DeCA, Debby Want to Know –‘Are You Ready?’ As Tropical Storm Debby, the fourth named storm of the 2012 hurricane season, is slowly making its way across Florida and causing historic flooding, it brings to mind a much larger tragedy that occurred 20 years ago (Aug. 24, 1992) when Hurricane Andrew, which slammed into South Florida, devastating Homestead, Florida City and parts of 0LDPL EHIRUH LW FURVVHG WKH *XOI RI 0H[LFR WR VWULNH WKH Louisiana coastline. Such incidents are a sober reminder of the damage any hurricane, large or small, can do, and the Defense Commissary Agency wants to help make sure you are prepared for any disaster.

Disaster preparedness can help improve your odds for survival, and DeCA and its industry partners are working together to offer items needed for severe weather survival kits at low prices, said DeCA Director of Sales Chris Burns. “Andrew’s anniversary drives home the point that everyone should be prepared,� Burns said. “Your commissary can help you do that. We’ve got lots of items to stock up your survival kit.�

Since April 1, canned chicken, powdered milk, batteries, weather-ready flashlights, all-weather tape, first aid kits, lighters, matches, candles and hand sanitizer have been reduced in price as part of DeCA’s severe weather promotional package that runs until Oct. 31.

The package coincides with the prime times for both tornado and hurricane seasons in the United States.

Tornado season runs from April to July. The National Weather Service reports that 2011 was a record breaking year; it was the second most active year in recent memory, with a total of 1,690. April 2011 had the greatest monthly total of tornadoes in modern record-keeping history with 758. April also holds the record for the greatest number of tornadoes on one day – April 27 – with 200.

The Atlantic hurricane season runs from June 1 through Nov. 30 and includes the North Atlantic Ocean, WKH &DULEEHDQ 6HD DQG WKH *XOI RI 0H[LFR 7KH 1DWLRQDO Oceanic and Atmospheric Administration had predicted a less-active season this year versus other years. Predictions

from the NOAA called for a 70 percent chance of nine to 15 named storms, four to eight of which could become KXUULFDQHV DQG RQH WR WKUHH DUH H[SHFWHG WR EH PDMRU hurricanes. However, the predictions do not include which hurricanes will make landfall because it’s not possible to plot landfall weeks or months ahead of a storm. “Although the NOAA called for a less-active hurricane season, it still pays to be prepared,� Burns said. “All of our customers – no matter where they are – should be prepared for any disaster. If you’ve never considered the possible outcomes of a DUI or DWI conviction in Virginia, now is a good time to do so.

As of July 1, the arsenal of adverse actions for a first-time offense could include the mandatory installation of an ignition interlock device – those gadgets that require the driver to provide a breath sample before the car will start.

And that’s just the new tip of the iceberg ‌ other possible penalties include up to a year in jail, a $2,500 fine, revocation

of a driver’s license (the judge can grant approval for a restricted license for work and school trips only) and required participation in an Alcohol Safety Action Program, known as ASAP. With some of the toughest DUI/DWI laws in the nation, Virginia is sending a clear message that drinking and driving is not a mistake you want to make on its roads.

Cadre Returns From Tour in Afghanistan Nine Soldiers assigned to the 16th Ordnance Battalion, 59th Ordnance Brigade, returned home Monday to Family and friends after a five-month assignment in Afghanistan.

The Soldiers, all instructors with the U.S. Army Ordnance School’s Wheeled Vehicle Recovery Specialist Course, volunteered to train fellow Soldiers in current recovery operation techniques in a tactical environment.

“The criticality of the mission this team accomplished is beyond words,” said Lt. Col. Steven N. Carozza, 16th Ord. Bn. commander. “Having served in Afghanistan, I know that the recovery operations training these instructors provided directly impacted the ability of the Soldiers and units to safely and effectively accomplish their mission.

During their deployment the team taught vehicle recovery to 295 students in 22 classes. To accomplish this, the Soldiers provided more than 1,700 hours of continuous training. They were also responsible for creating a realistic training range and maintaining training assets worth more than $2 million.

