Local PWOC Group Provides Bible Study, Fellowship

Everyone longs for a place of acceptance and belonging.

For thousands of women worldwide, the organization Protestant Women of the Chapel is that place. There, women receive spiritual strength and encouragement along with practical tools for living from those who share the common experience of military life.

Through Bible study and fellowship, women are encouraged to grow spiritually, to learn and develop healthy relationship skills, and to serve others in the community. These are realized through the four aims of PWOC: to lead women to accept Christ as personal Savior and Lord; to teach women this history, beliefs and programs of the church, all built on a solid foundation of worship and Bible study; to develop in women the skills of prayer, evangelism, stewardship and social services, against a background of personal spiritual development;

and to involve women in the work of the chapel, in keeping with their abilities and interests.

In the early 1950s, small groups of women began joining together in Germany for Bible study and fellowship.

Chaplain Edwin Kirtley’s vision was to see these groups in all the chapels in Germany. This vision was realized at a conference in 1955 with the founding of the basics of what is now the Protestant Women of the Chapel, and groups developed all over Europe.

In time, women who moved stateside longed for the same type of unique fellowship they experienced through PWOC Europe in their local chapels. Soon, groups popped up at many installations and bases in the states. Before long, these groups networked in regions and eventually PWOC-USA officially formed.

Now, PWOC has expanded the vision and has an international focus. Women from every PWOC across the globe are invited to center their groups on a common theme, share the same goals and aims and to attend the PWOC international conferences held every other year.

This unity provides continuity to our military, regardless of location.

Please come and join our wonderful group of ladies.

All are welcome – active duty, retired, working outside or inside the home, busy with children or not, short-term or long – there is a place for you at PWOC Fort Lee. We meet on Wednesday, 5:30-7:30 p.m. During this time, a light dinner is provided. We also meet on Thursdays, 9:30-11:30 a.m. Watchcare is available on Thursdays for children ages 1-5; infants are welcome to stay with their mothers. We have opportunities to attend two retreats a year. In November, we will be attending the Northeastern Regional Conference in Sandy Cove, Md., and we will have a local retreat in the spring.

We are excited about our fall Bible studies that start in September. On Wednesdays, these include Becoming a Woman of Prayer and War of Words. On Thursdays, these include Loving Your Husband and Kingdom Life. Please join us for our fall kick-off on Sept. 7 (Wednesday group) and Sept. 8 (Thursday group).

Guidance for Budgeting Back-to-School Costs

The days when you could send your kids off to the first day of school with a lunchbox and a hug are long gone.

Today’s back-to-school preparations likely include filing out piles of pre-enrollment paperwork, lining up carpools and, of course, the dreaded shopping excursions for clothes and school supplies.

If you’re new to this game or simply need a refresher course, here are a few suggestions that can help you save time,

money and sanity: Get organized. Keep a file with letters, emails and notes sent home from your kid’s school for registration requirements, report cards, permission slips, required vaccinations, school policies, teacher and parent contact information, etc. See if the school has a website, online calendar or email list you can sign up for. Also, create a family master calendar.

Ceremony Honors Deploying QM Troops

Family, friends and community members gathered in the gymnasium at Clark Fitness Center Friday for a deployment ceremony honoring the 54th Quartermaster Company, Detachment 2.

Fifty-four mortuary affairs Soldiers from the unit are headed to Kuwait, Iraq and Afghanistan in support of operation Enduring Freedom. The detachment will be deployed for six months and will care for the remains of U.S. service members who have died.

Since 2003, the detachment has conducted biennial deployments to support the combat operations in Iraq and Afghanistan.

Lt. Col. Albert J. Tapp, 530th Combat Sustainment Support Battalion, 49th QM Group commander, offered words of encouragement to both the troops and families gathered and thanked the assembly for supporting the 54th.

“I thank each and every one of you for being here – it makes a big difference,” he said. “These Soldiers standing before you are trained and tested, and know what must be done to be successful and to return home safely.”

Tapp said the Soldiers have been preparing since they learned they were scheduled for deployment. They have trained in weapons qualification, counter-IED measures and other tactical and physical training.

“These Soldiers have also sharpened their technical training to improve their capabilities to do their jobs,”

Tapp said the unit validated its deployment readiness during a four-day exercise in which the MA Soldiers performed each of the key functions associated with the unit’s mission.

“During this exercise the detachment excelled in all ar-

eas,” he said. “Detachment No. 2 of the 54th is ready.”

SMA Inspects Best Warrior Preparations at Lee

Sergeant Major of the Army Raymond F. Chandler III visited Fort Lee Monday to get a first-hand look at preparations for his upcoming 2011 Best Warrior Competition.

Flanked by an entourage of event planners and organizers – including Command Sgt. Maj. C.C. Jenkins, CASCOM CSM; CSM Daniel Reid, Logistics Noncommissioned Officer Academy commandant; and 1st Sgt. LaDerek Green, Headquarters and Headquarters Company CASCOM first sergeant – the SMA observed a condensed version of Best Warrior where all of the testing stations for the entire week were up and running to show how they would operate during the Oct. 2-7 event.

“Aside from the actual thing, this is

the showcase for all of the planning that goes into Best Warrior,” said Jenkins, referring to the SMA’s annual walkthrough. “It’s our first opportunity to show the sergeant major that Fort Lee is the right choice for the location of this competition (it has occurred here since 2002). Every year, the pride and professionalism of our NCO corps is reflected in the quality of these testing stations and this year is no different. The SMA is pleased with the installation’s support of his competition.”

Battle CDC Earns National Accreditation

The 25 staff members of the Battle Drive Child Development Center “were in it to win it” as they strived for National Association for the Education of Young Children accreditation recently.

The “mark of quality” for child-care professional standards took more than 18 months to earn but Battle CDC was awarded five years of accreditation on Aug. 11.

“For a long time the center has worked diligently to achieve this goal,” she said. “Our staff has worked relentlessly to meet high standards, and we’ve done it. I am so proud of every one of the staff members here.”

