The board works closely with businesses that are considered being placed off-limits to avoid these actions.

Mitigation efforts demonstrated by area businesses and communication to the board by the businesses often have favorable results. The following businesses were removed from the off-limits list Nov. 5.

United we stand, divided we fall

BY LT. CMDR. PAUL GREER NAS Oceana Chaplain One of the things I have learned as a pastor is that politics is one of those taboo subjects to address in church or even write about. The reason is that politics can be very polarizing, which is intentional. Politics is often about comparison and contrast, which can evoke core values, beliefs, ideologies, social constructs, spiritual beliefs and emotions which can unite or create animosity with those who do not think or agree with us.As Americans engaged in a democratic process, we have learned many lessons throughout history on how we can work through differences, heal through the political process and finally come back together with our shared identity as a unified America.

Through one of the darkest days in American history, we experienced the Civil War. Deep beliefs were held on slavery and state’s rights, yet a leader emerged who knew the importance and took the lead in healing America and unifying the country. I think as Americans we must listen again to the voice of Lincoln and his cry for unity.

In his inaugural address Lincoln said,“All this being done in sincerity and truth, let us then rest humbly in the hope authorized by the divine teachings, that the united cry of the nation will be heard on high,and answered with blessings no less than the pardon of our national sins, and the restoration of our now divided and suffering country to its former happy condition of unity and peace.”

The scriptures also have something to say about unity. In Mark 3:25 the scriptures teach, “And if a house is divided against itself, that house will not be able to stand.”This applies in our homes, our work centers, among our family and friends and certainly as a nation.Through every national trial, America has always come together under a common thread and the ties that bind us focusing on our shared common values.It is easy for us to pick out what makes us different,but it takes an intentional effort to find those things that we share in common and draw upon those strengths. This is our task.

In “The Goblet of Fire,” J. K. Rowling wrote,“We are only as strong as we are united, as weak as we are divided.” May the God who gives endurance and encouragement give us a spirit of unity among ourselves (Romans 15:5).

Local schools, military installations come together for ‘Lets Talk Education’ summit

PERDUE Navy Public Affairs Support Element East Navy Region Mid Atlantic (CNRMA) Child and Youth Region School Liaison Office, Joint Military Services School Liaison Committee (JMSSLC), and Old Dominion University (ODU) partnered up to host the “Lets Talk Education” Summit at the Ted Constant Convocation Center Nov. 1.

The summit was developed to bridge the gap between military families, educators and community leaders by providing information regarding stressors associated with continuous transitions, lengthy deployments and support systems for military students.

Motivational speaker, Trevor Romain, a bestselling author and illustrator of an award-winning series of self-help books for children, was the keynote speaker at the event, giving his personal insight on the issues of resiliency and bullying.

“One of the things that I believe we can do to help children be more resilient is to teach them a few things,” said Romain.“Number one:there is no shame in asking for help.

We have to let them know that they are not a baby and that they are not stupid if they ask for help, especially in a military setting.”

Romain explained that many children who grow up in a military setting are pressured into feeling shame when asking for help with problems at school and bullying.

“There is a shame attached to feeling that you may be weak if you ask for help,”said Romain.“I became an author being dyslexic, and if I can ask for help, then anybody can.”

Romain emphasized the fact that children who help other children get through tough times have an easier time dealing with their own discomforts.

“If your dad is deployed or your mom is deployed or not at home,by helping someone else,you are helping yourself too,” explained Romain.

The effect of continuous transitions from one area to another was also a topic that was discussed at the summit.

“The military lifestyle is dynamic, there are always transitions whether it’s a child moving to a new town, a child dealing with a parent leaving or a child dealing with a parent passing away,” said Bianca Martinez, NewsChannel 3 anchor and Navy spouse.“Educators need to be constantly aware of the things that are happing in the military lifestyle, so that kids don’t get left behind.”

According to Martinez, the goal of the summit was to give educators and community leaders awareness on the different dynamics associated with military families and education, and offer ways to handle those issues.

