Spc. James A. Conklin, a native of Forked River, N.J., is preparing for the Department of Army’s competition to claim the title of “Best Warrior,” Oct. 1518 at Fort Lee, Va. “My motto is ‘Give 100 percent and never quit,’” said Conklin. “I am a competitor and I love to compete in anything and everything. I am ready for the ultimate challenge – competing at DA.” In the Best Warrior competition, Conklin will compete with noncommissioned officers and Soldiers from U.S. Army commands worldwide. These elite Soldiers will test their physical and mental skills against one another in several different skill areas, including warrior tasks and battle drills, field tactics, physical fitness, board interviews, written exams, marksmanship and urban warfare – all to determine the best, well-rounded warriors.

Sgt. Maj. of the Army Raymond F. Chandler III is slated to oversee the annual high-speed competition, which is open to those in the ranks of private through sergeant first class.

Conklin, an 88H cargo specialist with the 690th Transportation Detachment (Rapid Port Opening Element), 833rd Transportation Battalion, 597th Transportation Brigade of the Military Surface Deployment and Distribution Command, has been in the Army nearly four years. He is certified in combatives level one and two, combatlife savers and field sanitation, and also

as a bus driver. His short-term plans include winning the Soldier of the Year title, achieving the rank of sergeant and obtaining his associate’s degree.

“Spc. Conklin represents the best and the brightest of the new generation of today’s Army,” said Maj. Keith Pruett, 690th RPOE commander. “It is Soldiers like him who will carry on our values and traditions, and in turn, pass them on to future ranks. I could not be more proud of him. This is only the beginning of his great journey.”

Conklin holds “Best Warrior” titles from three organizations - the 597th Trans. Bde., the Military SDDC and the Army Materiel Command. He will represent AMC at the DA competition.

“The most challenging part of the competitions has been staying motivated while dealing with physical and mental exhaustion,” said Conklin. “Each level has been more difficult than the last, but I am ready for the next challenge.

Over the past year, I have been training continuously, increasing my knowledge, strength, endurance and agility.

“I exercise two to three hours per day, run five to eight miles, lift weights, ruck march with more than 100 pounds of gear, train at the weapons range and simulator, practice land navigation, eat healthy and study history, current events, TM’s (Army technical manuals), AR’s (Army regulations), TC’s (training circulars) and FM’s (field manuals).”

Conklin’s comprehensive training regimen has been noticed throughout all

levels in his chain of command.

“Spc. Conklin has continued to hone his skills and stay focused with each consecutive competition,” said Command Sgt. Maj. Kenneth Blasko, 597th Trans.

Bde. command sergeant major. “We are proud of him and his accomplishments, and are confident that he is more than ready to succeed at the next level.”

“Spc. Conklin is a determined Soldier with the will to win,” said 1st Sgt. Jennifer Callicutt, 690th RPOE first sergeant. “He has been an advocate for mentorship in the community and generously volunteers his time to help others, whether becoming a role model for juvenile delinquents in the Newport News post-detention program called ‘Helping Young People to Excel,’ or following his comrade in a moving van during an 800-mile bike trek to raise awareness for breast cancer. Conklin serves as an inspiration for his fellow Soldiers and embodies the Warrior Ethos.”

Conklin’s long-term goals include completing a master’s degree in criminal justice, and retiring from the Army. During his downtime, he enjoys bass fishing, football, baseball, listening to music and furthering his education.

“Spc. Conklin is a Soldier who strives to be the best, whether he’s working out, studying or driving the bus,” said Sgt. Douglas McBroom, a 690th RPOE 88H cargo specialist. “His eyes are always glued to field manuals and Army regulations. Conklin is a well-rounded Soldier who deserves to win Soldier of the Year at every level!”

First responders from Joint Base Langley-Eustis took their show on the road, bringing ďŹ re safety and military working dog demonstrations to the masses at the Norfolk Childrenâ&#x20AC;&#x2122;s Festival, Oct. 6.

