Physical Therapy Month: Celebrating military roots, looking to the future

The 633rd Medical Operations Squadron Physical Therapy Clinic is currently celebrating Physical Therapy Month.

The clinic provides a wide range of services to active duty service members in the Joint Base Langley-Eustis area, hosting over 17,000 patient visits per year.

The therapists evaluate and treat most musculoskeletal issues including knee, back, and neck pain, neurological symptoms such as sciatica and radiculopathy, as well as post-operative rehabilitation.

It might be a surprise to many to know that the profession is deeply rooted in military history. The first therapists served over 100 years ago, working as reconstruction aides during World War I. At that time, rehabilitation from injury was nearly unheard of, so the Walter Reed Army Medical Center developed the first physical therapy school in the U.S. to serve the needs of its fighting forces.

Now, military physical therapists are on the leading edge of many treatment concepts and techniques, and civilian practices often follow what the military produces.

For example, while many military therapists, including those here at Langley, utilize dry needling treatment and prescribe x-rays on a daily basis, these services are still not offered by many civilian practices.

Looking to the future, the Langley Physical Therapy clinic will continue to provide the best care available to uniformed members. A change that patients will see in the coming months is the implementation of a Direct Access Model, which will allow patients with acute injuries to schedule directly with the Physical Therapy clinic, without a referral. This move is intended to improve access for all patients, and reduce the wait-time between injury and therapy.

In celebration of Physical Therapy Month, the clinic will perform free posture analysis at the Shellbank Fitness Center, Oct. 18, 11 a.m. to 1 p.m., and Oct. 23, 3:30 p.m. to 4:30 p.m.

Army rail sounds horn on railway safety

With approximately 40 military railroads in the U.S., the 733rd Logistics Readiness Squadron holds the sole responsibility to train U.S. Army railway operation soldiers at Fort Eustis’ U.S. Army Transportation School.

When training students conduct local operations with a 1,750-horsepower engine moving over 130 tons of steel, safety is paramount.

While safety is at the forefront of the operator’s minds, it may not always be imperative for others. To promote safety around the installation, which contains 26 miles of bordering and intersecting railway tracks, the 733rd LRS promoted National Railway Safety Week, Sept. 24-29.

“Every section of railroad track on Joint Base LangleyEustis is usable, nothing is abandoned or unused,” said Billy Grimes, 733rd LRS utility rail locomotive engineer.

“Our tracks spread all over the post from the main gate

to the airfield, port and ranges. Our mission involves moving the train all over this post and anyone on JBLE could be affected by rail traffic at any time.”

While the tracks aren’t always active, practicing vigilance around them is important. Grimes noted that even if the sounds of the train’s horn are not heard when approaching the tracks, drivers and pedestrians should always look both ways before crossing.

“Drivers should remember to yield the right of way to trains at railroad crossings,” said William Armstrong, U.S. Army Transportation School railway instructor. “It’s easy to stop a car, but try stopping a 130-ton locomotive with 4,000 tons in tow.”

According to Armstrong, one train can replace over 800 trucks saving people time, money and, most importantly, with less vehicles on the road, lives. Just as trains can save lives, poor decision-making around tracks can take lives as well.

In 2016, the U.S. had 1,209 fatalities due to railroad trespassing or crossing. For the local Hampton Roads community, the most recent railway fatality occurred

While working for a commercial railroad company, Grimes witnessed multiple railroad fatalities.

“A local girl was hit and killed by one of our trains as she crossed a trestle bridge,” said Grimes. “A month later a college student passed out intoxicated on the tracks while walking home and was killed by the morning train.” » See RAILWAY SAFETY | 5

RAILWAY SAFETY | To continue to

promote railroad safety, Fort Eustis hosted the first National Rail Safety Week CONTINUED FROM 4 Grimes noted both fatalities could have been prevented had the individuals not been trespassing.

While Grimes added that there have been no fatalities directly related with the railroad at Fort Eustis, he and his team plan to keep it that way by working safely and sharing their knowledge with the public.

“Fort Eustis Railway promotes rail safety at every available opportunity,” said Grimes. “In 2010, we joined the Operation Lifesaver program, a national rail safety advocacy program created by railroad employees in 1972 to promote awareness and education to the public with the goal of reducing fatalities at railroad crossings.”

To continue to promote railroad safety, Fort Eustis hosted the first

National Rail Safety Week, in conjunction with the Operation Lifesaver program and the U.S. Department of Transportation.

During the week, the 733rd LRS set up a mock train-versus-car collision scene on the railroad to promote awareness around railways.

