According to the Environmental Protection Agency, 30 percent of all energy used in buildings nationwide is used inefficiently or unnecessarily. If 10 percent of this energy was reduced in the United States, the savings would equal $20 billion.

During the past fiscal year, the U.S. Air Force alone spent double the amount of money on fuel and electricity as it did a decade ago, according to Donald White, 633rd Civil Engineer Squadron base energy manager and utility engineer.

“Energy efficiency is a big priority,” White said.

“Legislation and Executive Orders have come down the pipe for all branches of the military to cut back on energy use.”

To be exact, Joint Base Langley-Eustis must cut back energy consumption by 3 percent every year until 2015.

The task of conserving energy at JBLE falls on White and his colleagues at the 633rd CES and Fort Eustis’ 733rd Civil Engineer Division.

Before JBLE can even begin working on conservation, they must quantify the projects by gathering information on the base’s energy systems so leadership can be notified.

“Back in 2010, we did numerous studies to determine the efficiency of our systems at Langley,” said White.

“We then compiled those figures into an Energy Management Steering Group so we could show our results to Langley senior leadership.”

An EMSG is critical for 633rd CES officials to proceed with any projects on base. The 633rd Air Base Wing vice commander and other senior commanders sit in on the briefing conducted by the base energy manager.

After the manager briefs the leadership, the 633rd CES presses forward with the projects.

“This year, we have five projects approved to work on,” said White. “Most of our work will be on the heating, ventilation and air conditioning systems, and lighting.”

Although all the projects will be worked more-orless simultaneously, they are tracked separately in the EMSG. Also, since these projects are on-going, it is important to note the figures and costs mentioned are projections in order to quantify and validate the importance of the projects.

The first four projects all deal with fixing, updating or replacing HVAC system components in multiple facilities. Together, these four projects are projected to save the Air Force approximately $492,000 a year and

reduce Langley’s total energy consumption by 6.2 percent. According to cost analysis statements, these efforts will return their investment in about a decade, which is White’s preferred time frame.

The last project covers lighting across the board for Langley. White plans to change the fluorescent lights in every building to a lower-wattage, high-efficiency variant. This project will save the Air Force about $66,000 a year, and will pay for itself in a little more than five years.

Similar energy efficient projects at Fort Eustis have saved a total of over $3.2 million from May 2011 to April 30, 2012, exceeding preliminary estimates. These projects include new construction such as the recently completed Warrior-in-Transition campus, the first U.S. Army-owned and Corps of Engineers-constructed platinum Leadership in Energy and Environmental Design certified facility, at Fort Eustis.

“These projects mean a great deal for Service members,” said Peter Phan, 733rd CED energy manager. “Savings gained through these projects are used to fund new energy-savings projects, which in turn

gives Airmen and Soldiers a more comfortable space to work and live.”

With the current economic climate, cost analysis is an important aspect of planning, but White emphasized the importance of saving energy.

“Our direction from our government asks us to save energy,” said White. “We need to find new processes and equipment to preserve resources.”

The changes made to the HVAC systems and the lighting systems should alleviate future non-preventative maintenance since new equipment tends to last longer than older counterparts.

While all of this maintenance and measurement is necessary, there are new devices in place to quicken the process to help White reach the annual requirement of energy consumption.

“Most all of the new systems we are implementing will be attached to special meters,” said White. “These meters are attached to our computer systems, so compiling data on their energy consumption will be easier in the future.”

White’s tasks may seem daunting, but he knows what it really means to save energy beyond simply meeting a quota.

“All of the work I do saves money to give back to the mission and our Airmen,” said White. “Beyond that, saving energy is a gift not only to the Air Force or the United States – it is a gift to mankind as a whole.”

In celebration of 40 years serving the military

When making a decision about whether or not you should do something, it might help to ask yourself this: If your choice was printed on the front page of the newspaper tomorrow, would you be okay about it? How will you feel about yourself tomorrow after the decision is made? An additional consideration I make is whether I can go home to my wife and kids, look them in the eye, and proudly say what I did today. Would my wife or kids ever be ashamed of my choices?

I recently spoke with Staff Sgt. Myranda Hinguanzo from the 1st Operations Support Squadron Flight Records office, to get her perspective on integrity.

“I’ve learned that someone is always watching,” she said. “From the chief in my unit who from time to time requires my expertise, to the newly assigned airman sitting across the room from me, to my 3-year-old son who mimics everything I do and say.

