‘Control Board’ focuses on discipline, safety of troops

Talk to any military leader, and they will likely tell you that the health and safety of service members in their charge are of the utmost importance. Members of the armed forces who operate safely and in a welldisciplined manner contribute to successful mission accomplishment at all levels.

One of the ways commanders and leaders help promote good order and discipline is through the Armed Forces Disciplinary Control Board process. Army Regulation 190-24 requires every installation to have one, and governs the roles and responsibili-

ties of the board.

The AFDCB serves to identify and eliminate conditions that adversely affect the health, safety, welfare, morale and discipline of U.S. military forces. This includes issuing warning letters to businesses that create undesirable conditions through deceptive sales practices or suspicious products, and placing them off-limits to service members if they perpetuate those unfavorable actions.

In many cases, the board’s deliberations rely on information provided by local military personnel and law enforcement agencies. Fort Lee’s positive relationship with the local authorities is very beneficial, as it

promotes an open dialogue that better ensures quick identification and resolution of health and safety issues. Information sharing from both ends can ultimately lead to legal action against a business on the civil side and discipline enforcement on the military side.

Some activities by a few Tri-City-area businesses – such as the sale of illegal synthetic drugs commonly known as “spice” – have put them at risk for being placed offlimits to service members. It’s a serious issue because much of the revenue generated by local establishments comes from those who live and work on Fort Lee. The potential economic impact on a business that does not play by the rules is significant.

The potential impact to a military member’s career can be just as big. Once a service member gets caught visiting an establishment officially placed off-limits, commanders may impose disciplinary action against them in accordance with the

Fort Lee is breathing new life into a government program that is meant to create camaraderie and boost morale among civilian employees on the installation.

That program is the Civilian Welfare Fund, authorized by Army Regulation 215-7. The CWF has provided dollars for bus trips, picnics, holiday functions and more.

Monetary resources were used to purchase gifts for retiring civilian workers, offer condolences to those who lost a loved one and send get-well wishes to Fort Lee employees experiencing serious and/or

long-term illnesses.

The CWF has been inactive for the past year, and the command and CWF supporters are reenergizing it to offer Fort Lee civilians the support they deserve, commensurate with the service they provide to the community.

This will require a new governing council, the election of officers and the establishment of standing committees. The new governing council will determine how the welfare fund will support the installation’s civilian employees in the future.

A new CWF custodian, Susan N. Garling, has been appointed by the garrison commander to manage and account for the funds pro-

vided from income generated by special event fund raisers, commissions from vending machines and other resale activities.

To ensure the CWF mission is successful, Fort Lee agencies will be asked to appoint two enthusiastic individuals to represent their organizations.

One will serve as a primary member of the CWF governing council and the other as an alternate. The primary or alternate appointees will be required to attend meetings and other planning functions as required to meet the needs of the mission, as well as be available to support future CWF events.

In the next few weeks, an email will be sent to

agency directors asking them to submit the names of their appointed representatives. These appointees should be the best of the best, according to Deputy to the Garrison Commander Melissa Magowan. For the CWF to be successful, she said, representatives need to be “innovative, energetic and dedicated to getting the job done.”

The newly appointed primary representatives will be invited to attend a general membership meeting to elect a chairperson, vice-chair and secretary as the CWF board members.

They will have the option to vote for the persons listed on the ballot or nominate a “write-in” candidate.

“This is going to be a great program once we re-establish the working council,” said Bill Moore, deputy to the commanding general of the Combined

Arms Support Command.

“To get there, we need commanders and agency directors to take this seriously and encourage the best of the best among our civilian workforce to get involved and make a difference. Let’s make the Fort Lee working environment unparalleled to any other installation in the U.S. Army.”

The CWF has been in existence since 1948.

It was originally part of the Army and Air Force Civilian Welfare Fund.

passed since we (the Fort Lee Religious Support Office) conducted our last outdoor service on Easter, and I’m really excited about the opportunity to bring it back,” Egert noted. “There’s something emotionally stimulating and cathartic about this type of event. One can almost imagine the coolness and stillness of the morning when the disciples found the garden tomb open and empty. It’s just an awesome feeling with

the open sky above and the fresh morning air.”

Egert’s message will be greatly influenced by his military experiences, such as the outdoor Easter service he conducted two years ago for deployed troops at Victory Palace in Baghdad, Iraq. He said it was a powerful moment that reinforced the meaning of living in the United States where religious freedom is honored and protected.

