Is the IRS’ ‘marriage penalty’ real?

If your spouse-to-be is considering postponing the wedding because of fears about the socalled “marriage penalty,” you two probably have bigger issues than whether you’ll have to pay higher taxes as a married couple than when you were single.

Having said that, marriage does indeed have many financial ramifications – both good and bad – and several involve the dilemma over whether to file income taxes together or separately. Let’s sort through the noise:

First, a quick primer on how progressive taxation works. As your income increases, the additional money gets taxed at increasingly higher rates. Currently there are six federal tax rates ranging from 10 percent for lowincome families and individuals to 35 percent for earnings over $388,350 a year. Most people’s income straddles several brackets.

For example, a single person with $50,000 in taxable income would pay 10 percent tax on the first $8,700 earned; plus 15 percent on income between $8,700 and $35,350; plus 25 percent on

income between $35,350 and $50,000. Thus, you’re not paying 25 percent on the full amount; just on the portion within that range.

The marriage penalty occurs when couples file a joint return and, in some cases, pay higher income tax than if they’d remained single. For example: If you have only a single household income (or one spouse earns significantly more) you usually get a “marriage bonus” – that is, your combined income is taxed at a lower rate than if the high earner were paying tax as a single person.

If you’re considering the “married, filing separately” option instead of filing jointly, note that you’ll forfeit several tax credits and deductions available only to joint filers.”

your combined income increases, especially if you earn fairly similar amounts and/or you’re both highly paid.

For example, single people with $75,000 in taxable income fall squarely within the 25 percent bracket; however, if you’re married and earn a combined $150,000 income, you would hit the 28 percent bracket.

Some would argue, then, that getting married is a financial disadvantage, but that’s not necessarily true. Married couples are eligible for many tax breaks and other benefits that often more than compensate for paying higher income tax. For example: If you have medical SEE IRS, PAGE 12

The current seasonal influenza is occurring earlier and spreading rapidly across the country but it’s not too late to protect yourself and your family members.

In December, influenza outbreaks were reported in more than 24 states, including Virginia. Currently, the flu is far more widespread, affecting 47 of the 50 United States.

In Virginia, outbreaks of influenza or increases in influenza-like illnesses have been confirmed in at least half of the state. Richmond is among the heavy populated areas currently labeled as “intense” this flu season.

According to CDC reports, the

number of people seeking treatment has more than doubled in the past four weeks. Virginia’s flu activity last season was widespread by mid-February.

However, that level was reached by the second week in December this season. According to the Virginia Department of Health, flu is everywhere in Virginia including all five regions of the state. The highest rates of flu cases are in the age groups of 5-18 years and 25-49 years.

The flu is a contagious disease caused by influenza viruses. The virus affects the respiratory tract making it spreadable by coughing, sneezing, nasal secretions and droplets. It is also possible for individuals to contract the flu by touching objects such as telephones, eating utensils or doorknobs contaminated with flu

viruses and then touching their eyes, nose or mouth.

Those most at risk include people who have not received flu vaccine, young children, pregnant women, people 65 years and older, and individuals with certain medical conditions like heart, lung or kidney disease, or a weakened immune system, said Younghee Song, Preventative Medicine Clinic chief.

“Although antibiotics are not effective in treating the flu, they are useful in treating secondary bacterial infections that may occur with or result from the flu,” Song said.

According to the Centers for Disease Control and Prevention, 5 to 20 percent of the U.S. population gets the flu and about 36,000 people die as a result of flu-related causes each year.

It has saved community members millions since its inception and has plans to do the same this year.

The installation’s Tax Assistance Center, celebrating its 25th year of operation, will continue to build upon its reputation as a costfree community institution when it opens for business Tuesday morning.

“I think it’s an invaluable service,” said the Staff Judge Advocate’s Capt.

Rachelle Paquin, officer in charge of the TAC. “We offer something that may not be financially viable for a lot of our clients, and we’re better able to understand the

specific issues of military service since most of us are military as well.”

Located in building 6052 on Mekong Road, TAC offers tax preparation services and counseling to active duty service members and their families, as well as retired military members and their families. It also serves reservists on active duty for more than 30 days and Department of the Army and contract employees scheduled for deployment.

