The Regimental Memorial Chapel hosted a Suicide Prevention Symposium in the assembly room at Fort Eustis March 29 as part of the Unit Ministry Team’s annual training.

The training, led by U.S. Army Chap.

(Col.) Kenneth Bush, 633rd Air Base Wing deputy chaplain, helped religious counselors become better at dealing with military personnel who are dealing with thoughts of suicide.

According to Bush, there have been several suicides at Fort Eustis in the past two years. While Eustis’ numbers are below the percentage compared to other Army installations, one suicide is one too many.

In response, the chapel designed the symposium to bring together suicide prevention team members to meet each other, discuss their respective roles and find ways to improve approaches to suicide prevention and inspire more dialogue in the future.

“There is a benefit for the team members to meet one another face-to-face,” said Bush. “We hope that everyone involved will learn something about the resources available.”

Members from post organizations, including the Behavioral Health Clinic, Army Substance Abuse Program and Military Family Life Consultant, also attended the symposium to discuss the levels of treatment for alcohol and substance abuse and how chaplains can continue coordinating

treatment with their leadership.

While some Soldiers are aware of the available avenues, many service members are unfamiliar with the medical and spiritual services provided.

Chaplains and chaplain assistants from various units received and provided information on making suicide prevention more readily available for Soldiers, family members and civilians across Fort Eustis.

“We are doing everything we can to improve awareness, and let the Soldiers know that there are outlets,” said Staff Sgt. Guillermo Bellver, 633rd ABW chaplain office support organization NCOIC. “Suicide prevention is a team effort,” said Maj. Tom Allen, 7th Sustainment Brigade chaplain. “It was a neat symposium, and it taught me stuff I didn’t know.”

Airmen may have erroneous tax documents

Officials from the Defense Finance and Accounting Service have identified issues with tax-filing information for approximately 30,000 active-duty Airmen throughout the service.

Some Airmen were issued Form W2s for 2011 that contained errors due to changes in state-level tax laws. While the discrepancy was originally thought to only affect people in those particular states, experts have discovered the is-

sue has impacted other Airmen as well.

“According to DFAS, most of the accounts have been identified and a listing of those affected will be forwarded to major command officials; members who are impacted will receive notification as well,” said Capt. Tracy Busmann, 380th Expeditionary Comptroller Squadron commander. “On a local level, comptroller squadron commanders are doing whatever they can to help people figure out what they need to do next.

“The bottom line is everyone needs

to check their W2 through MyPay and see if they’ve been identified as someone who has been affected by the discrepancy,” she added.

If someone is identified as having been issued an incorrect W2, they will have a link to their W2C form. The C is a corrected designator, Busmann said.

If the affected member has already filed for their taxes, they will need to accomplish an amended tax return. If they paid a tax-preparation service, more than likely, the members will not be reimbursed any fees, Busmann said.

“It’s incredibly unfortunate that this happened, but DFAS figured the issue out before April 15, so people still have time to get their taxes done without having to file for an extension” Busmann said.

The captain also reinforced that anyone who is currently deployed automatically qualifies for a deadline extension and has up to 180 days after they redeploy before their taxes will be due.

If anyone has any questions about their W2, they should contact their local finance office.

Absent vigilant and strategic defense, U.S. forces’ dependence on the cyber domain could quickly become its greatest vulnerability, said Air Force Space Command’s top uniformed officer at the CyberFutures Technology and Conference Exposition March 22.

Gen. William Shelton addressed attendees at the Air Force Associationsponsored two-day event, describing the criticality of cyberspace capabilities in modern-day warfare and the unprecedented ease in which adversaries can access information.

“In this era of networked forces, our networks are our Achilles’ heel,” Shelton said. “For someone with the right brain power, and the right cyber abilities, a cheap laptop and an internet connection is all it takes to become a major player in the domain.”

Shelton related the vastness of the Defense Department’s global information grid, which enables U.S. forces to move, store and use massive amounts of data to produce decision-making information for military commanders.

