COMMENTARY | EDITOR’S DESK

Perhaps you’ve already noticed some of the changes that have been made to the Fort Lee Traveller as it begins its 2013 production run.

The front page alone features new headline styles, stronger story teasers and a smaller nameplate. Some of the modifications reflect modern newspaper trends, and the overall look is meant to be more appealing to today’s media-savvy reader.

Similar changes have been in-

corporated throughout the paper.

As you flip through the pages, notice how the headlines reflect the tone of the stories – bigger and bolder for important news items, and lighter and less formal for features and informational columns. It not only improves navigation, but it’s also a spacesaver when combined with other changes, meaning more news content in every issue.

You’ll see a difference in the news brief and community calendar pages as well. The information will be concise and to-the-point, giving readers the

important details only and a reference for additional information if the item is of interest.

Another added feature that Traveller fans will hopefully enjoy is the new photo page that’s playfully titled “In Your Face.”

It’s an opportunity to have some fun while celebrating the Team Lee spirit. Each week, the presentation will feature pictures from community-based Facebook pages. They will depict unit training events, group and individual accomplishments, celebrations and those not-so-serious moments that show the human element of

on faith to a much greater degree. And I am sure that many who are in fact physically blind can attest to this in a unique way.

We can engage our spiritual senses, just as we do our eyes and ears, for the many practical matters and activities of each and every day.

One great source of spiritual insight comes from the sermons, the hymns or songs, and the sacred scriptures in our place of worship. Find a place of worship and ministry where you can see and hear from God.

New 508th facility earns LEED gold Fourth Fort Lee project recognized for energy, environmental design

Another Fort Lee facility has earned a coveted gold rating through the Leadership in Energy and Environmental Design program.

The new 508th Transportation Company building along C Avenue garnered the award for its design features and functions that achieved high LEED scores for energy savings, water efficiency, stewardship of resources and more.

The $4.2 million building was completed in July 2012 and features energyefficient lighting, low-flow water and other energysaving appliances. The contractor also worked

throughout every stage of the design and construction process to recycle as much waste as possible and to use resources from distributors closer to Fort Lee to reduce the overall carbon footprint the project made on the environment.

According to the U.S. Green Building Council website (www.usgbc.org), LEED is an internationally recognized certification system that provides third-party verification of building and/or community design and construction strategies that emphasize environmental quality, stewardship of resources and sensitivity to the impact of construction. Developed by the USGBC, LEED provides building owners and operators a concise frame-

work for identifying and implementing practical and measurable green building design, construction, operations and maintenance solutions. LEED award levels include certified, silver, gold and platinum.

While LEED silver certification is now the standard for all Army construction projects, some contractors will work toward achieving higher levels of environmental stewardship and accompanying LEED certification ratings.

The contractor for the company facility project, Leebcor Services LLC, is a service-connected, disabled veteran-owned small business based in Williamsburg. They provide a full range of construction services to the

federal government, including design build, general construction and utilities and site work.

Leebcor Services LLC is also responsible for another LEED Gold certified building on the installation – the Garrison Dining Facility

President signs into law pay increase for servicemembers Authorization act also reduces Army’s end strength by 10,000 Soldiers, includes provisions to train new, prospective commanders in sexual assault prevention, response

WASHINGTON, D.C. – President Barack Obama signed the National Defense Authorization Act for fiscal 2013 into law, Jan. 2.

Among other things, the act authorizes a 1.7-percent increase in Soldier pay, effective Jan. 1, as well as funds for Army procurement, operations, maintenance, and research and development for both the generating force as well as for the operational force engaged in overseas contingency operations.

The act means that Congress has approved a plan for how the Army can spend money for fiscal 2013, which actually began Oct. 1, 2012, and runs through Sept. 30, 2013.

The National Defense Authorization Act, or

NDAA, authorizes the Army, and other departments, to spend money.

