During a town hall later in the afternoon, Speer addressed his commitment to the Army’s fight to prevent sexual assault and harassment, referencing current social media events.

“I believe we’ve got the right policies and procedures; we’ve instructed Soldiers and Civilians about the proper use of social media and our expectations are that all people will treat others with dignity and respect,” said Speer.

The Army consistently reviews its policies and training for online conduct updating its Social Media Handbook and ensuring Army Regulations are current.

“While we can’t completely guarantee it won’t happen, there is a zero tolerance when we know there has been misconduct. It’s not acceptable, and we have to police each other and live the Army values.”

Looking to share insight on how the Pentagon has changed since the election, Speer explained that the Army is working with the Office of the Secretary of Defense to conduct the readiness and national strategy reviews that were ordered by the President.

“One of the things that I’m very proud of in this Army is no matter which administration is in charge, the Army continues to operate and accomplish its ultimate mission to win the wars for our nation,” said Speer.

JACQUELINE COCHRAN: BEAUTICIAN TO WASPS, TRAILBLAZER

When Jacqueline Cochran was appointed as director of the Women’s Airforce Service Pilots in 1942, she had already made history as the first woman to fly a bomber across the Atlantic during World War II. According to the National Archives, prior to earning her pilot’s license, Cochran studied nursing and was employed as a beautician before establishing her own cosmetics company. After Cochran became interested in flying, she took lessons and bought her own plane to use for personal and business travel.

While managing her cosmetics company, Cochran started competing in professional aeronautical racing and

set several speed records. In 1938, she became the first woman to win the Bendix Trophy for a 2,042-mile air-race that started in Los Angeles, California, and ended in Cleveland, Ohio.

Concerned about the possibility of war in Europe, Cochran contacted the U.S. Army Air Corps in 1942 to suggest training and incorporating female pilots to fly military aircraft during wartime.

When Cochran learned that her recommendations would not be implemented, she decided to recruit groups of qualified U.S. female pilots to join the British Air Transport Auxiliary in England, which transported supplies, equipment and ferried military aircraft between factories.

Amongst the shortage of U.S. Army Air Corps pilots during World War II,

Cochran received an invitation to become the director of the WASPs, where she established a training center and supervised the training of more than 1,000 female pilots.

According to the U.S. Army website, Cochran would then go on to become the founder of the Women’s Flying Training Detachment in 1942 in Houston, Texas. In that same year, Nancy Harkness Love launched the Women’s Auxiliary Ferrying Squadron at New Castle Army Air Base, Delaware.

The WFTD and WAFS merged into the WASP organization in 1943, which was disbanded in 1944 after 16 months of operations. During that time, over 25,000 females applied for WASP training, 1,879 were accepted and 1,074 completed the program.

vital roles of women in American history, Women’s History Month began as Women’s History Week on March 7, 1982. After a petition was submitted by the National Women’s History Project, Congress passed Public Law 100-9 in 1987 to designate the month of March as Women’s History Month.

Connecting with veterans through unique therapy

Throughout her weekly meetings and tasks, Jamie Reed takes moments to stare at the foliage outside her office window.

During those brief moments, Reed looks forward to the one day of the month when she can get her hands dirty working alongside service members and civilians to take care of garden plots at the Hampton Veteran Affairs Medical Center ’s horticultural therapy garden.

Joint Base Langley-Eustis, Va., community members devote their time to maintaining the therapy gardens, as well as spending time cultivating relationships with veterans who use the gardens as a therapeutic source.

According to the American Horticultural Therapy Association, this therapy has been proven as an effective treatment for a broad range of rehabilitative services for mental illnesses. The therapeutic approach of engaging in plantbased activities facilitated by a trained therapist can be used to assist participants in improving cognitive abilities, coordination, endurance and problem solving skills.

Therapeutic gardens are designed to help the veterans by associating treatment with the soothing elements of na-

ture. The plants are typically selected based on color, texture and fragrance to stimulate a healing response.

