First responders from the state of Virginia and city of Virginia Beach, who assisted in the aftermath of the April 6 crash of an F/A-18 Hornet, were publicly thanked during an informal event at the Oceana Officers’ Club July 16.

Eisenhower is on a regularly scheduled deployment in support of Maritime Security Operations (MSO) and Theater Security Cooperation (TSC) efforts in the U.S. 5th and 6th Fleet areas of responsibility. MILLINGTON, Tenn. (NNS) — The Navy released additional guidance for the Voluntary Sea Duty Program (VSDP) which provides incentives to Sailors who extend at sea or return to sea duty early officials said, July 13.

“This program allows Sailors and their families to stay in their same duty location or relocate to a duty location of their choice,” said Capt. Kent Miller, director, Enlisted Distribution Division, Navy Personnel Command (NPC). “Applicants may also be eligible to defer Perform-to-Serve (PTS), providing an opportunity to enhance their record with operational duty.”

Forty-five years ago, while operating on Yankee Station off the coast of Vietnam, 134 Sailors lost their lives during a catastrophic flight deck fire on board USS Forrestal (CVA 59). In honor of those fallen shipmates and of the surviving crew members, the USS Forrestal Association holds an annual memorial service at the Naval Engineering Training Site Norfolk Farrier Fire Fighting School, located in the Norfolk International Terminal on Hampton Boulevard. All hands are invited to join the survivors of the tragedy to pay tribute to fallen shipmates.Working uniform or equivalent civilian attire is appropriate.

Four establishments added to military off-limits list From Navy Region Mid-Atlantic Public Affairs

The safety and security of all service members is a priority with the Department of Defense. The JAFDCB is an investigative committee composed of members from each military service and civilian advisers, who work with local law enforcement agencies and local businesses to identify conditions which may adversely affect the health, safety, welfare, morale, and discipline of the armed forces.The offlimits order applies to all military personnel — active duty and reserves.This restriction is effective immediately and can remain in effect indefinitely in accordance with armed forces policy.

Establishments are given the opportunity to notify the JAFDCB in writing that corrective actions have taken place.

Removal from the list will be considered by the JAFDCB upon presentation that satisfactory corrective action has been taken. Failure to respond will result in the board making a request for establishment representatives to appear in person at a formal hearing of the JAFDCB. The establishments will remain on the off-limits list until the next scheduled meeting of the JAFDCB, where it will be determined whether they will remain on the list or whether they will be removed.

BY CMDR. VINSON MILLER NAS Oceana Command Chaplain My first tour as a chaplain with Marines, I had been on deck for two days before deploying for more than seven months. Getting to Okinawa, I was on the last “string” so the good field gear had already been taken. My“H”harness,an item no longer in use in the Marine Corps of today, had been chewed on. In those pre “MOLLIE” days I was the recipient of a hodgepodge of gear of which I had no doubt had been used in Viet Nam. Then came the uniform inspection. My commanding officer was big on camouflage and it was expected that one’s Kevlar helmet would have its silhouette welldisguised.

One by one, the colonel stood in front of each Marine and Navy officer, and yanked down hard on the fabric affixed to our helmets. Only two of us passed; the battalion doc and myself! Doc had used “3-0 silk” designed for stitching up wounds. I used brown coat thread for mine, which hangs in my office as favorite reminder of my beloved Marines.Doc and I had spent hours on our respective handiwork with the stitching difficult to spot, to our CO’s surprise!

It was important being among the few Sailors in the command to not fail... something Sailors who’ve had the privilege to serve alongside Marines understand. Doc and I stood proud and satisfied with our work. However, the focus wasn’t us. It was the desire to both well represent our Navy and especially to honor our Marines,and if Marines express annoyance when bested, then down deep they feel that their standard has been honored and respect rendered.

But what of our faith life and the question of whose standard have we honored in the fullness of our life — in and out of uniform? Whether it is to equal or surpass, does our behavior point beyond ourselves to our creator?