“We know that if people understand railroading, their lives will be better and more enriched for it,” said Armstrong. “The JBLE community is welcome to stop at our rail shop to learn more about trains.”

With a railway line as old as the post itself, the railway operations crew continues to safely support the mission the 26 miles of track was built for in 1918.

Eustis hosts town hall

U.S. Army Training and Doctrine Command Center for Initial Military Training and 733rd Mission Support Group leadership hosted a town hall to address the Fort Eustis community’s concerns at Joint Base LangleyEustis, Oct. 5, 2017.

“We are fulfilling our commitment to make sure we have an open dialogue with the Fort Eustis community,” said U.S. Army Col. Ralph Clayton, 733rd MSG commander. “We want to hear the improvements that can be made, identify issues that we may not be aware of and get recommendations because good ideas don’t just come from the people who work here. They come from the community and local leaders too.”

The town hall was streamed live on the installation’s Facebook page to increase participation for those who were unable to attend the event in person. Questions were submitted via email, social media comments and messages, and from audience members who voiced their concerns to agencies across the installation. Topics included cold weather preparation, civilian hiring roadblocks, animal breed restrictions, and safety concerns with crosswalks and children living on the installation.

“I thought that it was a great format to both present and answer questions on various topics on the installation,” said Donna Haynes, 733rd Civil Engineer Division environmental protection specialist. “Leadership was very personable and seemed very committed in getting things resolved and getting back to the individuals who asked the questions.”

At the conclusion of the event, Clayton and U.S. Army Maj. Gen. Malcolm Frost, CIMT and Senior Army Element commander, reconfirmed the importance of hosting events such as town halls to maintain an open dialogue regarding any issues across the installation.

“There are a lot of issues and challenges but in the end this is a pretty darn safe place to work and live,” said Frost. “At the same time, we do take your concerns, issues and challenges seriously because we want to improve them.”

First impressions are important to Langley Air Force Base’s 633rd Civil Engineer Squadron.. At 100 years old, the installation has hosted a variety of events including distinguished guests, and throughout that time, the installation’s civil engineers and contractors have kept the historic base’s appearance vibrant and maintained.

Through contracts, Langley AFB, keeps up its physical appearance. The contractors cut the grass, trim bushes and sweep the roads, but they cover just that, a contract. Although those are the people that most drivers and onlookers see, they are not solely responsible for the base’s good looks.

What’s not written in contracts, is the key to taking 80 percent of a job well done to 100 percent.

“The base is about 3,600 acres,” said U.S. Air Force Master Sgt. Bryan Rosburg, 633rd CES Base Appearance Team NCO in charge. “The contracts only cover so much. We maintain all the areas overlooked.”

The BAT is a new program, which began in July, that takes new U.S. Air Force Airmen from the First Term Airmen Course, 633rd Security Forces Squadron, bay orderly and physical-training testing to help do the uncovered maintenance around base. The team consists of the NCO in charge, team chief and Airmen who rotate every two weeks.

“The teamwork aspect is cool to me because we get to see all these career fields and crafts coming together to complete one project,” said Staff Sgt.

By having new Airmen on base help maintain the gray areas not covered under contract, the base saves money. Instead of hiring more contracted workers, it uses its biggest asset. Since most new Airmen haven’t had extensive on-the-job training yet, it’s not as big of an impact to the mission as taking out more qualified workers already established in their squadrons.

“Doing this immediately establishes pride in them from taking care of the base that most of them live in and all of them work in,” said Chambers. “They have great attitudes, and are ready to make a difference. These brand new Airmen have so much pride about this being their first base.”

With the help of the Airmen, the BAT has picked up 3,200 pounds of debris and 250 tons of green waste in just under three months. So far they’ve cleaned up Memorial Park, the Bateman library, volleyball courts, most of the running trails along Sweeney, Dodd, and Nealy, and other areas around base.

“It’s a learn-as-we-go type of program,” said Rosburg. “It has a bad stigma because when people think of base beautification, they think, ‘Oh that’s where all the troublemakers go to pick up trash and do landscaping.’

This was created without that intent.”

According to Chambers, it’s unacceptable for a military installation to go abused. He said the overall look of Langley shows that the U.S. has the best Air Force in the world and people should always remember that.

Mattis Details Three Lines of Effort in Memo to DoD Personnel

WASHINGTON, Oct. 11, 2017 — The Defense Department is on a wartime footing and the pursuit of global security and stability requires that the U.S. armed forces remain the world’s preeminent fighting force, Defense Secretary Jim Mattis said in an Oct. 5 memorandum to all DoD personnel.

