New Resilience Curriculum

Neuroplasticity, as defined in MedicineNet, is the brain’s ability to reorganize itself by forming new neural connections throughout life. It allows the nerve cells in the brain to compensate for injury and disease and to adjust their activities in response to new situations or to changes in their environment.

Throughout life, people experience personal and professional challenges on a daily basis. These challenges can escalate into serious problems if not overcome in time.

Resiliency skills assist leaders at all levels to identify challenges and provide the tools to overcome them.

“The old term used to be ‘bounce back,’” said U.S. Air Force Master Sgt. Robert Berman, Langley Air Force Base lead master resilience trainer. “Well even Chief Master Sgt. Of the Air Force Kaleth O. Wright said last year in his conference that resiliency is a skill that needs to continue, but his thought process was that instead of bouncing back, which is reactive, use resiliency skills to push through.”

According to Berman, most people are capable of overcoming major life obstacles; the issue lies in the day-to-day tasks that bring us down. The skills

from this resiliency training help people analyze themselves in the situation and push through.

“Something I’ve had to teach senior leaders is that we’re going to pay if we don’t help our Airmen be the best that they can be across all the domains of their life; you’re going to pay one way or another,” said Otis West, MRT facilitator. “I can promise you, if we pay on the front side it’s a lot less costly than if you pay on the back side after some mal-adapted behavior transpires.”

During a resilience training March 19 at Joint Base-Langley Eustis, Virginia, West explained the new resilience curricu-

lum to a group of master resilience trainers. The new curriculum focuses on giving Airmen tools that, through daily practice, will help them selfcalibrate and overcome challenges and hardships.

“The most important thing that an individual sitting in a resilience class can walk away with is the skill,” West said.

“If that is not what they walk away with, we are failing as MRTs, because my story is not what’s going to help them deal with whatever challenge or adversity they’re facing in their life, it’s their ability to apply that skill.”

According to Carole Barton, Langley AFB installation resilience manager, these skills are going to help Airmen perform better, be healthier and make better decisions. The direction the Air Force is taking with the new curriculum is to

not just be reactive but also proactive.

“Let’s say you and I work together, knowing these tools and these trades. If you’re having a bad day, as a supervisor I should be aware,” Berman said. “I have the tools to identify some of the issues and help you reprocess some of the things you’re going through. We’re all a team, with green dot and suicide prevention, we all work hand in hand and if you look at the new Air Force instruction, we are all together for a reason.”

According to West, these tools will help Airmen build self-awareness about how different events drive their reactions and take advantage of the brain’s neuroplasticity to retrain and take control of said reactions and how they’re affected.

JBLE TACKLES SUPERFUNDS

The U.S. Air Force Civil Engineer Center Restoration Branch at Joint Base LangleyEustis, Virginia has maintained a partnership with the Environmental Protection Agency since December 1994, to address, clean and maintain economically polluted sites on Fort Eustis.

In response to toxic waste dumps like Love Canal and Valley of the Drums, Congress established the Comprehensive Environmental Response, Compensation and Liability Act in 1980, which aimed to address sites that would require a large amount of funds to restore, known as superfunds.

During an initial evaluation in 1996 by the EPA, 10 areas

on Fort Eustis were determined to need cleanup resulting in JBLE establishing the Installation Restoration Program.

In 2005, Fort Eustis included inactive military ranges and formed the Fort Eustis Military Munitions Response Program with total of 16 sites that require further cleanup action.

Five of the sites cannot be cleaned completely due to manmade chemicals and have been placed on longterm management including Baileys Creek, Browns Lake, Eustis Lake, and Landfills one and four.

The MMRP sites consist of World War II training ranges which were primarily small arms ranges. However, Field

Gunnery Range and Bombing Target H were used as practice bombing ranges by the Air Force, leaving behind traces of black powder that could have been exposed to water, causing it to become extremely unstable.

“We try to work with the installation to use or reuse as much of the land as we can,” said Timothy Blevins, Air Force Civil Engineer Center East Region restoration branch chief. “The main goal is to manage human and ecological risk factors, so installation personnel are not exposed to unnecessary risk.”

Each site listed as longterm management is inspected annually to ensure the selected remedies are still in place and working as designed.

ronmental disasters like Three Mile Island in Dauphin County, Pennsylvania and Tar Creek in Oklahoma.

During the 96th Congress in 1980, a nationwide program was established for information gathering and analysis, which established liability for responsible parties and developing appropriate, cost effective cleanup strategies for contamination.

