PMO Stresses Post Rules for Weapons

While Fort Lee welcomes hunters and other gunsport enthusiasts, it has established very specific rules concerning the declaration of privately owned weapons when entering the installation and proper registration of firearms frequently used on post as well as those that are stored in military quarters or arms rooms.

A few recent incidents indicate confusion or lack of awareness about Fort Lee Policy 08-12, Registration and Reporting for Privately Owned Weapons, which clearly establishes the guidelines that “ensure safety and security on the installation� and lessens the possibility of accidents that could result in serious injury or death.

The policy applies to all military and Family members residing on Fort Lee as well as any individual – to include government civilian workers and visitors – coming onto the installation with a privately owned weapon. Concealed

firearms are prohibited, the policy states. Individuals with a concealed carry permit are still required to declare and UHJLVWHU DQ\ ZHDSRQV LQ WKHLU SRVVHVVLRQ *XQ RZQHUV moving into government quarters on post must register their weapons with the Vehicle and Weapons Registration Office within 96 hours of their arrival.

Service members may store weapons at their home, if authorized, or in the arms room of their assigned unit.

Troops living in the barracks or residing in transient quarters will register their weapons and store them in the arms room, in accordance with the policy.

Those residing off-post – including military, government civilians, contractors and visitors – who regularly bring a weapon onto Fort Lee for authorized activities like hunting, target ranges or marksmanship events must register their weapons as well. Furthermore, when entering the installation, they must pass through the access control point, declare they are bringing a weapon onto post and state the purpose for doing so to ACP

When transporting weapons on post, gun-owners must have their registration documentation on hand, and they may only travel in a direct route to or from the authorized activity at which the firearm is to be used or stored.

Violations of Fort Lee policy – particularly those that protect safety and security – can result in serious repercussions, even if it’s a first-time offense. Penalties could range from a written citation and monetary fine to a possible bar from post. With that in mind, all community members and visitors should take the time to read and understand the post policies that apply to them.

Chaplain Says, Don’t Be Afraid to Ask for Help

How many times in our careers/lives have we come to a place where we are not sure of the best way to proceed? How many times is our own wisdom not quite enough?

In the short time I have served as a chaplain in the United States Army, I have found many times when I did not have a good answer or solution to the issue at hand.

In these instances, I was faced with options.

I could stop, think and try to come up with a “solution� that may or may not work. I could dig into my archives and see the things I have done in the past and evaluate

which things worked and which didn’t ‌ and pick the best one.

My other option is to go to someone who is perhaps older, certainly wiser and with a greater wealth of H[SHULHQFH DQG DVN IRU DGYLFH (FFOHVLDVWHV UHPLQGV XV ³:KDW KDV EHHQ ZLOO EH again, what has been done will be done again; there is nothing new under the sun.�

This means that what I am encountering may be new to me, but someone else has encountered something very similar before.

There are times when, even though it requires a certain degree of humility, we must reach out and ask for help, assistance, guidance, a new perspective (whichever term makes you feel better). Over the years the wheel has been improved greatly.

Post Says ‘Thanks’ to Military Families

Roughly 250 community members turned out for the annual Military Appreciation Dinner at the Regimental Club Nov. 8.

The event, which commemorates Military Family Month, offered door prizes, entertainment and free dinner as a gesture of gratitude for military members and their Families.

Army Community Service sponsors the dinner. Col. Rodney Edge, U.S. Army garrison commander, was among the many military and civilian leaders in attendance.

Kim Evans, family services program manager, said the event is intended as a symbolic “thank you” for the many sacrifices Fort Lee military Families make on a daily basis.

“We’re here to celebrate our service members and their Families for their contributions in keeping us safe,” she said, taking a break from inflating balloons meant for the many children at the dinner.

A 392nd Army Band combo kicked off the event with a number of musical selections. After a buffet-style meal was served, several door prizes were given away including a flat-screen television. That part of the night generated much excitement.

“I really appreciate the fact that they do this for the Families,” said Marcela Perez, who won a gift pack and attended the event with her three young children and friends.

“I was at Fort Hood (Texas). It’s a really big base. They didn’t do much of this, and if they did, it was hard finding out about it.

It’s much more Family-oriented here, and I really appreciate it.”

