What Are The ‘Big Rocks’ in Your Life?

Famous author, Stephen Covey tells a “big rock” story involving a time management expert who was speaking to a group of leaders. He placed a wide-mouth gallon jar on the table in front of him. Next to the jar was a collection of fist-sized rocks. He carefully filled the jar with the big rocks, until he could fit no more. He asked the group, “Is the jar full?” Everyone responded, “Yes.” He then pulled a large bowl of gravel from under the table and proceeded to pour the gravel into the jar.

The gravel fit into the spaces between the rocks. He again queried, “Is the jar full?” “Probably not,” was the group’s reply. He reached for another bowl, this one filled with sand. He dumped the sand into the jar. The sand filled the spaces not taken by the rocks and the gravel. Once more, he asked, “Is the jar full?” “No,” everyone agreed.

Finally, he reached for a pitcher of water and poured

water into the jar until it was filled to the top. The time management expert looked at the group and asked, “What is the point of my illustration?”

One man replied, “That no matter how full your schedule is, you can always fit one more thing into it.” “No!” the expert responded. The point of this illustration is, “If you don’t put the big rocks in first, you’ll never get them in at all!” The moral of Covey’s story is: Get the important things figured out first, then fit everything else in around them. In other words, know what your priorities are.

“What do we do now?” That’s the question I often ask now that school has started for most children with summer time and most vacation time done. People are starting to get back into the routines of the regular school year. We see families starting to come back to worship services, getting back into the regular routines of religious education for their children, and joining together in community events again now that the recreation times of summer are finished.

I talk to them about the big rocks from the story. What

do you want to set in place first? As military families, we move around a lot. One of my first spiritual directors taught me to set aside that time for prayer first – a big rock for me. If I waited to find a time for prayer after I settled after the move, all of my time might be filled by all of the gravel or sand, and I won’t find a place for that big rock of prayer, or exercise or reading or sports or whatever those important things are for you.

Each time I move, or deploy, or settle down after seasonal changes, I ask myself again – What are those big rocks for me? What do I want to set firmly in my life first? Once I establish those, what can I fill in with the smaller gravel, sand or water. What are your big rocks?

Protect Yourself: Read Contracts Carefully

How often are you asked to sign something? I don’t mean autographs or birthday cards, but legally and financially binding documents – everything from endorsing a check to signing a sales receipt to buying a house. Either way, they’re all contracts.

In broad terms, contracts are mutually binding agreements between two or more parties to do – or not do – something. Once a contract is in force, it generally cannot be

altered unless all parties agree. And, with very few exceptions they cannot easily be broken.

Sometimes contracts are formal, signed documents that outline specific conditions and penalties if those conditions are not met: For example, if you don’t make your mortgage payments, the lender can foreclose on your house. Other times they are verbal or implied agreements: If you buy spoiled milk, you can ask for a refund.

Before you enter into a contractual agreement, try to anticipate what could

go wrong. For example, consider the following: • You sign a lease but later decide you can’t afford the rent or don’t like the neighborhood.

• You buy a car you can’t afford, but when you try to sell it, the car is worth less than your outstanding loan balance.

• You buy something on sale and don’t notice the store’s “No returns on sale items” policy.

• You co-sign a lease with a roommate who later backs out, leaving you responsible for the rent.

Fort Lee Earns ‘Extraordinary’ Award

Fort Lee is officially the first Army installation in the state to earn “E4” status from the Virginia Department of Environmental Quality.

During a 10 a.m. ceremony Tuesday at the Logistics Memorial adjacent to Mifflin Hall, post officials accepted a certificate and banner that heralds the fort’s acceptance into the Extraordinary Environmental Excellence Enterprise. Only three other federal facilities and 30 activities in the entire state have achieved E4 certification since the program was established in 2005.

“You’re in a very elite group,” noted Richard Weeks Jr., chief deputy of the VDEQ, during his congratulatory remarks at the ceremony. “An achievement like this is only possible when you have the top-down commitment of community leaders, which is indicated here today by the presence of (Maj. Gen. James L. Hodge, CASCOM Commanding General, and Col. Rodney D. Edge, U.S. Army Garrison, Fort Lee commander), and the individual day-to-day efforts of everyone who lives and works here.

“That’s what makes an environmental management system work,” Weeks continued. “Watching out for the environment

becomes a part of everybody’s job, and that’s how you get the innovation and the support to get things done.”

According to the VDEQ website, those vying for E4 certification must “demonstrate a desire to be a leader in the mission to protect and conserve Virginia's natural resources.” The voluntary program encourages superior performance through the development and implementation of environmental management systems and pollution prevention efforts that far exceed legal and regulatory requirements.