PersonnelfromtheFortEustisFireDepartment brought an all-terrain â&#x20AC;&#x153;brush truck,â&#x20AC;? a High Mobility Multipurpose Wheeled Vehicle, specially outďŹ tted to ďŹ ght ďŹ res in hardto-access areas, for visitors to look inside.

Additionally, the department showcased its mobile ďŹ re safety house trailer, featuring a mock-up of the inside of a home to provide a glimpse into where house ďŹ res can start and how to avoid them.

Across the way, Airmen from the 633rd Security Forces Squadron set up shop to show spectators the skills of the squadronâ&#x20AC;&#x2122;s MWDs and handlers. The demonstration featured obedience, apprehension and smell detection.

The defenders performed the fan-favorite â&#x20AC;&#x153;bite suitâ&#x20AC;? routine, where handlers don thick protective sleeves and tops to allow the dogs to bite them, drawing laughter and applause from the audience, which numbered in the hundreds through the day.

Fort Eustis Fire Inspector Keith Boyd, who spent a majority of the day greeting visitors and letting youngsters sit at the wheel of the brush truck for photos, said the team visited not only to show off their fun side, but to educate the public about ďŹ re safety. â&#x20AC;&#x153;We want people to understand how important it is to have a plan, and to know what to do if there is a ďŹ re,â&#x20AC;? he said. â&#x20AC;&#x153;We want to have a good time, and we think we can get a message across at the same time.â&#x20AC;?

Between handing out coloring books and ďŹ&#x201A;yers, Inspectors Carneal Smith and Joe Carroll walked interested visitors through the ďŹ re safety house trailer, discussing how to prevent ďŹ res and plan escape routes inside the home.

Tech. Sgt. James Carman, who hosted the MWD show, said he was glad to show the public a side of the Air Force few know about. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re happy to be down here to put on a show for everyone,â&#x20AC;? he said. â&#x20AC;&#x153;A lot of people donâ&#x20AC;&#x2122;t realize we even have working dogs. Theyâ&#x20AC;&#x2122;re a huge part of our mission.â&#x20AC;?

I give to the CFC because my brother deserves it

The annual Combined Federal Campaign is the largest workplace-charity campaign in the United States, and raises millions of dollars each year to support valubable causes worldwide.

With the CFC donation season in full swing, I cannot help but remember why I give. As a child, I lost my younger brother, Matthew, to a battle against childhood leukemia.

The experience of losing my brother, and best friend, changed the course of my entire life. For me, few words can describe the amazing opportunity to give money to an organization that provides hope for those in a similar position today.

I was first introduced to the CFC in the infancy of my Air Force career, and I can remember it like it was yesterday. It was a mild October evening at Lackland Air Force Base, Texas. I sat in my dorm’s dayroom, packed in with my 50 fellow trainees, the two CFC representatives, and my flight’s Military Training Instructor

watching from the corner.

With the fatigue of the day weighing heavily on me, and the idea of a few moments of relaxation in the dayroom, I was not prepared to comprehend the scope of what was being explained.

The presentation intrigued me. Having no relatives in federal service, I had never previously heard of the CFC. I also had no idea how huge the CFC was.

Most significantly, I found it amazing to see a program so devoted to giving.

I have always considered myself a charitable person, but I have not always had the opportunity to give made so readily available. I have always given a few dollars to the Salvation Army as they stood outside grocery stores during the holiday season, or to the charity at the checkout line.

However, I have never actively sought out

charities that are personal to me.

Once the presentation was over and the brochures were handed out, I flipped through its pages, scanning the thousands of charities for one that interested me.

After a few minutes I found it – the Childhood Leukemia Foundation. Next to the name was a brief description, along with important information to assure me this foundation was of the caliber required of all the CFC-sponsored charities.

In between the charity code and tax information, the brochure informed me the Childhood Leukemia Foundation’s mission is to educate, empower and raise awareness, and that the funds raised for the organization support programs that benefit children living with leukemia. These programs focus on improving health literacy, increasing self-esteem and

giving hope to cancer victims.

