Online Application to Ease Manual Access

WASHINGTON – The Army plans to have a new, easy-to-use method for Soldiers to access manuals and other military publications by 2015.

The new 10-page Army Doctrine Publications, known as ADPs, will be available on videos. The more detailed Army Doctrine Reference Publications, or ADRPs, will be on interactive computer-based training. The Army Training Publications will be on a MilWiki site, a collaborative website that enables Soldiers to participate in doctrine development.

Retired Col. Clinton J. Ancker III, director of the Combined Arms Doctrine

Directorate, spoke recently about the Army Doctrine 2015 strategy at the Association of the United States Army Annual Convention at the Washington, D.C., Convention Center.

“As an officer, noncommissioned officer or Soldier, you can track your responsibility with this new system,” said Ancker.

“All Army professionals should have an understanding on how the Army operates.”

The system will allow Soldiers at any level to access Army doctrine, references, field manuals and technical publications through various digital outlets. These outlets include DVD videos, interactive multimedia instruction videos and a wiki site allowing Soldiers to participate in doctrine development.

“We want to make the Army publications more accessible, and more collaborative,” said Ancker.

Integrating doctrine with digital applications will allow doctrinal resources to be readily available to Soldiers and provides a new approach to how doctrine is used to support education, training and operations, he said.

Users can locate Army publications specific to their jobs from an easy-to-use hierarchal process.

The redesign focus was based on guidance from Chief of Staff of the Army Gen. Ray Odierno, who directed “a Doctrine Strategy to categorize our manuals differently, reduce their length and number, and leverage emerging technology to make

them more collaborative and accessible,” said Odierno.

By 2015, the Army plans to have only 50 field manuals on tactics and procedures. The rest of the doctrine will be in ADPs, ADRPs and Army Techniques Pubs, or ATPs. The end result of Army Doctrine 2015 is to provide the user an easy way to access military publications via mobile devices, and other non-tradition methods, but the physical hard copies will still be available.

It is expected the new streamlined system for delivering Army doctrine will be complete by 2015.

Friday for the Arts After a long week at work, most people are ready for a little fun and a relaxing change of pace. Fort Lee community members are fortunate because they donâ&#x20AC;&#x2122;t need to go far to find a leisurely weekend activity.

Petersburg has a monthly celebration called Friday for the Arts held the second Friday of each month in its historic downtown area. The next one will be Nov. 9. Friday for the Arts takes place along many blocks in the vicinity of South Sycamore Street from the city library to Sycamore Rouge and beyond.

That fear turns to relief, however, when he arrives at his destination and finds holiday music playing, snowflakes hanging from the ceiling, the smell of fresh popcorn, the hustle and bustle of military and civilians alike dressed in holiday garb and toys everywhere.

In that moment, the Soldier takes on a different demeanor. An obvious relief comes over him as he realizes he has been sent to shop for his children’s holiday gifts free of charge. As emotions come to the surface, he offers a big hug and says, “Thank you.”

This is Holiday Helper.

It’s also the story of a visiting father who is here to see his son deploy in just a matter of days. As he accompanies the Soldier to the “toy store” located on Fort Lee to pick up the gifts being wrapped for his grandchildren, he stands there in amazement with tears streaming down his face. He’s overwhelmed that the community would do something so special for his son.

Holiday Helper is also about the Fort Lee Family struggling to recover from a devastating house fire. While they were fortunate to escape without injury, they lost all of their possessions. The children are provided with an array of toys, hats

The effects of Holiday Helper are also felt by military Families from all over the United States staying at the Fisher House in Richmond to be close to their service member recovering from war injuries or

illness. A mother who is doing all she can to get by in a strange place is relieved when a delivery is made of toys, hats and mittens. She can put her mind at ease knowing her children will have a wonderful holiday.

foreclosure. Hard working and dedicated, he does everything possible to provide for his wife and five children. When he was chosen to receive a donated “Little Tykes House” for the kids, he was both grateful and humbled. He was also provided with a live holiday tree and food vouchers to help cover the cost of a holiday meal.