“Military training is inherently dirty, everything from

smoke grenades, practice grenades and blank rounds,” said Blevins. “We made a lot of messes, particularly during World War II, and what we are cleaning up are old World War II ranges. Our goal is to make sure, where we can, identify the contamination and take the necessary steps to litigate the risk exposure to humans and ecologically.”

The new CLICK2GO

The Defense Commissary Agency’s online shopping/curbside pickup service, known as CLICK2GO, became available to Fort Eustis Commissary shoppers March 1.

“We are continuously looking at ways to improve our patrons’ shopping experience, and our upgraded business systems allow us to expand our CLICK2GO program,” said retired Rear Adm. Robert J. Bianchi, DOD special assistant for commissary operations. “This helps provide the convenience that fits our customers’ busy lifestyles.”

Using CLICK2GO is a straightforward process. Authorized commissary shoppers access the system

via the agency’s customer portal, MyCommissary. An initial sign-up is required the first time patrons access MyCommissary. On DeCA’s website, Commissaries.com, they can also access the portal and learn more about the service at the site’s CLICK2GO section.

Once in CLICK2GO, patrons select from commissary products offered online based on the store’s stock assortment. After products are selected, the patron selects a pickup time and completes the checkout process. The only thing left to do is arrive at curbside at the appointed time, and pay. Commissary workers will load the groceries in the shopper ’s car and they will be on their way. Fort Eustis CLICK2GO customers won’t be charged a service fee through

“I’m excited for our customers to be able to do internet shopping,” said Ramon Miller, store director.

“Many have been asking about it for some time. Well now, our shoppers can enjoy this new service.”

The new CLICK2GO at Fort Eustis is the start of an agency expansion of the online ordering/ curbside service tied to the ongoing deployment of its new business system. DeCA began its pilot program for CLICK2GO in 2013 at Fort Lee, Virginia, Offutt Air Force Base, Nebraska, and Travis Air Force Base, California. The pilot allowed DeCA to learn from the process to improve the program. These locations will continue to fulfill internet orders until June 1 when the contract for the pilot services expires.

Fort Lee, Offutt and Travis will eventually receive the new CLICK2GO program as the agency’s new business and checkout systems are installed in commissaries worldwide over the next four years. The commissary at Naval Air Station Oceana, Virginia, will be the next store to receive the online ordering/curbside pick-up program at a time to be determined. Not all stores will receive the service. A variety of factors, including sales and transactions, existing infrastructure and demographics, will determine if a commissary is suitable for CLICK2GO. Willie Watkins, DeCA’s eBusiness chief, credited the pilot locations with giving the agency the lessons learned and performance data to eventually deploy the new CLICK2GO. “In today’s busy world, convenience is key,” Watkins said. “We’re pleased to bring the convenience of this new CLICK2GO service to our Fort Eustis shoppers. Right now,

products and prices display much like a sales flyer, but as the system becomes more robust it will feature more information shoppers find useful such as product ingredients.”

Getting ready to PCS By 633d Air Base Wing Public Affairs 633D AIR BASE WING PUBLIC AFFAIRS JOINT BASE LANGLEY-EUSTIS, VA.

With high peak permanent change of station season approaching, the 633rd Force Support Squadron and 733rd Logistics Readiness Squadron want to emphasize the FSS and LRS roles in preparing service members for their upcoming moves.

The peak PCS season generally extends from May through August each year and often impacts the timing and support of the Household Goods program. According to the Air Force Personal Property Activity office, Joint Base Langley-Eustis has a high peak season affecting both inbound and outbound assignments.

In order for Airmen to receive their orders in a timely manner, all required documents must be submitted by the stated deadline; an in-lieu-of letter will only be issued in extreme cases or circumstances. Household goods can only be scheduled through the Travel Management Office once service members have a copy of their orders.

According to the outbound assignments office, orders will be prioritized by the Report No Later than Date for their assignments.

Additionally, if needed, Report No Later than Date change requests can be submitted through the Virtual Military Processing Flight, with coordination and approval required from both the losing and gaining commanders.

To help mitigate delays, 633rd FSS and 733rd LRS are leveling inbound/

outbound assignments to the local carrier capacity to help improve the quality of moves for Airmen and their families.

The LRS Personal Property office and FSS Outbound assignments are available to provide guidance, counseling and support to anyone who needs it.

The following tips can help customers prepare for the peak season: Be flexible; provide both primary and alternate move dates.

Provide valid email addresses and phone numbers that are valid and used throughout the move.

Obtain and keep numbers and points of contact from the transportation service provider conducting the move.