The topic of the memo was “Guidance from Secretary Jim Mattis” and he began by saying that the start of a new fiscal year is an opportunity for greater alignment across the department.

“As a member of the U.S. Department of Defense,” he wrote, “you play a vital role in supporting the 3 million men and women — uniformed and civilian — who fight for our nation’s interests abroad.”

DEPARTMENT AT WAR DoD’s military and civilians are sworn to protect and defend the Constitution and America’s people and its values, the secretary added, noting that America’s military reinforces traditional tools of diplomacy, ensuring that President Donald J. Trump and U.S. diplomats negotiate from a position of strength.

“We are a department at war,” Mattis wrote, describing the increasingly complex global security situation as characterized by “an accelerating decline in the management of the rulesbased international order.”

He specified North Korea, Russia, China and Iran, and, despite gains made against the Islamic State in Iraq and Syria, terrorist groups that continue to murder innocents and threaten peace.

“Pursuit of global security and stability requires our armed forces to remain the world’s preeminent fighting force,” Mattis continued, “and our department has three lines of effort to enable us to remain the world’s preeminent fighting force.”

LINES OF EFFORT The first part of the secretary’s three-pronged plan is to restore military readiness as the department builds a more lethal force.

“We will execute a multiyear plan to rapidly rebuild the warfighting readiness of the Joint Force, filling holes in capacity and lethality while preparing for sustained future investment,” Mattis wrote. Priorities include a safe and secure nuclear deterrent, fielding a decisive conventional force, and retaining irregular warfare as a core competency, he added.

The second line of effort is to strengthen alliances and attract new partners, the secretary wrote.

“Alliances and multinational partnerships provide avenues for peace, fostering conditions for economic growth with countries sharing the same vision,” he continued, adding that strong alliances temper the

plans of those who would attack other nations or try to impose their will on the less powerful.

Among the allies, partners and coalitions, the secretary mentioned NATO, the Association of South East Asian Nations and the defeat-ISIS coalition, and others “who reinforce the safety and security that underpins peace and economic prosperity for all nations.”

The third line of effort involves bringing business reforms to DoD, he wrote.

“This line of effort instills budget discipline and effective resource management, develops a culture of rapid and meaningful innovation, streamlines requirements and acquisition processes, and promotes responsible risk taking and personal initiative,” Mattis added.

Specific reforms in progress, he wrote, include the congressionally mandated creation of a chief management officer, realignment of the undersecretary of defense for acquisition, technology and logistics position and DoD’s first full-scope financial audit in fiscal year 2018.

“Others are forthcoming as we seek to modernize the defense travel system, protect our infrastructure and intellectual property, improve information technology business operations efficiency and implement real-cost accounting,” he added.

SENSE OF URGENCY “I expect you to pursue actively these three lines of effort,” Mattis wrote.

“Set disciplined goals, collaborate across components and model appropriate ethical behavior,” he added. “ … Use your force of personality to lead with a sense of urgency and purpose every day, so that we leave this department in even better shape for those that follow.”

Army Chief of Staff urges Soldiers to take responsibility for unit, individual readiness

By C. Todd Lopez WASHINGTON — Readiness has always been Chief of Staff of the Army Gen. Mark A. Milley’s No. 1 priority.

Now he’s got the Secretary of Defense underwriting that opinion.

“Secretary Mattis, just yesterday, very clearly tasked the U.S. Army to be ready; his words were carefully chosen,” Milley said. “So our No. 1 task, bar none, remains readiness. Readiness for what? Readiness for war. Readiness for the intense combat of ground operations of any type, anywhere in the world. That is our task. And I can tell you that it has never been more important than it is today.”

Milley spoke Oct. 10 during the Eisenhower Luncheon, part of the Association of the U.S. Army Annual Meeting and Exposition in Washington, D.C. The general pointed out several hotspots around the globe where he said the Army must be ready to engage in ground conflict.

He was also very clear that readiness to fight doesn’t just increase the odds that the U.S. Army could win in a conflict. Readiness can also prevent conflict from happening in the first place. Readiness is a deterrence, he said.

“Un-readiness results in paying the butcher’s bill in the blood of American Soldiers,” Milley said. “But being combat-ready, on the other hand, deters enemies, it keeps the peace. And in the event of conflict, combat readiness provides the capability to end the war quickly, on our terms, in the shortest amount of time and with the least amount of friendly casualties.

“As Soldiers, as America’s sentinels of freedom, we will pray for peace every day,” Milley said. “But at the same time, we will prepare for war.”