After being allowed to shop for toys, hats, mittens and all of the stocking stuffers he needed for his little ones free of charge, this Marine returned to Holiday Helper to volunteer and give back to other military Families. His act of kindness touched so many.

And let’s not forget about the many local businesses, DoD Civilians, community members, military spouses, military members and commanders who all scramble each year to get on the volunteer schedule to wrap gifts or serve as “elves” to assist program participants with their shopping.

The reward is that sense of holiday spirit, and being there to witness military members taking care of their Families when they sacrifice so much to take care of the nation’s freedom. It’s seeing the relief on young faces, knowing the financial burden of providing for their children’s holiday toys has been removed. Young and old are thankful and gracious and the experience is moving and heartfelt.

than 500 military Families and more than 1,200 military children have benefitted from the toys it provides. Those figures will continue to grow as the Holiday Helper Association seeks ways to expand the operation.

Holiday Helper is entirely supported by community donations. Contributors include individual community members, local businesses, military units, various post tenant agencies, churches, schools, local chambers of commerce, and community associations and groups.

The HHA works hard to secure grants and also receives donations through the Combined Federal Campaign (enter agency 98644 on your pledge card to donate directly to the program).

Junior-ranking military members from all branches of service are nominated by their commanders to receive support from Holiday Helper. Military members are then assigned a certain day and time to shop at the “toy store” located on Battle Drive, building 9027, just across the street from the post pool near the Lee Club. Each of the nominees will receive a food voucher, three toys per child, hats and mittens, stocking stuffers, books and puzzles, a live tree if needed and free gift wrapping. A limited number of bikes are donated annually and each unit commander is allowed to select a military recipient based on need.

ginnings in an Army Community Service training room more than 10 years ago. Former ACS Director Karen McComas was keenly aware that there was a need to provide for many of our junior ranking military who were struggling financially to make ends meet, much less purchase toys for their children during the holidays.

It was her dream to ensure that no military child would go without during the holiday season, and so, Holiday Helper was born. Today, McComas is the chairman of the board for the Holiday Helper Association, and she is still there each year to work as an elf while savoring every minute she gets to spend helping military Families.

The HHA receives both monetary and gifts in kind from all over the state. Those with newborns are always appreciative of the homemade baby blankets or sweater sets made by individuals in the community. Others choose to donate footballs, dolls, gift cards for teens, watches, jewelry, learning and educational toys, tricycles, DVDs, sports equipment, telescopes, skateboards, board games, craft sets, infant items and so much more.

Another factor for donation for some is the cost but there is no need for a donor to worry about that. All donor medical, travel and other costs connected to the donation are paid by the program and the patient receiving the transplant.

The great news is that there are very few restrictions on who can join the DoD Marrow Donor registry. Potential donors should be 18 to 60 years in age and in good general health. All active duty military members, their family members, Department of Defense Civilian employees, Coast Guard, National Guard and Reserve personnel are eligible to register.

JCCoE Offers New Additions to Field Ration Menus

The Unitized Group Ration – Short Order menu recently underwent changes after a six-month test at four Army installations last year.

The UGR is for use in deployed locations or during remote training exercises. The new menu allows commanders and food advisers to offer additional choices to Soldiers out in the field, said Beverly Hamlette, Joint Culinary Center of Excellence field feeding specialist.

Previously, field ration meals included casserole or meat-based entrees such as meat loaf, baked chicken, or spaghetti and meatballs. The new short order option is similar those found in dining facilities and has never been offered for the field environment.

“The new menus were developed by our partners at the U.S. Army Natick Soldier Research, Development and Engineering Center, and they have worked very hard to ensure these menus are built to provide the right nutrition for our Soldiers,” said Hamlette. “This concept was designed in efforts to continue to provide the Army diner more variety, alternative meat options and mixed menu items, thus providing both mainline and short order options in a field/deployed environment.”

Commanders and food advisers are able to decide which percentage ratio to order from the main line and the short order center plate items to feed their troops, said Hamlette.

