Army Leaders Pen Letter to Discourage Hazing You should be aware of recent allegations of hazing within the ranks of our Armed Forces, and we want to take this opportunity to clearly address these troubling reports. RICHMOND – First lady Michelle Obama announced last week plans to partner with medical schools and research facilities to further address the medical needs of military members and veterans with post-traumatic stress disorder and traumatic brain injury.

Speaking at Virginia Commonwealth University’s Singleton Center for the Performing Arts Jan. 11, M r s .

Obama said the collaborators – 130 schools in all – will enhance educational efforts and share information, research and best practices in an aggressive effort to tackle the unique medical and mental health problems associated with military service.

“Together, these organizations are committing to train their medical students, as well as their current physicians, faculty, and staff to better diagnose and treat our veterans and military families,” she said during her speech. “They’re going to develop new research and clinical trials on PTSD and TBI so that we can better understand and treat those conditions.”

The first lady spoke to an audience of about 350 people that included local and state government officials, school administrators, students and 200 or so Fort Lee military personnel, some of whom served as a backdrop. The collaborative effort is part of the Joining Forces program, espoused by Mrs. Obama and Dr. Jill Biden, wife of the vice president, which seeks to employ resources of all sectors of society to support military and veteran causes such as individual and family wellness, employment and education.

The announcement comes at a time when thousands of military personnel are returning home from deployments in Iraq and Afghanistan, where many have suffered physical injuries and mental trauma.

The numbers are staggering for the latter, said Mrs. Obama.

“Studies show that as many as one in six

veterans of Iraq and Afghanistan have reported symptoms of PTSD,” she said. “Similar numbers have reported sings of post-deployment depression. Our National Guardsmen and Army Reservists are affected by higher rates of both. And since the year 2000, more than 44,000 of our service members have suffered at least a moderate-grade traumatic brain injury.”

As a result, they face difficult transitions as they reintegrate into civil society, said Mrs. Obama, citing isolation, substance abuse and suicide as some ways current and former military personnel deal with the transition.

Or worse, they hide their problems.

“For a while the incident stuck in my head,” he said during his speech.“I had headaches and many sleepless nights.”

Holland said that his squad leader, first sergeant and the behavioral health community at two military installations enabled him to cope with the experiences. He is currently pursuing an associate’s degree and plans to submit an application to undergo helicopter pilot training.

PMO Discusses Top Fort Lee Traffic Violations

The Fort Lee Provost Marshal’s Office is sharing its top 2011 traffic violation statistics to increase awareness of common road problems on the installation and encourage safe driving habits by post motorists.

With education and strict enforcement, the PMO plans to achieve a series of goals and objectives in 2012, to include zero traffic fatalities, a 5 percent reduction in serious injuries associated with motor vehicles, a 5 percent reduction in alcohol-related driving injuries, and an average seat-belt-usage rate greater than 90 percent.

Other initiatives will focus on motorcycle safety, youth education and additional professional development opportunities for law enforcement personnel.

“It is our goal to make the streets of Fort Lee a safe place for motorists, pedestrians and bicyclists alike,” noted Maj. Donald Moore, Fort Lee Provost Marshal.

“Drivers cannot push the limits when travelling from point A to point B; speed is one of the leading causes of vehicle collisions and often results in personal injury and/or property damage. The Fort Lee police are firmly committed to installation safety.”

Speeding topped the list of traffic violations in 2011, according to statistics maintained by the PMO. Law enforcement officials here issued 1,413 speed-related citations, about 249 less than the previous year.

“There is an old saying: it’s all fun and games, until someone gets hurt,” Moore noted. “We could go on and on with perfectly good reasons why speeding is as risky as playing Russian roulette with a pistol. Cemeteries are full of those who laughed off warnings about speeding.”

Another noteworthy item on the list of 2011 traffic violations is illegal parking – 942 citations were issued this year compared to 2,225 citations issued in 2010. Common violations include parking in the grass, unauthorized vehicles in handicap spaces and blocking fire lanes. Proper parking is important, the PMO noted, because it contributes to safety and security, among other factors.

