New departments have come to USAF Hospital

On the third floor of U.S. Air Force Hospital Langley, a new clinic operates out of vacant patient rooms helping those with disorders that affect the nervous system, until it finds a Part 1: more permanent resNeurology idence. The Neurology Department opened for business Dec. 28, 2011. The growing inand out-patient clinic provides consults, and diagnostic and treatment options for general neurological disorders, such as migraines and seizures.

The clinic only sees adult patients by referral from their primary care providers, so appointments cannot be made directly through the appointment line.

The clinic is opened Monday through Friday from 7:30 a.m. to 4:30 p.m.

With one neurologist, Dr. Jane Peng, two neurology technicians, two nurses and one administrative assistant, anywhere from six to eight patients with a variety of symptoms are seen daily. Routine procedures, such as tests using an electromyography machine to evaluate the electrical activity produced by skeletal muscles, and consultations are completed to determine the neurological disorder

and the best course of treatment.

Due to its limited space and capacity at this time, the Neurology Department cannot service acute neurological disorders, such as stroke or spinal cord injury. According to Col. Jerry Wizda, 633rd Medical Operations Squadron commander, the clinic does have plans to develop, and able to treat all neurological disorder conditions.

“This is a growing service,” said Wizda.

“Once space becomes available, equipment becomes available, the services will expand.”

According to Lt. Col. Maria Melendez, 633rd Medical Operations Squadron Internal Medicine and Specialty Clinics flight commander, the establishment of the Neurology Department helps to re-capture patients in the USAF Hospital Langley system, providing continuity and saving time for the patient.

“We want the patient to be able to come back to the Neurology Department and get feedback,” said Melendez. “We want to be able to focus on patient satisfaction and customer service.”

Editor’s Note: U.S. Air Force Hospital Langley has been identified by the Air Force Surgeon General as one of seven Air Force Medical Service currency platforms, a full-spectrum location to receive and provide for patient needs in an encompassing medical environment. To fulfill the currency platform plan, USAF Hospital Langley is adding new specialty departments to cover all conditions in patient care. Throughout 2012, The Peninsula Warrior will feature these new departments as they become operational.

A global citizen in the making

Christian Leonard-Brown, a third grade student at General Stanford Elementary School on Fort Eustis, recently began an initiative to help children in the earthquake-devastated country of Haiti.

Christian was disturbed from watching a recent news segment about the people of Haiti. They are still suffering from the effects of the earthquake which decimated most of the country two years ago. Christian, from Joseph Hudson’s class, then decided to do something to help the people of Haiti and started talking about it.

Kathy Gallagher, General Stanford’s Instructional Technology coach, and her T.V. studio crew took the initiative and “hit the ground running� to bring about Christian’s idea to collect shoes for Haiti. Ms. Gallagher even put together a very artistic and clever display of a giant shoe which caught everyone’s attention.

As a result, over one hundred pairs of

shoes were collected. Theresa Beander, General Stanford’s administrative secretary, delivered the items donated to a local organization. This organization, moved by the young student’s initiative, decided to sponsor Christian’s trip to Haiti this March to personally deliver the shoes.

Military kids are a special kind of people, said Ruth Hill Useem, an American sociologist and anthropologist, when she classiďŹ ed military kids as Third Culture Kids.

She said it is because they come in contact with many different cultures through their parents’ assignments.

Military kids, like other TCKs, may have difďŹ culty answering the simple question, “Where are you from?â€? However, studies have shown that because of their diverse experiences, military kids are more attuned and more sensitive to world problems than some of their peers.

Kids, like this... like Christian, sometimes have a global consciousness and an unparalleled world awareness that many would desire.

Adolescence is a time where many youth are trying to figure out who they are and what they want from life. Instead of automatically accepting the beliefs and values of their parents, they look to other sources, such as friends, to figure out what they value. One area that this rings true is in their relationships.

Many teens place a high value on being in a relationship. It is a status symbol of sorts, and signifies to the world — and to them —that they are worthy of someone’s love and affection. Unfortunately, some may have a romantic view of relationships, where jealousy, controlling and inappropriate behaviors are considered acceptable and normal.

Some teens think that it is fine to receive numerous text messages from their boyfriends or girlfriends who want to know their whereabouts at all times. In fact, they think it signifies that they are loved and

that someone is always thinking of them.

Others are flattered when their special someone wants to spend as much time as possible in their presence. For some, this can lay the foundation for being in abusive relationships as it can lead to isolation from a solid support system.