But Congress must still pass additional legislation to “appropriate” money, extracting it from the U.S. Treasury and handing it over to the Department of Defense, in order to pay for what is spelled out in the Authorization Act. Still facing lawmakers, the Department of Defense, and the Army, however, is the threat of sequestration, which could now happen in March. Were sequestration to occur, it could change the amount of money the services receive, despite what kind of spending is authorized in the NDAA 2013.

That possibility has the Department of Defense planning for a future that

could be different from what is spelled out in the NDAA. “We’re entering a phase of serious planning,” said George Little, Department of Defense spokesman. “We don’t want sequester to go into effect. This is bad for everyone, again, not just for the Department of Defense. But we are in a period of fiscal turmoil, to say the least, and we need to get beyond this.”

The NDAA 2013 doesn’t just spell out how the Army is authorized to spend money during fiscal 2013, it also spells out some other changes for how the services conduct business.

For the active Army, the end strength drops to 552,100 Soldiers by Sept 30, 2013, a decrease of nearly 10,000

Soldiers in the activeduty force. For the Reserve components of the Army, the authorized end strength remains the same as last year, with the Army National Guard at 358,200 and the Army Reserve at 205,000.

One section of the act calls for establishment of special victim capabilities within the military departments to respond to “allegations of certain special victim offenses.”

According to the law, service secretaries must establish “special victim capabilities” that can investigate and prosecute child abuse, domestic violence and sexual offenses. Those capabilities must also include support for victims of those offenses. Initial capability must be available within a year of the law’s

signing.

Another section of the law requires the Department of Defense to provide sexual assault prevention and response training modules for new or prospective commanders.

Training will include, among other things, how to foster a command climate that doesn’t tolerate sexual assault, and one that encourages victims to report assault.

Another section of the law expands how DOD funds can be used for providing abortions.

The current law reads: “Funds available to the Department of Defense may not be used to perform abortions except where the life of the mother would be endangered if SEE PAY, PAGE11

Troop Clinic ceremony honors Korean War hero Ordnance Campus Facility Dedicated to Army Medic Cpl. “Billy” Mosier Kimberly K. Fritz KAHC Public Affairs Specialist

An Army medic who was killed in action by enemy sniper fire while trying to save a wounded comrade 62 years ago in Uijongbu, Korea, received special recognition here on Jan. 3 when Troop Medical and Dental Clinic 2 on the Ordnance Campus was named in his honor.

Cpl. William Clarence “Billy” Mosier was remembered on the 62nd anniversary of his death.

The memorialization ceremony hosted by Kenner Army Health Clinic was attended by Maj. Gen. Larry D. Wyche, Combined Arms Support Command and Fort Lee commanding general, and many of Mosier’s family members, including his brother Howard, a Navy veteran.

KAHC Commander Col. Joseph S. Pina welcomed the Mosier family to Fort

Lee and shared highlights of the corporal’s career.

The Tennessee native was only 16 years old when he joined the Army and started training at nearby Fort Pickett before serving in Korea.

Citing duty, honor and courage, Pina described how Mosier provided care on the battlefield. “He helped the wounded without concern for his safety,” the colonel said. “He fought with courage and confidence.”

Mosier was awarded the Distinguished Service Cross for extraordinary heroism in action. The citation states he was assigned to the Medical Company of the 21st Infantry Regiment, 24th Infantry Division, when the unit’s defensive positions were attacked.

With complete disregard for his personal safety, he moved through the enemy fire to the wounded man and administered first aid

as small arms fire struck all around him. When he realized it was impossible for him to evacuate the wounded man, he picked up the Soldier’s rifle and moved forward to the crest of a hill where he fired on the enemy’s position killing several of them. He continued to fire on the enemy’s position until he was killed.

“At age 18, no older than most of the students who use TMC 2 now, Corporal Billy Mosier was killed in service to his country and an American family halfway around the world (mourned for a loved one) who paid the ultimate price to his country,” Pina said.

“It is fitting that we dedicate this clinic, a bastion of compassion and care for students of the Ordnance School, to such a man.”