Contact Personal Property Processing Office (PPPO) immediately if the moving company doesn’t initiate contact within 10 days of the scheduled pack and pick-up dates or if the company doesn’t arrive on the moving day.

Consider moving outside the peak summer season, when possible.

Consider performing a Personally Procured Move (PPM).

Bridging the gap with A.S.I.S.T

A group of multi-service Sexual Assault Response Coordinators and Victim Advocates from various military organizations throughout the Hampton Roads area met for a two-day Applied Suicide Intervention Skills Training workshop held the at the Fort Eustis Chapel.

McDonald Army Health Center Commander Lt. Col. Vincent Myers hosted the Applied Suicide Intervention Skills Training event for 25 Joint Service SARC’s and VA’s. In his opening remarks Myers stated that the effort was coordinated in support of skills enhancement relating to crisis intervention, prevention, and advocacy in the sexual assault arena.

“I think this is one of the most critical skills out there.

You are dealing with cases

and individuals [who] are in a very fragile state and fragile situations. The criticality of this workshop is saving lives, and you save lives, you take care of those individuals in their darkest days, and they remember that.” said Myers.

Sexual assault is a violent crime that traumatizes victims and detracts from readiness. According to the Rape Abuse Incest National Network, 33 percent of sexual assault victims have suicidal thoughts, and 13 percent will attempt to commit suicide.

The MCAHC SARC reached out to the Family Life Chaplain/Pastoral Services located at the Fort Eustis Chapel to administer the A.S.I.S.T. workshop.

“A.S.I.S.T teaches participants to recognize when someone may have thoughts of suicide and work with them to create a plan that will support their immediate safety,” said

SARC’s and VA’s are trained to escort a person who has thoughts of suicide to a supervisor, a chaplain, behavioral health professional, or primary care provider.

“The A.S.I.S.T program allows SARC’s and VA’s to become first responders if a victim is contemplating suicide.

However, the A.S.I.S.T program asks you to be more involved in the person at risk’s recovery process, thus bridging the gap,” said Stacy Taylor, SARC, for McDonald Army Health Center.

During the course, each of the instructors helped the participants understand the concepts of A.S.I.S.T by showing suicide intervention videos and using role-play that allowed the participants to view the model at work, while fully engaging them in suicide-intervention scenarios as caregivers.

Now certified caregivers, SARC’s and VA’s will return to their respective units with

the ability to provide care at initial contact with victims of sexual assault who are contemplating suicide. ”A.S.I.S.T enhances SHARP Professionals’ crisis intervention skills by including a step between crisis intervention and resource referral. This extra step allows for understanding of the victim’s history regarding mental health challenges, intoxicant abuse, spiritual and family connections. These factors can contribute negatively or positively towards a victim’s ability to be resilient. The SHARP professional’s efforts produced towards gaining this knowledge will potentially establish rapport with the victim at a meaningful level, ultimately avoiding loss of life, and detriment to unit readiness,” said Taylor.

World Water Day was declared in 1992 by the United Nations General Assembly to provide education on water conservation and other pressing water issues around the world.

Every year on March 22, attention is brought to the importance of water.

This year’s World Water Day’s focus is wastewater, or what’s flushed down the toilet.

Did you know, what you flush down the toilet can affect stormwater flowing into the rivers and could end up in your drinking water. It’s true!

Flushing wipes, drugs, oils, grease, feminine products, food scraps, cotton swabs, facial tissues, family planning products, or even cat litter down the toilet is harmful to the environment.

Flushing items other than toilet paper, water and human waste causes

serious problems for sewer pipes.

When clogs or breaks happen, they can send untreated sewage back into your home, into the street and storm drain, which end up floating around in our waterways. Larger items such as wipes and feminine products have jammed pumps and clogged pipes, resulting in costly maintenance and repairs.

When sewage overflows into the streets and into the storm drains, it causes a sudden rise in harmful nitrogen and bacteria in the waterways.

The high levels cause a decline in marine life, beach closures and health warnings on consuming local seafood.

Do your part in protecting our precious resources by only flushing toilet paper, water and human waste down the toilet.

Editor ’s Note: This is part of a series highlighting the various advanced technology simulators available for training across Joint Base LangleyEustis, Virginia.

Whether it’s day-to-day duties or overall Warrior Tasks, U.S. Army Soldiers have various responsibilities, and one of those responsibilities is to

be weapons-qualified.

The Engagement Skills Trainer is designed to simulate live weapon training to support and aid in weapons qualifications for the Soldiers of Joint Base Langley-Eustis, Virginia.

