One by one, Soldiers ďŹ led into Fort Eustis’ Jacobs Theater to the gripping sight of a casket greeting them. It stood as a ghastly reminder of the potentially fatal consequences of drunk driving.

The Save-a-life Tour visited Fort Eustis April 30 to May 2 to increase awareness of the dangers of drunk driving and the effects it has on Soldiers’ careers and lives. The tour presentations included graphic videos, a drunk-driving simulator and real-life testimony.

Andrew Tipton, Save-a-Life Tour briefer, began the presentation with graphic videos of actual drunk driving accident scenes, police testimonials and emergency room treatment to victims.

Afterward, Tipton spoke with Soldiers about his experiences with drunk driving, and encouraged responsible drinking. “You can go out and drink as much you want, but all I want you to do is drink responsibly,� he said. “You can have fun.

No one is taking that right from you. “You signed up to protect me and people like me, and every day you risk your life to save mine and I greatly appreciate that,� he continued. “But if you

drink and drive, it’s everything you’re ďŹ ghting against. People who drink and drive are killing people.â€?

Following the brieďŹ ng, Tipton explained how the simulator replicates driving while intoxicated, inviting Soldiers to try their hand at the feat. U.S. Army Spc. Steven Saddler, 7th Sustainment Brigade, was the ďŹ rst to use the simulator. “The simulator was really good,â€? the specialist said. “Even though I wasn’t physically drunk, the car drove as if I was to give a realistic effect of what it’s like.â€?

So how do we ďŹ x this? How do we move from this “brokenâ€? system into a ďŹ xed one?

Do we as enlisted leaders require someone else to tell us how to do our jobs and lead our troops? Do we need a quota system to tell us how many of our Airmen are allowed to shine? Do we ask for a switch back from EPRs to APRs? A mulligan, perhaps?

No. In order to ďŹ x this system, all we have to do is what we’re taught in PME. All we have to do is follow Roy’s direction and be bold, conďŹ dent leaders who take care of our Airmen.

If that’s not how it’s done in “the real Air Force,� then it is up to us to have the integrity to make it so.

No one can do that but us.

Fort Eustis celebrates National Day of Prayer

The Fort Eustis community came together to celebrate hope, prayer and fellowship during the National Day of Prayer celebration May 3 at the Regimental Memorial Chapel.

Soldiers, retirees, civilian employees and others gathered in the chapel to join the post’s chaplains in prayers and songs, celebrating more than just faith. U.S. Army Chaplains Lt. Col. Darryl Hollowell and Capt. Anselmo Hernandez led the group in prayer to honor the service and sacrifices made by U.S. military members and their families.

“What we do here today as we join in prayer with millions of our fellow citizens around the nation is important. It enables us to recall and to teach the way which our founding fathers sought the wisdom of God when faced with critical decisions,” said U.S. Army Chap. (Col.) Kenneth Bush, 633rd Air Base Wing deputy chaplain. “It’s a time for us a community to pray for our nation and our leaders which were encouraged in the scriptures to do, but also a time to gather together as a congregation and pray for the specific needs of our community at Fort Eustis and the surrounding area.”

Bush said he hopes the event inspired those in attendance to remember the significance of prayer and the power of fellowship.

“This is a reminder for us not to do this once a year, but to gather together and encourage each other to do it throughout the year,” he said.

This year marks the 61st annual observance of the National Day of Prayer, which occurs every year on the first Thursday in May. In April 1952, then-President Harry S. Truman signed a bill proclaiming the president must declare a National Day of Prayer annually. In 1988, the law was amended to standardize the observance annually on the first Thursday of May.

She winced a little when the IV needle punctured her hand, causing the vein to spurt a small amount of blood.

“I don’t like needles very much,” U.S. Air Force Tech. Sgt. Angela Biggs, 633rd Surgical Operations Squadron women’s health NCO in charge of women’s health, said with a grin.

Biggs’ spirits remained high as she waited for a surgical procedure to hopefully alleviate the pain in her right elbow, which began during a yearlong deployment to one of the most hostile regions of the world – Afghanistan.

“We were all testing our weapons, preparing to go on patrol,” she said, referring to her time as a medical technician with the Zabul Provincial Reconstruction Team. “I scraped my arm on the ground.

The doctors think some bacteria got in it, and caused the pain and swelling.”

As Biggs lightly rubbed her elbow, she said the pain didn’t really bother her until Aug. 28, 2011. She remembered it was a sunny Sunday as she walked through the forward operating base, which rested in the shadow of Alexander the Great’s Castle. These were the days she felt the most relaxed, because there were no missions on Sundays and she could wear physical training gear, instead of her uniform and 70-pounds of body armor.

“What a great day,” she remembered thinking. It was the last thought she had before her entire life changed.