Because adolescence is a time when teens gradually pull away from their parents, it may not be easy to see if they are involved in abusive or hurtful relationships. Both boys and girls can be abused — and be abusive. There are signs that parents can watch for if they suspect their adolescent is being abused. For example, they may wear more conservative clothing, or clothing that is inappropriate for the weather, such as long sleeved shirts on a hot day. Girls may change the way they wear make-up to accommodate the

wishes of their boyfriends. Teens may become isolated from their friends and stop participating in activities that they previously enjoyed. Other changes, whether in school performance or physical appearance (weight loss or gain) can also signal an abusive relationship.

In addition to noticing physical changes, it can help to pay attention to what teens say about their relationship. For example, if a young male talks about being constantly criticized, feeling uneasy because his girlfriend has a temper, or being hit or punched, chances are he is in an unhealthy relationship. Instead of giving your opinion of what he should do — no matter how right you are — the best thing to do is to listen. Ask him what he thinks he should do and if he believes the relationship is healthy. Keep

in mind that it can take some time before your teen takes action, and he may have an on-again, off-again relationship with her before completely ending it.

Professional counseling can help your child not only understand the dynamics of unhealthy and abusive relationships, but also provide additional support.

If you suspect your child is being abusive to his or her partner, there are things you can do. Talk to your teens about the behaviors that concern you, and express how it makes you feel. Let them know you care and are there to be supportive.

Encourage them to seek help for what they are doing. Often, someone who is being abusive may justify their actions.

Gently remind them that they are ultimately responsible for what they do.

Teaching teens about appropriate relationships now can prevent them from being in abusive relationships as adults. By gradually educating them and modeling healthy relationships, we may hopefully be able to end intimate partner violence.

National Children’s Dental Health Month

Thumb sucking: When you should be concerned

Thumb sucking is a natural and normal habit for babies and young children. It often begins in the womb and continues after birth. As children grow, the sucking of thumbs and fingers becomes a way to learn about their environment. Some children find this habit relaxing, and will suck to soothe and comfort themselves, especially when falling asleep. Most children lose interest between 2 and 4 years of age, but those who do not are at risk for developing a variety of dental problems.

Long-term thumb sucking can interfere with development of the mouth and palate and can cause malposition of permanent teeth. “Buck teeth,” or front teeth that do not close properly leaving an open bite, and development of a lisp are some of the more obvious side effects associated with sucking. Such problems can require orthodontic treatment to correct, which may not have been necessary without the habit. Pacifiers can affect teeth in similar ways, but the habit is usually much easier to stop.

When does thumb sucking become a problem?

One factor that affects the likelihood of a child developing dental problems is the intensity with which it is done. Children who rest their thumbs in their mouth are less likely to develop future problems than those who vigorously suck their thumbs. If the sucking is aggressive enough, children may even develop problems with their primary, or “baby” teeth. If permanent teeth have begun to erupt — usually around age 5 or 6 — sucking is much likelier to cause malposition and other aforementioned problems.

What can you do?

Encourage your child to drop their thumb-sucking habit before his or her permanent teeth erupt. If your child continues to suck their thumb at age 4, it is time to intervene. Don't punish your child. Rather, praise them for not sucking.

If your child sucks their thumb when anxious, focus on the cause of the anxiety and provide comfort. Explain to your child that they should stop sucking in order to keep their teeth looking pretty. If all else fails or you need additional encouragement, ask your dentist for help.

The lights are up and the microphone is on. Kenneth takes the stage to perform his song on guitar for the judges. For this ambitious Airman, he finally made it big.

Airman 1st Class Kenneth Del ValleRuiz, a maintenance scheduler with the 1st Maintenance Operations Squadron, is an avid guitar player. He decided to take his passion to the professional level, and try out for Tops in Blue. The Air Force’s Expeditionary Entertainment Unit is dedicated to boosting morale for deployed servicemembers, as well as aiding community relations at home and abroad.

Del Valle-Ruiz, or “DVR” as his friends call him, went to Joint Base San Antonio from Jan. 8 to Jan. 17 to audition for a position as an instrumentalist, as well as do some performances. Del Valle-Ruiz played for the judges Jan. 12.

After the week-long trip, he was told he would be notified of his admittance or denial by Feb. 1. By that time, Tops in Blue would call his commander to present the result.

The 1st MOS plans to be undermanned in the near future, so letting the young performer go was a factor for the command’s effectiveness.

The whole unit met up with the commander right before the end of the work day to find out the judges’ verdict. Kenneth got the job.

“I was the last one to know,” Del Valle-Ruiz said. “Everyone heard it from the commander in the morning, but I wasn’t there yet. It was great.”

What’s next for the young performer? He will attend for a six-week training course at Lackland Air Force Base, Texas, before touring the world. He is scheduled to leave in the middle of the month.

“I expect the worst but hope for the best,” he said. He will be filing paperwork to detach from Langley, and said he was excited to go to Lackland for this once-in-a-lifetime opportunity.