To earn NAEYC accreditation, the facility went through an extensive self-study process, measuring the center’s program and its services against 10 childhood program standards and more than 400 related accreditation criteria. The standards are relationships, curriculum, teaching, assessment, heath, teachers, families, community relationships, physical environment, and leadership and management. The center did this for each of its classrooms, including the hourly care room, which proved to be more difficult for some of the standards since it measures the children’s growth, and children in drop-in care aren’t seen as regularly as children enrolled in a program, Rose said.

“We’ve worked really hard on this,” she said. “We came in on Saturdays, and the staff took these books (the standards documentation required for each classroom) home. We’ve worked off the clock to achieve this.”

The center received accreditation after an on-site visit by an NAEYC assessor to ensure that the program meets each of the standards as submitted documentation suggested.

Rose said areas that normally are difficult to score high percentages in – the hourly-care room, the toddlers and the preschool rooms – earned marks that were higher than expected.

“We had many really high scores,” Rose said. “We did score lower than expected in the health and teachers standards but still received good scores.”

Rose said the health assessment scored 88 percent because NAEYC requires shoe-booties for anyone walking into an infant room since infants spend a majority of their time playing on the floor and shoes carry in all kinds of unwanted dirt and germs. At this time, the DoD doesn’t supply the funding for shoe-booties for infant rooms at CDCs. Battle CDC scored 100 percent in three of the 10 core standard – relationship, teaching, assessment – and more than 100 percent in three of the categories – families, community relationships, and leadership and management.

The NAEYC accreditation system was established in 1985 to set professional standards for early childhood education and to help families identify high-quality preschools, child care centers and other early education programs. Approximately 8 percent of all preschools or other early childhood programs nationwide are currently accredited.

“The NAEYC accreditation system raises the bar for child care programs,” Rose said. “Earning accreditation is a sign that the Battle CDC is a leader in a national effort to invest in high quality early childhood education.”

Now that the center is accredited, the work continues to maintain and exceed the expectations to keep accreditation.

Rose will have to file an annual report on the first, second, third and fourth anniversary of the accreditation date and report any major programmatic changes. After five years, the center will be required to renew its accreditation.

Currently, Yorktown CDC is in the process of renewing its accreditation; the newest centers on the CYSS Campus – Sisisky CDC and the Multi-Purpose Center – must be open for one year before they apply for accreditation and begin the 18-month documentation process.

Battle CDC provides age-appropriate developmental care and pre-school programs for children aged six weeks through five years of active duty service members, activated reservists, DoD Civilians, and full-time contractors assigned to Fort Lee. The run is sponsored by the Fort Lee Army Community Service Survivor Outreach Services program and is part of a national, non-profit initiative in honor of the fallen military members from the global war on terror.

Survey Requests Feedback on Army Family Covenant

Army Community Service and Child, Youth and School Services are requesting feedback about their Army Family Covenant initiatives.

Recently, the Installation Management Command sent out a survey with questions about the 76 programs offered under the covenant. It asks community members to label their top 10 programs and their bottom 10 programs. “It is my intent to ensure the promise of the Army Family Covenant is met by providing families the programs and services that meet their needs,� wrote Lt. Gen. Rick Lynch, IMCOM commander, in the order for the survey. “This review will allow Army leadership to focus required resources on those programs and services most desired by Soldiers and families.�

The survey will help efforts to provide the resources the programs and services people most desire, he continued. “In an effort to better resource those programs and services most important to our Soldiers and families, I need to know the 10 most valuable and 10 least valuable programs from the list of 76,� Lynch wrote. “While rank ordering the most and least valuable programs is important to streamlining efficiencies and eliminating redundancies, the survey results are only one mechanism being used to holistically examine our programs.�

This survey will help learn what is and isn’t working, said Stephanie Parker, ACS director. “At the installation level, it gives us a clue what services the community thinks are their top 10 or bottom 10 so we can either plus-up marketing or revamp how we deliver our services,� she said.

Parker said they are asking customers to rate the issues. The surveys take about 1015 minutes to complete.

The Army Family Covenant is an excellent initiative – but measuring and monitoring the success or failure of the initiative is very difficult,� said Parker. “A lot of good things came out of the initiative – free child care for FRG meetings and discounts for programs.

CYSS is distributing the surveys to all of its patrons, said Donna Nelson, CYSS chief, because they give feedback on the programs offered. “The survey will assist us in determining which initiatives are most important to the families on Fort Lee, and how well we are doing with execution of the Army Family Covenant,� Nelson said.

The Army Family Covenant initiatives form the basis of CYSS programs by helping standardize and fund family programs and services, said Nelson.

Parker said that continual feedback on these programs is requested from community members to ensure their expectations are being met. “ACS and CYSS are committed to our families, and we’re always committed to improvement,� she said. “I don’t think that commitment will ever fade away.�

ChesterďŹ eld Fair Begins Friday The season of city, county and state fairs is upon us. In all corners of Virginia, families are flocking to the midways, show-barns and concession areas for that exciting experience that comes from dipping and twirling rides, delectable food choices and captivating craft and country-living displays.

Members of the Fort Lee community had a chance to enjoy the offerings of the Dinwiddie County Fair last weekend, and a similar opportunity is coming Friday with the opening of the Chesterfield County Fair (Aug. 26-Sept. 3).

A lot has changed since the first Chesterfield County Fair in 1911. With carnival rides, karaoke and bingo, the current fair offers plenty of modern-day fun. Recognizing its long history, however, the theme of this yearâ&#x20AC;&#x2122;s county fair is â&#x20AC;&#x153;Remember When.â&#x20AC;? The featured activities will include the common staples of earlier fairs â&#x20AC;&#x201C; including animal exhibits, hay rides, cooking and beauty contests, historical displays and many fair food favorites.