“Imagine what a modern adversary could do were they able to run free inside our GIG?” the general asked, adding that the U.S. is the most technologically dependent society in the world and adversaries are probing every possible entry point into the network.

“The internet has become so integral to the way our nation does business that it’s almost impossible now to imagine what life was like without it,” Shelton said.

The dependence, Shelton explained, stems from the fact that technology has significantly finetuned U.S. forces’ tactics in a relatively short span of time.

“Reduction of deployments is enabled by the robust reach-back provided by satellite communications,” Shelton said, adding that global positioning satellites not only provide positional accuracy, but the very pre-

The general also highlighted the precision of guided weapons, which has decreased the number necessary to ship to theater.

“Every bit of data that’s passed between assets in any of the warfighting domains – land, maritime, air and space – passes through cyberspace,” he said.

That very ubiquity makes cyberspace appealing for a range of adversaries–fromrelativelyunsophisticated individuals to government-sponsored doctorate-level infiltrators, he added.

“Cyberspace has become a very attractive target for less developed nations because the cost of admission

to the fight is so low,” Shelton said.

“Our networks are probed by unauthorized users at a rate rapidly approaching 10 million times a day.”

Shelton said U.S. multi-disciplined cyber experts have taken extensive action to defend its networks and will continue to do so through sustained cyber deterrence.

Deterrence has evolved proportionately to military tactics and objectives since the Cold War, Shelton said.

“In the Cold War we could clearly point to threats ... older systems took years to design and were so costly and complex that only a few countries could afford them.”

CYBER FROM PAGE 4 Cyber deterrence will now be implemented in several ways to ensure dominance, Shelton said, citing the cyberspace superiority core function master plan designed to predict the state of cyber 20 years from now and develop a roadmap to get there.

He acknowledged the difficulty in forecasting cyber even 20 months from now and reminded attendees that the iPad was widely released only less than two years ago.

“Our priorities include automating passive defenses to be able to operate at the speed of networks, expanding our defensive counter capabilities, and focusing our cyber (intelligence, surveillance and reconnaissance),” Shelton said.

According to Shelton, AFSPC priorities also entail developing more robust situational awareness, enabling persistent network operations, implementing data confidentiality and integrity systems and establishing the cyberspace air and space operations center at 24th Air Force at Lackland Air Force Base, Texas.

Once the general and his team are confident in the establishment of a stronger defense, the move toward offensive operations will begin, Shelton said, adding that the command plans to considerably mature the thought of how cyberspace is governed across the enterprise.

The general told attendees that the command’s priority project is the cyber domain’s pending upgrade and integration to a single centralized Air Force network, which currently has16 regional gateways.

Shelton added that progress is in the 20 percent range with a projected completion date of the fall of 2013.

“That timeline is pretty ambitious, but we really need to get there quickly because a centrally administered network will help us maintain much better command and control,” Shelton said. “It will also give us significantly heightened awareness of what’s going on inside and outside the network.”

Shelton explained that while the Air Force executes the basic blocking and tackling that everyone should do on their personal computers such as patches, firewalls, and antivirus software, the service’s cyber teams have gone several steps be-

yond with sensors throughout the network to detect and flag intrusions.

The general noted the need to prioritize and protect the essentials and related the complexities of shifting from traditional cyber defense to a strategy of resilience and intrusion-tolerant networks – with even more analysis required for classified networks.

The tasks at hand, the general said, are still more perplexing in today’s constrained fiscal environment, sparking the need to consider multiple contract sources to help control prices.

“With increasing pressure on our resources, we have to squeeze the maximum value out of every dime we get entrusted to us by the taxpayer,” Shelton said. “I’m interested in finding and exploiting efficiencies in each and every contract we levy ... and desktop service is no exception.”

Langley Air Force Base added a brand new F-22 Raptor to its inventory March 22, as the Virginia Air National Guard’s 192nd Fighter Wing took delivery of F-22 tail number 09-192 from Lockheed Martin.

The new Raptor will serve as the flagship for the 192nd FW, as it bears the unit’s namesake on its tail flash.