“I want to set the example for those watching so that it naturally becomes a part of who they are and what they stand for,” she continued.

If at some point you’ve set poor examples for subordinates, you may have lost integrity in the eyes of your Airmen, and they will lose confidence in your ability to lead them in any and all ways.

To turn this situation around, assess what you did wrong and learn from your mistakes, which means not repeating them. Let’s say you’ve been arriving to work late on a regular basis. You may realize it’s time to change your ways and apologize to your Airmen.

Your Airmen can and should accept your apology; however, if you begin to arrive late again, obviously the lesson hasn’t yet been learned, and it will be even harder to regain their respect.

All three of our core values are vital to our Air Force being the best air, space and cyberspace force in the world; however, without first dedicating ourselves to living a life of integrity, on or off duty, we cannot truly place service before ourselves, nor can we display excellence in all we do.

Pentagon official provides update on budget woes

Expressing the hope that a bill will pass through Congress this week to fund the government for the rest of the fiscal year, a senior Pentagon official told an audience at the Precision Strike conference in Springfield, Va., on March 20 that while the bill would fix some problems, other fiscal challenges will remain.

“We live in interesting times. It’s an insane budget environment that we’re living in,” said Frank Kendall, undersecretary of defense for acquisitions, technology and logistics.

But the Defense Department will get through it, he added. “The center may hold,” he said. “We’re not there yet, but I’m seeing some things that make me a little bit hopeful.”

Congressional negotiations over a continuing resolution to fund government operations for the remainder of the fiscal year, which ends Sept. 30, may yield a bill to send to the president for signature this week, Kendall said. The bill would roughly resem-

ble the Defense Department’s requested fiscal year 2013 budget, he added.

The bills currently before the House and Senate both leave the Defense Department’s budget “reasonably intact,” Kendall said.

“At the end of the day, I’m still hopeful the center will hold, but I think we’re going to go through a very tough time getting there,” he said.

If the bill passes, Kendall said, the budget situation will improve, but sequestration would remain a challenge.

“The Hill is fixing a piece of the biggest problem we have right now, which is [operations and maintenance] funds,” he told the audience.

The Army is about to run out of operational funds, Kendall said, and the other services aren’t far behind. A continuing resolution would address some of that issue.

“We still are not where we need to be, … [but] at that point in time, things will be a little bit better,” Kendall added.

If a continuing resolution for the duration of the fiscal year passes, furloughs of federal civilian employees still would take place, but possibly not for the 22 unpaid days now projected.

Though sequestration spending cuts that took effect March 1 didn’t immediately lead to a “cliff,” Kendall said they will still have a “huge impact” that will occur gradually.

“The snowball’s starting to slowly roll,” he said, “and we’re seeing more things happening. I think people have been holding back a little bit, hoping it will go away.

I don’t know that it’s going to go away.”

Under the 2011 Budget Control Act, the Defense Department was required to cut $487 billion from its budget. The department devised a new budget consistent with the remaining resources, Kendall said.

“It’s tight,” he told the conferees. “We took some risk there. We’re tight on things like readiness. … We’re not assuming any overruns in our development programs, our acquisition programs, which is, historically,

certainly how it happens. … But it is consistent with the strategy, and it does fund a reasonably healthy Department of Defense.”

Further budget reductions will require the department to make some tough choices, Kendall said. One of the strategy’s tenets is technological superiority, he noted, and “we are being challenged, in terms of the technology that we have in fielded systems, by others.”

Part of the reason for the shift to the AsiaPacific region in the new defense strategy was in recognition of China’s “very aggressive and very focused” modernization program, he added.

Other countries also are investing in military technologies, Kendall said, and are capitalizing on commercial investment to gain a competitive edge. “And they’re doing things that are focused on our capabilities and how to defeat our capabilities,” he said.

Since the Cold War ended more than 20 years ago, there’s been a presumption that the United States is technologically superior. “I don’t think we can safely carry that presumption forward,” he added. “We have to work to maintain that.”

Army acquisition officials are pursuing solutions to help aircraft crews navigate through what is called a “degraded visual environment.”

A degraded visual environment, or DVE, is a circumstance wherein weather, obscurants or obstacles thwart the ability of a crew to see properly or accurately know where they are in relation to surrounding terrain, service officials explained.

Three-pronged approach Army officials view potential DVE solutions through what could be called a three-pronged approach, which includes: ■ Improving the existing flight controls systems and handling characteristics to assist the pilot in managing workload when vision or situational awareness is challenged or obscured.

