President Proclaims Military Family Month With every step we take on American soil, we tread on ground made safer for us through the invaluable sacrifices of our service members and their families.

During Military Family Month, we FHOHEUDWH WKH H[FHSWLRQDO VHUYLFH VWUHQJWK and sacrifice of our military families, whose commitment to our Nation goes above and beyond the call of duty.

Just as our troops embody the courage and character that make America’s military the finest in the world, their family members embody the resilience and generosity that make our communities strong. They serve with heroism in their homes and neighborhoods while they are without the comfort of having loved ones nearby. Day after day, week after week, spouses resolutely accomplish the

work of two parents, sons and daughters diligently keep up with homework and activities, and parents and grandparents patiently wait for news of their child and grandchild’s safe return. To these families, and to those whose service members never come home, we bear a debt that can never be fully repaid.

As Americans, we are at our best when we honor and uphold our obligations to one another and to those who have given VR PXFK WR RXU FRXQWU\ (DUOLHU WKLV year, first lady Michelle Obama and Dr. Jill Biden challenged all Americans to serve those who sacrifice in our name with the Joining Forces initiative. Joining Forces strives to enlist support for our men and women in uniform and our veterans not only when they are away at

war, but at every stage of their lives. My administration is dedicated to doing more for our military families by enhancing learning opportunities for our military children, championing our military spouses as they advance their careers and education, and providing better mental health counseling to heal the wounds left in war’s wake.

Post Soldiers Aid Collapsed, Middle-Aged Man

Two Fort Lee Soldiers who had volunteered to support the search for a lost autistic boy last week instead found themselves as first-responders to another searcher in distress.

Pfc. Nicholas Cabral and Spc. Christian Shodahl, both assigned to the 54th Quartermaster Company, 530th Combat Sustainment Support Battalion, 49th QM Group, had joined a community effort to locate 8-year-old Robert Wood Jr in Hanover County’s North Anna Battlefield Park Oct. 26.

But during the search, they responded to calls for help in a parking lot and aided a man who collapsed from an undisclosed condition.

“We both proceeded to run over there,” said the 20-year-old Cabral, “and when we got to the scene, he was laying face down in the gravel. We rolled him over, and I checked his pulse.”

Cabral said the man, who he described as someone in his “late 50s,” was semiconscious and had a weak pulse. He immediately began cardiopulmonary resuscitation as Shodahl assisted.

“I wanted to see if I could get his pulse back up until the EMTs arrived,” said the Cassville, Mo., native.

Cabral estimated that he performed CPR for approximately five minutes prior

No reports on the man’s condition were available, but Cabral said he later got word the man is on his way to recovery.

“He’s not out of the weather, but he was doing better and up and breathing,” he said.

Lt. Col. Albert Tapp, the Soldiers’ battalion commander, personally recognized the Soldiers for their actions.

“They went up there to help with a mission, and in the conduct of that mission,

this unfortunate incident occurred,” he said. “And because of their training, they were able to react and respond. We’re very proud of them. They represented the 49th, Fort Lee and the Army well.”

In retrospect, Cabral said during the call for help he only gave a few seconds to thinking about how he should aid the victim. His actions on the scene were due to his training as a Soldier, he said.

“In basic training, we learned combat lifesaving,” said Cabral, “and we continue that throughout our careers. It’s a big help

in learning the protocols of what to do.”

Furthermore, Cabral said he and Shodahl did what many people would have done.

“We did what I believe any other normal person or Soldier would do for a fallen battle buddy or for any human being,” he said.

Shodahl had similar sentiments.

“It’s a really good feeling,” said the 29-year-old Kentuckian, “to make a contribution, to do your part to help.”

That sense of humanity is what brought Cabral, Shodahl and about 15 other Fort Lee Soldiers to the battlefield in the first place. They all volunteered their time to support the search for Wood who became lost as he hiked with family members in the confines of the park. He was found Oct. 28 about one mile from where he was last seen. He had been missing since Oct. 23.

“I’m actually really excited and ecstatic about that,” said Cabral, a husband and father of two toddlers.

Both Cabral and Shodahl are mortuary affairs specialists who recently returned from a tour of duty in Afghanistan and Kuwait. They both have handled remains of the fallen and witnessed the impact a loss has on others. Shodahl said his job is an honorable one, but he prefers celebrating life.

“I’ve seen the fallen and the people that grieve for the fallen,” said Shodahl. “If I can help to prevent someone from grieving, even if it is the littlest thing, I’m happy.”

Charlie Company Brings Father, Daughter Closer

Many children follow a parent’s footsteps by joining the military, however, all of them share the same branch.

Even fewer can say they stayed in the same barracks, on the same floor, 25 years apart.

Pvt. Shakirah Meadows, a shower/laundry specialist, and Sgt. 1st Class Kelvin Gerald, a former parachute rigger, may be the first to accomplish this coincidental twist of fate. Both were assigned to Charlie Company, 262nd Quartermaster Battalion, 23rd QM Brigade, during their advanced individual training at the Quartermaster School.

Gerald made the trip to Fort Lee last week, surprising Meadows by attending her graduation.

“I was looking down for a second and I hear ‘Wake up, Soldier,’” Meadows said.

“At first I was confused about the sergeant first class in ACUs at the ceremony. It dawned on me that it was my dad.”

Getting to call his daughter a Soldier was a special moment for Gerald, he said.

“I was proud – this is my daughter – and to see her wanting to do something with

her life instead of just sitting around is a blessing,” Gerald said.

Meadows, who is from Goldsboro, N.C., said she joined the Army because she wanted a job and few were available where she lived.