Petroleum Exercise Keeps the Army Rolling Along Nothing in the military moves without fuel, and for more than 2,100 U.S. Army Reserve Soldiers, the Quartermaster Liquid Logistics exercise provides the opportunity to hone their petroleum distribution skills.

QLLEX, hosted by the 165th Quartermaster Group, Fort Belvoir, is a two-week exercise that serves two purposes – it allows reserve Soldiers to work in their job as fuel transporters, and it gives the U.S. Army Quartermaster School’s Petroleum and Water Department instructors realworld experience supplying the multi-agency exercise, which continues through Friday.

The exercise allows the in-

structors to refresh themselves and become better instructors, noted Jose Hernandez, lab chief at PWD. “This is a good collective training experience for both the department and the reserves,” he said.

The exercise provides realworld training for the Soldiers in that the fuel is transported to Joint Base Langley-Eustis for use in its aircraft. After 300,000 gallons have been transferred to Langley-Eustis, Soldiers will then transport fuel from Yorktown to replenish the supply at Fort Lee. “This training is no different than what the Soldiers would SEE LIQUID, PAGE 6

Emergency Personnel Test Capabilities at Range

Fort Lee Fire and Emergency Services conducted its first mass casualty exercise Tuesday at the Downer Range Complex.

The DRC is a recovery vehicle training facility located in the northern region of Fort Lee adjacent to the Petersburg federal corrections complex.

Brian Harness, assistant chief, FES, said the exercise was part of a quarterly training program that helps them prepare for a variety of emergency situations that can arise on the installation.

“It allows us to test our capabilities and our agreements with outside agencies in the surrounding communities who come in to help us out, whether it is a man-made or natural disaster here,” he said.

Life Evac, a contract helicopter service and Virginia State Police Medflight, the state’s aerial evacuation service, also participated in the exercise.

The training was conducted using a scenario in which a winch snapped from an M88 recovery vehi-

cle, injuring 20 or more Soldiers, said 1st Lt. Walter Carter, the 59th Ordnance Brigade’s assistant operations officer. The goals were to respond quickly and to determine where to evacuate the casualties based on their injuries and the availability of medical facilities. Harness said the location of the DRC made the exercise even more challenging.

“The complex is geographically separated from the

rest of the post,” he said. “On the other side of post, we have the fires stations staffed over there so the distance to respond out here and the ground conditions is what really makes it different.’

The exercise scenario required FES personnel to respond not to a building but to a field site where the recovery training takes place.

During the exercise, several FES vehicles and emergency personnel converged on the field site while the medical evacuation helicopters whizzed above. They were required to assess the situation and take the appropriate actions, said Bob Sperberg, assistant fire chief.

“The first thing we had to do is triage the patients, determine the extent of the injuries,” he said. “Then we had to arrange for the treatment of those patients to begin and coordinate for their transportation to area hospitals.”

Harness said he was pleased with the effort.

“It went very well,” he said. “Everything came into play and they responded well. I think that can be attributed to the training that we conduct quarterly.”

Sperberg said a further assessment and performance evaluation will take place at a later date.

experience in Afghanistan,” said Calvin Cropper, Petroleum Training Facility manager. “You have to plan convoy operations, certify your trucks and move the fuel safely to its destination.”

The exercise also provides an economical means to transfer the fuel as the Army already owns the equipment compared to the cost of contracting the job to commercial carriers, Hernandez added. If fuel sits dormant for more than six months, the additives start separating,

so it has to be agitated to keep the fuel within specifications.

The PWD personnel have been filling 18 trucks and moving 84,000 gallons of fuel on average per day. The facility has the ability to handle up to 30 trucks per day. By the end of the exercise, more than 500,000 gallons of fuel will have been transported.

Besides training Soldiers and Marines in petroleum distribution and testing, PWD also serves as a Defense Logistics Agency Energy fuel supply point.

Observances start as soon as June 30 with the Parham Road Independence Day Parade and Festival. Chesterfield County and Richmond have planned special events with fireworks for July 3 and 4. Colonial Downs is offering special horse races and fireworks on the 4th.

Of course, Fort Lee is hosting its annual free Independence Day celebration for the general public, starting at 2 p.m. at Williams Stadium on the 4th. It’s a chance to dance and relax with 15,000 or more area residents. Country music artist Justin Moore and the 392nd Army Ban’s Full On rock group will provide entertainment.