■ Examinations of “queuing” technologies able to give pilots needed information to make decisions regarding the aircraft.

■ Various sensors able to help aircraft crews see through obscurants.

“One of the key efforts from Program Executive Office Aviation is to make sure we take a holistic approach within DOD, so that we fully understand all of the ongoing efforts that are contributors toward a DVE solution,” said Mike Herbst, assistant PEO, Engineering and Technology, The Army’s strategy for approaching DVE emerged, in part, from the service’s participation in an Office of the Secretary of Defense-led Helicopter Survivability Task Force which launched a rotorcraft survivability study in 2009, Herbst explained.

“One of the results of this effort,” Herbst added, “was that the individual services were asked to conduct their own studies to see where and how helicopter mishaps occurred.

“The Army brought subject-matter experts together and assembled a working group to dig into accident circumstances,” Herbst continued. “Many turned out to be DVE-related, and this has helped shape the Army’s resolve in addressing this problem.”

The working group included experts from the Army’s Training and Doctrine Command, the Army’s Aviation Center of Excellence and the Army Combat Readiness Center, Fort Rucker, Alabama, and the Aviation and Missile Research Development and Engineering Center, Redstone Arsenal, Huntsville, Alabama, as well as program safety officers across the service, Herbst said.

Sensor solutions “Various technological capabilities and ‘sensor’ solu-

tions are a critical component to the Army’s DVE strategy,” said George O’Boyle, Aviation Network & Missions Planning DVE project lead, Aviation Systems Project Office. “The approach is to create a common set of technical standards so that different sensing solutions can be more quickly and easily integrated within a common architectural backbone.”

In fact, the overall effort to build hardware and software to a specific set of common Internet Protocol, or IP standards, is a large part of what Program Executive Office Aviation calls Future Airborne Capability Environment, or FACE, explained Col. Anthony Potts, former project manager, Aviation Systems and current Director, Plans, Programs and Resources, Office of the Assistant Secretary of the Army, Acquisition, Logistics and Technology.

According to Potts, the FACE effort involves a collaborative effort between government and industry to identify an established set of technical standards so that new software and hardware can seamlessly connect with existing systems on aviation platforms.

The FACE effort has already resulted in substantial savings; it is a key portion of the Army’s Common Operating Environment, or COE approach, a method of identifying and implementing a common set of IP standards as a way to better facilitate integration of emerging capabilities, quicken the developmental cycle and lower costs wherever possible, Potts said.

“The common set of standards for FACE has to do with the process by which software is built and documented. Previously we had to do a lot of code re-writing for every platform because each one had a different operating system,” Potts said.

As a result, the Army’s DVE sensor plan is to establish a common software architecture that is “sensor agnostic,” meaning it will be engineered with a “plug-andplay” capability to accommodate a wide range of sensor applications. This plan will create an open-architecture backbone able to keep pace with rapid technological change and quickly integrate new solutions as they emerge, Potts added.

In response to a U.S. Central Command Operational Needs Statement issued in 2011, the Army is acquiring a limited number of sensors. These sensors are designed to help crews navigate through “brown-out” or DVE-type circumstances. The Helicopter Autonomous Landing System, or HALS sensors use 94 Gigahertz millimeter wave radar technology to provide helicopter crews with an ability to see through obscurants, O’Boyle explained.

Over the longer term, however, HALS and other millimeter wave radar technologies will be evaluated by Army developers alongside a wide range of other sensing capabilities. Some of these capabilities may include Forward Looking Infrared, or FLIR technologies, as well

as Laser Detection and Ranging, or LADAR sensors which use applications to “paint” or provide a detailed picture of a given landing area.

“Our concept is to move forward with a sensor integration program, depending upon resources and technology,” Herbst explained. “The first phase of the DVE sensor program will be to study all these alternatives once a Materiel Development Decision is completed. We will then turn to the project manager to develop solutions. We’ve got technology in the pipeline to execute a program like this.”

Queuing Various “queuing” technologies can also help helicopter pilots by providing air crews with key navigational information designed to greatly assist efforts to address DVE conditions.

“For instance, Program Manager Air Warrior, with Program Executive Office – Soldier, is currently developing a helmet-mounted display technology able to provide air crews with a 3D symbology,” said O’Boyle and Herbst.