“Parking is prohibited along any curb or roadway that does not have marked parking spaces, along any yellow painted curb that indicates a fire lane or along any shoulder in a manner to impede the flow of traffic,” emphasized Joseph Metzger, deputy provost marshal. “It’s important to obey posted parking signs to alleviate traffic congestion, allow for emergency flow of traffic and comply with CASCOM and Fort Lee Regulation 190-5.”

More serious among the top traffic incidents of 2011 are the 72 instances of driving under the influence of drugs or alcohol. This was a slight decrease from 2010, but serious nonetheless. Multiple moving violations are not uncommon in situations involving DUI, Metzger noted. Initially, the motorist might be pulled over for

speeding, failing to use a signal or talking on a cell phone without a hands-free device.

“Put that into perspective – the fact that the individual’s judgment is probably impaired to the point where they’re not making good decisions and they’re adding another distraction. That’s bad news no matter how you look at it,” Metzger said. “The goal of the Fort Lee Police is to enhance traffic safety in our community and to increase public awareness of the dangers of impaired driving.”

Incidents involving the use of cell phones without a hands-free device while operating a motor vehicle increased in 2011, probably due to the continued personnel growth associated with Base Realignment and Closure.

A total of 121 citations were issued in 2011, however, there are indications that education and enforcement efforts are increasing the focus on safety over the long run.

The list of 2011 traffic incidents also includes 78 vehicle accidents, 196 suspended licenses, 29 stop sign violations and 16 invalid inspection stickers.

Sharing his department’s vision to become “the most progressive and efficient law enforcement agency in the commonwealth of Virginia,” Moore said it requires the dedication of each Fort Lee employee to adhere to the fundamental values the PMO deems essential in order to fulfill its mission.

“We actively encourage the participation of each employee and emphasize the philosophy of community-oriented policing,” the PMO officials added. “This philosophy allows law enforcement and residents to collectively identify and address crime and disorder concerns in our community, and develop ways to reduce and prevent problems from occurring in the future.”

King Dubbed ‘Special Team Quarterback’ McNair, Williams Are Honored

“How would our lives have been different if Dr. King had advocated violence rather than non-violence?� asked the guest speaker for Fort Lee’s 22nd annual Dr. Martin Luther King Jr. Observance and 13th annual Equal Opportunity Leader of the Year Awards Ceremony on Tuesday.

Dr. Michael M. Shackleford, Virginia State University’s vice president for student affairs, let members of his large audience at the Lee Club imagine the dire results the nation would have faced if King’s actions had not been guided by his faith and the example of other leaders such as Mahatma Gandhi.

Shackleford served in the Army for 24 years, including a six-year tour at Fort Lee where he directed the Professional Development Division of the Quartermaster School and was installation inspector general. He spoke at an MLK observance here 10 years ago.

The academician said King “was a spark plug

who ignited much change in this nation� during the 1960s. “We shouldn’t teach American history that does not include Dr. King,� who was Time magazine’s Man of the Year in 1963 and the youngest person to receive the Nobel Peace Prize.

Using a football analogy, Shackleford said King was “the quarterback for the team of Americans who were focused on establishing equal rights .‌ We lost our quarterback, so it is time for each of us to step up our game. We can and we must influence this game’s outcome if American is to become the great country it can be.â€?

Walking Through History at Virginia War Memorial Walk inside the Virginia War Memorial and you enter hallowed ground. The names of more than 11,600 Virginia heroes, who gave their lives to keep our country free, are on the glass and marble walls.

The Virginia War Memorial is known for its annual Memorial Day, Veterans Day and Massing of the Colors ceremonies. But it offers many more educational, historic, and patriotic events and displays year-round.

Overlooking the historic Richmond business district and the James River, the War Memorial was created by the Virginia General Assembly to honor Virginia’s war dead.

