Strengthening Bonds through Faith, Military Life

We are wives, mothers, grandmothers, great grandmothers, professionals, active and retired military and dependents. We are new arrivals and second or third tour returnees. Some have been here 30 or more years.

Our mission today mirrors the Military Council of Catholic Women’s worldwide statement: “MCCW reflects a visible presence of Christ in military communities by fostering and nourishing women in spirituality, leadership and service. Inspired by the Holy Spirit, MCCW serves as a vital enhancement of the religious support of military chapels.”

MCCW is designed as a gathering place to open the hearts and minds of women to more fully bring God into our lives, the lives of our families, our community and to support each other through the challenges of our military lifestyle.

Our meetings provide an opportunity to unite in prayer, learn, share and grow together in our knowledge of God,

our Catholic faith and the Church, thus strengthening our baptismal call to holiness.

After World War II, Catholic women’s organizations at American military posts in Europe increased both in number and in importance. In 1955, representatives from these groups met in Berchesgarten, Germany for the first annual training conference of what became the Military Council of Catholic Women. Two years later, this group affiliated with the National Council of Catholic Women (a U.S. diocesan group) and adopted its organizational structure. MCCW became a vital part of most Catholic American military chapels overseas, assisting in areas such as religious education, service to the poor and liturgical and social functions.

When these women returned to the United States, they longed to instill the same enthusiasm and sense of purpose in women’s groups at U.S. military chapels. In 1970, three chaplains and eighteen women representing seven Army installations in the United States met at Fort McPherson, Ga., and formed the first stateside MCCW, from which the MCCW-USA grew, to include all the military services. In

2005, MCCW-USA and MCCW-Europe were directed to restructure into one organization by the Chief of Chaplains.

MCCW-Worldwide hosted the first worldwide conference in October 2006, debuting a unified Military Council of Catholic Women.

Throughout the past 50 years, programs have stretched the talents and interests of the multi-cultural women at Fort Lee including: Bible studies, altar linens, nursing home visits, pregnancy center baby items, prison ministry, prayer line, pillow corsages, crochet classes, baptismal bibs, bake sales, VA Hospital Christmas stockings, AIT Movie Night, blankets for VA Hospital patients, and the Prince George Food Pantry.

Meetings are usually held on the first Friday from September-May in the Fellowship Hall at Memorial Chapel from 9:30 a.m. - 12:30 p.m. Our time together includes fellowship, membership and special program discussions, and spiritual enrichment. This year we will sponsor four Monday evening meetings. Free on-site child watch is provided. No reservations are required.

‘Kings of the Road’ Close Final Chapter of a Storied History

The Kings of the Road – the 64th Transportation Company, 530th Combat Sustainment Support Battalion, 49th Quartermaster Group – closed another chapter in its history during an inactivation ceremony Friday at the Post Field House.

The 64th, first activated in 1936 as a quartermaster truck regiment, operated at a number of installations including Fort Leonard Wood, Mo., Fort Sill, Okla., Fort Knox, Ky., Okinawa, Japan, Fort Bragg, N.C. and Fort Lee. “It is with great pleasure and honor that I am a part of this historical ceremony,” said Lt. Col. Albert Tapp, 530th CSSB commander.

“The 64th is one of the most decorated units in the 49th Group,” Tapp said. “With its 10 streamers signifying its proud history, the guidon will soon travel to the Department of Heraldry until called for

activation again if needed.”

Tapp went on to commend the company and its leadership during the processes leading to the unit’s inactivation.

“I have to say the unit’s performance was outstanding and the best I have seen,” he said. “I wish the best for all Soldiers assigned to this unit as they move on to new assignments, many to units outside of the Fort Lee area.

The unit’s commander, Capt. Taron S. Dukes, thanked the members of the unit for making his job easy.

“All of the successes of this company, I have enjoyed because of the excellent Soldiers, NCOs and leaders under my command,” he said. “I am honored to have served with each of them.”

The members of the 64th recently completed a yearlong deployment to Iraq and Kuwait in support of Operation Iraqi Freedom and Operation New Dawn.

Other significant combat tours include support of World War II in New Guinea, and a tour to Vietnam in 1966.

The Army is looking for talented Soldiers to star in a series of public service announcements in support of the Chief of Staff of the Army’s campaign on property accountability.

Soldiers of any rank, gender or race with a clear speaking voice who are available for filming Oct. 25-27 may audition.

The public service announcements will air on the Armed Forces Network, the Pentagon Channel, installation networks and the web. If selected to be a cast member in the series, your place of duty will be the film location for the two and a half days of rehearsal and filming. No TDY authorized.

Blood Drive The 266th Quartermaster Battalion, 23rd QM Brigade is set to host the Fort Bragg Blood Donor Center Oct. 29, 7 a.m.

All community members are encouraged to support this drive. Prospective donors will be screened by nurses prior to giving blood.

Poker Run, Bash Family and Morale, Welfare and Recreation is hosting a Biketoberfest poker run and Monster Bash Oct. 29.

