Improving your cholesterol levels is an important way to increase your heart’s health as it reduces the chance for developing plaques in your cardiovascular system.

Plaques comprised of oxidized LDL cholesterol and macrophages (a type of white blood cell) can build within your arteries and block the passage of oxygen-rich blood, leading to damage of the tissue beyond the occlusion.

Additionally, surfaces lining the arteries are more prone to damage at those places where plaques are built up and can rupture, leading to particles breaking off and moving through the arterial system to the point where they are too large to pass.

This also causes damage to tissues beyond the blockage.

It is important for you to know your cholesterol levels, deter-

mined by a blood test that your medical provider would order, and whether the results show any need for change.

Lifestyle changes – improvements to diet and physical activity – are usually recommended as first-line treatment for elevated cholesterol and/or triglyceride levels.

One of the most important things to change in your diet if you find that your cholesterol levels are not in the healthy range (green in the accompanying) is to improve the quality of fats in your diet.

Fat has a number of important roles in the body, which is why it is recommended that a portion of your daily calories come from fat. However, saturated and trans fats are what contribute to the formation of LDL cholesterol, the “bad” kind that is responsible for the formation of plaques in the cardiovascular system. It is important to know how to substitute healthier fats

The Therapeutic Lifestyle Changes Diet, which was developed by the National Cholesterol Education Program of the National Institutes of Health, recommends that 25-35 percent of your daily calories come from fat and that less than 7 percent of your daily calories come from saturated fat. Saturated fats are solid at room temperature, and come largely from animal foods (though there are a few saturated fats that are from plant sources, such as coconut and palm kernel oils).

Marbling in beef, the fat between muscles in pork, the fat under the skin in poultry as well as the fat in dairy products are all sources of saturated fat.

Generally, you can improve the leanness of your meat choices by selecting cuts with “loin” or “round” in the cut name.

type of polyunsaturated fat and are important to heart health due to their anti-inflammatory effect as well as helping to manage blood pressure and prevent clotting. You can find omega 3 fatty acids in fatty fish such as salmon, mackerel, halibut, tuna (white albacore has more than chunk light), sardines and herring. Plant-based omega 3 fatty acid sources include walnuts, flax seed, broccoli and leafy greens among others.

While dietary cholesterol’s influence on blood cholesterol levels has been debated in recent years, it is still important to remain conscious of how much you are regularly consuming.

Current recommendations are for healthy individuals to limit their daily intake to 300 mg, while those with or at risk for heart disease should limit intake to 200 mg daily.

Dietary cholesterol is found in animal foods, and usually in sources high in saturated fat, so paying attention to foods high in saturated fat also helps in paying attention to cholesterol intake.

However, eggs and shellfish are the exception, being relatively low in saturated fat content but high in cholesterol.

Now you know the importance of the kinds of fats in your diet and how to optimize them for your heart’s health. Next week, we will look at soy, soluble fiber and plant stanols/sterols and their beneficial effects on your cholesterol level.

Trans fats are found in solid shortenings and some margarine products, as well as commercially prepared foods made with these products. You can identify trans fats in your packaged food choices when you see “hydrogenated” or “partially hydrogenated” in the ingredient list that is usually found just below the Nutrition Facts label.

Lowering the amount of saturated and trans fats consumed daily should be accompanied by an increase in intake of unsaturated fats. There are two kinds, monounsaturated and polyunsaturated, and both can help to lower LDL cholesterol levels when fat calories in the diet come from these sources rather than saturated and trans fats. Particularly good sources of monounsaturated fats are olives/ olive oil, canola oil, peanuts/ peanut oil, sunflower oil, avocado, and many nuts and seeds.

Polyunsaturated fats are important in the diet also, since they are the source for essential fatty acids (the body needs them but cannot formulate them from other constituents within the body). Polyunsaturated fats are found in many common cooking oils, as well as nuts and seeds.

MILITARY CULINARY EVENT KICKS OFF SOON

Marinated grilled tenderloin with red currant au jus, rack of lamb crusted with macadamia nuts or brisket with caponata sauce aren’t items you’d see a military chef creating, but the annual culinary competition here is anything but typical.

Those types of dishes and many more can be seen at this year’s 38th Annual Military Culinary Arts Competition. The twoweek event features the best military culinary chefs as they compete for American Culinary Federation medals.

The competition officially starts March 2 and

runs through the award ceremony on March 15.

The public days are March 6-13, 9 a.m. - 5 p.m., and feature jam-packed days of military culinary arts at its finest. Each day will feature two new team tables, live cooking (student teams, nutritional categories, etc.) and demonstrations for cake decorating and fruit carving.

The public also gets an opportunity to taste some of the meals the culinary chefs create during the newly renamed Military Hot Food Kitchen Competition.

“Previously called the field competition, the event has a few changes this year,” said Chief Warrant Officer 3 Charles Talley Jr., Joint Culinary Center of Excellence Advanced

Culinary Division chief and team manager of the U.S. Army Culinary Arts Team.