The TAC is staffed by trained military and volunteer civilian personnel, many of whom are veterans of military service and who are driven by the idea of giving back. Members processed more than 2,100 federal and

1,400 state returns last year.

Nine military members and 12-15 civilian volunteers are scheduled to support the operation this tax season.

Paquin said those who choose to use the service this year may be confronted with recent changes in the tax law that include increases in the standard deduction and increases in the payroll tax.

To make your visit to the TAC fast and efficient, Paquin suggests that clients bring with them all required documentation – identification, Social Security Cards, W-2s, 1099 and 1098 forms as well as all documents pertaining to itemized deductions.

Centerplate takes over ALU Cafeteria

The Army Logistics University Cafeteria recently underwent a transition from AAFES to Centerplate.

The cafeteria is located in the Army Logistics Management College portion of the campus and is open for breakfast and lunch.

The cafeteria now features a grill service for breakfast items such as omelets, hash browns, sausage, bacon, pancakes and breakfast sandwiches and lunch items such as meatball subs, cheeseburgers and chicken sandwiches. There are also meal specials that change daily and weekly that are prepared by Dennis

Connell, Centerplate executive chef, and his team.

The lunch line also features heartier selections including spaghetti or “your meat and potatoes” variety, said Connell.

“We offer a little bit of everything,” he said. “We have a chef’s table that has two daily specials on it, every day. I’m trying to put a little twist on it because our customers are looking for something other than Army chow.”

Salads, soups and fruit are also included in the menu selections.

“As far as the menus go, we are still a work in progress,” Connell said. “For the menu boards, I’ve created a core list of items – with some every day staples – and over the next few months, we’ll find out what the customers

want and change the menus accordingly. Do they want to eat heavy for lunch or do they want sandwiches and salads? Right now, we’re seeing it’s a good mix.”

Eventually, the staff plans to have the menu available electronically so customers can learn what’s being served daily. The cafeteria is open to the Fort Lee community.

The cafeteria transitioned to Centerplate during the holiday block leave and officially began serving Jan. 7.

Connell has been with Centerplate for three years, and said he worked notable events such as the Superbowl and three different Olympics. He’s opened convention centers and owned and cooked at a seafood restaurant.

“Working at the high profile events is very hectic for a week or so,” said Connell.

“Coming to work here was beneficial for me because I was looking for something steady where I could come to work every day and be a little busy instead of excep-

tionally busy on Saturdays and Sundays. Also, my daughter is attending college nearby, so I was glad to have the opportunity to be near her.”

Centerplate will also be in charge of the Fort Lee Lodge restaurant, which

is set to open later this year. It will feature three sections: John Harvard’s Brew House, a Centerplatebranded pub; Kitchen Table, a campus-style dining area with several menu choices; and a grab and go section with various food items.

JOINT BASE LANGLEYEUSTIS, Va. – U.S. Army Training and Doctrine Command officially kicked off the yearlong “America’s Army – Our Profession” education and training program by hosting a professional development workshop Jan. 3 at the command’s headquarters on Fort Eustis.

The session, conducted by TRADOC G-3/5/7, was the first within the Army for the program developed by the Center for Army Profession and Ethic, or CAPE. The purpose of America’s Army -- Our Profession is to reaffirm Soldiers and Army Civilians’ understanding of the Army Profession and commitment to upholding the Army ethic.

“The primary goals of the America’s Army – Our Profession program are to create an enduring emphasis on the Army Profession, to strengthen our professional identity, to motivate behaviors that are consistent with our values and the Army ethic and to inspire future generations of Army professionals,” said Col. Jeffrey Peterson, director of CAPE.

The TRADOC session began with a brief background on the program, which sparked discussion among the civilians and Soldiers in the room – those still serving and several who retired and now serve as Army civilians – about how the Army has changed throughout the years.

“The session served to reblue the concepts from which this generation of senior leaders came, and reminded us all that the junior and midgrades who have followed us have a compelling need for understanding – and living – the Army Profession,” said Col. John Bessler, director of Future Ops, TRADOC G-3/5/7.