“I think that will come across in what I have to say on Easter morning,” he said, “and I want to share some thoughts that may change one’s view of what happened after the Resurrection and how Jesus wants to change our lives. I see this as a great opportunity to recognize our common religious roots and join in worship with friends who are normally scattered

across the community on Sundays.”

Sunrise service attendees are invited to a free breakfast after the event at Memorial Chapel on the corner of Sisisky Avenue and Battle Drive. That is also the alternate location for the actual service if the weather is not conducive to an outdoor event.

All visitors to Fort Lee are reminded that a valid, government or state-issued picture

identification card is required for anyone 18 years of age or older to access the installation. Also, the Lee Avenue Gate is now closed on weekends, so guests will need to use the Sisisky or Mahone Avenue post access points.

Summer is just around the corner and it’s a good time to start planning vacations and weekend trips. If you need ideas, you’re in luck – Fort Lee’s 3rd Annual Leisure Travel Show is set for March 21 at the Regimental Club.

More than 20 vacation vendors are expected to display their offerings for discounted hotels, amusement and theme parks, resorts and many more attractions during the Family and MWR event from 11 a.m. - 2 p.m.

In addition, Fort Lee Soldiers, family members and civilian participants can win a number of door prizes for tickets and hotel stays at this free gathering.

“The Leisure Travel Show will showcase local and regional attractions,” said Tina Ostmann, the Leisure Travel Services program manager here. “It’s a great opportunity to get an early start on summer plans. Vendors include Kings Dominion, Busch Gardens, Great Wolf Lodge, Naval Academy Athletics and Snowshoe Mountain Resort, just to name a few.”

“LTS does much more than sell amusement park tickets, even though we do sell a lot of those. We can assist in all sorts of travel plans to include vacations, cruises and more,” she said.

“We also sell tickets to local and regional sports teams, which is very popular with our service members. We just recently started to carry tickets to the Richmond Raiders arena football games in addition to the Washington Nationals, Washington Capitals and more teams,” the program manager said.

Richmond Flying Squirrels tickets also will be available soon.

Tuition Assistance Suspended Due to the current fiscal challenges, the Secretary of the Army has suspended Tuition Assistance effective March 8. The suspension will continue until the economic situation changes. Soldiers already enrolled in courses approved for tuition assistance are not affected.

Soldiers can continue to access their GI Bill benefits or use another funding source including grants, scholarships or state Tuition Assistance for Army National Guard Soldiers. For assistance, call or visit a Fort Lee Education Center counselor.

Sexual Assault Awareness Conference To highlight the importance of Sexual Assault Awareness Month, Army Logistics University will host a conference for installation leaders and supervisors on April 9, 9 a.m. - 4:30 p.m. The program will focus on understanding the importance of their role, as well as aiding in a further understanding of the SHARP (sexual harassment/assault response and prevention) program.

A first-time graduation at the Army Logistics University here March 7 is worthy of attention not only because of its novelty but also its potential of saving the Army bucket-loads of money.

During the inaugural event, 19 students – both military and government civilians – were recognized for completing the required coursework for black belt certification in the Army’s Lean Six Sigma program. It took more than four months to do so, and in between one-week blocks of instruction, each class member tackled “homework” consisting of a processimprovement project that would increase efficiency at their home installation and/or command. They will have to complete those projects to earn full black belt certification.

ing business practices – things like in-processing military personnel, running a dining facility, conducting a routine training exercise, any process that can be mapped – and focus on eliminating waste and defects while ensuring that it’s delivering equal or better results.”

During the recent class, Norris noted, a student – Chief Warrant Officer 3 Neil Beebe from Fort Eustis – completed a project that could save the Army as much as

$200,000 a year. The effort involved test administration at the Army Aviation Maintenance School, and the final solution incorporated a computer software solution to reduce nine hours of test processing down to 30 minutes or less. Another student project involves ways to improve data collection for personnel rosters at Walter Reed National Military Medical Center in Bethesda, Md. The LSS curriculum also shows

students how to overcome resistance to change, noted Sgt. 1st Class Jeffery Freeman, the lead instructor for the recent course and a master black belt candidate from Fort Knox, Ky., where he works for the U.S. Army Medical Command.

“It’s not always easy to sell a new idea to someone who thinks the only way of doing it is the way the Army has done it for years,” Freeman said. “This course shows them how to win that much-needed support through meaningful data collection and analysis. In many ways, it’s more about being a team builder and business leader. It requires a lot of salesmanship.”

