Given the fiscal uncertainty the Army is facing, Fort Lee has been preparing itself to sustain operations in the event that sequestration goes into effect. Our reduced operating budget for the remainder of the year forces many tough decisions, including cancellation of some public events. I want to share with you some of the pending changes and reduced services that will impact the installation and our surrounding communities. We’re prioritizing services to ensure our readiness and care of service members, civilians and families.

The Installation Management Command, which manages all Army installations, received a Chief of Staff of the Army-directed Department of the Army-level funding increase that will

FORT LEE COMMISSARY UPGRADE TO BEGIN IN MAY Work is expected to begin in May on a $5 million upgrade to the Fort Lee Commissary that will make shopping more pleasant, according to Defense Commissary Agency officials.

“We’re glad to see this day come since it will enhance the shopping experience for our customers,” said Nadine Johnson, store director. “Construction means accommodation, so I ask for our customers’ continued patronage and patience during the months the project is expected to take.”

The commissary plans to maintain its normal operating hours and will keep customers informed of changes throughout the project, which is being financed by surcharge funds, the 5-percent added to shoppers’ receipts, Johnson said.

“The agency has a lot of experience with these projects, and

the safety of our employees and customers is paramount in any change made to accommodate the construction, and we plan to do this while still providing access to the full assortment of products the store has to offer,” Johnson said.

The project is a needed refresh of equipment and facilities as well as a part of the agency’s ongoing adaptation to evolving customer and grocery industry trends.

Along those lines, a new customer service kiosk and the more self checkouts are being added to the store’s front end, Johnson said.

Customers want easy access and convenience, and the project reworks the customer entrance area; an initiative that began last year, when an in-store bank was replaced with an ATM, Johnson added. Now, the area will be opened up with the relocation of the public restrooms away from the entrance to another location

near the front of the store. The cart coral also will be moved to a covered area just outside the entrance so customers can conveniently get their carts and enter the store.

Transportation School hosts relinquishment of command ceremony Keith Desbois CASCOM Public Affairs

The U.S. Army Transportation Corps bid farewell to Brig. Gen. Stephen E. Farmen, Chief of Transportation and Transportation School commandant, during a relinquishment of command ceremony Friday.

“When Brig. Gen. Farmen took the reins as the 26th Chief of Transportation, he looked up and out and led the corps as a war-fighter logistician,” said Maj. Gen. Larry D. Wyche, Combined Arms Support Command and Fort Lee commanding general. “Today, the corps is postured for successful execution of its mission because of his leadership, strategic thinking and warrior spirit.”

Farmen was credited with many accomplishments during his two-year command including leading the way in credentialing military truck drivers and ensuring training was realistic, tough and demanding, Wyche added.

During his remarks, Farmen spoke about what the Transportation Corps has done to transition from an Army at war, to an Army in preparation. He specifically thanked the Soldiers and civilians for their part in making the corps successful.

“What can I say? At the end of the day, it is all about you,” Farmen said. “We can have all the technology and equipment you could ever dream of, but you provide the human factor that gives our Transportation Corps meaning.”

Col. Nancy J. Grandy, Transportation School assistant commandant, will act as the interim Transportation School commandant until a replacement is named.

The Transportation School is responsible for providing instruction to approximately 17,000 students annually in eight enlisted career fields, three warrant officer specialties and one officer area of concentration. Training is provided at 32 locations representing active, Reserve and

National Guard Soldiers. Areas of training include motor transport, watercraft, cargo handling, movement control and traffic management, and air, sea and rail terminal operations.

Farmen will be departing Fort Lee to take charge of the 19th Sustainment Command (Expeditionary), Eighth U.S. Army, Republic of Korea. He has served as the Chief of Transportation since April 2011.

Speaking at his promotion ceremony Friday that drew about 200 guests, Brig. Gen. Edward M. Daly relayed an oft-told account about the late Yankees baseball great Joe Dimaggio: “As the story goes, late in the game DiMaggio dove for a ball in the outfield, although the Yankees were up by probably 10 runs. The game meant absolutely nothing.

After the game, the media surrounded his locker and was talking to him. Mickey Mantle was in earshot, and they said, ‘Joe, you’re a lock for the hall of fame; a 56-game hitting streak;’ and at that point in time he had hit more homeruns than he had struck out in

the major leagues. ‘Why in a million years would you jeopardize your health or risk injury and dive for a ball?’”

“He (DiMaggio) said, ‘Because somebody may not ever get a chance to see me play again, and I want to show them the right way to play the game.’”

The Chief of Ordnance then made his point to the Ball Auditorium audience.