Tom Patrick, who retired from the Army as a lieutenant colonel in 1984 after 20 years of service and now serves as the chief, Operations Division, Training Operations Management Activity, TRADOC G-3/5/7, said while he was still in the Army, he began to see a change in younger leaders – noncommissioned officers and officers – who began to think of it not as a profession, but as a job.

Nelson Dodd, director of Leader Development Integration Directorate, TRADOC G-3/5/7, facilitated the discussion and continued with an overview of America’s Army – Our Profession, followed by a number of topics for discussion, including what it means to be a vocation, what it means to be certified as well as the importance of the Army Profession and the five essential characteristics of the profession: trust, military expertise, honorable service, esprit de corps and stewardship of the profession. “I felt our initial session went extremely well,� Dodd said. “We had great participation and dialogue from both the civilian and military members in G-3/5/7, meeting the vision and intent of the chief of staff of the Army.�

America’s Army – Our Profession consists of four quarterly themes: standards and discipline; Army customs, courtesies and traditions; military expertise; and trust. These themes will be used to guide discussion and professional development within Army organizations throughout the year.

Also referred to as the “implementation phase,�

America’s Army – Our Profession is the successor to the Army Profession Campaign, a yearlong campaign designed to solicit feedback from the force -- both military and civilian -- on what it means to be a profession as well as a member of the Profession of Arms.

“Essentially, what we have done is surveyed nearly a half million Soldiers and leaders to ask this young generation if they want to be a profession,� said Gen. Robert W. Cone, commanding general of U.S. Army Training and Doctrine Command. “And the beauty of this is that they have self-critiqued.

They have said, ‘Yes, we want to be a profession,’ and they have defined what a profession means.�

Using feedback gathered Armywide from more than 40,000 Soldiers and Army Civilians, the Center for Army Profession and Ethic, or CAPE, released the first Army Profession Report April 2, 2012, which led to the foundation and development of the 2013 campaign, America’s Army – Our Profession.

Units throughout the Army can conduct their own professional development sessions – similar to the one hosted by TRADOC’s G-3/5/7 – or request a CAPE representative to facilitate a one to three-hour workshop. “Leaders do not have to build these programs on their own because the Center for the Army Profession and Ethic provides multiple resources to support all organizations,� Peterson said. “Leaders can conduct their own America’s Army -- Our Profession training, made possible with ready-to-use, interactive and engaging training resources found on our website.�

The FDA has mandated that all combination products that contain acetaminophen have no more than 325 mg per tablet. This change is in the interest of public health and safety to prevent accidental overdose of acetaminophen that can lead to permanent liver damage and death.

The Kenner Army Health Clinic Pharmacy will remove these products as of Jan. 22, although they will continue to dispense them until the supply is out.

The medicines that are being removed are: Vicodin 5/500, Vicodin ES 7.5/750, Lortab 7.5/500 and Tylox 5/500. They will be replaced with Hydrocodone/ Acetaminophen 5/325, Hydrocodone/Acetaminophen 7.5/325 and Hydrocodone/Acetaminophen 10/325.

According to Joseph Kolb, chief of the Training Management Branch, Directorate of Plans, Training, Mobilization and Security, the PT route adjustments were prompted by several factors including the increase in troop activity around the new 266th Quartermaster Battalion area near 41st Street and shifting traffic patterns as new facilities and tenant organizations joined Team Lee over the past year. “This is an extremely important matter because it impacts troop and pedestrian safety,� Kolb said. “Every motorist on

the installation should not only be aware of the established running routes, but also the fact that Fort Lee has a lot of foot traffic along its primary roadways during the morning (and evening) hours. With that in mind, they need to obey the off-limit PT route restrictions and just be more aware in general so we can avoid anyone getting hurt.�

Highlighting one of the major changes, Kolb said running PT formations no longer will be allowed west of 38th Street and B Avenue, with the exception of 40th Street between Eisenhower and Grant avenues (marked in blue on the accompanying map).

Individual runners will be permitted in the areas that are not designated PT

formation routes, however, Kolb advised caution because of low lighting conditions and uneven pavement. Reflective vests or belts are required for all runners on the installation, and the wearing of headphones while running along the roadway – to include housing areas – is prohibited by post policy.

