DECORATIONS: 733RD SFS WINS STATE AND NATIONAL AWARDS

The 733rd Security Forces Squadron Traffic Section at Joint Base LangleyEustis, Virginia, finished 2016 by winning three awards from the Traffic National Law Enforcement Challenge.

On Jan. 12, 2017, four members of the 733rd SFS Traffic Section were presented a first place award for Military Police and Commercial Motor Vehicle Safety by the Virginia Association of Chiefs of Police, along with a third place award for Military Police by the International Association of Chiefs of Police.

The National Law Enforcement Challenge examines Law Enforcement agencies on traffic safety issues of impaired driving, occupant protection and speed awareness.

“The challenge program evaluates each agency that enters on its efforts on speed enforcement, traffic law enforcement, crash reduction and investigation, all forms of impaired driving, specialized enforcement in problem corridors in areas of policing, data collection, occupant protection and public education,” said Dana Schrad, VACP executive director. “That’s a lot of duties and responsibilities for any one unit to take on. Overall, Fort Eustis has one of most comprehensive and professionally operated military installation traffic units in the country and the end result is safer roads for all of us.”

To enter the challenge, the unit submitted an extensive package with data to show their efficiency in traffic safety issues including impaired driving, occupant protection and speed awareness. Overall, the 733rd SFS compiled a 46-page package showing why they were deserving of the awards.

A few statistics that the 733rd SFS Traffic Section included in their package to be awarded are: The Fort Eustis Police Department had zero impaired driving related crashes in 2015.

The unit was awarded two state, first place awards in the categories of Military Police and Commercial Motor Vehicle Safety, and one national third place award in the Military Police category.

57 percent of all impaired driving offenses occurred at the installations main entrance and exit roads.

90 percent of all impaired driving offenses occurred between 9 p.m. and 3 a.m. Friday to Sunday.

The unit had an increase of 145 percent from 2014 with 57 seat belt citations being issued in 2015.

There were no crashes with a result of injury due to failure to properly use occupant protection devises.

According to Schrad, Ft. Eustis possesses a statistic that shows the hard work and determination to commercial vehicle safety.

“The best statistic I can report for Ft. Eustis is the zero statistic,” said Schrad. “Of the 82 crash investigations that were conducted, there were no injury crashes as a result of failing to comply with occupant protection laws. [They] have done a tremendous job at getting people to buckle up and protect their children.”

The unit was awarded the Com-

mercial Motor Vehicle Safety award due to the vigilant work of the Traffic Enforcement and Collision Investigations Unit, according to U.S. Army Capt. Nicholas Garcia, 733rd SFS operations officer.

In 2015, 35 commercial vehicles were inspected by a TCI officer who found a total of 115 violations. Thirty one of those violations were out of service conditions of about 18,000 commercial vehicles entering the installation.

For the traffic section, the data collected helps the unit continually make improvements to their performance.

“Essentially we use the data to help guide us where we should be so we’re not out there aimlessly running around,” said Sgt. Derrick Lee, 733rd SFS Traffic Enforcement Unit traffic action investigator. “Most of it is specific targeted areas for speeding or child seat safety. So when we saw an issue that is something we can address.”

Army charts a course toward blended retirement in 2018

Beginning in January 2018, a new Department of Defense enterprise-wide retirement system will go into effect.

The blended retirement system, which was instituted by the 2016 National Defense Authorization Act, will take effect for all Soldiers joining the Army beginning Jan. 1, 2018, and some current service members will have the option to opt into the new system.

Soldiers with less than 12 years of active duty service and National Guard and Reserve members with less than 4,320 points will have until Dec. 31, 2018 to choose whether to remain in the current system or opt into the new one.

The new blended retirement system is a three-pronged program: PRONG 1 Prong 1 consists of a defined pension benefit upon retirement, which is similar to the current system, said Col. Steven Han-

son, Army G-1 Compensation and Entitlements, Allowances branch chief.

The current retirement system awards a pension of 2.5 percent of basic pay per year times the number of years of service for those serving 20 or more years, he said.

So someone with 20 years would receive 50 percent of base pay per year in retirement.