Fort Lee has met that challenge by promoting recycling and pollution prevention activities, protecting land and water resources, mitigating the environmental impact of federal projects and encouraging voluntary measures to safeguard natural resources.

“I think our close working relationship with the VDEQ and our neighboring communities is also exemplary,” said Allen Mills, an environmental protection specialist with the Fort Lee Office of Environmental Management. “We have established a Sustainability Conference where the communities can meet to discuss issues, challenges and possible solutions. It further promotes that team approach to environmental management, and we’re proud of the relationships it has created.”

Home of Sustainment Completes BRAC 2005

The Combined Arms Support Command and Fort Lee have successfully completed their portion of the Army’s largest institutional transformation ever – Base Realignment and Closure 2005.

The nation and the Army invested $1.2 billion constructing new facilities at Fort Lee to support the BRAC 2005 mandated consolidation and reduction effort, which was finished on time and on target.

“There are numerous ways to measure the return on this investment, but the most important is the quality of training provided the sons and daughters who serve their country,” said Maj. Gen. James L. Hodge, CASCOM and Fort Lee commanding general. “CASCOM serves as the pivot point for the Army’s Sustainment Warfighting Function, and the facilities at Fort Lee will provide better trained logistics Soldiers who are capable of the most demanding and technical missions.”

As part of BRAC initiatives, the installation nearly doubled the size of its infrastructure from 7.5 million square feet to 14 million on just over 5,900 acres. This increase was necessary to support CASCOM’s expanded training mission – now about 70,000 students from all five branches of the military will receive training at the “Home of Sustainment.”

“The effort completed what equates to a 25-year construction program in just five years, executing this immense $1.2 billion effort approximately $100 million under projected costs,” said William F. Moore, deputy to the CASCOM commanding general. In total, the entire Fort Lee BRAC construction effort brings 56 new buildings, four major renovations and numerous other training site improvements to the installation, which will serve the Army and the nation for decades to come.

BRAC 2005 was a historic undertaking for the Army as a whole, enabling its largest organizational transformation in more than 60 years. Among other initiatives, BRAC supports the Army’s reorganization effort to transform from a division-based to a modular brigade-based force to allow it to perform as an integral part of the joint force.

The BRAC recommendation to consolidate Combat Service Support training and doctrine development at a single installation promotes training effectiveness and functional efficiencies.

Although most activities at Fort Lee are focused on the Army’s institutional training mission, CASCOM’s postBRAC organization will be enhanced to better support the Army’s overall transformation effort. More than 180 courses from four different places (Joint Base LangleyEustis, Aberdeen Proving Ground, Redstone Arsenal and Fort Lee) were consolidated and relocated at Forts Lee and A.P. Hill. This was the largest relocation of courses within the Training and Doctrine Command. All of these course moves required the movement of training support systems, equipment, administrative support and students.

For example, more than 830 truckloads carrying almost

30 million pounds of equipment completed the journey to the new state-of-the-art training facilities at the Ordnance School.

In addition to better training for Soldiers, BRAC generated improved operating efficiencies and synchronization. For CASCOM, efficiencies will result from the following reductions: from four to two brigades; from 10 to seven battalions; from 50 to 33 companies/detachments; from four to one Warrior Training Area; from four to three schools; from 16 to 11 training departments; from four to one Noncommissioned Officer Academy; and from four professional military education institutions to one university.

BRAC 2005 facilitated the expansion of the Army Logistics Management College and Advanced Logistics Soldier training into the Army Logistics University. NAF Retirees A compact disk containing the personal information of nearly 25,000 nonappropriated fund retiree records was lost in the mail between Alexandria and San Antonio, Texas, during the final week of August.

The potentially compromised information contains names, Social Security numbers and other information. Some records may also contain birth dates.

Retirees who are at risk have been sent notification letters that indicate actions they may take to protect their identities.

Concerned retirees should call (210) 466-1640 from 7:30 a.m. to 5 p.m. (central time) weekdays to determine if they were included in the database and learn how to guard against misuses of the information.

The incident is under investigation.

Moreno said she plans to serve out her contract and earn her college degree. â&#x20AC;&#x153;My goal is to get my bachelorâ&#x20AC;&#x2122;s in business and, I hope, go on to criminal justice as well,â&#x20AC;? she said. â&#x20AC;&#x153;I want to work for the FBI and put bad people behind bars, get married, have kids and get the dream home.â&#x20AC;?

Former POW Uses Humor to Share His Story

Team Lee community members gathered Sept. 15 to honor the 83,000-plus prisoners of war and missing in action, both military and civilian. The POW/MIA Luncheon took place at the Lee Club.