“In Goldsboro, if you didn’t have a job or something to do – you usually found yourself getting into trouble,” she said. “I joined the Army because I wanted to go to college, but I wasn’t able to put myself through college. I wanted a career.”

Gerald was able to give advice to Meadows on one of her first decisions in the Army.

“I had two jobs available to me – shower/laundry specialist and ammunition specialist – and my dad helped me choose the quartermaster specialty,” Meadows said.

During Gerald’s visit to Fort Lee, he was just as surprised as Meadows that she was in his old company building – Charlie Company.

“The building itself hasn’t changed – I think these are the same tiles on this floor that we used to make shine like new pennies that were here when I was here,” he said. “The building is the same structure – believe it or not, it has the same scent – the smell of cleaning supplies.”

Gerald said he never married Meadows’ mom and spent much of her life geographically separated due to his Army career. He’s pleased Meadows joined the Army because he said he hopes it will bring them closer.

“It’s great – I’m able to give her advice for her career and I can help her do whatever she needs to do,” he said. “It’s up to her to take my advice, but I’ll be here to support her mentally, professionally and as

William Stadium to Undergo Turf Renovation

Construction at Williams Stadium is set to begin Nov. 16 and run through May 2012 to replace the infield turf.

The Fort Lee Family and MWR is replacing the natural grass surface and installing a drainage system with a synthetic grass surface, said Kyle Nelson, Sports and Recreation Division chief. This project is part of Fort Lee’s continued commitment to the Army Family Covenant and the Installation Management Command – Installation Management Campaign Plan.

“We are removing the grass field because it has deteriorated from overuse and lack of water,” said Nelson. “This resulted in a

very poor surface for physical training and other outdoor activities.”

FMWR and Fort Lee’s Environmental Management Office worked together to decide on the turf replacement, focusing on making it more environmentally friendly.

“The new playing surface will reduce annual maintenance costs and environmental impacts from pesticides, fertilizers and water usage,” said James Mills, EMO. When completed, Williams Stadium will be the first synthetic turf field in the local area, said Nelson.

“The decision to use a synthetic surface was based on anticipated use, long term maintenance and overhead cost, reduce chance of injuries, and

“Also, the new surface will al-

low more utilization and accommodate various activities.”

While the project is set to be completed by May 15, Nelson said there’s a chance adverse weather could delay the construction completion.

FMWR encourages patrons to use Nowak Stadium, the track near the Post Field House, the 34th Street and Avenue ball field, or the 1st Street and B Avenue ball field during the Williams Stadium renovation.

Soldier Saves Lids to Save Lives Spc. Robert Pan, a recent graduate of Uniform Company, 262nd Quartermaster Battalion, 23rd QM Brigade, collected 800 yogurt lids during his last two weeks of training. The new petroleum supply specialist said he started saving the lids to help raise money for breast cancer research.

Yoplait gives ten cents per lid to the Susan G. Komen Foundation during their Save Lids, Save Lives campaign. The program continues through Dec. 31. Pan said he hopes another Soldier at Fort Lee would continue his endeavor.

PMO Participates in VA Lawfit Challenge The Fort Lee Provost Marshal’s police team competed in the Virginia Lawfit Challenge Oct. 13-15, and performed well despite this being its first year in attendance. The National Center for Public Safety Fitness invites all Law Enforcement agencies to send their fittest officers to compete in the annual LawFit Challenge at George Mason University in Fairfax.

This event includes four-person team, pairs and individual competitions. Police officers from several states compete in six law enforcement related physical challenges for the honor to be declared the most fit officers. Nation Honors Military Family Sacrifices November is Military Family Appreciation Month, with the Army continuing its focus on building strong, resilient families.

Throughout the month, families will be recognized and honored in various ways on and off post.

Community leaders, businesses and installations are teaming up to sponsor special activities: open houses; family fun nights; dinners; festivals and sports outings.

Fort Lee Army Community Service is offering a free spaghetti dinner to honor military families in the community. It is set for Nov. 16, 5-7 p.m. at the Regimental Club.

Spaghetti, salad, a beverage and dessert will be served. Hot dogs will be available for kids. The 392nd Army Band Jazz Combo will provide music.

All branches of service are invited. For reservations, call ACS by Nov. 9 at (804) 734-6431 or 734-6878.

Another offering by ACS is a raffle starting Nov. 17. It will feature several winners until the end of the month. Sign up for a raffle ticket at ACS or during the spaghetti dinner.

Overall, the Army campaign for Military Family Appreciation Month, with a theme of “Taking Care of Those Who Care for You,” aims to thank Army Families for their sacrifices.

Lt. Gen. Rick Lynch, commander of Installation Management Command, noted in his recent column that the Army recognizes the strain families have experienced since 9/11.

“During the last 10 years of conflict, our Soldiers and families have faced challenging situations, and in too many cases, tragedy,” Lynch said. “Multiple deployments and too little dwell time have strained their relationships. We owe it to our people to help them build the resiliency needed to cope with individual challenges – with folks coming out stronger and better.”

“We have taken a number of steps to assess and build resiliency in our family members,” Lynch continued. “The Army is keeping a key promise it made in the Army Family Covenant, fostering an environment in which families can thrive.”

Lynch also noted that the U.S. armed forces are now operating in a fundamentally different fiscal reality, adding that IMCOM must find smarter ways to provide services and programs while continuing to support the Army community.

“The Army’s budget is smaller than it has been in previous years, and it will get smaller still,” he said.

“However, a different fiscal reality does not change the

reality of what we owe to our families. The Army’s commitment to families remains as strong as ever.”

Although Military Family Appreciation Month is officially celebrated in November and primarily on installations, the push to support military families continues throughout the year and throughout the nation – from small-town main street to the White House.