Health Benefits Advisers Are There for You

Health benefits advisers or beneficiary counseling and assistance coordinators are located at military treatment facilities to serve as advocates and problem solvers for all military health system beneficiaries.

They are there to assist all TRICARE beneficiaries regardless of their category, i.e., retiree, reserve/guard or active duty.

Assistance is not limited to a certain region or even the continental United States.

In other words, assistance has no boundaries. For instance, if a TRICARE claims problem originated at a duty station while overseas or on the west coast, advisers here can still assist with getting the issue resolved. Benefits advisers work directly with the out-of-area health care providers’ billing offices, other military treatment facilities and the regional TRICARE claims processors to get the bills paid or find a resolution to the problem.

While a lot of an adviser’s time is devoted to resolving claim disputes, they also provide education and advice to beneficiaries on all aspects of their health care benefits. They want beneficiaries to thoroughly understand their benefits so they can make informed choices when it comes time to select a plan.

Advisers often hear beneficiaries say, “What is the best TRICARE plan?” or “I want the best TRICARE plan available.”

The answer to that will be different for each individual person based on many dif-

ferent factors such as where they reside, their financial situation, medical conditions or whether they have other health insurance.

Health benefit advisers also work with beneficiaries to help them understand how TRICARE coordinates with other health insurance and other federal programs such as Medicare and Medicaid. They assist many beneficiaries who are dually eligible with TRICARE and the Veterans Administration. Advisers explain the differences between the two agencies and their respective programs and how beneficiaries can maximize their benefits between the two.

Simply put, the adviser’s job is to educate and assist all eligible beneficiaries on their health care benefits and to do it in a simple, straightforward way that can be easily understood. The goal is to remove the hassle factor as much as possible so that utilizing the military health care system is a positive experience.

Reminders from KAHC Medication Renewals Renewal of expired medications generally requires a visit with one’s primary care manager at Kenner Army Health Clinic. In some cases, however, a renewal may be obtained through a telephone consultation.

A renewal is needed when the original prescription and all of its refills have expired.

Fireworks that light up the July night sky are favorites for many Americans. Fort Lee and several other communities in the area have great fireworks shows that are put on by professionals and designed with safety in mind.

Remember, Fort Lee does not allow fireworks of any kind, including sparklers, to be used anywhere on the installation, except by the professionals in charge of pyrotechnics for the Fourth at the Fort. This safety precaution may be enforced in off-post communities as well. Some people, however, still feel the need to put on their own show despite the dangers and restrictions.

Depending on where you live and whether you decide to set off fireworks, you need make sure they are legal to use. Off-post localities have varying rules regarding fireworks, so check first with local fire departments and get any required permit.

Under Virginia law, only these fireworks are permitted: sparklers, fountains, Pharaoh’s serpents, caps for pistols, or pinwheels commonly known as whirligigs or spinning jennies.

Wyche Takes Command of CASCOM, Fort Lee

Fort Lee welcomed a new senior leader during a massive change of command ceremony Tuesday at Seay Field near Mifflin Hall.

Maj. Gen. Larry D. Wyche took over as the CASCOM and Fort Lee commanding general, replacing Maj. Gen. James L. Hodge, who celebrated his retirement in a ceremony earlier that day. Lt. Gen. David D. Halverson, Training and Doctrine Command deputy commanding general/chief of staff, was the reviewing officer.

During the change of command ceremony – one of the first formal events on the newly completed Seay Field – Halverson spoke about Hodge’s leadership and numerous command positions throughout his career.

“Jim, when I think of you and understand your leadership – throughout your 34 years – it has been a standard for all of us,” Halverson said. “It’s been the gold standard.

You’re caring, compassionate and have a good character, and I just want to say, ‘Thank you.’”

Halverson said that Hodge had gone full circle during his career, from serving at Fort Eustis – a TRADOC assignment – as a company commander early on to commanding general of CASCOM – also a TRADOC assignment. He passed on his thanks from Gen. Robert Cone, the TRADOC commanding general.

“Thank you for your leadership, for being a teammate, and for your vision and the ability to have the character to make the tough choices,” he said.