As the victory parades faded and veterans came back home from World War II, talk of a fitting memorial for Virginia heroes and their sacrifice, bravery and service swept the commonwealth. The General Assembly of Virginia first authorized the memorial in 1950.

Before the memorial planning was complete, the

United States found itself again plunged into war. After the Korean cease-fire in 1953, plans were changed to include the Korean War with World War II. Construction was completed in 1955 and the memorial was dedicated Feb. 29, 1956.

The memorial consists of the Hall of Honor Auditorium, Visitors Center and the Shrine of Memory. The renovated auditorium includes state-of-the-art sound and projection systems for showing the memorial’s education programs, Virginians at War, and houses a collection of patriotic and historic flags. The Visitors Center contains a series of display cases for Memories of War, a collection of mementos of war, kiosks for Salute to Virginia Veterans and a gift shop.

Common Tax Questions for Military Members by 1st Lt. Jake Nare Fort Lee Tax Assistance Center OIC

There are several common questions tax-preparers have when tax-filers arrive at the Fort Lee Tax Assistance Center. Below are some of the issues individuals, particularly members of the military, have when they file their tax returns.

When the mother and father file separately, who can claim the child’s dependency exemption?

Tax problems can arise when two parents live separately and the child lives at various times with both parents. Thankfully, the law is clear on who may claim a child’s dependency exemption when the child’s parents are not filing jointly.

Generally, both parents are allowed to claim the child, as long as they meet the requirements of a qualifying child (child must be under 19 years of age or a full time student under the age of 24 at the end of the year and had lived with the taxpayer for more than half the year).

If both parents claim the child, the IRS will allow the parent with whom the child lived the longest during the 2011 tax year to claim the child’s dependency exemption. If the child lived with both parents the same amount of time, the IRS will allow the parent with the highest adjusted gross income to claim the child’s dependency exemption.

Parents are, of course, free to come to a mutual agreement of who will claim the child’s exemption. As long as only one parent claims the child’s exemption, the IRS will not become involved.

I am providing a lot of personal information to the tax center, and I am worried about identity theft.

Should I be?

While identify theft is a large problem, all tax preparers at the Fort Lee Tax Center are required to complete standards of conduct training in order to ensure steps are

taken to protect individual identity information.

Additionally, as a further precaution against identity theft, the Fort Lee Tax Center will not prepare an individual’s tax return without proper identification. This includes government-issued identification (i.e., valid driver’s license, passport, age of majority card), Social Security card or Individual Tax Identification Number for each member of the family, all W2 forms, forms 1098, 1099, and other documents regarding income. If filing jointly, your spouse must be present. This information is necessary to ensure taxpayer’s identity is safe and secure.

What is the difference between forms 1040, 1040A and 1040EZ? All forms share some aspects in common but vary in one form or another, mostly in the types of income and adjustments to income that can be claimed.

Form 1040 is the standard form that allows for all authorized types of income adjustments and deductions.

Form 1040EZ allows only for wage income, interest income of less than $1,500 and income from unemployment compensation. If you have any additional sources of income or plan to take income adjustments and deductions, you must use Form 1040 or 1040A. Form 1040EZ users must file as single or married filing jointly, have income of less than $100,000, have no dependents and take only a standard deduction.

Form 1040A lies somewhere in the middle between these two forms. It allows for all filing statuses as well as the claiming of dependents but requires taxpayers to meet all the 1040EZ income requirements. Also, the taxpayer must take the standard deduction.

What is domicile and how does it affect me in the military?

Domicile is your place of legal residence. It is established by actual presence and intent to remain. What that means is that you must actually be present in the state

you claim as your domicile and intend to come back and live there.

Domicile is usually easy; you live in your residence and you plan to remain there indefinitely; therefore, it is your domicile. In the military, the situation becomes more complicated because military personnel do not lose their domicile by entering active duty.

Many in the military believe this means they may just pick a state with no state income tax and make it their domicile for tax purposes. This, however, is far from the truth. If a military member claims Texas as his or her domicile, having never been to Texas and with no plans to move to Texas after military service, he or she is committing fraud and may create an enormous personal headache.