“This helmet-mounted display is an upgrade to the current heads-up display system. The current system is a single-monochrome display fixed to the helmet, whereas the new one has a color display so the pilot will get a clearer picture and be able to see the symbology much better,” said Fred Reed, DVE SME from the Aviation and Missile Research Development and Engineering Center.

“Also, drawing from inertial navigation as well as information from a Digital Terrain Elevation Database, which contains maps of most of the earth’s surface, pilots using this new helmet-mounted display are able to see where they are in relation to the ground and surrounding terrain,” O’Boyle said.

Overall, the Army’s approach to DVE is oriented toward leveraging the best available sensor technologies while simultaneously engineering a technical environment wherein next-generation capabilities can easily be integrated at lower costs.

This integrated approach is aimed at increasing aircrew safety and survivability while providing them every conceivable tactical and operational advantage.

The Joint Base Langley-Eustis Company Grade Officer Council sponsored the first Air Force Assistance Fund 5k and 10k race March 15.

There were 52 participants from across base who ran, raising $1,180 for the charity.

“Officers, enlisted members and civilians came out from the 633rd Air Base Wing, Air Combat Command and other tenant units here,” said 1st Lt. Ashley Scott, JBLE CGOC community service chair. “It was great seeing the JBLE team come together like this.”

Many people have their own reasons for supporting AFAF; some because they received assistance in the past and others because they want to help their own.

“I volunteer with several different organizations and I always look for something that supports the troops,” said Scott. “I love that this charity sends the message that it’s great service to take care of your own.”

This is the first year that JBLE’s CGOC directly participated in a fundraiser.

With spring just around the corner, the 30-degree winter air discouraged many people from coming out.

“We started setting up around 5:30 a.m. and let our participants know to dress appropriately, but it didn’t do the temperature justice until you really got out here,” Scott said. “I was ecstatic so many people showed up, regardless of the cold.”

Other opportunities to raise money for the AFAF run through March 29.

“Joint Base Langley-Eustis supported a donut fundraiser and a 5k/10k race, in addition to collecting unit donations,” said 2nd Lt. Francisco Guzman, JBLE AFAF installation project officer. “As of March 15, we have raised more than half of our goal of $170,602.”

Contributions to the AFAF help lend support to active duty and retired Airmen and their families. Funds donated to the AFAF go to four different organizations; the Air Force Enlisted Village, the Air Force Village, the Air Force Aid Society and the LeMay Foundation.

It’s a chilling 28 degrees Fahrenheit on the vessel with wind gusts upwards of 35 knots. The standby diver is prepared and ready to go; his mission is to rescue the lead diver, who is trapped beneath the water under logs.

With a loud splash, the standby diver is immersed. The crew anxiously awaits the divers’ return, hoping for the best outcome.

Moments later, a yellow sphere breaks the surface of the water, disrupting the reected image of the cloudy skies above. One can only imagine how cold the water is as the divers straddle the vessel ramp, helped up by their line tender.

U.S. Army Spc. Jacob Feyers waddles his way towards the bench where another team member is ready to help get the diver’s wet suit and helmet off. He has complained about numbness in his ankle.

This was all part of a training scenario conducted March 6 by a team of divers, supervisors and potential master divers, assigned to the 511th Dive Detachment, Special Troops Battalion, 7th Sustainment Brigade.

The team was evaluated on how successfully they could operate when normal dive operations go awry. “It’s cold, dark, wet and uncomfortable, but there is no place I would rather be,� said Feyers.

As part of a three-week exercise, the goal of this scenario was to ready the detachment’s potential master divers. “This training is for our diving supervisors and our master diver candidates. We will simulate emergencies and the diving supervisor will have to react,â€? said U.S. Army 1st Lt. Mark Golay, detachment executive ofďŹ cer. “You will see them extract the divers, put them on the backboard and rush them to the decompression chamber. It is all in an effort to test the skills of a diving supervisor.â€?

The dive detachment is made up of both enlisted Soldiers and ofďŹ cers, but the bulk of the work comes from the privates, privates ďŹ rst class and specialists, said Golay. The sergeants are the salvage divers, while the staff sergeants and sergeants ďŹ rst class are the diving supervisors.

Overall, it takes about 30 minutes to go through the emergency action plan, the dive job itself, the overall situation and safety checks to ensure the divers are safe while in the water.

The shell of a burnt plane blazes, defying the cool breeze. Crash trucks arrive on scene and ďŹ reďŹ ghters jump out to fend off the ames.