Who was Kenneth before the Air Force?

ficed most in his life was sleep. With only four hours of sleep on average to keep him going, he used music to help unwind.

“I fell in love with music when I was three,” he said. The miniature performer picked up the cuatro, a Puerto Rican stringed instrument, when he was about four years old. His mother was a singer while his father sang and played guitar.

Since his youth, Del Valle-Ruiz has picked up a variety of stringed instruments, from the violin to the bass guitar.

In addition, he is proficient with a plethora of percussion, and is an avid singer as well; an all around entertainer.

“I would go crazy without music,” Del Valle-Ruiz said. He said he listens to music at work and picks up the guitar the second he gets back to his dorm room here. “I don’t even bother to change.”

As the young guitarist got older, he expanded his repertoire of listening. The first song he played was the Christmas classic “Silent Night” played in a unique style on the cuatro. From then on, he dabbled in hard rock, jazz, blues, Spanish folk music and even hip-hop.

Solo play time is precious to the busy airman, however he did join a band here in Virginia. The band, called “The Alternative,” fuses together rap and hard rock, as well as many other genres. The band has performed throughout the state. Del Valle-Ruiz is excited to reach the next level in his musical ascension.

Airman sentenced to life without parole in murder case 18TH WING PUBLIC AFFAIRS

An Airman at Kadena Air Base, Japan, was sentenced to life without parole, reduction in rank to airman basic, forfeiture of all military pay and a dishonorable discharge after a two-week long sentencing hearing Feb. 9.

On Jan. 30, Staff Sgt. Nicholas Cron pled guilty to premeditated murder, conspiracy to commit murder, and obstruction of justice charges in relation to the murder of Tech. Sgt. Curtis Eccleston, a 733rd Air Mobility Squadron co-worker, who was found dead in his offbase residence Feb. 6, 2011.

Before sentencing, the convening authority, Lt. Gen. Burton Field, approved a plea agreement to remove a potential death sentence from the court's consideration.

Cron was apprehended Feb. 13, 2011, and has since been held at the Marine Corps Brig at Camp Hansen, Okinawa. Japanese police arrested Eccleston's widow, Barbara Keiko Eccleston, that same week due to her suspected connection in the murder case. She is currently being held by local authorities while awaiting trial.

Langley hosts Special Olympics basketball tournament

More than 250 athletes brought their hoop dreams to Langley Air Force Base, Va., Feb. 11 during the Special Olympics Virginia Area 22 Basketball Tournament.

Approximately 80 volunteers from Langley stepped up to assist during the tournament, working as referees, registration assistants and event organizers. The Air Combat Command Fitness Center hosted fullcourt games, while the Shellbank Fitness Center ďŹ elded half-court games and skills contests. At each location, bleachers were packed with cheering fans.

According to Doug Faber, the Langley AFB Special Olympics event coordinator, the event at Langley was part of SOVA’s regional basketball tournament, which will culminate in qualifying athletes for state-level tournaments.

Langley also hosts Special Olympics soccer, volleyball and bowling tournaments each October, while Fort Eustis hosts swimming, and track and ďŹ eld contests each year. “Hosting this event demonstrates how supportive we are of our area, extending well beyond members of the military,â€? said Faber.

1st Operations Support Squadron intelligence analyst, said he volunteered to “experience a different mission,� by helping the athletes pursue their dreams. “It was a learning experience for me,� Overton said. “The games were a great demonstration of dedication, and it inspired me to be better at what I do. The athletes were fun to be around, and I’m proud to have been able to help them accomplish something great.�

Faber, who serves as the Langley AFB Fire Department assistant chief of training, said experiencing the happiness of the participants was the most rewarding element of the tournament. “I love seeing the athletes having fun, and how thankful they are for us,� Faber said. “They put forth so much dedication, just as the Special Olympics oath entails... ‘Let me win, but if I cannot win, let me be brave in the attempt.’�

New recordings of the U.S. Air Force Song are available for use in ofďŹ cial military ceremonies at the Air Force Portal and www.music.af.mil.

The new recordings, one with vocals and one instrumental-only, respect the original character, lyrics and melody of the song, but are designed to promote more successful performances of the service song by military members around the world.

"Our traditional Air Force song remains the same," said Lt. Col. Daniel Price, of the Secretary of the Air Force Public Affairs. "We simply standardized the tempo with a longer lead-in and other ďŹ netuning designed to provide a more user-friendly version for our Airmen around the world.

The previous version was written in a higher key, which made it difďŹ cult for many people to sing along. The new version ďŹ xes that problem."

As of Feb. 6, the old recordings have been removed from the Air Force Portal and the new recordings are posted in their place under "Air Force — Sights and Sounds — Air Force Song (Instrumental) and Air Force Song (Choral)."