Milley said over the past few years, the Army has sent fewer Soldiers to Iraq and Afghanistan. And in that time, the Army has taken advantage of the operations tempo decrease, he said, and “arrested the readiness

He attributed that success to work by U.S. Army Forces Command, Army Materiel Command, U.S. Army Training and Doctrine Command, component commands overseas, and also Congress.

readiness can prevent conflict from happening in the first place.

CONTINUED FROM 11 to sustainable readiness and away from the Army Force Generation model “in order to get our Army ready for high-intensity conflict.” It also includes the elimination of unnecessary training “to give time back to commanders to focus on the preparation for combat;” and an increase in combat training center rotations.

Also, the Army has grown by 28,000 Soldiers in the last year “to strengthen our formations,” he said. The appearance of those new Soldiers in formations will likely mean that other, more-experienced Soldiers will be available to participate in any of the five Security Force Assistance Brigades the Army is building in the active force. An additional SFAB, or a sixth, is also being built in the National Guard.

Those SFABs will specialize in performing advise and assist missions with partner nations, freeing up regular infantry brigades to focus on their own preparation and training for war.

Those are just some of the examples Milley offered for how the Army is improving readiness across the force.

He said the Army isn’t where he wants it to be yet, in terms of total readiness. “We must continue to lean into the readiness with a laser-focused sense of urgency that we’ve never had before.”

While Milley made clear the Army will continue from a top-level to make decisions and changes that will enhance total readiness for whatever warfight comes next, he laid the ultimate responsibility for that readiness at the feet of commanders.

“Do not wait on orders and printed new regulations and new manuals, do not wait on force structure changes,”’ he said. “You and you alone are responsible for the readiness of your unit. You know what to do.

Your mission is to focus solely on what is essential to increase the lethality of your unit for the unforgiving crucible of ground combat. Put simply, I want you to get ready for what might come. And do not do any tasks that do not directly contribute to increasing the combat readiness of your unit.”

Milley delved into what the Army is doing in the way of modernizing the force. He laid out six priority areas for modernization that include long-range precision fires; a next-generation combat vehicle; future vertical lift platforms; a mobile and expeditionary Army network; air and missile defense capabilities; and Soldier lethality.

All of those, he said, will be focus areas for a new Army modernization command, the creation of which was announced Monday at the AUSA exposition.

That sixth priority, he said, “Soldier lethality,” will produce new weapons systems for Soldiers, such as a next-generation individual and squad combat weapon that he said will be a “10x improvement over any existing current system in the world.”

improved body armor, sensors for Soldiers, small-unit radios, and other things to improve Soldier endurance.

But new equipment, he said, is only part of what the focus on Soldier lethality will be. Also a focus, he said, is training for Soldiers.

It will be training, Milley said, that really gets at Soldier readiness. Advancements such as synthetic training will allow commanders to make their units more lethal by honing the skills of individual Soldiers and Soldier teams through inexpensive repetitions.

“Training is the key,” Milley said. “Hard, rigorous, realistic, repetitive training. That is the ultimate form of taking care of an American Soldier. And the only way to do that is through repetition in combat-like conditions.

Repetitive practice in the right conditions builds skills and intuition that each of our leaders will need to make thousands of decisions in actual combat.”

The Army’s modernization focus on Soldier lethality will provide commanders with the tools to get those repetitions for their Soldiers, Milley said.

“We want our leaders at all levels, at all echelons to make thousands of simulated combat tactical decisions against a thinking and adaptive enemy, in order to gain confidence and skill, and to learn from their mistakes,” he said.

Live-fire exercises, as well as combat training center exercises that use an opposing force, are always best, Milley said. But that kind of training is expensive, he said, and doesn’t provide the number of repetitions needed to get Soldiers trained the way they need to be trained.

To get that repetition, he said, the Army’s modernization will focus on “radically improving our synthetic training environment.”

Air Force, Navy, and even Army helicopter pilots and tank crews get ample simulator training before going into actual combat vehicles, he said.

“Tens of millions of dollars are spent and invested in teaming and simulation for an F-35 pilot before they are ever allowed to come near a fifth-generation fighter,” Milley said. “Well, we have fifth-generation fighters in our squads and platoons and they are actually fighting every day. So we must do the same thing for them.

“Any Soldier that engages in close-quarters combat deserves the same investment [as] anyone who is flying at 30,000 feet. There is no reason we do not do that.”

Milley said the technology already exists to provide that type of training for squads of Soldiers all over the Army, to allow commanders to get their Soldiers ready for any kind of combat.