As the ďŹ re dies down, the on-scene commander hits a switch, shooting geysers of ame to challenge the 633rd Civil Engineer Squadron ďŹ reďŹ ghters yet again. The “burn pitâ€? roars to life and training continues March 13 at Langley Air Force Base, Va. Detached from the center of Langley, the burn pit provides an opportunity for Langley ďŹ reďŹ ghters to combat the blaze of a simulated plane crash.

Aside from the blocky shape representing a standard ďŹ ghter jet, onlookers would be hard pressed to believe the ďŹ reďŹ ghters are dealing with a sample scenario instead of the real thing. “You can’t train for the real world without the burn pit,â€? said Master Sgt. Jason Keller, 633rd CES assistant chief of training. “To prepare for a live-ďŹ re incident, you need to train with live ďŹ re.â€?

The ďŹ reďŹ ghters train semi-annually at the burn pit, but Keller said they train all the time in other areas such as personal development and equipment familiarization. “Training helps build muscle memory,â€? said Keller. “If the real incident occurs, we want training to kick in so our guys don’t even have to think about what they are doing.â€?

shows me they are proďŹ cient,â€? said Keller. “I have no doubt they can handle any challenge thrown at them.â€?

For one Airman, the exercise gave him the experience needed to take charge and coordinate the ďŹ reďŹ ghters to put out the ďŹ re as quickly as possible.

Staff Sgt. Kalob Eaton, 633rd CES crew chief driver operator, tried his hand for the ďŹ rst time at being the on-scene commander for the burn pit exercise. Having worked for six years under the direction of other on-scene commanders gave him the tools needed for success. “Practicing on structural exercises gave me a lot of experience,â€? said Ea-

ton. “Being the on-scene commander, however, gave me a new perspective.�

Eaton maneuvered the ďŹ reďŹ ghters into their correct positions and ensured all of his troops were handling the ames in the safest, most effective way possible. “Honestly, all I had to do was tell them what they already knew,â€? said Eaton. “I know they can handle it, and I am conďŹ dent that I can rely on them when the time comes.â€?

As seen by their swift execution in the exercise, with members of the 633rd CES ďŹ re house on standby 24 hours a day, the Langley community can rest assured they are in good hands when the heat is on.

The mission statement of the McDonald Army Health Center at Fort Eustis, Va., is to “ensure the medical readiness of our Nation’s fighting forces and promote the health of all those entrusted to our care.”

Those at the MCAHC eye clinic – one of the only military eye clinics in the Tidewater area that also serves retirees and family members – are doing just that.

The clinic, a portion of the Ears, Eyes, Nose and Throat Clinic, is divided into two sections – Ophthalmology, which deals with the anatomy, physiology and diseases of the eye, and Optometry, which is the prescription and fitting of lenses to improve the health of vision.

When patients just aren’t seeing too clearly, they are referred to the sole ophthalmologist in the clinic, Dr. (Lt. Col.) Michael Hamilton.

Hamilton’s section provides advanced specialty eye care with medical and surgical treatment for diseases and conditions of the eye. Specific areas of treatment include glaucoma, cornea, retina, cataract extraction, diabetic eye exams and general ophthalmology.

Hamilton and his surgical staff perform four to seven surgeries in a week. The team performs approximately 10 laser refractive surgeries per month, which are reserved for active-duty Service members.

With limited manning, the surgeries are held only one day out of the week, lasting no longer than 20 minutes each. Hamilton said he enjoys every minute of it.

“I love the clinical and surgical part of my job; I love seeing patients,” said Hamilton.

“I love doing things with my hands and doing surgery, and I love watching people get better vision. I don’t think there’s anything as rewarding as watching people come back with better vision – improving their quality of life because of something you’re able to do. That is a great part of my job.”

The Optometry section provides comprehensive vision examinations for patients ages five and older. The staff of three optometrists and five technicians prescribes and orders glasses, performs limited contact lens examinations and conducts eye health evaluations for all active-duty Service members. They also prescribe medications to treat eye diseases or injuries.

Because TRICARE does not cover the costs, however, the clinic does not provide initial or new contact lens fittings.

Michael Hamilton McDonald Health Center ophthalmologist In addition to the routine eye exams, the clinic receives referrals from other primary care clinics for acute eye conditions such as superficial eye injuries, according to Dr. (Lt. Col.) Douglas Gray, the chief of the Department of Specialty Care.