“Soldiers have always opted for more variety, improvements and options within the Operational Ration Program,” said Hamlette. “These new menus will provide just that. This will give the diner a choice of a mainline entrée or a short order type entrée. Comments from the field indicate a great demand to have a non-pork protein choice on the menu. Short order could provide that alternative; if the mainline meal is pork loin or pork ribs, the food service sergeant could pair this meal with a non-pork short order to provide more choices.”

The updated menu was supposed to become available in 2010, but it was not actually available until May 2012, and many aren’t aware that these choices exist, said Hamlette.

“Commanders and food advisers are authorized to provide mainline and short order options at each dinner meal while field feeding,” she said. “I don’t think they are aware there were menu changes.”

Education Week Opportunities Abound at Lee The Army Continuing Education System, or ACES, will observe American Education Week Nov. 12 - 16. Activities are located in the Army Education Center (building 12400), Liberty Chapel (building 9100) and building 6050. Soldiers, Family members, and the entire Fort Lee community are welcome to participate in these activities.

- 4 p.m., active duty Soldiers are invited to speak with counselors about their educational goals, update their GoArmyEd accounts, learn about tuition assistance and the GI Bill, and research their educational interests.

The Education Fair at Liberty Chapel, 10 a.m. - 2 p.m. on Nov. 14, will provide visitors the opportunity to answer these questions: Are CLEP/DSST accepted in my degree plan? Will I be given credit for military schools?

Will my credits transfer? Can my degree be completed upon transfer to another base? What about financial aid?

Many colleges, universities and technical schools will be at the fair to offer information on various degree and certificate programs.

Women’s Museum to be Featured in Documentary

History came alive Oct. 23 as the U.S. Army Women’s Museum here participated in a documentary highlighting the service of women in the armed forces.

The production is called “Unsung Heroes – The Story of America’s Female Patriots,” and focuses on the accomplishments and advancements women from all branches of service have made throughout American history. It is produced by Academy Award winner Ron Howard and written and directed by Emmy winner Frank Martin.

Francoise Bonnell, U.S. Army Women’s Museum director, provided a historic overview and references to use as the backdrop for the production. She shared stories and personal accounts of female service members from the Revolutionary War to the current conflicts in Iraq and Afghanistan.

One of the accounts Bonnell high-

lighted is the awarding of the Medal of Honor to Mary Edwards Walker. She was a doctor during the Civil War who was an alleged spy and captured as a prisoner of war. To this date, she is the only woman ever to be awarded the nation’s highest military honor.

Staff Sgts. Jessica Cobble and Guadalupe Alexander, Soldiers assigned to the Combined Arms Support Command, were also interviewed. The two recounted personal stories of what life was like being deployed in a combat environment. Both served tours of duty in Iraq and Afghanistan.

Cobble was assigned as a mortuary affairs collection point noncommissioned officer during her deployments.

Alexander was attached to an infantry unit in Iraq and provided automated logistics support in both theaters.

Stories such as those of Walker, Cobble and Alexander will fill this two-hour documentary special. It will air on the Public Broadcasting Service next year.

Anderson, along with her two older siblings, Franklin, 82, and Mary Lee Cassell Musulin, 80, were on hand to witness the arrival of the remains at the airport. They watched in solemn tribute as Fort Lee Soldiers ceremoniously removed

the flag-draped coffin from the commercial aircraftâ&#x20AC;&#x2122;s cargo storage area and carried it to a waiting hearse. They also traveled to Amelia County to do the same in preparation for a memorial service that was held Sunday.

Tech Sgt. Cassell was 21 years old when he died with his fellow airmen. An Arlington National Cemetery burial plot was dedicated to the crew years ago, but no personal items had been returned, said Anderson, who was lonly a few monhs old when her brother was drafted and departed for World War II. Despite the declaration that her brother was deceased, Anderson said her father held a glimmer of hope that his son was still alive, especially considering the fact the no personal items were found. â&#x20AC;&#x153;My father always thought that maybe, maybe he survived and one day would show up,â&#x20AC;? said Anderson, â&#x20AC;&#x153;because they got nothing, nothing except a telegram.â&#x20AC;?

