Ending the Stigma of Seeking Help in the Army crisis. Allen was uncharacteristically late for formation several days in a row, and his work performance noticeably deteriorated.

Leaders should continuously promote awareness that seeking help with a medical or behavioral health problem shows the resilience and maturity of character that contributes to a strong and effective leadership and military force. Then with the evidence of a supportive leadership, Soldiers can learn that seeking help leads to good recovery and positive outcomes for individuals, Families and the military force.

O’Neil Takes Charge of QM Corps

Command of the Quartermaster School and Corps changed hands in a ceremony Aug. 30 at the 262nd QM Battalion Parade Field.

Brig. Gen. Gwen Bingham turned the regimental colors and school guidon over to Col. John “Skip” O’Neil during a ceremony overseen by Maj. Gen. Larry D. Wyche, CASCOM and Fort Lee commanding general.

A former Fort Lee garrison commander and CASCOM chief of staff, Bingham will be taking command of White Sands Missile Range, N.M. “We are losing an absolutely outstanding and exceptional commander,” said Wyche. “Gwen, we are extremely grateful to have had you. When the challenges demanded nothing less than experience, commitment and a relentless leader, Gwen, you were there.

“You have delivered on everything that was expected of you as a commandant and more,” he continued. “We are truly grateful.”

Wyche said Bingham fostered teamwork within the or-

ganization that will benefit it long after she leaves.

“Today, she leaves behind a legacy of trust and goodwill that has produced noticeable results such as training more than 30,000 logistics warriors annually in 88 programs of instruction,” he said. “Gwen, your accomplishments as the 51st Quartermaster General and the first female commandant of the Quartermaster School are truly remarkable. Day-in and day-out, you lived the corps motto of supporting victory, victory starts here.”

After thanking all for attending the ceremony, Bingham brought special attention to her QM team.

“I couldn’t have done any of this by myself, and this was a team effort,” she said. “Our attainment of institutional excellence status speaks volumes of the extraordinary professionals that you are. The operational Army’s reliance on us to get the job done and to reach back to us in the schoolhouse is a resounding testament to the role you played to remain relevant and value-added.”

After saying farewell to Bingham, Wyche welcomed the 52nd QM General.

“The Army always ensures its formations are commanded by the best they can find and this case is no dif-

ferent,” said Wyche. “Skip and Michele make a great command team, and they are more than qualified and capable. I know they will perform in an exceptional manner.”

Wyche noted that he has served with O’Neil in the past at the Army Materiel Command and at the Pentagon. That experience gives him confidence that the QM Corps is in great hands.

“Skip understands the importance of support to the war fighter, and he is a proven leader who brings an extraordinary combination of talent and experience to the position,” he said. “He knows the value of training and understands leader development, and he will continue to move the Quartermaster Corps forward in the 21st century.”

O’Neil thanked Bingham for her command and said he was excited to get started.

“Today, we witnessed a change of command and a passing of colors – a transfer of responsibility – but there’s no replacing this great Army team,” he said. “Count Michelle and me among the many fans of the Bingham Family for all they have done. Michele and I are excited to join the team and are ready to get after it.”

Virginia Secretary of Veterans Affairs and Homeland Security Terrie Suit hosted a military Family roundtable discussion here Aug. 30 at the Regimental Club.

It was an opportunity to discuss some of the programs the commonwealth has established for transitioning, jobless and homeless veterans, and participating community members were asked to share their ideas for additional services that would help military troops and their Families while residing in the state.

“A key goal that Governor (Bob) McDonnell shared with me when he brought me onto his team (in April 2011) was to make Virginia the most militaryand veteran-friendly state in the nation,” Suit said during her introductory remarks.

“That’s a pretty tall order, and we started checking off a lot of the ‘low hanging fruit’ projects that we thought we could easily do early on. We realize, however, that you’re the ones out here experiencing those things that real military Families

face. We need you to help us pick the high fruit … the stuff we really need to reach for to make life better for our service Families.”

Sharing her background as an Army dependent, which included relocation nine times during her grade-school years, and her current relationship to the military as the spouse of a retired Navy master chief, Suit said she shares the state’s determination to decrease unnecessary hardships while increasing benefits for service Families.

“We have to recognize the reason why our troops are here – to train and prepare for that next war-fighting mission,” Suit said. “The last thing they need is the distraction of being concerned that their Families are having problems and are not receiving the support they deserve.”

Suit and members of her staff then described some of the military-friendly measures that have been accomplished over the past few years. Some of the examples include the following: SEE FORUM, PAGE 15

The Department of Behavioral Health at Kenner Army Health Clinic is conducting a research study and needs volunteers. The study seeks to find out whether an investigational device can determine if someone has post-traumatic stress disorder or a mild traumatic brain injury or concussion.

Volunteers must be healthy and currently serving in the military. Other qualifications include being 18 years of age or older, having experienced no brain injury in the last six months and having no diagnosis of PTSD in the past six months.

Volunteers are not paid, but their work may ultimately benefit deployed military personnel.