“Instead of the teams cooking in the containerized kitchen, they will prepare the meals on mobile kitchen trailers. The trailers are smaller but are representative of what most military members will see while on deployment as there are more MKTs in the field right now than CKs.” This year, there will be 55 tickets available per team, with two teams competing each day. The tickets are $4.60 – same as a dining facility meal ticket – and are sold on a firstcome, first-served basis.

Tickets will go on sale at 11 a.m. each day.

Another change this year involves the ice-carving

competition. While there will still be training events and demonstrations in ice carving each day, it will not be a competitive event this year.

This year’s competition will also feature four international military culinary teams from Colombia, France, Germany and Canada. A U.S. team will also compete in a special international competition March 6.

The top award – Installation of the Year – has been changed to Culinary Team of the Year, said Talley. Calling the award Installation of the Year wasn’t representative of the teams who competed, as the U.S. Coast Guard and other joint teams often compete for the competi-

“It’s the most prestigious award we give away,” said Talley. “There’s a big trophy and it’s typically a team who has won a lot of medals. Changing the award name is more reflective of the award.”

Overall, the competition

“All of the events are exciting,” said Talley. “Once you walk into the field house, the competition has something for everyone to see and get excited about.”

Fiscal uncertainty, facility upgrades among Ordnance Town Hall topics Patrick Buffett Managing Editor

Assuring his workforce that “everything will be OK,” Col. Edward M. Daly, Chief of Ordnance, discussed the impact of looming budget cuts and near-future infrastructure and personnel changes during a Feb. 14 town hall meeting here.

“There are some things we just don’t know,” said Daly in reference to the fiscal challenges the military will face if lawmakers don’t authorize new budget measures by the beginning of March. “We know the potential effects of sequestration that could be on the horizon, and we know we’re doing some prudent planning.

“Here’s what I want to tell you about all this,” he continued. “Trust that the leaders of this country and the leaders of our military will do the best they can to get it right because this business is about people … you all. And let me tell you something about every budget meeting I’ve

sat in; the first thing they talked about (when given budget guidance) is how does that affect the people?

How does it affect our great workforce of DA Civilians or military, and what does it mean for the future? So, it’s on everybody’s mind to get the people pieces right.”

Richard Armstrong, the director of training for the Ordnance School, confirmed later in the session that immediate actions like a hiring freeze and the release of temporary and term employees are already being enforced. Attendance of conferences and nonessential training are limited as well. The exceptions are required courses for job certifications and licensing, and exercises that maintain deployment readiness.

When making decisions about required off-site training, Daly suggested the following to the audience of more than 300 military and civilian personnel: “Would you be OK if the (temporary duty assignment) was discussed on the front page of the Washington Post? If the

answer is yes, then you’re good. Use that as the measuring stick to determine if it’s really important, and if it is, we’ll fight for the dollars.”

While rumors abound, Armstrong emphasized that no decision has been made about a furlough of government employees. That option, he said, requires approval by the Secretary of Defense who will also decide if the action is selective, based on an employee’s importance to the mission, or across the board. Any possible furlough would be discontinuous (spread out over a number of weeks or pay periods), and will not exceed 22 days.

“The bottom line is these are challenging times,” Armstrong said. “Try not to be anxious … I know that will be difficult, particularly if you’re a civilian employee … but it’s a situation that we’ll have to deal with the best we can.”

ing of the Ordnance Café, a $220,000 project that was funded from the fiscal 2012 budget. The re-stationing of the 91B (Wheeled Vehicle Mechanic) course from Fort Jackson, S.C., to Fort Lee is scheduled to begin in FY15 and conclude in FY16, Daly said. It will result in an increase of about 2,000 personnel a year on the Ordnance Campus.

Daly also discussed his efforts to reduce contracted maintenance, noting that 17 percent of Army weapons programs are serviced by civilian-sector businesses.

Given the in-house expertise of the Ordnance Corps, the colonel said a significant cost savings ($200 million or more) could be achieved if uniformed personnel were allowed to perform those functions.

“That’s one of the reasons why our skills-based training program is so important,” said Daly.

Individual professional development, credentialing and licensing programs that help Soldiers when they leave the service, providing high quality training to the Army’s newest troops and showing the dedication to “doing things right” were

“This is an azimuth check … making sure we’re all following the same path and train of thought,” the colonel said.

“As Ordnance professionals, it is our responsibility to continuously develop game-changing solutions whenever we identify a situation that needs improvement. We also owe our young Soldiers the very best training, facilities and leadership. If we don’t preach it, the Soldiers won’t do it; just keep that thought in mind.”

“Community engagement” is also part of the CASCOM vision, and Daly praised his workforce for the many outreach projects – food drives, habitat for humanity projects, working with youth programs, etc. – that continue in the local area.

Noting that he is “very thankful” for the outcome of the latest BRAC round, which left the Ordnance Corps with modern barracks and administrative buildings, and state-of-theart classrooms, Daly said it is his team’s responsibility to “pay-it-forward.”

“If we see ourselves as the premier learning institution in the Army, it means we’re doing it right,” he said. “This should be a place where any of us would be willing to send our sons or daughters to train. And if you don’t think we’re at that level, I’m counting on you to come up with ideas to make it better. That’s the challenge I’m leaving you with today.”