Annually during the month of April the nation observes Child Abuse Prevention Month. Weekly special events and observances are held to recognize how various communities can play their part in promoting the social and emotional well-being of children and families. On April 2, Fort Eustis children from the Pershing Child Development Center planted a pinwheel garden to being this year’s observance. According to A.J. Brandt, Family Advocacy Outreach manager, The Family Advocacy Program works diligently each year to support the Child Abuse Prevention Month.

Theme of this year’s conference was “Full Operational Capability: Full Spectrum Combat Capability with Unparalleled Efficiency” and how the Air Force Reserve fits into the big picture of the Total Force.

“Our reserve components are solid,” said Lt. Gen. Charles E. Stenner Jr., chief of Air Force Reserve and commander of AFRC. “We are the most efficient we can be, and we execute the mission with a force which is ready.”

Topics discussed at the two-day conference included manpower, readiness, modernization and budgetary constraints.

“Even as budgets decline, we must still provide the essential force structure and capabilities on which the Joint Force depends,” said Secretary of the Air Force Michael Donley in remarks to conference attendees. “We must be ready to respond to a challenging and dynamic security environment.”

The secretary said Air Force leaders have made hard choices during the current budget cycle to closely align the Air Force’s fiscal 2013 budget proposal with the new defense strategic guidance and comply with the requirements of the Budget Control Act. The act calls for a defense budget reduction of $487 billion over the next 10 years.

Among these difficult decisions are proposed force structure changes, which call for the reduction of 286 aircraft over the Future Years Defense Plan. The reductions include 123 fighter jets, 133 mobility aircraft and 30 intelligence, surveillance and reconnaissance platforms, Donley said.

“Fighter, mobility and other force structure changes have been strategy-driven based on changed requirements,” he said.

“We’ve carefully balanced our active and reserve component changes to make sure that we can meet the demanding operational tempos, including both surge and rotational requirements, that are part of the current and projected strategic environment.”

Even though changes are being made, the Total Force mission remains the same, Stenner said.

Spring is here at last. With its beautiful sunshine and refreshing breeze, motorcycle enthusiasts are ready to throw off the tarps and take off for work on their bikes.

Before any rider goes out, strapping on the appropriate gear and reviewing the rules and regulations per Air Force Instructions and state laws is a must.

To get ready for the riding season, Airmen from the 30th Intelligence Squadron participated in a Motorcycle Safety Rally March 26. “We thought it would be fun,� said Master Sgt. Galen Andrews, who organized the event. “We wanted to get the motorcycle community together.�

Andrews put on a show with a total of 35 bikes making it to the showing grounds outside the 497th Intelligence, Surveillance and Reconnaissance Group building. Approximately 150 participants took part in the safety-minded event.

Along with numerous safety brieďŹ ngs on changes to Air Force policy and general safety tips from experienced riders, the 30th IS commander picked a sports bike and a cruiser as his personal favorites, and gave the owners a day off.

In addition to the prize from the commander, there was a competition for best

in show for sport bikes and cruisers by vote. Rally guests voted for their favorite bike in either category. In addition to bragging rights, the winners took home shining gold trophies. “The biggest thing I took away was safety,� said Tech. Sgt. Kevin Moore, a sports bike participant with the 735th Supply Chain Operations Group. “Something so recreational can be dangerous.�

Moore’s 2007 Honda CBR 1000 had a modiďŹ ed exhaust and a portable DVD player wired into the bike frame.

The 30th IS’ Master Sgt. Casey Moninger won the best cruiser award for his rare 2006 Cory Ness custom Jackpot. “Sergeant Andrews did a great job organizing the event,� applauded Moninger.

Staff Sgt. Kio Smith shared similar sentiments. “It was eye-opening,� Smith said of the availability of personal protective gear for riders.

Andrews said he has other events in mind for the season and hopes to end the motorcycle season with a group ride-out in honor of wounded warriors.

Hostage addressed several concerns expressed by Airmen in a question-andanswer session and stated his vision for the future of ACC.