“Veterans, therapists and volunteers can all benefit from the calming and healing effects of working in the garden,” said Jamie Reed, Service to the Armed Forces Manager with American Red Cross, Virginia. “This activity is a great outlet for these men and women who have struggled and it gives them a new hobby to put their mind at ease.

Having the service members interacting with them and providing companionship during their healing process is just the added bonus.”

During their once-a-month visits, the JBLE volunteers assist with maintaining the garden and interacting with the veterans by rebuilding structures, laying mulch and picking weeds. Reed feels it is a group effort to keep the therapy garden available for the veterans, and the JBLE volunteers are a huge asset to the program.

eral veterans while volunteering and hear their stories first-hand of how the military used to be,” said Cory. “It helps me see that we are heading in the right direction and it’s because of the veterans who have pushed for positive changes for their predecessors’ benefit.”

Cory hopes to encourage JBLE members to volunteer and help positively impact veterans with activities such as the therapeutic gardens.

Along with the horticultural therapy garden, the Hampton VA Medical Cen-

ter offers equine therapy, special holiday events for veterans and is always seeking volunteers to assist in event productions.

“This is a fun way for all members of the community to support our veterans,” said Reed. “These interactions are beneficial for all involved, and above all, has a positive impact on the veteran’s treatment.”

IDS: collaborating agencies improve lives

While the Joint Base Langley-Eustis Integrated Delivery System may sound like a technology based program, it’s not that all. In fact, it’s the opposite.

The IDS is comprised of helping agency representatives from the installation, who meet monthly to find solutions to issues they see or hear about from the JBLE community.

“What all of these helping agencies do is support Comprehensive Airmen Fitness,” said Carole Barton, 633rd Air Base Wing community support coordinator. “We also support commanders by going out and learning what issues they’re seeing.”

Rather than troubleshooting problems as singular agencies, the IDS works as a team to devise plans that they present to decision makers at the installation level and sometimes U.S. Air Force headquarters.

“Everything starts at this meeting and then goes to the next [level],” said Barton. “We need this collaboration so that we can work events together and hear what another agency is doing. We’re knowledgeable about each other ’s various programs so that we can point people in the right direction for help.”

The collaboration includes agencies and people ranging from a key spouse, who voices concerns on behalf of Air Force families, to the sexual assault response coordinator, who assist victims of sexual assault while raising awareness for prevention.

For instance said Barton, if the chaplain is having a couples’ weekend, the

family advocacy program manager will know about it from our meetings and be able to tell her customers.

“That first year that I came to the meetings, I heard people talk about their programs and got their handouts – that’s how I got to know what every agency does,” said Aillen Ford, 633rd Air Base Wing FAP manager. “I know just by being here every month who provides which service, and I can reach out and they can reach out to me.”

In addition to understanding and knowing one another ’s agendas and plans, the IDS also works to find better ways of doing things within the helping agency system.

“We’re looking for any commonalities where we can combine programs,” said Barton. “We look at what we should focus on, so that we can better support our leadership. We want to be efficient and effective.”

As a result of this collaboration, the group started Leadership University, which was presented as a best practice to Barton’s Air Combat Command counterparts. “[Leadership University], started out unique to Langley and now it’s kind of spreading throughout the command,” said Barton, of the program that briefs new installation leadership on helping agency services. “It really is a time saver because many of these helping agencies would be required to brief each one of those commanders, so we have consolidated that effort into a forum where they can all get their questions answered.”

Recently, the group also teamed up with key spouses to host a fair for deploying member ’s families.

“What they’re doing here is groundbreaking and the pre-deployment fair came out of that,” said Ali Leone, 1st Maintenance Squadron key spouse. “We can say these resources are here for you, but as a key spouse, the biggest thing that we preach in our unit is building relationships.”

The fair accomplished establishing bonds, not only between spouses, but between them and the agencies that came to provide information and answer the families’ questions. “[The families] were able to talk to them and get questions, not just get a piece of paper that says, ‘here, call this person,’” said Leone. “Instead of handing them information, we were able to actually arm them with information,

and it made a big difference for our spouses. The feedback has been fantastic. They got to make personal connections and that’s improved so much for them.”