The formal presentation was followed by a series of awards. Chief Warrant Officer 3 Leroy Williams, Sgt. 1st Class Randy Walker and John Hodges Jr., were recognized for earning the title of 2012 Instructor of the Year for the Ordnance School.

WASHINGTON – The new Distinguished Warfare Medal recognizes the changing face of conflict in the 21st century, said Juliet Beyler, the acting director of Officer and Enlisted Personnel Management in the Pentagon.

Beyler said in an interview that technological developments on the battlefield have changed the way service members fight.

“The services all came forward and said there are people … who are doing incredible things and we wanted the ability to rec-

ognize them for those things,” she said.

There were no existing awards that adequately recognized the contributions these service members make, Beyler noted.

Examples of the actions that would be recognized by the new medal include a service member who is involved in a cyber attack on a specific military target.

“That would be someone possibly who would be eligible for this award,” Beyler said.

Another possible recipient would be an unmanned aerial vehicle operator who takes out a specific military target. “Another

example might be a service member who is orchestrating and moving troops on a battlefield, and while not physically present, does something that contributes in some extraordinary way to the battle,” Beyler said.

Each service secretary is going to develop the specific procedures for who is eligible to receive the award.

The service member has to have direct hands-on employment in order to be eligible.

Combatant commanders must certify the impacts of the action before the award is forwarded to the service secretary for ap-

proval.

The service secretaries are the approving authorities and those authorities cannot be delegated, Beyler said.

“This is for direct impacts,” she said. “There are other meritorious awards that recognize service over a period of time – this (award) is intended to recognize specific impacts on the battlefield.”

The criteria for the award is akin to that of the Distinguished Flying Cross. “The Distinguished Flying Cross is for a single impact, a single incident, and the Distinguished Warfare [Medal] is designed to address a single incident,” she said.

The award’s precedence is what is making it controversial.

“The award is directly below the Distinguished Flying Cross,” Beyler said. “Awards for valor – the Medal of Honor, the service Crosses and the Silver Star – are all higher in precedence than the Distinguished Warfare Medal and will remain so.”

The vast majority of Bronze Star Medals are not awarded for valor, she said. Only 2.4 percent of Bronze Stars are given with a V device connoting a valor award. Depending on the service, the V-device can also be awarded with commendation medals.

The Secretary of Defense created the Distinguished Warfare Medal and can set the order of precedence.

Beyler said the award is retroactive to Sept. 11, 2001, and the service secretaries will detail how to recognize earlier acts.

CHESTERFIELD – Over four consecutive days at several schools, Sgt. 1st Class Robert Mendez helped to man an informational booth that offered students a peek into the world of explosive ordnance disposal. He seemed to be a tad bit fatigued from the experience but equally enthusiastic.

“On a personal level, it’s very motivating for me to see all of these students out here,” he said as throngs of teens milled around. “They are really engaged, interested in what we’re doing, and they asked a lot of positive questions; it kind of gives me a better hope for our future.”

Mendez was one of about 20 Fort Lee Soldiers who participated in Chesterfield County’s Military Awareness Days that concluded Friday at Thomas Dale High School.

Donna Koski, a Thomas Dale counselor, said Military Awareness Day is a component of a broader program dubbed Chesterfield Goes To College.

“We’re trying to promote awareness to students about career and college choices post high school,” she said.

The 59th Ordnance Brigade brought the largest contingent of Fort Lee Soldiers to the event. It provided career and men-

torship briefings, conducted physical readiness training sessions and manned vehicle and equipment displays.

Several members of 217th Military Police Detachment were also on hand. They added a canine presentation complete with a bite-suite demonstration.

Although the occasion focused on military jobs, Koski explained it was not a means for military recruiting but rather an opportunity to expose students to a wide variety of career choices.

“It was a way for the military to give back to our students instructively in our classrooms and with hands on activities,” she said.

Aside from the briefings, which took place in the classrooms, the event was heavily interactive and engaging. Take for instance the PRT sessions. Advanced individual training cadre from the 832nd Ordnance Battalion not only demonstrated PRT exercises but guided students in performing them as a part of their physical fitness classes.

The sessions seemed to be a novel experience for students as some undertook the instruction with a high level of seriousness and some laughed, giggled and struggled their way through the exercises. “It gives you that rewarding feeling that you’re empowering the young folks of the United States to get out there to get some physical activity and to do something positive for their bodies.”

For fellow instructor Sgt. 1st Class Oscar Romero, it was a chance to connect regardless of what was shared.

“Any time you get the opportunity to get out and support the community, it’s a great experience,” said the Soldier assigned to Headquarters and Headquarters Company, 59th Ord. Bde. Down the hallway from the gym, just outside of the cafeteria, a number of

informational booths, military vehicles and other attractions offered students glimpses into various career fields. An Avenger surface-to-air defense system, belonging to the 59th sat front-and-center with its ominous-looking Stinger missile pods. Just to the left, an explosive ordnance disposal protective suit that hung on a rack was a curious attraction.

The Talon remotely controlled vehicle, however, garnered the most interest as students took turns using its video game-like remote to perform a number of actions. Mendez explained its functions.