Remedial Drivers

The 508th Transportation Company is offering a Remedial Drivers Course on Sept. 8, beginning at 8 a.m. The course focuses on improving drivers’ awareness and is designed for service members with traffic violations or poor driving behavior.

The program supports Fort Lee’s personal vehicle traffic safety program and assists Soldiers in avoiding costly traffic tickets, said Andrew Williams.

266th QM Battalion Marks Anniversary With Run, Cake As part of its 70th anniversary celebration last week, the 266th Quartermaster Battalion conducted an early morning esprit de corps run for cadre and Soldiers.

They were joined by QM Regimental Command Sgt. Maj. James K. Sims who participated in the run with more than 500 Soldiers and then joined four of the battalion’s youngest troops and the command team for the cake-cutting ceremony.

Since its activation on Aug. 28, 1942, the 266th QM Battalion has received 20 campaign participation credits for involvement in World War II and the Vietnam War. The battalion earned WWII battle streamers for the Rome-Arno campaign and service southern France. It also has received two Meritorious Unit Commendations and 15 battle streamers for distinguished service in Vietnam.

Today, the 266th QM Battalion, nicknamed The Providers, continues to supply the operational Army with qualified QM

Soldiers who are proficient food service specialists and unit supply personnel.

Currently assigned Soldiers reflected on the battalion’s anniversary celebration at the conclusion of the run. Pvt. Donnie C. Rivera-Cuello, Tango Company, said, “The key word is ‘motivating.’ When I see our leaders come out with all the young Soldiers and they are so pumped up, that is motivating to me.”

Pvt. John R. Loreto, also of Tango Co., said, “It was fun running with the other groups within the battalion and getting to know warriors from other companies. It made me feel like I am part of a bigger team. I have never seen anything this big before. This is my first battalion run in the Army. I had so much fun. I was especially impressed with my cadre staying with us and motivating us throughout the run.”

Fort Lee Prepares for Suicide Prevention Stand Down Soldiers, civilian workers and Families across the Army will participate in a Sept. 27 suicide prevention stand down to help build resilience and reduce suicides throughout the force.

In 2011, 283 Soldiers from the active, guard and reserve components took their own lives. These Soldiers included officers and enlisted personnel; those deployed, non-deployed, and those who have not deployed. Army Civilians and Family members also took their own lives.

As of Aug. 10 this year, 191 Soldiers have taken their own lives, prompting an increased effort across the Army to draw attention to ways to help fellow Soldiers and to encourage those who need help to seek it.

Locally, CASCOM and the Fort Lee garrison are providing numerous opportunities to learn more about suicide prevention.

Throughout September, units will have information fairs that will provide information from Kenner Army Health Clinic and the post chaplains about ways to seek help. An awareness and educational piece about suicide prevention will be added to regularly scheduled post events such as the Sept. 11 commemorative breakfast at the Post Field House and at the Garrison Organizational Day set for Sept. 13 at the HideAway.

CASCOM units will have prayer breakfasts the week

of Sept. 27 to add awareness for the Soldiers as well.

The last Army-wide suicide prevention stand down took place in 2009. During that event, the Army used the “chain teach” approach to push information down to Soldiers, said Walter O. Morales, chief of the Army Suicide Prevention Program.

“For example, the Army required that specific training materials would be used and specific training requirements met, although some supplemental training was allowed, such as leader-led discussions,” he said.

This time, Morales said, the stand down will be different.

“Activities and training will be less prescriptive,” he said.

“Commanders now have the flexibility to assess the needs of their units and customize the training and activities.”

For the stand down day here, Fort Lee is hosting a postwide run and Maj. Gen. Larry D. Wyche, CASCOM and Fort Lee commanding general, is set to speak to the troops at 5:30 a.m. Wyche will also end the day by speaking during a retreat ceremony from 4:30-5 p.m.

Throughout the day, training on suicide prevention will occur across the post in unit-based sessions. Some of the resources available include video products or speakers from the Army Substance Abuse Program, Chaplain Corps, Army Community Service or Kenner Army Health Clinic.

In preparation for the stand down, and to continue the re-

inforcement of suicide and sexual assault prevention measures, Soldier Cards, Prevention Posters and local contact phone number stickers will be distributed across post.

Another local education and awareness initiative is the Applied Suicide Intervention Skills Training. KAHC is hosting a session Sept. 25-26 at Memorial Chapel.

The two-day session will help prepare caregivers from all backgrounds to provide suicide first aid. ASIST also helps participants explore their experiences and attitudes about suicide, develop a better understanding of the person at risk and learn how to use suicide first aid to meet a person’s needs, as well as build awareness and enhance skills that most individuals already process. This installation-wide suicide prevention information campaign aims to empower individuals to be proactive and intervene and provide the resources and tools so people know where to turn for information and help.

Police Race for 9/11 Heroes to Aid Kids Each September since 2001 brings a sobering reminder of the tragic terrorist attacks that killed nearly 3,000 Americans, including police, fire and other emergency personnel. It is difficult to imagine anything good coming from that tragedy, but the Petersburg Police Department has developed an event that both honors the victims of 9/11 and benefits the community.