Secretary of the Air Force Public Affairs requested that all Air Force bands, the Air Force Public Affairs Agency, and any other Air Force or Department of Defense organization with recordings of the U.S. Air Force Song posted on their organizational sites replace the old versions with the new.

A new comprehensive website is helping Soldiers maintain their dental readiness.

The information site, the Dental Readiness Information Center, or DRIC, contains up-to-date information on dental readiness requirements, available resources for examinations and treatment, and procedures to update a Soldier or unit’s dental readiness status. Soldiers can access the website from anywhere via smartphone or by any other internet connection device.

According to Col. Mark Bodenheim, a consultant with the U.S. Army Dental Command, known as DENCOM, the website is a great way for Soldiers to stay up to date on dental readiness requirements.

“Various dental readiness entitlements and programs have been initiated during the last ten years. These programs can be confusing to the individual Soldier and their command. The DRIC organizes the various programs into a logical sequence dependent upon the Soldier’s active duty status and Army component,” he said.

“The DRIC also tells Soldiers the current deployment dental readiness requirements; what program they are eligible to access; and upon accessing the program, how their dental readiness status will be updated in the Medical Protection System database,” he added.

Created by the DENCOM, the website is available to any Soldier -- active, Reserve, or National Guard -- and supports the U.S. Army Medical Command’s Soldier Medical Readiness Campaign Plan.

“With today’s high tech Army, each Soldier is critical to mission success. Dental studies indicate that a Soldier who is not dental ready prior to deployment has a greater than 75 percent chance of a dental emergency within the next 12 months.

A Soldier with a dental emergency can be a loss to their unit for days,” Bodenheim said.

Additionally, deployed Soldiers with oral disease often require medical evacuation for treatment, endangering themselves and others.

Bodenheim said dental readiness is especially important for Army Reserve components (Army Reserve and Army National Guard), because Reserve components, or

RC, Soldiers, as an operational force for the Army, must be able to deploy just as quickly as their active component counterparts. The Department of Defense goal is to have active and RC Soldiers maintain a 95 percent dental readiness status at all times. Currently, the Army’s active component maintains a 92 percent readiness dental readiness status while the RC dental readiness has improved to 80 percent, a dramatic improvement from just five years ago.

“During the first Gulf War, between 35 and 45 percent of RC Soldiers mobilized needed some type of dental work before they could deploy. This trend continued during the initial mobilization of RC Soldiers for the Global War on Terrorism. The increased use of RC Soldiers for operational requirements necessitated a different approach to the issue. By late 2008, DENCOM, in conjunction with multiple stakeholders, led the development of a funded, year round, RC dental readiness program-the Army Selected Reserve Dental Readiness System,” he said.

“With today’s high tech Army, each Soldier is critical to mission success... A Soldier with a dental emergency can be a loss to their unit for days.”

Bodenheim added that the DRIC is a great way for commanders in all components to enhance Soldier readiness and combat effectiveness.

“Officers withinArmy commands change constantly. The DRIC permits a new commander, as well as present commanders, to instantly access the most current information on dental readiness. Dental readiness is a commander’s and individual Soldier’s responsibility. The DRIC is another tool in the commander’s tool box to assist in the decision making process of commanders,” he said.

In shades of gray, portraits line the walls of Langley’s Community Center.

Some faces are instantly recognizable, and some require a closer look. The collection depicts famous African-Americans throughout history, the bold inspiration for Master Sgt. Anthony Hurt’s life’s work, on canvas and in life.

Hurt has more than 10 portraits featured in a special exhibit at the Community Center celebrating black pioneers, part of the base’s African-American History Month celebration in February.

Those honored in the exhibit range from famous African-Americans, like former Chairman of the Joint Chiefs of Staff Army Gen. Colin Powell, George Washington Carver and Madam C.J. Walker, to lesser known contributors, such as exAir Force Capt. Lonnie Johnson, George Crum and George Grant.

“I want to give a bit of knowledge on some of the achievements that AfricanAmericans have put forth over the past four hundred years,” said Hurt, who serves in the 633rd Force Support Squadron. “Maybe it can inspire someone to go forth, and look up some of these things.”

This is the second year Hurt is showcasing his art at the exhibit. People are noticing, and his intended purpose for the art is being recognized.

“Each year I look over the pictures as a reminder of the contributions that African Americans have made throughout the years,” said Audrey Anderson, the Community Center’s Ticket and Tours manager, about the artwork. “Even though some of them I know and some of them are new to me, I go back and look each day.”

While visitors touring the exhibit will learn the history of the pioneers depicted in the portraits, Hurt’s story is equally as intriguing. Hurt was born in Jersey City, N.J.,

and relocated with his family to Farmville, Va., six years later. While in high school, his artistic abilities were noticed, and requested by his peers and school officials.