“It’s a robot that we use for IED and UXO (unexploded ordnance) exploitation,” he said after a

demonstration with three students. The students were clearly impressed with the contraption and left the scene exchanging superlatives. Mendez said his interactions with students at Thomas Dale were representative of what he experienced all week.

“It’s been real positive,” he said. “Getting out here and having fun with the students with the robots and letting them know what we do.”

Mendez added students’ exposure to the military during the event not only helped them understand certain occupations but went a long way in terms of civil-military relations.

“As interested as they are in the robots, a lot of them told me they are not interested in (joining) the

military but came out here to see what we actually do,” he said. “(As a result), they are more respectable of what we do. That’s going to carry over to college and beyond when they go on their merry way.”

Koski said this is the first year Thomas Dale has participated in the event that also featured the other services. She said she is grateful to all the military members who lent their resources to the event.

“I think that they are not only willing to serve the nation, but they are willing to promote awareness in students for professional growth and development,” she said.

“Overall, they did an excellent job in stepping up to the plate and being teachers and educators.”

Perhaps you’re familiar with DeCA’s promotional slogan, “Your Commissary, It’s Worth the Trip.” The agency uses it everywhere – on the web; in correspondence; the words are even plastered across a wall in large print inside the Fort Lee store.

Is the statement true?

According to local customers, the answer is a resounding yes. Their satisfaction goes beyond lower prices. Many find the store to be more accommodating than local “megamarts,” and most consider the products offered at the commissary to be of equal or greater value than those found at off-post grocery stores.

“The discounts are better, I never find anything out of date, the people are friendly and the store is clean,” said Spc. Brittany Banister, a supply specialist with Headquarters and Headquarters Company, 530th Combat Sustainment Support Battalion.

Hailing from Pine Bluff, Ark., Banister said the convenience of the Fort Lee store is what matters to her most. She likes to shop during her lunch break when the military has priority in line, and the proximity of the facility makes that possible. Like many, she also appreciates the bargain prices.

Sara Thomas, the military spouse of Spc. Andrew Thomas with the 392nd Army Band, said her favorite brand of coffee is always cheaper at the commissary, and she loves to shop in the evenings when the store is quiet and less crowded.

“For meat products, you cannot beat the commissary cost,” said Sgt. 1st Class Jerome Reed of Tango Company, 266th Quartermaster Battalion. “If I’m planning a barbeque, I do my meats here.”

Reed admitted that he also appreciates the two-for-one bargains and bulk-item sales that are often found at off-post grocery and “club” stores.

A bit of strategic thinking is required as well if you want to hit the right stores at the right time to obtain the desired products.

For a better idea of the types of everyday savings that can be found at the commissary in comparison to off-post stores, the Traveller took a random look at meat prices at three nearby markets during this month’s Valentine’s Day sale. Two popular off-post grocery outlets offered family packs of rib-eye and t-bone steaks for $6.99 a pound, while another store offered the same items at $10.99 regular price and a club price of $8.99. The commissary’s regular cost currently averages $7.25 a pound for both t-bones and rib-eyes. So, as Reed noted, you can save a little money here and there if you shop around, but the additional fuel costs while driving from store to store may negate a lot of those savings.

In the interest of objectivity, the Traveller also compared the prices of a few other common food staples.

Commissary-bought strawberries, a popular brand of turkey bacon, whole-wheat pasta, green beans, a

half-gallon of orange juice, bathroom tissue, flour, 2-percent milk, frozen pizza, a pound of butter and a premium frozen turkey were priced and randomly compared with the exact same items at a local grocery outlet.

All of the items were, on average, $2 less at the Fort Lee store.

The amount of money that regular commissary users can save in a year is impressive also. For a military family of four, it’s around $4,500 according to DeCA figures. For single troops, the savings can top $1,500.

That’s possible because commissary consumers are buying groceries at-cost. The only additional fee is the 5-percent surcharge mandated

by Congress to pay for commissary improvements (new equipment, facility maintenance) and construction.

The fact that the commissary accepts manufacturer’s coupons makes the deal even sweeter. DeCA has even introduced a rewards card that’s available from any cashier in the store.

SAN ANTONIO - U.S. Army Installation Management Command is recruiting and hiring new sexual assault response coordinators and sexual assault victim advocates as part of the Army’s expanded Sexual Harassment/Assault Response and Prevention program.

IMCOM will hire 135 individuals by October in support of the SHARP program, said Ebenezer Williams Jr., IMCOM SHARP program manager.

Lt. Gen. Mike Ferriter, IMCOM commander, exempted SHARP staff from an Army-wide hiring freeze Jan. 29, calling them mission-critical.

“I am authorizing the hiring to continue … to ensure we continue to provide programs and services in support of critical missions, national security, safety of human life and the protection of private property,” he said.

The SHARP program aims to reduce sexual harassment and assault by creating a climate of respect for the dignity of every member of the

Army Family. SHARP does this by trying to reduce the stigma associated with reporting an incident, increasing prevention efforts and increasing investigation and prosecution capabilities.