Pina said Mosier was one of 812 Army recipients of the Distinguished Service Cross for the Korean War but was no different than the medics, civilians and patients who occupy the facility today. “He was a

young man who simply and voluntarily did his duty and supremely honored our country,” he said.

Col. Edward M. Daly, Chief of Ordnance and commandant of the U.S. Army Ordnance School, also thanked the Mosier family members who traveled from Ohio, Pennsylvania and Delaware to attend the ceremony.

“Billy’s heroism was unparalleled as fierce fighting against the advancing Chinese would not only test the mettle of the American Soldier but would ultimately demonstrate the finest qualities of our troops,” Daly said.

“Today, we fittingly memorialize Corporal Mosier by permanently naming this Troop Medical Clinic in honor of this brave combat medic and selfless Soldier.

The Mosier Troop Medical and Dental Clinic, as it will be known from this day forward, has already aided 27,000 Soldiers since it opened in September 2011 and it will continue to sup-

Daly continued by saying the teams at the facility are the “best he’s seen” and they provide top-notch care to the more than 3,000 Ordnance Soldiers and Marines training there.

“They truly demonstrate and live the statement ‘medics never stand taller than when they kneel to treat the wounded,’” he

said.

Frank Mosier, a nephew to the corporal, said the family was honored to be there for the dedication.

“The way everything was presented made us feel even more proud of what he gave his life for,” he said. “We realize that the military does so much for the country and never asks for anything in return.

In our eyes, they are all heroes.”

Resolve this year to be ready during emergency, disaster FEMA urges public to make cell phones an integral part of preparedness plans

With the New Year underway, the Federal Emergency Management Agency is encouraging Americans to “Resolve to be Ready in 2013.”

Emphasizing the value of wireless communication devices during an emergency or disaster, FEMA campaign organizers – in partnership with Citizen Corps and the Ad Council – are asking everyone to integrate technology into individual, family and busi-

nesses preparedness plans.

A 2012 Nielson report revealed that nearly 55 percent of mobile phone owners in the United States own smartphones. As a simple resolution, FEMA is asking all smartphone owners to turn the technology in their purses and pockets into a lifesaving tool during and after an emergency or disaster.

The following are a few ways the Ready campaign recommends implement-

ing smartphone technology into your emergency plans: Ensure key emergency phone numbers are loaded on your mobile devices. These include police, fire and rescue agencies; power companies; insurance providers; family, friends and co-workers.

Install free emergency preparedness apps, bookmark mobile optimized web pages, and follow FEMA, The National Weather Service (NWS),

and the Red Cross, and Fort Lee on Facebook and Twitter.

Distribute your wireless phone numbers to family members, friends and co-workers.

Purchase additional batteries and car-charger adapters for wireless devices. Consider purchasing a solar-powered charger.

Send brief text messages rather than voice calls – often text messages

get through when wireless networks are overwhelmed during a crisis.

Limit non-emergency calls to conserve battery power and free-up wireless networks for vital communications. Purchasing a hand-crank radio with a cell-phone recharge option is also a smart move.

more than 40 medical and military experts from the Department of Defense, supplemented by subject-matter experts from the Centers for Disease Control and Prevention, the American Lung Association, non-profit and private sector organizations, and educational institutions gathered recently at Aberdeen Proving Ground united by their motivation and determination to reduce tobacco use in the military.

Dr. Jonathan Woodson, assistant secretary of defense for health affairs and the director of the TRICARE Management Activity, was one of the key leaders who was briefed on the group’s recommendations. In his role, Woodson administers the more-than $50 billion budget of the Military Health System and serves as the principal adviser to the secretary of defense for health issues.

Woodson endorsed each idea, encouraged the team to develop the ideas even further, and urged them to begin the path of implementation.

“We know that tobacco use can be deadly, so we have a moral imperative to save the lives of our service members,” said Woodson. “We must do all we can to preserve the health of the force.”