Col. Rodney Edge, U.S. Army Garrison, Fort Lee commander welcomed the more than 140 people assembled to remember those who served our nation as heroes â&#x20AC;&#x201C; men and women who were held as POWs â&#x20AC;&#x201C; and the families of those who went to war and never came home, their fates mostly unknown. â&#x20AC;&#x153;National POW/MIA Recognition Day helps keep the sacrifices made by brave Americans from slipping out of the consciousness of the country they served,â&#x20AC;? Edge said. â&#x20AC;&#x153;Our coming together today serves as testimony that they have not been forgotten.â&#x20AC;?

POW/MIA Recognition Day is held on the third Friday of September each year and the Fort Lee community hosts an annual event on the third Thursday so former POWs can attend and not miss other events held in their honor, said Don Glisson, a Fort Lee employee and POW/MIA supporter. â&#x20AC;&#x153;So many of the POW community, especially those from World War II and the Korean War, are aging and leaving us quickly,â&#x20AC;? Glisson said. â&#x20AC;&#x153;We can learn a lot from these special heroes if we listen.â&#x20AC;?

Among the guests were former POWs and veterans from WWII, Korea and Vietnam and the family members of an airman who was lost in Las in 1966 and is still listed as missing in action.

DADT Repeal Now in Effect

WASHINGTON â&#x20AC;&#x201C; The law is passed, the studies completed, the findings certified and the service member training accomplished. Today, after years of debate and months of preparation, the Defense Department starts on a new footing with the repeal of the so-called â&#x20AC;&#x153;Donâ&#x20AC;&#x2122;t Ask, Donâ&#x20AC;&#x2122;t Tellâ&#x20AC;? law that, since 1993, has banned gays and lesbians from serving openly in the military. â&#x20AC;&#x153;Statements about sexual orientation will no longer be a bar to enlisting in the military or a cause for dismissal,â&#x20AC;? said Army Maj. Gen. Gary S. Patton, chief of staff for the Pentagonâ&#x20AC;&#x2122;s repeal implementation team.

In addition, former service members separated from the military under Donâ&#x20AC;&#x2122;t Ask, Donâ&#x20AC;&#x2122;t Tell based solely on their sexual orientation will be eligible to reapply to return to military service. Patton said their applications will be evaluated using the same standards as all other candidates, and decisions will be based on the needs of the service.

As these long-anticipated changes take place, Patton said he expects the repeal implementation to stay on track because of the pre-repeal training across the force. In addition, many other existing policies considered â&#x20AC;&#x153;sexual-orientation neutralâ&#x20AC;? remain in place.

Duty assignments wonâ&#x20AC;&#x2122;t be affected, and living and working conditions wonâ&#x20AC;&#x2122;t change, Patton said. Service members wonâ&#x20AC;&#x2122;t be separated or segregated based on sexual orientation and will continue to share billeting and berthing as in the past.

With repeal, benefits will remain as they are. Service members will be able to designate whomever they want to receive member-designated benefits such as Servicemanâ&#x20AC;&#x2122;s Group Life Insurance, he said. Other benefits, such as basic allowance for housing, are limited by law and statute to cover only oppositesex spouses and canâ&#x20AC;&#x2122;t be extended to same-sex partners, Patton said.

However, the Defense Department is studying the possible extension of other benefits where eligibility is not specifically defined by law, such as use of military morale, welfare and recreation facilities to same-sex partners. â&#x20AC;&#x153;We have not arrived at a decision on that,â&#x20AC;? Patton said. â&#x20AC;&#x153;The department continues to explore that possibility, post-repeal.â&#x20AC;?

Although the vast majority of military members and their families surveyed before the repeal indicated they had no issues with the action, Patton said he recognizes that some may.

To those, he has a message: â&#x20AC;&#x153;We are not trying to change your beliefs. You have your freedom to exercise your beliefs and your freedom of speech.â&#x20AC;?

But with that, he said, â&#x20AC;&#x153;You have to maintain your dignity and respect for others.â&#x20AC;?

No new policy will allow anyone who disagrees with the repeal to break their contractual obligations. Anyone who has complaints or issues associated with the repeal should take them to a commander or inspector general, Patton said. Sexual orientation issues will not be addressed by equal opportunity channels in the way gender, race and religion issues are.

DCMA Opens New HQ on Fort Lee

The Defense Contract Management Agency marked the official opening and naming of its new headquarters building on Fort Lee with a ribbon-cutting and building dedication ceremony Sept. 15.

The building was named Herbert Homer Hall in honor of DCMA employee Herb Homer, who was aboard United Airlines Flight 175 on Sept. 11, 2001, when the aircraft crashed into the World Trade Center.