Making further reference to the accompanying map, Kolb explained that roadways highlighted in blue and green are designated PT formation routes.

The street marked in red on the PT route map can be used by Soldiers, Department of the Army Civilians and contractors who are en-route to their workplace prior to 7:30 a.m. Road guards will be stationed on each side of the bridge to safely allow access by motorists. “Vehicles may cross green routes when it is safe to do so,� Kolb said. “In most cases, motorists are expected to come to a full stop and look both ways for runners before proceeding across these roadways. If a formation or individual runners are within 50 feet of the crossing, the vehicle operator will wait until they have passed before moving ahead. If it is clear that runners are not in the area, vehicle operators may proceed through the intersection without stopping but will proceed with

due caution in a safe and responsible manner.�

All physical training formations will clear the running routes by 7:30 a.m. Monday - Friday.

Kolb also reminded military members on the installation to remain aware of traffic as they are dismissed from physical training. Accidents can just as easily happen while running to a vehicle or back to the barracks.

Motorists can also help by being cautious around PT areas or avoiding them altogether if possible. “What motorists should do when approaching a marching or running military formation is another important rule to remember,� Kolb said. “They will reduce speed to 10 mph or slower, pull to the right side of the road, turn off the headlights (leave parking lights on) and, if appropriate, activate the emergency hazard flasher while passing the formation with extreme caution obeying all hand and verbal commands of the for-

mation road guards. “When approaching the rear of a marching/running formation, vehicle operators will not drive within 20 yards of the last rank in the group. They will use low-beam headlights and may want to activate the emergency hazard flasher as well. Under no circumstances will vehicle operators pass the formation from the rear unless they are specifically directed to do so by the formation road guard. When so directed, pass the formation at no more than 10 mph.�

The Fort Lee Military Police Department will issue a U.S. District Court Violation Notice, DD 1805, if an unauthorized vehicle is observed operating on a restricted running route (green roadway) or passing troop formations in an unsafe manner. oughly 80 second lieutenants assigned to the Army Logistics University participated in a unique end-of-course training event designed to provide them with a varied learning experience in a tactical environment.

The training took place Jan. 7-9 at the Fort Lee range complex located off of River Road.

The basic officer leader course students were part of a pilot training event – called the Basic Officer Leader Department Field Training Exercise – that aspires to provide them with a more concentrated opportunity to exercise and develop leadership skills, said Rory O’Brien, supervisory training specialist, BOLC Tactics, ALU. “The intent of the pilot is to provide each lieutenant a valuable, meaningful leadership experience,” he said, “whether it was being in charge of an entire platoon or playing the role of a platoon sergeant or vehicle commander.”

For the participants, BOLDFTX was held in lieu of the Sustainment Warrior Field Training Exercise, a larger end-of-course training event regularly held at Fort A.P. Hill for BOLC students. During SWFTX, quartermaster, transportation and ordnance officers perform tasks while assigned as a platoon leader or staff officer in a multiechelon exercise that includes AIT students.

The BOLDFTX approach to completing BOLC training objectives is comparatively different than that of the SWFTX. Firstly, the lieutenants take on the duties and responsibilities of junior Soldiers and noncommissioned officers, providing them with multiple opportunities to learn about the mission from a different perspective.

Second, the entire exercise was conducted amongst their peers only. The latter is a critical factor in the viability of the exercise, said O’Brien.

“We think the benefit of conducting a peer-to-peer exercise is that it allows them to not only learn lessons from their own actions during the missions but also to

DOWN&DIRTY learn from the mistakes and actions of their peers,” said O’Brien. “And that, of course, comes out through after action reviews and evaluations.”

The scenario-driven missions conducted during the exercise varied from those involving convoys to reacting to an ambush. On Jan. 9, students had to recover a body within a village. It tested their ability to complete the mission despite an atmosphere of chaos and resistance.

Second Lt. Gurnie Purnell, who participated in the recovery, said afterward the training seemed to be focused on all the parts of the mission and how they’re interconnected.

“It was geared toward our development, our decisionmaking and our ability to cooperate with our team members,” said the Delaware native. “Overall, it was a good experience.”