Lean Six Sigma was developed by the Motorola Corporation in the 1980s. The Army formally deployed the program in 2006, and it has generated around $6 billion in efficiencies each year. Typically, LSS projects are completed at the installation level and any money saved is redistributed within the organization, which usually benefits the Soldiers, families and civilian employees in the community, Norris said.

Describing ALU as the “perfect setting” for Lean Six Sigma instruction, Norris said he envisions similar training sessions in the future for most of the warrant officer courses taught at the facility. That will greatly benefit the Army since those graduates are bound for positions in which they will be “administering supplies and supporting troops.”

“If we do this right, it’s going

to help a lot of key logistics professionals who will be out there one day ordering parts, managing inventory, and supporting unit training and other vital sustainment tasks,” Norris said. “The payoff is pretty obvious if we can give them the kind of training that helps them do what they do in a more efficient manner.”

In the meantime, Norris said the latest class is the first step in building “organic capability” so Fort Lee can run its own Lean Six Sigma program. Currently, ALU has two certified black belts – Chief Warrant Officers 4 Patrick Porter and Roy Melebeck – and a master black belt candidate, Mitchell Heller, who also helped teach the inaugural course.

ALU President John Hall said he is excited about the new course and is just as determined to make it a mainstay of his training program.

Speaking at the recent graduation, he posed the following question, “What does Lean Six Sigma mean to the Army?” and remarked, “Well, let me tell you something … in today’s fiscal environment, it means a lot and it will mean even more in the years to come. And I’m not talking about sequestration, this budget thing we’re trying to figure out right now. We’re thinking beyond that when the Army is going to have to figure out how to do the same things it has been doing for many years at a much lower cost through improved efficiencies.

A group of Army majors and captains, all attending the Command and General Staff College course here, lent a helping hand to a veteran in need March 2.

Archie Evans, a disabled veteran and former U.S. Air Force ground radar operator, was involved in a car accident in which he lost his wife and that left him further disabled. As a result of his injuries, he was in dire need of a wheelchair ramp.

CGSC sprung into action with 25 officers and two instructors working with the Project Homes Renew Crew Volunteer program, a nonprofit organization that provides home repair and accessibility modifications for low-income, elderly and disabled individuals.

“Partnering with the Renew Crew Volunteer

Program and working closely with its coordinator, Ginger Hawks, is a good match for these mature, fit, and gifted officers,” said Jim Donivan, instructor and volunteer group leader. Since beginning this partnership in the summer of 2008, CGSC officers have worked on 16 projects, most of which were wheelchair ramps, but they also worked on two homes, one extensively.

In addition to the Project Home’s philosophy of “neighbor-helping-neighbor,” CGSC officers have an additional motive – giving back to veterans.

During the most-project, 14 officers worked with Cary Kristner of Project Homes to pre-build sections of the ramp and deliver the needed materials to the site for assembly. On the day of

assembly, nine officers and two instructors, one an active duty lieutenant colonel and several local volunteers came together to construct a 53-foot ramp.

Military members bring several benefits to this program, Donivan said. Perhaps first and foremost, they have great organizational skills that are necessary to set the project up for success.

Furthermore, the officers are willing to get involved, even if they have never done anything like this before. They are motivated and take instructions well. Once shown the required steps, they easily accept responsibility and operate independently – great attributes when time is precious and the project is sizable. Lastly, they are accustomed to working as part of a team and they make good,

sound decisions while always being safety conscious.

While working on this project, the officers were joined by a youth group from Prince George Christian Church. It was a great opportunity to serve as a role model while interacting with the four teenagers. The project was expected to take at least six hours, but was completed in four with excellent results.

This is a great testament to the quality of the U.S. Army officer corps, Donivan said.

The CGSC course provides three and one-half months of instruction at one of five satellite campuses including Fort Lee. The purpose of this course is to prepare midrange officers for the next 10 years of their military service.

Army’s ‘Ready and Resilient Campaign’ kicks off C. Todd Lopez ARNEWS

WASHINGTON – The Army has made available to Soldiers a new online resource to complement the Ready and Resilient Campaign that launched Monday. The campaign’s website is available now at www.army.mil/readyandresilient, and is designed as a “one-stop shop” for resources related to Soldier resilience and readiness. The new site includes sections for medical readiness, personal readiness and Soldier transition issues.

On the front page of the site is a list of hotlines for Soldiers to call “when something bad happens,” said Col. John Sims, with the Army’s Office of the Chief of Public Affairs. Such an event could include a sexual assault, suicide issues, traumatic brain injury or post-traumatic stress disorder.

