P3T program keeps Soldiers physically ready for duty

The Pregnancy Postpartum Physical Training program at Joint Base Langley-Eustis, Virginia is an Army-wide mandatory physical training program for pregnant Soldiers, which focuses on helping Soldiers stay fit and able to pass a PT test six months after giving birth.

The P3T Program consists of mandated PT sessions held every morning at McClellan Fitness Center from 6:30 to 7:30 a.m. with occasional educational classes on Fridays.

“What I have learned through

the program is that a lot of women had a hard time adjusting to being pregnant, whether it is their first child or their fourth child,” said U.S. Army Staff Sgt. Candace Barnes, Headquarters and Headquarters Command, 7th Transportation Brigade (Expeditionary) chemical, biology, radiological and nuclear non-commissioned officer in charge. “So different exercises can be hard; for instance, sit-ups. Sit-ups are one of the hardest things for women to come back to after having a baby. We work on different techniques and exercises to get [the abdominal muscle] back intact and in shape.”

The workout plans are adapted from other installations to fit the

needs of the Soldiers at JBLE while maintaining standards.

“We have been piggy-backing off of other installations to get our program to where it needs to be,” Barnes said. “I think it is beneficial that we are now bringing this program up to standard and putting it out there because it is a good program for women.”

Once a Soldier reaches postpartum, they have 180 days to pass a test in order to return to unit PT. “I stayed in the postpartum side (of the program) the whole time I was pregnant so I feel like I’m ready,” said Sgt. Crystal Padgett, 359th Inland Cargo Transfer Company. “I’m actually taking a PT test tomorrow and I’m confident about it.”

At 28 years old, Stephanie Johnson, a mother of two, decided to join the U.S. Army and pursue a better life for her children. She dreamt of providing them opportunities and benefits that she never experienced growing up, she had no idea that she would be the only enlisted female diver in the Army.

Sgt. Johnson is the lead salvage diver for the 569th Engineer Dive Detachment, 53rd Engineer Battalion, 7th Transportation Brigade (Expeditionary), at Joint Base Langley-Eustis, Virginia.

Johnson has always been interested in physical fitness and playing sports.

Despite being fit, she found pull-ups to be challenging during Advanced Individual Training.

“I had always worked out and I never really struggled, but building the

initial upper body [strength], for me that was a huge challenge,” said Johnson. “I wasn’t prepared for the level of physical training that dive school was going to take me to. Sometimes we were working out two or three times a day. I was just so tired all the time, but I adapted.”

She credits her family with giving her the motivation to continue and graduate from dive school.

“Thinking about my kids and my dad while I was in AIT gave me the motivation to keep pushing through,” Johnson said. “If something was super hard and I was struggling, I would think, maybe I don’t need to do this. I could go do anything else in the Army, and it would probably be easier. But then I would think, could I go home at the end of the day and tell my dad or my kids that I quit? And the answer was always ‘No, absolutely not.’ That’s what pushed me through on my worst days.”

According to Johnson, her father and children attended her graduation ceremony, and her father pinned her dive pin on her uniform; giving her a sense of pride she had never felt before.

Although Johnson is the only current female enlisted Army diver, she credits the female diver who graduated before her with providing her this opportunity.

“She paved the way for me because she was the one who showed the male Soldiers that just because we’re females, that doesn’t mean we have to be treated any differently,” Johnson said.

“We know we joined an all-male field and we kind of go in expecting that it’s going to be a little bit different.”

Johnson started her journey in the Army to provide a better life for her children, but has realized she has the ability to motivate and encourage young woman to pursue their dreams.

“I hope I can show young girls that they are perfectly capable,” Johnson said. “You have to put your mind to it, don’t quit, try your hardest and keep a positive attitude. I hope I always demonstrate a positive attitude to my fellow Soldiers and inspire them to do the same. I really do think that can get you

through any of your trials, personal or work-related; it’s all about attitude.”

When Johnson decided to join the Army, she wanted to find something she could be proud of.

“I wanted to do something that had meaning and was not only physical, but where I could go home at the end of the day and feel as if I actually did something productive that day,” Johnson said. “That I had benefitted someone.”