“This accolade and promotion makes me want to strive even more each and every day to do my best and set the example for those who wear this uniform and serve in what I would consider as the noblest of professions.”

According to others who spoke on his behalf at the event, striving to exceed the requirements is

second nature for the Jersey City, N.J., native, West Point graduate and son of a career police officer. Maj. Gen. Larry D. Wyche, Combined Arms Support Command and Fort Lee commanding general, said he witnessed firsthand Daly’s commitment to the ideals of teamwork, cohesion and mission accomplishment.

“If I could sum up Ed in two words, it would be selfless service,” said the installation’s senior mission commander and Daly’s boss. Then, as he often does when referring to top-notch professional Soldiers in the career field, he said Daly “is a true warfighter logistician who would give the shirt off of his back and boots

off his feet to support the fight.”

Wyche went on to praise Daly for his “innate ability” to engage all ranks with the same level of commitment, working within the framework of supporting people and missions.

“I have never seen in my time in the Army someone who is completely focused on the team,” he said.

After much praise for Daly’s work, Wyche lightened the mood when he said he didn’t want Daly “to get the big head” and called to the stage the colonel and his wife, Cathy, to present her with an honorary certificate of promotion to major general.

The chief executive officer of the Army and Air Force Exchange Service visited Fort Lee April 8 to learn more about the store operations here.

Thomas C. Shull spent time with Fort Lee command representatives and exchange employees during his first-time trip to the installation.

He is the first civilian to be named to AAFES’ top post. He is a U.S. Military Academy graduate and served as a major in the Army. He earned a master of business administration with honors from Harvard Business School in 1981. His military schooling includes Ranger and Airborne training.

Since Shull was named to the CEO position last year, he has been working to improve various Exchange offerings, including changes to the online system.

“We’re focused on ensuring key items offered in the Fort Lee Exchange are online at shopmyexchange.com,” Shull said. “All initiatives are designed to ultimately expand the Exchange’s reach and service to the military community and their families. I am using my experience to make it easier for authorized shoppers to access our website privileges, find better value and generate in-

creased customer satisfaction.”

The Exchange’s first priority is to take care of military members and their families, said Shull.

“The customer and customer service is our number one priority,” he said. “We are focused on the lifelong needs of shoppers starting with the war-fighter, his or her family, and working all the way up to the retiree. Offering comprehensive support through all stages of a military career is the foundation to maintaining the relevance of the Exchange benefit.

“Regardless of their geographic location, Exchange operations adapt to changing needs of service members,” he said. “For example, a snack and a cold drink may make the Exchange relevant downrange. Closer to home, operations must be able to assist in furnishing a residence, assist in providing Internet, phone or television services or offer clothing for a job interview after their military career is complete. From a retail standpoint, we need to have what they need when they need it.”

Since the Exchange is a retail entity, it pays its own way and then some, said Shull. The vast majority of the funding – 98 percent – comes from the stores themselves, and is not subsidized by taxpayers. The organization generates earnings and

distributes a majority of its dividends to military morale, welfare and recreation programs.

In fiscal 2011, from the money spent at Exchange facilities on Fort Lee, the operation returned $1,378,126 to the community in support of Family and MWR services and activities.

“We are passionate about serving every member of the military family and saving the American taxpayer money,” Shull said.

“Between distributing the dividend to the services, providing school lunches overseas, operating bakeries and water plants outside of the Continental U.S., investing in capital improvement on military installations, and operating contingency facilities and contingency telecommunication operations, the Exchange saves the federal government $1.3 bil-

lion every year.

“It’s not just a great deal for Uncle Sam, but shoppers as well,” Shull continued. “The Exchange is a benefit that increases the combat potential of America’s forces and enhances the probability of successful mission accomplishment. Wherever troops are, an Exchange is there to support them. Our operations are destinations of choice for Soldiers and their families to improve readiness and make their lives better.”

With many installations seeing decreased operations due to the furlough, Shull said AAFES should continue to serve as normal.

“The bottom line for shoppers is that the Exchange does not foresee any changes to its day-to-day operations,” he said. “We continue to remain flexible as we help

Soldiers and their families thrive in this environment. Whether it’s a Main Store, Military Clothing or a fastfood restaurant, all operations will continue.”

As for upcoming changes to the Fort Lee Exchange, Shull said the store is in the design phase for a Starbucks, which is expected to open in March or April 2014.

Implementing the concessions that people want is all part of the how the Exchange serves its customers.

“We will also continue to look for the most meaningful concepts and grow concessions to support active-duty shoppers,” Shull said.