The new blended retirement system awards 2 percent per year. So that same Soldier serving 20 years would earn a pension of 40 percent of base pay.

PRONG 2 Prong 2 consists of a Thrift Savings Plan, or TSP, which is similar to a 401K plan, Hanson said.

Under the TSP plan, the government will contribute 1 percent of base pay for new Soldiers after 60 days and then will match up to 5 percent of contributions after two years. For Soldiers who opt into the blended retirement system, the government contributions to TSP begin immediately.

PRONG 3 Prong 3 is a one-time continuation payment for Soldiers with eight to 12 years of service. It will at minimum be 2.5 months of base pay for those on active duty. For Guard and Reserve Soldiers, it will be a half-month’s basic pay as if they were on active duty.

If the Soldier accepts this one-time payment, known as continuation pay, he or she will have to agree to serve for a minimum of three additional years.

SUMMARY Soldiers serving in the Army today have from Jan. 1, 2018, until Dec. 31, 2018, to decide whether to continue in the current retirement system that has been in place for many decades or join the new blended system, Hanson said.

All Soldiers joining the Army beginning Jan. 1, 2018, will be under the blended system, he said. Also, all Soldiers with less than 12 years active duty, as well as National Guard and Reserve members with less than 4,320 retirement points, can opt into this new blended system prior to Dec. 31, 2018.

DECISION MAKING Each Soldier’s circumstances are unique when it comes to deciding whether or not

3 to opt in or remain in the current system, Hanson said. In about three weeks, a mandatory Joint Knowledge Online course will help them decide which is best for them.

If the JKO course still doesn’t answer all the questions, Soldiers can receive additional help from counselors at Army Community Services or Army Emergency Relief, he added.

ANALYSIS Currently, some 70 percent of officers and 90 percent of enlisted don’t stay in for 20 years, and they leave the Army with no retirement benefits. Under the new system, all Soldiers who serve honorably for at least two years (approximately 85 percent of service members) will now have some retirement benefits when they leave the service.

It is widely recognized that Thrift Savings Plan is an excellent retirement plan, with very low fees and other benefits, Hanson said. Even after separating from the Army, Soldiers can keep contributing to their TSP or roll it into some other plan like a 401K. The other good news, he said, is Soldiers currently serving are not being forced into a new plan. “There’s no opting out, only opting in.”

Turbans, beards, dreadlocks now permissible for some Soldiers

Female Soldiers may now wear dreadlocks and male Soldiers whose religious faith requires beards and turbans may now seek permanent accommodation.

Army directive 2017-03, signed earlier this month, spells out changes to Army Regulation 670-1, the uniform policy, for the turban, worn by male Soldiers, the under-turban; male hair worn under a turban; the hijab, which is a head scarf worn by females; and beards worn by male members.

Sgt. Maj. Anthony J. Moore, the uniform policy branch sergeant major inside the Army’s G-1, said the policy change was made largely as a way to increase diversity inside the service and provide more opportunities for Americans to serve in uniform.

“This is so we can expand the pool of people eligible to join the Army,” Moore said. “There was a section of the population who previously were unable to enlist in the Army. This makes the Army better because you’re opening the doors for more talent. You’re allowing people to come in who have skills the Army can use.”

DREADLOCKS Female Soldiers have been asking for a while for permission to wear “locks,” or dreadlocks, Moore said.

“We understood there was no need to differentiate between locks, cornrows, or twists, as long as they all met the same dimension,” Moore said. “It’s one more option for female hairstyles. Females have been asking for a while, especially females of African-American decent, to be able to wear dreadlocks, and locks, because it’s easier to maintain that hairstyle.”

The Army directive says that each lock, or dreadlock, “will be of uniform dimension; have a diameter no greater than 1/2 inch; and present a neat, professional, and well-groomed appearance.”

All female Soldiers can opt to wear dreadlocks, Moore said.

RELIGIOUS ACCOMMODATION The Army has granted waivers to Sikh Soldiers since 2009 to wear a turban in lieu of issued Army headgear and allowed those same Soldiers to wear the turban indoors when Army headgear would normally be removed. Moore said for those Soldiers, the waivers were permanent, but that it was unclear whether this was the case Army-wide. That is no longer true, he said.