Frank Kendall, principal deputy under secretary of defense for Acquisition, Technology and Logistics, was the keynote speaker for the ceremony. He spoke about the importance of DCMAâ&#x20AC;&#x2122;s mission within the Department of Defense. â&#x20AC;&#x153;The synergy of bringing you together and combining the workforce in one place at the headquarters level is going to pay great dividends in the future,â&#x20AC;? Kendall said. â&#x20AC;&#x153;I expect great things of you in the future just as we have in the past.â&#x20AC;?

At the beginning of the ceremony, Army Maj. Gen. James L. Hodge, Commanding General of the U.S. Army Combined Arms Support Command and Fort Lee, welcomed DCMA personnel as the newest tenants on the post.

â&#x20AC;&#x153;Today is a special day because it provides the opportunity to acknowledge the Defense Contract Management Agency, its leadership and its dedicated employees and their families,â&#x20AC;? said Hodge. â&#x20AC;&#x153;This day allows us to come together to witness and celebrate the ribbon-cutting and dedication of your new headquarters. Hopefully, this day will also help you discover what makes Fort Lee such a tremendous place to live and work.â&#x20AC;?

He added that DCMAâ&#x20AC;&#x2122;s move to Fort Lee was just one of the many changes to the post as a result of the 2005 Base Realignment and Closure Act, which included 56 new buildings and the complete renovation of four buildings on post. The new DCMA headquarters building previously housed the Combined Arms Support Command and was substantially updated to support DCMAâ&#x20AC;&#x2122;s personnel and mission.

More than 600 military and civilian personnel will occupy Herbert Homer Hall. DCMA personnel began relocating to the Fort Lee area in June 2007 from northern Virginia and other locations. â&#x20AC;&#x153;DCMA is excited to be part of the Fort Lee team,â&#x20AC;? said Charlie E. IMCOM Suspends WiFi at Army FMWR Facilities As the Army faces a fundamentally different fiscal reality, leaders at the Installation Management Command, which oversees all Army garrisons, are looking for ways to tighten belts and reduce the budget.

IMCOM Commander Lt. Gen. Rick Lynch said with the new fiscal reality, it will be more of a challenge for the Installation Management Community to provide the level of support it wants for its Soldiers and families, but it will. â&#x20AC;&#x153;We are finding better and smarter ways to provide services and programs by asking ourselves the same questions families ask when they look at their own budgets: do we really need it? Is it worth the cost? What are we willing to do without?â&#x20AC;?

One of the cuts in expenditures will occur Oct. 1. Family and Morale, Welfare and Recreation will be discontinuing WiFi service in all FMWR facilities, in accordance with guidance from IMCOM. Fort Lee community members can still find a free WiFi connection at the USO Center (building 4005, B Avenue), noted local FMWR officals.

Additionally, the Exchange provides a variety of WiFi service plans at the PXtra Mall, the Laundromat and in the Ordnance School Barracks.

The Army and Air Force Exchange Headquarters is also currently reviewing Family and MWR facilities to determine the feasibility of a providing WiFi service to other sites on Fort Lee. â&#x20AC;&#x201C; IMCOM and Staff Reports

They include the reusable bag campaign â&#x20AC;&#x201C; an effort to eliminate the use of plastic bags by fiscal 2013 and save post facilities an estimated $100,000 a year.

Fort Lee is also pursuing six gold and 10 silver certifications through the Leadership in Energy and Environmental Design program, Edge noted. In all, 56 building and four renovation projects associated with Base Realignment and Closure were designed and constructed to meet LEED silver standards. The installation is introducing geothermal heating and cooling systems in two of its current barracks projects as well. On average, those facilities should use 2530 percent less energy than comparable structures with conventional HVACs. â&#x20AC;&#x153;These are all examples of what the Army is doing for us in the arena of environmental protection,â&#x20AC;? Weeks said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really a win-win (because) weâ&#x20AC;&#x2122;re protecting our natural resources and also finding

better and more sustainable ways of getting things done. It makes us less dependent on single sources of energy and all of those things that we need to address as a society. I think Fort Leeâ&#x20AC;&#x2122;s efforts really epitomize that, and itâ&#x20AC;&#x2122;s an honor to be a part of this accomplishment.â&#x20AC;?

Citing the advantages of E4 certification, Mills said there will be monetary benefits in the form of discounts for permits and stronger working relationships as community partners consider Fort Leeâ&#x20AC;&#x2122;s achievement and recognize its commitment to effective programs that protect local resources and the environment. â&#x20AC;&#x153;Our work doesnâ&#x20AC;&#x2122;t stop here,â&#x20AC;? said Edge as he closed the ceremony. â&#x20AC;&#x153;We continue forward because its vital and environmental stewardship equals financial savings. Festival of Grapes and Hops “It takes a lot of beer to make a good wine.”