In April 2011, first lady Michelle Obama and Jill Biden, wife of Vice President Joe Biden, launched a national initiative, named Joining Forces, that calls on all sectors of America to join forces in supporting and honoring service members and their families.

“This campaign is about all of us, all of us joining together as Americans to give back to the extraordinary military families who serve and sacrifice so much every day so we can live in freedom and security,” the first lady said.

“Military families are strong and resilient, and they don’t complain,” she added. “But this same strength may cause Americans to overlook these families’ immense sacrifices. Working together we’re going to make sure our military families are never forgotten.”

Nationwide Emergency Alert System Test Set for Nov. 9 The Federal Emergency Management Agency, in coordination with the Federal Communications Commission and the National Oceanic and Atmospheric Administration, will conduct the first nationwide Emergency Alert System Test on Nov. 9, at 2 p.m. eastern.

The test is part of the FEMA Integrated Public Alert and Warning System Program â&#x20AC;&#x201C; its goal is to significantly enhance alert and warning information to the American public during times of crisis. IPAWS is meant to facilitate the modernization of the nationâ&#x20AC;&#x2122;s alert and warning infrastructure to provide federal, state and local authorities the capability to deliver emergency information over more media to more people before, during and after a disaster.

The purpose of the test is to assess the readiness and effectiveness of the EAS and identify incremental improvements to better serve communities in the preservation of life and property. Although the EAS is frequently used by state and local governments to send weather alerts and

other emergency announcements, there has never been a national activation of the system. The test on Nov. 9 is the first step; future IPAWS tests will integrate existing and new technologies to achieve the goal of more universal delivery of timely alert and warning messages.

The test will last for approximately three minutes and then regular programming will resume. During the test, listeners will hear a message indicating that â&#x20AC;&#x153;this is a test.â&#x20AC;? Although the EAS test may resemble the periodic, monthly EAS tests that most Americans are already familiar with, there will be some differences in what viewers see and hear. The audio message will be the same for all EAS participants; however, due to limitations in the EAS, the video test message scroll may not be the same or indicate that â&#x20AC;&#x153;this is a test.â&#x20AC;?

That change is due to the use of the live Emergency Action Notification code â&#x20AC;&#x201C; the same code that would be used in an actual emergency. The text at the top of the television screen may indicate that

an â&#x20AC;&#x153;Emergency Action Notification has been issued.â&#x20AC;? This notification is used to disseminate a national alert and in this case, the test. In addition, the background image that appears on video screens during an alert may indicate that â&#x20AC;&#x153;this is a test,â&#x20AC;? but in some instances there might not be an image at all.

This event serves as a reminder that everyone should establish an emergency preparedness kit and emergency plan for themselves, their families, communities and businesses. Shoppers Give Commissaries Commissary To Offer High Marks For Service Turkey Coupon Books

For the third year in a row, commissary shoppers have given the Defense Commissary Agency an all-time high score when asked about their stores’ performance, according to the 2011 Commissary Customer Service Survey.

Nearly 21,000 shoppers gave their commissary an overall score of 4.72 out of a possible 5 rating. The annual survey asked them to rate 14 items relating to customer service, ranging from prices and product selection to checkout waiting time and employee helpfulness. While the results are extremely gratifying to DeCA Director and CEO Joseph H. Jeu, he noted the survey more importantly gives the agency direction on how to efficiently improve customer service.

“Our customers are giving us another hearty slap on the back for a job well done in delivering the commissary benefit, and I can’t overstate what an accomplishment it is to be so highly rated by our customers,” Jeu said. “But the survey doesn’t end there because it also provides a statistical basis to help us decide where and how to make improvements.”

The 4.72 score is a significant improvement over 2010’s 4.68 and 2009’s 4.67, both previously all time highs, according to Barry White, a DeCA Headquarters operations research analyst who conducts the survey. The scores ranged from 4.64 (Bakery quality and selection) to 4.84 (Courteous employees).

Major contributors to the high overall score were “Courteous, friendly and helpful employees,” at 4.84, and “Overall satisfaction,” at 4.82.” Categories with the highest positive changes were “Well stocked shelves,” and “Selection of products.” Since 2007, the CCSS score has improved 2.6 percent.

“Improvements were reported in all areas of customer

service,” White said. “We’re now working on completing detailed reports for management on results by service area, and we’ll provide demographic information about our customers, their personal comments and what matters most to them. We will also look at our strengths and weaknesses and opportunities for improvement.”

DeCA conducted the survey over a 10-day period, beginning July 12, at all of its commissaries worldwide.

Customers answered 14 questions about commissary performance in surveys distributed during morning, midday and evening hours, allowing DeCA to capture responses from all types of shoppers. DeCA analyzes the results by store, zone and area, producing reports on trends, yearto-year comparisons and patron demographics to give the agency a better idea of who is shopping and what they think of their benefit.

The 2011 score is based on 20,814 responses using a 5-point rating scale, ranging from 1, “very poor,” to 5, “very good.” The response rate was 90 percent. The overall score is a weighted average of the 14-item scores based on store sales; the item scores and overall score are weighted by commissary sales.

From its inception in 1991, DeCA has surveyed its customers. It first used an Air Force system known as the Customer Service and Evaluation System, which measured customer service based on a 100-point rating scale. In 2000, the system was converted to a 5-point scale, modified to fit DeCA’s needs and renamed the Commissary Customer Service Survey.

“This survey is an important tool to measure our performance as judged by those we serve,” Jeu said. “We’re very good, but we are always striving to improve and enhance the commissary benefit. That’s a challenge we gladly embrace as we serve those who defend our nation’s freedom.”

