“First to the Fight!” You may have seen the slogan flashed on the sortie board outside the wing headquarters building, or you may have seen it at the bottom of an email. Our motto represents more than just our unit’s number or designation. It encapsulates our wing’s noble, century-old heritage, forged by the scores of maintainers and aviators who wore our unit colors before us. And it points to our role today sustaining their legacy of air power dominance.

Lest we forget, it was our heroic predecessors flying fabric-covered biplanes in France during World War I that recorded our country’s first-ever aerial victory. During World War II, our wing launched P-38 Lightnings from

Dunford Asks Defense Chiefs to Guard Against Complacency

There is no room for complacency in the fight against violent extremist organizations, the chairman of the Joint Chiefs of Staff told his worldwide counterparts here today.

Marine Corps Gen. Joe Dunford welcomed chiefs of defense from 82 nations to the third Counter Violent Extremist Organizations conference. “We are here today to have a candid exchange of views, and find ways to enhance our effectiveness in dealing with violent extremism,” he said.

Extremism Affects Everyone

All involved realize that violent ex-

tremism is a transregional threat that affects the security of all nations, the chairman said in his introductory remarks. “I think we all recognize that violent extremism is a generational challenge that demands we develop solutions that are politically, fiscally and militarily sustainable,” he said.

The chiefs also recognize that defeating transregional extremist organizations requires a broad network of like-minded nations to share intelligence, information and best practices, Dunford said.

The chiefs also agree there are times for collective or cooperative action, he said.

JBLE’s U.S. Air Force Staff Sgt. Earl White, 1st Maintenance Squadron aircraft fuel systems maintenance craftsman, and 1st Lt. Nicole Mitchell, 83rd Network Operations Squadron directory crew commander, placed 1st in both the male and female categories.

“Since last year after doing Alpha Warrior for the first time, I wanted to continue to challenge myself to compete and train in this type of fitness and obstacles,” Mitchell said. “Trying to defend my title was not the reason for competing this year, but definitely humbled that I was able to.”

“Coming into this year’s competition, I didn’t know it was different from last

year, but I was glad it was because it created another challenge just as it was the first time,” Mitchell said. “This year was not just the rig, but added components

that really challenge you to push through full-body fatigue versus solely upper body. The only expectation I set for myself was to complete 100 percent of the course and if I couldn’t, practice and train until I could.”

Throughout the competition cheers from friends and family could be heard as each competitor took on the rig. Even the competitors, though rivals for the fastest time, cheered each other on, encouraging their fellow wingmen to push past their limits and complete the challenge.

“It’s a great feeling to win but an even better feeling to compete with passionate and dedicated athletes that challenge and motivate you to succeed,” Mitchell said.

“The feeling of winning comes secondary to the feeling of completing 100 percent of the course.”

CONTINUED FROM 2 U.S. forces to the Middle East for DESERT SHIELD in 1990, it was the intrepid souls of the 71st Fighter Squadron who charged forward, leading the way in their F-15 Eagles.

That proud legacy of being “First to the Fight!” continues today. I saw it firsthand when last year, just three days after becoming your commander, we got the call to rapidly deploy our F-22 Raptors to the Middle East. The team rallied, mobilized its resources, and successfully delivered our nation’s most capable air-to-air fighter force to the region in a matter of days.

Then, we were tested again in March this year. Over one weekend, we supported our brethren from the 192d Fighter Wing as they completed their required monthly training; we deployed our Spad team members overseas; and we provided aerial overwatch and protection for the President of the United States as he travelled hundreds of miles from Langley—three simultaneous missions, spanning the globe, all pristinely accomplished. I stood in awe of your skills, and I could not be prouder of your performance proving again that we are “First to the Fight!”

It has truly been a team effort. From our Low Observables troops that rebuilt the stealth characteristics of our entire fleet of F-22 Raptors, to our air traffic controllers, whose outstanding performance garnered U.S. Air Force-level recognition as the D. Ray Hardin Air Traffic Control Facility of the Year for two consecutive years, to our cadre of extremely talented pilots who established dominance over the skies of Syria and Iraq, I’m confident Eddie Rickenbacker, Frank Luke Jr., Thomas Maloney, and all our forebears would be proud.