Just a little after midway through the event, “Star Wars” storm trooper characters made an appearance and crowd members posed for photographs. Children frolicked and toyed with balloons twisted into shapes. Their cries and laughter mixed with the chatter of parents and adults to create a comfortable atmosphere. That’s the way it was supposed to be, said Evans.

“I like the fact that Families can come out in a relaxed environment,” said Evans, a participant in the dinners since 1994.

“They socialize, they get to take the load off and just enjoy being a military Family.”

Military Family Month was established in 1993 by the Armed Services YMCA. The President signs a proclamation each year, declaring the observation. This year President Barack Obama said Families bear especially heavy burdens in supporting their military members.

Employee Guidelines for Inclement Weather Delays, Closings When inclement weather is forecast, many employees worry about their safety traveling to or from their workplace.

Fort Lee government employees can be assured that officials are constantly monitoring for adverse weather conditions and the impact on Fort Lee. Several organizations on post work together to recommend a course of action to the garrison commander. Then, the garrison commander coordinates an action with the CASCOM commanding general.

The entire process is explained in Fort Lee Policy No. 20-01, which can be found on www.lee.army.mil.

There are several courses of action Fort Lee leadership can take based on the severity of the weather.

If the weather will impact the morning commute and the leaders decide to delay the start of the duty day, they will designate a specific hour for reporting to work, rather than instructing employees to report a number of hours late. Employees can call the Fort Lee Status Hotline at (804) 765-2679 for that information.

If the inclement weather strikes during the work day

and the decision to release non-essential employees has been made, a “not-earlier-than” departure time will be set.

To reduce traffic congestion and hazards, employees may have staggered release times within their organization based on their residence distance from Fort Lee. In both of these cases, the absence is excused and does not result in loss of pay or charge to leave.

Another option for senior leadership is to offer liberal leave, which allows non-essential employees to make the decision to take leave during severe weather situations.

Liberal leave can be used without obtaining advanced approval or providing detailed justification. If the employee elects to take leave, he or she is not eligible for any excused absence if others are released that day.

If the post is closed (essential personnel only), it is defined as a non-workday for leave purposes. Nonessential employees scheduled to work will be excused without charge to leave or loss of pay. Employees on previously authorized leave will not be charged leave on those days.

Essential personnel, shift workers and contractors

should contact their supervisors for clarification of emergency weather delays/closures and their impact on scheduled work hours.

Telework may be an effective tool for supervisors to ensure continuity of operations. Employees in positions determined not normally suitable for telework may become eligible to telework in an emergency situation if their functions are designated as mission critical.

The DoD telework policy is available at www.dtic.mil/ whs/directives/corres/pdf/103501p.pdf and provides additional details regarding requirements for telework.

While each activity is responsible for disseminating emergency information through its organization, there are several ways to stay on track. The Fort Lee Status Hotline (765-2679) and the U.S. Army Fort Lee Facebook page www.facebook.com/ArmyFortLee will have status updates to inform employees of impending closures or delayed openings.

Soldiers of Fort Lee’s 392nd Army Band rehearse Tuesday for their upcoming holiday concerts.

Holiday Tunes on Tap for Concerts by 392nd Fort Lee’s traditional holiday concert featuring the 392nd Army Band is slated for 3:30 p.m. Dec. 9 at the Lee Theater. It’s free and open to the public, and tickets are not required.

The 40 Fort Lee musicians will also perform a free public concert Dec. 8, 7 p.m., at the Smithfield Community Center, 220 N. Church St., Smithfield.

Last year, the popular concert filled Memorial Chapel to capacity, and the Smithfield performance drew an audience of 300.

“The concept for this year’s concert was to put together a line-up to showcase the band in a variety of styles that would be entertaining and uplifting for the audience,” said Chief Warrant Officer 5 Chuck Vollherbst, the band’s director.

“The repertoire will include New Orleans jazz, big band music and country as well as traditional holiday favorites,” he added.

Varied selections of traditional holiday music will be performed to celebrate Among the offerings will be “Hanukkah Highlights,” a medley of traditional Jewish music, and Glenn Miller’s arrangement of

“Sleigh Ride” by Leroy Anderson.

Also on the program will be the TransSiberian Orchestra’s rock version of “Carol of the Bells” and Mannheim Steamroller’s arrangement of “Deck the Halls.”

Staff Sgt. Terra Allen will sing “Have Yourself a Merry Little Christmas,” which was composed and written by Hugh Martin and Ralph Blane.