After three intense days of brainstorming, the participants appreciated Woodson’s endorsement. “We are excited to have senior leaders on board,” said Col. John Oh, chief of health promotion at the Air Force Medical Support Agency. “This endorsement will re-energize our efforts.”

“Smoking has a devastating effect on the health of individuals and on military readiness,” said Keenan. “What you are doing here will help to change the culture of the military.”

The process of changing this culture will not be easy. Research indicates that tobacco is a formidable foe in the military. The 2008 DOD Survey of HealthRelated Behaviors indicates that

nearly 30 percent of active-duty smokers initiated the habit after joining the military, and 40 percent of deployed service members have smoked.

“Reforming tobacco policy is something that cannot be accomplished overnight,” said USAPHC Command Sgt. Maj. Gerald C. Ecker. “Troops often look to smoking as a way to relieve stress.”

But Keenan and Ecker encouraged the attendees to work hard, and be persistent in their efforts.

After hearing preliminary briefings on the state of tobacco use in popular culture, the attendees brainstormed 13 ideas to combat tobacco use in the military. These ideas were later refined to five innovations that addressed tobacco cessation and prevention from multiple angles.

On the final day of the workshop, the attendees briefed their recommendations to senior military medical advisers. Some of the innovations that workshop attendees thought would help re-

duce tobacco prevalence in the military include the following: An initiative aimed at going beyond brochures and traditional “push” communications by using holographic, three dimensional, life-sized projections that create the effect of a live person to communicate an engaging tobacco cessation message.

A stronger warrior initiative that will target and seek to reduce the rate of tobacco use during deployment. The initiative will identify and pair service members who want to quit, or who do not want to use tobacco, and provide tools and support necessary to become, or stay, tobacco-free during deployment.

An initiative to create a tobacco counter-marketing video competition. This video competition would target and empower military members and members of the community to submit entries, and vote on the most popular video. The winning tobacco prevention video would be broadcast at military communities across the nation.

After a massive two-year construction project, the largest Army lodging facility in the continental United States opened at Fort Lee in late December.

There was little fanfare as admin personnel and maintenance staff moved into the $120 million building over the holiday break. The first guests began checking in on Saturday and more than 800 of the 1,000 rooms are already occupied.

Marc Jannsen, the temporary general manager for Fort Lee Lodging, arrived in early November and quickly set a timeline for opening the facility. Currently on temporary duty here, Jannsen oversees the Edelweiss Lodge and Resort, an Armed Forces Recreation Center in Germany.

“In the months leading up to the opening, our biggest challenge was getting the rooms ready,” said Jannsen. “You can imagine how long it takes to put furniture into 1,000 units. Then, we had to add all the amenities. For example, the

While the official grand opening is set for late February, Jannsen said the time between now and then will allow the staff to “shake out the cobwebs” so everything is running smoothly before this premier facility most assuredly becomes the showcase for Army Lodging.

Most of the initial guests at the lodging facility are Army Logistics University students who began classes shortly after their arrival. The process of moving them into the facility seemed to be fairly smooth, according to Jannsen who described it as the “one of the largest check-ins the facility will have for several months, as most of the students will reside at the Army Lodge for several weeks.

“It was very busy and everyone was here helping to check in guests,” said Jannsen. “One night, it was after midnight before I left because we were just that busy. We don’t expect it to be that busy again for a while.”

So far, the guests are raving about their new digs, and several are pleased to be the first to use the gargantuan facility. Staff Sgt. Coyar White, from Fort Stewart, Ga., is attending the 92A senior leader course and checked in over the

White said she was surprised by the amenities in the rooms, especially the pots and pans.

“I was expecting a room with a bathroom and linen – nothing really fancier

than that,” she saiid. “However, they have a little kitchennette, and it’s a very nice, comfortable ro oom overall. It’s like a miniature apartment. Since Fort Lee is home to many different organizationss, there are a lot of people who need assistance a from the Directorate of Publlic Works, the personnel office, and thhe fire and life safety crews. Despite the demands, d the organizations went out off their way to make sure the lodging waas ready to go, said Jannsen.