Anderson said the identification of the remains brings an end to the years of speculation about her brotherâ&#x20AC;&#x2122;s death. â&#x20AC;&#x153;It does bring closure, especially for my sister and brother,â&#x20AC;? she said. â&#x20AC;&#x153;Also, because I didnâ&#x20AC;&#x2122;t know him and didnâ&#x20AC;&#x2122;t experience the grief at that time, it gives me such a good feeling that heâ&#x20AC;&#x2122;s home. Thatâ&#x20AC;&#x2122;s what my father and mother always wanted.â&#x20AC;?

HENRICO COUNTYâ&#x20AC;&#x201C; In 1947, the parents of Army Tech. Sgt. William S. Cassell received word that their son was one of eight airmen presumed dead after the aircraft in which they were flying went missing.

The following year, the wreckage of a U.S. B-17G Flying Fortress was discovered in the French-Italian Alps near the Estellette Glacier. It was determined to be Cassellâ&#x20AC;&#x2122;s plane but the remains were unidentifiable and the wreckage was declared non-recoverable.

Until now.

More than 60 years after he was declared deceased, Cassellâ&#x20AC;&#x2122;s remains were finally returned to his Family during a planeside ceremony Friday at the Richmond International Airport. A day earlier, Hannah Cassell Anderson said she was taken with the news that their older brother was finally coming home. â&#x20AC;&#x153;I was just amazed and thrilled at the same time,â&#x20AC;? said the 68-year-old Anderson, â&#x20AC;&#x153;because not only did they have his remains, but they also had his dog tags, which was just wonderful.â&#x20AC;?

Fort Lee Ordnance Soldiers Lend Hand to 1st Graders at Colonial Heights School

First grade teacher Jane Briggs noticed the immediate and visible impact the visitors had on the students in her classroom and was grateful for their presence. â&#x20AC;&#x153;I cannot tell you how thankful I am,â&#x20AC;? she said, â&#x20AC;&#x153;because I know they are busy and have so many things that are so important but nothing is more important than 6-year-olds learning to read.â&#x20AC;?

Briggs, a teacher at North Elementary School in Colonial Heights, was brimming with pride and appreciation watching Fort Lee Soldiers interact with her pupils during reading activities Oct. 25 at the school. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m watching the faces of the children but also the faces of the military, and itâ&#x20AC;&#x2122;s so exciting to see the connection being made,â&#x20AC;? she said during the reading sessions.

The Soldiers, all assigned to Alpha Company, 832nd Ordnance Battalion, 59th Ord. Brigade, located on the Ordnance Campus, are part of the unitâ&#x20AC;&#x2122;s effort to extend hands of support to build meaningful relationships with the communities outside its confines, said its commander, Capt. Forrest Clay.

â&#x20AC;&#x153;The community outside the gate is the cornerstone of what we have here at Fort Lee,â&#x20AC;? he said. â&#x20AC;&#x153;Every time we go outside those gates, those civilians are there to support us so we have to make sure we give back to them as much as they give to us.â&#x20AC;?

During the most recent school visit, Eight Soldiers and one senior noncommissioned officer were on hand to help Briggs with her class of roughly 20 students. At one table, two Soldiers played a bingo-like game with the pupils, jokingly and gently urging them on. At another table, children read aloud as Soldiers listened. There were also many instances in which reading took a back seat to studentsâ&#x20AC;&#x2122; curiosity and questions Afterward, Soldiers said time spent with the children furthered their personal enrichment and aspirations. â&#x20AC;&#x153;I love children, and I want to be a teacher one day,â&#x20AC;? said Pfc. Ashley Kinsey, a 21-year-old Bamberg, S.C. native. â&#x20AC;&#x153;Anything I can do to brighten their day and perhaps help with their future â&#x20AC;&#x201C; all it fulfills me as a person.â&#x20AC;?

Twenty-year-old Pvt. Rachel Bailey had similar sentiments. â&#x20AC;&#x153;I know I loved reading as a child,â&#x20AC;? she said. â&#x20AC;&#x153;Even now, reading is a really big escape for me. I was telling one of the students the last time I was here that you can go

anywhere you want to go and be anything you want to be reading a book.â&#x20AC;?