Whiskey Company Hosts Successful Blood Drive Whiskey Company sponsored an Armed Forces Blood Program blood drive Oct. 29 with the combined efforts of Fort Lee Fire Department, 244th Quartermaster Battalion, and support from the Naval Medical Center in Portsmouth.

The 266th QM Bn., 23rd QM Brigade unit helped coordinate more than 320 Soldiers with a safety in-brief and a medical pre-screening.

More than 100 bags of blood were collected during the drive from 266th QM Bn. and 244th QM Bn. Soldiers.

The Naval medical team encouraged and thanked each individual Soldier as

they had their blood drawn, making the experience worthy and rewarding.

Once the Soldiers donated their blood, they were given beverages and snacks by the Naval crew and Whiskey Company, 266th QM Bn., to show appreciation for the volunteer donation.

At the end of the day, the Soldiers had donated enough blood to save 318 lives at a cost savings to the government of $31,800.

Nothing says Thanksgiving quite like turkey, so commissaries in the United States, to include Alaska and Hawaii, are featuring special product coupon booklets that reduce the price of turkeys they sell during November – including the Fort Lee Commissary!

“We’ve listened to our customers, and they want low-priced turkeys,” said Chris Burns, DeCA’s director of sales. “Our Marketing Business Unit and industry partners have come up with coupon booklets that provide our customers significant savings toward the purchase of a turkey when they buy the products featured in the booklet.”

Why all the effort for turkeys? Low-priced turkeys attract Thanksgiving meal shoppers in droves.

Most businesses do this by selling turkeys as “loss leaders” – items priced below cost to draw shoppers in their stores – but DeCA is required by law to sell products at cost without a profit markup, Burns said.

“This coupon offer is something new for us, and it addresses the issue while giving our customers a way to save even more when they do their Thanksgiving shopping at their commissary,” he said.

Because this is a test venture with industry, coupon booklet quantities are limited. The success of this promotion will determine future expansion of the program, Burns said. For now, about 82,200 booklets will be distributed in all commissaries in the United States, including Alaska and Hawaii, starting the first week of November.

In addition, Maxi Saver, a coupon flyer firm, will hand out another 117,000 booklets to select commissaries, including Fort Lee’s, Nov. 17-20. All coupons are effective Nov. 1 and expire Nov. 30.

Here’s how it works. Coupons for already lowpriced items, many of them popularly used to make holiday meals, are featured in the booklets. Each coupon states how much can be applied toward the purchase of a fresh or frozen whole turkey. For example, buy two fresh salad kits and save $1 on the purchase of a turkey. All of the coupons add up to more than $32 in savings. The turkey must be purchased at the time the coupons are used.

“Act fast, because quantities are limited. I can’t say that enough,” Burns said. “This is the first time we’ve done something like this, and based on what our customers have told us, we’re expecting a great response.”

Army Riggers Provide Supplies for Troops Downrange

SOUTHWEST ASIA – A new unit record was set recently by riggers from Detachment 10, 824th Quartermaster Company, U.S. Army Reserve, when they delivered 1,498 supply bundles during 55 airdrop missions from an undisclosed location in Southwest Asia to support deployed troops in Afghansistan.

On average, the detachment rigs 60 bundles per day, translating to about 100,000 pounds worth of supplies, which Airmen then fly and deliver from C-17 Globemaster III aircraft.

“Here, we rig water, fuel and food and drop to the other Soldiers in the theater,” said Spc. Evette Williams, a parachute rigger deployed from Fort Bragg, N.C. “We put the parachutes onto the load and load them onto the plane so they can be dropped in various drop zones.”

The riggers receive orders from various forward operating bases in Afghanistan for anything from plywood and drums of diesel fuel to Meals-Ready to-Eat. “I feel like we have a direct impact on the war,” said Spc. Julian Del Rosario, a parachute rigger and native of Raleigh, N.C., also deployed from Fort Bragg. “All

the stuff goes to the guys on the ground in Afghanistan.

“You can have the best Soldier in the war but without water or fuel, they’re not going anywhere,” he added.

Working in the harsh desert climate can be challenging, according to Williams.

“It’s really hard work out here in this heat and humidity but I know what we do means a lot to all the other Soldiers out there as far as being in theater and at war. It’s important for them to get this stuff, so it’s for a good cause,” she said. “We come in at eight in the morning and leave when the mission is done.”

The riggers prepared 2.5 million pounds of supplies for airdrop in August, shattering the previous monthly record of 2.2 million pounds.

“As we’re rigging, we don’t look at the numbers, but when we complete the missions and get the job done, we just look back and say ‘wow, we broke a record,’” Williams said. “I guess you can say it’s motivation for the months ahead.”

Although the Soldiers bear most of the workload, the seven-day a-week shop also accepts volunteers to share the experience.

PMO Reminds All of Seat Belt, Cell Phone Policy

In recent months, there has been a significant increase in the number of people not wearing seatbelts while driving on the installation.

Research has shown that in Virginia, when lap and shoulder seat belts are used properly, the risk of fatal injury to front seat passengers is reduced by 45 percent and the risk of moderate-to-critical injury is reduced by 65 percent.

Additionally, there has been an increase in using cell phones without a hands-free device while driving. In some cases, individuals have been seen violating both policies simultaneously. Failure to use restraint devices or hands-free devices while driving are violations in accordance with CASCOM AND Fort Lee Regulation 1905 and both can result in the loss of installation driving privileges. The duration of suspension of privileges increases with each violation and could result in the permanent loss of driving privileges on the

installation.

Failure to wear a seatbelt can be an automatic 30-day suspension of driving privileges. A second violation can result in 90 days of suspended driving privileges and for a third violation can be 120 days of walking.