“When I got heree in November, one of the assessments I made was that we needed to hire 100 employees,” e he said.

“That’s very hard too accomplish quickly, but the CPAC heere did an incredible job. We’ve already hired h 60 people, with

40 to go. It just usually doesn’t go that fast. It shows they really helped to get the property opened.”

Several measures were taking to ensure guests safety, such as the installation of the rocks and benches around the property, primarily to keep vehicles from being able to reach the building. ”They did a great job,” said Jannsen.

“It doesn’t take away from the property. Sometimes those type of things can look really ugly in front of a hotel, but they look really nice and it kind of flows with the surrounding area. It protects us from bad people doing bad things to the building.

Although there is a lot of focus on the new facility, Jannsen is ensuring that the other facilities on post are up to Army Lodging standards. Work has already started with painting all of the rooms, he said.

“We’re going through all of the rooms to assess what needs to be done,” he said. “We have a great maintenance crew here, and once we get through the bumps and bruises of opening a new facility, we will be able to focus the maintenance team on freshening up our other buildings. We are planning to redo the carpet in 8025 and 8026 in January. We also want to enhance the common areas so when a Soldier arrives at any facil-

ity, he knows it will be a clean and safe environment.”

That’s the Army Lodging standard and Jannsen is determined that all 1,527 rooms under Fort Lee lodging have everything the guests needs for an extended stay.

“That means the all the rooms have kitchenettes for cooking and internet access for studying, along with the regular guest amenities,” he said. “It’s important to us that even the amenities

in the rooms look nice. In the upcoming months, changes will be seen throughout the other facilities to make it more comparable to the Fort Lee Lodge.”

Those changes will include adding dishes and pots and pans to the other 527 rooms and even changing the bed linens to match the new facility.

One thing that wasn’t ready to go for the new lodge was the restaurant that will be on the first floor. The target for its opening is set for summer. It will be

a full restaurant with a bar and there will be a grab and go sections where people can get something that is already prepared and can be micro-waved or cooked in their rooms. The restaurant will be open to everyone on the installation.

The grand opening for the Fort Lee Lodge is set for Feb. 19. Additional information about that event will be published in upcoming editions of the Traveller.

With the arrival of any new year, resolutions are often made regarding physical health, financial security, travel plans and interpersonal relationships.

It is within the last category of human interaction that difficulties are especially prone to occur and goals for greater communication, connection and intimacy to be abandoned.

Even among the best of relationships, mistakes, slights and offenses will inevitably arise. Being hurt, particularly by people we love and trust, can be very painful. To heal the injury of transgressions, one is wise to forgive others.

Many people do not understand the concept of forgiveness when they are dealing with a hurtful event.

It is important to know that forgiveness is not condoning someone’s actions, justifying the behaviors, making yourself vulnerable to harm again, or reconciling with the offender. Rather, forgiveness is a positive change in how one feels toward the other.

Forgiveness results in giving up thoughts or plans for retaliation. This change in feeling is not earned by the offender and may or may not lead to a renewed relationship.

Empathy allows us to appreciate another’s perspective and to feel and think as they do. In forgiving a person, try to identify all the underlying reasons that could account for the individual’s behavior. These reasons do not excuse the action, but may explain extenuating circumstances or situational variables that led to the offense.

It is not uncommon for individuals to discover that the offender did not intentionally mean to inflict damage but was simply trying to solve complex problems or manage numerous life stressors.

Forgiveness is a gift that we chose to offer. All of us have inflicted hurts upon somebody else, whether it was intentional or unintentional. To be released from the bondage of guilt for which one feels remorse or regret is liberating.

You have the power to free the person who hurt you from their sense of guilt. Through forgiveness, you set yourself free from the emotional stress of anger, revenge and resentment.

When ready to forgive, make a commitment. Select a date for this action and put it in writing in a safe place. This record will serve as documentation that you made

the decision to forgive.