“I saw the ground lift up in slow-motion, coming toward me like a tidal wave,” Biggs said. “Then, everything around me started shattering and blowing up.”

With the IV secured tightly, she pulled her hands close to her chest and continued her story.

“The blast went right through me,” she said. “It felt like I had ruptured my eardrum.

I couldn’t hear anything. It knocked me to the ground. I couldn’t see. There was smoke and dust everywhere. All I could remember thinking was: ‘are we under attack?’”

As Biggs would later learn, her FOB had been hit by a 400-pound vehicle-borne improvised explosive device, less than 60-meters from where she had been standing. Disoriented and nauseous from the blast, Biggs said one thought kept racing through her mind, drowning out the ringing in her ears.

“I have to get up. I have to get up.”

Still in shock, Biggs forced herself to her feet – her years of training taking over. She grabbed her medical bag and weapon before rushing to the aid of two guards, who had been blown off the tower during the initial attack. By this time, small-arms fire had begun to pummel the walls of the FOB, followed shortly by two explosions from suicide bombers.

KNIFE FROM PAGE 6 “Even though it all happened so fast, it felt like an eternity went by,” she said, drifting back to the day that changed her life. “I kept telling myself: ‘you’ve got to work, you’ve got to do what you’ve been practicing.’”

While Biggs tended to the injured guards, U.S. Army Spc. Chris Fox, 182nd Infantry Regiment infantryman, was at a different part of the FOB dealing with problems of his own.

“I saw someone in a daze walking out of the FOB through the blast hole,” he said. “My instincts took over and I ran after them. I didn’t realize until later that I stepped on blown-off body parts, trying to get him back inside the FOB.” While he was outside the wire, Fox said he saw another sight which caused him to run back into the city after rescuing his fellow Service member.

“There was this woman,” he began. “She was just walking around – her arm hanging by a string. I thought the immediate threat was over so I ran to her and took her to the nearby Afghan hospital.”

Once at the hospital, Fox realized the medical personnel there were illequipped to handle an injury of this magnitude. So he ran back to the FOB, grabbed a litter and another Service member, and took the woman to Biggs – who, by this time, had started tending to the wounded at the FOB’s casualty collection point.

“She was struggling with us, even with only one arm, because she didn’t want us to undress her,” Biggs said. “Even after everything that had happened there was still a cultural barrier. All I could do was put more combat gauze on and call for an air evacuation, so we could get her out of there.”

Biggs said the woman ended up losing her arm, but not her life. She is still living near the FOB, in Qalat City. Fox said Biggs’ life-saving actions throughout her deployment were nothing short of amazing.

“She saved more than a dozen lives, including some Afghan soldiers,” he said. “She had our backs.

And if someone has your back, you build a good friendship. And that builds a really strong core.”

Fox, who flew from Boston to support Biggs during her surgery and recovery, said any service-based or

gender barriers were broken the instant everyone arrived at the FOB. “She stopped being a female, stopped being an Airman. She was just Sergeant Biggs,” he said. “Deployment is made better by your brothers and sisters in arms. You all love each other and watch out for one another.”

It was that camaraderie which kept Biggs from requesting a medical evacuation for the injuries suffered during the attack.

“I still had a job to do,” she said. “You get this feeling – this sense of contributing and making a difference. It pushed me to my physical limits. Things I never thought I could do, I did – because I didn’t have any other choice.”

However, Biggs didn’t realize she had suffered other injuries in addition to her elbow – injuries which couldn’t be seen on the surface. Currently, she is undergoing treatment for a traumatic brain injury she suffered as a result of the attack on the FOB. “It’s such a hard thing to know you have because you don’t see it,” she said. “To this day I still have memory loss from it. You know what’s normal for you. It’s not normal to forget conversations that just happened.”

Biggs said it’s important for any Service member to take TBI seriously. Documenting the occurrence can help people get the care they need.

Regardless, Biggs said living with TBI can be a frustrating ordeal.

“It’s embarrassing,” she said. “It makes you feel stupid and slow.

And it makes you angry because you can’t put a band-aid on it. I don’t like being forgetful. I don’t like feeling as though I have short-term amnesia.”

Despite the injuries and harrowing experiences, Biggs said she would

have stayed at the FOB longer.

“I felt I wasn’t done with my mission,” she said. “I wanted to go back with my team. Even now, it’s very difficult getting back into a routine. At the FOB there were so many things you had to be aware of – be on guard for. That doesn’t exist when you’re stateside.”

Biggs said she noticed a marked changed between how she felt at the FOB and how she felt when she came home.

“I felt a little lost,” she recalled. “I felt a little overwhelmed. I was coming back to this job, to people who hadn’t deployed to where I’d been.

It’s been hard because they expect you to be the same person you were before you deployed.”