If people are seen driving and using their cell phones on the installation without a hands free device, their base driving privileges can be suspended for 10 days for the first violation. A second violation can result in a 30-day suspension and 60 days for a third violation.

In addition, drivers will receive three points on their driving record for each occurrence. In accordance with CASCOM&FL Regulation, if a driver accumulates 12 points in a one-year period his or her driving privileges on the installation will be suspended for six months.

Due to the increase of reported violations, law enforcement, in conjunction with traffic safety, will be increasing selective enforcement activities. Any individual in violation will be cited and issued a U.S.

LeMasters Ready for Challenges With Consolidation Complete, Chief of Ordnance Sharpens Focus on Business at Hand

B

rig. Gen. Clark W. LeMasters Jr. seemed to be a study in focus and formality just moments before his promotion ceremony Oct. 18. As attendees to the Ball Auditorium event slowly filed in to take their seats, LeMasters, clad in dress uniform, held his body erect, kept his movements to a minimum and not as much cracked a smile. His bearing held to tradition, he seemed to be all business.

Or so everyone thought.

After the formalities – the remarks by former boss Lt. Gen. Mitchell H. Stevenson and the attachment of one-star shoulder boards to his shirt and jacket – LeMasters turned to his wife, Mary, and quickly gave her a kiss reminiscent of Alfred Eisenstaed’s “V-J Day in Times Square,” flaunting the hunched-over pose and all.

Taken aback, the crowd gasped, “oohed” and erupted into appreciative laughter. When the two came up for air, a flushed Mary wore a tight, expanding smile and the general stood there, chuckling with an “I gotcha” expression.

The moment undoubtedly loosened the crowd and provided an introduction to the general’s persona – fun-loving with the ability to put people at ease; business-like and sharply focused when duty calls. He further explained.

“People who know me know that I’m deadly serious about my business,” said the 49-year-old son of a former Soldier, “but I’m also a people person. I believe you can form teams and create an environment that people can laugh in, and it’s OK to laugh at yourself a little bit and make people feel relaxed. That works for me, and it fits my personality.”

LeMasters’ will need his people skills and more as the Ordnance School, having completed the consolidation of two schools at Fort Lee, settles into its physical surroundings, assumes its role as the largest entity on the installation and continues its mission as the largest combat service support entity in the Army.

“I inherited excellence,” he said, noting the many accomplishments of his predecessor. “The military and civilian staffs were halfway through the move when I got here. We have the best facilities the Army could build, the best of all the people who came from the schools and all the best practices to bring together.

We’re in good shape.” eMasters said now that the school is consolidated, it has to do more to communicate its mission, something he said is vital to the gaining support and goodwill of both the internal and external communities. He said an event that invited 150 local businesses and perennial Ordnance Corps sponsors in September was a good start.

“We’re going to do a lot more over the coming year to reach out to the community,” he said, “to bring them in and show them

missiles, electronics, and ground mobility materiel during peace and war. Speaking from that perspective, he said the Ordnance Corps has endured a number of changes over the years, noting factors such as Army Transformation and the wars in southwest Asia. Mechanical maintenance is one of the competencies he noted as having seen dramatic change due to the dynamics of modern warfare.

“We’ve learned a whole new type of recovery operation because of the types of explosive devices used by the enemy,” he said. “They’re blowing axles off of trucks, causing catastrophic damage to vehicles that don’t allow us to tow them and recovery them the way we traditionally have. We’ve changed our mentality on recovery operations.” n the near future, LeMasters said the Ordnance Corps will roll out a number of initiatives strengthen all of its competencies and support the Army of the future. For example, EOD, has undergone critical analysis due to the proliferation of improvised explosive devices that has resulted in hundreds of thousands of deaths and injuries to U.S. and allied troops. Changes in the field are imminent.

“We’re going through and looking at new robotics, new (protective) suits and new pieces of equipment that will help us deal more effectively with counter IED missions,” he said, “while making sure we’re not forgetting the old, traditional render-safe procedures.”

Although the Corps is braced for change, much of that change will hinge upon funding, which is the subject of great concern as a pullout of U.S. forces in Iraq looms.

“The challenge we have across the board in the Army right now is what the resource situation is going to look like in the near future,” said LeMasters, “because that’s going to drive everything we do – how we train and the size of our mission at the school.

“Furthermore,” he continued, “will there be organizational and modernization changes? Will we be forced into rethinking how we do our business? It’s not just a dollar amounts; it’s the second and third order of effects that comes with it.”

Adequate funding or not, LeMasters said the Ordnance Corps will continue to forge ahead. On the proponency side of the house, its his intent to comb through all functions with the idea of enhancing the fighting force.

“We need to work with the CASCOM staff to look at material systems, organizations, leader development and force structure and produce doctrine and all those other elements that give us the advantage we need to have.” n the training side, LeMasters said he envisions a schoolhouse that produces Soldiers and leaders who are well-trained and capable of critical and adaptive thinking.

“The Ordnance Creed says to give the advantage of the American Army over its enemy,” he said. “Our vision is to watch the changes in the environment taking place and create an environment inside of the Ordnance School that is sufficiently dynamic to adjust to those changes, to train Soldiers and leaders to do it.”

The Ordnance Corps will celebrate its 200 anniversary next year.

The Ordnance School encompasses three competencies: maintenance, ammunition and explosive ordnance disposal. While most of the schoolhouse is located at Fort Lee, there are several components which are not. The Wheeled Vehicle Mechanic School is located at Fort Jackson, S.C., and a portion of EOD training is held at Fort A.P. Hill and Eglin Air Force Base, Fla. There are also training missions at Fort Gordon, Ga., Fort Sill, Okla. and Fort Bliss, Texas.