“Communication, I think, is the key for everybody here today,” said Martinez.

Romain concluded the summit with an inspirational challenge to the educators and community leader.

“What we in this room are going to do, should do, and need to do,is be a team and be able to connect and change military children’s lives just by giving them the support and the care that they need.”

PCS orders: window closes Nov. 20 — Continued from page 1 Updated detailing business rules announced earlier this year in NAVADMIN 226/12 eliminated red zone and green zone job advertisements in CMS/ID, and now detailers fill all advertised active duty billets each month using the available Sailors who are in their orders-negotiation window.

Sailors can be more proactive in getting an assignment of their choice by maximizing their choices. Data shows that Sailors rarely apply for more than two advertised jobs. Officials recommend using all five choices when applying.

CMS/ID features a “Sailor Preference” section under the “Sailor Info Tab,” where Sailors may rank duty preferences by type, command, location, platform and community, as well as indicate which special programs and schools they would like, and leave comments for the detailer.

Detailers will always attempt to fill billets using a Sailor’s desired selections first; however, fleet readiness requirements are the guiding factor in filling billets. Detailers must also follow sea-shore flow guidelines outlined in NAVADMIN 201/11, so unless a Sailor requests Sea Duty Incentive Pay (SDIP) or the Voluntary Sea Duty Program

(VSDP) to take consecutive sea duty orders, a Sailor up for shore duty should not be involuntarily assigned another sea tour. It may mean that a Sailor hoping for shore duty in Florida or California may receive shore duty someplace else, where the need is greater.

A single set of sea billets, prioritized by U.S. Fleet Forces Command, and a single set of shore billets, prioritized by U.S.Fleet Forces Command and Bureau of Naval Personnel, are advertised each application cycle as the Navy seeks to fill gaps at sea, and place Sailors with the right experience levels and skill sets into high-priority fleet billets.

Some factors a detailer must weigh when matching Sailors to jobs include the Sailor’s desires, qualifications, career progression and cost to the Navy.

Detailers won’t assign Sailors to advertised jobs until after the close of the application phase, during the detailer selection phase.

Sailors may login to CMS/ID anytime after the detailer selection phase to see if they have been selected for orders.

Volunteers needed for wreath laying ceremony Volunteers are needed to assist with the Horton Wreath Society’s Annual Wreath Laying Ceremony Dec. 15 at the Albert G. Horton Veterans Cemetery in Suffolk. This year’s goal is 4,000 live wreaths with a total cost of $38,000.

Veteran, military and fraternal organizations, Girl Scouts, Boy Scouts and active duty personnel will begin laying the wreaths at 9:30 a.m. A ceremony will follow at 11:30 a.m. at the committal shelter.The ceremony will feature guest speakers, music and a procession from the committal shelter to the last row of graves where active duty members from each service will place wreaths on the remaining headstones. Everyone is invited to attend.

New Holiday Assistance Program offered The Holiday Assistance Program at NAS Oceana and Dam Neck Annex is all new for 2012.As always, HAP is the annual tradition where Sailors and Marines and their families are assisted through the generous spirit of their shipmates.

Previously, full dinners were assembled from food donations, including a frozen turkey, and issued to Sailors and Marines.

Because of the difficulty of managing that program, a new one has been developed.

Selected Sailors and Marines will receive a Thanksgiving and holiday dinner voucher for the local commissary and/or toy gifts will be given via an angel tree selection.

One nomination form can be used for both food and angel tree nominations.

The HAP program will no longer collect or accept canned goods or non-perishable food items or collect toys.This year, mone-

tary donations of cash or check made payable to “Holiday Assistance Program” will be accepted and applied towards commissary vouchers. Special envelopes are available at the Oceana and Dam Neck Annex chapels designated specifically for HAP. Contributors may also elect to purchase vouchers directly from the commissary and submit to the chapel or HAP coordinator. Contributors may also sponsor toy gift requests for a child by selecting an angel from the NEX or commissary angel tree and purchasing the requested gift.