Over the last few months, we’ve responded to our senior leaders’ calls and begun preparing for a new, high-end threat. As part of this effort, we’ve focused on maximizing our combat readiness while elevating the performance and experience of our maintainers and our pilots.

Our Airmen, our equipment, and our aircraft must now all be ready to deploy and ready to employ on a moment’s notice. I know this obligation places a special burden on you and your loved ones, but being “First to the Fight!” during uncertain times requires nothing less.

Helping us chart our wing’s flightpath forward are two new members of our command team—Col. Steve Fino, our new Vice Commander, and Chief Master Sgt. “Jay” Harris, our new Command Chief.

Together, we’re committed to supporting you and your families as our wing transitions from an AEF-model to a combatready force poised to spring forward.

You will play a critical role during this pivotal time. We’re daring you and your supervisors to think differently, challenge the status quo, and do things smarter.

192nd Fighter Wing recognizes mission diversity with redesignation ceremony

JOINT BASE LANGLEY-EUSTIS, VA.

The Virginia Air National Guard’s 192nd Fighter Wing redesignates as the 192nd Wing at a ceremony held Oct. 13, 2018, at Joint Base Langley-Eustis, Virginia. With 12 distinct mission sets including F-22 fighter jet operations and maintenance, intelligence and cyber operations along with multiple support units, the redesignation reflects the wing’s growth and diversity.

The change officially went into effect Oct. 1 by order of the Secretary of the Air Force.

Brig. Gen. Marshall L. Kjelvik, Air Component commander of the VaANG, presided over the ceremony held outside the 192nd Wing headquarters building at Langley AFB. “Names mean a lot, we’re actually joining about a dozen other wings in the Air National Guard that are similarly designated for the same reasons,” said Kjelvik.

“As we seek to become the Air Force we need, we are adding more mission diversity, squadron by squadron. We are no longer a single operational squadron based wing. That’s been true for several years, and the future holds only more of the same.”

One of the major changes to the wing is the addition of the 185th Cyber Operations Squadron, which has added 21 fulltime and 50 part-time jobs to the local economy over the past 19

months.

“The Virginia Air National Guard has impacted the Commonwealth and the world over its rich 70-year history,” said Col. Frank J. Lobash, 192nd Wing commander. “From the F-86 Saber jets of the 1950’s to our continued mission in the F-22 Raptor, the 192nd Wing has always presented a formidable fighting Air Force to our nation. Today, just as the threats around the world evolve, so do we. We have changed the name from the 192nd Fighter Wing to the 192nd Wing not because we present less of the force but because we have matured into an organization spanning 12 distinct mission sets.”

The twelve mission sets include fighter jet operations, maintenance and operations support, distributed common ground system intelligence, reconnaissance and surveillance, cyber operations, military meteorology, force protection and military police, highly mobile civil engineering response force, supply chain management, chemical, biological, radiological, nuclear, and explosive materials enhanced response force packages, medical support, and domestic emergency response and support.

“This is part and parcel of what the Secretary of Defense has in mind, when he says ‘It’s all about building lethal forces.’ and we’ve got the finest wing, in my opinion, in the entire Air Force,” said

In addition to state missions, the wing associates with the regular Air Force, spanning three major commands, and performs standalone federal missions.

The wing is comprised of four groups assigned to specific areas of expertise required to execute the missions: 192nd Operations Group, 192nd Maintenance Group, 192nd Mission Support Group and 192nd Medical Group.

The wing’s home station since inception in June 1947 was in Sandston, near Richmond, until it transitioned to the F-22 Raptor and moved to Langley AFB in October 2007. Since the 2007 transition, the wing has continued to grow to nearly 1300 Airmen and 13 squadrons.