The Ordnance School provides training for more than 11,000 military personnel annually in 50 military occupational specialties. With a footprint roughly double the size of the Quartermaster School, its diverse training mission required more than 30 new buildings at the new Ordnance Campus, some as wide and long as a football field.

“We want everyone to understand what goes on in those big buildings,” said LeMasters. “Not everyone is going to get it, but we may provide training for your son, daughter, niece, nephew or next door neighbor. The diversity of training and Soldiers reflect America’s demographic. People here probably have a better understanding of what the quartermasters do, but we want to show them we’re just like the quartermasters, only we train in different areas.”

LeMasters is not only the school commandant, he is also the chief of ordnance, responsible for the development, production, acquisition and sustainment of weapons systems, ammunition,

Fort Lee Personnel Compete in 36th Annual Marine Corps Running Event

Two Fort Lee Marine Corps Detachment members participated in the 36th Annual Marine Corps Marathon held in Arlington Oct. 30.

Capt.

Christian Galbraith, Headquarters Company operations chief, and Sgt. Rosalind Sanchez, Bravo Company, both completed the 26.2-mile running event.

More than 30,000 runners competed in this year’s race.

Galbraith, who has spent 21 years in the Marine Corps, has run the last two USMC marathons.

“One of the positives things about the race is that it promotes good health,” said Galbraith.

He also runs for local charities. To date, he has raised more than $1,200 for the American Cancer Society Determination Program, which promotes cancer research.

“My motivation for running is to raise money for the cancer society. This is my second year running to support cancer re-

search,” said Galbraith.

Alongside him, Sanchez, a small arms repair instructor at the Ordnance School, also ran for a well-known charity, the Purple Heart Family Support Group, an outreach program of Marine Parents Inc. It provides support and services to wounded and ill military service members and their families.

“At first I was a little hesitant about running, but after I was injured in Afghanistan in 2010 following a fourmonth deployment, some of my ligaments in my leg were torn. I knew I was running for a good cause,” she said.

The Marine Corps Marathon is also known as “the peoples marathon” because there is no cash prize. It is also considered "The Marathon of the Monuments," a course that follows a route through downtown Arlington and Washington D.C. The Marine Corps invites the public to run the event in support of Marines everywhere. Among this year’s runners was former Marine and now comedian Drew Carey. He ran with supporters to prepare himself for his first Marine Corps Half Marathon coming up in May 2012.

Some famous finishers of the race include television host Oprah Winfrey, former U.S. Senator and Vice Presidential Candidate John Edwards, and Supreme Court Justice Clarence Thomas.

“I believe that the marathon is a motivational run. I enjoy meeting new people every year I run, we all have our different reasons for running the marathon,” said Galbraith.

The marathon is a quest of strength and endurance, that tests all aspects of a runner. Each year thousands of men and

women from all 50 United States and over 20 countries throughout the world taken on this challenge.

Army Observes Warrior Care Month in November November is Warrior Care Month for the Army. The theme of this year’s observance is”Healing the Mind, Body, and Spirit: Unlocking Unlimited Potential.”

“Taking care of Soldiers is something we do every day, said Brig. Gen. Darryl Williams, assistant surgeon general for Warrior Care and commander, Warrior Transition Command. “Observing Warrior Care Month allows us to highlight the significance of keeping Soldiers healthy and safe and taking care of them when they become wounded, ill or injured. At the Warrior Transition Command we are in the business of caring for the Army’s wounded, ill and injured Soldiers from the Active, Guard and Reserve.’

According to Williams, most people think of the combat injured when they hear the term “warrior care.”

“Taking care of our combat-injured is warrior care,” he said. “Warrior care is also preventing illnesses and keeping Soldiers healthy and ready to deploy. Warrior care is arming Soldiers with tourniquets that they can use with only one hand. It’s having the best trained medics in the world standing shoulder to shoulder with our combat Soldiers.”

He points out that Warrior care is an undertaking that encompasses a broad scope of efforts that extend beyond the battlefield including “understanding how to manage pain with medication and with complementary medicine such as acupuncture, massage and yoga. Warrior care means building resilience and ensuring our men and women in uniform

are strong in mind, body and spirit. Warrior care is our best researchers looking at how we can advance medicine, improve protective gear and deal with trauma and complex injuries. It’s having a battle buddy who looks after you and a leader you can count on,” Williams said.

Warrior Care Month is also a time to recognize all those who don’t wear the uniform who support and care for our Soldiers, citing the Veterans Administration, Congress, Veterans organizations, corporate America, local communities and individual citizens as examples. “I’m reminded of retired Adm. Michael Mullen, former chairman of the Joint Chiefs of Staff; he calls this a ‘Sea of Goodwill’ of American support.”

Across the Army in November, events are planned to honor the wounded, ill and injured men and women in uniform and to highlight what the Army and this nation do each day in the spirit of Warrior Care. For example, in Washington, D.C., the Warrior Transition Command will support the Navy in a wheelchair basketball expo and clinic in the Pentagon on Nov. 18. On Nov. 22, the Warrior Transition Command will host a tri-service sitting volleyball tournament. Williams, speaking specifically about his job and about Warrior Transition Units, outlines his three priorities for the wounded, ill and injured he represents – education, training

and employment. There are 29 Warrior Transition Units at Army installations and nine Community-Based Warrior Transition Units across the country. The WTU structure represents the way the Army supports Soldiers who require at least six months of complex medical care. Since 2007, through WTUs, the Army has provided a standardized framework of care and support from medical appointments to adaptive or reconditioning sports programs and internships.

Standing behind them through each stage of recovery and transition is the Triad of Care – a primary care manager, nurse case manager and squad leader – as well as an interdisciplinary team of medical and non-medical professionals who work with Soldiers and their Families to ensure they receive the support they deserve.