Hodge kept his speech short, as he said his retirement ceremony earlier gave him the opportunity to thank many in the audience for being there for him throughout his career. He spent several minutes recognizing his wife, Michelle, for her work in the community at Fort Lee and other locations where they served at together.

“I suspect that many on Fort Lee will miss you more than me,” Hodge said to Michelle.

He also said the assignment here was an amazing experi-

ence for him.

“I’d like everyone to know how much I personally enjoyed this assignment, and I’d like you to know how proud I am of Fort Lee and its workforce across the board … all have done a magnificent job,” he said.

Hodge took time to fully welcome the new commanding general and his wife, Denise.

“Larry and Denise – I’m not usually very good at predicting the future – but I cannot imagine a circumstance where you will not love this assignment,” said Hodge.

“You’re a perfectly suited command team, and I’m certain that the servicemembers, civilians and Families will absolutely flourish under your leadership.”

Halverson said TRADOC and Fort Lee were blessed to have the transition between two very strong Army Families.

“We have a great Army family to be able to take that guidon and meet the challenges with Larry and Denise,” Halverson said. “Larry, I know you’ll take command with honor and distinction. I know you’ll lead from the front.

I know you’ll have the passion and energy that this command needs to take it to next level.”

The Family is truly excited to be on the TRADOC team, said Wyche. Hailing from Emporia, he said he is excited to be closer to his hometown.

“It is a tremendous honor to stand here today as the newest commander of the Combined Arms Support Command and the Sustainment Center of Excellence for our great Army, following the exceptional example set by Major General Hodge,” he said. “We are really looking forward to being part of the team of this proud family and building on the already great community relationship.”

Wyche also thanked everyone for the kindness and hospitality his Family received during the transition.

“Denise and I are honored to be your newest teammates,” he said. “We are committed to continuing the great work being done by CASCOM every day by ensuring our Soldiers and employees have a safe working and living environment while producing the best trained and educated logisticians and supporters in the world.”

Birthplace of American Standard Celebrates its Heritage, Longevity

In early July of 1862, elements of Gen. George McClellan’s Army of the Potomac recovered in defeat at Harrison’s Landing after failing to take the Confederate capital of Richmond. The pain of its loss during the Seven Days Battles – 1,734 killed, 8,062 wounded and 6,053 captured or missing – was compounded by mud, mosquitoes, heat, humidity and disease that were constants of summer camp life.

The circumstances were dire to say the least, and it was a moment in history that would give birth to one of the most recognized and revered bugle calls in the nation today. “Taps,” initially meant as a tranquil signal to extinguish all camp lights, eventually evolved into the sound of solemn tribute that honors the sacrifice and service of the nation’s fallen.

The 150-year legacy of “Taps” was celebrated over the past weekend at Charles City County’s Berkeley Plantation, the very site where Union Brig. Gen. Daniel Butterfield and bugler Cpl. Oliver W. Norton revised an earlier version of “Tattoo” into something that has become an enduring musical expression without rival.

“It’s a uniquely American piece of music,” said Jari Villanueva, a retired Air Force Band bugler and “Taps” historian. “It is a bugle call that is heard at military bases every single day in virtually every corner of the world as

Titled “Birth of an American Tradition – the 150th Anniversary Commemoration of Taps,” the Berkeley event honored and commemorated the storied tune using history and music lessons, re-enactors from the 83rd Pennsylvania Volunteers and music from Federal City Brass Band.

Saturday’s program was the highlight of the weekend. Villanueva hosted a schedule of events that featured

a Taps Monument Re-dedication Ceremony, a Bugles Across America concert and a commemorative 10 p.m. sounding of “Taps.”

Members of the Butterfield and Norton families were present for the commemoration as well as representatives of the Virginia Department of the American Legion, which dedicated the Taps monument in 1969, and trumpeter Lou Madonia, who sounded “Taps” as a 20-year-old Marine during the 100th anniversary event at Berkeley. The latter said even as a young man, he fully comprehended what it meant to play “Taps” on its hallowed grounds.

“When I played it here, I actually cried,” he recalled after Saturday’s ceremony. He added that the 150-year anniversary event was just as memorable. “It was just a beautiful ceremony. I wouldn’t have missed it for the world.”

The “Taps” event attracted roughly 200 people to Berkeley, its grounds thick with overgrown vegetation that swayed and waved to occasional breezes coming off the James River. Its peaceful and tranquil setting today would have been a dramatic contrast to the summer of 1862 when hundreds of battle-weary Union soldiers took up refuge on its shores.

Butterfield was one of them. As commander of the 3rd Brigade, 1st Division, 5th Corps, he was suffering from wounds he received in late June at Gaines’ Mill.

“The call of Taps did not seem to be as smooth, melodious and musical as it should be,” Butterfield wrote to a music critic after the war, “and I called in someone who could write music, and practiced a change in the call of Taps until I had it suit my ear…”

That “someone” was Norton, and his collaboration with Butterfield produced a 24-note lullaby that eventually became an American cultural standard and has managed to turn the pages of history without fail or change. Union re-enactor, student of history and McClellan impersonator Mike Seeley has an explanation.

“It’s only 24 notes, but it is so haunting,” he said on the Berkeley grounds. “You can hear it anywhere, and you know immediately what it is. It is so clear, simple and distinct; that’s where its beauty lies.”

“Taps” became an official bugle call in 1874 and is sounded between 10-11 p.m. on most U.S. military installations. It is also played at memorials and wreathlaying ceremonies and became an official component to U.S. military funerals in 1891. Villanueva said it is played more than 30 times a day at Arlington National Cemetery. Its timelessness may be attributed to its lin-

gering, penetrating quality, he said.

“The music they wrote that night is the same as it is today,” he said after the dedication ceremony. “The thing about this call is that it is played slowly and emotionally.

It’s is the only bugle call in the U.S. military that is played slowly all the way through.”

The slow, measured pace of “Taps” combined with its lengthy notes made it stand out – so much so that the first night Norton performed it, others queried him about the origins of the music.

“The music was beautiful on that still summer night, and was heard far beyond the limits of our brigade,” Norton wrote in a letter to a music critic. “The next day, I was visited by several buglers from neighboring brigades, asking for copies of the music, which I gladly furnished.”

The notes of “Taps” spread during the war like a contagious disease without the ill effects. It was played throughout the Army of the Potomac and soon made its way to the Confederates. The first instance of its use as a funeral tribute is believed to have occurred when a Union commanding officer had it played at the burial of a soldier rather than permit shots to be fired over his grave that might alert the enemy.

Villanueva said “Taps” really made its way into the national consciousness during the nationally televised memorial services for President John F. Kennedy in 1962.

“People saw what caissons looked like, what the troops did at Arlington and got to hear ‘Taps’ as part of the ceremony,” he said. “I think it was from that moment on, almost 50 years ago, that ‘Taps’ really became ingrained into our culture.”

U.S. Rep. Tom Reed wants to make sure it stays that way.

The New York congressman has introduced legislation to make “Taps” the National Song of Remembrance.

Free Game Tickets

The Petersburg Generals baseball team is offering 100 free tickets to active duty service members and their Families (with valid military identification cards) for games in June and July. July 14 is Military Appreciation Night. Game nights are June 29 and July 6, 8, 13, 14, 20 and 29.

Friday and Saturday games will start at 7:05 p.m. except for the June 15 game, which is set to begin at 6:05 p.m. for a double-header. Sunday games will begin at 4:05 p.m.

Service members are asked to arrive at least 30 minutes before game time. Those attending with a company or platoon should be in uniform.

The Generals, a team of college students from across the nation, play at the Petersburg Sports Complex, 555 Birdsong Road.

Boot Camp Fitness

The Family and MWR Sports Office is offering two boot camp-style fitness programs at MacLaughlin Fitness Center. Each costs $4 per class or $20 for 10 classes.

Total Body Boot Camp meets Wednesdays, 5-6 p.m. Lunch-time classes meet Wednesdays, noon - 12:45 p.m., and Saturdays, 11:30 a.m. - 12:30 p.m. All of the group exercise classes involve calisthenics such as push-ups, jumping jacks, crunches, squats and other body weight exercises.