To claim a domicile, a military member must have sufficient connections to that state to demonstrate his or presence and intent to remain in that state. This can be done by, among other things, registering a vehicle, registering to vote, maintaining a driver’s license, purchasing property, visiting family members and genuinely intending to return to a state after military service.

What about my spouse’s domicile?

The Military Spouses Residency Relief Act (MSRRA) allows the spouses of military members to keep their state of residency and domicile when moving with their spouse due to active duty orders, so long as the spouse has the same state of residency as the active duty member. This means a spouse must have actually lived and established domicile in the same state the spouse is claiming as residence.

For example, if you and your spouse, both residents of California, move to Virginia because you were permanently assigned to Fort Lee, and your spouse gets a job in Virginia, he or she would not owe state income tax to Virginia. Instead, your spouse would have to file a California return.

The Fort Lee Tax Assistance Center, located in building 12011, 3312 A Ave., next to the Garrison Headquarters Building, is open for the 2012 tax season Mondays through Fridays, 8 a.m. 6 p.m. The center is staffed by Soldiers and volunteers trained in the preparation of federal and state individual tax returns.

Couples filing joint returns should

come to the tax center together. If a spouse is unavailable, the spouse preparing the return will need to bring a power of attorney that specifically covers tax filing purposes, or an IRS Power of Attorney Form 2848 (available at www.IRS.gov).

Who is eligible for free tax preparation services?

The Tax Assistance Center is available to any person who qualifies for legal assistance services at the Office of the Staff Judge Advocate. This includes all active-duty service members and their

dependents, all retirees and their dependents, reservists on active duty for more than 30 days, and deploying contract and Department of the Army Civilians.

What should taxpayers take to the Tax Center?

Taxpayers should take all W-2s, 1099 and 1098 forms, and any documents related to itemized deductions as follows: college tuition, child care, individual retirement account contributions, student loans, interest statements, alimony payments, and stock or mutual fund sales.

Other essential items include identification cards, Social Security cards for all Family members, dates of birth for Family members and a copy of tax year 2010 return. Taxpayers also should take bank account information, such as a cancelled check, for direct deposit of refunds.

Retirement Plans Saving for retirement is something most people believe they need to do. However, figuring how best to do that can be a challenge. There are important differences between the types of investment accounts. Some of the differences impact individualsâ&#x20AC;&#x2122; and couplesâ&#x20AC;&#x2122; federal tax returns now or in the future.

Hereâ&#x20AC;&#x2122;s a guide to the four primary types of accounts available: the federal Thrift Savings Plan, the 401(k), the Traditional Individual Retirement Account and the Roth IRA. Thrift Savings Plan The TSP is a retirement savings and investment plan for military members, including the Ready Reserve, and for most federal employees. It is essentially a 401(k) for federal employees. Up to a set limit, the government matches the amount a federal employee or military member contributes to his or her TSP each pay period. The amount an employee saves over time becomes part of that individualâ&#x20AC;&#x2122;s retirement package, which may also include income from the Federal Employeesâ&#x20AC;&#x2122; Retirement System and Social Security or from the Civil Service Retirement System.

PLANS — FROM PAGE 14 401(k) Plans In the employment world outside the federal government and military services, many companies offer a 401(k) plan for employees to defer part of their salaries for retirement savings.

Employers may make profit-sharing contributions to employees’ accounts and/or match their contributions.

Benefits of using a 401(k) include a federal incometax write-off, ongoing tax deferral and automatic deposits via payroll deduction.

A 401(k) account is opened through one’s employer.

Traditional IRA Contributions to a traditional IRA are tax-deductible when the contributions are made. However, when money is withdrawn, the account-holder pays income tax. A person contributing $5,000 of earned income to an IRA in 2011 does not pay taxes on that amount until it is paid out at age 70 and a half or withdrawn early.