Live music is featured every night at 8 p.m. at the grandstand with additional shows throughout the day during the weekend. The rock ensemble from the 392nd Army Band is one of the featured acts on the fairâ&#x20AC;&#x2122;s Military Appreciation Day, Sunday at 1 p.m. British-mania, Change of Heart, ZIV, Casper and Flashback are just a few other bands representing the variety of live music the Chesterfield County Fair has to offer.

Childrenâ&#x20AC;&#x2122;s activities include sack racing, pony rides, hay rides, camel rides, hotdog eating contests, a family circus and much more.

There arenâ&#x20AC;&#x2122;t many places to get live music, amusement rides, animal attractions and good food at one time. If all of that sounds appealing, the Chesterfield County Fair is the place to be.

The Chesterfield County Fair is open Monday through Friday from 4 to 11 p.m., Saturday from 11 a.m. to 11 p.m. and Sunday from 1 to 11 p.m., Aug. 26 - Sept. 3. Adult admission is $7, seniors get in for $4, children for $3 and kids 5 and under are free. Ride tickets are $1.25 each or get a wristband for $22 to ride unlimited. PMO Urges Community to Tighten Property Security

In recent weeks, the Provost Marshal Office has received numerous reports of property being stolen from unlocked vehicles in one neighborhood of the Villages at Fort Lee. While officers work to solve the crimes, Provost Marshal Maj. Donald Moore wants to remind residents and community members to take actions to prevent themselves from becoming victims of crime.

Lead Police Sgt. Matthew Turner said the thefts committed in Jefferson Terrace recently are crimes of opportunity. Nine of 14 vehicles on three streets were entered without force and small electronic items were removed.

“The suspects put themselves in certain situations on purpose,” Turner said. “Just like law enforcement officers and intelligence agencies gather information, suspects do the same thing.”

Prevention is becoming more difficult as well, he said.

“With the population increase, we are being asked to do even more than what we did before – with fewer people.”

Turner said that during times of high volume calls, officers are being pulled away from the residential areas to other areas of the installation. Suspects target these times and manipulate those circumstances to their advantage.

“Nationally, Friday nights are busy in terms of DUIs and traffic enforcement,” he said. “Suspects are targeting our busiest times and the locations where the probability of encountering police presence are greatly reduced. But residents can help to prevent thefts.”

Turner advises residents to remove items like GPS units, satellite radios, MP3 players and all the accessories from view and lock the vehicles doors.

“Small easily concealable items that aren’t such a large expense are examples of what was stolen,” the officer said. “The items that we don’t normally write down the serial number for are easily sold and difficult for law enforcement to trace.”

Community members are encouraged to record serial numbers for electronic items, remove items from vehicles that may tempt a thief and lock vehicle doors.

A large group of Fort Lee Soldiers got a taste of the Army’s new Physical Readiness Test during an Aug. 12 noncommissioned officer professional development session near the 49th Quartermaster Group headquarters here.

Headquarters and Headquarters Company, 49th QM Group 1st Sgt. Apollo Williams said he organized the class to acquaint his NCOs with the exercises and requirements of the new PRT. That familiarization will be helpful down the road when the hard-stripers have to answer questions and/or administer the new test.

The Army physical fitness program was last revised in 1994 after extensive research and experimentation by the Department of the Army. A similar analysis in recent years resulted in the new PRT, which is described

by Training and Doctrine Command as a “scientific approach to physical readiness,” instead of basic physical training the primarily focuses on strength and endurance, not overall health.

Command Sergeants Major Romeo Montez (49th QM CSM) and Jay Porter (530th Combat Sustainment Support Battalion CSM) said they were excited and eager to learn more about the new program

so they can train their Soldiers to be more physically fit and prepared.

During the exercise session, 49er NCOs went through a preparation drill.

It included 10 exercises to prepare the body for the physical training. It replaces the traditional stretching session. From the bend and reach exercise to push-ups, Williams said everyone was motivated to do the new program.

The training session concluded with the recovery drill, which lasted about three minutes. Everyone who participated in the professional development session experienced a less strenuous but more physically effective workout, Williams said.

At the end of the class, Williams said, “Now it is your time to prepare your Soldiers. Share the great workout today with your Soldiers.”

After 49er NCOs finished, the confidence level was much higher about the new PRT program and how to train their Soldiers to be prepared for it, said Williams.

The 49th QM Group implemented the PRT program Aug. 15. The test was implemented at initial entry stations in July.

Presentation Shows Perils of Drinking, Driving, No Seatbelt

Instead of a lecture about drinking and driving while not wearing a seatbelt, this week two firefighter/paramedics gave Fort Lee members a poignant demonstration of their job when treating traumatic injuries.

Florida S.A.F.E. Inc. has done the hour-long Street Smart presentation on Fort Lee for five years. They feature graphic images and a demonstration of the life-saving measures they perform on trauma victims.

Images of dead, mutilated bodies flash on the screen – all showing victims of car crashes where seat belts weren’t worn and some where alcohol or other drugs were involved.

“We show people the consequences of their actions – their poor judgments of drinking and driving or not wearing a seatbelt – from a paramedic’s point of view,” said Greg McCarty, one of the presenters. “We’re going to show what we’re going to try to do to save you or what the hospital is going to do to try to save you.”

The organization sends twoman teams across the country – and with the military, across the world – to show mostly military members and students in high

school and college the results of bad judgment.

“We want to make a difference in a classroom rather than in the streets,” said Ronny Garcia, the other presenter. “If we can get them to think about consequences before these decisions are made – we wouldn’t have to do what we end up doing out in the streets. So much of what we do and see is because of bad choices.”

Touching at least 100,000 people since the organization started six years ago, McCarty said the presentation opens the participants’ eyes to the dangers of their bad choices.

“A lot of people never think it’s going to be them,” he said.

“The people who take this class will tell us afterward ‘I was only thinking about me – not what could happen to my family.’

“Sometimes, if you are injured or paralyzed, your family may have to get second or third jobs, you’re going to have to modify your home and even trade in the car to get a van,” McCarty continued. “There are big differences all around. It’s not just you that you are impacting. It shows them the impact if they make these poor choices.”