Ford added that within a week of the fair she has been able to help families with additional questions because they knew who to go to thanks to the event.

“It’s been great to be able to reach out to them and say, ‘Here’s a resource,’ or to have them come talk to us,” said Ford.

After events like this and Leadership University are over, the planning and partnerships don’t end as the group continually discusses successes and improvements as well as new ideas to further improve the quality of life for Airmen and their families.

SPOUSES LUNCHEON BRINGS SERVICES TOGETHER

Spouses from Joint Base LangleyEustis and Norfolk Naval Station came together for a Joint Services Luncheon at the Ft. Eustis Club, March 16, 2017.

The three Spouses’ Clubs in Hampton Roads gather annually for the luncheon to provide members with an opportunity to learn about each service’s unique traditions, exchange ideas and foster camaraderie.

To emphasize the joint partnership throughout the military community, each year the clubs rotate where the luncheon is held, providing the spouses a chance to visit the three separate bases.

“I think it is important to get spouses from all branches together to celebrate similarities and differences in the service branches,” said Anna Dvorak, Spouses Club of Fort Eustis president.

“This luncheon allows us to better understand other services while connecting with spouses.”

The main topic of discussion for the luncheon was ‘United by Tradition,’ in hopes of familiarizing each other with their branches military traditions.

These traditions included singing each service’s song, giving toasts for each branch and the playing of the National Anthem.

According to Dvorak, creating lasting friendship is the organization’s number one priority, and it is especially beneficial for spouses who are new to the military and the area. Joining a spouses’ organization can make new spouses, particularly in overseas locations, feel welcomed into the military family by introducing them to the culture and providing a support channel.

Along with hosting monthly luncheons and fundraising events, the SCFE gives back to the community through grants and scholarships to organizations and service members and their families in the local area. One of the main SCFE programs is the Whistle Stop, a thrift shop on Ft. Eustis which donates 70 percent of its proceeds directly to the community grants and scholarship funds.

community even if it is on a small scale,” said Dvorak. “We have plenty of volunteer opportunities, including positions on our board, helping with committees, activities and, of course, helping in our thrift store. We plan tons of fundraisers, like the upcoming Warrior Color 5K Run, to raise as much money as we can to give back to our community.”

According to Michelle Funkhouser, SCFE honorary advisor, the Spouses’ Clubs provide social opportunities for spouses to develop strong friendships that typically last beyond one duty station while giving back to the community that has welcomed them in.

The club is open to spouses of all ranks of active duty, guard, reserve, foreign liaison and civilian personnel, as well as spouses of local retired or deceased Armed Forces personnel and Gold Star family members over the age of 18.

“Since our club is open to all ranks, active and retirees, the possibilities of helping each other and our community are endless,” said Funkhouser. “It is important for us to gain these connections, so we can create our own network of knowledge, support and friendship.

Anything is possible when spouses get together to help and give back.”

PMEL KEEPS MISSION ON TRACK

He is precise with eyes unwavering, as he cautiously adjusts his settings while performing routine calibrations.

As a Precision Measurement Equipment Laboratory technician, this U.S. Air Force Airman’s actions can affect the outcome of a physical assessment, a medical patient receiving trusted care or an F-22 Raptor landing safely after a flight.

“Anything that has a number to it, we calibrate and ensure it is reading what it should be reading,” said U.S. Air Force Senior Airman Ruben Mejia, 1st Maintenance Squadron PMEL technician. “The simplest way to explain it is when you’re driving and your car says you’re going 65 miles per hour, ‘how do you know you’re going 65 miles per hour and not 68 miles per hour?’ We are here to ensure the equipment we maintain is reading properly [and that it is up to standards].”

The 23-man PMEL shop at JBLE maintains approximately 5,100 pieces of equipment, ranging from torque wrenches, to equipment used to maintain F-22 landing gear. They support 98 agencies across the installation, to include the Fitness Assessment Cell, the 633rd Medical Group and the 1st Maintenance Group. They also assist the U.S. Coast Guard, U.S. Army, U.S. Air National Guard and other Air Force bases across the country.