Sailors and Marines can apply for the assistance through their command HAP representative or senior enlisted leader.

Chief Warrant Officer 4 William Windhorst, 48, Marine liaison officer at Center for Naval Aviation Technical Training Unit (CNATTU) from Platteville, Colo. and Lance Cpl. Christopher Ferreria, 18, a student at CNATTU from Orlando, Fla., represented the oldest and youngest Marines present. Marine tradition dictates that a piece of cake be passed from the oldest to the youngest Marine present to signify the passing of experience and the youthful spirit that are hallmarks of the Marine Corps.

Col.William Seely, commanding officer of Marine Corps Intelligence School at Dam Neck Annex, was the guest of honor for the birthday observance. He spoke of how the spirit of the Marine Corps, Semper Fidelis, translated to “Always Faithful,” is present in all Marines, from the most senior officer or enlisted advisor to the newest Marine recruits. During his speech at the observance, Seely shared an experience from his time serving in Iraq illustrating this spirit.

Seely explained how a Marine sergeant was trapped in a building while the rest of the group was under fire. A Marine truck driver used his truck to create an entry way into the building and the group of Marines prepared to

enter the building.As the gunnery sergeant leads the way, he feels a nudge from behind him.The nudge came from the young Marine truck driver.

“It’s the truck driver of all people, just a regular guy, and he says,‘hey gunny, what are you waiting for?’” said Seely.

When the Marines entered the building, there were grenades being thrown and one of the Marines shields his platoon commander; the fallen Marine takes the blast himself.

“Lucky for him, he didn’t get hurt. That’s Semper Fidelis right there. I sleep well at night knowing that I will go into a house for anyone of you and vice versa… To me that’s Semper Fidelis and I hope that means the same for you,” said Seely.

Marines, retired Master Gunnery Sgt. Jimmy M. Hargrove, who served 30 years, from 1948 - 1978.

According to Hargrove, esprit de corps is what motivated him to attend the birthday observance.

“It’s very nice! It’s come a long ways from the old Marine Corps.In the old Marine Corps mess hall,you came in and you stood in front of your table until the officer of the day came in, and when it got real quiet, until he was ready, he would holler ‘seats!’ and you sit down and eat. Other than that you didn’t sit down.You do everything by order and that was the old Marine Corps,” said Hargrove, reflecting on his experience with past Marine Corps birthdays.

“I am a Vietnam vet and a Korean vet…and a survivor,” said Hargrove, with an unwavering youthful spirit.

Also a testament to the pride and tradition of the Marine Corps is a new mural, painted by local Marines, in the NAS Oceana galley, that illustrates the history and progression of the Corps.

According to Master Sgt. Curt A. Clarke, senior enlisted advisor at CNATTU, the wall mural is meant to create a lasting impact on all the Marines that come through this air station.

“They will always have this reminder of what we mean to our nation and what we mean, as Marines, to each other,” said Clarke.“This will continue to be inspiring to Marines on this base.”

The mural highlights the start of the Marine Corps at Tun Tavern in 1775 to the present day technology of Marine aviators.

“With us celebrating our birthday, 237 years of tradition, I think it’s a constant reminder, and with all these people coming out and showing support, I think it means a lot,” added Clarke.

‘Roman Empire’ celebrates Hispanic Heritage Month

BY AZC(AW/SW) RALPH CASIMIRO VFA-106 Public Affairs To celebrate National Hispanic Heritage Month, observed Sept. 15 through Oct. 15, Sailors and Marines of Strike Fighter Squadron (VFA)106,“Roman Empire,” gathered together food selections and resources from within the squadron in honor of the contributions and cultures of Hispanic Americans.

Sailors and Marines displayed and shared some key elements of their heritage during the celebration on Oct. 15 with members of the command, emphasizing individual contributions to the squadron, the Navy, society and ultimately the country.

