The Christmas SPIRIT Foundation, FedEx Corporation and 18 tree farmers worked together to bring holiday cheer to military families by delivering 350 free, live trees to Joint Base Langley-Eustis for active-duty families, Dec. 1.

Due to a nationwide tree shortage this year, live tree prices have increased significantly. In years past, the program has been open to active duty, Reserve and National Guard service members, as well as Department of Defense civilian employees; however, this year ’s limited supply meant trees were only available to active-duty members and spouses.

Fort Eustis has participated in the Trees for Troops program for 10 years, receiving up to 600 trees each year to help service members and families save during the holiday season.

Holiday tree lights up the night

Children and adults alike gathered at Seay Plaza for the 62nd Annual Holiday Tree Lighting celebration at Joint Base Langley-Eustis, Va., Dec. 1, 2017.

Hosted each year at the beginning of December, the celebration brings U.S. service members and their families together to welcome the holiday season.

To help the crowd feel the holiday spirit, the U.S. Army Training and Doctrine Command Band filled the air with carols as holiday lights covered a helicopter, cargo truck and locomotive

engine car.

AudreeAna Johns, age seven, daughter of U.S. Army Sgt. Matthew Johns, 221st Military Police Detachment military police officer, assisted Maj. Gen. Paul Benenati, TRADOC deputy chief of staff, and Col. Ralph Clayton III, 733rd Mission Support Group commander, to light up the holiday tree.

Johns said lighting the tree was her favorite part of the celebration and she “wishes everyone a merry Christmas.”

you haven’t talked to in a while. It’s time to give back and help others.”

This event was just the start of the series of holiday celebrations throughout the month of December for JBLE. For those unable to attend the tree lighting ceremony at Fort Eustis, Langley’s Holiday Tree lighting celebration will be hosted at Dodd Circle at 6 p.m., Dec. 8.

Fort Eustis has participated in the Trees for Troops for 10 years CONTINUED FROM 3 “My wife and I have two small kids and it helps so we can spend that money on Christmas presents, or on gas to get home to our families,” said U.S. Air Force Staff Sgt. Cody Bettac, Air Combat Command Headquarters cybersystem operations supervisor.

“It’s a huge morale booster to see this support for the military community, and we appreciate everybody who donates trees to the program.”

According to Michael Farist, 633rd Force Support Squadron warehouse manager, families are encouraged to arrive early because trees go fast. This year was no exception, as the line had already stretched around the parking lot before the event even started.

In less than 30 minutes, 175 farmgrown Christmas trees were loaded onto vehicles by U.S. Army Soldiers from the 10th and 53rd Transportation Battalions, 7th Transportation Brigade (Expeditionary) at Fort Eustis’ Schultz Plaza. Another 175 were delivered to Bethel Park, where only 50 remained after the first 30 minutes.

“We start at nine o’clock, but if you get here at nine, you’re probably not going to get a tree,” said Farist. “We request as many trees as we can, but we didn’t get a lot this year because of the tree shortage; we just wish we could get more trees so we could help more military families.”

Flying safe with smaller aircraft

While the pilots of Joint Base Langley-Eustis are ying helicopters and jets daily in support of the mission, some individuals y aircraft on a much smaller scale such as unmanned aerial systems, better known as recreational drones.

While ying UASs it is important to be safe, know your surroundings and follow the rules, especially on or near a military installation. “It’s important that someone operating a piece of equipment like this (UASs) does it with responsibility and part of that responsibility is operating within the rules and the authorized parameters,â€? said John Musser, Felker Army AirďŹ eld airďŹ eld manager.

According to the JBLE Integrated Defense Plan, all UASs must be registered with the Federal Aviation

Administration at www.faa.gov before ight and all operators must be at least 13 years of age.

The JBLE IDP also stated in that UASs are permitted to y at any time between 30 minutes after sunrise and 30 minutes before sunset.

While ying on JBLE, operators are only allowed to y at the Bethel Family Camp and Murphy Field and are not permitted to y higher than 100 feet, and must y below surrounding features like agpoles, trees, etc. “As the operator you must maintain your (UAS) within your line of sight,â€? said U.S. Air Force Capt.

Gene Walker, 1st Operation Support Squadron airďŹ eld operations ight commander. “You cannot y it if you lose sight of it and if you do, you must call AirďŹ eld Management to say that you lost sight of your drone and where the last known location was.â€?