Gracious James River homes and gardens have survived Indian uprisings, Baconâ&#x20AC;&#x2122;s Rebellion, the Revolution, the Civil War, the Great Depression, hurricanes and tornadoes. The enduring properties are now are open to visitors. The plantations are strung along state Route 5 on the north side of the river in Charles City County, not far from Fort Lee. These early Virginians accomplished â&#x20AC;&#x153;firstsâ&#x20AC;? for the new world. Their heirs even became U.S. presidents.

Their homes and gardens offer a few hours to a day of dipping into history.

Between Fort Lee and Williamsburg are three houses of note â&#x20AC;&#x201C; Shirley Plantation and Berkeley Plantation, both of which have house and grounds open to the public, and Sherwood Forest Plantation where the grounds are open daily and house tours are given by appointment or in conjunction with special events.

Founded in 1613 only six years after Jamestown was settled, Shirley claims it is Virginiaâ&#x20AC;&#x2122;s oldest plantation. It is also the oldest family-owned business in North America.

Edward Hill I established a farm in 1638, and it remains in the Hill-Carter family 11 generations later.

The great house, built between 1723 and 1738, is said to be largely in its original state. The property is owned and operated by Edward Hillâ&#x20AC;&#x2122;s direct descendents of Edward Hill who live there. One architectural historian has said, â&#x20AC;&#x153;Shirley Plantation is the most intact 18th century estate in Virginia.â&#x20AC;? Its â&#x20AC;&#x153;flying staircase,â&#x20AC;? which appears to be unsupported, and its Queen Anne forecourt are the only remaining examples of such features in North America. A guided tour of the house reveals original family furnishings, portraits, silver and hand-carved woodwork. Formal gardens and eight original colonial outbuildings may be seen on a self-guided grounds tour.

About midway between Richmond and Williamsburg is Berkeley Plantation, which claims to be the true site of the first Thanksgiving. On Dec. 4, 1619, 38 settlers landed at Berkeley Plantation and Hundred and followed their written directions to hold a short religious service.

It was to be the first of a â&#x20AC;&#x153;yearly and perpetually kept holy day of Thanksgiving to God Almighty.â&#x20AC;? Pilgrims held a similar service in New England more than a year later.

Berkeley also has the first commercial shipyard in the Virginia colony and produced the first bourbon whiskey distilled in the new world. The house has the first pediment roof built in Virginia, according to Thomas Waterman.

Berkeley holds the annual Virginia Thanksgiving Festival on the first Sunday in November â&#x20AC;&#x201C; Nov. 6 this year. It celebrates the 1619 landing with colonial games, music, Native American dancers, arts and crafts and a formal living history program as well as tours of the 1726 Georgian mansion.

Berkeley is open daily, except Thanksgiving and Christmas, from 9:30 a.m. - 4:30 p.m. with shorter winter hours. Admission is $11 for adults, $7.50 for ages 13-16 and $6 for ages 6-12. There is a 10-percent discount for military and senior citizens. Groups rates are available.

A familiar bugle call was composed at Berkeley during the summer of 1862. Union Gen. Daniel Butterfield composed â&#x20AC;&#x153;Taps,â&#x20AC;? the call to lights out. It was first played there by his bugler, O.W. Norton.

Alittle further along Route 5, tourists find Sherwood Forest Plantation, the home of President John Tyler. His grandson lives there today. The property is a 1616 land grant that was known as Smithâ&#x20AC;&#x2122;s Hundred. President Tyler had a reputation as a political outlaw, so he chose Sherwood Forest as the new name of his plantation, tipping his hat to English outlaw Robin Hood.

The house, built about 1720, is considered a classic example of Virginia Tidewater design and, at more than 300 feet, is the longest frame house in America.

The Sherwood Forest grounds are open 9 a.m. - 5 p.m. daily. On its website, www.sherwoodforest.org, the plantation offers a virtual tour of the house and an interesting animated graphic that shows the evolution of the house itself. The cost of the grounds tour is $10 per person with children 15 and younger admitted free. Tours of the house are $35 per person and by appointment only. Call (804) 829-5377. Sherwood Forest is located at 14501 John Tyler Memorial Highway, Charles City, The self-guided walking tour of the grounds includes the exterior of the house and 21 numbered stations representative of a 19th century plantation. Each stationâ&#x20AC;&#x2122;s history and description is outlined in a pamphlet. The website includes a tree map of the property for those whoâ&#x20AC;&#x2122;d like to identify them. The grounds have more than 80 varieties of centuries old trees, 29 of which are not indigenous to the U.S. The countryâ&#x20AC;&#x2122;s oldest Ginko biloba tree, a gift from Captain Matthew Perry in the 1850s to President Tyler, still stands at Sherwood Forest.

The Survivor Outreach Services now have decals available for survivors of fallen military members.

Army Provides Easier Post Access to Families of Fallen

During a Survivor Outreach Services working group meeting last year, several participants expressed difficulty in gaining access to military installations to take part in SOS programs and support services. Survivors, including parents of fallen Soldiers, do not always have a DoD identification card and are frequently required to get a visitor or temporary vehicle pass to enter garrisons.

Survivors are now able to apply for a survivor decal, much like the standard installation access decal for their vehicle, greatly improving their ability to access the programs designed to support them.

“My intent is to implement access control procedures, making it easier for survivors to enter Army garrisons,” said Lt. Gen. Rick D. Lynch, commander of the Army Installation Management Command and assistant chief of staff for installation management.

“I want all security personnel staffing our entrance gates to recognize these very special Army Families and welcome them with special respect for their sacrifice and service,” he continued.

Each garrison SOS support coordinator has the responsibility of working directly with survivors to assist them in the application process, which includes registering with the installation’s vehicle registration system.

Current Department of Defense physical access control policy requires everyone seeking entrance to a military installation to stop at an entrance gate and present government-issued, photo identification.