His work is displayed not only in the Community Center, but appears permanently throughout several buildings on the installation. He uses a variety of art styles and techniques, paints and pencils to create his masterpieces.

While Hurt has enjoyed is career in uniform, he admits his passion burns at the tip of his pencils and brushes.

“I know where the term ‘starving artist’ came from,” he said. “I’d rather create art than eat.”

Warfighters of the 7th STB were responsible for distributing 975,779,932 gallons of water, 469,217,256 gallons of fuel, retrograding 15,434 short tons of equipment, and airdropping 15,636 bundles of commodities across three regional commands in Afghanistan.

Remarks were provided by Maj. Gen. Richard C. Longo, senior commander of Army Element Fort Eustis.

The 7th STB provides logistical support anywhere, at any time, in any environment. Elements of the brigade’s six battalions and their companies are deployed at any given time supporting a number of global missions to include Kuwait, U.S. Army South, Iraq and Afghanistan.

Mariners from all branches of service are afforded critical training at the simulation training center on a variety of scenarios geared toward increasing their overall ability to provide global water logistic capability whether in a combat environment, or in support of humanitarian assistance missions, which for mariners assigned to the 7th Sustainment Brigade is a basic component of their daily operations. â&#x20AC;&#x153;Simulation training gives the Soldier the feeling of being on a real ship,â&#x20AC;? said Chief Warrant OfďŹ cer Timothy N. Turner, marine operations ofďŹ cer in charge, 7th Sustainment Brigade. â&#x20AC;&#x153;Wave action, ship board systems, electronics, vessel trafďŹ c and background noise are variables the simulation can emulate. Turner said. â&#x20AC;&#x153;Units conduct realistic team-building training while operating their vessel in various ports they would ďŹ nd during their deployment. Examples would be a PaciďŹ c Reach exercise in Japan. LCU crews (watch teams) are required to conduct simulation training, which introduces everything from local ďŹ shing vessels to force protection scenarios while operating in various ports and trafďŹ c schemes found in the region.

This not only gives the watch team the ability to build cohesion, it allows the Army mariners to familiarize themselves with the terrain.â&#x20AC;?

A key advantage of the training is its economic feasibility. â&#x20AC;&#x153;Simulation training maintains our marinerâ&#x20AC;&#x2122;s skills and at the same time reduces the cost and manpower needed to get a vessel underway,â&#x20AC;?

Runway safety violations need to be curbed

Motorcycle and automobile accidents remain a top concern for U.S. military leaders.

In 2011, the Air Force suffered more than 50 off-duty fatalities.

Here at LangleyAir Force Base, the unique airfield layout and taxiway configurations are causing almost daily traffic infractions.

The major problems lie at the intersections of Lee Road, and Taxiway’s Hotel and Juliet, which run between the airfield and the National Aeronautics and Space Administration Hangar. These areas pose a significant threat to both driver and aviation assets using the airfield.

Master Sgt. Jason Kretschmer, 1st Operations Support Squadron deputy airfield manager, said vehicles traveling along Lee Road are failing to properly stop to give way to on-coming aircraft and/or airfield response vehicles.

“Some drivers obey the traffic signals, while others either disregard them because a lack of understanding of what is being protected. Or they don’t see anything coming, and are used to just driving through,” said Kretschmer, adding that due to deterioration, the signals did not function properly, and gave drivers a false signal in the past.

“Drivers would sit for a considerable amount of time with no movement, become inpatient and just drive through. This became the norm. Individuals that have been on Langley for some time may be used to seeing the light signals function improper-

ly,” said Kretschmer. “However, last year NASA upgraded the systems by replacing the taxiway sensors, traffic signals and power supply.”

It is a given that drivers should obey all traffic rules. This is even more important where roadways cross active airfield surfaces as they do here at Langley.

Drivers on base should be aware that the

traffic signals on Lee Road are not in the standard configuration seen with normal traffic signals; above and/or to the right of the intersection.

To meet airfield clearance criteria, the signals are placed near the ground along the right shoulder of the roadway, as driven, prior to each intersection, and will show either a green or red arrow. There is no am-

ber warning light in this design, but a loud buzzer will sound if an aircraft is approaching.

There are quite a few Air Force Instructions that govern airfield driving, which in this case includes a road normally not associated with the flightline; including AFI 13-213, Airfield Driving, AFI 13-204V3, Airfield Operations Procedures and Programs, AFMAN 24-306, Manual for Wheeled Vehicle Driver and others. It is also important to note that vehicles not performing official duties should never turn left or right from Lee Road onto the active airfield taxiway.

Kretschmer said potential fines could result from damage to government or personal property. If an individual is an airfield driver, and the infraction includes directives listed in the local airfield driving instructions, there could be a loss of flightline driving privileges. Depending on the severity of the circumstance, the individual’s airfield driving privileges are either permanently revoked, or temporarily suspended until retraining is completed.