There is profound counsel in the simplicity of “... do it all for the glory of God” as written in I Corinthians 10:31.That doesn’t mean we have everything so well-sewn in place spiritually that some threads won’t come loose when tugged hard by the circumstances of life. Lincoln concludes operations in support of OEF

GODBEE USS Abraham Lincoln Public Affairs USS ABRAHAM LINCOLN, At Sea (NNS) — Aircraft assigned to Carrier Air Wing (CVW) 2, embarked aboard the Nimitz-class aircraft carrier USS Abraham Lincoln (CVN 72), completed their final combat flight operations in support of Operation Enduring Freedom (OEF) this deployment July 9.

Currently deployed with Carrier Strike Group (CSG) 9 since December 2011, CVW-2 launched its first flights in support of OEF in February.

Since then, CVW-2 aircraft have flown more than 2,200 sorties in excess of 13,000 flight hours with a 100 percent completion rate.

“We’ve been flying missions flawlessly in support of OEF for nearly six months now,”said Rear Adm. Mike Shoemaker, commander, CSG-9.“This is the strike group’s second deployment in less than two years, and the level of expertise our air wing Sailors have demonstrated over that time is remarkable. I couldn’t be more proud of this team for the consistently superb support we’ve provided our coalition troops on the ground in Afghanistan.”

Calling all volunteers

Lt. Cmdr. David Whitmer, a pilot and the operations officer for the “Vigilantes” of Strike Fighter Squadron (VFA) 151, said the flights CVW-2 squadrons have flown over Afghanistan have been tremendously successful.

“I feel that our mission has significantly contributed to the strategic stability of the region,” Whitmer said. “Our close air support provided vital, prepared protection for coalition forces. While it’s our turn to go home to our friends and family, our thoughts and prayers go out to those who will continue to stand the watch.”

Aviation Boatswain’s Mate (Handling) Airman Charlene Drake said she enjoyed contributing to the success of the OEF mission.

“It’s a great feeling knowing that what I do aboard Lincoln could be saving lives in Afghanistan,” she said. “I’m glad I had the opportunity to help defend our nation. For the rest of my life, it will be something I can be proud of.”

Lincoln is the flagship for CSG-9, which is also comprised of CVW-2, the guided-missile cruiser USS Cape St. George (CG 71) and Destroyer Squadron 9. Following five months operating in the U.S. 5th Fleet area of responsibility, Lincoln entered the U.S. 6th Fleet en route to the U.S. to complete an eight-month deployment.

The Allen Stone Braveheart Memorial Race, hosted by Navy SEAL & Special Warfare Combatant - Craft Crewmen Scout Team, is looking for volunteers.The race honors Allen Stone, a Navy SEAL who was killed in a training accident in 1999.The event, July 21 at 31st Street Park at the Virginia Beach oceanfront, includes a run-swim-run, 5K run and 1-mile Children’s Run. The race starts at 7:30 a.m.Volunteers are asked to be there by 6:45 a.m. to sign in, get a T-shirt and get their assignment.There will be a table set up specifically for volunteers to check-in. Geis explained the event was planned as a way to bring together ďŹ rst responders who had become like a family, after working together for so many days and weeks in the aftermath of the jet crash. “It’s critical that we go together to publicly say thank you to the leadership of Virginia Beach, the ďŹ rst responders, our citizens for everything that they did to lessen the impact of the mishap,â€? said Alexander after the event.

Alexander said the strong relationship and partnership, which includes training together for potential mishaps, was already in place between Virginia Beach and NAS Oceana ďŹ rst responders and contributed to a successful outcome on Good Friday. “The ďŹ rst responders for the city of Virginia Beach had really had an opportunity to practice on aircraft mishaps,â€? said Alexander.

Offering a personal thank you toVirginia Beach MayorWilliams Sessoms who attended,Alexander said,“Relationships are so important to what we do here and the relationship between Virginia Beach and the Navy is so, so important to us‌ I want to thank you from the bottom of my heart for everything that you do‌ I don’t know if we would have had the same success if we had a different relationship.â€?

Noting the “rainbow of uniformsâ€? in attendance, including those of ďŹ rst responders from the Navy,Alexander, who toured the crash site the day after the event, commented how“thank you seems really inadequate.â€?