Looking Ahead

Cooperation Supports Progress

Dunford detailed the progress against violent extremism so far — and it has been extensive, he said. “Our progress has been enabled by improved information sharing in military, intelligence and law enforcement channels,” the chairman said. He noted that Operation Gallant Phoenix — an information-sharing effort — has grown from fewer than 20 people representing two nations, to more than 250 people representing 25 nations.

“This initiative has contributed an impressive number of disrupted attacks, arrests and prosecutions,” Dunford said.

“In addition to Operation Gallant Phoenix, there are complementary issues that are being developed in a number of regions to include West Africa and Southeast Asia.”

The effort against violent extremists has also disrupted the flow of foreign fighters, slowed resources going to terror groups and cut into the narrative that ideologies like the one the Islamic State of Iraq and Syria espouses is successful.

This must continue, he said, as it is the long-term solution to extremism.

Attacks Down

The chairman noted that 2017 marked the third consecutive year in the decline of terrorist attacks and deaths worldwide. “The progress against ISIS has been particularly encouraging,” he said.

“In 2017, compared to 2016, global ISIS attacks were down 23 percent. The lethality of external ISIS attacks have also declined. In 2015 ISIS averaged 25 killed per attack. In 2018, the average number killed was three.”

In Iraq and Syria, ISIS holds 2 percent of the territory that they held in 2014 and their access to resources has been greatly reduced, Dunford said. The flow of foreign fighters into Iraq and Syria has been reduced to about 100 per month from a high of about 1500 per month. In addition, many ISIS experts have been killed including external operation leaders and facilitators.

ISIS media production has fallen by more than 85 percent and its monthly publication hasn’t been produced in over a year.

“But I think we are all realists in this room that despite recent successes against ISIS and the positive trends, we know there is actually much work to be done,” the chairman said.

Underlying Conditions

Little has been done to address the underlying conditions that lead to violent extremism, he said. Challenges remain cooperation politically, militarily, in intelligence and in law enforcement.

ISIS itself is far from defeated, Dunford said, and has a presence in countries from West Africa to Southeast Asia. The group continues to search for areas to grow, and they are redoubling efforts in cyberspace to inspire homegrown violent extremists. “We saw that last year in

the United Kingdom, Spain, Egypt, the Philippines and the United States,” the chairman said.

Coalition forces are clearing ISIS from its last territories in Iraq and Syria, but ISIS “is already evolving to implement a more diffuse model of command and control and operations, And they are looking to maintain relevance by exploiting disenfranchisement and conducting high profile attacks,” he said.

Greatest Danger is Complacency

Al-Qaida is not dead yet, either, and that group is looking to enhance collaboration with its affiliates and increasing its connectivity and access to operatives and targets, Dunford said.

“In short, ISIS, al-Qaida and associated groups remain resilient, determined and adaptable,” he said. “While some areas of sanctuary have been reduced, both groups are operating in a more dispersed and clandestine way, leveraging the internet to keep their narrative alive and becoming less susceptible to conventional military action.”

The greatest danger is complacency, the chairman said. “A misreading of our progress to date and a misunderstanding of the character of the threat may cause political leaders to lose focus on violent extremism while they turn to other

“The character of the threat will be affected by how we address conflicts in places like Syria, Afghanistan, Iraq, Yemen, Libya, Somalia, Chad, Mali and the Philippines,” the chairman said. “As we discussed in our previous gatherings, how we win the peace is most important.

Our collective success in stabilizing, reconstructing, and implementing effective governance will determine the size and scope of the future extremist threat.”

How nations identify, prosecute, deradicalize and reintegrate foreign fighters will also help determine how violent extremism develops — or doesn’t develop — in the future, Dunford said.“One example of the challenge of prosecuting foreign fighters is the situation in Syria,” the chairman said. “Currently, we have over 700 detainees from over 40 countries in … Syrian Democratic Force custody. The progress in returning these fighters home for prosecution has been delayed by political considerations and inconsistent legal frameworks.”

Nations need to address the challenge “and prevent these detainees from becoming the leaders of tomorrow’s extremist organizations,” he said.