“Soldiers can come here, hone their basic rifle marksmanship skills and become proficient,” said Robert Wiatt,

Army Support Activity training support officer. “Then go to the range and shoot with real bullets.”

Like a real firearm, the trainer provides detailed feedback to the individual firing the weapon. The training weapons recoil when fired; the simulation can mimic different conditions such as night time firing, high wind conditions, long distances and moving targets.

The EST allows Soldiers to train year-round, no matter the time or weather conditions outside. Due to the realistic nature of the training firearms, Soldiers are able work on skills like muzzle awareness, weapon discipline, sight alignment, slow breathing and lowering their heartrate.

Aviation Regiment, 128th Avn. Brigade commander, having the ability to train year-round benefits the Soldiers of JBLE because it allows more of them to be trained throughout the year.

“The time it takes to prepare and schedule the EST is minimal and you can get a lot of training benefit with a small use of resources,” said Bennett. “Because of that, the next thing you know, we can have 200 soldiers coming through in six hours ready for the rifle qualification.”

Though the EST is a simulation with no live firing, it is treated as if it were a real firing range.

“When you walk through the door there’s no questions asked, you just walked onto a range,” Wiatt said. “This is not a videogame and every weapon is treated as if it is loaded at all times.”

While Soldiers primarily train with the M4, the EST has a list of weapons units can train with. According to Wiatt, if a unit at Fort Eustis has a weapon, EST will have a simulation for that weapon.

The EST not only provides training for the Soldiers but saves the Army money in the process. If the cost of a 5.56 mm round is 35 cents, that means the Army is saving 35 cents for each simulated round fired at the EST. “Why train Soldiers at 35 cents a round when you can put them in here at no cost,” Wiatt said. “The EST allows them to shoot thousands of rounds and it doesn’t cost 35 cents a trigger pull.”

While it is more cost effective to fire simulated rounds, Soldiers are still required to do their final weapons qualifications with an actual weapon and rounds.

With the ability to not only train many Soldiers quickly but to do so in a cost effective way, the EST enables the Soldiers of JBLE stay battle ready.

NATO alliance marking 70 years, looks to counter threats

As NATO prepares to mark its 70th anniversary, Secretary General Jens Stoltenberg said the alliance may have changed many times, but it has not compromised its foundational principle: the commitment of its member nations

to protect and defend one another.

Stoltenberg spoke on the future of NATO enlargement at an event hosted by the German Marshall Fund think tank today in Brussels.

On April 4, NATO will mark 70 years since the signing of the North Atlantic Treaty. Other allies are marking significant anniversaries as well, the secretary general said. The Czech Republic, Hungary and Poland joined NATO 20

years ago. Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia became members 15 years ago. Albania and Croatia joined 10 years ago. And NATO’s newest member, North Macedonia, will complete the accession process later this year or early next year.

Need for An Alliance NATO grew out of the experiences of the early 20th century.

The First and Second World Wars were born out of conflicts that had been nearly constant on the continent for hundreds of years. “For most of Europe’s history, conflict was our constant companion,” Stoltenberg said. “The last 70 years have been the exception.

And we should not take peace for granted.”

The alliance was also a response to aggression from the Soviet Union. It banded together likeminded nations in a defensive alliance, with Article 5 being the

heart of the treaty: an attack on one member nation was the same as an attack on all.

Twelve countries signed the North Atlantic Treaty in 1949, but NATO was always open to more joining.

“NATO enlargement is not a provocation,” Stoltenberg said.

“We respect the right of every sovereign nation to decide their own destiny, without force and without interference, whether they decide to join NATO or not. We believe in a world without spheres of influence.”

European Transformation The secretary general called 1989 the year when Europe transformed. The Berlin Wall fell, the Soviet Union started to dissolve and the ideals of democracy and free markets taking hold.

“NATO’s open door and the enlargement of the European Union

have helped spread freedom, democracy and human rights, and we must continue to work hard every day to uphold those values,” he said.

“Open door” refers to Article 10 of the North Atlantic Treaty, which states that NATO membership is open to any “European state in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area.”

“Let us remember that alliances do not stand in the way of strong and independent nations,” the secretary general said. “NATO exists precisely to ensure the freedom and prosperity in which sovereign countries and peoples can thrive.”

The new member nations are full players in the alliance, Stoltenberg said. Their troops are deployed to Afghanistan and Iraq and are helping to ensure peace in

the Balkans.