“If the individual is a non-airfield qualified driver and the infraction does not include airfield driving directives, there is no loss of driving privileges from Airfield Management. However, suspension of airfield driving privileges is non-disciplinary in nature,” said Kretschmer.

Punitive disciplinary actions are at the discretion of the 633rd Security Forces Squadron, and individual’s the unit commander.

Chapel program assists military marriages and families

To build a strong family it takes commitment, love, sacrifice and an invested wealth of knowledge. After 43 years of marriage, Regimental Memorial Chapel volunteers Mike and Carole Carkhuff are still together, and are now sharing their wisdom and knowledge to families in need of support.

It all began in 2004 when the Carkhuffs were asked to start a new Sunday school class for couples. After several months it then expanded into an evening marriage study group. Since they have teamed up with volunteers who offer their time and support to help build strong military marriages.

The Marriage and Family Enrichment Program is a nine-month religious program overseen by a chaplain for Soldiers and spouses who have had little or no preparation for marriage or parenting.

“I was on active duty for 28 years, and we watch married couples struggle because they didn’t know how to be in the

Army, and be married,” said Mike.

Creating lasting changes to improve the health of a marriage requires hard work and dedication. In addition to the stress and the everyday challenges of a military life, this program is designed to be an asset to Soldiers and their families, especially before and after deployments.

“We have experienced a lot of couples coming into the Army without being prepared for marriage and parenting, and this study group was created to help equip families with a consistent blue print for marriage and parenting.”

With the overwhelming increasing rate of divorces today, the Army continues to provide resources and services to help assist and maintain a strong and healthy family.

The Marriage and Family Enrichment Program is held every Thursday evening at the Regimental Memorial Chapel at 6 p.m. Child care is provided for families who have small children. For more information, contact the Fort Eustis Regimental Memorial Chapel at 878-1304/1316.

The melodic echoes of brass instruments reverberated through the hallways of Hampton City Schools recently, as the Heritage Brass performed for students and faculty at three area schools earlier this month.

The ensemble, a ďŹ ve-member group from the U.S. Air Force Heritage of America Band, visited Barron Elementary School, Jefferson Davis Middle School, and one of Hamptonâ&#x20AC;&#x2122;s newest facilities, Phoenix Pre-K-8 School during the ďŹ rst week of February. The musical presentations, designed to educate and entertain, are a part of the Langley Air Force Baseâ&#x20AC;&#x2122;s strategic outreach to the local community.

The Heritage Brass, comprised of two trumpets, a horn, trombone and tuba, allowed students and teachers alike to learn more about the music they perform, and the instruments they play. â&#x20AC;&#x153;The feedback from my students has been very positive. The group touched on music as a career, something the students usually relate only to the big music stars, â&#x20AC;&#x153;said Mary Gore, a music specialist at Barron Elementary. â&#x20AC;&#x153;I was very pleased with the program.â&#x20AC;?

Drug testing random urinalysis is just that - random

If anyone had their doubts on just how random drug testing program is, they may have had their minds changed if they happened to see the 55th Wing commander heading into the Offutt Air Force Base testing facility Feb. 1.

Yes, no one is off-limits for drug testing and even the highest ranking officials on base can get randomly selected for urinalysis.

“The computer holds the key to randomness and our staff has no control over the selection process,” said Gina Watson, the Drug Demand Reduction program manager with the 55th Medical Operations Squadron.

For Airmen at Offutt, all military members as well as any defense department or non-appropriated fund civilians are included in the base’s DDR database and can be selected randomly. Names are selected by Air Force software that uses algorithmic equations.

“Monthly updated personnel rosters are input into the drug testing software and the software then selects personnel based on the parameters set for the total testing population,” Watson said.

Per Air Force regulations, the DDR office staff must randomly test military personnel in the ranks of E-1 to E-4 and O-1 and O-2 at an average of once a year. All other military members are subject to the rate of 65 percent tested per year.

Civilian testing is randomly conducted in order to achieve fiscal year requirements.

Social media misuse is punishable under UCMJ

Soldiers who use social media must abide by the terms outlined in the Uniform Code of Military Justice. â&#x20AC;&#x153;Commenting, posting or linking to material that violates the UCMJ or basic rules of Soldier conduct is prohibited,â&#x20AC;? said Staff Sgt. Dale Sweetnam of the Online and Social Media Division, OfďŹ ce of the Chief of Public Affairs. â&#x20AC;&#x153;Talking negatively about supervisors or releasing sensitive information is punishable under the UCMJ. Itâ&#x20AC;&#x2122;s never appropriate to be disrespectful of superior ofďŹ cers or NCOs (noncommissioned ofďŹ cers), no matter if youâ&#x20AC;&#x2122;re in the company area or posting to Facebook at your desk at home.â&#x20AC;?