Acceptable forms of identification include a state-issued driver’s license or state identification card.

Survivors must still follow that policy, but once they have a decal, they will no longer be required to apply for a visitor’s pass each time they enter an installation. The decal is valid only at Army garrisons.

Irene’s Threat Underscores Need for Preparedness

Communities along the eastern seaboard were keeping a wary eye on Hurricane Irene as it meandered northward and maintained its Category 3 designation on the fivepoint Saffir-Simpson scale of intensity as of Wednesday.

Some forecasters are predicting that Irene’s punch will be significant, even if it shifts its track farther inland or well out to sea. That should be a concern for every member of the Fort Lee community, according to Installation Safety Office Director Tim Lawrence.

“Now is the time to consider the ‘what-ifs,’” Lawrence said Tuesday. “Although the exact threat posed directly to Fort Lee and the surrounding communities in central Virginia is still undetermined, residents should evaluate their emergency readiness and pay close attention to local weather reports on the radio, television or Internet.”

The residents of Florida have learned the lesson of thorough and early storm preparation well, as evidenced by news reports Monday that showed individuals stocking up on emergency supplies, water and other necessities.

“Now it’s our turn; we have to be prepared in the event that the forecast changes and high winds do become a threat,” Lawrence said. “Plan now to have food and water on hand. Check essential supplies like a working flashlight, portable radio and spare batteries. Keep cell phones charged. Make sure you have plenty of fuel for generators. Secure or remove outside items such as patio furniture, swing sets and trash/recycle bins.”

Lawrence said that even if Irene loses steam before reaching the local area, significant rainfall is still a cause for concern. “If you need to travel, be cautious,” he said.

Casualty Documents: Soldiers Must Understand Their Importance

FORT KNOX, Ky. â&#x20AC;&#x201C; America has been at war since October 2001; almost 10 years of putting Soldiers in â&#x20AC;&#x153;harmâ&#x20AC;&#x2122;s way.â&#x20AC;? Ten years of â&#x20AC;&#x153;No kidding, youâ&#x20AC;&#x2122;re going to war; you need to ensure your casualty documents are current.â&#x20AC;? Ten years of rushing Soldiers through personnelreadiness checks to provide them the opportunity to update their emergency data and life-insurance beneficiary information. Ten years of war with almost 4,400 deaths and 30,000 wounded.

It is the responsibility of all Soldiers to update their own casualty documents and to ensure their intent is annotated properly. After all, only the Soldier knows when changes need to be made to either the Record of Emergency Data (DD Form 93) or Servicemembersâ&#x20AC;&#x2122; Group Life Insurance.

Likewise, Army leaders and human-resource specialists must understand every field on these forms as well as the ramifications of uninformed choices by Soldiers and how they affect their survivors. Only then can they educate Soldiers: Informed decisions allow the Army to carry out the Soldiersâ&#x20AC;&#x2122; last wishes.

There are two forms critical to supporting your survivors if something were to happen to you: DD Form 93, Record of Emergency Data, and SGLV Form 8286, Servicemembersâ&#x20AC;&#x2122; Group Life Insurance Election and Certificate. Together these two documents are known in the military as the â&#x20AC;&#x153;casualty documents.â&#x20AC;?

Soldiers should view the DD Form 93 as the most important document they sign after their enlistment contract or oath of office. The Casualty and Mortuary Affairs Operations Center retrieves a copy of the DD Form 93 for every reportable casualty from the Interactive Personnel Electronic Records Management System and requests copies of the form from the unit to ensure it has the most current signed copy. This form provides CMAOC with the most up-to-date contact information for immediate family members whom the Soldier wants to be notified if the Soldier becomes a casualty. It is vital that the contact information on the DD Form 93 never be out-of-date.

Additionally, the DD Form 93 is the official document that designates beneficiaries for death gratuity, unpaid pay and allowances and appoints the person authorized to direct disposition (PADD).

Over the past few years, CMAOC has detected some issues with Soldiersâ&#x20AC;&#x2122; â&#x20AC;&#x153;Casualty Documents.â&#x20AC;? Common errors for the DD Form 93 include the following: â&#x20AC;˘ missing information for the mother and father; â&#x20AC;˘ choosing an ineligible organization, minor child or no designation at all for the $100,000 DG and unpaid pay and allowances; â&#x20AC;˘ disallowed portion distributions for DG; and â&#x20AC;˘ electing an ineligible person for the PADD.

Currently, many Soldiers arenâ&#x20AC;&#x2122;t designating anyone to receive the death gratuity. In doing this, the Soldier loses the ability to specify their intent. Failure to designate a death-gratuity recipient causes the Defense Finance and Accounting Service to distribute it â&#x20AC;&#x153;by law.â&#x20AC;? Therefore, â&#x20AC;˘ if the Soldier is married, the spouse gets 100 percent of the death gratuity; â&#x20AC;˘ if unmarried with children, they divide it equally among all children; â&#x20AC;˘ if unmarried without children, they divide it equally between both parents, whether or not they are married.

Some Soldiers leave the â&#x20AC;&#x153;Beneficiary (ies) for Unpaid Pay/Allowancesâ&#x20AC;? field blank. This block is used to pay the beneficiary any monies that were due to the Soldier, such as an unpaid portion of a bonus and/or final paycheck.

This oversight causes those Soldiersâ&#x20AC;&#x2122; unpaid pay and allowances to be distributed â&#x20AC;&#x153;by law,â&#x20AC;? and those Soldiers lose their say in the distribution.

One of the more sensitive elections that execute the Soldierâ&#x20AC;&#x2122;s intent is the selection of the person authorized to direct disposition. Soldiers need to think about who would be the best person to make decisions relating to how they want to be laid to rest (buried or cremated), location of the interment or spreading of ashes, what they wear when buried, etc. By law, this person must be the spouse or a blood relative. It is in their best interest for Soldiers to select the right person to ensure compliance with their wishes.