Untreated depression can negatively impact a personâ&#x20AC;&#x2122;s ability to work, interact with family and friends, maintain physical health and is fatal if left untreated; but the scope of treatment options available for depression is growing and changing to fit the needs of todayâ&#x20AC;&#x2122;s population.

According to the National Institute of Mental Health, 9.5 percent of adults in the United States are diagnosed with a mood disorder, with 6.7 percent of U.S. adults qualifying for a diagnosis. This translates into billions of dollars in both direct treatment costs, the cost of disability, benefits and loss of productivity in the workforce, and elevates depression to one of the leading causes of disability according to the World Health Organization. It has been shown to have a negative impact on physical health as well, and is linked to decreased immune functioning, increased heart and stomach problems, and worse outcomes for many chronic diseases.

People avoid seeking treatment for a wide variety of reasons.

Some people are concerned about taking medications and having scary side effects. Others are concerned about family or social stigma, and being labeled as â&#x20AC;&#x153;crazyâ&#x20AC;? or â&#x20AC;&#x153;psycho.â&#x20AC;? Still others are influenced by depictions of mental health treatment in the media, such as the movies â&#x20AC;&#x153;One Flew Over the Cuckooâ&#x20AC;&#x2122;s Nestâ&#x20AC;? and â&#x20AC;&#x153;Girl Interruptedâ&#x20AC;? in which patients are locked up, restrained or forced to get â&#x20AC;&#x153;shock treatmentsâ&#x20AC;? against their will.

The reality is that mental health care can be tailored to individual patients based on their goals and preferences, and admitting to depression symptoms does not mean that a person will be â&#x20AC;&#x153;locked upâ&#x20AC;? in an inpatient psychiatric hospital.

What is Depression? A episode is defined by the Diagnostic and Statistical Manual as a period of at least two weeks when a person experiences at least five of the following symptoms: depressed mood most of the day; loss of interest or pleasure in activities; significant unplanned change in appetite or weight; sleeping significantly more or less than usual; fatigue or low energy; feeling helpless, hopeless, worthless or guilty; difficulty concentrating and thinking; noticeable agitation or sluggishness; and/or recurrent thoughts of death or suicide.

Many times, people with depression will find that the changes in their mood are subtle or start slowly over time, and may be noticed first by family and friends. These symptoms, if left to continue to worsen over time without treatment, could result in the person developing thoughts of death or suicide.

Depression is a medical illness, and is thought to be the result of chemical imbalances in the brain. It can be genetic, so you have a greater risk of developing depression symptoms if you have a family member with depression.

What Treatments are Available? There are many different treatments available to treat depression, and new research is published all the time about new and exciting options. Persons with depression can now be empowered to get involved and choose treatment options that best suit their personality and lifestyle.

Therapy: Psychotherapy, often called â&#x20AC;&#x153;talk therapyâ&#x20AC;? or â&#x20AC;&#x153;counseling,â&#x20AC;? involves working regularly with a trained professional to talk through the problems one is having in his/her life. Some therapy techniques are aimed at helping change behaviors that may be contributing to depression symptoms. Other therapy techniques focus on the quality of relationships or flawed thinking patterns

High School Leadership, Ethics Conference Held on Fort Lee The West Point Society of Richmond in partnership with the United States Military Academy and Fort Lee is sponsoring a High School Leadership and Ethics Conference for Richmond-area high school students and faculty members at Liberty Chapel here Nov. 7.

Twenty Richmond-area high schools will be sending students and faculty to the conference. West Point cadets, who are specially trained for the event, will facilitate small group discussions with the students. The Simon Center for Leadership at West Point writes the curriculum and scenarios for the presentation that is age appropriate for the high school students.

Meanwhile, the faculty receives training and resources to implement an ethics program in their respective schools.

West Point Alumni Societies in several areas of the country have conducted leadership, character and ethics conferences at the junior high school, high school, and College levels. These conferences have been given resounding accolades by the attendees and their respective communities. The West Point Society of Richmond is building on this success and using the previous conferences as models. Cadets acting as facilitators are trained to support these conferences. The conference will focus on honor and respect topics as well as ethical leadership issues. The fullday conference is free for the high school students and faculty. The intent is to ex-

cite young leaders of tomorrow about the importance of character, values and ethics and to cause them to think about the future. The goal is to have the participants walk away with an Ethics Action Plan for their school. The conference is meant to stimulate and motivate participants to use the material and lessons learned to be better prepared to face the ethical challenges of today’s society.

Brig. Gen. Patrick Finnegan, current president of Longwood University and former Dean of the Academic Board at the United States Military Academy, will be the guest speaker. Finnegan graduated from West Point in 1971 and had a long and distinguished military career.

He was a teacher of Criminal Law at the Judge Advocate General’s School and was Staff Judge Advocate at MacDill Air Force Base in Florida for the Joint Special Operations Command. He served as Staff Judge Advocate of the European Command. He served as staff judge advocate at the U.S. Military Academy until he was appointed Professor and Head of the Department of Law in 1999. On July 15, 2005, Finnegan was appointed Dean of the Academic Board USMA. He retired from the Army in June 2010 and became the 25th President of Longwood University on July 1, 2010.

Turn Back Clocks, Replace Alarm Batteries Daylight-saving time ends Sunday, Nov. 6, and itâ&#x20AC;&#x2122;s the 24th anniversary of the Change Your Clock Change Your BatteryÂŽ program, sponsored by Energizer and the International Association of Fire Chiefs, which reminds us to change and test the batteries in our smoke alarms and carbon monoxide detectors. This message is simple and the habit can be lifesaving.