“Sexual harassment and sexual assault of any type will not be tolerated,” said Rufus Caruthers, IMCOM director of Equal Employment and Opportunity. “It cripples the overall operation. It will not be tolerated and will be dealt with swiftly within the command.”

Changes to the program came with the 2012 National Defense Authorization Act. The act requires all brigade-sized units, including IMCOM garrisons, to have at least one full-time sexual assault response coordinator and sexual assault victim advocate. Additional sexual assault victim advocates may be added, depending on demographics or unit needs.

SHARP programs can also offer victims an option and continuity of care if they choose not to use their command representative, said Williams. The senior commander on the installation is ultimately re-

sponsible for the program.

After Oct. 1, only armed forces members and Department of Defense Civilian employees may be assigned to SHARP positions, the act states. No longer will there be contracted staff after that time.

The M113 is one of the oldest tracked vehicles in the U.S. Army inventory, first deployed to the jungles of Vietnam more than 50 years ago and having attained a near legendary reputation for functionality.

While it is not the Army’s star troop carrier and frontline infantry fighting vehicle, the M113 (specifically the A3 variant) is still widely used as more than 6,000 are still in service performing in a variety of roles.

That warrants several training program: – the Ordnance School’s 91H advanced individual training course and advanced study such as the five-day block of instruction that is a part of the Logistics Noncommissioned Officer Academy 91H Advanced Leaders Course.

The latter is required for sergeants and staff sergeants, explained retired sergeant major and instructor/writer Michael Walker.

It is both a refresher and advanced skills primer that is critical to Soldiers’ career progression.

“I think that this training is very important,” said the LNCOA employee. “This is what they’ll need to help them get to the next level, to help them advanced the skill levels beyond what they learned as privates.”

Specifically, the NCOs learn schematics and dive into diagnostics – knowledge areas that are required to directly supervise the work of entry-level Soldiers.

“It’s more than just installing parts,” said Walker. “Now, they are getting the opportunity to really get inside, really learn what the equipment is all about. This will allow them to go back and train warriors on exactly how to complete the tasks.”

On Feb. 12, the second day of the instruction, the students were learning how to perform engine tune-ups at the Ordnance School’s Porter Hall, said retired Soldier James Jewell, a LNCOA instructor-writer.

“We had them remove the injectors and perform all nine steps for a tune-up,” he said, “which include adjusting the exhaust.”

The Soldiers were learning the skills using several exposed training engines that sat near the middle of the Porter Hall maintenance and training bay. In the groups of four, they collaborated with each other in completing the tasks and frequently consulted a laptop-filed technical manual. Instructors stood nearby to answer questions and guide the progress.

“This is a good block of instructor,” said Walker. “Not only is it hands-on, they really get into the manuals. Along with that, when they make mistakes, they are will-

ing to seek assistance or work as a team to fix problems.”

To demonstrate what they’ve learned, the Soldiers are administered a test at the end of the in-

struction. They also are required to undergo similar instruction on other tracked vehicles to include the M88 recovery vehicle and Multiple Launch Rocket System.

What you need to know about disaster damage claims Natural disasters are often unexpected.

With that in mind, it is important for the Fort Lee community to prepare for the worst. Severe weather can cause extensive damage or destruction to property of service members who live on the installation.

To substantiate a claim for such damage or loss, whether the claim is filed with a private insurer or the Army, the service member will be required to prove ownership of the items prior to the catastrophic event, the value and the cost to repair or replace the items. There are several things service members can do ahead of time that will assist in processing their claim.

The most important preventative measure a potential claimant can take is to retain and safeguard documentation concerning the extent and value of the property they own.

The easiest method to establish ownership of household goods is to take pictures or video of the interior of the residence.

Being able to review a photographic or video “walk through” of a residence would greatly assist in evaluating a claim for personal property should the residence be destroyed.

Retaining receipts of major household purchases would also be helpful, especially for purchases made subsequent to the video documentation discussed above.

Copies of household goods shipment inventories can serve to document the nature and extent of property owned at the time of shipment, which could generally be used to establish or corroborate ownership at the time of loss.

As a general rule, such inventories adequately list large household items.

Smaller items, however, are often not individually reflected on the inventories. This can be especially problematic for small, expensive items such as jewelry. A highdollar inventory list, whether generated as part of a household goods move, insurance appraisal or other similar purpose, would also be helpful in documenting ownership and/or value.

To safeguard documentation showing ownership and value of property, a potential claimant should take steps to store the evidence in a location other than their personal residence. A bank safe deposit box is an excellent option.

Alternatively, a service member could make multiple copies of the documentation, either electronic or hard copy, to leave with family or friends, which can be retrieved if the need arises.

Is it viral or bacterial?

Cold temperatures and frigid forecasts are a reality now in Central Virginia, and residents have begun to experience many symptoms of winter illness such as sore throat, congestion, runny nose and cough.

The question doctors often hear is: “Is it my sinuses?”

Sinuses are actually cavities (spaces) in the skull and facial bones containing mucus – secreting tissue – which filter the air we breathe, and keep it moist and warm. The sinuses are located between the eyes, above the eyes, behind the eyes and in the cheekbones.