In its third annual Heroes and Kids 5k and 10k races on Sept. 8, the Petersburg police will remember the victims of Sept. 11 and use the proceeds of the race to fund an eightweek Police Summer Camp program for Petersburg youth.

Join the event coordinators at the Petersburg National Battlefield entrance adjacent to Mahone Gate Saturday morning to run or walk 5k or 10k in honor of the 9/11 victims.

Registration for the event begins at 6:30 a.m. and continues until 8:30 a.m. A moment of silence will be observed at 8:46 a.m., recognizing the exact moment the first tower was hit 11 years ago. The races will start at ex-

actly 9:03 a.m., the moment the second tower was struck.

Race courses will take participants through the scenic and historic trails and roadways of the Petersburg National Battlefield.

A pre-race remembrance ceremony and post-race awards ceremony will be conducted at the starting point where T-shirts and refreshments will be available.

The entry fee is $30 for civilians and $25 for military service members with identification.

Nationally, Patriot Day occurs on Sept. 11 each year, designated in memory of the 2,977 killed in the 2001 ter-

rorist attacks on the World Trade Center in New York City, the Pentagon and United Airlines Flight 93, according to Wikipedia.

Initially called the Prayer and Remembrance for the Victims of the Terrorist Attacks, the observance was created when the U.S. House of Representatives approved Joint Resolution 71 by a vote of 407–0 on Oct. 25, 2001, and by the full Senate on Nov. 30. It requested that President George W. Bush designate Sept. 11 of each year as “Patriot Day.” Bush signed the resolution into law on Dec. 18, 2001 (as Public Law 107-89[1]). It is a discretionary day of remembrance.

On Sept. 4, 2002, Bush used his authority created by the resolution and proclaimed Sept. 11, 2002, as Patriot Day. On this day, the president requests that the American flag be flown at half-staff at individual American homes, at the White House and on all U.S. government buildings and establishments, home and abroad. The president also asks Americans to observe a moment of silence at 8:46 a.m.

I don’t mind telling my sister’s story because it’s worth it if I can touch just one person, make one person realize that they might be in an abusive relationship or that they may be an abuser.”

Harris said her future plans are to continue sharing her story during training sessions and to start a non-profit advocacy organization – The MAB Project – which will carry the mission of prevention, education and support for those affected by domestic violence.

“We’ll try to bring more awareness to the things that happen in relationships prior to the incidence of domestic violence,” she said, noting there will be no cost to the services. “I want to provide support for all types of couples – married, not married or same sex – because I think everyone deserves the opportunity to have a great relationship.”

F

ort Lee’s rural birthplace is today a thriving and fascinating blend of agricultural productivity, technologically advanced manufacturing and innovative research and development.

Soybeans and corn are the primary crops in Prince George. However, the county’s main exports are from its manufacturing sector, which accounts for 52 percent of its exported product sales, said Jeffrey D. Stoke, deputy county administrator. Rolls-Royce manufactures jet engine parts in Prince George and is on the verge of building a second plant on its 1,000-acre site. The new product has not yet been announced.

In the research and development area, the Commonwealth Center for Advanced Manufacturing is an unusual partnership between three Virginia universities, Rolls-Royce, Canon, Chromalloy, Newport News Shipbuilding, Sandvik, Siemens and Sulzer Metco. The educational institutions are the University of Virginia, Virginia Tech and Virginia State University. This partnership, which expects to open its new 60 thousand-square-foot facility on Monday, is an applied research center that will be able to get new ideas into production quickly. he universities and manufacturers have pooled their resources and will share in open access to new discoveries made in joint research, said Stoke.

Breaking from traditional university procedures where the educational institution becomes the patent-holder, this new approach will see shared research lead to shared patents and access to the innovations. The Prince George CCAM will focus on surface coatings for metals. Lubrication of moving metal parts is quite important whether a company is building ships or photocopiers and cameras or jet engines, and innovations in surface coatings for these metal parts will enhance the operation of products containing those metal parts.

“The Commonwealth Center for Advanced Manufacturing is going to be a major economic driver for decades in this community,” said Stoke. This is in addition to Rolls-Royce’s 20-year plan to add 500 jobs to the county’s economy as it invests $500 million there in its manufacturing facilities.

However, CCAM and Rolls-Royce are not widely recognized as part of the county, said Stoke and Jerry J. Skalsky, vice chairman of the county Board of Supervisors. oday an estimated 15 percent of Fort Lee’s workforce lives in Prince George County, which has a population of nearly 36,000. About 30 percent of the county’s school children live at Fort Lee or have a parent employed by the federal government.

Camp Lee was built on leased county land in the summer of 1917 to train troops heading to combat in Europe in World War I. During the emergency mobilization of 194041, the federal government acquired most of the original camp area to train more than 300,000 Quartermaster officers and enlisted personnel for World War II. Between the wars, Virginia operated a game preserve on the land, and a Civilian Conservation Corps camp was created here during the Great Depression. Part of the property became the Petersburg National Battlefield.

Through those decades Prince George remained a quiet agricultural community. After the camp became Fort Lee, a