I knew immediately this charity deserved my donation. Although I had never heard of it before that day, its cause struck a chord resonating back to my childhood.

I filled out the form, and felt pride in helping someone in need in the small way I could. I marked the monthly allotment box, filled in the amount and handed it in.

Now, when I look at my Leave and Earning Statement each month, and see my allotment for the CFC taken out, I do not see the dollar sign. I see the look on my mother’s face as she walked in to the kitchen of my childhood home to find Matt and I finger-painting with chocolate syrup. I see the night my mother brought Matt home from the hospital for his final days, and know that I am helping someone who knows the same feeling.

In giving to the CFC, I know that my money is more than just a number. I am giving hope to those who need it most. I would have never seen that opportunity without the help of the CFC.

The Air Force Office of Special Investigations has opened its first anonymous tip line that allows submissions from the Internet, via SMS (texting) or use of a smartphone application.

The application was created in order to capitalize on cyberspace opportunities and engage the Air Force community more effectively, officials said.

“This tool will allow anyone to provide OSI with completely anonymous tips on everything from illegal drugs, theft and terrorist activities to potential insider threats,” said Special Agent Daron Hartvigsen, OSI Cyber Investigations and Operations.

“Even better, the online and app versions allow individuals to send in photos.”

The application also allows for agents to request more information from the concerned tipster without jeopardizing the tipster’s anonymity.All three avenues allow the tipster to check on the results of their tips.

Individuals can find the app in both the Android and Apple store as TipSubmit Mobile. They can also send in tips by texting ‘AFOSI’ and their tip to 274637 (CRIMES).

With more than 70,000 Soldiers still deployed in Afghanistan, one unit consisting of only 20 Soldiers works to exceed the Army standard.

The 622nd Movement Control Detachment out of Ft. Eustis, Va., was forced to divide its unit in two in order to meet the needs of the rotary and ground yard mission.

Each mission plays a part in moving both Soldiers and cargo throughout Afghanistan.

Halfway through their deployment, the 622nd MCT helped with both the resupply and redeployment of troops in the ďŹ eld. The unit has completed more than 3,700 ground and air missions during its deployment to Forward Operating Base Shank. â&#x20AC;&#x153;We play a big part in almost all the unitsâ&#x20AC;&#x2122; missions here,â&#x20AC;? said Cpl. Kimberly Galindo, 622nd MCT unit transportation administrator. â&#x20AC;&#x153;We know our mission is important because weâ&#x20AC;&#x2122;re the ones providing cargo to sustain the war ďŹ ghters in the ďŹ eld.â&#x20AC;?

To date, the 622nd MCT ground yard has in- and out-processed 2,300 host-nation truck drivers who deliver cargo to troops stationed throughout eastern Afghanistan.

Each drive counts as a ground mission, with many of the drivers convoying to other FOBs in the area. â&#x20AC;&#x153;During my ďŹ rst tour I was stuck in operations, but I prefer this mission because our unit gets to interact with Afghans, which helps us learn about their culture,â&#x20AC;? Galindo said. â&#x20AC;&#x153;This mission is cool because we receive all the food for the chow hall. So in a way, itâ&#x20AC;&#x2122;s up to us to make sure the chow hall is always full.â&#x20AC;?

ďŹ rst sergeant with the 622nd MCT, said even though the unit is split, each section works equally hard, and every Soldier exhibits the same determination to complete each mission. â&#x20AC;&#x153;People rely on us to get their stuff, because weâ&#x20AC;&#x2122;re the ones that support everyone on this FOB,â&#x20AC;? Moody said. â&#x20AC;&#x153;Our unit understands customer service, and whatever their needs are, we make it our business.â&#x20AC;?