All are lined with a layer of mucus and connect to and drain through the nose.

Any bacteria, viruses or other particles that we inhale can get into the sinuses and are trapped in the mucus lining. This can lead to irritation and swelling, called “sinusitis.”

Most of the time, sinusitis is caused by a viral infection, so antibiotics are not necessary and would not work anyway.

Symptoms such as congestion, runny nose, postnasal drip and a pressure sensation are related to the swelling and increased mucus production caused by the irritation. Cough is a frequent symptom, often triggered by the post-nasal drip.

The best treatment for these symptoms is hydration and rest, although sometimes a humidifier, mucus breaker, or decongestant may provide short-term relief. In a small percentage of

cases, sinusitis can turn into a bacterial infection, usually after 7-10 days or more of symptoms.

A typical pattern is that the congestion and runny nose seemed to start getting better, but then a patient developed fever, pain in the forehead or upper teeth, thick nasal discharge usually from one nostril or thick post-nasal drainage and bad breath.

Experts now say that these infections will likely get better on their own, and antibiotic treatment is necessary only if you have symptoms for more than 10 to 14 days.

Over the past 30 years, many of the usual bacteria that cause sinusitis have acquired resistance to many common antibiotics, first to penicillin and ampicillin, and more recently to azithromycin and sulfa drugs.

The first choice in managing bacterial sinusitis in adults is doxycycline.

Patients with frequent sinusitis should seek evaluation by their primary care manager to determine if there is an underlying cause for the recurrences such as untreated allergies or a structural condition that prevents the sinuses from draining properly.

If needed, the PCM can make a referral to an allergist or an ear, nose and throat specialist for further evaluation and treatment.

Most cases of congestion, sinus pressure, runny nose and cough will get better

within t w o weeks without any treatment. Care should be sought immediately for redness and swelling in the skin around the eye, a high fever (39 C or 102.2 F or higher), blurry/double vision, or severe headache with neck pain and/or vomiting, as these may signal a significant infection. Otherwise, a medical visit can be delayed until the symptoms are lasting longer than 10 days.

It’s easy to take some things for granted until they’re suddenly gone.

Have you ever thought about how it would feel if you lost one or two of your front teeth? You’d probably avoid smiling.

It would be uncomfortable talking with someone face-to-face. It wouldn’t be easy pronouncing certain words.

And how about eating an apple? Until your teeth are gone, you might not miss them.

Each year, thousands of teens get hurt on the playing field, the basketball court, or while skateboarding, biking or during other activities. Blows to the face in nearly every sport can injure your teeth, lips, cheeks and tongue.

A properly fitted mouth guard, or mouth protector is an important piece of athletic gear that can protect your teeth and smile. You may have seen them used in contact sports, such as football, boxing and ice hockey.

However, you don’t have to be on

the football field to benefit from a mouth guard. New findings in sports dentistry show that even in non-contact sports such as gymnastics, roller blading and field hockey, mouth guards help protect teeth. Many experts recommend that a mouth guard be worn for any recreational activity that poses a risk of injury to the mouth.

There are three types of mouth guards: The ready-made, or stock, mouth guard; the mouth-formed – boil and bite – mouth guard; and the custom-made mouth guard made by your dentist. All three mouth guards provide protection but vary in comfort and cost.

The most effective mouth guard should have several features. It should be resilient, tear resistant and comfortable. It should fit properly, be durable and easy to clean and not restrict your speech or breathing.

Generally, a mouth guard covers only the upper teeth, but in some cases the dentist will instead make a mouth guard for the lower teeth. Your dentist

can suggest the right mouth guard for you.

Here are some suggestions for taking good care of your mouth guard: Before and after each use, rinse it with cold water or with an antiseptic mouth rinse. You can clean it with toothpaste and a toothbrush, too.

When it’s not used, place your mouth guard in a firm, perforated container. This permits air circulation and helps prevent damage.

Avoid high temperatures, such as hot water, hot surfaces or direct sunlight, which can distort the mouth guard.

Check it for tears, holes and poor fit. A mouth guard that’s torn or in bad shape can irritate your mouth and lessen the amount of protection it provides.

Have regular dental checkups and bring your mouth guard along so the dentist can make sure it’s still in good condition.

Don’t take your teeth for granted. Protect your smile with a mouth guard.

Soldiers await horseback riding lessons at a private farm in Dinwiddie County. Every summer Outdoor Recreation coordinates the instruction. The center can also arrange riding lessons and excursions for military and family members who want to have a “ride in the saddle” closer to Fort Lee. There are a number of local trails in Battlefield Park.

It’s impossible for Joe Powroznick, program manager for Fort Lee’s Family and MWR Outdoor Recreations Center, to provide a list of all activities offered by his department in one long breath.

“We have so much to offer most any time of the year whether you need the basics or are a pro,” Powroznick said. “You can go at your pace and start by attending a class or two.”

The manager laments that he wishes more Soldiers and their families were aware of the potpourri of activities offered.

“Sometimes a Soldier stops by and says, ‘I didn’t

know this was here, I wish I had known’,” the manager explained. “I ask how long they will be here and find out they are leaving soon and can’t take advantage of our programs.”