The Biketoberfest costs $15 per rider and $10 per passenger. Proceeds will benefit the McGuire Veterans Affairs Hospital. Register at the HideAway Oct. 29, 9 a.m. - noon. The poker run will go through the Tri-Cities and is expected to conclude by 3 p.m.

event is open to the Fort Lee community, even if not riding in the earlier poker run.

Capture History Fort Lee is seeking the community’s help for one of the largest historical documentation projects in the installation’s history.

Any individual – on or off post, military or civilian – is invited to bring historical documents connected with the pre-Camp Lee era (before 1917) through 1954 and the Women’s Army Corps Training Center to the Quartermaster and Women’s Museums on Oct. 22, 9 a.m - 3 p.m. The items will be photographed or scanned and returned to the owner.

Ammo Tech Course Graduates First Class at Lee

Months of planning and coordination came to fruition during a ceremony at the Army Logistics University Oct. 14.

ALU’s Technical Logistics College graduated its first Ammunition Technician Warrant Officer Class at Dickerson Auditorium, capping an extensive effort to move the course from it former location at Redstone Arsenal, Ala. “We’ve worked this for a full year before (the students) got here,” said Chief Warrant Officer 3 Christopher Haynes, the class instructor/writer. “It is a special day.”

More than 75 people attended the event.

They included the leadership of the Technical Logistics College and Chief Warrant 4 David Turner, the guest speaker who is currently assigned as a munitions subject matter expert at the Department of the Army.

The 11-week course relocated here as a result of the Base Realignment and Closure mandate that moved two Ordnance Schools, the Transportation School along with sev-

eral thousand students to Fort Lee to join the Quartermaster School. Haynes said bringing the various schools to one location has its practical merits.

“We’re able to integrate with the rest of the logisticians here,” said Haynes, “so we can get a more well-rounded aspect as we train.”

The ATWOC class is one of ALU’s smallest. The recent graduates, Warrant Officer Basic Class 0006-11, numbered only eight.

Haynes said small class sizes are the norm for this particular course.

“Our max is eight so we can ensure they get the proper, one-on-one instruction they need from a technical aspect,” he said.

The ATWOC graduates are typically assigned as ammunition managers.

“Some will work for a colonel at the brigade level,” said Haynes, “and some will run an ammunition supply point. Those positions are interchangeable, and they are trained for both.”

Haynes said he expects six to seven ATWOC classes to graduate per year. The second ATWOC is currently in session.

23rd QM Bde. Promotes Bike Safety The 23rd Quartermaster Brigade conducted a motorcycle safety ride Friday in response to the recent loss of a brigade Soldier and the record increase of Soldier fatalities Army wide related to motorcycle use.

The intent of these events is to foster an environment of mentorship and support to motorcyclists within the brigade. These events will ensure familiarity with appropriate safety precautions and risks while reinforcing the skills necessary to ride safely.

A common thread among both briefs was “ride your ride.” With this phrase, both senior riders encouraged the members of the group to ride safely within their own comfort zones. After all the participants arrived at their destination, they conducted an After Action Review to allow the experienced riders to share behaviors they identified on the road and offer suggestions to improve riding habits.

Dinkelman said the ride set the foundation for many events to come including those at the battalion and brigade level. He predicts these events will continue to grow as participants encourage other riders to take part.

Lee Joins Prescription Drug Take Back Drive Fort Lee will conduct its second Prescription Drug Take Back Day on Oct. 29 from 10 a.m. to 2 p.m. at the visitor center adjacent to the Lee Avenue access gate.

Prescription Drug Take Back Day is a national effort that addresses one of America’s deadliest hazards – unused and/or outdated medications found in bathroom cabinets, kitchens and bedside tables in nearly every home across the country.

Abuse of prescription drugs – whether it’s codeine from that last root canal or vicodin for persistent back pain – stands as the second leading cause of accidental death across the nation (marijuana is the most prevalent illegal drug problem). More than seven million Americans currently abuse prescription drugs, according to the 2009 Substance Abuse and Mental Health Administration’s National Survey on Drug Use and Health.

To help address the problem and foster safe and healthy military communities, Army installations across the U.S. are once again partnering with the U.S. Drug Enforcement Agency and state and local law enforcement offices for

the semi-annual drive that encourages households to safely eliminate unneeded prescribed medications by turning them in for proper disposal.

All active duty military, reservists, family members, civilian employees and retirees can anonymously turn in any sort of medication or prescription drug during the take back drives at Fort Lee and any other Army installation.

The potential for abuse, overdose and environmental harm associated with the incorrect disposal of prescription drugs are serious concerns for the entire country, according to the DEA. Unused, unwanted or expired prescription medications are a public safety issue as well, leading to accidental poisoning, overdose and a catalyst for drug abuse.

This event is a prime opportunity to raise community awareness, educate the Army Family on the dangers of prescription drug abuse, and help make military installations a safer place to live and work, according to Linda Martinez, Army Substance Abuse Program manager for Headquarters IMCOM. “During the most recent National

Throughout the U.S., approximately 4,000 state and local law enforcement agencies also participated in the previous two National Prescription Drug Take-Back Days.

The American public has turned in more than 309 tons of pills and medication during the combined events.