Guest vocalist Rich Moore, a retired bandsman and local artist, will be featured singing “It Must Have Been Ol’ Santa Claus” by Harry Connick Jr. and “Zat You, Santa Claus?” as popularized by Louis Armstrong.

Allen and Moore will sing “Christmas in the Hills,” a medley of traditional songs delivered with a blue grass twist.

Best-Qualified Soldiers Key to Drawdown

The installation’s top career counselor said Soldiers should always strive to better themselves through military and civilian education among other things.

Sgt. Maj. Robert Sluss, command career counselor, CASCOM, said that amid much talk about personnel reductions, Soldiers should continue to pursue the path the Army has preached for years.

“The current environment for retention is good,” said the former III Corps and Fort Hood CCC “as long as the Soldier is doing the right things to maintain eligibility.

Troops should be striving to be the best and working on self-improvement through military and civilian education.”

The Army has steadily reduced its personnel strength in the past two years as a result of a drawdown plan. As of March, more than 557,000 active duty Soldiers were counted among the ranks, down from 561,979 listed at the end of fiscal 2010.

Sgt. Maj. of the Army Raymond F. Chandler III has repeatedly said the Army will reduce its strength by 70,000 Soldiers by the end of fiscal 2017. Reductions will be achieved through recruiting and retention controls such as an early retirement plan that was imple-

mented earlier this year.

Sluss said Soldiers who strive to improve themselves and who are ethical and moral in their conduct have the best chances for continued service.

“As the Army does get smaller, we want to ensure we are keeping the best Soldiers in the Army,” he said.

“Reenlisting is a privilege and Soldiers must understand that getting in trouble and failing to meet standards can affect their ability to stay in the Army.”

Disqualifications for continued service are listed in Army Regulation 601-280, said Sluss.Other disqualifications include the loss of a primary military occupational specialty due to a Soldier’s own actions and illegal use of drugs.

Soldiers in the ranks of staff sergeant and above face additional disqualifications. They include failure of an Noncommissioned Officer Education System course, an NCO Evaluation Report of “fair” or “poor,” or a relief for cause NCOER. Soldiers looking to further their military careers should have a clear understanding of the competitive requirements in their respective career fields and implement a plan that both meets the needs of the Army and allows for self improvement, Chandler has said.

On a visit to Fort Leonard Wood, Mo., in August, he said each Soldier should assess his or her aspirations

for continued military service.

“They have to ask themselves, ‘Do you still want to be a part of the Army?’ and ‘Are you willing to do what the Army wants you to?’” Chandler said. “When you are a Soldier, you have chosen to be a part of something larger than yourself. We expect you to grow both personally and professionally while you are in the service. So, do what’s right, and if you are unsure, ask questions. Be what you say you are – a professional.”

Those Soldiers who desire reenlistment should stay in contact with career counselors and keep track of their reenlistment eligibility, said Sluss.

“Soldiers should see their reenlistment NCO or career counselor as soon as they come in the reenlistment window,” he said. “Currently, Soldiers with an ETS date prior to Sept. 30, 2014, are in the window. The career counselor can talk about eligibility for options and guide the Soldier to the best course of action for hir or her career.”

Career counselors are also a good source of information concerning options for Soldiers in over-strength MOSs and those in MOSs that offer bonuses, said Sluss.

Individual qualifications for each will have a bearing on options, he added.

The lieutenants of the Quartermaster Basic Officer Leaders Course Class 12-011 recently took time out of their busy 16-week training course to run food drives over four days in October and November in cooperation with the Colonial Heights Food Pantry. The class collected 1,751 pounds of nonperishable food items as well as $2,200 in monetary donations toward Thanksgiving turkeys by setting up collection points outside of the Colonial Heights Walmart and K-Mart. They also established a collection bin at the Army Logistics University.

It was one of the food pantryâ&#x20AC;&#x2122;s most successful food drives in history, said Lori Mollnow, the pantryâ&#x20AC;&#x2122;s director.