With 10 personnel working in the eye clinic and each provider averaging approximately 16 patients a day, things can get pretty busy.

The hospital provides a staff of 20 operating room nurses and technicians to help with every operation, who in the past nine years, have performed approximately 1,200 successful cataract surgeries.

Although their primary focus are military members, approximately 150 patients of all ages come through the eye clinic every week.

Of the challenges of finding time for the administrative tasks and caring for the patients with limited manning, Hamilton’s main concern is reaching out to the retirees.

“You can be seen here if you’re over 65.

A lot of people feel like once they turn 65, they can’t come to the specialty care clinics anymore, and that’s not true,” Hamilton explained. “We have the latest and greatest technology for eye surgery. In a civilian practice you would have to pay out of pocket for some of that technology (premium intraocular lenses: multi-focal and astigmatism-correcting), but not here at McDonald Army Health Center. That’s why we would love for (people over 65) to come here for their cataract surgery and not feel like they need to go outside the military system for their eye surgical care.”

All of the hard-working personnel at the MCAHC eye clinic are true professionals who love their jobs and work diligently to take care of each patient.

“I think the opportunity to serve the active duty and retired populations is extremely rewarding,” said Gray. “It’s commonly expressed that we have the best patients in the world. I think everyone here really enjoys not only what they do, but especially who they are serving.”

Soldiers, Airmen and civilians attended an important class March 14 at the Emergency Operations Center on Fort Eustis, Va.; a class that involved keeping an eye on the sky.

The SKYWARN Storm Spotter training teaches students how to become weather spotters so they can provide time-sensitive weather information. The training covered basic severe weather safety, thunderstorm development and storm structure, what storm information to report and how to report it.

The 30 new storm spotters at Fort Eustis will help spot and report severe weather and increase weather-warning time, benefiting Joint Base Langley-Eustis, the National Weather Service and the Hampton Roads communities.

According to the SKYWARN website, SKYWARN storm spotters help form a line of defense against severe weather.

Spotters feel rewarded knowing their efforts can give the precious gift of time that can save lives.

“Participation in this class is a force multiplier,” said Lorenzo Riddick, 733rd

Mission Services Division director.

Warning data is important to get out to communities, but data and warnings are only as good as the information received from storm spotters, said Mike Montefusco, Wakefield, Va. NWS meteorologist and class instructor.

“The ground truth we get from our spotters is very important to protect life and property, which is an important tenant of the SKYWARN program,” Montefusco said.

U.S. Army Staff Sgt. Kraig Hartung, 93rd Signal Brigade training non-commissioned officer, attended the training because he thought it would be an asset for his unit.

“I gained knowledge about storms, how they form and their characteristics; things I never knew before,” Hartung said.

Trained storm spotters on Fort Eustis will lead to increased warning times in the event of severe weather and ultimately save lives, said Mark Junghans, 733rd Mission Services Division emergency management branch chief.

Unless Congress acts to end sequestration, furloughs for Defense Department civilian employees can begin April 26, the department’s comptroller said March 11.

Robert F. Hale discussed the furlough planning process with a Pentagon audience. The comptroller also took questions sent in via Facebook and Twitter.

DOD is the only agency in the U.S. government that has to notify Congress when it wants to impose furloughs. Officials did that Feb. 20. “There is a 45-day waiting period after we submit that notification before furloughs can start,” Hale said.

The department asked commands to identify civilians who would be excepted from furloughs. That information is back in the Pentagon, Hale said, and officials are reviewing the recommendations.

Their goal is to complete that review by March 15, he added.

After notifying Congress, the depart-

ment began legally-required bargaining with unions. About a dozen unions have national consultation rights, Hale said, and local commanders are in the process of notifying several local unions.

If Congress does not act on sequestration, later this month the department will send letters to the excepted employees and propose furloughs for the rest, Hale said. There is a seven-day period for people to reply to their letters, followed by a 30-day waiting period.

When the formal notice is sent, civilian employees have the right to appeal to the Merit Systems Protection Board. “We’ve never done this,” Hale said, “and I hope we never do. ... It’s not quite clear what this appeal right will be, but the appeal right is there.”

If Congress does not act, civilian employees will be furloughed without pay for 22 days – one day a week through the Sept.