The commander of Air Combat Command spent three days visiting organizations at Joint Base Langley-Eustis, Va., to become familiar with their missions and operations.

Gen. Mike Hostage’s visit March 27-29 included breakfast with junior Airmen at the Crossbow dining facility, an in-depth look at F-22 Raptor and T-38 Talon operations on the Langley Air Force Base flightline, and a day at Fort Eustis touring facilities such as the 3rd Port, Hank Yards and U.S. Army Training and Doctrine Command. Hostage said he was thoroughly impressed with the teamwork shown across the entire spectrum of the 633rd Air Base Wing.

“Geographically, this is one of the more challenging locations for joint basing. With that said, I’m very impressed with the strength of the relationship between both installations,” said Hostage. “Clearly Colonel Auch (633rd ABW commander) has the right sight picture, and I think his organization has the right idea about how they are supporting Joint Base Langley-Eustis.

It’s not about supporting the Air Force or the Army; it’s about supporting the team, which is the right way to look at it.”

Hostage, who took command of ACC in September 2011, is on his third assignment at Langley. In his opinion, the base is in great shape, and the services on both bases are world class.

“The 633rd is a new construct; it wasn’t here when I was here before,” said Hostage, describing how the 1st Fighter Wing used to be responsible for all aspects of support. “Now, the 1st Fighter Wing is able to focus more on its fundamental mission of providing combat airpower, and the intelligence wings are able to focus on their end of the mission. The 633rd Air Base Wing holds it all together, and acts as the backbone for the whole organization.”

Hostage’s immersion at JBLE was also an opportunity for him to share his perspective and the way ahead for ACC. Hostage addressed a capacity crowd of Airmen and civilians at the base Static Display Hangar March 28, and covered a wide variety of key Air Force issues.

of Air Combat Command. I’ve been in the business of conventional, air combat for 35 years, and to finally get to be here as commander is a real honor. I take it very seriously, and I enjoy every bit of it,” Hostage said.

One of the main concerns during the all call was how the current budget will affect operations. Hostage took several questions from the audience, and said his focus is to make sure we have a fully-effective combat force.

The commander also took time to emphasize the important role of all Airmen, regardless of career field specialty, in the continued success of ACC. “Whether you’re flying airplanes or dropping ordnance at the tip of the spear, whether you’re driving a fuel truck to put gas on an airplane, fixing the avionics on that airplane, or feeding the Airmen out there, you are all a critical part of the mission,” Hostage said. “Understand that whatever you do connects to our fundamental mission,

which is to produce combat airpower for the United States.”

In his previous position as the commander of U.S. Air Forces Central Command, Hostage spent two years leading Airmen who provided the air component for joint operations in Iraq, Afghanistan, and other places in the region. He said that assignment gave him a great appreciation of the Air Force’s true capability.

“Any time I needed a capability, I picked up the phone and got what I needed, when I needed it. It was fully effective, and it made airpower what our joint partners needed it to be,” Hostage said. “As we move forward, my job here in Air Combat Command, and all of your collective jobs with me, is to organize, train and equip to make sure we have fully-effective combat forces when we get the nation’s call to go forward.”

The recently released 2012 ACC Strategic Plan is Hostage’s guidance for developing and managing the capabilities required to deliver combat airpower for the nation. In the forward, he said advancing the proud heritage of providing combat airpower will require a delicate balance of preserving current capabilities, while preparing to meet the challenges of the future.

“We must, and I have full confidence that we will, continue ACC’s magnificent record of achievement and excellence in securing the high ground, and delivering dominant combat airpower for America.”

The American Cancer Society estimated that in 2010, 12,200 new cases of invasive cervical cancer were diagnosed in the United States and about 4,210 women died from cervical cancer.

Although these statistics are devastating, cervical cancer is preventable.

Cervical cancer was once recognized as one of the most common causes of cancer death for American women. However, between 1955 and 1992, the cervical cancer death rate declined by almost 70 percent. The main reason for this change was the increased use of the Pap test, according to a 2010 report by the American Cancer Society.