When lingering emotions arise, such as being reminded of the offense or seeing the offender, then one has the written proof of the conscious decision made. Hold onto the forgiveness and the residual negative thoughts and feelings will eventually fade.

Developing empathy, giving forgiveness as a gift, and making a commitment to forgive are crucial to the forgiving process.

These steps will enable one to more effectively work through transgressions.

If you’re struggling, with particular offenses or with unpleasant feelings for a particular person(s), then you may need to talk with a trained mental health clinician.

Some offenses are too difficult to manage on your own but can be resolved with the help of a qualified professional.

WASHINGTON – As tax season nears, Military OneSource and H&R Block have joined forces again to provide a free online tax preparation service for military members.

During an interview with American Forces Press Service and the Pentagon Channel, Tony Jackson, a program analyst for the Military OneSource program office, detailed the services available for troops and their families.

“Military OneSource is a gateway to a free tax preparation service, partnered with H&R Block,” he said. “We also have tax consultants who can provide assistance, whether it’s seeking and filling out tax forms or any other tax-related information.”

Jackson emphasized it is a safe and secure way for service members to prepare their taxes online.

“Military OneSource and H&R block definitely meet industry standards for security for websites,” he said. “Also,

encryption software (is used), and there’s also no selling of information, so service members and family members can be assured that their information is secure, and it stays within Military OneSource and H&R Block.”

Jackson noted that two services – basic and premium – are provided through H&R Block, with one notable difference. The basic service is free, he said, and the premium service would apply to taxpayers who must file Schedule C returns, generally to report gains or losses from business ownership.

“When you (start) getting into premium, … you’re going to incur some additional costs, where basic is free,” Jackson said.

For those not sure which service they should use, Jackson encouraged them to use the Military OneSource website as a guide. The site lists answers to frequently asked questions, he noted.

WASHINGTON – Goodbye casual Fridays, at least for the Marine Corps.

Effective Jan. 4, all nondeployed Marines and Sailors assigned to Marine units were required to wear the appropriate seasonal service uniform.

Except in cases where commanders allow excep-

tions based on operational requirements, active- as well as reserve-component Marines will show up for duty every Friday wearing service uniforms.

The change comes from a directive Marine Corps Commandant Gen. James F. Amos issued in November. The designated uniform worn from November to March will be the Service B “Bravos”

and from April to October, the Service C “Charlies” will be worn, the directive specified.

“Unlike the utility uniform, the service uniforms are form fitting, and this characteristic provides leaders with an opportunity to frequently evaluate the personal appearance of their Marines without inducing a work stoppage,” said Marine Corps Sgt.

“Family members who have been designated to provide support to deployed service members, medically discharged retirees and discharged service members [within] 180 days of

“We hope it’s the first option … for getting your taxes prepared or answering any questions or issues you have with taxes,” he said. “Just know that Military OneSource is there to help you.”

Neither the Army nor Navy have servicewide requirements regarding wear of service uniforms, spokespeople for both services confirmed. Wear of uniform decisions are made by commanders or, in the Navy, by desig-

However, Frank Shirer from the Army Center of Military History recalls a day when all Soldiers were required to wear their service green uniforms – and undergo an inspection – when they reported to receive their pay.

That requirement and the so-called “pay-day inspections” were discontinued during the 1970s as the Army began making direct deposits through electronic banking, Shirer said.

In most instances, salespeople will pressure you to sign since it is in their interest to make the sale. They are concerned that they will lose the sale if you don’t sign. Get Fit, Stay Fit | Daily A variety of weekly fitness classes are available through the Family and MWR Sports Office. The cost is usually $4 per class, and a fitness card may be used for most. The 10-class punch card costs $20. Some classes are free.

Classes for which there is a fee include Boot Camp, Tai Chi, aerobics, Zumba and Step Kick.

Free classes include Workout with Weights in the House of Pain and yoga. Iyengar yoga is free for active duty Soldiers and spouses of deployed service members.

Restorative yoga is free for all qualified participants.