When QM BOLC Class 12-011 discovered the Colonial Heights Food Pantry was running low on donations while its clientele was increasing, the class decided to assist by coordinating and staffing local food drives. The 46-member class took shifts on two weekends in order to collect nonperishable items and money. â&#x20AC;&#x153;Thanks so much to the Quartermaster Class 12-011,â&#x20AC;? said Mollnow. â&#x20AC;&#x153;This just might be the most successful food and fund drive our pantry has ever had. It is definitely the most successful drive I have seen in my time with Colonial Heights Food Pantry. This group has been so generous with its time and efforts. Bravo Co. Nabs Inaugural Maintainer’s Cup A new tradition was born here during the early morning hours of Nov. 3.

Breathing in the brisk autumn air of southern Virginia, more than 1,600 Soldiers and cadre members from the 16th Ordnance Battalion, 59th Ord. Brigade, stood tall in formation wearing their winter Army Physical Fitness Uniforms.

It was not the start of a typical day of training. On this morning, they were there to participate in the battalion’s inaugural Maintainer’s Cup competition. The Battalion Commander Lt. Col. Steven N. Carozza helped set the stage by encouraging the Soldiers to actively participate in the events, “In the spirit of friendly competition,” but ultimately to just have fun and enjoy the day.

“We chose a different name for the event so it didn’t conflict with the 59th Ord. Bde. Commander’s Cup, held each year in the late spring,” noted 1st Lt. Roberto Marshall, one of the organizers. “It’s a name that reflects our battalion motto – “Train to Maintain” – and we are often referred to as the Maintainers. And, of course, these types of events are always an ex-

cellent way to build esprit de corps within the battalion and focus on friendly competition.”

Six companies – Alpha Assassins, Bravo Bull Dogs, Charlie Rock, Delta Desperados, Echo Enforcers and Foxtrot Phantoms – squared off for the championship trophy.

Maintainer’s Cup events were conducted simultaneously throughout the Ordnance Campus. The assortment of sports included volleyball, football, kickball, basketball and track – each one structured as a six-team, single elimination tournament providing opportunities for Soldiers in every company to compete.

The competition set-up also ensured winning would be a group effort as every company fielded a team for each event and the results of the combined teams’ performance would determine the championship winners.

“We saw many similarities to the Spring Brigade Commander’s Cup Competition when the 16th’s Bravo Bulldogs won the day with a consistent performance that overcame all other contenders,” Marshall said. “The pride and enSEE CUP, PAGE 21

A lot of our landfill sites are approaching maximum capacity, and much of that is due to discarded products that could have been recycled. Some of these waste materials are non-biodegradable or will take a long time to decompose. Americans must recognize the condition of landfills, particularly near urban areas, and take a stand before it becomes a national crisis. Everything we can do to reduce, reuse and recycle now will have a big payoff in the future.

The benchmarks for fiscal 2013 include a non-hazardous solid waste (including construction and demolition material) diversion goal of 56 percent and a municipal solid waste reduction of 46 percent. Each year until 2015, these diversion goals will increase by 2 percent.

The ultimate long-range Army goal is “Net Zero” – installations that reduce, reuse and recover waste streams, converting them to resource values with zero landfill input.

To reach the Army goals, Fort Lee Soldiers, civilians and contractors must

prevent waste by generating less, recycling more and making purchase decisions that give priority to green materials or items containing recycled products. The participation of each organization and individual on Fort Lee is critical to the success of the recycling program. To ensure the installation achieves Army goals, random waste reviews are performed. Results are sent to facility managers or the appropriate chain of command to facilitate compliance with recycling standards.

All organizations on Fort Lee are serviced by the installation recycling contract.

The contractor provides various sizes of disposal containers for the program. They include the 96-gallon green portable containers and 7-gallon blue desk-side containers. The larger recycling bins can be requested through the recycle contractor representative at (804) 734-4798. The 7-gallon containers can be purchased by the organization or requested through the Environmental Management Office.

be used for the following: PAPER: mixed and office bond, envelopes, folders, brown bags, magazines, catalogs, newspaper, and shredded (contained in clear plastic bags).

CARDBOARD: all boxes should be broken down and placed in a cardboard dumpster. If your facility does not have a dumpster, cardboard should still be broken down and placed by the green recycling containers.

METAL: aluminum soda cans, food cans and miscellaneous metals - rinsed.

PLASTIC: drink and food containers with No. 1 and 2 recycling labels - rinsed.

GLASS: drink and food containers and any miscellaneous glass - rinsed.