The new policy is that a Soldier seeking religious accommodation to wear a turban must make the request only once, and the accommodation will apply to the Soldier for the Soldier’s entire Army career.

In an Army directive dated Jan. 3, then Secretary of the Army Eric K. Fanning made official the policy regarding the wear of turbans, beards, hijabs, and underturbans.

“Based on the successful examples of Soldiers cur-

rently serving with these accommodations, I have determined that brigade-level commanders may approve requests for these accommodations, and I direct that the wear and appearance standards established in ... this directive be incorporated into AR 670-1,” Fanning wrote in the directive.

“With the new directive, which will be incorporated into the Army regulation, religious accommodations are officially permanent for Soldiers,” Moore said.

The level at which requests for such accommodation can be approved has also changed. Whereas requests in the past rose to the Pentagon before they could be approved, permission can now be granted by brigadelevel commanders. Bringing approval down to that level, Moore said, speeds up the approval process dramatically.

That was the intent, Moore said. “They are trying to speed up the process for the Army and for the Soldier.”

Moore said the same religious accommodation rules apply for Soldiers seeking to wear a beard for religious reasons as well as female Soldiers who want to wear a hijab.

If brigade-level commanders feel it inappropriate to approve the accommodation for some reason, he said, then they can recommend disapproval, but the recommendation must be channeled to the GCMCA for decision. Under the new policy, requests for religious accommodations that are not approved at the GCMCAlevel will come to the secretary of the Army or designee for a final decision.

GAS MASK ISSUE Still at issue for Soldiers is wear of a beard in conjunction with a gas mask. In the Army directive, Fanning wrote that study results have shown that beard growth can degrade “the protection factor provided by the protective masks ... to an unacceptable degree.”

“Although the addition of a powered air-purifying respirator and/or a protective mask with a loose-fitting facepiece has demonstrated potential to provide adequate protection for bearded individuals operating in hazardous environments,” Fanning wrote, “further research, development, testing, and evaluation are necessary to identify masks that are capable of operational use and can be adequately maintained in field conditions.”

Moore said that until further testing is completed and alternatives are found to protect bearded Soldiers in environments affected by chemical weapons, Soldiers with beards may be told to shave them in advance when there is specific and concrete evidence of an expected chemical attack.

If a chemical warfare threat is immediate, Moore said, instructions to Soldiers to shave their beards would come from higher up, at the General Court-Martial Convening Authority-level — typically a division-

level commander.

Likewise, Soldiers who seek religious accommodation to wear a beard will not be allowed to attend the Army schools required for entry into chemical warfarerelated career fields, Moore said.

BEARDS AND MUSTACHES For wear of the beard, Moore said, the new directive allows for beards to be as long as the Soldier wants, so long as the beard can be rolled up and compressed to less than two inches from the bottom of the chin. Additionally, for those Soldiers wearing a beard under a religious accommodation, the rules for wearing a mustache are also new. Mustaches may extend past the corners of the mouth but must be trimmed or groomed to not cover the upper lip.

Maj. Kamaljeet Kalsi, a civil affairs officer in the Army Reserve’s 404th Civil Affairs Battalion at Fort Dix, New Jersey, is a Sikh Soldier who wears both a turban and a beard. He said he welcomes the new policy change as an indication that the Army is now looking to accommodate his faith and open its doors to talent in the United States that might have been previously untapped.

“To me, it says the nation is moving in a direction that the founders intended, a pluralistic democracy that represents all,” Kalsi said. “I think we’re a stronger nation when we can draw from the broadest amount of talent, the broadest talent pool. And it makes us a stronger military when the military looks like the people it serves.”

Capt. Simratpal Singh, with the 249th Engineer Battalion prime power section, said for him the policy is about acceptance.

“On a personal level, it means that I can serve freely and without having to worry about any stipulations or constraint,” he said. “That’s all I want is to serve in the U.S. Army just like any of my peers.”

Because the next edition of AR 670-1 is expected to be published next month, the Army will not be able to include the new rules. But Moore said Soldiers can expect to see these most recent changes in the AR 670-1 that comes out at this time next year.