That’s an old wine-maker proverb that demonstrates how America’s two favorite libations complement each other. Virginia wineries and micro-breweries will further establish the adage as they come together Oct. 1 for the Festival of Grapes and Hops in Old Towne Petersburg.

Virginia residents have been making wine for more than four centuries. In 1995, Virginia had 46 wineries. Just 10 years later, 193 wineries and counting spanned the state. Increasingly, Virginia wines are winning awards and dominating international competitions, according to the Petersburg Chamber of Commerce.

Micro-breweries also traverse the state.

Virginia is home to well-known breweries including Blue & Gray Brewing Company,Inc, Williamsburg Brewing

Company, St. George Brewing Company, Starr Hill Brewery and many others that operate from Virginia Beach to the Blue Mountains.

345th Squadron Donates Backpacks to PG School During this tough economic time, it is becoming more difficult for children to go to school prepared. The 345th Training Squadron, led by its commander, Lt. Col. Debbie Kent, wanted to make a difference this school year. Personnel in the squadron presented 50 backpacks for students at North Elementary School in Prince George County.

The 345th TRS is aligned with the 37th Training Wing, from Lackland Air Force Base, San Antonio, Texas. In the past, the squadron served in the San Antonio community and continues to serve here in the Tri-City Area.

Enrollment at North Elementary School is more than 700 students and considered the largest elementary school in the county.

The facility was opened in 2009. Principal Vera Abbott-Young and guidance counselor Katie Owen were elated by the donation. Owen was overjoyed as the personnel filled her office suite with the backpacks and coordinated the dissemination of the backpacks to the appropriate students.

The squadron will continue to volunteer at the school and others within the county for the remainder of the school year.

One third of all children presenting to the Emergency Room will have FEVER as their primary concern. Most parents have probably experienced waking up in the middle of the night to find their child flushed and sweaty with a forehead that is hot to the touch. Most parents suspect a fever, but are unsure of what to do next.

It is important to remember that in healthy kids, fevers usually don’t indicate anything serious. It can be frightening when your child’s temperature goes up. However, knowing some basic facts about fevers and how to manage them can help alleviate some of this anxiety.

Fever occurs when the body’s internal “thermostat” raises the body temperature above its normal level. This thermostat is found in the brain. It knows what temperature your body should be and works

to keep it that way.

Most people’s body temperatures change during the course of the day: It’s usually a little lower in the morning and a little higher in the evening. Children that have been heavily bundled in blankets or running around playing can feel quite hot to the touch.

Fever is defined by a temperature of 100.4 or higher, but the way the temperature is measured must also be taken into account. Rectal temperatures are the standard in infants, but axillary temperatures (taken under the arm) or oral temperatures are appropriate for older children. A standard digital thermometer is a reliable and accurate tool for taking temperatures.

It’s important to remember that fever by itself is not an illness — it’s usually a symptom of an underlying problem: Infection: Most fevers are due to Colds caused by viral illnesses that cause upper respiratory tract infections. These are typically accompanied by runny nose,

cough, congestion, body aches, headache sore throat and other symptoms. The fever helps the body fight these infections by stimulating natural defense mechanisms. Researchers believe that turning up the heat is the body’s way of fighting the germs that cause infections by making the body a less comfortable place for them.

Overdressing: Infants, especially newborns, may get fevers if they’re overbundled or in a hot environment. It is important to avoid overdressing infants.

Follow your own feelings on this; if you are chilly or hot, the same probably applies to the child. However, because fevers in newborns can indicate a serious infection, even infants who have fever and are known to have been overdressed must be evaluated by a doctor.

Immunizations: Babies and kids sometimes get a low-grade fever after getting shots. Follow the instructions on information sheets given out at the time of the

vaccines for guidance.

Teething: Although teething may cause a slight rise in body temperature, it’s probably not the cause if a child’s temperature is higher than 101° F. What to do if your child has a fever Kids whose temperatures are lower than 102° F (38.9° C) often don’t require medication unless they’re uncomfortable.

You can continue to give fluids, ice chips or offer a popsicle while monitoring the child closely. It is important to consider a child’s overall condition. If your child has a fever and appears very uncomfortable, it is OK to give a dose of Tylenol or Ibuprofen at a lower temperature. If your child has a fever but is still playful and taking fluids well, it is okay to simply monitor them.

For a fever greater than 102, treat the fever by giving the child a dose of Tylenol or Ibuprofen based upon their weight and age. It is safe to use the weight based dosages listed on the bottle.