Like the admiral, the mayor commended all the ďŹ rst responders for the joint training between city and Navy responders that has taken place. Sessoms said he appreciated the admiral and CO stressing the importance of the relationship between city and the Navy.â&#x20AC;&#x153;That relationship is something we all treasure,â&#x20AC;? said Sessoms.

Undersheriff Dennis Free from theVirginia Beach Sheriffâ&#x20AC;&#x2122;s Department was one of those recognized. â&#x20AC;&#x153;I was very humbled [by this recognition].But really in my ofďŹ ce, it was the sergeants, the staff and the deputies who really made this successful,â&#x20AC;? said Free.

Along with those who work for him, Free said the real heroes are the police ofďŹ cers, ďŹ reďŹ ghters, EMS, Navy ďŹ rst responders, the citizens who assisted and the ďŹ&#x201A;ight crew. â&#x20AC;&#x153;We just made sure they had everything they needed; our job was easy,â&#x20AC;? said Free.

For Mawyer, who has been the property manager for 12 years at Mayfair Mews, the public recognition was â&#x20AC;&#x153;a little more than I anticipated. I was really honored to be here.â&#x20AC;?

Mawyer assisted the Navy and the city with accounting for all the apartment complex residents, nearly all of whom he knew personally. He also served as a liaison between the residents and Navy, answering questions and putting residents in touch with the right agencies to receive the services they needed.

More than three months after the mishap, Mawyer is still humble about what he did for others.â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m more than honored to be able to help,â&#x20AC;? he said after the awards. Even after he received his own LOA and posed for a photo with the admiral and CO, Mawyer thanked all the ďŹ rst responders in the room.

Multi-service honors for chief At the conclusion of his retirement ceremony July 12, LSC(AW/ SW) Joselito Rey Sandan from Commander, Strike Fighter Wing Atlantic is piped ashore through a line of multi-service sideboys, including an Air Force captain, during a ceremony at the Dam Neck Annex Chapel by the Sea. Sandan, a native of Kamuning, Quezon City, Philippines, enlisted in 1988 and was designated as a storekeeper. He served on USS Independence (CV 62), FISC Yokosuka, Japan, USS Mobile Bay (CG 53), Destroyer Squadron 15, Naval Magazine Pearl Harbor, USS Carl Vinson (CVN 70), Joint Task Force Intel Support Element, Guantanamo Bay, Cuba, before reporting to CSFWL in August 2010 as the material control leading chief petty officer.

VSDP: Incentives for Sailors who return to sea early — Continued from page 1 VSDP was announced in January to support the Navy’s war-fighting mission of operating forward and maintaining readiness.The program encourages highly trained and motivated Sailors to voluntarily extend their enlistment in their current sea duty billet beyond their prescribed sea tour, to terminate shore duty and accept new orders to a sea duty billet or to accept back-to-back sea duty orders beyond their prescribed sea/shore flow. The sea duty assignment may be on board ships,squadrons or other qualified sea duty assignments.

NAVADMIN 205/12 clarifies 15 items from the initial message.Among the updates: • Sailors in the PTS eligibility window who wish to apply for VSDP must have their VSDP application submitted for consideration no later than the last day of the month, two months prior to their final PTS application.

• VSDP orders will not be cancelled for Sailors who subsequently receive a PTS quota after VSDP orders have been negotiated.

•Sailors on shore duty must submit their VSDP request no later than 12 months prior to their projected rotation date.

•VSDP requests for Sailors who have completed less

than 24 months on their current shore tour will be considered on a case-by-case basis, based on orders requested and current command manning.

•Sailors serving overseas, or in a DoD-area tour, can request to extend their current sea tour, curtail their current shore tour if they remain in the same geographical area, or request back-to-back sea duty in any area of their choice with a valid billet. Consecutive Overseas Tour requirements may apply.

Volunteers will not be required to accept a billet they do not desire. Detailers will work with volunteers during two Career Management System/Interactive Detailing (CMS/ID) cycles to find desirable orders. If no match is found during this time period, their VSDP application will expire and Sailors still desiring VSDP must reapply.