The Army already has dozens of programs and websites that can help Soldiers improve their readiness, help them become more resilient, and help them deal with crises such as sexual assault, suicidal ideation, post-traumatic stress disorder, or traumatic brain injury for instance.

But the new website is meant to bring access to those resources together in one place.

“We wanted to make a place where leaders, Soldiers and family members could go and find information and quick resources, emergency hotlines, and learn to improve their resiliency, Sims said.”

Resilience is an individual’s ability to bounce back when “something bad happens, in the simplest terms,” said Sims.

A Soldier’s resilience, he said, can come from how they were raised, the experiences they had in their lives and how they were trained.

Sims said the secretary of the Army, the chief of staff of the Army and the vice chief of staff of the Army want to show the connection between a Soldier’s resilience and a Soldier’s readiness for duty. Establishing and maintaining that connection is the impetus for the Ready and Resilient Campaign.

Readiness, Sims said, is the ability of an individual or unit to accomplish its assigned task or mission.

“We are recognizing that it’s not just the training we go through that makes us ready, but all the things that we bring as an individual,” Sims said.

Col. Theresa Gonzalez with Army Medical Command said, for an individual, not being ready could be the result of administrative, medical or mental health issues.

Readiness, she said, means that a Soldier is resilient to the many stressors that all service members face.

“The difference between people who do well and sustain their capacity is what we refer to (when using the term) resilience,” Gonzalez said. “A more resilient Soldier is able to accept the same load – or the allostatic load as we refer to it. They can accept the same allostatic load and continue to perform their mission.”

While we like to think of mealtime as a period of relaxation, we can’t lose sight of a meal’s primary intent – to consume food that will nourish our bodies to perform the work that follows. Team captain overcomes cancer, returns to training Amy Perry Production/News Assistant Editor

Recovering from cancer can be a tough experience and the lingering effects can impact one’s work for months on end.

But Sgt. 1st Class Elizabeth Yarborough wasn’t going to have any of that.

The team captain of Joint Base LewisMcChord, Wash., was diagnosed with stage-four breast cancer during her annual mammogram in June of last year.

“I was lucky because even though it was stage four, they found it early,” said Yarborough, adding that it was discovered during one of the routine exams women receive every year.

The cancer was dealt with quickly, she said. Surgery in September, radiation in October and early November, and Yarborough said her command was supportive throughout.

“When I was diagnosed, I was running the dining facility,” she said. “We had to put someone else in there to take over those responsibilities because of all of my medical appointments. I had a great command who said ‘take care of what you have to do, don’t worry about the DFAC.’ I was really appreciative of that.”

For the most part, Yarborough said her cancer didn’t affect her much, other than the time for medical appointments, surgery and recovery.

“I was fine – only this little minor part of me was wrong,” she said. “Through the diagnosis, I was energetic, full of energy.

After surgery, I was good. Recovery time, I was fine. Near the end of the radiation, it hit me. The treatment just makes your body so weak.”

After she recovered from the radiation, she was back in front of her command in November, asking for something to work on and fill her time.

“I couldn’t stay home anymore – I had to do something,” she said. “I asked my command for a job to do since I couldn’t go back to the dining facility. I needed something where I could go to my ap-

pointments, but would get the opportunity to train.”

So her command found her a perfect spot – a new culinary training facility at Joint Base Lewis-McChord called the Culinary Arts Building. Several other installations have already created a similar facility, and the one at JBLM will offer year-round culinary training for the installation.

Along with her new position, she would be returning as the team captain of the JBLM team for the 38th Annual Military Culinary Arts Competitive Training Event held on Fort Lee. The event concludes Friday with an award ceremony.

Yarborough was also the team captain last year, and said she was thrilled she would return to the position.

“It was a way to take my mind off things,” she said. “I didn’t want to miss the opportunity to train the Soldiers and to teach them everything I know for this training event.”

Brushing aside her illness, Yarborough spent the rest of November looking for team members and the training started full-blown Dec. 3.

The team practiced daily. Their training included working on each of the categories they entered multiple times, studying every day and learning a lot of basic cooking techniques that would be needed at the competition.

“I gave them quizzes every day,” Yarborough said. “I drilled it into their heads. This was what I knew and needed to give to them. Take it or not, they would learn it as much as they could. I can’t force someone to keep it in their heads, but I just kept repeating myself over and over.”