Migrants and the challenges of large populations becoming open to radicalization is another problem, the chairman noted.

“Finally, our ability to meet the challenges of extremists leveraging innovations in technology will impact the character of the threat,” Dunford said. “We must develop effective measures to mitigate the risk of extremists using cyberspace and advanced technical means to enhance their communications, recruitment, logistics and lethality.”

Wearable Technology It is almost impossible to find any electronic device that doesn’t offer a wireless function in 2018. Often these devices are made to be worn by design and incorporated into your daily life. Wearable technology is one of the biggest conveniences of modern life, but it also poses one of the biggest security concerns too. You are probably familiar with wearable tech such as Smart Watches and FitBits. While they are conven-ient and stylish, they can be just as dangerous to your own privacy and the integrity of IT assets around you. This is why in this month’s Cybersecurity Bulletin, we will walk you through some of the security con-cerns facing the Air Force and the DoD today.

Threats & Vulnerabilities Personal wearable fitness devices, digital glasses, medi-cal devices, and smartphones are advanced in the way they collect information, which is what makes them appealing. However without the right security controls, it puts you and the AF at risk for being hacked. The Wing Cyber Security office frequently gets asked, “Why is this such a problem for the Air Force? I feel like I should be able to wear my fitbit/apple watch, etc, at work.”

AFMAN 17-1301 para 5.10.4 acknowledges this type of technology in classified processing areas and DENIES its usage. Here are some vulnerabilities listed below:

• Bluetooth Capabilities: Wearable technology uses Bluetooth to stay connected with other devices. This poses a security concern because its firmware and OS can easily be exploited by remote attackers.

• Geolocation: Some wearable technology will track your location through GPS services. Letting others who hack your device know exactly where you walk in your building.

• Cloud connections: make wearables vulnerable: wearables are connected to cloud apps which are targeted at entry points to the network and voice activation could be hacked.

Tricare Prime Suffolk opens summer 2018

Traffic calming serpentine

In accordance with Department of Defense guidance regarding defending installations, Fort Eustis will implement a traffic calming serpentine as a measure to increase the installation’s security posture May 1, 2018, on Washington Blvd outbound lanes. The serpentine will reduce the number of outbound lanes from three to two. This will impact outbound traffic, especially during rush hour. The serpentine will remain in place until completion of the Active Vehicle Barrier project which is expected in the month of August 2018.

Pharmacy hours expanded

Effective immediately, the hours of operation for the Langley Hospital and Satellite Pharmacies will expand to better serve patients. Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Additionally, no commercial vehicles are allowed access to NASA property.

Join the new Life Lessons over Lunch the first and third Thursdays of the month from 11:30 a.m. to 12:30 p.m., in the 633rd Mission Support Group Conference Room. The Langley Chapel offers this marketplace initiative where participants meet on a regular basis to view a DVD message over lunch, providing a unique opportunity for participants to enter an environment in the workplace where they can consider relevant insights around personal and professional challenges. Air Force Reserve hosts Palace Front-Palace Chase informational sessions

The Air Force Reserve will host Palace Front-Palace Chase informational sessions the 2nd and 4th Wednesday of every month at 10 a.m., in the 633rd Force Support Squadron auditorium, building 15 in Wing B, room 203. Palace Front is available to Airmen within 180 days of their projected separation date.

Palace Chase is reserved for Airmen over 180 days from separation who are interested in separating from Active Duty early.

Transportation Museum change to hours of operation

The United States Army Transportation Museum on Fort Eustis hours of operation has changed. The previous hours of Tuesday through Sunday from 9 a.m. to 4:30 p.m., has changed to Tuesday through Saturday from 9 a.m. to 4:30 p.m.

Trespass Notice

The Langley small arms firing range, adjacent area and the bullet impact area to the rear of the range are off-limits to all personnel. The firing range maintains 24-hour operations, seven days a week and is not open for the use of privately owned weapons. Due to gunfire, trespassing in this area is illegal and dangerous.