The funds may be invested in certificates of deposit, stocks, bonds and mutual funds. There is usually a penalty for early withdrawal of funds.

A traditional IRA is usually opened with a professional investment adviser or financial institution.

Roth IRA Contributions to a Roth IRA have no upfront tax deduction. There are no tax consequences or penalties for withdrawing money from a Roth IRA before retirement if the account is at least five years old and the account owner is at least 59 and a half. A Roth IRA is usually opened with a professional investment adviser or financial institution.

10 Tips to Ease Tax Time for Military Military personnel have some unique duties, expenses and transitions. Some special tax benefits may apply when moving to a new base, traveling to a duty station, returning from active duty and more. These tips may put military members a bit “at ease” when it comes to their taxes.

Moving Expenses If you are a member of the Armed Forces on active duty and you move because of a permanent change of station, you can deduct the reasonable unreimbursed expenses of moving you and members of your household.

Combat Pay If you serve in a combat zone as an enlisted person or as a warrant officer for any part of a month, all your military pay received for military service that month is not taxable.

For officers, the monthly exclusion is capped at the highest enlisted pay, plus any hostile fire or imminent danger pay received.

Extension of Deadlines The time for taking care of certain tax matters can be postponed. The deadline for filing tax returns, paying taxes, filing claims for refunds and taking other actions with the IRS is automatically extended for qualifying members of the military.

In general, the deadlines for performing certain actions applicable to a military member’s taxes are extended for the period of his or her service in the combat zone, plus 180 days after his last day in the combat zone. This extension applies to the filing and paying of one’s income taxes that would have been due April 15.

In addition to the 180 days, his extension period will include the 46 days that were left before the April 15th deadline when he entered the combat zone. During the 226-day extension period, assessment and collection deadlines will be extended, and the military member will not be charged interest or penalties attributable to the extension period.

Earned Income Tax Credit Nontaxable pay for members of the Armed Forces is not considered earned income for the Earned Income Tax Credit. Examples of nontaxable military pay are combat pay, the Basic Allowance for Housing and the Basic Allowance for Subsistence.

You can elect to include your nontaxable combat pay in earned income for EITC. If you are filing a joint return and both you and your spouse received nontaxable combat pay, you can each make your own election. You and your spouse can each choose to have all of your nontaxable combat pay included in earned income or none. That is, you can choose to include all your nontaxable combat pay and your spouse can choose zero, or you can both choose to include all or you can both choose none. But, if you (and/or your spouse) make the election, you must include in earned income all nontaxable combat pay you received. You can’t choose to include only a part of the nontaxable combat pay in earned income.

Uniform Cost and Upkeep If military regulations prohibit you from wearing certain uniforms when off duty, you can deduct the cost and upkeep of those uniforms, but you must reduce your ex-

penses by any allowance or reimbursement you receive.

Joint Returns Generally, joint returns must be signed by both spouses. However, when one spouse may not be available due to military duty, a power of attorney may be used to file a joint return.

Travel to Reserve Duty If you are a member of the U.S. Armed Forces Reserves, you can deduct unreimbursed travel expenses for traveling more than 100 miles away from home to perform your reserve duties.

Transitioning to Civilian Life You may be able to deduct some costs you incur while looking for a new job. Expenses may include travel, resume preparation fees and outplacement agency fees.

Moving expenses may be deductible if your move is closely related to the start of work at a new job location, and you meet certain tests.

Where’s My Refund? IRS Has Answers, Website The Internal Revenue Service reminds taxpayers to keep in mind that many variables can affect the speed of a tax refund.

Using e-file with direct deposit remains the fastest option for taxpayers.

Following technology improvements, the IRS will issue refunds to more taxpayers in as few as 10 days this year for those who e-file and select direct deposit. Overall, the IRS issues the vast majority (more than 9 out of 10) of all refunds – whether filed electronically or on paper – in 21 days or less.

Although refund speed will generally increase overall, the IRS emphasizes these are “best-case scenarios,” where tax returns are filed accurately and no corrections or review are required.