“We will even offer more convenience with more Express businesses. The Exchange has done a fantastic job in those businesses but they need to be given an increased focus.”

Hagel eliminates ‘Distinguished Warfare Medal’ Jim Garamone American Forces Press Service

WASHINGTON – Defense Secretary Chuck Hagel has eliminated the Distinguished Warfare Medal, DoD officials announced Monday.

Instead, the military will recognize service members

who directly affect combat operations without being present through distinguishing devices that will be affixed to already existing awards.

Soon after being sworn in as defense secretary Feb. 27, Hagel asked Gen. Martin E. Dempsey, the chairman of the Joint Chiefs of Staff, to

lead a review of the medal.

“The Joint Chiefs of Staff, with the concurrence of the service secretaries, have recommended the creation of a new distinguishing device that can be affixed to existing medals to recognize the extraordinary actions of this small number of men and women,” Hagel said in a written release.

“I agree with the Joint Chiefs’ findings, and have directed the creation of a distinguishing device instead of a separate medal,” Hagel said in the release.

“The servicemen and women who operate and support

our remotely piloted aircraft, operate in cyberspace, and others are critical to our military’s mission of safeguarding the nation.”

The distinguishing devices will serve to recognize these service members’ achievements, he said.

The undersecretary of defense for personnel and readiness will develop the award criteria in close coordination with the services and the joint staff, officials said.

DoD announced the creation of the Distinguished Warfare Medal, Feb. 13.

“I’ve always felt, hav-

ing seen the great work that they do day-in and day-out, that those who performed in an outstanding manner should be recognized,” thenDefense Secretary Leon E. Panetta said during a news conference announcing the medal.

“Unfortunately,” Panetta added, “medals that they otherwise might be eligible for simply did not recognize that kind of contribution.”

Members of veterans’ service organizations and others objected to the Distinguished Warfare Medal, officials said. The medal’s order of precedence

was to be just below the Distinguished Flying Cross and just above the Bronze Star. Some commentators objected that it would rank higher than the Purple Heart, awarded to those wounded or killed in action.

The distinguishing devices can be affixed to awards at different levels, so, once written, the criteria for the awards must reflect that, officials said. For example, the criteria for affixing a device to an Army Commendation Medal would be different than those for a Meritorious Service Medal, a higher award.

Gospel Concert A free gospel concert is set for April 20, 1-5 p.m., at Liberty Chapel on Mahone Avenue.

Child Safety Seat Checks The Fort Lee Safety and Provost Marshal offices, along with the local SafeKids organization, will conduct free child safety seat inspections in the Post Exchange parking lot, April 23, 10 a.m.

- 2 p.m.

Experts will check for manufacturer recalls, serviceability of the seat, placement in the vehicle and harness adjustments.

When installed and used correctly, child safety seats can reduce the fatal injury rate by up to 71 percent for infants and 54 percent for toddlers, ages 1-4. Unfortunately, seven out of every 10 child seats are improperly installed.

Drug Take Back Day Fort Lee will participate in the nationwide Prescription Drug Take Back Day activities on April 27.

anonymously turn in prescription medication during the drive.

Army Employee Assistance is coordinating, and law enforcement personnel from the Provost Marshal Office will be at the drop off location as prescribed by DEA protocols.

Kenner No Shows Kenner Army Health Clinic wants to decrease its “no shows” or people who fail to show up for or cancel an appointment. A scheduled appointment can be canceled by calling 1-866-533-5242.

Clients are asked to cancel appointments at least 24 hours in advance or as soon as they know they will not be able to keep it.

When appointments are canceled, Kenner is able to move others into the time slots. “No shows” reduce the productivity of the health care provider teams, waste time and money and take appointments away from people who need them, according to KAHC officials.

The 244th Quartermaster Battalion held an assumption of command ceremony April 11 on the 262nd QM Bn. parade field.

Lt. Col. Jerry E. Gaussoin Jr. took charge when Col. Aimee L. Kominiak, 23rd QM Brigade commander, handed him the battalion guidon.

The 244th QM Battalion is one of the most diverse military organizations in Training and Doctrine Command, said Kominiak. Within its ranks, there are quartermasters, transporters, paralegals and medical service corps Soldiers.

“In addition to its strength and diversity, what truly makes this battalion ‘Guardian Great’ are its lead-

ers and their tremendous teamwork to accomplish any mission,” said Kominiak, who also thanked Maj. Tanzie R. Landry-McGee, battalion executive officer, and Command Sgt. Maj. Clarence D. Richardson, battalion CSM, for their hard work during the transition between commanders.