“Our job is important because it deals with equipment directly being used for the jets and their accuracy—things like a missile test

that will check the electronics and accuracy of the missiles,” said Triplett. “Even [equipment as small as] a torque wrench, we probably get five to ten a day, needs to be calibrated properly because they make sure the nuts on the jets’ wheel are torqued to the right specification.”

The PMEL flight is divided in two main sections, electrical standards and physical dimensions, to support its customers. The electrical standards section deals with voltage, resistance, current, frequency and power while the physical dimension side of the house works with temperature, linear, force, tension and pressure measurements.

According to Triplett, PMEL Airmen perform their duties according to working standards that are compared to base measurement standards, which are the most accurate.

He explained that each standard eventually traces back to the National Institute of Standards and Technology, the core standard of each calibration.

To ensure the standard for each piece of equipment remains up-to-par, the Airmen document every adjustment or calibration they make.

According to Triplett, each piece of equipment has a calibration interval that is adjusted by the Air Force Metrology and Calibration Center depending on how long it stays within tolerance.

“If we are working on a piece of equipment that has a calibration interval of 12 months it should be in tolerance [for that period of time],” explained Triplett. “We want the

equipment to be in tolerance 100 percent of the time, but if its less than 85 to 90 percent, its gets flagged by the Air Force Metrology and Calibration Center to adjust that interval down to nine months. That’s the importance of documentation for our job.”

Due to the nature of the equipment these technicians work with on a daily basis, safety is priority to prevent injury and death while on the job.

“Your parents told you at a young age ‘Don’t put your hand in the socket,’ well that was 115 volts at 60 hertz. Here we deal with up to 1,000 volts and up to 30 amps sometimes,” said Triplett. “In every procedure we do, the first step says, ‘Warning these procedures and steps could possibly cause injury or death,’ so you have to review every single procedure to familiarize yourself with it from beginning to end because it’s dangerous equipment.”

EOD FOUNDATION BENEFITS SERVICE MEMBERS

Explosive Ordnance Disposal technicians across the U.S. military are responsible for safely disarming and rendering different kinds of explosive devises.

These EOD members keep installations across the U.S. safe from possibly harmful explosive devices that could injure service members and their families, and damage property.

While deployed, the job of the technician is similar, as they ensure the safety of roadways to allow safe passage for friendly forces.

Whether an EOD member is deployed or in the states, their job brings everyday dangers that can cause Post Traumatic Stress Disorder, serious injury or possibly death.

In the case that an EOD member is wounded or killed, the EOD Warrior Foundation is available to help the service member and families by using the four pillars of support they created.

“Our mission is to improve the quality of life for the EOD family by providing

emergency financial relief, scholarship opportunities, and physical and mental support,” said Nicole Motsek, EOD Warrior Foundation executive director. “We need the community and businesses out there to support us in supporting them; they are very deserving.”

According to Motsek, assistance from the foundation is provided to EOD school graduates only, is handled by a case worker who works one-on-one with families to guide them through the process.

“We support families in the EOD community across all four branches of the military who may find themselves on hard times and need support.” said Motsek. “It’s an easy process compared to some and it depends on the kind of support they need.”

“We find that awareness is a big problem for the EOD community and the EOD Warrior Foundation,” said Motsek “I consider EOD as more of the unsung heroes because they are imbedded with every special operations team and they are doing great work without getting the

Doctors stress early diagnosis for TBI

During the month of March, military medical professionals focus on raising awareness of the symptoms, side effects and the importance of diagnosing brain injuries, in recognition of Brain Injury Awareness Month.

According to the Center for Disease Control and Prevention, TBIs can be classified into three categories; mild, moderate and severe. A brain injury can be caused by a strike to a person’s head with a force that quickly accelerates and then rapidly decelerates the brain inside the cranium. This force causes micro-damage to nerves in the brain resulting in potential irritability, concentration problems, headaches, dizziness, imbalance and problems with smell or hearing senses.