Cervical cancer is highly preventable because screening tests and a vaccine to prevent Human Papillomavirus infections are available. When cervical cancer is found early, it is highly treatable and associated with long survival and good quality of life.

All women are at risk for cervical cancer, which occurs most often in women over age 30. However, younger women are not exempt from getting cervical cancer. According to the Center for Disease Control and Prevention, approximately 12,000 women

HPV, the main cause of cervical cancer, is a common virus that is passed from one person to another during sex. At least half of sexually active people will have HPV at some point in their lives, but few women will get cervical cancer.

In its early stages, cervical cancer may not cause signs and symptoms. However, there are two tests that can either help prevent cervical cancer or ďŹ nd it early â&#x20AC;&#x201C; the Pap test (or Pap smear) and the HPV test.

The Pap test looks for pre-cancers, or cell changes, on the cervix that can be treated so that cervical cancer is prevented. The Pap test can ďŹ nd cervical cancer early, when treatment is most effective.

The Pap test, which is recommended for all women age 21 and over, only screens for cervical cancer.

It does not screen for any other gynecologic cancer.

The HPV test looks for HPV â&#x20AC;&#x201C; the virus that cause precancerous cell changes and cervical cancer.

Retirees from the Joint Base Langley-Eustis community received medical care and information during the inaugural Retiree Health Fair March 30, 2012, at the USAF Hospital Langley Internal Medicine Clinic at Langley Air Force Base, Va. Retirees 62 and older previously enrolled in TRICARE were eligible to enroll in TRICARE PRIME, receive initial evaluations, medical information, and routine health care.

The Internal Medicine clinic led the event with assistance from 11 individual clinics, the Health and Wellness Center, and TRICARE. Doctors, physician assistants, medical technicians, and nurses volunteered at the fair.

With more than 150 visitors, the staff had plenty of opportunities to use their skills and expertise.

AnAirman 1st Class from the 735th Supply Chain Operations Group was courtmartialed March 13 for using cocaine.

A military judge conducted a special court-martial, where the Airman was charged with two specifications of wrongfully using cocaine.

The Airman pled guilty, and was found guilty of the charges and specifications. The Airman was sentenced to six months confinement, reduction to the grade of E-1, forfeiture of $400 pay per month for six months and a reprimand. The Airman is now subject to discharge in accordance with Air Force Instruction 36-3208 for drug abuse.

Capt. Eric Morley, 633rd Air Base Wing Judge Advocate Military Justice chief, said there have been several courts martial for drug use at Langley AFB over the past year, including a summary court martial for use of Spice.

“If you are going to be tempted to use illegal drugs, get help before you make a decision that will devastate your life,” said Morley. “Drug use is not compatible with military service.”

“The new drug testing capabilities will screen for more prescription drugs to ensure Airmen are not abusing painkillers and other substances,” said Morley.

“Also, the Air Force Drug Lab is implementing full Spice testing capability.”

“Abuse of prescription drugs is the fastest growing drug problem in the United States, and unfortunately, this trend is reflected in the military services,” said Maj. Gen. Thomas W. Travis, Deputy Air Force Surgeon General. “While pain medications are highly effective in alleviating suffering from injuries, they are dangerous and potentially addictive when used outside medical supervision.”

Taking controlled medications in a manner other than how they were prescribed

poses a risk to the person's health and safety and can put others at risk as well.

Prescription medications should be taken only for the purposes for which they were prescribed and at the dose and frequency prescribed. Additionally, Airmen are reminded never to take a medication prescribed to someone else.

The policy being addressed is not new to Air Force personnel. In accordance with Air Force guidance and existing law, the knowing use of any prescription or over-the-counter medications in a manner contrary to their intended medical purpose or in excess of the prescribed dosage may have negative health consequences and may also violate the Uniform Code of Military Justice.