Despite the difficulties adjusting to life at home, Biggs said she has returned to America with a fresh and positive outlook on life. And as she prepares to go under the knife during a procedure which will mend one of the injuries she suffered downrange, she said she is eager to take her new philosophy for a test drive.

“The way I see life now is to keep things simple,” she said. “Love your life. Afghanistan taught me to appreciate everything in my life, because you never know when it might be taken away.”

Biggs smiled one more time, reflecting on everything she had experienced during her year in Afghanistan as her bed was wheeled into the operating room for surgery.

Respect. Training. Skills. Honor. Humility.

These are fundamental elements of the art of Brazilian Jiu-Jitsu, a self-defense system focusing on grappling and ground ďŹ ghting.

These values are also signiďŹ cant pieces in the formation of the Air Force core values of integrity, service and excellence.

Staff Sgt. Christopher Costa, a 10th Intelligence Squadron link systems technician, brings the two sides together. Throughout his travels in the Air Force, he has climbed the ranks of the martial art and now serves as a BJJ instructor at Langley Air Force Base, Va., spreading his mat, and leadership expertise, with military members.

Costa’s journey in BJJ began in 2006 while serving as an Airman at his ďŹ rst duty station, Yokota Air Base, Japan. His ďŹ rst foray into martial arts was humble, consisting of a few Airmen “rolling around, watching [Ultimate Fighting Championship] videos online.â€?

Costa and his friends met BJJ Professor Bobby Williams, now a master sergeant serving at Joint Base McGuire-Dix-Lakehurst, N.J. What began as unorganized sparring on the oors of Yokota’s base housing evolved into serious training under Williams – and Costa was hooked. “When I ďŹ rst got into martial arts, I was into Muy Thai kickboxing. Then I found out about grappling,â€? Costa said. “All ďŹ ghts start standing up. However, 85 percent of ďŹ ghts end on the ground – most of the time, BJJ ďŹ ghters win.â€?

After just six months of training, Williams awarded Costa his blue belt, the ďŹ rst promotion in the BJJ adult rank system. After taking an assignment at Osan AB, Republic of Korea, Costa found a gym to begin training fellow military members.

Upon returning to Yokota on his follow-on assignment, he continued his training under Williams, earning his purple belt.

In 2009, both Williams and Costa left Japan. Williams received orders to JB-MDL, and Costa deployed to Iraq. While in Iraq, he and fellow martial artists organized the ďŹ rst-ever “Friday Night Fightsâ€? at what was then Contingency Operating Base Adder and Tallil Air Base. Costa and his team packed more than 1,500 Service members into a shelltop tent for the events, which

featured Airmen, Soldiers and other U.S. military personnel. After his deployment, Costa received orders to Langley AFB, where he vowed to continue his art.

As his skills progressed and his connections grew, Costa began to realize the depth of appreciation he had for the sport and what it meant to him, both professionally and emotionally. “I fell in love with the art. Jiu-Jitsu saved me. Growing up as an Airman, I wasn’t violent, but I was out of control. I deďŹ nitely wasn’t the best Airman,â€? Costa recalled. “Through Jiu-Jitsu, I learned discipline, respect and humility. It calmed me down a lot. If I didn’t have Jiu-Jitsu, I don’t know where I’d be today. “Knowing I did something good, earning the rank, was like a kid getting a prize,â€? he continued. “I liked competing, and I liked winning and getting recognized. But even more, I liked meeting new people and sharing the art. It is something I love, and I don’t want to keep it to myself.â€?

Costa said the friends he meets on the mats are his “brothers-in-arms,� and that his goal is to continue his progression through the ranks and his tutelage of other aspiring martial artists. “I’m not really going to get better unless I help my peers get better,� he said. “If I’m just beating everybody up all the time and not teaching them how to defeat me, I’m going to be stuck at the same level. The better I make them, the better it makes me.�

This ethos is strikingly similar to another of Costa’s professions - the role of noncommissioned ofďŹ cer in the Air Force. “My time training in BJJ is a lot like my time in uniform. It’s not just the ranks you work up through – it’s the humility, the training aspect and the pride,â€? he explained. “Being a purple belt is a lot like being an NCO. I have a responsibility to instruct and teach, which helps my growth too. Teaching new BJJ players is like training new troops.

always taught to leave things better than when you came,� he continued. “That’s what we do in Jiu-Jitsu and as Airmen. I want to leave a legacy on both sides, with my students and with my Airmen.�

Costa recently helped organize Endure Jiu-Jitsu, an ofďŹ cial BJJ afďŹ liation under the now-black belt Williams. Costa said the name “Endureâ€? stems from the members’ need to endure the circumstances and beat the odds of the constant moves and deployments as part of the military profession in order to be successful as BJJ artists. “We started as a rag-tag group of players in a living room, and are now a fully afďŹ liated school. We want to train anybody in the military that wants to unite and learn the art,â€? he said. “That is what drives us, drives me. By the time I [leave this base], I want to have someone step up and be prepared to continue, and wherever I go I’ll open another branch. “We want military members to not be lost in their training. Professor Bob endured that, having to travel between California and Japan just to make the next belt,â€? Costa explained. “We as military members have to endure to be successful, in all areas. It’s not a short term ride; it’s a long term investment.â€?