Echo Company Unique Among Post Training Elements

The 244th Quartermaster Battalion is an advanced individual training unit comprised of quartermaster, transportation and medical personnel.

The 244th leads four training companies at both Fort Lee and Joint Base Langley-Eustis. The geographic separation of the training companies leads to difficulties in maintaining a close-knit team of unit leaders. One way the leadership has tried to overcome these difficulties is to organize a series of Leader Professional Development and teambuilding exercises. The first professional development session was hosted by Echo Company at JBLE. Twelve officers from the 244th QM Bn. conducted an off-site officer professional development session on Sept. 6.

The day included a volleyball tournament in the morning and informational sessions on the Fort Eustis General Vissig Land Ship 88H training facility and the Yorktown Naval Weapons Stationâ&#x20AC;&#x2122;s Naval Ophthalmic Support and Training Activity (NOSTRA) 68H training school.

The volleyball tournament enhanced the esprit de corps and cohesion among

the officers of the battalion. The tournament lasted four games and ended in a draw.

After the tournament, the officers toured the land ship facility that offers training opportunities for many military occupational specialties.

Cargo specialists can practice loading and unloading containers and break-bulk cargo with Hagglund Cranes and traditional winch systems. They can also practice vehicle and equipment tie-down procedures with the 280,000-pound capacity loading eyes mounted to the deck of the facility.

Vehicle operators can practice roll-on, roll-off operations for ship loading and unloading. They can also practice maneuvering in areas of limited space. Cargo documentation specialists can practice tracking cargo through multiple points of ingress and egress. Soldiers of all occupational specialties can practice ship search and seizure procedures to increase their skills on combating insurgents in a maritime environment. Grayling Drummond, facility director, also highlighted the use of various maritime Army transportation assets for Logistics Over The Shore operations.

68H medical training is different from most other MOS training conducted at Fort Lee and JBLE in both length and technicality. The 68H course effectively crams two years of civilian optometric school into 24 weeks of intensive training. The course teaches Soldiers and Sailors how to calculate eyeglass prescriptions and how to manufacture all types of military eyewear using more than 20 different mathematical calculations that include trigonometry, algebra and calculus.

Soldiers learn how to manufacture eyewear both in the lab and in the field environment, enabling them to deploy in support of contingency operations after graduating. The NOSTRA facility is also the largest of the militaryâ&#x20AC;&#x2122;s 26 eyeglass manufacturing centers and produces an average of 2,000 pairs of eyeglasses daily. When combined with the output of all other eyeglass manufacturing centers, the military produces more than 1.2 million pairs of eyeglasses per year.

Touring these training facilities gave the Fort Lee leadership an understanding of the complexity of training at JBLE. This first of many LPD sessions helped to foster a unified command in a complex training environment.

“Fortunately for CASCOM, a significant number chose to continue their dedicated service to the nation with CASCOM at Fort Lee,” Moore said.

BRAC became the stimulus for Fort Lee to improve its already established excellent relations with its surrounding municipalities: the cities of Colonial Heights, Hopewell and Petersburg and the counties of Chesterfield, Dinwiddie and Prince George.

BRAC actions required engaging with community leaders, civic groups and citizens to keep them informed about the BRAC process and changes on post.

One of the impacts on the community was the doubling of the Fort Lee population (military, civilian, contractors, and family members) - from 22,096 in 2008 to 44,503 in 2011, Moore said.

The local communities, spearheaded by the Crater District Planning Commission, worked side-by-side with Fort Lee to plan for this unprecedented growth. The CDPC successfully applied for two DoD Office of Economic Adjustment grants to support their efforts in growth planning. The Municipal Planning Organization worked to get several road projects approved and funded by the state of Virginia. These include a project at Hickory Hill Road and

The economic projections by the Virginia Employment Commission indicate that Fort Lee’s contributions to the local economy will increase from $860 million in 2003 to $1.7 billion in 2013. Additionally, 65 percent of the 38 major BRAC construction contracts – valued collectively at $1.2 billion – were awarded to companies in Virginia.

Virginia Seat Belt Laws Clarified

Virginia state law Pursuant to Virginia State Code 46.2 – 1094, occupants of front seats who are 16 years or older are required to use safety lap belts and shoulder harnesses.

Children under 16 years of age are required by the seat belt law to be secured with a seat belt or within a car seat no matter where in the vehicle they are sitting. Additionally, children must be secured in a car seat or booster seat based on the Virginia child seat guidelines outlined below.