If an operator wishes to y outside or within ďŹ ve miles of JBLE or an airport, that individual must contact the locations air trafďŹ c control tower to ensure they are disrupting any operations. However, if a UAS is being own at the two authorized locations on JBLE, that individual does not need to contact the control tower. “Unauthorized use of a UAS can have multiple negative consequences,â€? said Musser. “The safety of maned aircraft operations conducted at Felker AirďŹ eld or at the Langley AirďŹ eld is very important. If you have an unauthorized ight in our airspace or a ight not following the rules, you can risk manned aircraft operations and lives.â€?

JBLE Fire Department makes leap in technology

Fire suppression on Langley Air Force Base has taken a step up in technology with the newest fire truck, which joined the 11 “big truck” vehicle fleet at the 633rd Civil Engineer Squadron Fire Department, during Fall 2017.

The Striker 3000, a 39 and half foot, 3,000-gallon high performance fire truck, brings new and improved technology to the flightline and community.

“Having the new fire truck online and in action, brings capabilities that we have never had on Langley, allowing the fire department to be ready for any type of call we receive, “said U.S. Air Force Tech.

Sgt. Michael Tellish, 633rd CES station captain. “The water flow alone can do four times more than our previous vehicles, making a tank of water last upwards of

nine minutes.”

The first noticeable difference of the truck is the front bumper that is equipped with a high-pressure nozzle. Controlled by an electronic joystick, this nozzle produces a smaller droplet size of water.

The smaller droplets absorb the heat of the fire faster and suppress it with less water, said Antonio Blackwell, 633rd CES fire department driver operator.

“Everything is tailored as you walk in to the cab, so the driver can reach everything, allowing him to solely drive it if necessary,” said Blackwell. “This is probably the best crash truck we have in our fleet and it goes above and beyond.”

Attached to that high-pressure nozzle is the gray scale infrared camera, giving the driver and crew chief the ability to find hot spots inside an aircraft or structural fire.

HAMPTON, Va. — Members of the Better Options for Single Soldiers program at Joint Base LangleyEustis helped restore the oldest and largest AfricanAmerican cemetery in Hampton Roads, Dec. 2.

Pleasant Shade Cemetery, located on the border of downtown Hampton and Newport News, dates back to 1888 as the final resting place for more than 15,000 African-Americans. The owner abandoned Pleasant Shade several years ago, leaving many gravesites to now be overrun by grass and brush.

Artisine Mears-Lang, who has family buried at Pleasant Shade, created the East End Neighborhood Association in 2011 to preserve the cemetery. Small community organizations and churches have since helped the restoration project, but much more work is yet to be done.

In hopes of complete the restoration sooner, the association turned to local military units to find volunteers.

“We serve the people--of our communities in both peacetime and wartime,” said U.S. Army Command Sgt. Maj. Eric Vidal, 733rd Mission Support Group command sergeant major. “Knowing the historical value of this place and the foundation these people laid for their community, it’s vital that we do our part to help restore the beauty of this cemetery to honor those buried here.”

More than 60 gravesites have been uncovered since BOSS and other military and civilian volunteers began working with the restoration project during two visits, but more help is needed.

“There are a lot of graves still covered by trees and brush, and the more help and maintenance equipment we can get, the more we can bring to light to honor the deceased and their families,” said Spc. Victoria Porter, JBLE BOSS president. “We basically have our own museum right here, and we at BOSS want to do everything we can to help this organization restore something beautiful.”

BOSS and other military volunteers plan to host

another restoration day at the cemetery in late February or early March 2018. They will be in need of manpower, chainsaws, protective gear, trucks to haul debris and other lawn equipment.

AF Installation Cyberattack Plans tested during national grid exercise

WASHINGTON (AFNS) — Recently, 32 Air Force installations and representatives from Headquarters Air Force took part in the two-day national Grid Security Exercise IV, or GridEx IV, to simulate a coordinated response to cyber and physical security threats to North America’s electricity grid and other critical infrastructure.

GridEx IV, the largest exercise of its kind, brought together more than 6,500 participants from 450 government agencies and private industry from the U.S., Canada and Mexico. During the exercise, participants from the Department of Defense, civilian federal agencies, state and local entities, banking and telecommunication sectors and utilities simulated how they would respond to, recover from and facilitate the restoration of damaged grid infrastructure.

“The Air Force recognizes the resiliency of the energy grid, but also understands both nature and adversaries could separate our missions from the electrons they need,” said Mark Correll, deputy assistant secretary of the Air Force for Environment, Safety and Infrastructure.