While undertaking the mission of resupplying the entire base, Moody said his Soldiers get the unique experience of helping troops from different military occupations, which will beneďŹ t them in the future. â&#x20AC;&#x153;Our unit is good at making connections with everyone on base,â&#x20AC;? Moody said. â&#x20AC;&#x153;Our Soldiers get to help infantry, artillery, Special Forces and even Navy SEALs on a weekly basis. This mission is great because they get to meet people they wouldnâ&#x20AC;&#x2122;t normally meet.â&#x20AC;?

As one section works with Afghan drivers delivering mission essential supplies, the rotary section moves hundreds of customers through the air terminal. In the past ďŹ ve months, the rotary section has processed more than 20,000 passengers through its terminal and pushed more than 14,000 pounds of mail to outlying FOBs. â&#x20AC;&#x153;Our unit controls both air and ground operations, as far as logistics go,â&#x20AC;? Galindo said.

As the 622nd MCT tackles its mission, the unit must also deal with frequent insurgent attacks on the base, which can sometimes halt operations.

Moody said even though this is the ďŹ rst deployment for many of his Soldiers, the whole unit has shown the resolve of battle-hardened veterans. â&#x20AC;&#x153;The Army talks about the resilience of Soldiers. Galindo said the reason the unit is strong-willed is because of the powerful relationship they share with one another. â&#x20AC;&#x153;Yeah, stress comes up and youâ&#x20AC;&#x2122;ll start seeing people becoming negative, but weâ&#x20AC;&#x2122;re still a family,â&#x20AC;? Galindo said. â&#x20AC;&#x153;We do share a love/hate relationship, but we also share a lot of camaraderie with one another.â&#x20AC;?

Moody said even though the unit has completed thousands of missions, the Soldiers realize how important their roles are in this war. â&#x20AC;&#x153;We play a huge part in the drawdown process, because everything that leaves this base goes through us, whether itâ&#x20AC;&#x2122;s personnel or equipment,â&#x20AC;?

Moody said. â&#x20AC;&#x153;Our MCT will not be the last to leave, but our mission will continue until the last Soldier leaves.â&#x20AC;?

For those who may be planning to re-enlist, retire or make any other changes that could affect their pay, now is the time to do so.

The Air Force Personnel Center will be upgrading and transferring the Military Personnel Data System to the Defense Information Systems Agency’s Defense Enterprise Computing Center in December. The system will be down for approximately 20 to 23 days beginning Dec. 3, 2012.

MilPDS is the primary database of records containing personnel data and all actions affecting every Airman’s career. MilPDS is also used to initiate pay actions for all Airmen, such as promotions, separations and retirements.

“We’re asking that Airmen who will be doing things such as re-enlisting or separating to have their applications in by Nov. 1,” said 2nd Lt. Emili Combest, 633rd Force Support Squadron officer in charge of career development. “This way, we can process and submit all the information necessary to APFC before MilPDS is shut down.”

If an Airman’s date of separation expires during the MilPDS upgrade, they can still re-enlist, but they may experience delays in processing their information to the Defense Finance and Accounting Services. Retirements and separations will be processed manually for actions occurring in January and February.

Additionally, Airmen will not be able to volunteer for an assignment during the upgrade. However, base pay and entitlements managed by Finance will not be affected.

Military Personnel Services and Force Support Squadrons have processes in place to ensure critical transactions, such as mobilization or activation, casualty and immediate separations can be processed during the upgrade. Paperwork for all other actions should be submitted in a timely manner.

Combest said Airmen should save a copy of their Record Review RIP in case they need to process critical transactions during the upgrade period.

“The best advice we can give any Airman is to be proactive,” said Combest. “If you know this could affect you in any way, turn in the necessary paperwork as soon as possible so we can have as few hiccups in the process as possible.”

Reserve and Guard members will receive specific information from the Air Force Reserve Command and Air Reserve Personnel Center about how the MilPDS upgrade will affect their programs. More information is available on the ARPC public website at http://www. arpc.afrc.af.mil.

In a deployed location, many Service members witness the atrocities of war ďŹ rsthand. For example, many have seen the suffering of a woman in need of basic supplies, like food and water, to sustain her children.

For one Airman and his team at Langley Air Force Base, Va., reducing the suffering from starvation became their priority.

Tech. Sgt. Shaun Chaplin, 480th Intelligence, Surveillance and Reconnaissance Wing command chief executive, volunteered to spearhead the third annual Feds Feed Families food drive in order to give back to the community. â&#x20AC;&#x153;This is something close to home,â&#x20AC;? said Chaplin. â&#x20AC;&#x153;It was a pleasure to help the community.â&#x20AC;?

Chaplin gathered representatives from the units around Langley AFB, with himself acting as both the representative for the 480th ISR Wing and the collector of all donations.

These donations, along with all other contributions from across the nation, are sent to local community food banks.

According to www.fedsfeedfamilies.gov, food banks nation-wide faced a heavily increased demand for non-perishable items over the summer because children were left without school nutrition programs.

Due to certain circumstances, Chaplin and his team were only allotted one month for the campaign.

With all the work ahead of them, Chaplin said his team quickly established a connection with other units to get the ball rolling.

“We had little to no previous experience with the food drive,” said Chaplin. “After finding out that we only had a month, we came up with a goal and hit the ground running.”

In 2011, Langley gathered 1,210 pounds of goods in 2011 for the food drive. Chaplin and his team set a 3,000-pound goal for the year without knowing these recent results.

Ultimately, they more than doubled the 2011 result, gathering 3,167 pounds of food, even with a shortened time frame.

Chaplin was thrilled with the result, and hopes to continue working with the Feds Feed Families initiative in Washington, D.C., next year,

Chaplin said one of his team members will take over the leadership position next year for the food drive.

Chaplin helped out the local community, and he also showed Langley that his unit is a vital part of the team, even though the 480th ISRW does not fall under the 633rd Air Base Wing.

Col. Jeff Kruse, 480th ISRW commander, drove that point home.

“Although we are a tenant unit, we never feel second-party here on base,” said Kruse. “When we have the option to take lead in the com-

munity, we take it.”

Kruse said allowing noncommissioned officers a chance to lead a program outside of work builds their teamwork and management capabilities, as well as relationships within the local community.

During a previous assignment in Florida, Kruse saw for himself the effects of food drives like the Feds Feed Families initiative when tornadoes hit nearby Alabama. He said Service members and their families needed basic provisions immediately after the tornadoes, and thanks to clothing and food drives, those members and their families were sustained.

“We all join [the Air Force] for military service,” said Kruse. “Events like these help us truly understand service not just to the nation, but for the community.”

Airmen eligible for the Retroactive Stop Loss Special Pay Program have until Oct. 21 to apply, Air Force Personnel Center officials said.

The program benefits retired and former Air Force members who were involuntarily held on active duty beyond their enlistment period or their approved retirement or separation date. The inclusive periods are Oct. 2, 2001 through Jan. 31, 2003 and May 2 through Dec. 31, 2003.

Airmen who qualify may be eligible for up to $500 per month compensation for each month they were affected, officials said. However, applicants must complete and submit their application with required documentation before Oct. 21.

Pre-war height, weight and physical fitness standards are coming back for Soldiers entering professional military education courses on or after Nov. 1.

If you are heavier than you should be, or you cannot meet the Army’s physicalfitness standards, you are not going to get into the professional military education course you are scheduled to attend.

The standards had been waived because the Army needed as many Soldiers as possible trained for the Iraq and Afghanistan conflicts – but that is no longer the case.

“In 2007, when theArmy was fighting two simultaneous conflicts, we instituted a physical fitness waiver for institutional training courses,” said Brig. Gen. Todd McCaffrey, director of Army training. “This ensured Soldiers attending these courses received the required education and relevant operational and combat skills training, regardless of temporary fitness issues or post-deployment recovery and reset cycles. We accepted this risk, rather than send an untrained or unschooled Soldier back to their units.”

Now, McCaffrey said, the Army can focus on getting Soldiers to meet both the training and fitness standards.

According to a message sent to all Army activities, PME courses affected include the

Senior Service College, the Sergeants Major Academy, the Joint Special Operation Forces Senior Enlisted Academy, the Captains Career Course, intermediate level education, the Warrant Officer Advanced Course, the Warrant Officer Staff Course, the Warrant Officer Senior Staff Course, the Advanced Leaders Course, the Senior Leaders Course and the Warrior Leader Course.

The policy change applies equally to courses taught in-residence and by mobile-training teams.

Soldiers who are identified to attend these courses and schools will receive an initial Army physical-fitness test, and height and weight screening. Those who do not pass the initial test will be allowed one retest. Soldiers who do not meet requirements after the second test will be removed from the course. Their service school academic evaluation report will also be annotated “failed to achieve course standards.”

“Reestablishing the Army physical fitness test and height/weight standards into our professional military education programs reinforces the efforts the Army’s senior leaders have been emphasizing on standards-based training and education,” said McCaffrey.

The summer season is over, leaving behind with it the long, hot days at the beach and humid, Virginia nights. The football season is in full swing, and the mercury is slowly but surely dropping in the thermometer each day.

Fall may be here, but the 733rd Force Support Division still has plenty to offer Soldiers and their families to keep them active and entertained through the season.

Joe Dumas, the 733rd FSD Community Services Branch chief, said the division runs a majority of their morale, welfare and readiness programs and services year-round, including sports, outdoor recreation and equipment rentals.

Two of the post’s most popular sports draws are the Pines Golf Course and the Bowling Center. Dumas said the two complement each other seasonally, with the Pines accommodating most of its guests in the spring and summer, and the Bowling Center catering to cold-weather crowds. However, cooler temperatures will not cause the Pines to close.

“We have a whole array of events throughout the year, like ‘glow ball,’ winter tournaments, seminars and golf lessons,” Dumas explained. “It’s a prime time to get your game ready for spring.”

Dumas said that while inclement winter weather may force the Pines to close, it is only temporary, and will reopen as soon as the course is deemed safe to use.

The Fort Eustis Mini-Park offers gokarting, mini-golf and batting cages, and is a popular destination during the summer months. While normal operating hours are suspended during the fall and winter seasons, Dumas said the park can be rented upon request.

Entertainment options do not stop at sports. Cold weather months provide many with the motivation to take time off and seek warmer destinations, enjoying attractions and sights across the country.

“We really offer great rates and mileage specials for the fall and winter season,” Dumas said. “We’ve had renters take the RVs completely cross-country before. We have a fleet of more than 25, and they’re very well-appointed.”

For those that want to stay in the area but still want a break from the mundane, Dumas has a getaway solution available right on post - Outdoor Recreation rents stationary campers and campground cabins.

The five log cabin-style buildings offer the quaintness of mountain living

with the convenience of on-post location. Wrap-around porches overlook Eustis Lake, and each cabin is appointed with all the furniture, modern appliances and bedding needed to enjoy a quiet weekend away without leaving the state. One cabin is specially designed to accommodate handicapped guests.

Some want to find the balance between getting away and keeping the home fires burning, and others may not be able to take the vacation they want. The Information, Tickets and Travel Office offers tickets and passes to events locally and nationally. The office even arranges bus trips to a variety of different exciting destinations, such as skiing trips, sporting events and popular tourist spots.

“Earlier this month, we took 26 people aboard a bus to Baltimore to see a Yankees-Orioles game at Camden Yards,” Dumas said. “We need to get a certain amount of people to sign up to do these trips, but when we do, it’s a blast.”

Dumas said the best way to take advantage of what MWR has to offer is by bundling services into package deals.

“We will definitely do package deals for people. For example, say you want to go to Disney World, but want to take a road trip you can enjoy. You can rent the RV from us, buy the tickets at ITT from us, and even make sure you know where to go hook up the RV once you get where you’re going,” he explained.

“We encourage people to call and tell us what they want to do. More times than not, we can make it happen.”