The repetitiveness paid off as the JBLM team won the Student Knowledge Bowl earlier in the competition. Individuals on the student team from each installation took a written exam, and the top four teams with the highest individual scores competed during the event. That win was Yarborough’s favorite moment in the competition so far.

I’ve never had a team that won,” she said, adding this was her fifth time to serve as team captain. “They were the best on the written exam and when we went to the knowledge bowl – we won that. I’m just stoked about it.”

That win in the early days of the competition gave the team an edge in the Culinary Team of the Year event, and while the final scores won’t be known until the award ceremony, Yarborough said she thinks her team is in the running to place in the overall standings. As of Traveller press time, the team has earned a gold medal and several silver medals, among other recognitions.

“This year, I feel better than in previous years about the event,” she said. “Training time is very important coming into this event. I didn’t have that training time previously. This year, I had support back home to train the team. That’s what I needed to come here and do this.”

Although her team knows she had breast cancer last year, Yarborough said she didn’t want her team to work harder for her.

“I think they should be doing this for themselves,” she said. “We trained for this.

I’ve already told them that training and coming here and doing their best are all that I expected of them.”

Protect yourself against losses with private insurance If a tornado, hurricane or other natural disaster hits the Fort Lee area, service members living on the installation could suffer substantial damage to personal property.

Before a claim for such damage is filed through the Army Claims System, the service member must utilize any applicable private insurance policy.

For personnel living in privatized housing here, the personal property insurance provided to residents by Fort Lee Commonwealth Communities would be the first source for payment. Currently, the policy provides coverage of $20,000. Residents are required to notify the FLCC insurance carrier within 24 hours of their loss. Contact information, as well as important details concerning exclusions or limitations of coverage, can be found in periodic policy updates mailed to residents or by directly contacting the insurer.

Although not obligatory, it is advisable for service members living on the installation to maintain private renter’s or homeowner’s insurance above that provided by FLCC. As noted above, if the service member has applicable insurance he or she will be required to file with their private policyholder before filing a claim with the Army. Although claimants are often reluctant to file with their private insurer if other options are available, in this case there are several practical reasons to do so quite apart from the regulatory requirement.

The private insurer may be able to more fully compensate the service member for the loss. The Army has limits on both the total amount it can pay – $100,000 for catastrophic loss – and on the maximum amount it will pay for many items such as jewelry, furniture and works of art.

The Army cannot reimburse service members for certain items. For example, it will not pay for items purchased or used for a private business. Such items may, however, be covered by the service member’s private insurer.

When a Soldier files a claim with the Army, he or she is required to assign or transfer his or her right to future claims based on the loss. Therefore, after a Soldier has filed a claim with the Army, they generally do not have the right to file against their insurer. Conversely, if the service member settles the claim with the insurance company first, any items not covered by the policy or any amount of loss beyond the policy limits may be paid by the claims system if appropriate.

Filing a claim with your private insurer for property damage caused by severe weather conditions before utilizing the Army Claims System is the best way to maximize recovery for your loss.

And the Ready and Resilient Campaign website, as well as the overall program, is meant to help Soldiers identify in one place the things that are affecting their lives and then point them to available solutions.

Sims said the Ready and Resilient Campaign offers “nothing new” in terms of programs, but instead aims to take an array of existing Army resources and optimize them to make them all more effective.

Additionally, he said, some programs that are redundant have been eliminated to ensure resources are directed to others that are more effective.

“Really, what we are doing is changing how we view these programs,” Sims said.

“No longer do we view suicide as unconnected to negative behavior, or sexual assault, or other things. We are now seeing them much more holistically.”

The Ready and Resilient Campaign website is just one part of a larger effort to emphasize how Soldier resilience directly affects a Soldier’s readiness, and the readiness of that Soldier’s unit.

The goal of the Ready and Resilient Campaign is to make it easier for Soldiers, commanders and families from all components of the Army to find the resources they need to make themselves ready for the war fight, and to help them understand the connection between being resilient and being ready to be a Soldier.

avy Senior Chief Petty Derrick Davenport remembers the bitter taste of defeat during last year’s Culinary Olympics in Germany.

“They beat us up pretty bad over there,” he said of the German team, “but it’s good to reclaim victory on the home front.”

The come-back came in the form of a gold medal and first place in the international category held March 6 during the 38th Military Culinary Arts Competitive Training Event that concludes here Friday. The live-cooking event included teams from Germany, Canada and France. A team from Colombia was a no-show for the competition.