This program does not change eligibility or benefits for the Sea Duty Incentive Pay, which provides eligible Sailors an additional $500 to $1,000 a month for extending their sea tour or returning to sea duty early. Sailors may take advantage of both programs concurrently. Requests will be accepted until Sept. 30.All 1306/7 requests should be forwarded to NPC via the chain of command.

The quiet and unassuming, but highly effective leadership of Strike Fighter Wing Command Master Chief (AW/SW) Bruce Pickinpaugh was recognized during his retirement ceremony, June 29, at the Center for Naval Aviation Technical Training Unit (CNATTU) Oceana.

“From day one, you’ve been there…

You’ve been forceful when you’ve needed to be…Every time you’ve closed the door to that office, I knew that I was going to get the advice that I needed, that the wing needed, the flightline needed.And without fail, every single time, that happened,” said Commander, Strike Fighter Wing Atlantic Capt. Paul Gronemeyer, who praised his CMC for his three years at the wing.

“I couldn’t have done this without you…We couldn’t have done what we’ve done here at the wing without you,” said Gronemeyer.

The guest speaker, retired Force Master Chief Steve Markum summed up some of the many traits that have made his friend so successful, including Pickinpaugh’s work ethic. “Master Chief Pickinpaugh is our version of heroes; quiet strength, unpretentious, confident, hard working, believes in teamwork.”

During their tours together, Pickinpaugh often served as a sounding board for Markum.Another aspect of Pickinpaugh’s personality that impressed Markum was how he put others before himself.

Like the commodore, Markum also praised the master chief for“being the eyes and ears of the entire staff.”

Markum shared brief stories of Pickinpaugh’s hidden talents, including being an avid chef, who prepares most of the family’s holiday meals and likes to experiment with food,to being a skilled auto mechanic who can do 95 percent of his auto repairs himself.

For the master chief, his family has been the major reason for his success.Although his two oldest sons could not attend, his

spouse Michelle Lamprecht, and two children, Nick and Jessica, along with his parents Jean and Ron, were recognized for their many sacrifices. During the ceremony, his parents were also recognized for another milestone they were celebrating that weekend — their 56th wedding anniversary.

For Pickinpaugh, Michelle is the “best thing that ever happened to me…She’s been a rock in my life.”

Throughout their relationship, Pickinpaugh explained that“Michelle pushed me to do the same things I preach to my Sailors that they need to do.”

Markum also shared how Grandma Ann Pickinpaugh sent letters and frequent care packages to her grandson with enough food to share with shipmates, every week up until her death in 1998.“To this day, she

But one of his buddies, who was interested in enlisting and working in the “motor pool,” talked the 18-year-old into accompanying him to the recruiter’s office in their hometown of Golden, Colo.

While the decision to enlist was a surprise to his parents, the CMC attributes his success to his upbringing.“The values and work ethic they instilled in me have everything to do with me being up here today,” said Pickinpaugh.

Gronemeyer added his thanks to the entire Pickinpaugh family for their support of the CMC’s career, which spanned 31 years, including 13 duty stations,on both the East and West coasts.

But back in 1981,Pickinpaugh had no interest in joining the Navy. His original plan was to become a police officer or pursue technical school where he could work with his hands, such as auto mechanics.

While“I wasn’t ready for college,”Pickinpaugh knew he had to have a plan for his life. “My intent was to only do four years and then go home. I had my life plan all figured out at 18,” he jokingly explained in an interview prior to the ceremony.

Although he graduated at the top of his class in “A” school and could have selected nearly any shore duty station, Pickinpaugh chose a tour on USS Enterprise (CVN 65), because. “I joined the Navy to see the world and I wanted the ‘Big E.’” At the end of his first enlistment in September 1985,Pickinpaugh did exactly what

he planned.He left the military,went home and began working at an auto dealership, punching a time clock as an apprentice mechanic.And he hated it; so much so, that he took the advice of an older mechanic he worked with who told him to go back in the Navy.

