battalion, attached to Combined Joint Task Force-Horn of Africa, conducted training in countering illicit trafficking for Tanzania Wildlife Management Authority game wardens from May to July.

Tanzania is rich in culture and wildlife such as elephants, giraffes, hippos, and lions. About 38 percent of its land is reserved for conservation.

Illicit trafficking continues to be a transnational problem throughout CJTF-HOA’s area of operations. En-

hancing the game wardens’ capabilities will disrupt the flow of illicit trade as well as the funding of violent extremist organizations, Army Maj. Kevin Jusza said.

POACHING FUNDS TRANSNATIONAL TERRORISM

“This illegal poaching and hunting funds transnational criminal activity,” Jusza said. “A lot of these funds have been engaged with transnational terrorist activity. In Kenya, for example, Al-Shabab [terrorists] often cross the border from Somalia into Kenya to engage in poaching to fund their operations.”

The training covered a variety of topics such as medical skills, land navigation, ethics and human rights, weapons, patrolling, mission planning, information management and reporting, air to ground reconnaissance, and apprehension. These courses augment the ability to recognize and intercept illicit alleged poach-

Kiyah is already an entrepreneur of her own crafts, and interviewed to be on the news crew for 5th grade. She writes books, paints and maintains honor roll.

With all I’ve learned, experienced, and accomplished in my career, I try to pay it forward – for my mom, myself, my daughter and the rest of the world. Everyone can make a positive change by developing self-awareness, being an ally or advocate, and stopping inappropriate or demeaning behavior or practices. As of the end of July, the Soldiers had completed three courses and graduated more than 70 game wardens. These wardens use their training daily to accomplish their mission to prevent and deter illicit trafficking and poaching activities. Army Sgt. Matthew Smith said he’s proud to have had such an impact on the Tanzanian game wardens.

“A student we trained last cycle approached me and told me about a mission last month where his team came upon a poaching camp using tactics we taught them to clear and process the site,” Smith said. “I was extremely proud, and for me to be able have a part in their instruction is a huge joy.”

Studies have shown that illegally trafficked goods from Tanzania have been distributed throughout the world. A State Department report from May 2017 said “illicit trafficking remains the lifeblood of the numerous bad actors and networks, creating vulnerabilities for nations.”

U.S. Africa Command assists partner nations in their efforts to provide stability and security to their people.

The training provided by the U.S. Civil Affairs Soldiers enables Tanzania to better secure and protect its natural resources and wildlife from transnational threats and extremist organizations, officials said.

Pharmacy hours expanded

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned.

In light of these staffing concerns, TRICARE will temporarily enroll only Active Duty service members and their family members. Fort Eustis’ Groninger Library has implemented an ongoing Reading Program entitled “1000 Books Before Kindergarten” and “1000 Books from 1st -5th grades.” For every 100 books read, children can take their reading log to the library to receive a prize.