The Fort Lee ASAP office is coordinating the local drive, and law enforcement personnel from the Provost Marshal Office will be present at the drop off locations as prescribed by DEA protocols.

Follow These Tips for Safe Halloween

Halloween is a fun time for kids, but it is also an important time to be extra vigilant for possible safety hazards so your children are not harmed during the festivities.

Parents and kids who are old enough to go our trickor-treating on their own should be aware of the established hours for door-to-door Halloween activities. They are 6-8 p.m., Oct. 31. Most of the civilian communities in the surrounding area have set similar time limits.

Trick or treating isnâ&#x20AC;&#x2122;t what it used to be. Itâ&#x20AC;&#x2122;s not safe to let younger kids walk the streets alone. The excitement of older children and adults at this time of year sometimes metimes makes them forget to be careful f l as well. Some tips to make Halloween safe include the following: â&#x20AC;˘ Go only to well-lit houses and remain on porches rather than entering the home. â&#x20AC;˘ Travel in small groups and be accompanied by an adult. â&#x20AC;˘ Bring treats home before eating them so parents can inspect them. â&#x20AC;˘ Use costume knives and swords that are flexible, not rigid or sharp.

When walking in neighborhoods, kids should: â&#x20AC;˘ Use flashlights, stay on sidewalks and avoid crossing yards. â&#x20AC;˘ Cross streets at the corner, use crosswalks (where they exist), and do not cross between parked cars. â&#x20AC;˘ Stop at all corners and stay in a group before crossing. â&#x20AC;˘ Wear clothing that is bright, reflective and flame retardant.

â&#x20AC;˘ Consider using face paint instead of masks. (Masks can obstruct a childâ&#x20AC;&#x2122;s vision). â&#x20AC;˘ Avoid wearing hats that will slide over eyes. â&#x20AC;˘ Be reminded to look left, right and left again before crossing the street.

Parents and adults should: â&#x20AC;˘ Supervise the outing for children under age 12. â&#x20AC;˘ Establish a curfew (a return time) for older children. â&#x20AC;˘ Prepare homes for trick-ortreaters by cleaning porches, treat lawns, and sidewalks and by placing jackoâ&#x20AC;&#x2122;-lanterns away from doorways and landings. â&#x20AC;˘ Avoid giving choksuch as gum, peanuts, ing hazards haza hard candy, or small toys as treats to young children. â&#x20AC;˘ Inspect all candy before children eat it. â&#x20AC;˘ Make sure children under age 12 are supervised as they cross the street. â&#x20AC;˘ Drive slowly. â&#x20AC;˘ Watch for children on streets and medians. â&#x20AC;˘ Exit driveways and alleyways carefully. â&#x20AC;˘ Have children get out of cars on the curb side, not on the traffic side.

Halloween poses special risks to young pedestrians.

For example, most of the time children spend outdoors is typically during daylight hours. However, Halloween activities often occur after dark. Also, children engaged in trick or treat activities frequently cross streets at midblock rather than at corners or crosswalks, putting them at risk for pedestrian injury.

Many parents overestimate childrenâ&#x20AC;&#x2122;s street-crossing skills. The pedestrian skills of children are limited by

several factors related to their physical size and developmental stage. For instance, young children may lack the physical ability to cross a street quickly, and often results in choosing the shortest route rather than the safest route across streets, often darting out between parked cars. In addition, young children do not evaluate potential traffic threats effectively, cannot anticipate driver behavior, and process sensory information more slowly than adults.

Make Halloween a fun, safe and happy time for your kids and theyâ&#x20AC;&#x2122;ll likely carry on the tradition that you taught them to their own families some day.

A collection of rare and fully operational World War II-era fighter planes and heavy bombers can be seen and boarded Friday through Monday at the Chesterfield County Airport, 7511 Airfield Drive, Richmond.

Travelling to 110 cities across the country this year, the Wings of Freedom Tour is a celebration of American ingenuity in the air-power arena. The mighty B-17 Flying Fortress and the heavy bomberâ&#x20AC;&#x2122;s â&#x20AC;&#x153;little friend,â&#x20AC;? the P-51 Mustang, are among the aircraft that can be seen, explored and even boarded as owners offer 30-minute flights throughout the weekend.

Few aircraft were spared from being scrapped for their raw aluminum after the WWII. The B-24J and P-51C Mustang on display this weekend are the sole remaining aircraft of their type still flying in the world. The B-17 is one of only 10 in flying condition in the U.S. The flying fortress and the Consolidated B-24 Liberator were the backbone of the American war effort from 1942 to 1945 and were famous for their ability to sustain damage and continue to accomplish the mission. Despite the risk of anti-aircraft fire, attacking enemy fighters and subzero temperatures, many B-17s and B-24s safely brought their crews home.

The P-51 Mustang earned its nickname by saving countless crews from attacking axis fighters during the war. Its superior power and maneuverability during that time made it a formidable fighter and Mustang pilots were credited with 4,950 enemy planes shot down during WWII alone.

Because of their importance to the American and allied fighting forces, each of these aircraft continues to tell the story of the countless victories and sacrifices of our air forces.