“Participating in exercises like GridEx IV, allows us to test our preparedness plans and ensure the Air Force has resilient energy capabilities to assure our critical defense missions continue during a reallife crisis.”

One of the main objectives of the

exercise was to identify communication friction points and look for possible solutions.

Staff from Joint Base Langley-Eustis, Virginia, were among the Air Force participants in the exercise.

“Our participation in GridEx provided a great forum to work with our key mission partners and utility service provider,” said Dan Porter, 633rd Civil Engineer Squadron base energy manager. “It helped to improve our lines of communication, increased our collaborative efforts and elevated the importance of JBLE’s energy assurance plans.”

“We are stronger when we put our capabilities together,” added Correll.

“Sharing information and coordinating resources among public and private efforts will increase the readiness of our installations now and will improve their resiliency in the future.”

The North American Electric Reliability Corporation, a not-for-profit international regulatory authority whose mission is to assure the reliability and security of the bulk power system in North America and the sponsoring organization for GridEx IV, is currently working on a public report of recommendations and lessons learned.

The report is scheduled for release in early 2018.

FORT IRWIN, Calif. — Secretary of the Army Dr. Mark T. Esper underscored his commitment to building an even more agile, lethal and technologically advanced combat force during a visit to the National Training Center Dec. 1.

Just two weeks after his confirmation as the Army’s top Civilian leader, Esper traveled to NTC to observe firsthand how units prepare for battle. Enhancing Army readiness is a top priority for the secretary, and NTC is a key component of that effort. The training center is the proving ground for the Army’s Brigade Combat Teams, where units face the toughest, most realistic combat scenarios at a scale unparalleled by any other environment.

“It’s a privilege for me to come and spend time out here at NTC,” Esper told infantry Soldiers from the 1st Armored Brigade Combat Team, 1st Cavalry Division out of Fort Hood, Texas, which was finishing a training rotation at NTC. “There’s a high-end fight out their waiting for us. This is where we’re going to learn.”

During his visit, the secretary met with commanders and Soldiers to discuss initiatives to grow the mission

capability and combat power of Army forces.

One area of focus, he said, is streamlining training tasks so units can dedicate all their time and energy to honing mission-essential skills and maneuvers. That includes eliminating extraneous, irrelevant training and transitioning classroom instruction, as much as possible, into missionoriented exercises.

Another line of effort is ensuring units receive the resources necessary to widen the United States’ advantage over its adversaries. That effort starts with high-quality personnel, and Esper reiterated that the Army will continue to enforce the most rigorous standards for recruits. He also emphasized the need to get modernized equipment and the latest technology into the hands of Soldiers more quickly, and to ensure that Soldiers have the training and experience to be able to operate and maintain that equipment at the highest level.

The end goal is building a force that can deploy anywhere in the world and win the toughest fights against the most advanced adversaries. That’s where the complex scenarios replicated at NTC come into play.

for the secretary and NTC is a key component of that effort CONTINUED FROM 10 While its mountainous Mojave Desert landscape evokes the battlefields of Central Asia, NTC is constantly innovating to simulate the latest emerging threats across the globe — from drone attacks, to contested air superiority, to cyber and electronic warfare that disrupts communications.

Those threats are added on top of all the other challenges units must confront. Each NTC rotation is designed to encompass the entire spectrum of combat. Among the obstacles units face are a free-thinking, peer-level opposing force, chemical weapon attacks, insurgent and criminal forces, logistical problems, and a suite of ethical dilemmas and distractions presented by civilian role players.

“If you really want a unit to be ready, you have to train at this level and this tempo,” said Brig. Gen. Jeff Broadwater, commander of NTC and Fort Irwin.

The strain of an NTC rotation reveals

valuable lessons about which tactics, and which technologies, work under real-world combat conditions. Esper discussed these insights with NTC leadership, as well as with commanders and Soldiers from the current rotational unit. He reaffirmed his dedication to modernizing the Army’s technology to give U.S. forces an edge over the most sophisticated opponents.

Yet even with technological advances, Esper said the Army must remain committed to the mastery of basic warfighting skills, such as reading terrain and navigating without the aid of electronic systems. Chief Wright to Airmen: Know AFRL team takes top honors at international Artificial your retirement options

Wright WASHINGTON (AFNS) — If I had to pick just one thing I’m most passionate about as the Chief Master Sgt. of the Air Force, without a doubt it would be taking care of our Airmen and their families professionally, physically, spiritually and financially. I’m a firm believer that these four things go hand in hand. In order to be the best, most resilient Airman possible, you have to balance your professional, physical, spiritual and financial wellness.