Purnell, a quartermaster student, said many of his fellow officers were challenged not in making plans for the various missions, something they would do under normal circumstances, but actually carrying them out.

“It’s easy to sit back while making your plans,” he said, “but to go out on convoys to execute is a different thing; you actually have to implement your plans, use communication and see other parts of the battlefield.”

Second Lt. Rodrick Polk, also a quartermaster, said he was challenged by the opportunities to make decisions under stressful conditions.

“It taught me that you had to be quick on your feet,” said the San Antonio native. “That was the most beneficial part of the training for me.”

O’Brien said an after-action review conducted Friday revealed the training is on the right track.

“My personal assessment of the training is that we put together an exercise that addresses the learning objectives for all three logistics branches,” he said. “We have a few tweaks to make to the exercise in order to fine tune it, but overall it was a great first run.”

A second exercise under the pilot program is scheduled for the end of the month.

Rood nodded in approval.

One of the biggest problems with recycling, she said, is not being aware of the importance of the program or limiting one’s efforts to paper products.

“That’s our biggest hurdle here … making folks understand that it includes glass, aluminum cans and plastic drinking bottles,” she said. “We can do a lot to encourage each other to recycle more at work and at home. Every effort is important because it can save vast amounts of money and resources.

“At Fort Lee, we also need to consider the Army’s goal of Net Zero (by 2030),” she said. “In this case, it means 100 percent of the products we use here are either repurposed or recycled when they are no longer needed. None of it is going to landfills or polluting our environment.

That’s a big goal but, as we’ve seen here today, we can get there with the right amount of dedicated effort.”

At Kenner Army Health Clinic, this model was implemented to help patients develop a consistent relationship with their primary care manager and their associated team, who together coordinate the medical care each patient may need. How does the Women’s Health Program fit under the PatientCentered Medical Home? Some PCMs at Kenner do not provide gynecologic services, and some women prefer to have their GYN care provided exclusively by a female provider. The Women’s Health Program has three specialized staff who partner with a patient’s PCM to ensure all of a woman’s annual GYN needs are met. The women’s health appointment and exam is often a woman’s first entry into the health care system, but she should get a routine GYN exam yearly.

The well-women’s exam (GYN exam) includes a breast exam, pelvic exam with possible collection of a PAP (papanicolaou) smear, and thorough review of the medical and surgical history. Preventive or diag-

open communication between teens and their parents, and often a parent, guardian or friend accompanies adolescent patients to their visit.

The Women’s Health Program has expanded to include colposcopy services, which will ensure that patients with abnormal pap smears can get their follow-up care at Kenner. If further evaluation or surgery for advanced conditions is recommended, patients will be referred to one of the readily available and excellent community resources.

In summary, female patients at Kenner should regularly see their primary care manager, and the opportunity is available to receive gynecological care by our specialized staff.

Women should always have yearly visits for GYN care. For women who have never had a prior abnormal PAP smear, current guidelines recommend getting a PAP every 2 years between the ages of 21-30 and every 3 years between age 30-65.

PAPs are no longer recommended after ages 65. Women who have had a prior abnormal PAP smear should consult with our providers for continued screening requirements. The convenience and use of bankissued debit and credit cards at Army and Air Force Exchange Service facilities cost the military community dearly.

Bank-issued card processing expenses at Fort Lee facilities were actually down -5.01 percent compared to the previous year, but they sapped $606,614 from the Exchange and, in turn, critical funds that could be used for morale, welfare and recreation programs. In 2011, total credit card fees for the entire year at Fort Lee were $807,477.

One of the most important things you can do to help prevent serious birth defects in your baby is to get enough folic acid every day.

The U.S. Public Health Service and the Centers for Disease Control and Prevention recommend that all women of childbearing age consume 400 micrograms of folic acid daily to prevent birth defects.

Folate (folic acid) is a B-vitamin needed for cell division and blood cells. It is also known to help prevent neural

tube birth defects that affect 3,000 pregnancies a year in the United States.

Folic acid is essential for the development of the neural tube that encloses the spinal cord.

When the neural tube fails to close properly, infants suffer disabilities such as paralysis of the lower body and learning disabilities or are still-born.