Davenport and Army Sgt. Sarah Deckert, both members of the U.S. Army Culinary Arts Team, won by less than a point over the Germans, who also earned a gold medal. The Canadians took home a silver medal as well as the French team.

presented the medals. He thanked the participants for sharing their competencies and “…teaching us all what right looks like in the culinary arts world.”

Davenport – fresh from a win in the Armed Forces Chef of the Year event held the day before – said the international event is prestigious because it stands alone as a category, but it is not much different than any other culinary contest.

“It’s still cooking,” he said. “Everyone has their own style that is significant to their culture, so we try to bring American regional cuisine and pres-

ent it in a way that the judges can recognize, showcasing what we do.”

The competition was built around what is commonly known as a mystery basket, culinary lingo for menu items that are only revealed just moments before the contest start. Deckert said mystery baskets present elements of the unknown to competitors, forcing them to make do with what is available.

“It really challenges your natural cooking ability,” she said.

Competitors were required to formulate a four-course meal using the mystery basket items – in this case rack of lamb, pheasant, red snapper, scallops, a variety of fruits and vegetables, and rice.

“We had to use every ingredient somewhere in the four-course,” said Deckert. “It really was a challenge.” hen the allotted time of four hours had elapsed, the U.S. team had whipped up courses that included roasted lamb with risotto and caramelized onion and parsnip soup. Deckert said it helped to have spent some time together on the USACAT.

Second year participant Cpl. Jean-Louis Lassonde of the Canadian Army said the competition was anything but predictable.

“We knew a bit more of what to expect,” he said. “We knew the rules (a change from last year). The challenge was harder this year. There were things that we never saw before, but it was fun. It’s fun to come back. “The competitors will learn from the other countries,” he said, “– what it is, how it is, what they’re used to, why they use certain products; and the guests will say, ‘Wow, I never thought of doing this or that. That’s really cool. I’ve got to try that. I wonder what it tastes like.’

It puts a lot of excitement in all of this.”

Staff Sgt. Billy Daugette has nothing to prove. The 28-year-old has accomplished much in his short career, and some of those milestones wander into the territory of he cooking world’s very best. He’s an American Culinary Federation-certified chef; winner of the 2011 Armed Forces Chef of the Year title; and enlisted aide for the Chairman of the Joint Chiefs of Staff.

So why did he feel compelled to compete in the Military Culinary Arts Competitive Training Event?

Without hesitation or consideration, he replies: “The goal is to try and push yourself, and if I can pull it off, it’ll be time for me to move on and start giving back to the younger troops.”

Translation: accomplishments lend an unparalleled amount of credibility to his resume.

Now, Daugette has another achievement to add to his list of accomplishments. He earned a gold medal in the inaugural master’s category, created for those who are past winners of the AFCOY and those who still get a kick out whipping up four-course meals. Daugette expressed his gratitude for the opportunity to compete.

“It is pretty unique because you’re going up against three other chefs who’ve all won,” he said, “so the competition is real tight, and the expectations are really high.”

Daugette’s competitors were Chief Petty Officer Michael Edwards of Team Hawaii, Sgt. 1st Class Joshua Spiess of Fort Stewart, Ga., and Sgt. 1st Class Steven Behr, an independent competitor. The four contestants were given one hours to prepare a meal using duck and allowed to be as creative as they wished.

Spiess, the 2010 AFCOY titlist and another gold medal winner, said he prepared duck breast and “stuffed it with cream and herbs.” He added a sweet potato gratin and a honey, lemon and butter wine sauce. After the competition, he was confident that he had performed well against Daugette.

“He had more components on his plate, but I think I was more organized,” he said. “I tried to keep it simple and flavorful.”

Spiess clearly had his mind on conquering the other competitors.

“It’s in my blood,” he said. “My family’s competitive -- sports, cooking -- we’re just competitive, and I hate losing.”

The Fort Stewart, Ga., Soldier also wanted to stay on top of his culinary game and share his competencies with his fellow teammates who are competing in a number of categories including Culinary Team of the Year.

“I’m just trying to give back what was given to me,” he said.

So was Daugette. Competing in the master’s competition with a sense of charity, he knows he wouldn’t be there if it weren’t for others.

“I’ve been fortunate to work with great chefs in the military,” he said. “They’ve pushed me, and I’ve been exposed to a lot. I’ve competed quite a few times here, and the competition has helped me to get better, better and better.”

To round out the competition, Edwards was awarded a silver medal and Behr, a last minute entry, earned bronze.

The winner of the master’s category is scheduled to be announced Friday during the awards ceremony.

tudents in the Ordnance School’s Ammunition Specialist course must learn to accomplish a long lists of tasks associated with their duties such as stock control and accounting.