Admission to the Wings of Freedom Tour is $12 for adults and $6 for children under 12. WWII veterans can tour the aircraft at no cost. Thirty-minute flights in the historic planes start at $425.

The Wings of Freedom Tour is hosted by the Collings Foundation, a non-profit education group devoted to organizing living history activities. Their events introduce visitors to a wide range of history and heritage through direct participation.

Multitasking Sustainers Finalize Logistics Mission at Habur Gate

HABUR GATE, Iraq – With tears streaming down their cheeks, a group of Kurdish men waved goodbye to their friends, a small contingency of U.S. soldiers who have finally completed their mission here.

Fourteen Soldiers from the 77th Sustainment Brigade, 310th Expeditionary Sustainment Command finalized their logistics support requirements Sept. 30 at Habur Gate, turning over the Ibrahim Khalil Border Complex to the government of Iraq. The bulk of the Soldiers’ success rested on their ability to multitask, both teaching and performing their professional and personal skills to one another and to the local Kurdish workers.

Supplies, equipment and food are transported through Turkey and into Iraq daily to sustain both civilian and military personnel in country. Local nationals help facilitate this daily, million-dollar operation. LTF-77th Soldiers ensured that Kurdish workers were properly trained and able to perform their tasks, sometimes spending as much as 10 hours a day to ensure their efficiency.

Second Lt. Gerard Sullivan, the officer-in-charge of

Logistical Task Force 77th, Special Troops Battalion, 77th Sust. Bde., said many of the local nationals had only gone as far as the third grade and that many were illiterate.

“Those were the guys we worked with every day,” said Sullivan, who previously worked as a teacher in Honduras for two years.

He said that perhaps the most memorable training was the unforeseen training the Soldiers taught their Kurdish counterparts.

“They have a heart as big as gold, but a lot of them are just not experienced,” said Sullivan about the more than 120 Kurdish contractors working with them at the complex.

Hiring family members, regardless of their training or experience, is a common practice for people in this area, Sullivan said.

“It’s like, ‘This guy is my sister’s brother, so he’s the new air-conditioning guy,’ or ‘This guy is my cousin, and he’s the new reception desk guy,’” he said.

“They were working for us, but didn’t know how to do their job,” said Master Sgt. Ricky Pittman, the noncommissioned officer in charge of LTF-77th and a native of New Orleans Parish, La.

Despite the lack of training among the Kurdish workers, they made the job easier and were eager to learn, said Spc. Ray Hughes, the noncommissioned officer in charge of communications for LTF-77th and a native of Harleysville, N.J. Although nearly all of the 77th Sust. Bde. Soldiers here were Combat Lifesaver certified, the Kurdish had little medical training.

“I ran a small, three-day class with the Kurdish army, teaching them basic medical skills to stop bleeding and open up airways,” said Spc. Jonathan Frick, the noncommissioned officer in charge of the aid station at Habur Gate for the 77th Sust. Bde. and a native of Dorothy, N.J. Frick added that there was even a Kurdish army medic in attendance. He said he was motivated to train the locals because he knew that these medical skills might one day save a life.

With the U.S. mission coming to a close, the Ibrahim Khalil Border Complex will be used by the Kurdish customs administration and also will be a symbol of the cooperation between the U.S. Army and Kurdish people, said Khorshid Yousif, a liaison officer between the complex and the U.S. forces here.

Birth Control Options, Best for Patient

What’s available ? and What’s right for me? are two of the most common questions women have regarding contraception. Women have a vast array of contraceptive choices. Contraception can be broken down into broad categories: hormonal and non-hormonal. Hormonal birth control also can be used to control the menstrual cycle, decreasing the amount and length of period as well as decreasing menstrual pain/cramping.

Hormonal Birth Control Hormonal birth control is reliable, easy to use, effective and safe for most women. There are non-contraceptive benefits to taking hormonal birth control that include lighter, shorter and less painful periods as well as decreased acne. The risk of developing uterine and ovarian cancer is lower in women who have used hormonal birth control. It is normal to have some irregular periods as your body adjusts to hormonal birth control.

There are some potential side effects and risks. The most serious problems are developing blood clots in the legs or lungs, heart attack and stroke. The risk of these complications is quite low in most healthy women but need to be discussed with the prescribing provider. For your health care provider to assist you in choosing the best and safest birth control method, share your medical/ health history.

The effectiveness of hormonal birth control can decrease when taken in combination with other medications and back-up non-hormonal birth control should be used.

The most common medications to decrease birth control effectiveness are antibiotics, steroids and seizure medications, which also can be used for migraine prevention.

Hormonal birth control is immediately reversible with discontinuance except the injectable (shot) form. It is possible to become pregnant right after stopping or being off schedule on hormonal birth control, but it often takes a few months for periods to return to like before starting birth control.

The Pill: Some contain both estrogen and progestin (referred to as combo pills) that are extremely effective with one to three pregnancies per 100 women who never miss a pill. Another type of pill contains progestin only (sometimes referred to as the mini-pill) and is recommended for breastfeeding mothers as well as some women who should not take estrogen due to certain medical conditions. The mini pill is nearly as effective as the combo pills if the woman is careful to take her pills very close to the same time each day. Another option is decreasing the number of periods per year using “extended cycle” birth control, with the goal being periods every three months.