Guassoin relocated from Fort Hood, Texas, where he served as a support operations officer in the 4th Sustainment Bde. “(Gaussoin) has a diverse background of assignments … which makes him a great fit for one of the most diverse battalions in TRADOC,” Kominiak said. “I have no doubt he will lead the Guardian Great Battalion to even greater achievements.”

Virginia Caves Week encourages exploration of underground sites If you’re feeling adventurous or just want to do something outdoors with the family that’s totally different than the normal tourist stuff, consider a visit to the Ogdens Cave Natural Area Preserve in Frederick County.

April 21-27 is Virginia Cave Week, a time when the commonwealth encourages its residents and visitors to check out the world beneath our feet. Free walking tours of the

Ogdens Cave area are among the highlights of the observance.

Tours of Ogdens Cave are scheduled for April 22-24, 4-8 p.m.

Participants will be able to see the cave’s entrance room, pools, inhabitants from the animal kingdom and an underground segment of Buffalo Marsh Run. Geologists believe it’s the longest-known cave system in Frederick County with nearly a mile of mapped pas-

sages.

The cave is home to the Appalachian springsnail, which is on Virginia’s endangered species list, as well as the thin-necked cave beetle and three species of crustaceans. Groundlevel sinkholes provide recharge to the underlying aquifer that supplies drinking water to nearby residential wells.

The 13-acre Ogdens Cave Natural Area Preserve is owned by the Virginia Department

of Conservation and Recreation.

Visitors can arrive anytime between 4-6:30 p.m. Tours are offered on a continuous basis with each lasting up to two hours. Participants should wear long pants, long sleeves and footwear suitable for rough terrain. Clothes and footwear are likely to get muddy. A water bottle is recommended. Helmets and flashlights will be provided. Advance registration is not required.

Holocaust program stresses ‘heeding the warning signs’ Ray Kozakewicz Production Assistant

Holocaust survivor Jay M. Ipson painted a horrific picture of the persecution and mass murder of an estimated 195,000 Lithuanian Jews from 1941-’44 during Fort Lee’s National Days of Remembrance: Holocaust Observance on April 10 at Memorial Chapel.

Ipson, 77, co-founder of the Virginia Holocaust Museum, was the featured speaker at 59th Ordnance Brigade-sponsored program.

The theme was, “Never Again – Heeding the Warning Signs.”

Approximately 300 Soldiers and civilians gathered quietly to hear Ipson’s

chilling words.

“They grabbed Jews off the streets or went houseto-house – and beat, killed or deported them,” Ipson said. “Many were children taken by the Nazis. I watched one boy hanging from a rope – swinging about like a minnow on a fishing line until he died.”

Ipson, then 6-years old, and his father and mother survived a number of selections and deportations in the barbed-wire Kovno ghetto where the Germans imprisoned about 40,000 Jews.

Most later died in concentration camps or were killed by other means by the Germans. Estimates by Holocaust experts report

that about 210,000 Jews lived in Lithuanian before the Holocaust with about 93 percent losing their lives.

“What’s the difference between a ghetto and a concentration camp?”

Preventing STDs Lisa Scheidelman Epidemiologist, U.S. Army Public Health Command

April is sexually transmitted disease awareness month, an annual effort aimed at educating the public about prevention, treatment and risk reduction. STDs are serious problems affecting both military and civilian communities.

The Centers for Disease Control and Prevention estimates that more than 20 million new STDs occur annually in the United States, contributing to 110 million cases – all of which are preventable. Nearly half of the cases occur among young adults, ages 15–24. STDs burden America’s youth, and cost the healthcare system nearly $16 billion each year.

STDs 101 Common STDs include chlamydia, gonorrhea, hepatitis B, hepatitis C, herpes, human immunodeficiency virus (HIV), human papillomavirus (HPV), syphilis and trichomoniasis. STDs can cause infections within multiple body sites, including the eyes, mouth, throat, anus, penis, vagina and liver.

Anyone who has unprotected sex – whether it’s oral,

vaginal or anal sex – is at risk. STDs also can be spread from mother to baby, by sharing needles, syringes, or razors, or using unclean tattoo or piercing equipment.

STDs don’t always produce recognizable symptoms, but can still be spread to others. It’s also impossible to tell if individuals are “clean” just by looking at them.

When symptoms occur, they are usually mistaken for another skin condition, bladder or vaginal infection.

In general, STDs can cause painful urination, itching, discharge, swollen testicles, bleeding between periods, sores, warts or lesions.