“Every line company in the Army can have multiple simulators to train under varied combat conditions, so that units and Soldiers [can] practice warfighting skills literally every day,” Milley said. “The technology exists now in order to conduct realistic training in any terrain in all of the urban areas of the world, with any scenario, with any enemy. Anything the commander deems necessary, that is possible today.”

Making that happen for commanders, he said, is now an Amy priority.

“We just need, at our level, to focus our resources to provide them the opportunity,” he said.

Army’s planned modernization command supports DOD’s primary lines of effort

WASHINGTON — As part of an effort to face down the issues outlined in a complex problem statement, the Department of Defense has laid out three lines of effort — one of which the Army has already moved out on in a big way.

At the Association of the U.S. Army’s Annual Meeting and Exposition Monday, Acting Secretary of the Army Ryan McCarthy revealed that the Army has plans for a “modernization command,” to stand up by summer of 2018.

Speaking during a press conference at the exposition, alongside Chief of Staff of the Army Gen. Mark A. Milley, McCarthy said that existing Army systems are becoming outdated as compared to what adversaries might produce, and also that the processes the Army now uses to field potential new systems are themselves outdated and slow by comparison to how adversaries operate.

McCarthy pointed to systems like the Abrams tank, the AH-64 Apache helicopter, the Bradley infantry fighting vehicle, and the UH-60 Black Hawk helicopter as examples of systems that were developed long ago — in the early 1970s — and which have since been incrementally upgraded to keep pace with competitors.

But that incremental upgrade cycle, he said, is no longer enough.

“There is a limit to the incremental improvements that can be made before they no longer offer the degree of overmatch the Army requires,” McCarthy said.

While modernizing those platforms “has yielded benefits,” he said, “we’re squarely on the curve of diminishing returns.”

Peer competitors, he said, are developing new systems today — and quickly.

Education week The Fort Eustis Education Center will host a variety of events to celebrate American Education Week with an Education Fair from 9.a.m. to 2 p.m., Nov. 15.

Marriage Enrichment Program The Fort Eustis Regimental Memorial Chapel is hosting a Joint Base Langley-Eustis communitywide Marriage Enrichment Program. Sessions meet Thursday evenings, from 6 to 8 p.m., Sept 14, 2017 through May 17, 2018, in the RMC Lounge, 923 Lee Boulevard, Ft. Eustis. The Marriage Enrichment sessions are on “Making Your Marriage Your Priority!

Love, Honor, and Cherish.” The Marriage Enrichment program is for married and engaged couples, spouses of deployed, Active Duty, Reserve, National Guard and Retirees. New Gate hours Effective Aug. 1, 2017, Fort Eustis’ Gate 2 (Shellabarger) will open from 6 a.m. to 6 p.m., Monday through Friday, and close weekends and holidays.

Weekly Live Fire Schedule Ranges, training areas, and associated facilities are Off Limits to personnel not engaged in scheduled firing, operations, or inspections/recons unless clearance is obtained in person from Range Control Fire Desk (Bldg. 2432 Mulberry Island Road) or a designated Range Control Technician. All personnel are required to check in and out with range control before going into or departing any Range or Training area. Transportation Museum change to hours of operation The United States Army Transportation Museum on Fort Eustis hours of operation has changed. The previous hours of Tuesday through Sunday from 9 a.m. to 4:30 p.m., has changed to Tuesday through Saturday from 9 a.m. to 4:30 p.m.

Company Grade Officer Council welcomes members The Company Grade Officer Council will meet at 4:45 p.m., at the Bayview Commonwealth Center every third Thursday of the month and is open to all Company Grade Officers. Social Media policies All Joint Base Langley-Eustis associated social media pages must be approved and coordinated through the 633rd Air Base Wing Public Affairs Office.

Pages not set up with this office will be reported as false and may face termination.

If you currently manage a JBLE page that was not approved by the Public Affairs office, please gain compliance by coordinating with your unit commander and contacting the PA office at 764-5701.

Per AFI 35-107, once approved, unit commanders are ultimately responsible for maintaining their social media presence, as well as all content posted to their site. Social media sites will be checked at least, once every 24 hours to ensure operational security OPSEC) and security, accuracy, policy, and propriety (SAPP) are not violated.

Fort Eustis Education Center announces DANTES policy change Effective Oct. 1, 2016, DANTES will no longer physically process any paper-based reimbursement.

This policy change includes reimbursement of test fees for the following exams: GED, GMAT, GRE General and GRE Subject, Praxis Core and Praxis Subject Assessment, ACT and SAT. For additional information, contact Fort Eustis Education Center at 878-2083.