The Military Officers Association of America has scholarships available for its educational assistance program for the 2012-2013 school year. The MOAA scholarship fund was established in 1948 to provide educational assistance for children of military families.

Eligibility guidelines include: ■ Students under age 24, who are children of active duty, retired, National Guard, Reserve and former officers and children of active duty or retired military personnel are eligible to apply. If a child served in a uniformed service before completing college, his/her maximum age for eligibility will be increased by the number of years served (up to five).

■ Graduating high school seniors or full-time college students working toward their first undergraduate degree.

Army looking to ensure PTSD diagnosis consistent

The Army’s surgeon general told members of Congress that the service is investigating how post-traumatic stress disorder is diagnosed to ensure consistency at all hospitals.

Lt. Gen. Patricia D. Horoho and the surgeons general from the Air Force and Navy testified Feb. 8 to members of the Defense subcommittee of the House Appropriations Committee.

Norman D. Dicks (D-Wash.), ranking member of the subcommittee, questioned Horoho about the Army’s closure of a program at Madigan Army Medical Center on Joint Base Lewis-McChord, Wash.

“I wanted to ask Lieutenant General Horoho, who had served as commanding officer at Madigan Army Medical Center in Tacoma, Washington, about one of the things I heard about in the last few days,” Dicks said. “A program, created at Madigan was extremely successful, but it was cancelled and I am told by my sources that it was cancelled because it came up with too many recommendations that the patients had post-traumatic stress disorder.”

Horoho said she has launched a 15-6 investigation to look into the variance of behavioral health diagnoses at Madigan, and to investigate why the Intensive Outpatient Center was closed, if there was undo command influence in closing it, and if the patients were negatively impacted.

A forensic psychiatrist there who screened patients for post-traumatic stress disorder, known as PTSD, and allegedly made inappropriate remarks was removed administratively from clinical duties until the investigation is finished, Horoho said.

Capabilities of the Intensive Outpatient Center have actually not gone away, Horoho said, explaining they have been merged into other behavioral health programs at Madigan.

“Having said that, we are going to investigate to make sure that’s actually true and that we’re providing the best care to our service members,” she told Dicks.

Dicks replied, “Isn’t the Army saying, ‘return to duty is our number one priority,’ and are putting pressure on these doctors to come in with decisions?”

Horoho responded, “Absolutely the Army is not putting pressure on any of our clinicians.”

Horoho said she has asked the Department of the Army Inspector General to do an evaluation and an investigation. She said the practice that was a variance at Joint Base Lewis-McChord involved patients going through the Integrative Disability Evaluation System who had their records screened without face-to-face diagnosis.

“When they had a diagnosis that the disability evaluator was unsure of, whether or not it was PTSD or not, he then would refer the cases to forensic psychiatry and then what they do, it’s all administrative. It’s not a patient encounter, and what they would do is they look at all sorts of administrative data and they make that diagnosis.”

She said that’s not the way PTSD diagnoses are made across Army medicine and she wants to ensure that no patients at Madigan were put at a disadvantage.

“Our commitment,” said Horoho, “is to ensure we optimize the delivery of health

services to ensure our medical support to each of our services while reducing redundancy, by maintaining unity of effort, and focusing on health.”

The hearing also discussed the merger of Walter Reed and Bethesda and the quest for efficiencies in health care.

Vice Adm. Matthew L. Nathan, surgeon general of the Navy, who had been commander at the National Naval Medical Center and then the Walter Reed National Military Medical Center, thanked the Defense subcommittee members for their support.

“I recognize that we are in somewhat unchartered waters, as we say in the Navy, as we look for new footing and a new landscape to find a governance structure that will accommodate these efficiencies and these transparencies and at the same time preserve the amazing combat war-fighter support that has been evident over this last decade, resulting in the greatest survival rates and the lowest disease non-battle injury rate in military history,” Nathan said.

C.W. Bill Young (R-Fla.), chairman of the Defense subcommittee, told the surgeons general that he wanted to do an overall governance hearing, and then do a separate hearing for the merger of Walter Reed and Bethesda.

But he said he realized that this wasn’t feasible because it all works together.

“We need to look at a number of options as to how we should proceed at this merged facility,” Young said. “This is the most complex, largest merger of medical facilities anywhere and I can understand that because Walter Reed, in my opinion, was a world-class medical facility that took great care of our Soldiers.

The Joint Task Force, National Capital Region Medical has oversight over Walter Reed National Military Medical Center in Bethesda and the new Fort Belvoir Community Hospital in Virginia, testified its commander, Vice Adm. John M. Mateczun.