Long-Term Complications Untreated STDs can lead to irreversible problems in males and females. For instance, untreated chlamydia or gonorrhea can cause pelvic inflammatory disease in females, a condition causing abscesses and reproductive complications. STDs can also cause health deffects in newborns.

Treatment Some STDs can be cured with antibiotics; others are permanent but treatment can help manage symptoms. It is important that medication be taken as prescribed and not stopped early, even if symptoms improve. This will prevent STDs from becoming resistant and eventually untreatable.

High-Risk Activities: Participating in high-risk activities can lead to an STD. These activities include having unprotected sex, not always using condoms, having multiple sex partners, frequent one night stands or exchanging sex for money or products. Also, being under the influence of alcohol or drugs can impair judgment and lower inhibitions.

Social “hook up” networks and mobile applications allow for easy ways to meet new people, but it’s not always safe and can lead to high-risk activities. It can also increase the risk of being in dangerous situations that can result in rape, robbery or kidnapping. Remember, people can easily lie and misrepresent themselves online.

Screening:

It is important to get tested.

Military treatment facilities offer free, confidential testing, treatment and counseling for Tricare beneficiaries.

Civilian public health departments also offer testing. To locate a center, text your zip code to GYTNOW (498669).

Testing for most STDs can be as easy as providing a urine, blood or saliva specimen. It’s important to understand that if someone participates in high-risk activities after getting tested, they cannot advertise themselves as being negative for STDs. People who participate in high-risk activities should be frequently tested for HIV and STDs. The Army requires annual chlamydia screening for female Soldiers under 25.

Additionally, all Soldiers are required to be tested for HIV at least once every two years.

Vaccination: Only a few vaccines are available to protect against STDs. The HPV vaccine is recommended for males and females 11–26 years old.

Military personnel, infants, children under 18, high-risk occupations, or participants in high-risk activities should also receive the Hepatitis B vaccination. Both vaccines are administered in three

separate doses and all are required in order to be protected. The Hepatitis A vaccine is also recommended for those who engage in anal sex; two doses of the vaccine are needed.

Risk Reduction: Remember, STDs are preventable. Sexually active individuals must use protection (male or female condoms) every time to prevent getting or spreading an STD. Other forms of birth control do not protect against STDs. Practicing mutual monogamy between uninfected

partners can also prevent infections. STDs can produce life-altering outcomes, and choices made now can impact the future.

The motorcycle range is not required for this training.

Based on the type of motorcycles owned or operated, Soldiers complete either the ERC or the MSRC within 12 months of completing the BRC. Motorcycle sustainment training is based on the type of motorcycle owned or operated; Soldiers are required to complete motorcycle sustainment training every three years once completing an advance-level rider course such as the ERC/BRC 2 or MSRC. Retaking the appropriate course will keep the rider in compliance with the Progressive Motorcycle Program standards.

Civilians and contracted laborers are not authorized to receive Army-sponsored training; however, they need to show proof of an equivalent civilian safety course to operate a motorcycle on the installation.

Active duty military personnel assigned to Fort Lee can sign-up for the previously mentioned training at https://apps. imcom.army.mil/AIRS. Also, the Fort Lee Motorcycle Range is available during non-scheduled training days for riding practices for group and individual use, to include weekends.

Tips for Motorists Motorists are people driving any vehicle on the road other than a motorcycle.

The motorcycle is a vehicle with the same privileges on the roadway as any other vehicle. Give the motorcy-

Look for the motorcyclist at intersections and when changing lanes. Use your signals clearly; look twice before changing lanes. Not all motorcycles have loud pipes.

Obstructions (debris, potholes, etc.) that you may ignore can be deadly for a motorcyclist. Slow down or change lanes well before arriving at the obstruction.

This will give thhe motorcyclist a chance to avoid it.

Do not follow w a motorcycle too closelyy. Allow enough room forr the motorcyclist to take evvasive actions. Motorcycclists can stop in a shorter distaance, and may be trying too avoid an obstruction on thhe roadway.

in the spring are covered with potholes. Riders will change lanes or move from one side of his lane to the other frequently to obtain the best riding surface.

Tips for Riders The following are some general guidelines for riding a motorcycle safely.

Be visible: â&#x20AC;˘ Remember that motorists often have trouble seeing motorcycles and reacting in

time. â&#x20AC;˘ Make sure all your lights operate and the headlight is on day and night. â&#x20AC;˘ Use retro-reflective strips on your clothing and retroreflective decals your motorcycle. â&#x20AC;˘ Be aware of the blind spots cars and trucks and other motorcyclist have. â&#x20AC;˘ Flash your brake light when you are slowing down

and before stopping. â&#x20AC;˘ If a motorist does not see you, do not be afraid to use your horn.