He also regrets that more Soldiers don’t drop by to talk with him or his knowledgeable staff.

“We don’t have to rent you anything,” he explained. “We may be able to provide a good contact for you to take advantage of an activity nearby or even a little further away.”

As one might expect, he’s an avid outdoorsman himself, and wants Soldiers and their families to enjoy the outdoors when they have any opportunity. Powroznick noted that

Virginia offers an abundance of outdoor recreation.

“We are blessed with so many wooded areas, rivers, parks, lakes, beaches and even mountains not that far away.”

Outdoor Recreation, located in building 15014 on 5th Street, near the Hideaway, rents camping equipment, boats, lawn and garden equipment, party canopies inflatable activities, including a moonwalk and basketball, baseball and soccer challenges.

If you need an ice chest, various-sized cookers and even a dunking booth, Outdoor Recreation will help you.

Some of the most popular activities are the per-

sonally owned firearms and trap and skeet shooting practice ranges. All are open year round.

The POW range is open Sundays only and is usually busy all day.

The trap and skeet ranges grab many Soldiers during the lunch time. Volunteers are always available to help the participants with their needs.

The weekends draw many participants to the Traditional and 3-D Archery ranges. These are open to all age groups, including youngsters. The center hosts archery competitions, adjacent to its building throughout the year. The events are divided into several divisions for various age groups and experience.

If you are a hunter, the center’s staff can provide detailed guidelines for both on-post and off-post hunting. Gun and bow hunting are allowed in designated areas on post and in the nearby regions.

“Just stop by and we can assist you and review the policies,” Powroznick said.

For those who love fishing, Outdoor Recreation will arrange a fishing charter or provide directions on where to fish in the Appomattox or James rivers.

Saltwater charters begin in June and extend to January. All equipment and bait is included.

“We can’t guarantee you will catch a fish, but we can assure you that the charter boat captains know some of the best fishing grounds,”he said. “They want you to catch fish and not just go for a ride.”

Either of the rivers can be reached quickly by cab if transportation is a problem. Many Soldiers have fishing equipment and can easily get away for a few hours, he said.

Since he joined Outdoor Recreation about six years ago, a host of new activities have been added – the latest are paintball and laser tag.

“Paintball has been popular, and we’re optimistic about laster tag,” he said.

His paid staff and dedicated group of volunteers offer instructions in many of the outdoor activities it sponsors or can put participants in touch with the right experts. Many activities are at reasonable prices.

He’s also proud that Outdoor Recreation is family-friendly and offers many activities for spouses and children or the entire family together. Many activities are open to all ages, but some do require children to be between 5 and 12 years old.

“We can rent you bikes or direct you to the parks nearby for you to ride your own bikes or hike along great trails. In the summer, we can provide water ski packages and arrange lessons,” he said.

The center can schedule horseback riding lessons, mountain bike outings, white water rafting excursions and scuba diving lessons.

Kayaking also is popular and begins in May nearby at Rosylyn Landing.

“We want you to have a great time outdoors,” Powroznick said. “Just stop by to see us. We have a lot of options for all outdoor interests.”

Traffic circles are becoming more prevalent on roadways in and around Fort Lee. As they are a new form of traffic intersection to this area, it is important to know the laws as they apply to traffic circles.

Virginia Traffic Code 46.2-822.

Right-of-way at Traffic Circles reads as follows.

“At traffic circles, vehicles already in the circle shall have the right-of-way over vehicles approaching and entering the circle.

Where a ‘Yield Rightof-Way’ sign is posted,

the driver of a vehicle approaching or entering such intersection shall slow down to a speed reasonable for the existing conditions, yield the right-of-way to the driver of another vehicle approaching or entering such intersection from another direction, and if required for safety, shall stop at a clearly marked stop line or, in the absence of a stop line, stop before entering the crosswalk on the near side of the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway, and shall yield the right-ofway to the driver of any vehicle approaching on

such other highway from either direction.”

As the law states, those already in the circle have the right-of-way. This means those at the yield signs must wait for these vehicles, not race to beat them. It also states one is to slow or stop at the yield sign. Many vehicles have been observed maintaining their speed approaching and entering the traffic circle. Be sure to follow the speed limit signs at the traffic circle. An accident in the traffic circle has the possibility of tying up all traffic lanes. Also be aware, in some locations, there are lanes for entering the traffic circle and lanes

to make a right turn. Make sure you are in the correct lane to complete the desired turn. Traffic circles can be useful as they tend to reduce delays normally

seen at intersections and can reduce the severity of crashes. One typically does not see collisions at 90-degree angles at traffic circles because vehicles

are usually going in the same direction.

The traffic circle can be a good method of moving traffic, but only if everyone obeys the law.

Sequestration could mean delayed redeployment for Soldiers in Afghanistan

by C. Todd Lopez Army News Service WASHINGTON – The lack of an appropriations bill coupled with sequestration could eventually translate to Soldiers being delayed in their redeployment home from Afghanistan, the Army’s chief of staff said.