One part of their job is making sure ammo gets to where it needs to go. That means being able to hookup ammunition cargo to aircraft such as a Black Hawk helicopter. The students receive hours of classroom and hands-on training to accomplish the task. The training takes place at Fort Lee’s McLaney Drop Zone, and it is dangerous.

It involves stooping and standing under a hovering beast of machinery that weighs roughly 10,000 pounds.

March is Brain Injury Awareness Month.

Every 16 seconds in the United States, a person suffers a traumatic brain injury. This equals approximately 1.5 - 2 million traumatic brain injuries each year. Traumatic brain injury is the leading cause of death and disability among children and young adults.

Even more alarming, traumatic brain injuries occur more frequently than do breast cancer cases, HIV/ AIDS infections, multiple sclerosis cases and spinal injuries combined.

According to the Centers for Disease Control and Prevention, a traumatic brain injury or concussion, is caused by a bump, blow or jolt to the head that can change the way your brain normally works. Concussions

can also occur from a fall or a blow to the body that causes the head and brain to move quickly back and forth.

Concussions or TBI are categorized as mild, moderate or severe; with the majority of concussions identified as mild. There are certain age groups that are at higher risk for concussions and include children from birth to four years old, teenagers 15-19 years old, and adults 65 years or older. Concussions occur in males more often than females.

The military community has higher rates of concussions than its civilian counterparts, mostly due to specific job duties, deployments and physical requirements. The leading causes of concussion are falls, motor vehicle accidents, struck by or against an object and assaults.

For the military service member, blast exposures are the primary mechanism of injury. When we look at children and teens, the main rea-

sons for emergency department visits related to head injuries are bicycling, football, playground activities, basketball and soccer.

According to the Defense and Veteran’s Brain Injury Center in a report published by the Congressional Research Service in February, as of Aug. 20, 2012, 253,330 service members have been diagnosed with TBI. The statistic reflects an estimated 23 percent of service members returning from downrange or theater with a brain injury.

What are the symptoms of concussion? A concussion is defined by either a loss of consciousness or an alteration of consciousness (such as feeling dazed or confused, “saw stars�, or feeling like you got your bell rung). Along with these symptoms, the most common reactions fall into four categories: SEE BRAIN, PAGE 24

Check the manufacturer’s expiration date on the label of the smoke alarm, replace batteries if needed and clean off any dust or debris.

Smoke alarms have become such a common feature in U.S. homes that it is easy to take them for granted.

Smoke alarms are appliances just like toasters, televisions and furnaces. Unlike other appliances, these devices function quietly in the background. Its alarm, in response to a real smoke situation or to testing, is the only evidence

that it works. A stereo that does not play will not lead to tragedy, but a worn-out smoke alarm failing to sound in a fire could. This is the reason that all smoke alarms (hard-wired and/or batterypowered) should be replaced every 10 years.

According to the National Fire Protection Association, the peak time for home fire fatalities is between 11 p.m. and 7 a.m., when most families are sleeping. Are you aware that most people lose their sense of smell during a deep sleep stage and will not wake up? The death rate per 100 reported fires is twice as high in homes without a working smoke alarm as it is in home fires with this pro-

tection.

Missing or non-working smoke alarms rob residents of valuable seconds that could allow them to safely escape. Young children, older adults and people with disabilities are most at risk and working smoke alarms may provide these residents the necessary time to safely evacuate.

It is easy to forget that a smoke alarm’s sole function is to sound the warning.

People need to develop and practice escape plans so that if the alarm sounds, they can get out quickly.

It’s imperative that home escape plans include two exits from each room and a designated meeting place

outside. Once you’re outside, stay outside and be sure to let firefighters know if everyone has made it out safely. These simple steps will help ensure that you and your family will have the best chance of surviving if fire should strike.

ALU students donate time, goods to various causes Recently, the second lieutenants of BOLC Class 13-004, under the direction of Capt. Michael Spears, rolled up its sleeves for a good cause. The class performed two community service events that helped many within and outside of the military community.

“This was a great opportunity for us to show our support for the community and for our fellow brothers and sisters in arms,” Spears said.

Their first community project was a food drive. The class had a friendly competition to see which squad would be able to donate the most.

“The food drive lasted a week, and every squad put its best foot forward,” Spears said. “Each squad did such an outstanding job collecting food and other needed items that it would have been unfair to say one

did better than the others.”