“The biggest thing we try to emphasize is screening for TBI and diagnosing it early-on,” said Dr. David Weber, 633rd Medical Group behavioral health psychiatrist. “I’ve seen a number of patients who have suffered from symptoms for years and when we look back into their history, we find definitive change points caused by brain injury.”

Many patients suffering from a TBI are often diagnosed after treatment at behavioral health clinics for mental health issues, such as mood disorders, depression, anxiety, irritability, marital problems, increased drinking and substance abuse.

“Many patients resort to drinking and substance abuse in their own attempts to treat their symptoms of anxiety and depression, that they may not know are connected to brain injury,” said Weber. “So when patients come in, first, we evaluate if a brain injury is a contributing factor and then, we’ll refer them to a neuropsychologist or neurologist to further evaluate for the brain injury and initiate a treatment plan.”

Treating a TBI takes a team of specialists, including primary care physicians, psychiatrists, neuropsychologists, physical therapists, speech and cognition therapists, occupational therapists and visual specialists.

Treatment can also involve family members, who aid in the diagnosis and healing process.

“Oftentimes we will confer with families to help with the treatment plan because they can see the change in the person that the person may not see in themselves,”

Mild brain injuries typically resolve within 30 minutes and display symptoms such as being dazed and confused. However, multiple mild brain injuries over time, especially a second injury within seven days of the first injury, can result in increased symptoms, side effects and more severe long term outcomes.

Medical professionals emphasize the importance of speaking to a physician and diagnosing a suspecting injury as soon as possible to improve chances of healing.

“If you suspect you’ve had a head injury and are experiencing any symptoms, please go to your primary care doctor as soon as possible and get it assessed,” said Weber. “It’s not enough to just receive mental health treatment, we have to get other professionals involved to improve quality of life.”

Squadron revitalization leads to EPME changes

The reenlistment and extension ineligibility requirement will be removed from the enlisted professional military education program effective March 15, 2017 according to Air Force officials.

Air Force deputy chief of staff for manpower, personnel and services Lt. Gen. Gina Grosso, approved the change, removing the automatic reenlistment or extension ineligibility status for Airmen who fail to complete their enlisted professional military education distance learning course tests by their suspense dates.

“We continually review and evolve personnel policies to ensure it provides equity for Airmen, aligns with our Air Force strategy and supports our Airmen’s ability to execute the mission,” Grosso said. “While originally intended to drive increased development and professionalism, the previous EPME approach created a higher standard, particularly when compared to recent changes to our officer PME model. Additionally, as we grow the force the policy added unnecessary challenges and distractions to our Airmen. We certainly heard and listened to Airmen on this matter.”

The former policy stated that if an Airman exceeded the suspense date for course completion, the Airman automatically became ineligible for reenlistment or extension, until the course was complete. This meant impacted Airmen were required to separate or retire on their date of separation. Although PME completion is expected and tied to promotion, non-completion is not directly tied to continued service under the officer system. This change brings both systems back into alignment.

The need for this policy change was confirmed during the Air Force Chief of Staff’s Squadron Revitalization effort.

“Airmen clearly identified this as an issue in both the Air Force Revitalization Survey and during the recent field interviews conducted at Joint Base Andrews,” said Brig. Gen. S.L. Davis, Team Lead for the squadron revitalization effort.

The policy adjustment places authority

and responsibility for reenlistments back at the squadron level and provides flexibility for commanders to retain high-performing experienced Airmen who meet the Air Force’s mission needs, in line with revitalizing Air Force squadrons.

“As we work to revitalize our squadrons, it remains important that commanders and supervisors who are closest to an Airman have a say in whether or not an Airman should be allowed to reenlist,” Grosso said. “It has been a squadron commander ’s decision, and this policy adjustment restores that authority, placing the retention decision back in the hands of the local commander.”

With the change in policy, Airmen who were previously impacted due to EPME non-completion will now be eligible to re-enlist or extend (unless otherwise ineligible), and should see their ineligibility code removed from their record in the Military Personnel Data System within 24-48 hours.