The Patch (Ortho Evra): This external product is changed once a week for three weeks per month with one patch-free week per month when the woman should have her period. The patch gradually releases estrogen and progestin into the body through the skin. The patch is as effective as combo or mini pills when used as directed. The effectiveness of the patch does appear to decrease slightly in women who weigh more than 198 pounds. An important thing to remember if using the patch is to never put the patch on your breast.

Army Must Prepare to ‘Do Less with Less’

Platoon Sergeant Helps Logistics Soldiers Get Ranger Ready

Serving as a Ranger is one of the most physically and mentally demanding assignments in the Army.

Training to be one can be even tougher. That’s why one platoon sergeant who has earned his Ranger tab is holding special physical training sessions to prepare Soldiers for their upcoming course at Fort Benning, Ga. Sgt. 1st Class Timothy Vogt, a platoon sergeant in Charlie Company, 262nd Quartermaster Battalion, 23rd QM Brigade, uses his knowledge of Ranger training to prepare advanced individual training rigger Soldiers for the tough school that is ahead of them. He started this training nearly a year ago when he arrived to the unit.

To attend the Ranger Assessment and Selection Program 1, most Soldiers have to ensure Ranger School is put into their contract and a requirement is to be airborne qualified.

On Fort Lee, the only military occupational specialty that meets that requirement is the 92R – riggers.

Pvt. Seth Dugan, who left for Ranger School Monday, said he fought to get the additional training in his contract.

“I’ve been informed about the military all my life – and I knew the Rangers were the best of the best,” he said. “I knew if I could get an MOS that I liked and it came with ranger school, I’d pick that MOS.” Even after ensuring Ranger training is in their contract, some Soldiers have second thoughts upon experiencing Vogt’s practice sessions and realizing what’s involved in the physical endurance arena alone.

“I do this training to give these guys a better chance when they get to Ranger School,” said Vogt. “The normal physical

training here is a little soft in respect to what they will get at Fort Benning. They spend a lot more time on PT down there – ‘smoke’ sessions and a lot more running – than they do here.”

The Soldiers who receive the training appreciate Vogt’s efforts.

“This training gives me confidence because someone who went through the training is training us now,” said Pfc. Joseph Uzel. “If we can do what he tells us to, I feel like I can make it during the actual Ranger training.”

Pvt. Steven Miller said he likes having a Ranger here to teach him about the upcoming training.

“It’s tough – the standard PT that we’ve been doing is not substantial enough to improve us – this ranger PT has been helpful,” Miller said. “(Vogt) gives us insight into the training because he’s honest that it’s going to suck and it’s going to be hard, but it’s nice that we have someone we can talk to about it.”

Not many Logistics Soldiers receive the opportunity to attend Ranger training, but Vogt wants the Soldiers to be prepared for the long road ahead.

“It takes a certain kind of Soldier who wants to be a Ranger. Not too many people want to do it because they are afraid,” he said. “These guys have a good idea of what they can expect in Fort Benning – this training we do is a real gut check because it gives them insight into Ranger training.”

Normally, about 20-30 percent of all applicants make it through the Ranger selection process, Vogt said. Since he started his training, about 12-15 Soldiers from the rigger school have gone and five have made it.

“The training takes up my time a little bit because there are other things I could do,” he said. “But it’s really reward-

ing, especially when the guys make it.”

As for his current crop of Soldiers going through his training, Vogt has confidence in them.

“I think all of these guys have a real good chance – as long as they don’t quit,” he said. “They are all not quitters, but once you get down there, it’s different.”

WASHINGTON – Looming budget cuts across the Department of Defense means the Army must be prepared to conduct business with less funding, and the service’s senior officer said this may also mean doing less.

“In the past during periods of austerity, we’ve said we’ll have to do more with less,” Chief of Staff of the Army Gen. Raymond T. Odierno. “As we move ahead under significant budget restrictions, we’ll have to do less with less. We’ll have to accept higher levels of risk than we have in the past. Determining where it’s best to do so is the primary task before us.”

Odierno addressed attendees at the Eisenhower Lunch, Oct. 11, at the 2011 Association of the United States Army annual meeting and exposition in Washington, D.C. A major concern for the general is the potential of a trillion dollars being cut from the Department of Defense budget over the next 10 years -- something that could happen if the “super committee” tasked to trim $1.2 trillion from America’s federal budget fails to come to a consensus.

If they fail, it’s estimated that $500-600 billion could be automatically cut from defense, in addition to the $450 billion the department is already tasked to cut. The Army would bear a significant portion of those cuts.

“A cut of this magnitude would be devastating, this would threaten every aspect of the joint force, and especially the Army -- it’s force structure, modernization efforts and ability to sustain an all-volunteer force, as well as our

complex and unpredictable,” he said. Those issues are compounded by scarcity of and competition for energy, food and water.

The general said he remains committed to a “successful resolution” in both Iraq and Afghanistan, and that after that, the Army will be free to pursue other areas of concern, such as continued stability in Asia.

He said there is consensus that future economic and security interests are great in Asia, including developing a “peaceful and constructive” relationship in China.

“We cannot ignore China’s military modernization, but it need not lead us to confrontation,” he said.

He said how America interacts with China’s neighbors, for instance, is a key part of ensuring a good relationship with that country. He said he looks forward to the Army contributing to stability in the Pacific region. There, he said, the U.S. has developed a wealth of partnership and diplomatic options that can be used.

Odierno also laid out some priorities for the Army.

Included in those priorities are winning the current fight, which means continuing to provide trained and ready forces to ongoing contingency operations such as in Iraq and Afghanistan; developing a more versatile “mix of capabilities” to enable the Army to be a more flexible provider to the joint force; continuing the commitment to “the Army profession”; and continuing to adapt leader development programs. The general also said preserving the all-volunteer force is a priority.

“We have the best all-volunteer force we’ve ever had,” he said. “We cannot waiver on this commitment.”

The general said cuts must come carefully to avoid risking the readiness of the Army.

“All of us have to realize and understand that we will get smaller, that is fiscal reality,” Odierno said. “But it’s the how that is critical. If we go too fast, we risk the current future readiness of the force and lose the flexibility to react to the uncertain security environment we find ourselves in.

We also threaten the trust that is the foundation of everything we do.”

From talking to Soldiers and veterans, Odierno said he’s learned that a primary concern about looming budget cuts involves compensation and entitlement programs.

“Everybody needs to know decisions have not yet been made,” he said. “The president recently announced a committee to study military compensation. Department of Defense will provide input. Rest assured, we are dedicated to a system that cares for Soldiers and families now and well into the future.”

Odierno said he has been involved in discussions on how to address the “fundamental tension” between the fiscal situation and an “increasingly complicated and unpredictable world.”

While he said the Army should and will be part of any solutions to the financial situation, the nation must be told the truth about the risks involved in using the Army budget to help solve the fiscal crisis.

WASHINGTON – Decreasing the number of Soldiers who are medically unfit for deployment has become a major focus of the U.S. Army Medical Command.

It was the topic of discussion by a panel of senior medical officials Oct. 10 at the 2011 Association of the United States Army Institute for Land Warfare annual meeting and exposition at the D.C convention center.

Army Surgeon General Lt. Gen. Eric Schoomaker, who heads MEDCOM and led off the discussion, said that since the drawdown, the Army has seen a growing population of medically “non-ready” Soldiers. Currently the Army’s mission readiness stands at just 85 percent according to one of the panelist, while the Guard and Reserve deployable level is much lower at 70 percent.

Schoomaker pointed out that the RC number is actually up 30 percent from three years ago. Nonetheless, these numbers have brought

concern, Schoomaker said, adding that having so many Soldiers unfit for duty is beginning to burden unit readiness.

Schoomaker said with the loss of the Army temporary end strength, “We begin to see a growing number of medically non-ready Soldiers with a smaller population of Soldiers overall available for continued demand for deployment.”

“Every Soldier that’s added to the pool of medically non-ready Soldiers taps into the availability of Soldiers to deploy and be part of the force, and this has begun to erode the readiness of the Army as a whole,” Schoomaker said. “It’s an issue the leadership of the Army has identified as a major problem for us, and turned to us and the personnel community, and all commanders in the force to come up with a solution.”

Maj. Gen. Richard Stone, deputy surgeon general for mobilization, said the Army currently has as many as 40,000 Active, Guard and Reserve Soldiers recovering from wounds or transitioning out of the military through

Warrior Transition Units across the country.

“It is clear that whatever end-strength increase that we’ve been given, we’ve used up in wounded, ill and injured and transitioning Soldiers through a cumbersome bureaucracy,” he said. “And we have continued to see escalating numbers of medically non-deployable Soldiers, with as much as 14 percent of the force unable to deploy when a brigade combat team moves forward . . . You began to understand the scope of the problem that we are faced with.”

Brig. Gen. Brian Lein, command surgeon at U.S. Forces Command, Fort Bragg, N.C., explained that over the past four years, the percentage of medical non-deployable Soldiers has remained steady at 35-38 percent.

Lein explained that non-deployable Soldiers fall into three profile categories: Those who have permanent profiles that are going to the medical evaluation or physical evaluation board that are not complex enough to go into a Warrior Transition Unit. Those who are returning from deployment who

have medical issues to be taken care of. And Soldiers who are available for deployment

by Army regulation, but who have a medical condition that prohibits them from entering a combat theater.

The general warned that if the non-deployable status remains at the current level, the Army would find it difficult to maintain unitmanning levels in the future.

“If we don’t get our arms around the non-deployable population, and the biggest population is the medically non-deployable population, we’re going to have a significant problem manning our units to get them to go downrange,” he said.

MEDCOM has already begun implementing a solution to some of medical readiness issues plaguing the Army. Schoomaker said a “top ten” campaign the command put together targets everything from good eating habits that emphasize less consumption of sugary drinks, to resiliency and comprehensive soldier fitness programs, and better medical recording keeping.

WWI Occupation of Germany Captures Author’s Interest

Alexander F. Barnes witnessed the American occupation of Germany after World War II first-hand. He was there as a child while his father was an member of the occupying force. However, it is the American occupation of Germany following the first world war that has captured his imagination and his soul.

Barnes, a retired chief warrant officer 4, recently published a book about the first Americans to help stabilize a defeated Germany. Titled “In a Strange Land: The American Occupation of Germany, 1918-1923,” his book offers a detailed account of that time period and many historical photographs. Barnes’ father was in the Air Force, and the family lived in Germany and Italy from 1959 to 1973.

When Barnes left the Marine Corps as a corporal at the end of his active duty tour, he joined the National Guard as a way to finance his college education. After completing his master’s degree in anthropology at the State University of New York at Binghamton, Barnes landed a job with the Combined Arms Support Command at Fort Lee where he has worked for 25 years as a logistics management specialist.

Years ago, Barnes began hearing and reading brief references to American troops in Germany after the Nov. 11, 1918, Armistice was signed. His research into this occupation, previously unknown to him, began in earnest about seven years ago, and his writing “got serious” two years ago.

“I wrote the book to have all of my research in one place,” Barnes joked.

He has great admiration for the doughboys that Gen. John J. “Black Jack” Pershing sent marching into Germany six days after the Armistice rather than sailing home to victory parades. A quarter of a million American troops climbed out of the trenches to form the 3rd Army and march through wintry Luxembourg and into the Rhineland area of Germany. Many of the Soldiers and Marines were ill, about 10 percent were illiterate and 90 percent were lice-infested, said Barnes. Their mission,

The Allies wanted to ensure the Germans could not use those bridges to invade their neighbors again if the peace did not hold. Their presence also guaranteed Germany paid war reparations.

Similar to civil affairs units today, the Americans created

governmental stability and community safety, established a system of justice, provided health care and distributed food to the starving Germans, said Barnes. Although there was an anti-fraternization policy, American Soldiers were billeted with German families. The generous Soldiers shared their food with these families and many married the daughters, Barnes said, so the anti-frat policy did not hold.

“I’ve spent so much time studying the city of Koblenz,” said Barnes, “I could go there and find the bars where our Soldiers hung out. Imagine being the richest guys in town with their Army pay and access to commissary and exchange goods. It had to take a lot of integrity to be unbiased and honest occupiers. And they were, to the point that the Germans cried when American troops finally shipped out for home in 1923.”

A number of noteworthy military leaders participated in the German occupation following the Great War, said Barnes, including two who would become Quartermaster Generals (Herman Feldman and Kester Hastings) and five who would later lead the Marine Corps as commandant.

George “Potsy” Clark returned to civilian life and became head coach of the Detroit Lions. William Donovan was awarded the Medal of Honor and is considered “father of the Central Intelligence Agency.” Brothers Theodore Jr. and Kermit Roosevelt, sons of President Teddy Roosevelt, were veterans of the occupation and both world wars.

Many lessons learned during this occupation were applied after World War II, said Barnes, when the Allies occupied Japan as well as Germany. As the Americans aided Germans, they also boosted the education level of their own troops. Literacy and vocational training were provided for the occupiers, Barnes said.

Although Barnes has published a book on the occupation, he doesn’t feel the whole story of that era has yet been told. Currently of interest to him are America’s help to Poland to fight Typhus and Bolsheviks, the role of American troops in Italy, the post-war occupation of Luxembourg by American Soldiers, Army Nurse Corps aid to German civilians and American administration of former German POW camps for Russians being sent home.

The Home Affordable Foreclosure Alternatives Program could provide homeowners in this situation the opportunity to transfer the property via short-sale or deed-in-lieu of foreclosure.

The benefit of a HAFA short sale is that you are no longer responsible for the difference between what you owe on your mortgage and the amount for which your home sells. You also will receive $3,000 in relocation assistance upon successful closing of your short sale or deed-in-lieu of foreclosure. To qualify for assistance through HAFA, the homeowner must be able to document a financial hardship. It is important that homeowners check with their mortgage company to determine the effects of HAFA on their credit.

The HAFA Program has just been modified to allow servicemembers to

cite a Permanent Change of Station order as the basis for their financial hardship even if their income has not decreased, so long as the borrower does not have sufficient funds to make their monthly mortgage payments. To qualify for assistance via HAFA, one must meet all of the following requirements: â&#x20AC;˘ Live in the home or have lived there in the last 12 months; â&#x20AC;˘ Have a documented financial hardship; â&#x20AC;˘ Have not purchased a new house within the last 12 months; â&#x20AC;˘ The propertyâ&#x20AC;&#x2122;s first mortgage must be less than $729,750; â&#x20AC;˘ Have obtained the mortgage on or before January 1, 2009; and â&#x20AC;˘ Must not have been convicted within the last 10 years of felony larceny, theft, fraud or forgery, money laundering or tax evasion, in connection with a mortgage or real estate transaction.

Recently, the 508th Transportation Company, 262nd QM Battalion, 23rd QM Brigade provided movement, training and equipment for the Transportation Basic Officer Leadership Course field training exercise Gypsy Bandit. It is a 5-day event where TBOLC students receive tactical movement missions from the 508th Transportation Company between training sites on and off Fort Lee. In addition to movement, the lieutenants receive training on planning and executing convoy operations as well as receive hands-on training for 13 vehicles on preventative maintenance and orientation. Essential equipment such as communication radios, and power generators for convoy and MCT operations are provided at the off-post training site. Ingredients: 12 medium fresh red radishes 12 small pimento-stuffed olives Tomato juice Directions: 1. Use a vegetable peeler to peel the radishes, but leave a few thin, scraggly streaks of red peeling to serve as the ruptured blood vessels in an eyeball.

2. Use the sharp tip of the vegetable peeler to scoop out a small hole in the center of each radish, just large enough for an olive to fit inside.

3. Stuff one olive, pimento-side-out, into each radish.

4. Place one radish eyeball in each section of an empty ice cube tray; fill with water and freeze solid.

5. At party time, pour tall glasses of tomato juice and float a pair of bloody eyeballs in each glass.

The 2011 Army Digital Photo Contest is taking entries until the end of the month.

Sixty-three years running and one of the oldest image competitions in the country, the ADPC offers Soldiers and military-affiliated civilians the opportunity to display their work for thousands of viewers as well the chance to win cash prizes.

Prospective competitors can enter images in two divisions – military and civilian. Eight different categories are available for each division. They include people, military life, nature and landscapes, animals, still life, design elements, digital darkroom and monochrome.

Military entrees must be active duty.

Civilians include Department of the Army, military retirees and family members.

As many as three images per category may be entered at the post level. A panel of judges will determine which images are forwarded to the Department of the Army level of the competition.

Traditionally, the ADPC has awarded $300, $200 and $100 for first, second and third place, respectively, although the exact amounts for this year have not been disclosed.

IUDs and the Implantable Rod are devices placed in the body and are for long-term birth control only. Theyâ&#x20AC;&#x2122;re quite expensive and special patient education and counseling is necessary. The education and counseling session must be with a health care provider trained in the insertion of these devices. If you are interested in either an IUD or Implantable Rod, call the Kenner Appointment Line and schedule an appointment for birth control counseling for IUD or Implanon.

Emergency Birth Control: Often called the â&#x20AC;&#x153;morning after pillâ&#x20AC;? or Plan B is also available through the Kenner Pharmacy to women 18 years and over without an appointment or prescription.

Women 17 or younger need an appointment and prescription. Emergency birth control is not an abortion pill. There are specific guidelines for use of emergency birth control that pharmacy staff and health care providers can explain. Emergency birth control needs to be taken within 72 hours of intercourse and is approximately 89 percent effective.

Non-Hormonal Birth Control Abstinence: Abstinence can be divided into two categories: 1) Strict abstinence, this means never having sex until you are ready to get pregnant (and yes, a woman can get pregnant the very first time she has sex). 2) Intermittent abstinence, which means not having sex when a woman is most likely to get pregnant and requires a woman to know her body and menstrual cycle. This is often referred to as natural birth control or natural family planning.

Womenâ&#x20AC;&#x2122;s Health Care providers can explain these methods in detail. Natural family planning can be used not only to prevent pregnancy but to plan the timing of desired pregnancy. Strict abstinence is the only birth control method that is 100 percent effective at preventing pregnancy.

Intrauterine Device â&#x20AC;&#x201C; IUD (ParaGard): The nonhormonal IUD has copper on the plastic device.

The copper IUD is very similar to the hormonal IUD in regard to being placed by specially trained health care providers, effectiveness and indicated for a specific group of women. The non-hormonal copper IUD is effective for up to 10 years.

Barrier Birth Control: This includes condoms both for the male and female, spermicide (chemicals that kill sperm), diaphragm and the vaginal sponge. Condoms, spermicide and the sponge are available at drug stores without a prescription. The male condom is 85-98 percent effective at preventing pregnancy and the most effective at preventing the spread of sexually transmitted infections. The female condom is about 80 percent effective; this means 20 out of 100 women get pregnant using this method. Spermicide alone is about 70-80 percent effective but is most often used with all the other barrier methods, which increases effectiveness. A diaphragm covers the cervix and is used with spermicide stopping sperm from reaching the egg. Diaphragms come in several sizes and must be fitted by specially trained health care providers.

Church Oktoberfest The Lutheran Church of Our Redeemer is holding its Fall Festival/Oktoberfest and Yard Sale are in place for Oct. 22, 7 a.m. - 1 p.m., at 1769 S. Sycamore Street, Petersburg.

The tour will include the old cooking kitchen where many of the 16 slaves who were accounted for at the tavern in 1834 lived and worked. Master story teller Jimmy Olgers will recount ghost stories associated with Dinwiddie County by the firelight in this kitchen. The tour also will include the Sutherland family graveyard behind the house.

Tours will be given every half hour from 6 p.m.-9 p.m. each night and are by appointment only. The cost is $5 per person. Funds raised will go toward the continued restoration and preservation of this historic structure.