Thinking back to what her mother used to tell her, “This too shall pass,” has helped Johnson push herself through tough parts in her life, and has motivated her to keep going.

“Things may be hard at work or at home, so I try to focus on what I can do to make it better and accept that it’s not going to last forever,” Johnson said. “I just keep pushing through knowing that I’m going to be stronger on the other side. I try to think of problems as temporary obstacles. Everyone has setbacks, everybody makes bad choices, and everybody faces things that are completely out of their control, that go wrong. You just have to know that things will eventually get better; there’s a light at the end of the tunnel.”

Historical talk centers around chocolate, morale items in military rations

Chocolate, powdered drink mix, spruce beer and rum took center stage at an engaging historical presentation at the U.S. Army Transportation Museum at Joint Base Langley-Eustis on Thursday, February 27th. An audience of nearly 50 gathered in the museum’s regimental room to hear Correy Twilley, Director and Curator of the U.S. Army’s Quartermaster Museum at Fort Lee, Virginia speak, and of course sample some rum and chocolate.

Twilley started the conversation by clarifying his role as a curator, pointing out that “if you look around this room, every single thing that you lay your eyes on will turn back into dirt; its my job to make sure that takes as long as possible.”

This clever ice breaker set the tone to an engaging evening.

He pointed out that Congress established the U.S. Army ration in 1775, and ironically, one of the first things they did to save money was eliminate fruits and vegetables; not a good nutritional move as many in the audience noted. Spruce Beer, in its alcoholic format appeared in rations shortly thereafter as a means of providing liquid. Twilley noted that “whenever people drink nothing but beer [and spruce beer in its diluted form], you are actually healthier.”

Someone in the audience noted that the pandemic diseases of the 1800s were a far cry from today’s Corona Virus, but the next segment of the presentation did include rum.

Pusser’s Rum that is, and yes, there were shot glass size samples. Its commonly available at many Virginia ABC stores, but what many didn’t know is that military rations switched from Spruce Beer to Rum as a preferred liquid in 1821.

Pusser’s Rum has been manufacturing the same recipe since 1655 for the British Navy, and the early Quartermaster’s at the time deemed

it worthy to include in military rations. It wasn’t until 1970 that Pusser’s Rum became available for purchase to civilians.

President Andrew Jackson issued an executive order essentially sobering up military rations at the time and replaced alcohol with coffee. At the time, quartermasters were roasting over 400,000 pounds of coffee daily and shipping them to the field. By the time WWII rolled around, roasted coffee appeared as water soluble coffee, and American servicemembers consumed some 258 million pounds of this during the conflict. Bullion was also introduced at the time in rations and became the second favored hot drink next to coffee. Synthetic beverage powder emerged during the time as well, morphing its way with sugar additives as Kool Aid in the civilian market after the war.

Coca-Cola emerged during WWII as a huge moral booster, partly because of a decision to allow servicemembers to purchase bottles of it for five cents wherever they were in the world, even in the jungles and islands of the Pacific theater. Someone in the audience inquired if cocaine was still an ingredient in CocaCola distributed to service members.

This was not the case, which led to more chuckles from the audience.

Chuckles turned into tantalized taste buds, as the presentation shifted to chocolate. In-fact, according to Twilley during WWII, the U.S. consumed more chocolate than any other country. Problem was that it melted very quickly at a low temperature, hence the expertise of the Hershey company, among others.

Hershey developed a recipe which included stabilizers, which is the reason why your chocolate bar, to this day, does not melt the minute you pick it up. And to the delight of many, the presentation ended with a few samplings of store-bought chocolate, military chocolates, and of course the last bit of Pusser’s Rum.

They served our country with honor.

633RD AIR BASE WING PUBLIC AFFAIRS JOINT BASE LANGLEY-EUSTIS, VA.

The 733rd Civil Engineer Division is in the early phases of the Main Substation Repair Project, which will rejuvenate Fort Eustis’ electrical infrastructure, enabling optimal installation energy consumption and facilitating renewable energy resources in the future.

Members assigned to the 733rd CED partnered with Dominion Energy representatives to enact the multi-million dollar project to install an additional transformer and upgrade the main substation, which has been in place since 1966. The upgrades will drastically decrease the frequency and duration of power outages, especially during hurricane season and peak summer season when the installation is more vulnerable to outages.

“All of the power outages we have are related to the main substation, which is the heart of the base,” said Richard E. Martin Sr., 733rd CED energy utilities manager. “You can’t function without the heart and our substation is like a weak heart. If you have a weak heart, you have to fix it and get it healthy.”

Martin explained that preventative maintenance and component upgrades on the current substation are challenging since the unit is more than 50 years old.

“We have components and equip-

ment that are pretty much obsolete because the substation is one-of-a-kind. It would take more than a year to get parts.” Martin continued. “We could possibly face having our substation down for 30 days or more simply due to the fact that replacement parts are not readily available. By upgrading to new, standardized components, we’ll be able to bring our substation up in 30 minutes or less.”

Martin said power outages on the installation can last from five to eight hours, and lead to an increased demand in manpower from Dominion Energy and contractors, as they must work diligently to restore power for the Fort Eustis community as quickly as possible.

Additionally, revitalizing the electrical infrastructure will ultimately lead to renewable technology upgrades throughout the installation. Upon the project’s completion, the 733rd CED can begin microgrid implementations.

“The microgrids will create self-sustained energy clusters in the event of a power outage or an attack on our infrastructure,” Martin continued. “Microgrids will be a huge benefit to our installation’s readiness because it will allow us to create an island effect for multiple facilities to be powered. We will have continuous power and uphold our mission. We’re considering solar panels, wind turbines and batteries to use as main components for our microgrids.”

Martin, who has been the project lead since 2017, said that the upgrade from the archaic equipment will create mission stability, and boost the qualityof-life, health and safety for Soldiers and their families.

Gas by grass: transporting fuel by truck

No matter how well jets are maintained, they can’t fly without fuel.

That’s where the Fuels Management Flight comes in.

The primary way Joint Base Langley-Eustis receives fuel is by barge.

However, in the event a barge is unable to deliver the fuel, it will be transported by truck.

The FMF conducted an annual Alternate Receipt Capability Exercise to ensure JBLE can receive fuel under any circumstances, March 10.

“It is essential that we have a way of receiving and delivering fuel to all mission-essential aircraft,” said U.S. Air Force Staff Sgt. Zachary Zilch, 633rd Logistics Readiness Squadron Fuels Service Center noncommissioned officer in-charge. “We are periodically required to exercise our alternate receipt capabilities to validate our readiness posture and capabilities.”

Having a ready supply of fuel supports training and fighter mission requirements. If the primary means is rendered inoperable, the alternate fuel resupply actions are executed to meet the stringent fuel requirements.

Situations that can affect the delivery of fuel by barge include natural disasters, contingency requirements, weather issues such as shifts in tide,

and any issues that may arise at the Defense Fuel Support Point in Craney Island, Virginia, where the fuel is delivered from.

“If we have a scheduled barge delivery that cannot be properly accommodated, we make a call and have commercial tank trucks here in 48 hours to be offloaded,” Zilch said.

“That ability solidifies our readiness and ensures there is zero effect on the mission.”

Operations at JBLE use an average of 1.2 million gallons of fuel each month, depending on specific mission and training requirements.

Each barge contains 714,000 gallons of fuel. Each truck carries 7,500 gallons of fuel, so it takes approximately 95 trucks to equal one barge.

When fuel is delivered it is tested to ensure it meets or exceeds quality standards.

“We test different aspects of the fuel: visual, conductivity, fuels system ice inhibitor, flash point, particulate matter and water,” said Staff Sgt. Anthony DiTonno, 633rd LRS Fuels Laboratory non-commissioned officer in-charge. “Once the fuel is in the tanks we test it monthly for fuels system ice inhibitor and conductivity.”

Ensuring JBLE has a ready supply of high-quality fuel ensures jets are able to fly, pilots maintain flight hours and the mission continues smoothly.

Survivors find easier access to Army installations Courtesy Story

Fort Eustis Gold Star and next-of-kin survivors will find it easier to visit the installation due to a new process that went into effect January 1, 2020.

The new survivor’s access policy allows qualified survivors to more easily gain access to the installation and travel on post without an escort to attend events, view memorials, receive services and similar activities using their survivor’s access card.

“The Army values people, especially our Gold Star spouses and family members,” said Lt. Gen. Douglas Gabram, commanding general, U.S. Army Installation Management Command. “This change allows them to more easily receive the benefits and services to which they are entitled, and helps enable them to remain connected to the Army.”

Eligible survivors are those who meet the criteria to receive the Gold Star lapel button or Gold Star Next-

of-Kin Lapel Button, including widow or widower, parent, child, stepchild, child through adoption, brother, halfbrother, sister and half-sister.

Eligible survivors may apply for and receive a survivor’s access card through the Fort Eustis Visitor Center.

Among the services available to Gold Star spouses and next-of-kin family members is the Army Survivor Outreach Services program, which provides dedicated and comprehensive support through a network of civilians serving as advocates for survivors. SOS staff can assist survivors to access benefits available to them at their local installation, such as career and financial counseling.

To track survivors’ feedback on the new process, the Interactive Customer Evaluation survey added new questions to help determine customer satisfaction with outreach efforts.

Flying Freight Trains

JOINT BASE LANGLEY-EUSTIS, Va. – The air around the Soldiers is filled with the whirring noise of the helicopter rotors spinning as the blades cut through the air, keeping the helicopter aloft.

More than 25 Soldiers with the 359 Transportation Company were transported in a CH-47 Chinook to Wilcox, Virginia to begin their simulated incountry training.

According to U.S. Army Chief Warrant Officer 3 Jesse Bander, 159th General Support Aviation Brigade, 244th Bravo Company, transporting Soldiers is a routine mission, but moving cargo is the unit’s bread and butter.

The pilots and crew of the 159th General Support Aviation Battalion 244th Bravo Company at Joint Base Langley-Eustis, Virginia, transport personnel and cargo to trainings, combat missions and humanitarian

efforts.

A well-trained crew can unload an entire Chinook within 13 seconds.

Members of the 244th Bravo Company conduct flights on a regular basis to practice this and other skills necessary in case of a hostile environment.

“We support local units and work with Special Forces at nearby bases,” said Capt. Cory Moylan, 159th GSAB, 244th Bravo Company commander.

“We work with personnel from almost every organization along the east coast.”

The 244th Bravo Company is a Reserve unit, meaning members have careers outside of the military where they work full-time when it is not a drill weekend. Moylan works as an air traffic controller and Bander works for the Virginia Department of Forestry, both positions providing time away from flying while learning from other experiences.

“Our crew is really close, we are like a big family and have a great time working together,” Bander said.

The 159th GSAB 244th Bravo Company works with Delta Company to perform maintenance so the helicopters can remain combat-ready. The history of this unit goes back almost 60 years to when it first earned a special call-sign.

The 244th Bravo Company was dubbed “Freight Train” in honor of the first 244th Bravo Company that served in Vietnam.

Current members have conducted flyovers for the return of service members’ remains found in Vietnam,

making connections with original unit members along the way.

“After the flyover some of our members got to talk to individuals who were in the first 159th GSAB 244th Bravo Company unit and they wanted us to take the call-sign ‘Freight Train’ again,” said Moylan.

“We have kept the name and we still stay in contact with some of the original members.”

In the future, the 244th Bravo Company will remain mission ready, continue to carry on the legacy set by Freight Train’s first members, provide support to troops and countless other mission requirements.

Raptor bird bath: contract gives time back to the mission

The 1st Fighter Wing is responsible for one-third of the U.S. Air Force’s F-22 Raptors and the Airmen of the 1st Maintenance Group are responsible for maintaining them.

However, in order to keep the aircraft mission ready, they must be washed regularly, taking time away from maintainers’ primary duties.

“The amount of work that the Airmen do on maintenance far outweigh the amount of work that they have to put into washing aircraft,” said Nancy Buchanan, 633rd Contracting Squadron contract specialist. “Be-

tween an aircraft needing to be washed versus maintenance done on it, there’s no comparison. We want that bird maintained, repaired and in the air.”

As a means of giving time back for maintainers to focus on the mission, the 1st MXG partnered with the 633rd CONS to create a contract that allows the 1st FW’s F-22 Raptors to be washed by contractors here.

According to Buchanan, the contract went into effect September 1, 2019, for more than $1 million for 14 months.

“Every 30 days, every F-22 and most fighters in the inventory, have to [go] through the wash rack,” said U.S. Air Force Col. Dave Seitz, 1st MXG commander. “It’s a job that takes sev-

eral hours. You have to tow the airplane, you have to prep the jet and then crew chiefs actually have to physically wash the airplane. Then once that’s done, you tow it back to the parking spots and go on to the next jet.”

According to Buchanan, throughout the year more than 700 washes will be conducted equating to nearly 14,000 hours that the 1st MXG maintainers can focus on maintaining the jets instead of washing them.

“The wash rack contract is an effort to alleviate our crew chiefs’ workload,” Seitz said. “Essentially we can fix and fly more airplanes without having to pull those sortie generators off to do a necessary task.”

Previously, the aircraft were only washed Monday through Friday, but with the new contract, F-22s are now being washed Wednesday through Sunday.

“We’ve actually decreased the workload on our skilled maintainers without degrading the readiness of the airplanes at all,” Seitz said. “By having more airplanes available, especially on Mondays and Tuesdays

when those accounts are the highest, that gives our pilots a much better chance at the high-end fight.”

The contract not only allows the Airmen to focus on the mission, but it also raised their morale by decreasing their workload. Seitz said that every Airman he has spoken to has given positive feedback about the change.

While the washing of aircraft throughout the U.S. Air Force has been contracted before, this is the first time it has been done for the Raptor.

“As we continue down the path of innovation and thinking outside the box, we look at things that have been done before and we look at things that have been talked about but not implemented,” Seitz said. “Hopefully we’ll continue and we’ll find more avenues to go after and look for ways to advocate how a little bit of money really goes a long way.”

The leadership of the 1st MXG strive to ensure that their Airmen set the standard for low observable and aircraft maintenance, keeping the 1st FW as the nation’s premier air dominance wing and this contract allows them to do just that.

The U.S. Air Force is preparing a Finding of No Practicable Alternative (FONPA) addressing the construction of a new facility and the demolition of two existing buildings at the Technology Development Directorate - Aviation Technology/Systems Integration and Demonstration (TDD-A/SID), Research Support Area (RSA), located at the 3500 block of Mulberry Island Road on JBLE-Eustis. The proposal consists of demolishing two existing buildings and constructing a new facility in the same general footprint of the demolished buildings. Although the new facility will be constructed on existing hard stand, and in an area that was previously disturbed, a portion of the construction area is currently situated within the 100 year floodplain. Executive Order 11988 (Floodplain Management) requires public review of proposed action within the 100 year floodplain. 32 CFR 989 (Environmental Impact Analysis Process) outlines how the Air Force must comply with the National Environmental Policy Act of 1969.

CAC ID Services

The MPF currently provides extended hours for CAC/ID card operations. Monday-Thursday 4 p.m. – 6:30 p.m., customers are able to book appointments and utilize walk-in services. We highly recommend booking an appointment prior to coming in to ensure the customer receives proper service.

Walk-in customers will be accepted and serviced as time allows. The services offered are limited to CAC replacements and CAC pin resets. All other services must be completed during the duty hours of 7 a.m. – 4 p.m. Monday-Friday. Basic ID card reminders: For all new CAC cards, members must provide 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law). Please ensure for lost/stolen cards, the member has a letter from their unit First Sergeant, and 2 forms of ID. For any member not in uniform, the member must still meet all AFI 36-2903 grooming standards. Shaving waivers will be accepted if presented at the time of appointment.