This is why I’m always looking to arm our Airmen with knowledge to help them grow and make the best decisions possible in their lives.

Part of arming our Airmen with knowledge means providing them the tools necessary to understand and smartly plan their long-range financial goals. But this planning isn’t just for Airmen with families; it’s vital for all Airmen.

Beginning Jan. 1, 2018, the Department of Defense will transition to the Blended Retirement System. If you haven’t heard about BRS, you need to get up to speed now and learn all you can. I need each of you to take an active interest in your financial planning by using every resource we’ve made available to learn about the BRS. The BRS gives Airmen an opportunity to save their money in a portable Thrift Savings Plan while receiving matching government funds at the same time. This is the most basic layman’s description of the program, which is why I need you to arm yourselves with all of the research and information available. To help you, our Air Force leaders have put together a team of experts ready to provide extensive training. Certified personal financial counselors are available at your Airman and Family Readiness Center. These experts cannot decide for you, but they can help you evaluate which retirement plan is best for you. Every Airman’s situation is different, financial goals are unique to each Airman and there is no “one size fits all” decision.

Airmen who enter the Air Force on or after Jan. 1, 2018, are automatically covered by the BRS. Active component Airmen serving now and those who enter the Air Force on or before Dec. 31, 2017,

will be grandfathered under the current retirement system. Airmen with fewer than 12 years of active service on Dec. 31, 2017, or Reserve Component Airmen with fewer than 4,320 retirement points as of Dec. 31, 2017, have the choice to opt into the BRS. Reserve Component members’ “retirement points” and retirement eligibility for the defined benefit are the same under the BRS as under the current retirement systems. The opt-in window for BRS will run from January 1, 2018 through December 31, 2018.

Make your decision knowing only you can determine which system is best for you, and understand that if you opt into BRS, it is irrevocable. You only have one chance to make this choice, so it’s imperative you and those involved in making financial decisions for your family fully understand the pros and cons of both retirement systems.

I encourage each of you to take all of the training available on ADLS and utilize the BRS comparison calculator on the Military Compensation website (http:// militarypay.defense.gov/Calculators/) before making an appointment with your base financial counselor. The calculator provides a comparison between the current retirement system and the BRS. Doing your homework and preparing your questions ahead of time will help you get the most from your financial counseling appointment. I would like to see all eligible Airmen trained as soon as possible to give everyone time to really think about their options and be fully prepared before making this lifeimpacting decision.

There are pros and cons to every major decision we make, and this holds true for both retirement plans. I can’t tell you what to do. I can’t tell you what’s best for your family. All I can tell you is that you need to arm yourself with knowledge. Check out the training, talk to people who can provide you with objective advice, talk to those who will be most impacted by your decision and execute your plan knowing you made the best decision for you and your family.

WRIGHT-PATTERSON AIR FORCE BASE, Ohio (AFNS) — As part of an increased commitment to autonomy research, a team from the Air Force Research Laboratory at WrightPatterson Air Force Base recently entered and won the Large-Scale Movie Description Challenge at the 2017 International Conference on Computer Vision in Venice, Italy.

“International open competitions such as the LSMDC provide an objective assessment of the latest stateof-the-art in cutting edge Artificial Intelligence technology,” said Dr. Vincent Velten, AFRL’s Multi-Domain Sensing Autonomy Division Decision Science Branch Technical advisor.

The goal of the LSMDC was to automatically generate a simple one sentence description of the actions or activities that occur in a 4-5 second video clip from a movie. Participants were given access to a training data set of clips and associated human generated sentences and were required to provide an algorithm for independent human evaluation against a blind test set of movie clips.

The AFRL team, comprised of Dr. Scott Clouse, senior research engineer at the Decision Science Branch; Oliver Nina, a PhD student from Ohio State University and also a research intern on a Defense Department Science, Mathematics and Research for Transformation, or SMART, Scholarship for Service fellowship at AFRL; and Nina’s advisor, Dr. Alper Yilmaz, also from OSU, were victorious over world leaders in Artificial Intelligence research such as Facebook AI research, the University of Toronto and Ecole Polytechnic de Montreal.

“This result prominently places the AFRL team in the AI research field and demonstrates an advanced technology that is a key enabling component of Air Force autonomy goals,” said Velten. “This technique can eventually be used to automate the screening of video streams to alert operators to

operationally important events for systems such as Predator/Reaper and Global Hawk.”