They decided to give the food donation to the charitable group CARES Inc. Crisis Assistance Response Emergency Shelter is an emergency location for women and children in Petersburg and all the surrounding cities. Thanks to the officers’ selfless service, there are women and children who will not be going to sleep hungry, something they should be proud of, Spears said.

The next day, the officers continued with their community service and volunteered with the American Red Cross. The class got the chance to encourage their fellow Soldiers down range. At the post office, they arranged belated Christmas cards that go to the troops overseas.

“Soldiers protect the country year round, but it can be especially hard for them during the

holidays. These cards act as a great moral booster for all troops oversees who protect us. It is a great way to show them that there are people back home who are thinking about them,” Spears explained.

While at the post office, some of the other lieutenants showed off their culinary arts skills and made sandwiches for the local fire department training school.

“Little things, such as making sandwiches, are great ways to show people that we care and are appreciative for what they do and what they put on the line to protect us and our loved ones from danger,” one of the participating officers said.

Lastly, the class prepared fire safety packets to deliver to a local elementary school.

“Through these packets, children will be able to learn the dangers of

fires, precautionary steps to prevent fires and what to do if one occurs.

With this knowledge of fire safety instilled in children’s minds at such a young age, who knows how many lives will be saved,” another officer noted.

The early-March projects were a good way for some of the lieutenants to contribute something to the community, Spears noted.

Several budding chefs competed for the Armed Forces Student Chef of the Year title March 7-13 during the 38th Annual Military Culinary Arts Competitive Training Event here.

These culinarians show off their abilities by preparing and serving four helpings of a single entrée to a panel of judges. They have 70 minutes to prepare the entire entry.

Each team competing for Culinary Team of the Year has to have a student competitor. The competition aims to stimulate interest and test the level of the student chef’s skill in live cooking. It also shows their basic understanding of cooking fundamentals.

After the student chefs are finished, they receive a critique from the judges’ panel to discuss the dish and get tips on how to improve their work.

First-time competitor Spc. Stephany Lopez from Team Hawaii made an heirline chicken breast stuffed with cream cheese, spinach and onion with two sauces and accompanied by saffron rice and spiced green beans.

“I think I did well,” said Lopez, after she received her critique. “I accomplished a lot because the judges said they loved the food. Timewise, it wasn’t what I wanted because I ran long, but I’m pleased with how I did.”

The event made Lopez realize how different it was to compete in front of an audience compared to practicing at home.

“I learned so much while competing because it taught me how different it is between your kitchen and competitive cooking,” she said. “I definitely want to come back to learn more.”

Lopez earned a bronze medal for her efforts.

Horn said she showed the team she had a passion for food preparation, and her efforts paid off. She earned a gold medal during the event.

“I was overwhelmed,” said Horn, after learning she received a gold medal. “I’m sure everyone could see my

excitement due to the tears streaming down my face.

I went into this expecting nothing, and to pull that off was really heartwarming. It solidifies something that I didn’t think was possible.”

Growing up cooking with her mother helped develop Horn’s passion for food preparation, but it wasn’t until she started training with the team where she developed her top-notch culinary skills.

cinders. Through a “group therapy” session, the counselor sets about making everything right again with equally disastrous results. Add in a few fun catchy musical numbers and there is plenty of silliness for everyone involved.

These symptoms include headache, dizziness, fatigue, nausea/vomiting, changes in vision, sleep disturbances, difficulty concentrating, balance problems, anxiety, depression, irritability, and ringing in the ears.

Symptoms may occur immediately after injury or can take days or weeks after the initial injury. The important thing to remember is that most people recover quickly and fully.

To assist with recovery, it is recommended that the person abstain from activities that put them at risk for further injury and rest/sleep for optimal recovery.

How can we prevent concussions? There are some simple steps to help prevent concussions. First, use seat belts and properly fitted child safety seats while riding in a motor vehicle. Second, wear

a helmet when participating in any of the following activities: bicycling, football, hockey, skates/skateboards, baseball/ softball, horseback riding and skiing/snowboarding.

If you have already had a concussion in the past, you might be more likely to sustain another concussion, so prevention of further injury is the key.

What to do if you or someone you know may have had a concussion? People with a concussion need to be seen by a health care professional immediately after injury.

Calendar, continued James River Pops | March 21 The James River Pops, a 14-member ensemble, will present a free concert of popular favorites on March 21, 7:30 p.m., in the Williamsburg Library Theatre, 515 Scotland St., Williamsburg. This band performs music in the style of the Boston Pops.