“There’s nowhere else that has the opportunity like the Navy has. I missed the responsibility,” he explained about his decision to join the Naval Reserves less than six months after leaving active duty.

Able to keep his rank of petty officer second class, the reserve weekends gave him that taste of active duty and by November 1986 — just 14 months after leaving the Navy, Pickinpaugh was back on active service. He was stationed at NAS Lemoore, Calif., where he made first class.

He spent a year on USS Independence (CV 62), which was preparing to change homeports from San Diego to Yokosuka, Japan. He then cross decked to USS Okinawa (LPH 3), where he did a deployment and made chief.

During that tour, he learned several valuable lessons that he used throughout his career.“The big lesson was not to do it all yourself. Don’t be afraid to ask for help,”he said. He also learned to “trust but verify.”

His next tour was at Naval Air Maintenance Training Unit (NAMTRU now — See Retirement, Page 10

THE GLIDERS Buchanan’s unpowered hang glider (which he uses in the daytime act) and the motorized hang glider (which he uses for the night time act), are both designed by NorthWing in Wenatchee, Wash.

Both are registered with the FAA as experimental aircraft with “N” numbers because of the commercial entertainment work he does. Hang gliding has come a long way since the perilous 1970s. Buchanan’s factory-built aircraft are rigorously engineered, stress tested and instruction is mandatory.

Buchanan launches his glider with a custom designed winch system and rolling launch trailer that he designed and constructed specifically for air show take-offs. With his tow vehicle driving on the runway,he lifts off the towed trailer at an air speed of about 30 mph, while constantly talking live over the public address system and he quickly tow-climbs to an altitude of 1,200 - 1,800 feet.The pay-out winch on the launch vehicle, operated by an experienced and trained crew member, spins out up to 3,000 feet of 1/8”“spectra” towline against the applied brake pressure on the winch during his ascent.

CLIMBING TO ALTITUDE FOR THE DAYTIME SHOW To increase the towing distance on the runway or taxiway, Buchanan has the tow vehicle make two Uturns on the runway and performs two challenging “aerial water-ski turns” as the towline slackens and comes tight again in the opposite direction, allowing him to “stair-step” to the desired altitude while remaining in front of the 3,000 - 5,000 feet spectator area. Timing is everything during these maneuvers as you can imagine!

When he releases from the tow-line, a small ram air parachute is automatically deployed and the line is rapidly rewound electrically back onto the winch without the line ever falling to the ground.

— Continued from page 8 known as CNATTU) North Island, Calif., where he was an instructor for AS students, something he greatly enjoyed.After a tour at VAQ-133 at Whidbey Island,Wash., Pickinpaugh reported back to NAMTRU North Island in 2000 and prepared to retire. He went through the Transition Assistance Program (TAP) classes and bought a home in San Diego. But his selection as a master chief changed all of those plans. He terminated shore duty and returned to the East Coast,a location he had not lived for nearly 15 years, to USS Harry S.Truman (CVN 75).

It was on Truman that he was selected for command master chief (CMC) in 2004.

While Pickinpaugh admits he liked being an AS so much that“I didn’t know if I wanted to be a CMC,” it opened up many more opportunities for him. His first tour as a CMC brought him to NAS Oceana to the “Blue Blasters” of Strike Fighter Squadron 34 for two years; a tour that taught him an even greater sense of responsibility.

Pickinpaugh next tackled the job of CMC at Naval Support Activity (NSA) Norfolk for three years. Because the commanding officer of NSA Norfolk also served as the N9 program manager, his job involved a great

deal of travel. With nearly three-fourths of the NSA staff being DoD civilians, Pickinpaugh learned valuable lessons about working with them,something he had very little experience with to that point.

“Civilians bring continuity to the command…I learned to appreciate the value of the civilian workforce, something the military doesn’t always appreciate,”he said.

He reported to CSFWL for his final tour in February 2009. Markum, who served as his “tour mentor,” recommended he take the position of wing CMC and Pickinpaugh was glad he followed that advice. One of the best parts of his final tour was the ability to team up with the Oceana command.

“I’ve had a great relationship with the base CMCs. It’s been nice to be part of a team,” he said.