In addition, the IRS also cautions taxpayers it is increasing scrutiny of tax returns for signs of fraud. This means some tax refunds

will face additional screening and review before being released, which will add time before the refund is delivered.

There are some simple ways for people to help ensure they receive their refund quickly.

E-file remains the best way to ensure an error-free return.

Taxpayers can help ensure their refund arrives as expected by submitting an error free return. Use the correct Social Security number or taxpayer identification number, the correct address, and the correct bank and routing number if electing direct deposit.

You don’t need to wait on the phone to check on the status of your refund. The fastest and best way to get information on your refund is through the “Where’s My Refund?” tool on IRS.gov and the IRS2Go phone app.

Information about refund status is available about three days after the IRS acknowledges receipt of your e-filed return, or four weeks

after mailing a paper return.

The free IRS2Go application is available at the Apple App Store and the Android Marketplace.

When checking the status of your refund through these IRS online tools, you will need to have your federal tax return handy. To get your personalized refund information, you must enter the following information on the safe and secure IRS.gov website or phone app: Your Social Security number or Individual Taxpayer Identification Number; Your filing status, which will be Single, Married Filing Joint Return, Married Filing Separate Return, Head of Household or Qualifying Widow(er); and Exact whole dollar refund amount shown on your tax return.

Once you’ve entered your personal information, and depending on the status of your

refund, the online tool may provide several pieces of information, including acknowledgement that your return was received and is being processed, the mailing or payment issuance date of your refund, and possibly a notification that the IRS could not deliver your refund due to an incorrect address.

The IRS must review tax returns to prevent fraudulent and erroneous refunds, while balancing customer service, fast refunds and protecting against fraud. If the IRS needs additional information to process your return, it will contact you by mail. You don’t need to call and wait on the phone. Taxpayers are encouraged not to tie major financial decisions to the receipt of their tax refund by a specific day, but they should know that the IRS works hard to issue proper refunds as quickly as possible.

Tax Considerations after a Natural Disaster The year 2011 was a tough one for natural disasters, with hurricanes soaking the Atlantic coast, tornadoes wreaking havoc in southern and midwestern states and wildfires hitting Texas, among other events.

If you were affected by a natural disaster this year, you should be aware of U.S. Internal Revenue Service rules on casualty losses, as well as other financial considerations.

The Virginia Society of Certified Public Accountants (www.vscpa.com) provides some perspective.

What Qualifies for a Deduction?

Under Internal Revenue Service rules, you are allowed to deduct a casualty loss that is the result of a disaster, but some of the related rules serve to significantly whittle down the amount you can deduct.

First, let’s consider what is eligible for the deduction. A casualty loss is the damage, destruction or loss of property resulting from an identifiable event that is unexpected, sudden or unusual. Damages from natural disasters, such as hurricanes, floods, wildfires and earthquakes are casualty losses.

Damage to your home or other property caused by something that is not unexpected, sudden, or unusual, such as accidental breakage of items under normal conditions, progressive deterioration occurring naturally over time or due to the failure to maintain the property, does not qualify as a casualty loss.

If you have suffered a casualty loss to your home, household goods or vehicle due to a disaster, you should be eligible to deduct the amount of that loss on your tax return, less certain required adjustments. (The same is true if you suffer a loss due to a theft.)

How Does the Deduction Work?

According to the IRS, “If your property is personal-use

property, or is not completely destroyed, the amount of your casualty or theft loss is the lesser of: The adjusted basis of your property, or the decrease in the fair market value as a result of the casualty or theft.”

To determine your adjusted basis, you start with the basis of the property. Your basis in the property you buy is usually how much it cost you. You then increase or decrease the property’s basis to reflect any improvements you have made to the property or depreciation deductions you have taken for the property. The decrease in the FMV of the property used to determine the casualty loss is the difference between the FMV of the property immediately before the casualty and the FMV of the property immediately after the casualty. The FMV immediately after the casualty frequently will be the salvage value of the property.