Red Flag’s heartbeat: Core unit arrives at NAFB

The 1st Fighter Wing’s air crews and support personnel out of Langley Air Force Base, Virginia, arrived at Nellis AFB, Nevada, Jan.17 and 18, 2017, to participate in Red Flag 17-1, as the exercise’s core unit.

Red Flag, a three-week combat training exercise involving U.S. and allied forces’ air, space and cyber domains, kicked off January 22 on a simulated battlefield over the skies of the Nevada Test and Training Range north of Las Vegas. Throughout the training exercise, Airmen support their units in defeating aggressors including realistic threat systems and opposing enemy forces, providing all domains the ability to train collectively for contingencies in a safe environment to increase the combat capabilities for any future combat situation.

“This year we are the core unit, meaning we are the heartbeat for Red Flag,” said Capt. Matthew Siverio, Red Flag 17-1 core unit project officer. “Each member that is attached to the core unit will utilize their expertise to match the expectations of the Red Flag Air Expeditionary Wing commander to ultimately make this the most successful Red Flag we can.”

According to Master Sgt. Erick Matos,

Red Flag 17-1 superintendent, as the exercise’s core unit, the 1st FW has the added challenge of not only conducting its own air-to-air and cyber mission taskings, but also supporting Red Flag’s U.S. and allied forces.

“We are ensuring over 30 different units and over 3,000 individuals form not only the U.S., but partner nations like the United Kingdom and Australia as well as our sister services have all the resources they need and require to learn and execute the best way of employing a combined large force package in a live-fly environment,” Matos explained.

Siverio anticipates that facilitating successful countering of air, space and cyber threats by all participating units will take a team effort lead by America’s first team, the 1st FW. “We’re here as a core unit to help all other participating units by lending our expertise and ensuring they have all the necessary resources they need to meet the objectives set out by Red Flag staff and their respective units,” said Siverio adding that such groundwork can range from augmenting core members to fill duty gaps and tasking other to units to achieve exercise needs.

For Matos, succeeding as the core unit is simple; ensure all duty requirements are met and support wherever help is needed.

how the [U.S. Air Force] fights,” said Lt. Col. John Echols, 94th Fighter Squadron commander and formation lead. “Symbolically it’s appropriate that the F-22 is out front as it is the world’s most capable fifth generation fighter aircraft.”

According to Echols, the F-22 and F-35 are more survivable in contested airspace and complement each other in their role to establish and maintain air superiority. Gaining air superiority enables the fourth generation fighters, whether that’s an F-15E or F-16 in this case, to employ their substantial capabilities against any enemy.

“Our team [at JBLE] is well trained and very focused on accomplishing any mission we are given, whether this is in combat, training or a high-visibility flyover,” said Echols. “At the end of the day, we just want to represent our Air Force and the American people to the best of our ability. We want to make them proud.”

The aircraft performing the flyover are the F-15E Strike Eagle from Seymour Johnson Air Force Base, North Carolina, the F-16 Fighting Falcon from Shaw AFB, South Carolina, the F-22 Raptor from JBLE, Virginia, and the F-35 Lightning II from Eglin Air Force Base, Florida.

how the [U.S. Air Force] fights,” said Lt. Col. John Echols, 94th Fighter Squadron commander and formation lead. “Symbolically it’s appropriate that the F-22 is out front as it is the world’s most capable fifth generation fighter aircraft.”

According to Echols, the F-22 and F-35 are more survivable in contested airspace and complement each other in their role to establish and maintain air superiority. Gaining air superiority enables the fourth generation fighters, whether that’s an F-15E or F-16 in this case, to employ their substantial capabilities against any enemy.

“Our team [at JBLE] is well trained and very focused on accomplishing any mission we are given, whether this is in combat, training or a high-visibility flyover,” said Echols. “At the end of the day, we just want to represent our Air Force and the American people to the best of our ability. We want to make them proud.”

COMMANDER’S CORNER THE INTEGRITY OF SPEAKING UP

Integrity is the cornerstone of our core values. We say that, integrity is doing what is right when no one is looking. But integrity is also saying what is right even when everyone is looking, when no one is ready to hear and regardless of who is asking.