Dress for safety: â&#x20AC;˘ Wear a quality helmet and wrap around eye protection or face shield. â&#x20AC;˘ Wear bright retro-reflective clothing and a lightcolored helmet. â&#x20AC;˘ Wear leather or other thick, protective clothing.

â&#x20AC;˘ Choose long sleeves and pants, over-the-ankle boots, and full fingered gloves. â&#x20AC;˘ Remember â&#x20AC;&#x201C; the only thing between you and the road is your protective gear.

Apply effective mental strategies: â&#x20AC;˘ Constantly search the road for changing conditions. Use MSFâ&#x20AC;&#x2122;s Search, Evaluate, Execute strategy to increase time and space safety margins. â&#x20AC;˘ Give yourself space and time to respond to other motoristsâ&#x20AC;&#x2122; actions. â&#x20AC;˘ Give other motorists time and space to respond to you. â&#x20AC;˘ Use lane positioning to be seen; ride in the part of a lane where you are most visible. Scan the roadway for obstructions; make changes while staying within your lane to avoid debris when possible. â&#x20AC;˘ Watch for turning vehicles. â&#x20AC;˘ Signal your next move in advance. â&#x20AC;˘ Avoid weaving between lanes. â&#x20AC;˘ Pretend you are invisible, and ride defensively. â&#x20AC;˘ Do not ride when you are tired or under the influence of alcohol or other drugs. â&#x20AC;˘ Know and follow the rules of the road, and stick to the speed limit.

Know your bike and how to use it: â&#x20AC;˘ Get formal training and take refresher courses.

Remember: Give yourself space. People driving cars often do not see motorcycles. Even when drivers do see you, chances are they have never been on a motorcycle and cannot properly judge your speed.

$UP\ &ODLPV 6\VWHP UHFRJQL]LQJ GLIIHUHQW W\SHV RI GDPDJH Under the Army Claims System, there are generally two reasons a claim is paid, either a government employee acted negligently in causing damage or there is a loss directly related to the service of a Soldier or Department of Defense civilian employee. Losses that are incident to service are governed by the Personnel Claims Act. Under the PCA, claimants can be reimbursed for loss or damage incident to their service that is caused by “extraordinary hazards,” which include “fire, flood, hurricane and other unusual occurrences, or by theft or vandalism.” If a loss isn’t caused by one of these hazards, it won’t be covered under the PCA. In the last edition of the Fort Lee Traveller, we looked at the definition of “unusual occurrence” and gave examples of common incidents people sometimes erroneously consider unusual. The weather frequently creates circumstances that seem to be unusual occurrences. Fortunately, the Army Claims Pamphlet, DA Pam 27-162, provides clear guidance in most situations.

Storms, power surges and power outages are not considered unusual occurrences, and damage to property caused by such incidents is normally not compensable through the Army Claims System.

Claims that electrical or electronic devices were damaged by a power surge may be paid only when lighting actually strikes the claimant’s residence or objects directly attached to it, such as the transformer box, or when power company records or similar evidence shows a particular residence or small group of residences were subjected to an unusually intense power surge. In

areas subject to frequent thunderstorms or power fluctuations, claimants are expected to use a surge protector.

Power outages rarely cause any real harm to electrical or electronic devices.

Outages do, however, sometimes lead to claims for food items that spoil when there is no electricity to run refrigerators or freezers. Claims that food was spoiled by a power outage may be considered if the outage is of unusual duration and the claimant was unable to take steps to keep the food from spoiling. But, just as in other circumstances covered by the PCA, the claimant is expected to take reasonable steps to protect their property. If the claimant fails to take appropriate steps to limit the damage caused by a power outage, the claims payment will be greatly reduced or denied altogether.

According to the Centers for Disease Control and Prevention, food items in your refrigerator will remain safe for at least two hours after the power goes out. Items kept in the freezer compartment remain safe to eat for up to 48 hours if the freezer is full.

You should limit opening the refrigerator or freezer as much as possible. Spoilable items from your refrigerator also can be kept safe by keeping them on ice. The claims office would much rather reimburse you for a Styrofoam cooler and a few bags of ice instead of paying for every single item that was in your refrigerator.

Holocaust observance stresses need to heed warning signs

“Bystanders allowed it to happen,” Ipson said in describing a massacre of 9,200 Jews, including 4,300 children, on Oct. 28, 1941, at Democracy Square in Kovno witnessed by members of the International Red Cross.