When a Soldier doesnâ&#x20AC;&#x2122;t elect anyone or elects someone who isnâ&#x20AC;&#x2122;t a blood relative, the Soldierâ&#x20AC;&#x2122;s PADD will be determined by the order of precedence. If immediate family isnâ&#x20AC;&#x2122;t available, the Army will attempt to find a relative of the Soldier. If that fails, the Secretary of the Army will make these decisions for the Soldier.

The Department of Veterans Affairs has contracted with Prudential Insurance to provide low-cost life insurance to all Soldiers who wish to have coverage. Soldiers automatically join the service with coverage of $400,000, but may choose to decrease in $50,000 increments or cancel it at any time.

Again, it is each Soldierâ&#x20AC;&#x2122;s responsibility to keep their â&#x20AC;&#x153;casualty documentsâ&#x20AC;? up-to-date. If a Soldier becomes a casualty, the Army wants to be able to quickly notify the appropriate family members, and if the Soldier pays the ultimate sacrifice, the Army wants to ensure it executes the Soldierâ&#x20AC;&#x2122;s intent. Leaders must provide every opportunity for Soldiers to update their records, and the human-resources specialist must fully understand â&#x20AC;&#x153;casualty documentsâ&#x20AC;? and be able to articulate the problems with some elections and decisions made by Soldiers.

They also need to be able to provide guidance to each Soldier so the Soldierâ&#x20AC;&#x2122;s intent is captured and that the military member fully understands the ramifications of individual decisions.

In September, commissaries worldwide will open their doors to single service members for Commando events, offering groups opportunities to learn more about their commissary benefit while competing for cash prizes worth up to $1,500 from DeCAâ&#x20AC;&#x2122;s industry partners. â&#x20AC;&#x153;This year, Commissary Commando is going online in a way it never has before,â&#x20AC;? said Command Sgt. Maj. John M. Gaines Jr., senior enlisted advisor to the DeCA director. â&#x20AC;&#x153;So many of our younger junior-enlisted customers use social media like Facebook and YouTube every day, that we felt it was crucial to move the conversation about the commissary benefit to the venues they use to communicate and allow them to express in their own words what the commissary benefit means to them.â&#x20AC;?

Army Updates Womenâ&#x20AC;&#x2122;s Readiness Protocols

The U.S. Army Medical Command has recently updated protocols for womenâ&#x20AC;&#x2122;s readiness related to Pap smear and STD screening. The policy now reflects recent consensus studies from several professional organizations including the American College of Obstetrics and Gynecology and the American Society for Colposcopy and Cervical Pathology.

It will be easier to embrace the changes for health care providers, patients and all concerned if there is a clear understanding of the medical evidence leading to the new protocols. The causative factor for cervical cancer is the Human Papilloma virus. HPV is a sexually transmitted virus and safe sex using condoms is always advocated, but the nature of HPV makes it hard to avoid. In adolescents and young women under 21, the virus usually clears and goes away within 24-36 months.

The adverse effects, both emotionally and physically, of discovering HPV on a Pap test and then doing biopsies and further treatments led to the protocol to start Paps on women at 21 years of age. This approach will be taken not only for beneficiaries but also for the active duty fe-

male population as well. Women with histories of normal Pap smears can continue to have Paps every two years during their 20s. Women aged 30 and above with normal histories and three normal Paps can have the test every three years. Any women with an abnormal pap and biopsy showing moderate grade or high grade HPV effect must continue Paps yearly to ensure that the HPV has cleared and not persisted.

Women of all ages, including teens should always make appointments yearly for the well woman exams. For women up to 26, this provides an opportunity to obtain the Gardasil vaccine â&#x20AC;&#x201C; a three-injection series that can prevent HPV if the woman has not already been exposed at an 80 percent level on the cervix and 70 percent level for external HPV warts. Additionally, contraceptive issues, sexually transmitted disease testing, pre-pregnancy and abnormal bleeding concerns, to name a few, can be addressed.

For the active duty population, the MEDPROS screening is simplified as follows: Category 1: No Paps under age 21. STD testing up to age 24 and then individually decided for those over 24 and at risk for STDs. Women over 21 should have Paps per age guidelines as discussed above. If a woman has

had an abnormal Pap and has been fully evaluated with colposcopy and biopsies, she can be medically cleared for deployment. Women may be exempt from Paps due to hysterectomy and removal of the cervix for non-cancerous reason.

Category 2: No longer applies.

Category 3: Women with abnormal Paps who are not fully evaluated will be given a temporary profile that will not allow the active duty woman to deploy to an immature theatre until full evaluation has been done.

Category 4: Cervical cytology is not current. Refer to the actual guidelines for a clearer understanding.

With all these new changes, remember to discuss any concerns or questions with your practitioner in the Active Duty Clinic, your primary care manager or the womenâ&#x20AC;&#x2122;s health practitioners: Kim Parks, family nurse practitioner, or Kathleen Moffitt, certified nurse midwife. Soon, the Womenâ&#x20AC;&#x2122;s Health division within Primary Care at Kenner Army Clinic will be able to schedule colposcopy appointments for abnormal Paps for beneficiaries and active duty Soldiers.

Increased Bike Traffic Reason for More Vigilance

Bicycle traffic is increasing dramatically on Fort Lee. More bicycles are being used to attend training classes and the increased numbers of housing units are putting more recreational riders on the road. It is evident that both motorists and those using bikes must be more vigilant and aware of each other. Bicycle riders shall obey all Virginia traffic laws.

The VDOT bicycle laws can be found at www.vdot.virginia. gov/programs/bk-laws.asp. The Provost Marshal will enforce Virginia and Fort Lee bicycle laws.