In line with placing the retention decision authority back in the hands of squadron commanders, the approval authority for EMPE distance learning course deferments has also been changed and now rests with squadron commanders.

“Gen. Goldfein has been clear – we succeed or fail in our missions at the squadron level where we develop, train and build Airmen,” Grosso said.

“We must promote best practices, identify improvements and remove barriers, real or artificial, in order to support our squadrons – the most essential level of command.”

No changes were made to the policy regarding promotion eligibility. Grosso said that was a deliberate decision as PME is critical to the development of all Airmen, both officers and enlisted, as leaders in the profession of arms.

INSPECTORS PREPARE THE INSTALLATION, KEEP UNITS MISSION READY

When a patient feels pain, a doctor checks them to find the best way to treat them. The Inspector General’s office performs the same way as a doctor would for units within the U.S Air Force.

At Joint Base Langley-Eustis, the job of an IG office inspection team is to perform a total systematic check of the units on the installation.

“We look for deficiencies, as well as things that are being done well,” said William Gibson, 633rd Air Base Wing investigation and inquiry specialist. “When you have a complaint, our job is to assist like a doctor to help resolve that problem.”

The IG office manages the commander ’s inspection program, ensuring units are running smoothly and have adequate resources to continue the mission. These inspections consist of exercises, such as deployment and active shooter exercises at the unit or base level.

If there are issues within the unit that are detected during an exercise, the IG will report their findings to the commander so that they can be fixed.

Whether it’s inadequate training, insufficient manning or not having the proper equipment, the IG will direct the problem to the proper fields to get it corrected.

“We’re trying to [stop] problems before they happen,” said Scott Van Dyke, 633rd Air Base Wing inspector general. “We take a look at a unit, either through an inspection or exercise to identify problem areas and get some resolution before they become [worse].”

The IG office regularly conducts different exercises at JBLE to ensure everyone on the installation is ready and mission capable, in case an incident or emergency were to happen.

oversee the exercise making sure everything runs smoothly, the WIT members inspect their unit properly.

Since they know the ins-and-outs of what the unit must do during an incident or emergency, WIT members are subject matter experts that are handpicked by the commander from each unit. After the individuals are chosen, they must attend training conducted by the IG office, which includes explanations on what they should and shouldn’t look for during an inspection and how to properly grade the inspection.

“They all take an oath that they will have the integrity to be the wing commander ’s eyes and evaluate their unit,” said Randy Renaud, 633rd Air Base Wing exercise program manager. “We have some good WIT members who want to do a great job and are passionate about looking at their own systems and improving them.”

WIT members and IG office members work hand-in-hand together like a doctor and nurse to keep the units on JBLE mission ready. In addition, if they discover any broken bones in the system, they’ll find a way it get them fixed so that JBLE is ready for whatever may come in the future.

The Langley Chiefs’ Group sponsors the Mary Matthews Scholarship Fund to active-duty Airmen from E-1 through E-6, stationed at Langley Air Force Base, Va., who are pursuing a college degree. Tax center now open

Langley 5/6 club hosts weekly meetings

The Langley Tax Center is now open! Assistance is available at the walk-in kiosks for self-file or call for an appointment at 225-5777 for additional income tax assistance during the hours of 8 a.m.-12 p.m., MondayFriday.

The tax center is located at 402 Helms Ave., Langley Air Force Base, Va., Bldg. 801 on the basement level. Parking is located in the back of the building. If entering the building from the front or back entrance, use the stairwell in the lobby to access the tax center on the basement level. The elevator does not work, so call in advance for assistance down the stairs.

Again, an appointment is not required to use the kiosks—the kiosks are available between 8 a.m. and 12 p.m. during the duty day. When using the kiosk, access Military OneSource, an online resource that offers free software to help prepare and file taxes online.

A consultant is available to answer any question regarding Military OneSource for free during the tax season, Jan. through April 18, 2017, at 800-342-9647 while at the tax center or home. When using the kiosks, access to other free tax preparation sites will be available to help individuals prepare their taxes on their own. Military OneSource suggests that before starting on your tax return, gather all necessary tax documents and additional information such as the following:
