First joint underwater demolition takes place

By SSG Brett Hyde It was a cold morning on the docks at Joint Base Little Creek-Fort Eustis, both the 74th Engineer Dive Detachment and 569th Engineer Dive Detachment are on the deck of U.S. Army Logistic Support Vehicle, General Frank S. Besson. After months of planning and coordination they are about to get underway with the first ever joint underwater demolition range.

The range took place three miles off the coast of Virginia Beach a Range W50. The 74th would host the demolition range, allowing the 569th and 86th detachments to plan and execute their own demolition and diving plans. Traditionally each team will plan and execute their own ranges but this year, they decided to let one team take a specific range to share the responsibility.

For this range there were two targets; a steel “I” beam and a chain.

The soldiers needed to measure the targets for the precise calculations in order to get the exact amount of demolition for each shot. Once the calculations have been completed, the dive teams launched off the stern of the LSV and moved out to the projects placed in the water 500 meters from the LSV. Here is where the expertise of the divers come into play; balancing the safety of both diving and handling high explosives. Once on the projects, divers were launched to set up the det cord and emplace the charges on both targets.

When all charges are placed, there needed to be one last safety dive to verify that everything was tied in correctly and there were no problems. After verification, time fuse would need to be measured, verified, and then rolled into a “double waterproof firing assembly” using bubble wrap and plywood. The purpose of a “DWFA” is to allow the divers to safely tie the

det cord and the time fuse to each other while also keeping it free from water that may interfere with the burning time fuse.

From that point, everything just takes care of itself once the time fuse initiates the det cord the chain reactions of the explosion travels down the water to the charges. The 74th rigged the targets so that after the explosion they would be able to recover the targets from the water.

Over the three day all three dive detachments were able to cycle threw their day at the range. Despite some minor problems with the current the range overall was a success. All personnel from the supervisors down to the junior divers were able to get valuable training with planning, working up and emplacing charges on targets in the ocean. Out to sea demolition is not something we get to train on often so when we do we try to make the most out the opportunity. With that said everyone was able to get their feet wet with this year’s iteration.

And with having one team help facilitate the training it made it possible to streamline the process and maximize the time we had out on the range.

Navigate this holiday season safely

As the holidays roll around, people become busy decorating, shopping or traveling and with the increased amount of activities, proper safety practices may be some of the last things on their minds.

To encourage Joint Base LangleyEustis, Virginia, personnel to recognize possible safety hazards that may affect them, the 633rd Air Base Wing Safety office has the following tips to keep their families safe and accountable this holiday season.

Holiday Trees  Keep the holiday trees watered.

Avoid placing it near a heat sources such as a fireplace, radiator or vent that

may dry it out quickly, posing a fire hazard.  Keep a fire extinguisher near the tree in the case of a fire emergency.  Do not use lighted candles on or near trees and do not hang light strands on aluminum trees.  If using an artificial tree, it should be labeled fire resistant.

Decorations  Decorations should be nonflammable or flame-retardant and should not be placed near heating vents or fireplaces.  Check lights for broken sockets, frayed, bare or loose connections  Do not overload electrical outlets or leave lights unattended.  Use indoor lights inside and outdoor lights outside (green label is for indoor and red label is for outdoor).  Turn lights off when going to sleep or leaving the house.

Holiday cooking  Never leave the kitchen unattended while cooking on a stove top.  Turn pot and pan handles inward to prevent them from being knocked off the stove or small children from grab-

bing them.  Make sure the kitchen is well-ventilated to prevent the build up of carbon monoxide from gas cooking appliances.

Traveling  Ensure vehicles are prepared for the colder weather before getting on the road by having a winter tune-up, adding antifreeze, checking tires and switching to winter weight oil.  Keep up-to-date with the National Weather Service forecast for travel ad-

visories and prepare or anticipate for trips to be postponed due to inclement weather.  Keep gas tanks over half full and have supplies including a cell phone, food, water, flashlight, first-aid kit, blankets, a shovel and flares in the case of an emergency.  If stranded or stuck on the side of the road during a snow storm, the best course of action is to stay in the vehicle.  Do not drive if you are tired or have been drinking.

Stronger together

By Tech. Sgt. Reggie Manning When I saw the flyer floating around Facebook it read: “Stronger Together.

Experience a fun approach to mental health awareness.” I thought to myself, “That’s an oxymoron. How can any approach to mental health, especially in the military, be Fun?” I read further and it said that the event was designed to destigmatize mental health and create a fun, judgement free environment to share experiences, and cultivate a culture of engaged, resilient Airmen/ Wingmen. There was that word again; fun. A coworker had also brought up the event so I decided to go be a fly on the wall and see what was really happening.

The room was average sized, not too small where everyone felt like participants in an ‘Escape Room’, and not too big where it felt less intimate, and your voice would echo off the walls of a gymnasium. A table of refreshments were laid out near the entrance. The good stuff too, not the Commander’s Call Commissary cookies and water. There was a ‘U’ shaped table with chairs set up facing each other, architecturally encouraging members to ‘buddy up’. I decided to pull a chair off to the corner and sit by myself. There I took notes and observed the entire ordeal. I must mention, none of the instructors bothered me to come forward and participate. There wasn’t any pressure, so I just jotted in my notepad, and this is what I saw.

to slap on their chest. This is where you picked your name or whatever moniker you preferred to be addressed by. It was also for those of us in uniform, sort of a push to make the event less formal, and sway people to look beyond the rank when socializing. Before the first activity even started, I watched as people entered, complete strangers, sat in the chairs and immediately start conversing, laughing, joking, and simply connecting. I thought about NCOA, where it took us at least a week and a half to finally get comfortable enough to be ourselves and open up, but here at a mental health event, where I’m sure the room was full of introverts, people just felt comfortable and instantly clicked with one another. It was a magical process to sit back and witness.

With rapport already established, it was a comical pause when the instructors announced that the first activity would be the Icebreaker, because for the past ten minutes that’s exactly what everyone was doing. Notecards were passed out with discussion topics for you to ask the person sitting in front of you. The time limit was 30 seconds, and then everyone would move one seat to the left, resembling a speed dating carousel. I watched as people from different backgrounds, age groups, active duty, reservists, dependents, and retirees mingled with each other, making the absolute most out of the 30 seconds that they were allotted. The room was full of smiles and laughter, and need I say ‘Fun’…the complete opposite that I thought a resiliency training would feel like.

During the next segment, the instructors asked everyone to face them. They then described the mission statement of the event, and introduced the staff.

stated that her role there was to be a safety net. If the discussions got too deep for someone, and they had an emotional episode, she was there to step in. The staff then shared their experiences, their demons, the struggles that they have been through and/or going through. Seeing the instructor break down and cry really set the tone for the rest of the event. It let everyone know that it was ok to share, be vulnerable, and that they were in fact in a judgement free zone. It also showed that these weren’t just some instructors volunteering to get a bullet or get out of work for a few hours; they genuinely cared, and the tears streaming down their cheeks, and their personal battles with mental health certified just that.

What also differentiated this event from the standard Resiliency Training was that it was base wide, and not just your squadron. You didn’t know the person next to you, so you felt comfortable share what you were going through without the worries of having to go back to work having your peers look at you in a different light. That’s what the program was designed to do to, to void the negative light and stigma that surrounded mental health. They tackled the stigma of seeking treatment in the military. It was good to hear firsthand from people who have and are currently seeking treatment. They shared the process and debunked all of the myths that were normally associated with it. This wasn’t some First Sergeant saying that seeking help won’t have a negative impact on your career, this was a real person who had done it; and that felt more authentic.

As I sat back and listened to everyone share their stories, breakdown in tears, and rejoice their triumphs through testimonies of resilience, I noticed the real point of this event, and why it was titled ‘Stronger Together’. When one person would share a story, or a baggage that they were caring, there was someone in the room who had experience in that area, or were currently going through it.

People literally were finishing each other’s sentences, and that’s because they all spoke the same language…The troubles ranged from career progression, toxic leadership, past suicidal thoughts, postpartum depression, to generational depression. Whatever you may have been going through, there was someone in that room who could share what they did to get through it, offer hope, help, and resources that assisted them, and if

not, it was liberating to hear that you aren’t alone, you aren’t crazy…

One of the instructors described his depression as the feeling of being a spectator in a room that you are in. That hit close to home for me. That was exactly how I felt a regular basis, and I just never had the words to describe it. So as I sat back in that room that I was in, spectating this event, I heard other stories of how some people refused to go to therapy because they felt that a therapist who just got a degree could never truly relate to what they were going through. This was a common outlook, and then it clicked. Just how in NCOA we eventually got to a point where we realized that the instructors weren’t the instructors, they were simply moderators. We realized that we, ourselves, were in fact the instructors, and we taught the classes through our diverse experiences. In Stronger Together, the members soon understood that group therapy worked miracles. The staff weren’t there to asses you, but guide you through a series of events that would encourage you to help each other, and be stronger, together.

Not everyone in that room was depressed, suffered from anxiety, or had bouts with mental health. Some were there to get guidance on how to deal with a loved one who may have mental health issues. Some were there just looking for someone to talk to, to share experiences, and hear tales of personal conquests. There was even a Green Dot instructor in attendance who was just there to connect and get ideas on how to make her program more intimate. Everyone was present looking for something to put in their mental toolbox, and judging how the faces went from tears of turmoil to tears of joy, I think they did. We did. What was slated as an hour and a half course, last nearly three, and not once did I see someone one rotate their wrist and tap their Apple watch. It was nearly 1630, and nobody was in a rush to leave. People even stayed back afterwards and socialized even more, got contacts, or simply thanked the instructors. I honestly had never witnessed a military training that beautiful, that poetic, and that’s because it wasn’t one. This wasn’t mandated by a quota to protect the Commander from the big wigs at headquarters. This was developed by a group of extraordinary resilient Airmen who had a passion for what they did and truly believed that we are…Stronger Together.

Testifying were: Army Lt. Gen. Thomas C. Seamands, deputy chief of staff for personnel; Navy Vice Adm. John B. Nowell Jr., chief of naval personnel; Air Force Lt. Gen. Brian T. Kelly, deputy chief of staff for manpower, personnel and services; and Marine Corps Lt. Gen. Michael A. Rocco, deputy commandant for manpower and reserve affairs.

An important tool the Army has is the new talent management system, which amplifies diversity, he said.

Trends are pointed in the right direction, he noted. For example, in the last five years, the percentage of Hispanic soldiers went from 12.5% to 14.6% and female representation went from 16.6% to 18.8%.

Also, the first female graduate of Ranger School went on to become the first female infantry company commander, and she then deployed to Afghanistan.

“We want our Army to look like our nation and to reflect what’s best of our citizens,” he said. “As the country has become more diverse, so has the Army.”

He added that service members are not only diverse in race and gender, but they’re also diverse in thought, talent, knowledge, skills and experience.

Navy Diversity Efforts The Navy is promoting diversity and inclusion, said Nowell. “We have increased participation in diverse talent and outreach events and marketing materials.”

Nineteen percent of the recruiting media budget focuses on multicultural and female prospects, he said.

Navy ROTC scholarships are also offered to minorities, he said.

More than 25% of this year’s U.S. Naval Academy accessions were female or minority, he said.

Air Force Diversity Efforts “The Air Force considers diversity a warfighting imperative,” said Kelly.

“As such, the Air Force set a goal for our force to mirror and be representative of the population of Americans eligible to serve by race, gender and ethnicity.”

The Air Force currently consists of

7 22% women; 15% African Americans — including 6% in the officer corps; and 13% Hispanics — including 7% in the officer corps. Those demographics have increased over the last 10 years, he added.

Marine Corps Diversity Efforts “Diversity remains critical to the Marine Corps,” said Rocco. "It is our responsibility to ensure the Marine Corps is comprised of the best and brightest from every segment of the diverse society.

“Diversity must be included in meaningful ways in order to take advantage of a wide array of aptitudes and perspectives necessary to maintain our current and future warfighting excellence,” he continued.

Diversity in the Marine Corps is increasing, he said. In 2010, 30% of Marines identified as minorities. Today, that number is more than 40%.

“We expect these numbers to continue to rise.”

In 2010, 6.7% of the Marine Corps was female. It’s now almost 9%.

These numbers should also continue to rise, he said.

Special delivery, Christmas pick up

As soon as that delicious turkey dinner was put to rest it was official: Christmas was here.

For the Joint Base Langley-Eustis community in Virginia, this meant the Christmas spirit would arrive – the Christmas SPIRIT Foundation, that is.

U.S. service members walked back and forth, carrying tightly wrapped evergreen trees from a shipping truck to Bethel Park and Schultz Plaza at JBLE, Dec. 6 and 9, 2019.

Due to the amount of tree farms decreasing every year, tree prices have increased.

Through the Trees for Troops program, the CSF provides free, donated farm-grown Christmas trees to armed forces members in all branches of the military and their families, as well as retirees and Department of Defense civilian employees.

“I saw [the event] on Facebook and thought, ‘this is so nice that they thought of us,’” said Toni Dayton, wife of U.S. Coast Guard Capt. Melbourn Dayton. “Now the money that wasn’t spent on the tree can go towards something else, like gifts for the kids or other volunteer efforts like an animal shelter.”

Families flowed up and down the rows of trees, searching for the one that would be gleefully decorated in their homes.

All trees donated were adorned with written notes from families who donated to the tree farms, wishing service members and their families a happy holiday season.

“We’ve been overseas for the past 12 years, so this is going to be the first time for us to have a real Christmas tree as a family,” said U.S. Air Force

For Trees for Troops, the holiday season is a time to spend with family and friends, and for them, it is also about giving back to the community.

Whether donating trees or just helping families carry their trees back to their vehicles, the Trees for Troops program provides that opportunity.

“It’s a great program,” said Ike McCann, Bethel Park manager.

“Through the years I’ve heard different things, a few minutes ago a gentleman told me his son wanted a live tree because they never had one before. That alone makes it all worthwhile.”

Since 2005, Trees for Troops has provided more than 225,319 Christmas trees to families in all branches of the military at more than 70 bases in the U.S. and overseas. Just in 2018, Trees for Troops delivered 16,599 farm-grown Christmas Trees. These were donated by roughly 450 Christ-

Aircrew Flight Equipment: Putting the AFE in SAFE

The hum of lights and subtle creaking of sewing machine pedals fill the air of an otherwise silent room. Technicians, concentrated on expertly constructing each component of a parachute, apply their unique skill set and range of knowledge to ensure perfection with every stitch.

With each precise measurement and stitch of thread, U.S. Air Force Airmen at the 1st Operations Support Squadron aircrew flight equipment main shop work meticulously to fabricate and repair the life-saving equipment pilots use on a daily basis.

Their motto, “Your life is our business,” reminds the Airmen of the significance of their job and what is at stake if even a single aspect is overlooked or neglected.

“AFE is the last chance for someone to survive after an ejection,” said U.S. Air Force Staff Sgt. Blake Hendricks, 1st OSS AFE technician. “We need to ensure that after a pilot ejects, their parachute will deploy and they will get back to their family safely.”

The AFE main shop focuses on the inspection, repacking and repair of every parachute and survival kit on base. They are currently undertaking the daunting task of building approximately 20 brand new BA-22 parachutes for the T-38 Talon aircraft.

“When building the new BA-22 for the T-38, I take a new bare pack and add certain components to configure the parachute to Langley’s standards,” Hendricks said. “We will continue to build these chutes until we have enough for each T-38 pilot to have his or her own individual chute.”

“Using T.O.s in our job is absolutely critical,” said Staff Sgt. Patrick Long, 1st OSS AFE noncommissioned officer in-charge. “The parachutes and survival kits we work on must work every time, as designed. With that being said, we use our technical orders for each and every step to ensure that everything is being done correctly. Something as simple as grabbing the wrong thread for a tacking could cause the parachute to malfunction, which would lead to the death of a pilot.”

Additionally, because their technical order mandates it, parachute rework, repairs and modifications can only be performed by a certified AFE technician and would still have to be inspected and repaired to ensure they’re built as designed.

Building up a brand new BA-22 parachute for use on a T-38 takes about two days, as the process includes building a new pack, the outer container, adding a set of risers, universal water activation release systems, a parachute canopy and the pilot parachute. Once all of the required items have been installed and assembled, a technician will then inspect the assembly and pack it.

“If we don’t pack chutes, no aircraft on the flight line at Langley would fly,” Hendricks said. “This also pertains to any mission down range or any base across the Air Force.”

Thanks to AFE’s key role in the mission and thorough work on a daily basis, pilots at Joint Base Langley-Eustis can fly with confidence as they deliver combat airpower across the globe.

Expanded Army & Air Force Shopping Privileges The JB Langley Eustis Exchange will welcome home disabled Veterans, Purple Heart recipients and certain caregivers with in-store shopping privileges beginning Jan. 1.

Army & Air Force Exchange Service shopping privileges will expand to all Veterans with service-connected disabilities, Veterans who are Purple Heart recipients, Veterans who are former prisoners of war and primary family caregivers for Veterans who are enrolled in the Department of Veterans Affairs Program of Comprehensive Assistance for Family Caregivers. In all, 4.1 million Americans will be eligible for the new benefit.

This new privilege was specified in the Purple Heart and Disabled Veterans Equal Access Act of 2018, included in the John S. McCain National Defense Authorization Act for fiscal 2019.The Department of Defense officially announced the expansion Nov. 13.

The MPF is rolling out an initiative to improve the availability of CAC ID card services! Starting Monday, 21 October, the ID card office will be open by appointment from 1630-1900. The appointments will be booked via the MILSUITE application (exactly the same way as a PT test), and be available in 30 min increments. The only customers we will be servicing during these appointments will be CAC card holders (no Dependents). Please utilize the link above to sign up for an appointment. Walk in customers will be seen as time allows.

Basic ID card reminders: For all new CAC cards, members require 2 forms of ID. Driver’s licenses need to be current and not expired (despite the issuing state law).

Please ensure for lost/stolen cards, the member has a letter from the Security Forces desk, and 2 forms of ID. For any member not in uniform, the member must still meet all AFI 36-2903 grooming standards. Shaving waivers will be accepted if presented at the time of appointment.

Toys for Tots

It's that time of year again and the holidays are right around the corner! This year we will be teaming up with our sister service, The Unites States Marine Core Reserve, in aiding with the Toys for Tots program on the Peninsula!

The donation drive will start next week, on October 30, 2019 and run until December 6, 2019. Any and all toys and books are accepted but they must be unwrapped and in their original packaging. All proceeds will be distributed as gifts by the local U.S. Marine Corps Reserve, to the less fortunate children within the community.

Any squadron that is interested in participating in this wonderful opportunity, to collect toy donations for the Toys For Tots organization, please have at least two POC’s.

Those POC’s will need to notify the JBLE POC’s of how many boxes and advertisement flyers their respective squadrons will need to participate. They will also be responsible for sending out information about the donation drive, throughout the donation window. Along with, monitoring the donation boxes within their respective squadrons.

A Commander’s certification Memorandum is required. For hunting and private owned firearms range requirements contact Outdoor Recreation at 757-878-2391.

There is construction in progress vicinity TA 20, 21 and 28. Expect large commercial trucks and use caution. For scheduled training in TA 28 and UOS all vehicles/personnel must enter at TA-19.