While his father was deemed useful to the Nazis, Ipson and his mother were not. One day they were rounded up by Nazis and lined up to be deported for execution. “A Jewish policeman recognized me and told us to ‘go home.’ We were the only two people to survive out of the 5,000,” he said.

Ipson asked the Soldiers several questions. “Can a Holocaust happen here in the United States?” Ipson waited for a response and some Soldiers said no while others replied yes. He next asked, “How many hate groups are in the U.S. today?” After they offered numbers, he told them that the U.S. has 1,007 hate groups in the latest survey, including 30 in Virginia alone.

“It’s your job to make sure that it never happens again. You are the gatekeepers and the whole world is your neighborhood.”

Ipson eventually immigrated to the United States with his parents and continued an effort started by his father to educate the public about the horrors of the Holocaust. That led to

the six million Jews who perished in the Holocaust, while Andrews read a list of a number of Jews killed. He then recited the “Kaddish,” the Hebrew prayer for the departed and explained its meaning to the audience.

“The patch you wear on your right shoulder proves you are a beacon of trust and hope,” said Romer, who served as an Army chaplain for 22 years. “Let us all hope that this horrible past only becomes a memory.”

The Virginia Holocaust Museum provided an exhibit of photographs and uniforms worn by Jews in concentration camps. “It’s an amazing accomplishment that made history,” said 1st Sgt. Jason Johnson. “It’s the first time any company in 530th CSSB competed for the award, and we came in second place throughout the Army in our category.”

The maintenance excellence competition is considered the Super Bowl of maintenance operations. Highly sought after by Army units and maintenance shops across

the country, it recognizes units that have demonstrated excellence. The award’s primary objectives are to assess the maintenance component of unit readiness, improve efficiency, recognize outstanding unit maintenance accomplishments and improve field maintenance readiness. It also offers leaders the ability to assess and improve their maintenance operations at the unit level.

Throughout the process of preparing for the competition, the 108th QM Co maintenance program improved in several ways, setting the standard for the Battalion, Johnson said.

The comedy would continue in a big way with the next speaker, Maj. Gen. Kurt Stein, commanding general, 1st Sustainment Support Command at Camp Arifjan, Kuwait, and Daly’s future commander. Using old images of Daly that were displayed on a large screen, Stein’s speech was more like a roast than a traditional promotion ceremony as he poked lighthearted fun at everything from Daly’s mullet haircut to his high school exploits.

Daly’s mother, sister and other family members responded positively to Stein’s comedic take as well as Daly himself, who was seen dabbing his eyes from bouts of continuous laughter.

After roughly 20 minutes of ribbing directed at the future general, Stein turned serious, discussed

Daly’s numerous qualities and expressed how deserving he was of the forthcoming honor.

“We selected the absolute right person to become general in the best Army in our world,” he said.

“Ed’s promotion to brigadier general is a testament to his personal drive, his commitment and his overall dedication.”

For the formal pinning, Daly was joined on stage by his mother, sister, wife and three children. Stein and Cathy Daly pinned the one-star shoulder boards on the new general. A number of formalities followed. Among them was the oath of office administered by retired Lt. Gen. Mitchell H. Stevenson, a former Deputy Chief of Staff for Logistics, Army G-4, and commanding general, Combined Arms Support Command.

WASHINGTON – A new publication series designed to educate civilians on the specialized needs of military and veteran families in their neighborhoods launched here Monday.

Charles E. Milam, acting deputy assistant secretary of defense for Military Community and Family Policy, spoke at the launch event at the Army-Navy Club for the “How to Help Military and Veteran Families, Before, During and After Deployment” initiative.

“Today, more than two-thirds of our military families live in communities, and in many cases, 20 miles away, (from the installation),” Milam said.

In addition, he said, some military families settle into communities outside their installations for the schools, churches and activities available there.

“In over a decade of deploying service members to active war zones, we’ve paid careful attention to the changing demographics and impact of these deployments on the well-being of our service members and their families,” Milam said.

“We have prioritized programs and ser-

vices that support families and help with overall preparedness and resilience. Our family readiness system is the network of agencies, programs, services and individuals, and the collaboration among them that promotes the readiness and the quality of life service members and families deserve.”

The initiative comprises a series of pamphlets on topics such as military and veteran families’ needs for higher education, early childhood education, financial assistance and more, Defense Department officials said.

Milam said the series will allow the Defense Department and its partners to connect with a variety of third-party subject-matter experts to reach communities of support.

“The key is being able to approach specific groups with a common interest,” he said. “Whether you are a medical professional or a member of a faith-based organization, there is a specific publication that addresses how you can become engaged (with military and veteran families).