Aviation Structural Mechanic - Equipment 1st Class (AW) Marco Rivas, event’s master of ceremonies and multi-cultural heritage committee member, opened the event with

a brief history of Hispanic Heritage month.“National Hispanic Heritage Month had its origins in 1968 when Congress authorized and requested the President to issue an annual proclamation designating the week including Sept.

15 and 16 as National Hispanic Heritage Week. By directing that this week should include Sept. 15 and 16, this law celebrated Hispanic Americans and the anniversaries of independence for the Latin American countries of Costa Rico, El Salvador, Guatemala, Honduras and Nicaragua, as well as Mexico’s independence on Sept. 16. In 1988, Congress established National Hispanic Heritage Month,” he explained.

The event’s guest speaker was Senior Chief Aviation Machinist’s Mate (AW/SW) Guillermo J. Merizalde, Blue Maintenance Department, senior enlisted advisor (SEA).

Merizalde’s emphasis was not only on notable Latinos and their contribution throughout history to the nation but more specifically on the contribution Sailors and Marines

of Latino/Hispanic descent have made to the “Gladiators” of VFA-106.

“Here at VFA-106, we have Sailors and Marines from Nicaragua, Spain, Dominican Republic, Colombia, Peru, Puerto Rico, Ecuador, Bolivia, Mexico, to name a few who have directly contributed to the mission accomplishment of VFA-106. These Sailors and Marines are a major influence in the success of deployed units [in] both the Navy and Marine Corps who are currently forward deployed,” said Merizalde, a native of Ecuador.

“I wanted to point out all the notable Latinos who were not thinking about recognition, but those who performed their jobs to the best of their abilities, never compromising their morals and beliefs; to be the best, strive for perfection, never forgetting your values or where you came from,” he added After the ceremony, Sailors and Marines enjoyed a variety of dishes, including Moro, Pollo Guisado, Ceviche, Alcapurria, Vigoron, Cuban sandwiches, tamales and enchiladas.

CPPD: briefing for deputy Chief of Naval Personnel covered Navy counselor courses — Continued from page 4 is the Navy’s course for NC(C)s and Sailors from other ratings who earn the 9588 Navy Enlisted ClassiďŹ cation code to serve a tour as a career counselor. Of the Sailors graduating from the course, 15 to 20 percent are cross-rating to become NCs. Regardless of whether graduates serve the rest of their career as an NC(C) or for a single tour, the job they do is vital to the eet, which makes timely training equally vital, according to Covell, “What CPPD does is critically important to the Sailors in the eet in terms of getting the right gouge out to them so they can make well-informed decisions about their careers,â€? she said.

The brief also reviewed the command’s responsibilities as the CCC course Curriculum Control Authority to ensure the course is up-to-date and relevant to meet eet needs.

Among the current projects discussed during the brief was the CCC course being under revision with a targeted release date of late in Fiscal Year 2013.Anticipated changes include the students getting more hands-on training on core software programs, more robust transition information, and an overall more interactive course ex-

perience.

Another project CPPD is working on to support the eet is the First Term Success Workshop, which is mandated by Chief of Naval Operations Instruction (OPNAVINST) 1040.11 series. This four-hour command-delivered training for E-1 to E-4 Sailors provides them with basic career development information. It is currently under development, speciďŹ cally with ďŹ rstterm Sailors in mind, and is scheduled for release in the Spring of 2013, said Sekeet.

The brief concluded with highlights of CPPD successes in support of NC training, such as the Career Development Board (CDB) training video that was released in April of 2010.“This video is helpful in the eet getting up-to-speed on the basics of conducting quality CDBs,â€? Sekeet said.

At the end of the brief, Covell said CPPD has a good reputation for “all things peopleâ€?and that NC training is a good ďŹ t at the learning center. “NCs will continue to be hugely critical as the economy and unemployment rates change,â€? Covell said.“NCs have to be ready to help both ways in terms of the decisions Sailors make to stay Navy or choose a different route.â€?