Gen. Raymond T. Odierno, speaking at the Brookings Institution Friday in Washington, D.C., explained that replacement forces to Afghanistan in 2014 could be affected by a shortage of training dollars and be forced to delay their deployment.

The Department of Defense has already agreed to nearly $800 billion in cuts, the general said. Sequestration will mean an additional $500 billion in defense cuts, and shifting funding for improvised explosive device, or IED, detection and electronic warfare equipment from overseas contingency operations budgets to service operations and maintenance budgets will mean an additional $100 billion in cuts.

The U.S. military is looking now at a possible $1.3 trillion in defense cuts overall, Odierno said. Compounding cuts to defense budgets is the lack of a confirmed budget for the services – the military is operating now on a “continuing resolution,” which is how Congress funds the government if it has not passed an appropriations bill.

A continuing resolution makes military planning difficult.

“Today, in my opinion, the greatest threat to our national security is the fiscal uncertainty resulting from the lack of predictability in the budget cycles,” Odierno said. “Our country’s inability to put its fiscal house in order compromises the future of the joint force, the Army, and ultimately will impact our ability to provide security to our nation.”

Right now, Odierno said, the continuing resolution has created a “mismatch of funds” that doesn’t leave enough in the operations and maintenance accounts, known as O&M funds. There’s a $6 billion shortfall

there compared to what the Army needs, and sequestration will add another $5.4 billion to that shortfall.

It’s O&M funds that allow the Army to train, so a shortfall in O&M funds means that fewer Soldiers will be able to prepare for Iraq and Afghanistan. “We’re funding, totally, Afghanistan. We’re going to fund, totally, Korea, and sustain the readiness level in Korea,” Odierno said. “What that means is the rest of the forces that are now back in the United States will not be able to train. They will be able to do very small-level, squad-level training. They will not be able to do platoon-level, company-level, battalion-level training back at their installations. They will not be able to go out to combat training centers, which is what provides them the final readiness certification at the battalion and brigade level.”

The general said the forces that are slated for the next immediate deployment to Afghanistan are going to be ready to go, insofar as training and equipping is concerned.

“What my concern is, the ones who come after them, they will now be behind,” he said.

What that means for the forces in Afghanistan in 2014 is that they might have to wait to redeploy while the follow-on forces are readied for their deployment.

Earlier this week he told Congress as much, saying he offered two options to lawmakers on how to keep forces in Afghanistan.“If I can’t make them up quickly, I then have to send forces that aren’t ready, or I have to extend forces that are already there,” he said.

“That’ll be a decision I have to make as we get closer. We will continue to try to divert money so we do not have to extend people in Afghanistan.”

The Army’s share of defense cuts could mean the loss of civilian employees at Army depots where war-ravaged combat equipment is “reset” and made serviceable again for Soldier training and deployment to combat zones.

Odierno said looming budget cuts will mean smaller depots and a drop in

the civilian workforce. That translates directly into a backlog of equipment to be reset, including the equipment that still needs to be reset from Iraq, and equipment coming out of Afghanistan right now.

The general said that due to those backlogs, it’s expected that delivery of that reset equipment could be delayed by two to three years, with some being delivered as late as 2016.

Unfortunately, not having that critical combat equipment available, tanks and helicopter and infantry fighting vehicles, for instance, means that Soldiers who need to train on it won’t be able to train. Additionally, that equipment won’t be ready for deployment if the Army is called upon to fight again, and predicting when that will happen is not something the military does well.

“We have not predicted very well when we will use forces,” Odierno said. “When the (Berlin) Wall came down in Europe, people said ‘this is it, we don’t need (the Army) anymore.’

But then a year later, we are deploying to the deserts of Kuwait. Then we went into Somalia. Then somewhere in there we had Panama, and ‘Just Cause.’ You just don’t know. It is our responsibility to be prepared. If the president decides he needs to use the military, we have to be ready. And I am concerned whether we will be able to do that or not as we move to the future over the next couple of years.”

Right now, Odierno said the Army has a “fairly high level of readiness.”

But that will change soon, for both Soldier readiness and equipment readiness. When the time comes, unexpectedly, for Soldiers to deploy, emergency funding will not be enough to provide for Soldiers the readiness they need to fight successfully, Odierno said.

“It slowly degrades,” he said of military readiness. “So, over the next six or seven months, if you are not taking care of your equipment, if you are not training, you degrade that readiness.

And you can’t just recover that readiness by money; it takes time.”

Chili Open Scramble | Feb. 23 A Chili Open Scramble will be held at the Cardinal Golf Club, Feb. 23, 10 a.m.

The event is open to all golfers. The format is a two-person scramble; make your own teams or foursomes.

The entry fee is $25 for members and $40 for all others. The fee includes golf, cart, chili for lunch, beverages and prizes.

3-D Archery Shoot | Feb. 23 A 3-D Archery Shoot Competition, sponsored by Fort Lee’s Family and MWR Outdoor Recreation Center, is set for Feb. 23 and is open to all archers in the community.

Cost is $10 per adult, $8 for Fort Lee permit holders, $5 for youth ages 13-17, and $3 for cubs 12 and under.
