Four businesses removed from military off-limits list, two added From Navy, Mid-Atlantic Region Public Affairs Two establishments — Hampton Pipe and Tobacco, 4796 George Washington Memorial Highway, Hayes,Va., and Lazy Days, 839 W. 21st Street, Norfolk, have been formally placed off-limits to all military personnel in Hampton Roads by the Joint Armed Forces Disciplinary Control Board (JAFDCB) for Southeastern Virginia and Northeastern North Carolina. The board works closely with businesses that are considered being placed off-limits to avoid these actions. Mitigation efforts demonstrated by area businesses and communication to the board by the businesses often have favorable results.