The baby’s neural tube is formed in the first month of pregnancy – before a woman knows she is pregnant!

Taking folic acid before and during pregnancy reduces the risk of common and serious NTDs by 50-70 percent.

There are three ways that women can get enough folic acid: Take a vitamin supplement. The easiest way a woman can get the recommended daily amount of folic acid is to take a multivitamin daily. Most multivitamins sold in the United States have the recommended 400 mcg of folic acid.

Symptoms of seasonal flu include fever (100 degrees or higher), chills, headache, extreme fatigue or tiredness, cough and/ or sore throat, runny or stuffy nose, muscle aches, and stomach symptoms.

Nausea, vomiting and diarrhea are more common in children.

You may feel worse with the flu than with a common cold. Sometimes it is hard to tell the difference.

If your child is younger than five years old or has any chronic medical condition and has flu-like symptoms, immediately contact your health care provider.

Never give aspirin to children or teens that have the flu or a fever.

Children younger than

six months old cannot get flu vaccine. Contact your primary care manager if the child gets flu symptoms.

For treatment of the flu, the CDC recommends the use of antiviral prescription medications to treat influenza in the first days following known exposure or at the onset of symptoms (illness). Two FDAapproved drugs are oseltamivir (Tamiflu®) and zanamivir (Relenza®). Not everyone should get antiviral medications. However,

elderly patients and those at risk for death and other follow-on illnesses such as pneumonia) should be considered for treatment.

Soldiers prep for presidential inauguration WASHINGTON – The Army will play a major role in the 57th presidential inauguration, set for Jan. 21, and early Sunday morning Soldiers participated in a full dress rehearsal.

The participating units marched along Pennsylvania Avenue and 14th Street from Capitol Hill to the White House and several blocks beyond.

Units included the 1st, 2nd, 3rd and 4th Infantry Divisions; a joint-service color guard, the U.S. Army Band (Pershing’s Own), the Army Field Band and the 3rd U. S. Infantry Regiment (The Old Guard).

Soldiers from Joint Task Force National Capital Region were also at the rehearsal, as they are responsible for planning and coordinating armed forces participation in the inaugural events that will be televised worldwide and be seen by thousands lining the parade route.

The Soldiers began marching around 6 a.m.

Spc. Lindsay Rogstad was posted on 14th Street, where she would remain for the duration of the ceremony.

Also happy that the weather was cooperating was Spc. Jordan Allman, a medic stationed at Walter Reed National Military Medical Center in Washington, D.C. He said he hopes he doesn’t have much work to do during the inauguration because very cold weather increases the chances of hypothermia.

Capt. Mark Worrell, a chaplain with The Old Guard, said he won’t be saying an invocation or have a speaking part in the inauguration. “I’m here for ministerial presence – checking on my Soldiers

who are out here and taking care of them as they take care of our mission to honor our president.”

Staff Sgt. Alexandria Brimage-Gray, from Fort Bragg, N.C., said she was “lucky to be here.”

Brimage-Gray will be just one of a handful of Army photographers near the reviewing stand. She said she’s lucky because her normal job was in the logistics field, and she made a lateral move into public affairs just a few months ago.

She said her family and friends will all be watching TV and are happy and proud for her.

“This is a great opportunity to be here and support the inaugural,” she said.

Another Soldier who said he’s happy to be involved is Pfc. Jonathan Etheridge from The Old Guard. He will have a prime spot, posting almost next to the reviewing stand. He said the Soldiers spent hours working on their uniforms to prepare and they were already up and on their way to preinaugural practice at 1:30 a.m.

“I’ve only been in the Army for one year and before that I was in high school,” he said. “Events have been moving pretty quickly for me. This is absolutely a big step in my life, and I’m honored.”

post. He said the key to standing for long periods is to “have your knees bent slightly, but not enough for anyone to notice. This ensures the blood keeps flowing.”

Staff Sgt. Kevin McCulley has an especially important job. He will be doing all the announcements for the inaugural parade, not just for the Army, but for all other services participating as well. He will also introduce all of the parade participants and read the welcoming letter from the inaugural committee. He carried a thick three-ring binder with pages covered in plastic in case of rain.