From the lesser of the adjusted basis of the property or the difference in its FMV, subtract any insurance payment or other reimbursement (for example, compensation for the loss from a government or employer relief program).

This is your casualty loss.

For example, say flooding heavily damaged your finished basement during a recent hurricane. You have losses on several items that were destroyed by water damage – a washer and dryer, hot water heater, furnace and some furnishings – as well as to the basement walls. Your basis in these items – what you originally spent on them – amounts to $10,000. The fair market value of these items was $9,500 before the disaster and $500 after, making the decrease in the FMV $9,000. Because the decrease in the FMV of the items is less than your adjusted basis in them, you must use the decrease in the FMV in your loss calculation. Your insurance covers you for a maximum of

$5,000 in damages, leaving you with a $4,000 casualty loss.

Final Steps in the Calculation of the Deduction Before deducting this personal property casualty loss on your tax return, there are a couple of last steps you must take. First, you must subtract $100 from every casualty or theft loss you report each year. That lowers the example amount to $3,900. More significant, you must subtract 10 percent of your adjusted gross income from the loss amount to arrive at your final deduction. If your adjusted gross income was, say, $30,000 last year, you would subtract $3,000 – 10 percent – from your loss amount to arrive at $900 as your allowable deduction. If your adjusted gross income in the example was $39,000 or higher, that 10 percent would wipe out your allowable deduction altogether.

An illicit discharge is any drainage into a municipal storm sewer system (storm drain) that is not made up entirely of storm water. These discharges are considered illicit because the storm sewer system is not designed to accept, treat or discharge non-storm water waste.

Examples of illicit discharges include these: sewage, septic tank effluent, car wash wastewater, motor oil and antifreeze, hazardous materials such as paints, solvents, pesticides, herbicides, laundry wastewater and pet waste.

When these items enter the storm sewer, they are carried directly to streams, rivers and ultimately the Chesapeake Bay with no treatment. This can have serious effects on the ecosystem, wildlife and human beings, as most of us get our drinking water from streams, rivers and other surface waters fed by storm water.

Cold Comfort: Ice Might Make You Sick

Most people ignore the fact that ice can lead to food borne illnesses and are surprised to learn that E-coli is a frequent finding on food sanitation inspection reports.

Ice has many functions in a food operation, in your home and in your recreational activities. Ice is a food or food ingredient used for cold food displays, for chilling packaged foods and drinks, and for rapidly chilling cooked foods.

In addition, most Fort Lee units have ice machines in training areas to chill water for training events and mission requirements of keeping Soldiers hydrated. Ice machines in training areas must be protected and monitored to prevent cross-contamination and must not be used to store personal items such as soda, juice bottles, personal lunch items, etc.

Ice machines are food equipment. The inside surfaces, including the ice storage bin, are food contact surfaces and must be cleaned and sanitized regularly and kept in good repair. If available, always follow the manufacturer’s recommended cleaning and sanitizing procedures. If

the manufacturer’s instructions are not available, use the following procedures for cleaning and disinfecting the following ice machines: commercial ice makers with removable ice contact surfaces, commercial ice makers with non removable ice makers, home or residential type refrigerators with built-in ice makers.

Cleaning and disinfecting procedures for commercial ice-making machines with removable ice contact surfaces

are as follows: 1. Remove all ice-contact parts from the machine.

2. Wash all parts in hot detergent water. Use a soft brush to remove rust and dirt from metal parts. Nylon and rubber parts including gaskets and O rings should be washed using a cloth.

3. Rinse thoroughly in clean water.

4. Ensure all drainage pipes are clean and free of debris.

5. Sanitize parts in a solution of 1 ounce unscented household bleach in 3 gallons of clean potable water.

Leave parts in solution for at least 30 seconds. Let parts air-dry.

6. Thoroughly wash hands before handling sanitized parts.

7. Reassemble the machine. Wipe all exposed surfaces with a fresh chlorine solution. Let air dry.

8. Restart the machine. Discard the first ice produced.