Mike Hostage, commander of Air Combat Command, talked with media at Langley Air Force Base, Va., April 30 about the national security imperative for the F-22, the status of efforts to identify a root cause for unexplained physiological incidents, and risk mitigation efforts since the Raptor’s return to flying operations in September 2011.

Confirming recent media reports of the F-22 deploying to Southwest Asia, Hostage emphasized the Raptor’s ability to support combatant commander requirements around the world.

“I won’t comment where it’s deployed to or where it deployed from, but yes, the F-22 is on an operational deployment now. And this is not the first operational deployment,” he said. “If your adversary is so concerned about what your capabilities are they decide not to engage with you, that to me is the ultimate use of your military capability. People pay attention to where this airplane goes and what it does...we need to make sure that it’s a sustained part of our inventory.”

The command-directed stand down from May to September 2011 was a prudent measure following reports of potential oxygen system malfunctions. Since the stand down, ACC has implemented a number of risk mitigation measures intended to protect F-22 pilots and maintenance crews and prevent future incidents.

still concerns about the aircraft; however, he explained that there’s always a certain amount of risk involved, and the risk must be balanced with the requirement for the capability.

“In a peacetime training circumstance, we want to operate at as low of risk is prudent for the level of training we get out of a mission,” he said. “When we go into combat, risk goes up, but the reason to assume that risk goes up as well.

“We live in a community where risk is part of our lives,” he said. “If we think the risk has gone to a level where we just can’t accept it, we either reduce that risk or eliminate it. But right now, we believe that risk – although it’s not as low as we would like it – is low enough to safely operate the airplane at the current tempo.”

Hostage said he believes this risk is not

a risk he expects his Airmen to take alone.

In an effort to learn more about the aircraft and get a better understanding of what F-22 pilots are dealing with, ACC’s commander will soon begin flying the Raptor.

“I’m asking these guys to assume some risk that’s over and above what everybody else is assuming, and I don’t feel like it’s right that I ask them to do it and then I’m not willing to do it myself – that’s not fair,” he said, adding that the day they figure out what the problem is the day he will stop flying.

Since the aircraft resumed flying operations in September, the F-22 has flown more than 12,000 sorties and returned to operational capability.

“We’ve taken a very specific, methodical approach to how we return to flying – the types of missions and the durations of the missions,” said Maj. Gen.

Charles Lyon, ACC director of operations. “We’ve been continually increasing the types and durations.”

The Air Force continues to search for the root cause of the unexplained physiological incidents using detailed datacollection methods, which will soon include centrifuge and high-energy testing.

Hostage said he believes the command is making significant progress toward an answer; however, he emphasized that scientific testing and data collection take time.

“I believe we are making significant progress toward an answer,” said Hostage. “I don’t want to characterize how far or when because I don’t own the progress of science. But I am confident we’re going to get to a solution.”

Both Lyon and Hostage compared this to the early days of the F-16.

Although the first F-16 had its first operational flight in 1970, the combat edge aircrew flight equipment, which was optimized for high-G flight, wasn’t fielded until about 1988, Lyon said. “We didn’t field it slowly because we had fiscal challenges – it took us that long to get the understanding over time of what was actually happening.”

Hostage illustrated a similar analogy regarding the unknown effects of human physiology and technology.

“What we’re looking at is human physiology and the regime this airplane operates in,” he said. “This airplane does things airplanes have never done before in regimes of flight that we’ve never operated in before.”

Eighteen Air Force STEM 2020 Challenge essay contest winners from Virginia, Maryland and District of Columbia schools, were invited to the Pentagon April 20 for a day of learning about innovation in the Department of Defense.

The 317th Recruiting Squadron’s “STEM 2020 Challenge” was an essay contest designed to inspire innovation and creativity in science, technology, engineering and math programs. Local high school and middle school students were challenged to write an essay about the importance of STEM careers for the future.

The 317th RCS received an overwhelming response. Recruiters reached out with the Air Force STEM 2020 Challenge contest to hundreds of schools in the region that helped market the contest through their social media and websites.

The 18 essay winners toured the Pentagon and participated in a “Fighter Pilot for a Day” program. They received F-22 and F-35 fighter briefings and had the chance to fly state-of-the-art fighter simulators.

“It was a pleasure to welcome these future innovators, and give them a taste of what it is like to serve here,” said Lt. Col. Steven Whitney, Pentagon Joint Staff JCS J8 and tour guide. “It was inspiring to spend time with our nation’s future leaders.”