Sgt. 1st Class Paula Bond, a member of the Alpha Co. cadre, spent much of her time with one child who on a previous occasion wasnâ&#x20AC;&#x2122;t as open as the other children, displaying a level of shyness and introversion. He initially showed the same signs during this session but quickly opened up to the senior NCO. Bond was clearly enlightened by the experience and said getting to know the kids was just as valuable as the reading assistance. â&#x20AC;&#x153;Being able to interact with the children is very rewarding,â&#x20AC;? she said. â&#x20AC;&#x153;We make some great connections while reading to them and hearing them read as well as getting a little feedback on who they are, what they like, etc.â&#x20AC;?

Clay, who has a son in Briggsâ&#x20AC;&#x2122; class, said he could have chosen a number of activities to make contributions but education has the biggest payoff. â&#x20AC;&#x153;It is the foundation of everything,â&#x20AC;? said the former middle school teacher. â&#x20AC;&#x153;We have to make sure we are educating those around us. Reading, science and math are going to help our economy, our Army, our world to be better places.

It all starts with education.â&#x20AC;?

Alpha Co. will continue to work with the school and hopes to adopt it in the future, said Clay.

Now is the time to get your vehicles ready for fall and winter weather conditions. Here are a few precautions and vehicle awareness checks to improve overall driving safety during the upcoming months.

Remember to select the right tires for your vehicle by knowing the weather conditions in your area and areas you may visit while driving.

Keep a windshield scraper and small broom for ice and snow removal. A blanket, first aid kit and flares may prove useful in the event of an emergency. Maintain at least a half tank of gas throughout the winter season.

Finally, plan long trips carefully and obey posted speed limits and warning signs. Listen to the local media reports or call law enforcement agencies for the latest road conditions.

The weather can be wet and windy. Leaves are falling, and wild animals are more active preparing for winter and looking for a mate.

In addition to shorter daylight hours, the sun is low in the sky, casting a glare. If you do not clean your windshield regularly â&#x20AC;&#x201C; inside and out â&#x20AC;&#x201C; a film builds up making the glass opaque in the strong sun and obscuring the driverâ&#x20AC;&#x2122;s view. Headlights of oncoming vehicles also cause glare. Also, windshields should be cleaned of frost to allow full visibility.

Leaves on the roadways disguise hidden dangers.

They often cover road markings and camouflage potholes. Leaves can plug up drains and cause water to accumulate on the roads. Wet leaves are especially dangerous as they are very slick and cause loss of traction, making steering and braking more hazardous.

Avoid driving over piles of dry leaves, too. The leaves could ignite from contact with hot engine parts.

Itâ&#x20AC;&#x2122;s mating season for deer and other large mammals. A buck in pursuit of a doe may not stop for traffic.

Communicating the Culture of Leadership by 1st Lt. John Lanzafame 82nd Sustainment Brigade Public Affairs

Graduating logisticians from the Captains Career Course at the Army Logistics University recently attended a panel discussion featuring leaders from the 82nd Sustainment Brigade.

Col. Chris Sharpsten, 82nd Sustainment Bde. commander. spoke to the Soldiers about his leadership vision. The brigade is charged with the mission of supporting the XVIII Airborne Corps and 82nd Airborne Division in its execution of the Global Response Force and must be ready at a moment’s notice to translate the intentions of command into action by aligning resources behind a common goal.

Sharpsten said he believes it’s essential for the brigade to infuse every team member with his vision, goals and expected results in order for the unit’s diverse mission set to be successful. Sharpsten and a panel of command teams built from the 659th Maintenance Company, 264th Combat Sustainment Support Battalion, and the 249th QM Co., 189th CSSB, met to discuss the essential qualities of leadership and how they permeate the leadership of the 82nd Sustainment Bde. The graduates listened intently to Sharpsten as he articulated the culture of leadership in the his brigade.