Industrial or bulk recycling unit support with roll-on/roll-off dumpsters requires a special request through the recycling contract representative (734-4798). Bulk and regular recycling also can be dropped off at the Fort Lee Recycle Center on 2nd Street, behind the Exchange and Commissary complex. In addition to the items listed earlier, the center accepts clean, unpainted scrap wood or wooden pallets and yard debris including leaves, branches and grass clippings. Yard debris must be placed in clear plastic bags.

The contractor collects recyclable products once a week from installation buildings or as needed. Special removal requests can be scheduled through the solid waste contract representative at 734-4798.

Each Fort Lee agency must designate an office or building recycling coordinator, which in most cases is the designated facility manager unless an alternate has been assigned. The responsibilities of the recycling coordinators are to ensure adequate materials and containers are available to support the program, that individuals are fully utilizing the containers, that individuals understand what can be recycled and are participating to the maximum extent possible, and to contact the Environmental Management Office if any information is needed to assist with recycling concerns.

In recognition of National Recycling Week, all coordinators should assess their building recycling program. The EMO has placed Call2Recycling boxes at the following locations: Commissary, PX, Xpress Gas Station, CASCOM, DPW and Ordnance PX for rechargeable batteries and cell phones.

Lee Archaeologist Among â&#x20AC;&#x2DC;Lincolnâ&#x20AC;&#x2122; Extras

Bryce Stanley, the archaeologist at the Fort Lee Regional Archaeological Curation Facility, digs history â&#x20AC;&#x201C; literally. So, itâ&#x20AC;&#x2122;s not surprising he was willing to take a few days off from his job last December to be an extra in Steven Spielbergâ&#x20AC;&#x2122;s film, â&#x20AC;&#x153;Lincoln.â&#x20AC;? The movie is slated to open Friday in this area. â&#x20AC;&#x153;I saw the ad in the paper. They were still looking for extras,â&#x20AC;? Stanley said. So, he sent in the brief biography and photo requested. â&#x20AC;&#x153;They were looking for males with beards between the ages of 20 and 35. I sent in my information, and they got back with me.â&#x20AC;?

Although the Richmond native has never had an interest in acting, he has supported himself as a musician in Savannah, Ga. Stanley plays guitar and harmonica, writing much of the music he plays and sings.

After earning his bachelorâ&#x20AC;&#x2122;s and masterâ&#x20AC;&#x2122;s degree in archaeology at Georgia Southern University in Statesboro, Stanley had a variety of contract jobs in his field and pursued his music full time before coming to the Fort Lee position about four years ago.

Stanley applied to be an extra to immerse himself in the Civil War era, he said. â&#x20AC;&#x153;It was a very interesting experience â&#x20AC;Ś but I learned more about movie-making.â&#x20AC;? He got a close look at how â&#x20AC;&#x153;movie magicâ&#x20AC;? can transform a place as well as people. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s amazing what they did to downtown Petersburg,â&#x20AC;? Stanley said, noting that the Old Towne area took on the look and feel of 1865.

He was one of 40-50 extras who donned reproduction Union uniforms and overcoats and toted reproduction Springfield rifles for the scenes shot there. The make-up artists â&#x20AC;&#x153;made us look dirty,â&#x20AC;? he said.

One day, the neckline of his 21st century T-shirt was showing under his uniform. â&#x20AC;&#x153;A girl came along and snip, snip, it was gone,â&#x20AC;? Stanley said.

This is just one example of the attention to detail paid by Spielbergâ&#x20AC;&#x2122;s staff. Stanley even witnessed an argument over whether one set of suspenders fit the period.

Properly uniformed, Stanley worked one day on a street scene â&#x20AC;&#x201C; crossing the street in front of Lincolnâ&#x20AC;&#x2122;s carriage and trying not to get hit by it.

He also found himself standing beside actor Joseph Gordon-Levitt who portrayed Robert Todd Lincoln, the presidentâ&#x20AC;&#x2122;s son. â&#x20AC;&#x153;He was in his period clothes, and he pulled out his iPod and put his ear buds inâ&#x20AC;? while waiting for instructions on what he was needed for next.

Teams were seen practicing and drilling after final formation. Company commanders and first sergeants could be heard trash-talking one another to build the spirit of competition, and the Maintainer’s Cup was already being spoken of as an item of long tradition and desire.”

Although participation was limited to Soldiers-in-training, Families of both cadre and advanced individual training students were invited to attend, and spouses