Young questioned the size of the task force, citing 119 full-time members and additional contractors, but he added that “the Army and Navy commanders are really working things out fairly well.”

Army to open six jobs, combat battalion staff positions to women

The Army announced its intent today to open six occupational specialties and more than 13,000 positions to women.

These six military occupational specialties, or MOSs, were previously closed to women because they were normally co-located with direct combat units: ■ 13M Multiple Launch Rocket System crewmember ■ 13P MLRS Operations/Fire Direction Specialist ■ 13R Field Artillery Firefinder Radar Operator Specialist ■ 91A M1 Abrams Tank System Maintainer ■ 91M Bradley Fighting Vehicle System Maintainer ■ 91P Artillery Mechanic DOD officials said at a Pentagon press conference Thursday afternoon that they have notified Congress of their intent to open these MOSs to women, and the change will become effective after 30 days of continuous Congressional session, as required by law. This is expected to occur later in the spring, said Maj. Gen. Gary Patton, principal director for DOD Military Personnel Policy.

In addition, officials announced that another 1,186 positions at battalion level would be opened to women in the Army, Marine Corps and Navy. These are in specialties already filled by women, but only at the brigade or higher level.

The 1994 DOD policy known as the Direct Ground Combat Definition and Assignment Rule had prohibited women from serving in combat units below the brigade level. But the secretary of Defense has now granted an exception to policy to allow women to serve in some positions in combat units at the battalion level.

The six specialties previously barred to women were due to the “co-location” element of the 1994 policy. That provision has restricted women from serving in MOSs that by doctrine are located with combat units.

DOD intends to eliminate the “colocation” provision due to the nonlinear and fluid nature of today's battlefield where there often is no front line, said Deputy Under Secretary of Defense for Military Personnel Policy Virginia “Vee” Penrod.

“The battle space we have experienced in Afghanistan and Iraq require our forces to be distributed across the country,” Penrod said.

“There is no rear area that exists in

this battle space. Continuing to restrict positions as solely on being colocated with direct combat units has become irrelevant.”

Patton said it may take some time to recruit and train women in the six specialties where they haven't served before. Training them as tank mechanics, for instance, will take longer than placing them at battalion level in MOSs they already know, he said.

Women will be placed in the new positions as men are scheduled to rotate out, Patton said. A normal rotation schedule will be followed and men will not leave the positions earlier than expected, he said.

About 280,000 positions across the services remain closed to women due to the combat exclusion policy.

After six months, DOD will assess the feedback from women serving in the new positions and use the information to take another look at the suitability and relevance of the direct ground combat unit assignment prohibition, Penrod said.

“This is the beginning of the end” of the combat exclusion policy, she added.

“We recognize the expanded role of women in the military,” Patton said.

“I've seen women in combat perform in an expanded role. I'm very proud of them.”

The Air Force released its fiscal 2013 budget Feb. 13 and stressed the need for difficult budgetary cuts to meet the new defense strategy while maintaining the service's agility, flexibility and readiness.

The Air Force is requesting $154.3 billion in the president's 2013 budget, a reduction of five percent from the $162.5 billion the service received in fiscal 2012.

“The Air Force made some very difficult choices,” said Maj. Gen. Edward L. Bolton Jr., the deputy assistant secretary for budget. “But it was our priority to tightly align with the new strategy and also stay within the fiscal environment as a result of the realities we are facing economically.”

The Air Force Strategic Choices and Budget Priorities paper, released by Secretary of the Air Force Michael Donley and Air Force Chief of Staff Gen. Norton Schwartz on Jan. 27, calls for streamlining of the force, making it smaller and more efficient with care to not create a hollow force.

Under the Budget Control Act, the Department of Defense is required to reduce expenditures by $487 billion over the next 10 years with a reduction of $259 billion over the next five.

“It is worth noting that our budget has reduced by 12 percent in real terms since FY09,” Bolton said. “So we have seen a consistent trend of reductions in the budget.

“The Air Force budget portion of the Budget Control Act reductions over the next five years is $54 billion,” Bolton said.

The Air Force's portion is not a result of simply dividing responsibility between the services. Instead, the budget amount is strategy driven, while maintaining a properly equipped force with the ability to deter, deny and defeat an opportunistic aggressor in a combined campaign any time, anywhere, he added.

“The strategy requires a different force structure and different tools; the Air Force is realigning the total force to address the future,” Bolton said.

The service has drawn down many times in the past, but never as a nation still at war. Previous size reductions focused more on maintaining force structure, which left the Air Force with a hollow force, he said.

“It is really about balancing risk among the themes of force structure, readiness, modernization and taking care of our people,” Bolton said.

“We have sized the force to the strategy within the fiscal constraints we are facing.”