Nina said humans, in the form of a three-judge panel, evaluated the submitted algorithms rather than computers as in previous years.

For people who are hearing or visually impaired, enjoying a commercial film sometimes requires additional support beyond the traditional format. That may be provided by some kind of accessibility to that media. One of the means of doing that are audio descriptive services that provide sort of an audio book version of the film so people can enjoy it, explained Clouse.

The goal of the LSMDC challenge was to produce a system that can turn such a film into this audio description format.

“Currently, they’re produced in kind of a theatrical way, just like the film is, where you have writers converting a script or a screenplay into more of a prose format,” said Clouse.

“The reader then has to be skilled enough to convey the information in a more theatrical type of way. Then the movie dialogue plays along as it would normally, so they kind of have to interject as they go with the film.

In addition to the dialogue, you want to describe what’s going on. That’s the point of descriptive services for people, who in particular, are visually impaired.”

The point is to generate these services in an automated way to cut down on the cost of generating the capability, explained Clouse.

“Because of the cost and time required to produce these kinds of descriptions, it is not easy to access them for a lot of different films and television shows,” said Clouse. “There are a very limited number of these available. It’s a very human intensive process to generate these materials so it’s the fundamental limitation of the throughput of people.

If you can generate them automatically, then you’ve got a nice description as well as the audio that goes along with the film.” » See AFRL TEAM | 13

“Video is very popular with the sharp end of the Air Force because people very naturally deal with watching video and understanding what’s going on there,” added Velten. “However, there is a lot of it and not that many people to do the equivalent of this sort of function for a military application.”

Analysts may have to watch 50 hours of video to find 5 minutes of something interesting that’s militarily pertinent and matters for intelligence purposes or even for doing a special operations mission rehearsal, said Velten.

“This sort of technology would allow us to index clips, like you would in a library, and just show us the interesting parts. The nice thing is that there’s a civilian analogue to it and so there is a lot of great civilian research and the AFRL team showed they are at the forefront of that. The real motivation for the military is to be able to sort through enormous amounts of video and describe actions that are going on,” said Velten.

The team worked with 101,000 short video clips that were provided for this year ’s competition. The algorithm they developed takes the video clips and produces a sort of abstract summary that is then translated into human-readable phrases.

“A great deal of computer crunching was required to do this and the team was able to use the super computer called Thunder at AFRL’s Defense Department Supercomputing Resource Center,” said Velten.

Thunder is part of the DoD High Performance Computing Modernization Program. Velten added that without Thunder, the research would not have been possible.

“We’re trying to mimic what the brain is doing,” said Nina. “We can help the blind, or the visually impaired.

Together we can reach great goals to help humanity and to help the Air Force defend our country.”

Clouse indicated there are many significant improvements yet to be made, but with being able to take advantage of all the data and compute they have now, there’s a path to making leaps and bounds in improvements in a lot of different facets of life not yet achieved.

“The whole point is to produce systems that can have more human-like qualities in terms of their ability to not only produce output from fairly limited input, but also to produce output that human beings can trust. This is a very difficult problem.

“Obviously, this has enormous defense applications, but even larger societal and commercial applications.

There are some potentially very impressive things right around the corner,” said Velten.

Marriage Enrichment Program

The Fort Eustis Regimental Memorial Chapel is hosting a Joint Base Langley-Eustis communitywide Marriage Enrichment Program. Sessions meet Thursday evenings, from 6 to 8 p.m., Sept 14, 2017 through May 17, 2018, in the RMC Lounge, 923 Lee Boulevard, Ft. Eustis. The Marriage Enrichment sessions are on “Making Your Marriage Your Priority!

Love, Honor, and Cherish.” The Marriage Enrichment program is for married and engaged couples, spouses of deployed, Active Duty, Reserve, National Guard and Retirees. U.S. Army Officer Candidate School Alumni Association 2018 reunion

The U.S. Army Officer Candidate School Alumni Association will host a reunion from March 25-29, 2018, at the Columbus Marriott Hotel, 800 Front Avenue, Columbus, Ga. 31901. The association represents all Army officers commissioned through any Officer Candidate School, regardless of previous locations or branch affiliation. The event will include a Hall of Fame induction ceremony, reception, and formal dinner, including the presentation of the Patterson Award.

There will also be demonstrations and briefings at Fort Benning highlighting developments related to the OCS program and OCS candidate interactions.