McCulley, who is a broadcast instructor at the Defense Information School on Fort Meade, Md., served as a combat medic in a Stryker brigade in Iraq in 2006 and returned to Iraq in 2010 as a broadcaster.

Soldiers he served with still call him “doc.”

“It’s a title you earn,” he said. “You’re always there for your Soldiers, whether to offer a shoulder to cry on or to take care of them when they’re sick or injured. It’s a special relationship.”

McCulley got his flu shot and said he doesn’t expect to get sick, but if he does, there’s backup.

“I really hope, McCulley

has his voice,” she said, “especially because I am not a broadcaster, have no voice training and would be really nervous.”

Master Sgt. Jerry Amoury was working behind the scenes at the JTF’s Band Control Office. His job was pretty big: processing thousands of applications from groups and people across the country – bands, entertainers, veterans groups, singers, VIPs and even congressmen – who were interested in participating in the inaugural parade and balls.

Although he didn’t make the final picks, he offered his recommendations to the Presidential Inaugural Committee.

Another Soldier worked with him: Master Sgt. Lane Shoji.

His job isn’t over, however. He will be providing guidance and coordinating with all these groups during and even after the inauguration.

Amoury, a trombone player, is a member of the U.S. Army Band “Pershing’s Own.” “It was a real treat for me yesterday hearing my colleagues in the band as they passed the reviewing stand,” he said. “I got this little twinge like I should be out there playing. But it was a real treat hearing and seeing the bands go by.

“It’s going to be a great inauguration,” he added.

Military, civilian blood donors provide ‘gift of life’ Terri Moon Cronk American Forces Press Service

WASHINGTON – January is National Blood Donor Month and Defense Department employees are encouraged to “roll up their sleeves and give the gift of life,” said Air Force Col. Richard McBride, Armed Services Blood Program director.

The military blood program also celebrates its 60th anniversary this year, with “60 Years of Donors – We Thank You,” as its theme, McBride said.

The program coordinates support between the military services and the combatant commands to ensure sufficient blood products and services exist wherever troops serve, McBride explained.

The blood program is a tri-ser-

vice effort involving the Army, Navy and Air Force, he said.

“Without the three services’ support, we wouldn’t have a military program,” McBride said.

The military’s blood program began during the late 1940s, when organizations such as the Red Cross supplied blood to wounded warriors during World War II, he said.

“We realized we needed a program to support the military,” McBride said. “As the population increased, it became more difficult to support the civilian and military (sectors). The military began its own blood program so civilian blood supplies would not be compromised.”

In the past 60 years, blood donors have helped save wounded warriors in the Korean and

Vietnam conflicts, and Operations Desert Storm, Desert Shield, Iraqi Freedom, Enduring Freedom and New Dawn, McBride said.

Both civilian and military programs comply with the same federal regulations, test for infectious diseases and process, manufacture, store and distribute blood wherever it’s needed. DoD has the added mission of supporting wounded warriors and DoD beneficiaries worldwide, McBride said.

“If there’s a doctor and a nurse (who) need blood, it’s our responsibility to make sure they have it,” he said. “We have a tremendous record and now have the highest survival rate in the history of modern American warfare, which is a testament to the impact our blood program has had in bringing wounded warriors back to

their loved ones.”

The need for blood at military hospitals around the world always exists, he said.

Potential donors must be at least 17 years old and free of medical conditions or diseases that would prevent them from donating, McBride said, adding that donors can contribute blood every 56 days. Blood is perishable and only considered safe to use at a maximum of 42 days by law, he added.

McBride offers a good reason to donate blood to those who are unsure.

“If you have anyone who’s a wounded warrior, a loved one, or anyone who’s been in the military and has received medical care, that blood comes from people like you,” he said.

For people who cannot donate blood, volunteers always are needed to help advertise blood drives, and to take care of donors before and after their blood is drawn, McBride said.

“We always need people in

“That’s a tremendous testament to the impact blood has had on wounded warriors,” McBride said. “It’s not just the blood – it was the dedicated service of the doctors, nurses and medics who helped him, but we’d like to think those 500 units played a big role.”