Drunk driving kills. On average, someone dies as a result of drunk driving every 53 minutes, and someone is injured as a result of drunk driving every 90 seconds.

According to the National Safety Council, at any given moment one in 50 drivers is not just impaired but legally intoxicated; this number jumps to one in 10 on the weekends. In 2012, there were nearly 300,000 incidents of drinking and driving each day.

Drunk driving costs the U.S. an estimated $132 billion per year, and costs each adult in the U.S.

almost $500 per year in increased taxes due to the higher demand for law enforcement.

In an effort to draw attention to this national tragedy, the National Safety Council has designated April as “Alcohol Awareness Prevention Month.”

Alcohol is a depressant that slows down the brain and body.

Heavy alcohol consumption is a problem nationally and in the military. The Institute of Medicine recently reported the use of alcohol has spiked since the wars in Iraq and Afghanistan began.

Nearly half of active-duty military personnel report being binge drinkers. Binge drinking is having five or more drinks on a single occasion at least once in the past 30 days; one drink is equal to 5 ounces of wine, 1.5 oz of 80-proof distilled spirits, or 12 ounces of regular beer. Unfortunately, 20 percent of the population still admits to drinking and driving.

Drunk driving can be prevented. Appoint a designated driver who sticks to non-alcoholic beverages. If a designated driver isn’t available, call a taxi (and keep a taxi company telephone number in your cell phone).

If you are throwing a party, offer non-alcoholic drinks, arrange for a cab for someone who has had too much to drink, and do not be afraid to take someone’s car keys.

You may save someone’s life.

Even if you have not been drinking, there are ways to protect yourself on the road by knowing what to look for. According to law enforcement officials, there are several signs of drunk driving: wide turns, weaving, swerving, drifting, driving on the wrong side of the road, driving at a very slow rate, or stopping without reason are just a few. If you encounter someone on the road who you think is driving under the influence, keep a safe distance and call 9-1-1.

We’ve all recognized that we have habits that need changing from time to time.

And we’ve all had the experience of finding out how hard it is to break a habit even when we really want to.

I attended a seminar a few weeks ago on how difficult it is to simply use willpower to change habits. According to the presenter, habits are fast, efficient, unconscious and automatic. In contrast, the self-regulatory (willpower) function of our brain is conscious, effortful and slow. Behaviors – whether in our best interest or not – are reinforced by chemicals in the brain; specifically dopamine.

Dopamine release occurs when a reward is sensed.

This chemical release cues our minds to want to repeat whatever action we just performed.

This is how habits are formed. Willpower understands the difference between short-term and longterm benefits or harm. Habits are more focused on shortterm benefits regardless of the harm that repetition may bring. Stress-driven habits can be especially harmful and difficult to break – difficult, but not impossible.

When you are faced with a stressor, stop and think about the level of control you believe you have in the particular situation. It is no surprise that people who believe they are more in control of their situations tend to exhibit less maladaptive functioning during times of

stress.

This is where cognitive behavioral therapy can help a great deal. Cognitive behavioral therapy teaches a person how to change his or her perspective on life by reframing situations and reducing the cognitive distortions we all so frequently engage in when stressed.

Developing a values or goals assessment can also help reprioritize behaviors from destructive to productive. Good questions to ask yourself include, “What do I want for my life now as well as in the long run? Does my lifestyle or actions coincide with the values I consider important?”

Creating positive associations with the habits you wish to form can help reinforce healthy behavior.

If you wish to develop a new habit, why reinvent the wheel? Observe and study how others have developed the habit you want to form and then replicate the behavior. Seek out and spend time with a quality mentor.

Role-play new behaviors with a mentor, family member or friend in a neutral environment. Repetition is key to developing new habits.

Rewarding yourself when goals are reached is also key.

Social support (aside from a role model or mentor) helps solidify new habits.

Surround yourself with those who share the habits you wish to engage in or maintain.

These are just some of the ways new habits can be formed. It may be an uphill battle, but with work we can get to the top of the hill and see the valley on the other side.

– the idea of a publicprivate partnership,” Navy Capt. Todd Veazie, Joining Forces executive director, said at the program launch. “In 2014, we will no longer be a nation at war. We’ll see our families reintegrating. Now, more than ever, we need Joining Forces types of activities exactly like the one you’ve put together.”

Service members will be returning home following the conclusion of the war in Afghanistan, Veazie noted.

“They will need all of America’s sectors to support … to reintegrate,” he said. (Your program) is a phenomenal resource.”

Forming new partnerships and strengthening those that already exist in civilian communities will be key, Milam said.