Soldier and Family Readiness Easter Egg Splash The Fort Eustis Aquatic Center will host an Easter Egg Splash at noon Saturday in Bldg. 641, Tyler Ave. Six hundred plastic Easter eggs will be scattered in the Adventure Pool. The 733rd Civil Engineer Division is conducting a lottery-based spring turkey hunting season from April 13 through May 18. Lottery tickets will be sold through March 29 at the Environmental Element office, 1407 Washington Boulevard, Monday through Thursday, 9 a.m. to noon and 1 to 3 p.m. Tickets are $5 each. Each drawn hunter will have two half-days to harvest a turkey and will be contacted by 733rd CED staff if drawn to determine availability of hunt days. Hunters may use archery tackle or shotguns in accordance with state laws.

Hunters will meet with the installation wildlife biologist prior to hunts and must remain within designated hunting areas at all times. No scouting is permitted.

The drawing will be conducted April 1. All drawn hunters will be notified by close of business on April 2. A minimum of three bearded turkeys will be available for harvest, but a maximum will not be determined until after population surveys are completed in March.

For U.S. Air Force Col. Wayne Monteith, Department of Defense Executive Agent for Space Staff deputy director, work came first. He was responsible for more than 5,000 people and worldwide operations; he considered his job a priority above routine health care.

In December 2010, as commander of the 50th Space Wing in Schriever Air Force Base, Colo. – at the insistence of his secretary who rescheduled the appointment three times – Monteith had his first colonoscopy at age 51, almost a year after his doctor’s initial recommendation. One reason for the delay was that Monteith felt he didn’t need one.

“We are raised in our careers with a warrior ethos, to not complain and not get sick,” he said. “For me, having rarely been sick, I construed it as a sign of weakness.”

He’s not alone. Health Net Federal Services’ goal is to increase the number of beneficiaries in the TRICARE North Region who obtain the recommended colorectal cancer screenings to save lives.

The Centers for Disease Control and Prevention lists colorectal cancer as the second leading cause of cancerrelated deaths in the United States among cancers affecting men and women. Colorectal cancer screenings can, in many cases, prevent colon and rectal cancers, by finding polyps before they turn cancerous.

Heading to his appointment, Monteith felt he was in great health. He had been a competitive runner and his physical fitness score put him in the top 1 percent of the Air Force. It wasn’t until the physician assistant came to speak with him after his colonoscopy and started crying, that he realized something was wrong.

“My doctor informed me I had an aggressive tumor that could kill me if not removed,” said Monteith. “I’m

Yet, according to the American Cancer Society, most people diagnosed with early colorectal cancer do not experience symptoms. Symptoms such as blood in the stool, persistent stomach pain and unexplained weight loss may not appear until the disease has progressed.

Because of the size of Monteith’s tumor, surgery was scheduled within the week. He said even then, he didn’t quite accept what they were going to do. He didn’t even bring an overnight bag with him to the hospital. The surgery resulted in the removal of onethird of his large intestine and the adjacent lymph nodes, and a four-day hospital stay. Pathology reports confirmed stage-three colon cancer.

About two weeks later, chemotherapy treatments started.

“To be blunt, chemo sucks,” Monteith said. “If I can help one person avoid chemotherapy, then I’ve done my job.”

One side effect of the chemotherapy Monteith experienced was cold sensitivity – especially while receiving treatments in Colorado Springs, Colo., during winter – which he de-

scribed as “drinking a cupful of glass” when breathing in the cold air.

The American Cancer Society indicates as many as one in five people diagnosed with colorectal cancer have a family history of the disease. For Monteith, he didn’t learn his family history until he was already diagnosed. “While still in the hospital, my father told me he had polyps removed when he was 40.

Had I been armed with that information, my doctor told me I would have been instructed to be screened at least 10 years earlier. We may have avoided this entirely.”

Monteith’s message about the importance of discussing family medical history is simple: “It’s vital that you ask; it could save your life.”

Monteith is in remission and looking forward to celebrating the fiveyear mark when he can officially declare he is cured. “That’s the big event we are looking to celebrate.”

He describes another positive to his colorectal cancer experience – the discovery of early-stage melanoma during a routine follow-up last year. He also says the finding and removal of the melanoma would not have occurred had he not been going through this.

“My family describes it as, ‘Wayne: 2, Cancer: 0.’ I’m not looking to go 3-0. And certainly not 2-1.”

To his fellow military community, Monteith offered, “Don’t roll the dice.” He feels fortunate, not lucky, that the screening caught the disease.

“I believe people think, ‘It won’t happen to me,’” he said. “I would have said the same thing the day before my colonoscopy.”