“Many of you lead by example when it comes to burden sharing within our alliance, already investing 2 percent of your [gross domestic product] in defense,” he said. “NATO’s open door policy serves both our values and interests. It’s a positive driver for reform. It extends our shared area of peace and stability. And it enriches our alliance with new voices, new experiences, and new capabilities.”

NATO Growth Since the end of the Cold War, NATO has nearly doubled its membership — from 16 member nations in 1989, to 30 when North Macedonia becomes a full member. “NATO’s door remains open,” the secretary general said. “We continue to work with the three aspirant countries — Bosnia and Herzegovina, Georgia and Ukraine

— to bring them closer.

“At the same time we cannot be complacent,” he continued. “We cannot squander the hard-won gains of those who came before us. They knew that history does not just happen. But that it takes courage and conviction to shape our world and defend our values.”

NATO is changing yet again, Stoltenberg said, and is facing a more complex and unpredictable world.

“This is what has made us the most successful alliance in history,” he said. “Faced with the greatest security challenges in a generation, we are increasing the readiness of our forces, investing more in our collective defense and modernizing our alliance. NATO remains both an anchor of stability and a beacon of hope.

Virginia Military Institute ROTC leads the way

By John Robertson IV VMI’s Marshall-New Market Battalion is the only Army ROTC unit in the nation to participate in testing out the Army Combat Fitness Test that will soon be required for every soldier in the U.S. Army.

On Friday and Monday, cadets gathered on the fields above Foster Stadium to conduct field tests of the ACFT. Those tests built on December ’s cadre training conducted at VMI by the Center for Initial Military Training’s mobile training team based in Fort Eustis, Virginia.

On hand for Monday’s field test were two members of that same training team, Maj. Joseph Flores and Sgt. 1st Class Joseph Brown.

“We trained the cadre, so we wanted to see if our training held firm. It looks like it has,” said Flores.

“It’s good for VMI because they’re leading the way across all of the universities in regards to cadet command. I don’t think any other school was chosen as a field test battalion, so VMI leads the way.”

The new test is designed to better gauge combat

readiness and will be implemented this October, when the entire Army takes two not-for-record tests. The ACFT will replace the current Army Physical Fitness Test no later than October 2020.

“There’s a rough draft of what the Army Combat Fitness Test is right now, and we’re validating that throughout the Army between now and Oct. 1,” explained Maj. Brandon Lindsey, military science instructor in VMI’s Army ROTC battalion.

Whereas the old test had three elements--push-ups, sit-ups, and a two-mile

run--the new test has six.

Those components are a three-repetition maximum deadlift, a standing power throw with a 10-pound ball, hand release pushups with hands off the ground between each effort, a sprint-drag-carry event, leg tucks, and a two-mile run. Those being tested having 70 minutes to complete all of the activities.

“It looks like they’re conducting it to standard,” observed Brown. “Looks like they’re having some fun doing it here, so everything’s good.”

The new test “allowed us to show off our athleticism as cadets,” said Austin Barrette '21, a linebacker for the Keydet football team. “The different variations of sprints and pulls allowed us to dis-

play what we as future officers need to have for our potential jobs. It provides a more well-rounded test.”

Agreeing with Barrette about the benefits of the new test was Isaiah Domio '20, “It was something new, something different.”

Domio noted that the hand release pushups made him focus more on form than do standard pushups and provided a better test of upper body strength.

Like many of the cadets who participated in trying out the new test, Domio is looking beyond commissioning, when the soldiers under his command will be taking the test.

“I’m excited for the new direction, and I can’t wait to lead a platoon as an officer,” Domio concluded.

New Tax Law changes

Previously, only spouses of service members who are residents of the same state could avoid being taxed in the state of the service member’s duty station. Example: A Florida-domiciled Airman and his Florida-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the wages from the spouse’s new job in Virginia is sourced to Florida, their original state of domicile. Their income is not subject to Virginia income tax or withholding.

With the new tax amendment to Veterans Benefit and Transition Act of 2018, spouses of a service member are able to choose the same state of residence as the service member for state and local tax purposes. Example: A Florida-domiciled Airman and his California-domiciled spouse move to Virginia due to PCS, where the spouse starts working. In this case, the spouse elects to have the same residence of the Airman (Florida) for tax purposes. Now the wages from the spouse’s new job in Virginia is not taxable by Virginia.

As there is no guidance from the IRS for volunteers, filing returns for spouses who would like to elect to use the same state of residence as the service member for the state and local taxes is out of scope for the Tax Center volunteers. Pharmacist Cough and Cold Clinic

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned. This action is being taken to ensure patients receive the care they deserve within the established standards.