Fort Lee Fire & Emergency Services reminds our residents that one easy step can help save their lives and the lives of those around them. Everyone is encouraged to use the extra hour they â&#x20AC;&#x153;gainâ&#x20AC;? from daylight-saving time to change the batteries in their own smoke alarms and carbon monoxide detectors, test the alarms and remind friends, family, neighbors and fellow community members to do the same.

Communities nationwide witness tragic home fire deaths each year, but everyone can work together to help reduce the number of home fire fatalities. Non-working smoke alarms rob residents of the protective benefits home fire safety devices were designed to provide. The most commonly cited cause of non-working smoke alarms: worn or missing batteries. â&#x20AC;&#x153;Eighty percent of child fire fatalities occur in homes without working smoke alarms. Itâ&#x20AC;&#x2122;s a tragic statistic that

could be reduced by adopting the simple habit of the Change Your Clock Change Your Battery program,â&#x20AC;? according to Fort Lee Fire & Emergency Services.

Changing smoke alarm batteries at least once a year, testing those alarms and reminding others to do the same are some of the simplest, most effective ways to reduce these tragic deaths and injuries. Additionally, the International Association of Fire Chiefs recommends that smoke alarms in homes should be replaced every 10 years and having both ionization and photo electric smoke alarms are best to alert people to all types of home fires. â&#x20AC;&#x153;The peak time for home fire fatalities is between 11 p.m. and 7 a.m. when most families are sleeping,â&#x20AC;? according to the Fort Lee Fire & Emergency Services. â&#x20AC;&#x153;Smoke alarm maintenance is a simple, effective way to reduce home fire deaths. Children and senior citizens are most at risk, and a working smoke alarm can give them the extra seconds they need to get out safely.â&#x20AC;?

In addition, Fort Lee Fire & Emergency Services recommends residents not only use the â&#x20AC;&#x153;extraâ&#x20AC;? hour they save from the time change to test smoke alarms and carbon monoxide detectors and to plan and practice escape routes, but also to make sure fellow neighbors and community members do the same. Families should also pre-

pare a fire safety kit that includes working flashlights and fresh batteries.

DEPRESSION â&#x20AC;&#x201D; FROM PAGE 21 that may lead a person toward depression. Therapy can be done individually and/or in a group setting and can be combined with other treatment options if desired.

Prescription Medication: There are many medication options available to treat depression symptoms.

The most frequently used category is called the â&#x20AC;&#x153;SSRIsâ&#x20AC;?

(Selective Serotonin Reuptake Inhibitors), which includes medications such as Prozac and Zoloft. All prescription medications for depression must be proven to be safe and effective by the Food and Drug Administration before being released to market. Most take 4-6 weeks to work, and must be taken on a daily basis to be most effective.

Most of the antidepressants available have a warning of increased suicidal ideation in children, teens and young adults. In addition, all medications have the ability to cause unpleasant or intolerable side effects. Most healthcare providers will start at low doses to minimize the side effects and increase the dose as needed.

Holistic Therapies: There are many non-traditional treatments for depression that are available and have a growing body of research to back them. These include acupuncture, acupressure, massage, Reiki/Energy healing, yoga and meditation, hypnosis, music/art therapy, exercise and diet modifications, and herbal treatments.

When pursuing such therapies, it is important to make sure you are seeing a provider who is certified to perform the particular therapy. Most of these therapies have national organizations to support them, and you can go to the websites to find the names of certified providers in your area. Unfortunately, insurance does not generally pay for these types of services.

Transcranial Magnetic Stimulation: TMS is a treatment for depression that uses MRI-strength magnetic pulses to increase blood flow to an area of the brain that is closely tied to depression. It is an FDA approved treatment, and is done on an outpatient basis. There is nothing implanted or injected into the brain, and it does not require sedation; the procedure merely involves sitting in a chair with a magnetic device placed against the scalp. It is showing great promise in the treatment of depression because it does not cause the side effects that are common with many other treatments.

Electroconvulsive Therapy: ECT, commonly known as â&#x20AC;&#x153;shock treatments,â&#x20AC;? is a procedure that uses electricity to cause a seizure in a particular part of your brain associated with depression. It has been in use for quite a long time, and has proven to be very effective for many people. Patients are sedated for the entire procedure, and it is done in an inpatient setting. This is a procedure that may be considered if other less-invasive treatments are not effective, but is not something that is generally done in mild to moderate depression.

Brain Stimulation are two options that involve the implantation of a pacemaker-type device that provides constant stimulation to particular areas of the nervous system in order to treat depression. They are not done often because of the cost and invasive nature of the treatments, but have shown to be quite effective for many people when they are used.

How Can I Get Help? If you or a loved one is showing signs of depression, it is important that you see a behavioral health provider as soon as possible. For active Duty service members at Fort Lee, help can be found at Behavioral Health Services, located on the 3rd floor of Kenner Clinic. The clinic open from 7:30 a.m. - 4:30 p.m., with walk-in appointments available daily from 8-11 a.m. For those who are not active duty, help can be found through a referral from your primary care provider or calling your insurance company for a list of available providers in your area. If you or a loved one is thinking about suicide, call the national suicide prevention lifeline at 1-800-273-TALK (8255) for help.

Veterans Day Concert The rock band Kansas will perform a concert with the U.S. Army Band “Pershing’s Own” at Daughters of the American Revolution Constitution Hall in Washington, D.C. on Veterans Day, Nov. 11.

The “Carry On” concert is a special, one-time-only event, and is Kansas’ way to honor veterans, military personnel and their families, according to Scott Radosevich from the Army Entertainment Division of the U.S. Army Installation Management Command in San Antonio, Texas.