Fines for not wearing a seat belt in Virginia The penalty for violation of the Virginia seat belt law is $25, and for the car seat law it is $50. The adult driver is responsible for all children in the vehicle who are under 16 years old no matter where in the car they are sitting, so the adult driver must properly implement the use of safety restraints, seat belts, child safety belts and/or child seats; however, if a passenger is 16 or older, they are legally responsible for themselves. You cannot be pulled over for not wearing a seat belt in Virginia because violation of the seat belt law is not a primary offense. If you

are pulled over for another violation and you are also violating the seat belt, child safety belt and/or car seat laws, you will be fined for the additional violation.

Who is required to wear a seat belt?

Passengers 16 years old and older are required to wear a seat belt when they are occupying the front seat of the vehicle. Passengers under 16 years old and sitting anywhere in the vehicle are required to wear a seat belt that fits snuggly across chest (or breastbone, for children) and hips, never under their arm or below the abdomen. Those passengers include children who meet the age, height, and weight requirements and who have graduated from car seats and/ or a child safety belt as a primary safety restraint.

If the age, height and weight requirements have not been met, these children are required to be secured in a car seat.

While pregnant women are required to wear a seat belt, they should never secure a lap belt or any other safety restrain across their abdomen.

Medical conditions can excuse you from the seat belt law, as long as a written statement is obtained from a physician and carried on you when driving.

Virginia car/child seat information Virginia has adopted the following guidelines for

age, height and weight requirements regarding the use of car seats: Rear-facing seat – Birth to 1 year old and at least 20 pounds Forward-facing seat – 1 to about 4 years old and at least 20 pounds Backless booster seat – about 4 to 8 years old and under 4ft., 9 in.

Rear facing car seats must be secured in the backseat of the vehicle and children cannot ride unrestrained in the rear cargo area. High-back booster seats follow the same recommendations as backless booster seats and both serve to boost and better position the child in the vehicle safety restraints. These should be used until the child is of an age, weight and height that allows them to be properly restrained using a standard lap-belt and harness seat belt system.

All types of seats require a safety belt or LATCH (lower anchors and tethers for children) to hold it in place with no more than 1 inch side to side or forward movement allowed.

For rear-facing car seats, use the slots that put the belt at the shoulders and, for forward-facing car seats, the harness should rest at or slightly above shoulders.

The ceremony culminated with the unveiling of the Herbert Homer Hall plaque. Shay Assad, the director of Defense Pricing, spoke about Homer’s dedication to his job and the American taxpayer whom he represented.

“There was never a doubt, in our minds who he represented,” said Assad, a former Raytheon executive who worked closely with Homer. “Herb was incredibly smart. Herb had great strength. When he thought the best interests of the United States government weren’t being taken into account, he let us know about it in no uncertain terms.”

Assad said Homer’s greatest attribute was his humility to all he met. He said this made him the kind of person whom everyone loved.

“He was everything DCMA should be all about – about the war fighter, about the taxpayer, caring and being extremely professional.”

During his remarks, Williams said the best way to honor the memory of a great person is to do great work in his name. He described Homer as a truly dedicated public servant whose exceptional leadership and outstanding performance exemplify what DCMA is all about.

“DCMA will honor Herb’s memory by continuing to provide outstanding support to our nation’s war fighters around the world and right here in this building that will bear his name,” Williams said.

In one of the largest ceremonies marking the ever-changing landscape of Fort Lee, Col. (P) Clark W. LeMasters Jr., chief of Ordnance and Commandant of the Ordnance School, led the Ordnance Corps, past, present and future, through the final chapter of its new beginning here.

The Base Realignment and Closure Act of 2005 brought elements of Aberdeen Proving Ground, Md., and Redstone Arsenal, Ala., as well elements of the Transportation Corps, the Air Force services school and the Navy’s A School to Fort Lee, ensuring the historical installation would continue training Soldiers well into the future.

The ceremony combined three distinct events, the culmination of phase two of the rise of the ordnance campus, the dedication of nine facilities and a day of remembrance for ordnance Soldiers who have died in service to their country during the conflicts in Iraq and Afghanistan.

Nine buildings and the fly-over bridge were dedicated during the ceremony, with family members witnessing and participating in the formalities.

Billingsley Hall, Boyd Hall, Judkins Hall, Rose Hall, Stever Hall, Randolph Hall, Toftoy Hall, Vincent Hall, the Samuel Sharpe Dining Facility and the Bishop-Anderson

Bridge were dedicated in the names of dedicated Marines and Soldiers who served America and the Ordnance Corps.

Vincent Hall, named for Brig. Gen. Thomas K. Vincent, an ordnance officer during World War I, WW II, and the Korean War, was also recognized by the Leadership in Energy and Environmental Design Program and received a LEED silver certificate for meeting stringent criteria for its design and construction. The “green” facility will save taxpayer dollars in operating costs over the years.