One of the most solemn moments came while visiting the Sept. 11 Memorial in the Pentagon. Whitney asked one of the students where they were on Sept. 11.

“I was in kindergarten ... but I remember seeing all of it on TV,” said Mariam Cocker, a student from Roosevelt High School in Maryland.

It was then that one of the fathers on the tour came forward and shared his experiences as a first responder at the Pentagon on Sept. 11. The entire tour erupted in applause.

Following their visit to the Pentagon, the young innovators got their chance to show their stuff with America’s latest technology at the Lockheed Martin Fighter Demonstration Center in Crystal City, Va. They received in-depth briefings on the Air Force’s newest fighter aircraft, the F-35.

Heather Penney,Air National Guard fighter pilot, led the presentation. Then, former military fighter pilots escorted the students

to state-of-the-art F-35 and F-22 simulator facilities. They also shared their own flying experiences, ranging from combat encounters in Vietnam all way through both gulf wars.

Students shared their input as well, and talked about everything from advanced robotics to how tomorrow’s avionics ‘ought to work.’

At the end of the day, the STEM 2020 Essay Challenge winners left Air Force and industry leaders with a comforting sense of America’s future.

“We often label our young folks these days as the ‘I/me’ Generation,” said Lt. Col. Ravi Chaudhary, 317th RCS commander.

“However, I don’t see it that way. These future leaders have an incredible sense of the future, particularly when it comes to the impact of Sept. 11 on their lives. They really are our country’s next greatest generation – innovators with visions well beyond the capabilities of our current generation.

They are the key to innovation in America.

I can’t wait until Air Force STEM 2021, and see what the future holds.”

The 317th RCS is located in Oxon Hill, Md., and covers a 43,000 square-mile area that includes Maryland, Virginia, West Virginia and North Carolina. Its mission is to inspire, engage and recruit the brightest, most competitive and diverse men and women for service in America’s Air Force.

BACKGROUND: The new Large Vehicle Inspection Station provides one dedicated entry-control point for all contactor vehicles to process onto the base.

Langley senior leaders held a ribbon-cutting ceremony May 4 at the new Large Vehicle Inspection Station on Armistead Avenue, across from the West Gate at Langley Air Force Base, Va. The LVIS officially opened May 7, and coincided with the temporary relocation of the Visitor Center from the LaSalle Gate.

The new facility and relocation of the Visitor Center is the first phase of a two-phase construction project slated to be completed in the spring of 2013, said U.S. Air Force Lt. Col. Marc Vandeveer, 633rd Civil Engineer Squadron commander.

“This inspection station provides advanced search capabilities out of the elements,” said Vandeveer. “It

will enhance Langley Air Force Base's security s as a whole.”

The new facility boasts cat walks, a contractor badging facility, and undercarriage insspection pits that will not only make the job of the insspectors easier, but will also provide greater inspection capabilities, said Vandeveer. Large vehicles will be able to be inspected efficiently and effectiveely in accordance with all current Department of Defense D and Air Force instructions.

“The LVIS advances the base's capa ability in inspecting contractor vehicles and ensu uring greater force protection for base resources and d personnel,” said U.S. Air Force Lt. Col. Scott Foley, 63 33rd Security Forces Squadron commander. “It provid des one dedicated entry control point for all contracto or vehicles to process into the base.”

Both the single point of entry and its flexible new design have made the LVIS an integral part of visitor control operations. The flexibility of the new design, and its ability to meet Department of Defense standards, make it better suited to accommodate random anti-terrorism measures for sustained operation.

The LVIS will also alleviate problems for inbound pedestrian traffic to Langley by efficiently managing the incoming commercial traffic, said Foley.

The second phase of the construction project involves the construction of additional lanes and a new visitor center at the LaSalle gate. This phase is scheduled to begin Aug 13, 2012. This phase, once completed, will further help alleviate base traffic by easing the flow through two new lanes.

“The LVIS is a great asset to the Langley portion of Joint Base Langley-Eustis,” said Foley.

The Army has been working on the battery for ďŹ ve years, and it should be ďŹ elded to Soldiers in about a year, Hurley said.

ASoldier treks through treacherous terrain in a dangerous combat zone with a rucksack ďŹ lled with meals ready-to-eat, ďŹ rst-aid gear, weapons, ammunition, radios and batteries.

The U.S. Army Research, Development and Engineering Command is lightening the Soldier’s load by developing smaller and lighter batteries. Scientists and engineers are unburdening the Soldier, increasing maneuverability, reducing fatigue, and cutting time needed for battery re-charging.

Christopher Hurley, an electronics engineer with RDECOM’s Communications-Electronics Research, Development and Engineering Center for six years, leads the battery development projects team. “One of the major projects on the battery team is trying to reduce the logistics burden,� Hurley said. “We investigate state-ofthe-art battery chemistries that will help us to decrease the Soldier load.�

As the Army transforms to meet changing battleďŹ eld threats, Soldiers need to be agile without carrying boxed-sized batteries around their bodies. CERDEC is partnering with RDECOM’s Natick Soldier Research, Development and Engineering Center to develop a 0.8 inch-thick battery that can be placed into a Soldier’s vest. “We’re putting those same battery chemistries into a wearable battery conďŹ guration known as the Polymer Conformal Battery,â€?

Hurley said. “The idea is to keep it close to the body so there are not a lot of projections from the body. When the Soldier is in a prone position or tight spaces, you don’t have huge batteries sticking out. “The next step is to get it into an integrated, wearable vest system so that Soldiers can wear this battery to have it run to all of their equipment.�

Hurley and his colleagues have reduced the size and weight of the standard BA-5590 battery by half, but the performance and run time has remained the same. The Half-Size BA-5590 plugs into the same equipment, about 80 types of radios and robots, as the full-size version. “The Soldier can still perform the same [mission] with half the weight and volume in batteries,â€? Hurley said. “It will lighten their load and increase their maneuverability so they have more freedom to get around on the battleďŹ eld.â€?

The research team accomplished the size and weight savings through improvements in the battery’s materials, he said. One of the battery chemistries under development is lithium-carbon monoouride. “A lot of the research is done on the materials. Once we identiďŹ ed a chemistry that has potential to lighten the Soldier load, a lot goes into it in terms of the raw materials – the cathode, anode, and energy-storage components that afford us a high-energy density battery,â€? Hurley said.

The Soldier Wearable Integrated Power System, known as SWIPES, supplies a main battery from a central location to power all end-items.

SWIPES places pouch-mounted chargers and power cables for batteries, GPS units, shot-detection systems and handheld communications into the vest. It allows for extended mission times without the need to of swap batteries or power sources by keeping devices charged at all times.

SWIPES won one of the top 10 U.S. Army Greatest Inventions in 2010. “All of the cabling is routed through the different pockets for radios and equipment.

The idea is to have this battery power all of the equipment,� Hurley said.

The Army Rapid Equipping Force and Project Manager Soldier Warrior have started ďŹ eld testing several hundred SWIPES units. “The major beneďŹ t is the weight savings.

For a typical 72-hour mission, a Soldier will save up to 12 pounds of batteries they don’t have to carry,� Hurley said.

TRADOC recognizes commitment of 40 public service employees

Leaders of the U.S. Army Training and Doctrine Command and Virginia Congressman Rob Wittman, stood side by side to recognize 40 public service employees with a total of more than 1,300 years of federal service during the Annual Public Service Recognition Ceremony held the morning of May 3 at Jacobs Theater.

Wittman, guest speaker for the ceremony lauded the significance of the employees. This was his first visit to TRADOC and Fort Eustis.

“It’s about knowing that when you go to work each day that you make a difference,” he said. “You make a difference in the life of a Soldier, you make a difference in a company, you make a difference in a regiment, you make a difference in the defense of this nation.”

Ceremony host Ellen Helmerson, a senior executive who serves as TRADOC’s deputy chief of staff for personnel and logistics, acknowledged a resolution recently passed by the Senate commending public servants for their dedication, and continued service to the United States during Public Service Recognition week.

Wittman commented on the value of support civil servants bring to the Army to ensure the mission is accomplished, and that their jobs and goals cannot be underestimated.

“Public service is really about the giving of yourself for a greater goal, greater than one you can achieve individually,” he said.

Public Service Recognition Week began in 1985 and is held each year during the first of May. It is a time set aside to recognize the contributions of public servants from around the country by state and local leaders, and the military.

Lt. Gen. John Sterling, TRADOC deputy chief of staff, expressed the importance of recognizing the contributions of government employees.

outstanding contributions, saluting their years of dedication,” said Sterling.

He shared the importance of the numerous contributions made by TRADOC employees.

More than 40 public servants received a Certificate of Achievement recognizing between 30 and 49 years of service in the federal government.

Roland Thompson, a systems training management analyst with 44 years of service, said he has enjoyed his time providing service to both his country and the military.

“I am proud of the fact that I was a young captain when TRADOC was first formed, and I was assigned to it,” said Thompson. “I performed for four years then, and since then I’ve performed another 25 years at TRADOC Headquarters. “ Concetta Rendon, who at 49 years of service was the most senior of the recognized civilians, works with TRADOC’s Equipment Survey Team.

She is most proud of being given the opportunity by TRADOC leadership to mentor young civilians.

“I feel that I have set an example to encourage them; that when you have a job you should be dedicat-

ed to it and give it all that you can give,” said Rendon.

During the ceremony, six Soldiers assigned to the Warrior Transition Unit were also recognized for their service to the nation.

Being recognized goes a long way for Sgt. Carl Bartley who was injured in 2003 during Operation Iraqi Freedom.

“To know that we still receive the support that we are getting means a lot to each of us,” said Bartley. “Knowing that the support is there for us and being recognized goes a little bit further than saying thank you, and that’s always appreciated.”

Army Civilians support TRADOC’s mission through multiple job functions ranging from personnel and logistics to information technology and budget.

President Barack Obama released a memo to federal workers last year thanking them for their fortitude during difficult times.

“You do your jobs without complaint or much recognition. But it is men and women like you who help make America all it is; by responding to the needs of our people, and keeping our country safe and secure,” said Obama.

“That night, my whole world turned upside down,” said Airman Samantha Smith, a sexual assault survivor in the U.S. Air Force.

On the night Smith was remembering, she became a victim of sexual assault, and took her first of many steps down the road of recovery.

That night Smith attended a party with people whom she believed to be her close, trusted friends. Her attacker knew her boyfriend, and accompanied her to the party that night. Smith dismissed warnings from other close friends about her would-be attacker and his motives for spending time with her.

“I should have noticed the signs, but I was naïve,” Smith said.

At the party, Smith drank alcohol despite the fact she was underage. She became drunk, and chose to leave with the male “friend” whom she assumed she could trust. After the party, he drove her back to his apartment where she wound up spending the night.

“When I awoke, he was having intercourse with me. I knew what was happening, but I was trapped in my own body, paralyzed by fear. No one can understand that feeling unless they’ve been there. I couldn’t fight back, I couldn’t scream, I couldn’t move. Soon after, I blacked out.”

Smith woke up the next morning at 9 a.m., and the man had already left.

“I wish I could forget, but I can’t,” Smith said.

She first confided in her mother, then in her close friend as she felt those were the only two she could trust.

“My friend made me call the sexual assault response coordinator line. I was so afraid I would get in trouble for underage drinking. I used to think the SARC would record what you say and tell your commander, first sergeant and supervisors. I was wrong, way wrong!

“They explained to me the difference between restricted and unrestricted reports. I ended up doing a restricted report at first, but later decided to do an unrestricted report.”

“I knew what was happening, but I was trapped in my own body, paralyzed by fear. No one can understand that feeling unless they’ve been there. I couldn’t fight back, I couldn’t scream, I couldn’t move.

Soon after, I blacked out.”

— Airman Samantha Smith sexual assault survivor ed. An unrestricted report allows command notification and engagement as well as the option of investigation.

“After this, I signed a paper and went to Columbia (for) a sexual assault nurse examiner’s (investigation),” Smith explained.

This type of forensic medical exam may be performed at hospitals and certain healthcare facilities by a sexual assault nurse examiner, sexual assault forensic examiner, or another medical professional.

The investigation is complex and takes three to four hours on average. These medical and forensic exams are comprehensive and attend to the victim’s medical needs and any other special attention the victim may require.

In addition, it is important for the examiner to collect forensic evidence. This is done to ensure that if the victim chooses to report the crime to the authorities they will have access to the stored evidence.

To start, the examiner will write down in detail the victim’s medical history, documenting any current medications and preexisting conditions prior to the assault. Next, there is a detailed head-to-toe examination of the body including an internal exam.

This may include the collection of blood, urine, hair and other body secretion samples, as well as the collection of relevant clothing and undergarments. Photo documentation of injuries such as bruises, cuts and scraped skin are also required.

Lastly, the examiner will consult the victim on treatment options for possible sexually transmitted infections they may have been exposed to during the assault.

SURVIVING FROM PAGE 16 Depending on the hospital and state, the victim may also receive prophylaxis treatments, or a referral for follow-up counseling.

Prophylaxis treatments are measures taken to maintain health, and prevent the spread of disease or infections. Antibiotic prophylaxis is a common treatment in rape cases in which antibiotics are used to prevent infections. This may also be required in a sexual assault nurse examiner exam.

“The SANE exam is the most degrading medical exam ever,” Smith explained. “I cried the whole time, but it had to be done.

“I went to work without telling anyone what happened.

I was watching my back and not talking to anyone. If I did talk, I would sound irate or cry for no reason. I wouldn’t go anywhere by myself, because I was scared. Everything was triggering my fear and anger.

“I kept blaming myself for what happened. It’s my fault; my clothes were too skimpy; I drank too much; why couldn’t I fight back?

“That same week I started counseling off base. I always thought counseling was for crazy people. I thought I could suck it up and handle it on my own, I was wrong. But my counselor really helped get me through.”

Because Smith filed an unrestricted report, she was required to speak with the Office of Special Investigations which investigates major crimes in the Air Force.

OSI instructed Smith to write down all the details she could remember about her assault. After this they questioned her multiple times about the events that took place during and prior to the assault. The initial process took more than five hours and Smith paid three more visits to OSI in the following weeks.

Air Force legal officials decided to file a complaint under Article 120 Rape and Carnal Knowledge. Shortly after pressing charges Smith received her SANE exam results back, which confirmed her fears.

“I had about three pages of evidence that this assault actually occurred,” Smith said. “Most people would find three pages of evidence a victory on their part, I didn’t. I felt dirty and disgusting.

“The legal process was long and grueling. I felt like a lab rat, with no privacy or rights. Throughout this process, I found out that I was not the first girl he had raped. It made me so mad!”

“He assaulted (another) about a year prior to me, and got away with it. Knowing this gave me a little more motivation to bring him to court.”

The hearing was scheduled in August, and Smith was given the option not to testify. However, if she refused to testify she was informed that her case had a high probability of being thrown out.

During a hearing under Article 32 of the Uniform Code of Military Justice, the commander will be present and will hear the facts of the case. Upon hearing the accounts of both the plaintiff and the accused, the commander decides how the case will be prosecuted.

“That day was so nerve-wrecking for me. I had to tell my story again in front of more than 10 people, including my attacker. I could feel his eyes burning through me as I talked about what happened.”

Historic Jamestowne and Jamestown Settlement will mark the 405th anniversary of the 1607 founding in Virginia of America’s first permanent English settlement on Saturday with “Jamestown Day,” a day of discovery and fun, featuring family-friendly tours and activities, military and maritime demonstrations, storytelling and entertainment.

At the Historic Jamestowne fort, guests can meet Anas Todkill, one of the first settlers to arrive at Jamestown, as well as explore the material culture and life ways of the Tidewater Algonquians through demonstrations and discussions of tool-making, domestic skills, and native flora and fauna.

Jefferson Lab Open House

This event is spread out over several facilities and involves a lot of walking and climbing concrete stairs.Wear sturdy, comfortable shoes and sunscreen or protective clothing.

Photos and videotaping are welcome; vendors will be selling light refreshments.

Run/Walk for the Dream Registration is open for the second annual Run for the Dream Half Marathon scheduled for May 20 on the campus of the College of William & Mary. General registration is $100; active-duty military may register for $45. Proceeds from the race will benefit An Achievable Dream, the Virginia Wounded Warrior Program, the Achilles Freedom Team of Wounded Veterans and Warfighter Sports. Registration fees are tax deductible.

Registration is also open for the Fit to Run, Fit to Dream 8K Run/Walk and Kids Fun Run to be held May 19, Armed Forces Day. General registration is $55; Fun Run registration is $15. The 8K will honor Wounded Warriors and our nation’s military personnel and veterans.

One week following the initial hearing, Smith received news that they had enough evidence to forward the case to court-martial.

“I didn’t want to testify again. When you’re on the stand, they rip your story to pieces. They try to make you seem like the worst Airman there is, like the scum of the earth. I debated whether or not I’d testify up to the last minute!

“But, a week before the court martial was to take place, the Area Defense Counsel representing my attacker met with me and explained they were opting to submit a package for a bad conduct discharge.

“I agreed with it. As long as I didn’t have to see him anymore, I was happy. The ADC then sent the request up the chain of command where it was later approved.

“The day I was told he was being discharged, I cried tears of joy. I had a weight lifted off my shoulders. Justice had been served.

“I received a letter of reprimand for underage drinking, which was deserved on my part. I was blessed not to have received anything worse.

“The LOR gave me more motivation to do better for me, and the Air Force.

“To this day I still have flashbacks, night terrors and memories. It doesn’t get any easier. I’m still judged by this. Sadly, I’m known as the girl who cried rape.

“I’m not the rape victim you see on ‘Law and Order’. I’m an average Airman who’s been through hell and back. So before you judge someone because of how they act, dress, etc., you should think about what they might have been through.

“But more importantly, if you’re a victim of rape, please come forward to the SARC;

the sooner the better.”

According to statistics provided by the Department of Defense about 73 percent of rapes are perpetrated by an individual the victim knows. Also, more than 50 percent of all rape and sexual assault incidents were reported to have occurred within one mile of the victim’s home, or at the residence of a family member or friend.

As recorded by the DOD 17.7 million American women have been victims of an attempted or completed rape. Of all attempted and completed rapes about 54 percent are not reported to the police, based on the statistical average over the past five years.

From research provided by the DOD there are many effects that can manifest in a victims life after an assault has occurred. Complications can range from, but are not limited to, substance abuse, sleeping and eating disorders, self-harm, flashbacks, suicide or post-traumatic stress disorder to name a few.

Out of every 100 rapes, 46 are reported to the authorities, 12 lead to an arrest, nine are prosecuted, five lead to a felony conviction, three may spend only one day in jail while the other 97 walk free, as recorded by the DOD.