This is the integrity of speaking up. We know that exhibiting integrity in our actions is imperative, but there is perhaps even greater power in the words we speak, especially when those words are bound to deeds. Real words, thoughtfully considered, spoken aloud, without enmity and with a constructive goal.

In the virtual-driven, techie world of today, spin and double-speak are the norm and cyber text Wiki words lack truth, substance and vowels.

People have the ability to see through spin; they see through pretty language, and are aware that you can’t believe everything you read, but people are also taken in by flattery and wounded by real or imagined barbs. Therein lies the quandary. How do we communicate and accomplish the mission when we have lost the ability to speak to each other, to debate with each other and to call out concern if the integrity of our words seems to be lacking? We had all the tools we needed in Kindergarten. Children have wonderful integrity of speaking up. They call out their playground peers saying “liar, liar pants on fire,” followed by a staunch, “no take backs,” and

“sticks and stones.” They work it out, because the goal of playground time overrides their tantrum.

Why should it matter to us? Our playground has no room for tantrums. The integrity of what we say becomes a matter of trust. Miscommunication and mistrust create mishaps.

When actions and words are not in sync, trust is lost because the truth of future words will be questioned. How are we safe, secure, reliable and effective without trust?

In challenging times, with limited resources and with unexpected events at every turn, all we may have is the assurance of our spoken word, that there is a way ahead, that we have each other’s back, that appropriate actions will be taken and that the battle will be won. There is not enough time to explain the rabbit hole into which trust fell.

Or worse yet, too much time is wasted revisiting topics asked and answered but lost in the smoke and mirrors of email and non-verbalized words. The military tries to mitigate with Rules of Engagement on how and when to speak. Tongue and Quill provides guidance for words not spoken, yet we still fumble and quibble. Texting and email have diminished speech and word choice and made it second nature to insult, to “anonymously” bully; we have lost the ability to differentiate jokes, empathy and antipathy.

So what is my message? Put down the iPad, stop reading Facebook and Instagram and start reading Animal Farm.

Take it one step further. Get over “it.” Get over whatever happened on an electronic Hollywood chat interface and pay attention to what is happening around you, to real peo-

Here is the context: Buchenwald concentration camp survivor and Nobel Laureate Eli Wiesel wrote, “I swore never to be silent whenever and wherever human beings endure suffering and humiliation. We must always take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented.”

Bottom line is, every one of us is a leader in some way, at some time.

We should be true to our word, our real life not virtual not texted Word.

What did you walk past today that you could have fixed by simply speaking up? The power of words can be monumental in the actions they grow, the multitudes they motivate. Good words launch space ships and air to ground attacks, and help opponents save face. Great words inspire, comfort and create.

Do you speak up, for things that matter? Do you know which side of the spoken integrity coin you are on? Do you say “not my job” or do you say “how can I help”? Do you tie those words to actions? Maybe it’s time to figure that out? You should never get heartburn from having to eat your words.

The integrity of a word, your word, can be your compass, your targeting scope and your kevlar.

Gear up.

EustisCommunity Fort Eustis Tax Center opens Jan. 30 The Fort Eustis Tax Center will open Jan. 30, 2017 to April 14, 2017 for in-person advice for active duty members, retirees and dependents. The center will open 8 a.m. to 4 p.m. Monday, Wednesday and Friday for walk-in services. From 8 a.m. to 4 p.m. on Tuesday and Thursday by appointment only for active duty members.

Spouses’ Club Community Grants The Spouses’ Club of Fort Eustis is a private, non-profit organization that earns funds through The Whistle Stop Thrift Store, monthly luncheons, an annual gala and other events. The funds generated from the SCFE are then dispersed throughout the community in the form of Community Grants that are used to benefit the Soldiers and families of the Fort Eustis community. Past examples of these community grants are: • PDAs and Palm pilots for Wounded Warriors to help them keep track of personal and medical appointments.

• Warm, delicious meals provided to family members awaiting their Soldier’s return.

• Soldiers and family members passing through airports have been provided respite and help not available to the general public.

• Soldiers unable to go home for the holiday found comfortable, inviting places to spend their time listening to music, watching television, using computers, etc.