“Today holds a great deal of meaning for Fort Lee, the surrounding communities and the Ordnance Corps,” LeMasters said. “It marks the official close of a journey that began years ago with the BRAC 2005 decisions and ends today with this ribbon-cutting ceremony. As you look around this campus and this beautiful parade field in front of you, it’s hard to believe that just a few years ago this was a patch of pine trees and brush. This is not Redstone Arsenal nor is it Aberdeen Proving Ground, but it is the best of both combined here at the center of the universe for logistics training – Fort Lee. Now truly support does start here and will continue on into the future.”

LeMasters said that the ceremony meant many things to the hundreds of people gathered to witness the historical event unfold.

“It is an end, a beginning, a culmination of millions of dol-

lars of construction, tens of thousands of hourrs of planning, building, checking, unpacking, packing and reepacking again, counting and praying at times. For some, it waas what you did for the last few years, and for others, it was a labor l of love.”

He thanked everyone who worked to com mplete the mission.

With the bronze plaques unveiled and the ribbon cutting completed, the ceremony turned from triumphhant to solemn when young ordnance Soldiers carried dog--tags with the names of 53 Soldiers killed in action since 9/11.

Ground breaking for the campus began in 2007 2 when the once wooded area began the transformation.

Four years later, it has become a state-of-tthe-art training facility that spans 3-million-square-feet, and 30 0 buildings that will house training for more than 4,000 Soldiers and Marines per year.

Courses offered at the Ordnance School incclude explosive ordnance disposal/munitions, wheeled and trracked vehicle maintenance, small arms repair and a dedicatedd Marine Corps maintenance training facility. Students learn too troubleshoot, diagnose and repair mechanical and electrical systems on vehicles and advanced weapon platforms.

BRAC was completed ahead of the scheddule and under budgeted costs. For more about the completionn of BRAC, see Page 3.

The CS gas (2-chlorobenzalmalononitrile) and its effects, are perennial subjects of the classic war story that has been told by at least four generations of military who have firsthand experience with it.

Recently, Soldiers of the 108th Quartermaster Company got the opportunity to log their own memories of CS gas, the “gas chamber” and all other related subject matter. About 80 Soldiers from the 530th Combat Sustainment Support Battalion, 49th QM Group element underwent Chemical, Biological, Radiological and Nuclear training at the NBC facility located near Range Control headquarters Sept. 8.

commissioned officer for the 108th, said the event, formerly known as “NBC” training, functions to reacquaint Soldiers with their assigned M40 mask.

“The purpose of the training is to give Soldiers confidence in the mask’s functionality,” he said after the training. “It gives them trust in the mask, lets them see that it really works in a chemical environment.”

Jimenez also said the training reintroduces Soldiers with the dreadful choking sensation associated with being exposed to CS gas, first experienced in basic training. He said it was evident during the event that the gas chamber isn’t the most popular event on the training schedule.

Soldiers Show Star Power During its annual stop at Fort Lee Sept. 13 and 14, the U.S. Army Soldier Show delighted large crowds of Soldiers and other community members.

This year’s performance, titled “Carnival – A Traveling Thank You,” featured a wide selection of song and dance numbers, to include Broadway, hiphop and everything in between.

TRAINING “Some of the Soldiers were a little hesitant to go in the gas chamber,” he said, “but most of the Soldiers were motivated.”

For the exercise, the participants received a safety briefing and checked their masks for leaks. They were then led to a room-size building already fuming with CS gas.

“Once they were inside, we had them do exercises – pushups, sit ups – something to get the heart pumping,” said Jimenez.

A six-step method of checking the mask followed.

“We had them close their eyes, hold their breath, break the seal of the mask, put it back on, clear the mask and seal it,” said Jimenez.

That was the easy part. Having to expose oneself to the chemical also called tear gas is always the most difficult part of the training.

New Hours at USO To accommodate an increase in weekend patronage, the Fort Lee USO Center has extended its hours of operation.

The facility is now open from 10 a.m. to 10 p.m. Fridays and Saturdays and 10 a.m. to 6 p.m. on Sundays and fourday holidays that fall on a Monday. Weekday hours are 10 a.m. to 6 p.m. Tuesday through Thursday.

Over an eight-hour period on Labor Day, more than 200 advanced individual training students visited the USO Center, according to its director, Kasinda Thomas.

In keeping with the USO motto, “Supporting Those Who Serve,” the additional hours will make the Fort Lee facility available to even more troops during non-duty hours, she said.

The USO Center is located on the corner of Mahone and B Avenues. Its features include a communications/ computer room, an entertainment/electronics room, a theater room, a family activity room and a group meeting area.