The program began with Sharpsten introducing the graduates to three rules of leadership. These rules form the foundation of his leadership style and are taught to all of the brigade’s incoming officers. The rules are as follows: when in charge, take charge; find problems and solve problems; and audaciously execute your commander’s intent.

“When in charge, take charge” is a rule of leadership that

highlights the importance of never abandoning one’s leadership responsibilities, said Sharpsten. Effective leadership requires that a leader encourage an expression of opinion from team members but reserve the sole right to make the decision, especially when faced with adversity.

“Find problems and solve problems” is a rule of leadership that highlights the importance of being proactive and anticipatory, he continued. Effective leadership requires that a leader act diligently to assess a situation and act deliberately to solve conflicts.

“Audaciously execute your commander’s intent” is a rule of leadership that highlights the importance of having a passionate commitment to the success of the mission, he said. Effective leadership requires that a leader never waiver from accepting and promoting the vision of the team and remain undaunted when faced with adversity.

In addition to Sharpsten’s address, the program provided a two-hour question-and-answer period. The leadership panel fielded a wide range of questions from the graduates, from how to interview for a company command position to handling shortage annexes in change-of-command inventories. The two most compelling questions were “what are the best attributes of a company commander?” and “what are the command’s most challenging difficulties?”

The leadership panel responded to the first question with a list of attributes that included being confident yet humble, having a clear vision of your command, being “up-front” and visible and genuinely caring for the well-being of your Soldiers.

In response to the second question, the leadership panel stated there will always be challenges to overcome and problems to solve, each requiring a different solution.

As the Army continues to downsize, Sharpsten recognizes the importance of receiving more output from fewer resources within the 82nd Sustainment Brigade. He said he is confident that the rules of leadership emphasized under his command will maximize productivity in future operations and mature leaders of all ranks to accomplish a variety of mission sets anytime, anywhere.

ALL ARMY BB TEAM VISITS FORT LEE The 2012 All-Army Basketball Team played an exhibition game against the Semi-Pro Richmond Elite team on Friday at the MacLaughlin Fitness Center. Nearly 250 people attended the game. Nine-year-old Erica (Ali) Cherry, daughter of 1st Lt. Eric Cherry, Headquarters and Headquarters Company, 530th Combat Sustainment Support Battalion, sang the national anthem. After being down for most of the game, the All-Army team rallied to win by a narrow victory of 78-77. Fort Lee’s own 1st Lt. Cleveland Richard, 16th Ordnance Battalion (No. 20) was a member of the starting lineup for the All-Army team. The squad is heading toward Lackland Air Force Base, Texas, this weekend where it will participate in the Armed Forces Championship, which starts Nov. 4.

Laboratory Updates Improve Services

Recently, the laboratory at Kenner Army Health Clinic was completely renovated. The â&#x20AC;&#x153;clinicâ&#x20AC;? consisted of an aluminum window where the customers waited in line in the middle of the hallway until they were called forward to receive a numbered ticket.

The laboratory waiting area was shared space with the pharmacy, and this resulted in confusion.

Renovations transformed the old area into a new combined laboratory and radiology waiting room. This new waiting area has given patients increased seating and two 42-inch television sets to view. ,Q WKH VSULQJ WKH ODERUDWRU\ LPSOHPHQWHG 4 )ORZ D FXVtomer experience optimization program, that has improved SDWLHQW IORZ ,W PLQLPL]HV ZDLWLQJ WLPH DQG DOORZV SDWLHQWV to hear and see their number being called from the television sets. Laboratory patients now wait less than 15 minutes for services 97 percent of the time. Ninety-five percent of laboratory patients have said they are extremely satisfied with their overall laboratory and phlebotomy experiences.

YOUTH Youth Fall Festival

The Fort Lee Youth Fall Festival will be Nov. 3, 1-4 p.m., at the Post Field House, 16th Street at A Avenue.

Activities will include pumpkin decorating, sand arts and crafts, hay rides, a haunted house, a rock climbing wall, inflatables and two performances of “Rockin’ Robin Revue” (1:30 and 2:45 p.m.) by the Chesterfield Children’s Theatre.