“They support us and we have to support them,” he said about the base.

In the interview before the ceremony, the master chief offered some final advice to junior Sailors who would like to be in his position someday. “Don’t be afraid to step out of your comfort zone. Make sure you adapt to the Navy; don’t expect the Navy to adapt to you. Use your chief and LPO and don’t be afraid to ask questions.”

The crab is king at this one-of-a-kind event that’s fun for the whole family, taking place at the Virginia Beach oceanfront at 30th Street.

The Mid-Atlantic Hermit Crab Challenge was named to TripAdvisor.com’s 2010 list of the Wackiest Summer Events in America and to the New York Daily News 2012 list of the top 10 Wackiest Festivals in the World.

Along with the Crustacean 500 race, participants may enter the Miss Curvaceous Crustacean Beauty Pageant. At the pageant, hermit crabs are presented in uniquelydecorated displays and judged on beauty and creativity. Hermit crab owners are encouraged to build a unique display for their crab. Past winners have included themed entries like“Spider Crab,”“Hermit the Hulk,” “Beauty and the Crab,” and “Pirates of the Crabibbean!” Awards for winners and special trophies for the Friendliest Crab, Biggest Crab, Shyest Crab, Most Unique Crab Display, Prettiest Crab Shell, Most Athletic Crab and Most Traveled Crab.

All participants receive a medal for being a part of this unique event. Registration be-

Everyone enjoys a good story, and the Virginia Beach Historical Houses newest program is full of them. The “Spirits, Myths,& Mysteries Tour, is a three-hour adventure,discovering some of the ghosts, witches, myths and mysteries that are part of the region’s history. Beginning at the beach, the tour makes three stops, including the Adam Thoroughgood House, the Lynnhaven House and the Old Coast Guard Station.The route encompasses a cross-section of Virginia Beach which a tour guide highlights while guests enjoy a comfortable bus ride. These sightseeing areas include the Cavalier Hotel and Beach Club; the Association of Research and Enlightenment (ARE); First Landing State Park; the Lesner Bridge over Lynnhaven Inlet; the Grace Sherwood statue at Bayside Hospital; Town Center; the Visitors and Convention Center and residential areas.

The tour is designed for adults ($12 each) and children ages 8 and above ($8 each). On Saturdays, participants meet the tour bus by 9:45 a.m. at the corner of 24 Street and Atlantic Avenue. BY MCSN JOHN HAYNES USS Dwight D. Eisenhower Public Affairs PALMA DE MALLORCA, Spain (NNS) — USS Dwight D. Eisenhower’s (CVN 69) (IKE) rugby team, the Ike Maulers, played a hard-fought match against El Toro rugby club in Palma de Mallorca, Spain July 4.

Though the Maulers lost to El Toro 19-7, just taking to the pitch (rugby field) is an accomplishment.

“We could have lost by 50 points, the point is that these guys got to come out and play,” said Senior Chief Aviation Boatswain’s Mate (Handling) (AW/SW) Dennis Parker, coach and player on the Ike Maulers.

The Maulers, made up of crew members of all ranks aboard IKE, fought hard to stay in the game until the very end.

The two teams were scoreless after the first period, but El Toro surged ahead to score twice in the second period and once more in the third.The Maulers finally landed on the board when Damage Controlman 3rd Class (SW) Jorge Gonzalez scored late in the third period, providing the only points for the Maulers. For his efforts, Gonzalez was named the Maulers’“Man-of-the-Match.”

“We did alright even though we lost,” said Gonzalez.“It was our first game so hopefully, we’ll do better in our next match.”

The Maulers and El Toro battled in front of an enthusiastic crowd of Sailors, local residents and several media outlets.

“We had a good turnout of about 150 people,” said Gonzalez.“Local area reporters covered the game, doing arti-

After the match, the players for both teams left all their aggression on the pitch, coming together for a small party featuring food and drinks.

“No matter how competitive the teams are on the field, when the after party begins there are no hard feelings,”said Parker.“There is only laughter, singing and good times.This is a good opportunity for two teams from different parts of the world to get to know one another.”