The Fort Lee policy, the Single Source Safety Document, states the following: a. Bicycles operating on the roadways of this installation during the hours of darkness (dawn through dusk) will be equipped with a headlight and reflective markings, front and rear. Markings may be either reflectorized paint or tape not less than 4 inches in length. b. All personnel riding bicycles on Fort Lee will wear approved helmets. An approved helmet is one that meets or exceeds the American National Standards Institute or SNELL Memorial Foundation Standards. c. The use of headphones and earphones is prohibited while

operating a bicycle on Fort Lee. d. The provost marshal is responsible for the enforcement of this requirement. e. Unit commanders will do the following: (1) Ensure Soldiers under their command are familiar with this requirement.

(2) Enforce the policy found in this document in areas under unit control.

Bicycles are legally considered â&#x20AC;&#x153;vehiclesâ&#x20AC;? on Fort Lee and Virginia roadways. That means bicyclists must obey the rules of the road like drivers of any other vehicle and must be treated as equal users of the road by all other vehicles.

The best way to avoid accidents is to be prepared and be

aware of other vehicles around you. Avoid common bicyclist errors and common motorist errors committed around bicyclists.

Here are some safety tips for bike riding: Obey traffic signs and signals â&#x20AC;&#x201C; Bicycles must follow the rules of the road like other vehicles.

Never ride against traffic â&#x20AC;&#x201C; Motorists are not looking for bicyclists riding on the wrong side of the road. State law and common sense require that bicyclists drive like other vehicles.

Follow lane markings â&#x20AC;&#x201C; Do not turn left from the right lane. Do not go straight in a lane marked â&#x20AC;&#x153;right turn only.â&#x20AC;?

Do not pass on the right â&#x20AC;&#x201C; Motorists may not look for or see a bicycle passing on the right.

Scan the road behind you â&#x20AC;&#x201C; Learn to look back over your shoulder without losing your balance or swerving. Some riders use rear-view mirrors.

Keep both hands ready to brake â&#x20AC;&#x201C; You may not stop in time if you brake one-handed. Allow extra distance for stopping in the rain since brakes are less efficient when wet.

Dress appropriately â&#x20AC;&#x201C; In rain wear a poncho or waterproof suit. Dress in layers so you can adjust to temperature

ducation has long been a tool for building understanding, cooperation and respect between individuals and groups.

America’s military, through the International Military Education and Training program, has done this for 50 years. At the Army Logistics University at Fort Lee, the International Military Student Office oversees the training of more than 120 students from 52 countries.

Here in Central Virginia, the international students’ focus is on logistics. They are enrolled in the ordnance, quartermaster and transportation Basic Officer Leaders Course, Combined Logistics Captains Career Course, Theater Logistics and a master’s program with Florida Institute of Technology among many other instructional programs.

International students from as near as Jamaica and Canada are studying side by side with students from as far away as Thailand and Afghanistan.

Saudi Arabia, with 22 students, has the largest contingent. The nations with only one student currently here are Armenia, Australia, Austria, Brazil, Ghana, Hungary, Kazakhstan, Lithuania, Moldova, Mongolia, Morocco, Pakistan, Portugal, Singapore, Slovakia, Slovenia, South Africa, St. Kitts, Swaziland, Switzerland, Taiwan, Tunisia, Ukraine and Yemen.

“Providing educational opportunities for military members from allied and friendly countries benefits militaryto-military relations,” said Richard Helfer, director of IMSO. “It increases the understanding and defense cooperation between the United States and foreign countries.

Our program also boosts the ability of foreign national military and civilian personnel to absorb and maintain basic democratic values and protect internationally recognized human rights.”

Fort Lee’s IMSO is one of about 150 military schools and installations that provide formal military and technical instruction in more than 4,000 courses to roughly 7,000 foreign students a year, according to IMET’s website. Mobile education teams also take curriculum to host countries. Key senior military and civilian officials may

And now there’s Top Cop. The Training and Doctrine Command event, a showcase for Soldier and law enforcement skills, concluded its second annual competition Friday at Fort Eustis.

The winners – Staff Sgt. Kyle Daun of Fort Eustis and Spc. Fulgencio Rodriquez of Fort Jackson, S.C., were announced as such during an informal awards ceremony later in the evening.

The two Fort Lee entrants, Pfc. Trevor Stringer and Sgt. Brett Siebenhaar, are assigned to the 217th Military Police Detachment. They were among 12 contestants representing six TRADOC installations vying for titles in the Soldier and NCO divisions in the competition. Events included medical response, obstacle course, active shooter and physical training test over the course of two days.

Although his Soldiers didn’t take home the top prizes, Capt. Christopher Delatorre, commander of the 217th, said he is pleased with their showing in the competition.

“I’m very proud of them,” he said.

“They gave it what they had and per-

formed very well.”

The competition featured the medical response, domestic violence and written exam on the first day but went into full swing the next, beginning with a 17-station obstacle course, followed by the stress fire and active shooter events.

The obstacle course proved to be the most challenging event, said Stringer.

“It was grueling,” he said.

Although it was a competition, Siebenhaar said Top Cop was also a training event, one that bettered his skills and challenged him at the same time.

“It was a very good experience,” said the Charlotte, N.C., native. “It was a lot of intense, strenuous training. It was good for what we do every day on the road.”

Stringer shared his fellow Soldier’s sentiment. “It was definitely a learning experience,” said the Brandon, Miss., native, “and it was definitely an honor to learn from the subject matter experts, to kind of take that knowledge home with us to use on the road.”

Staff Sgt. Jenny Brock of Fort Jackson and Spc. Nick Downing of Fort Eustis earned the runner-up award in the NCO and Soldier divisions.

Use hand signals – Hand signals tell motorists and pedestrians what you intend to do. Signal as a matter of law, courtesy and self-protection.

Choose the best way to turn left – There are two choices: (1) Like a vehicle: signal to move into the left turn lane and then turn left. (2) Like a pedestrian: ride straight to the far side crosswalk. Walk your bike across.

Make eye contact with drivers – Assume that other drivers do not see you until you are sure that they do.

Eye contact is important with any driver who might pose a threat to your safety.

Look out for road hazards – Watch out for parallelslat sewer grates, gravel, ice, sand or debris. Cross railroad tracks at right angles.

Use lights at night – Use a white headlight visible from at least 500 feet ahead and a rear reflector or tail light visible up to 300 feet from behind.

Keep your bike in good repair – Adjust your bike to fit you and keep it working properly. Check brakes and tires regularly. Routine maintenance is simple and you can learn to do it yourself.

Among the 13 NCOs and 13 junior enlisted Soldiers vying for the top Army titles are military policemen, infantry troops, engineers, field artillerymen and others. All have earned the right to compete for Best Warrior by first winning unit, post and major Army command-level competitions over the past year.

“The goal of the upcoming competition (at Fort Lee) is to select the best of the best,” reads an Army fact sheet.

“The program promotes warrior development through self-study. It serves as a focal point where junior and senior troops can demonstrate the proficiency of the U.S. Army Soldier and the spirit of excellence that exists across the service.”

Every NCO and Soldier who supports the competition understands the importance, said Army Logistics University NCO Academy 1st Sgt. Garrick Griffin.

Recalling his days as a U.S. Army Drill Sergeant of the Year competitor (2002), he said it’s a “badge of honor” to

even be selected as a nominee for an Army-level event of this nature.

“This is the third Best Warrior competition I’ve been involved with at Fort Lee, and the common thread throughout all of them is the quality of Soldier who comes here to compete,” Griffin said. “They recognize the importance of representing their unit, their post, their major command and even the U.S. Army itself. All of them are winners, regardless if they walk away with the title of U.S. Army NCO or Soldier of the Year, and that’s what makes this competition significant. These individuals serve as the model of what it means to be a member of the U.S. Armed Forces and what can be accomplished with the right spirit and dedication.”

Reflecting on his role this year as the event coordinator for the Army Physical Fitness Test and a trial run of the new Army Physical Readiness Test, Griffin said he shares the CASCOM command sergeant major’s vision of excellence above all else.

“This is a showcase of the new Fort Lee as well,” he said. “We want the rest of the Army to know what we’re about; that the quality of training and professional excellence here is at par or even exceeds that of other installations across the Army. And, more importantly, we want this competition to stay here because we offer everything that makes it successful year after year.”

Fort Lee Shakes, Rattles, Keeps Rolling

Just before 2 p.m. Tuesday, Fort Lee personnel found themselves on shaky ground as a 5.8 magnitude earthquake rumbled in Mineral, a small town located in Louisa County about 60 miles northwest of here.

Post workers evacuated their buildings, many wondering what had happened and others knowing exactly what had occurred but not absolutely sure of the appropriate response.

Norma Hernandez, the Family Support Readiness Assistant for the 530th Combat Sustainment Support Battalion, was on the phone when the ground began to tremble.

“Both of us asked if the other felt and heard the commotion,” Hernandez said. “I ran out of my office and into the hallway and didn’t see anyone else. I began to think we’d imagined it.”

Jake O’Donnell, a lifeguard at the Battle Drive Pool, had just climbed off the lifeguard stand and thought the chair was falling. Then the fence began to rattle.

“Everyone immediately grabbed their phones to check for information,” he said. “We all looked at Facebook and realized it was happening all over.”

U.S. Army Garrison, Fort Lee media relations officer Stephen Baker used social media to provide information and community updates, and give family members of Soldiers in training some peace of mind while waiting to hear from their loved ones.

“We were relieved to have this tool for communicating important information directly to the people who needed and wanted it most during the earthquake,” Baker said.

Minimal structural damage was sustained on the installation. Floor and wall cracks had appeared in several buildings and the Army Logistics University sustained damage to a doorway. The Petroleum and Water Department counted more than twenty cracks in its cinder block walls, many of them spanning the height of the wall.

“The building shook heavily during the earthquake,” said Robert Bowen, PWD operations officer. “It was felt strongly on this side of the installation.

At the ALU, the quake also caused floor tiles to separate along the Basic Officer Leadership Course corridor.

Staff Duty Watch Officer Bill Lawson described the effects of the event at the four-story building as frightening.

“It was very loud and nerve-wracking here,” he said.

Fort Lee Fire and Emergency Services and the Department of Public Works sprang into action, assessing damages and ruling out natural gas leaks.

“Fort Lee Crisis Management leaders reported to the Emergency Operations Center/Installation Operations Center in a timely fashion,” said Thomas Nelson, an IOC operations specialist. “It’s all due to the training we’ve conducted as part of the installation’s all-hazard response exercise program.”

emergency notification system sounded an all clear and most organizations were back to work.

“A mass warning and notification system is a top priority for the installation’s emergency management program,” said Brendan Bowman, Plans and Operations specialist. “In a no-notice incident like an earthquake, MWN cannot be executed until immediately following the incident.”

The all-clear many people heard related to severe weather conditions and the IOC is working to expand their tools and technology.

“We’ve identified the need to be responsive to all hazards,” said Alexia Fields, a Plans and Operations specialist at the IOC. “Funding has been acquired to update and further integrate the Big Voice, Siren Towers, Communicator NXT and other mass warning notifications tools here that notify the public in case of emergencies. Our goal is to ensure that the notification system is responsive and timely in its notifications to the Fort Lee community.”

Tuesday’s earthquake was the strongest here since 1897, according to the U.S. Geological Survey website.

“Although earthquakes are rare in Virginia, the experience should serve as a reminder to everyone about the

importance of emergency preparedness,” said Claude McRae, Plans and Operations Division chief.

“Individuals, building managers and leaders should review their localized emergency response plans and exercise them on a regular basis. An excellent response plan is useless unless it is practiced.”

Fort Lee’s next opportunity to shine in a crisis situation may come sooner than later, with Hurricane Irene dancing a destructive jig off the Atlantic Seaboard. See page 14 in this weeks Traveller for more information.

Chances of another trembler in the foreseeable future are unlikely although, the U.S.G.S. is not ruling out the possibility of aftershocks.