The Alcohol and Drug Abuse Prevention and Treatment Program, AFI 44-121, provides limited protections under certain circumstances for voluntary disclosure of prior drug use or possession to unit commanders, first sergeants, a substance abuse evaluator, or a military medical professional. Once an Airman has been ordered to provide a urine sample as part of the drug testing program, any disclosure is not considered to be voluntary.

“Using drugs while in the military is not worth the risk for Airmen,” said Morley.

“From the loss of your career, to jail time, to the consequences of an unfavorable discharge or conviction; it is just not worth it.”

Centennial and Tetra Tech Tesoro construction companies are continuing construction projects at Fort Eustis’ Anderson Field House.

About 90 percent of the demolition is done, and reconstruction is projected to begin in one week.

According to Mark Hobgood, superintendent of Tetra Tech Tesoro Inc., the existing motorized windows will be replaced with newer, more efficient windows.

The gym will be equipped with heating and air conditioning, motorized bleachers and multi-purpose rubber flooring.

The projected completion date of the field house is early January 2014.

One of the racquetball courts of the Anderson Field House awaits completion. The court will have split levels, where the first floor will be an additional locker room and the second floor will be office space.

First sergeant applicants sought The first sergeant is a time-honored and highly rewarding special duty position rich in custom and tradition. Each Senior NCO selected as a first sergeant is entrusted with a great deal of responsibility. They work closely with commanders and command chiefs to prepare our enlisted force to execute the wing, base and Air Force missions.

Highly-motivated master sergeant's and master sergeant selects with exceptional leadership and managerial skills interested in becoming a first sergeant must be able to attain 36 months retainability, speak distinctively without speech impediments, meet Air Force physical fitness standards with an 75 or above (documented in AF Portal within 60 days of the application), and not have physical profile of PU LHES 333231 or an assignment limitation code of C-2 or C-3. Additionally, they must be financially stable, must not have or bear the appearance of personal, marital, or family prob-

lems that could detract from their ability to effectively serve as a first sergeant.

Completion of the SNCO Academy in residence course is required as well a minimum General AQE score of 62 or Administrative AQE score of 41. SNCOs selected as first sergeants are placed on a three year controlled tour at their first base of assignment for stability to the member, family, and base. Once assigned to a first sergeant billet they receive $150 a month in special duty pay. Lt. Gen. William N. Phillips, principal military deputy to the assistant secretary of the Army for acquisition, logistics, and technology said Army senior leaders think they can get the GCV â&#x20AC;&#x153;somewhere between $9-10.5 million.â&#x20AC;? That cost, he said, is not far above the cost of doing a Bradley upgrade to give it the capability expected of the GCV.

With the withdrawal from Iraq and similar actions in Afghanistan on the horizon, Soldiers looking to be leaders need to know opportunities are available in garrison, senior leaders said.

Army leaders speaking on Capitol Hill, March 27, told members of the Senate Armed Services Committee that keeping the right Soldiers interested in staying in the Army after the current combat action in the Middle East ends means showing those Soldiers that leadership opportunities exist in the United States the same as they do in theater. â&#x20AC;&#x153;How are we going to keep them interested when we get them back from combat and we put them in Fort Hood or Fort Benning,â&#x20AC;? asked Lt. Gen. Keith C. Walker, deputy commanding general, Army Futures. He said todayâ&#x20AC;&#x2122;s Soldiers have enjoyed a â&#x20AC;&#x153;lot of freedom of action and independenceâ&#x20AC;? while in combat, and that Soldiers have told him the appeal for joining the Army was not new equipment but the opportunity to lead. â&#x20AC;&#x153;Those opportunities exist here,â&#x20AC;? he said.

Still, the Armyâ&#x20AC;&#x2122;s â&#x20AC;&#x153;leadership triad,â&#x20AC;? includes training, education and experience.

The latter is one the Army is rich with, Walker told lawmakers. Itâ&#x20AC;&#x2122;s the other two, training and education, he said the Army must beef up on if it wants to keep the right Soldiers engaged stateside.

Reversibility The Army will draw down to about 490,000 active-duty Soldiers. But itâ&#x20AC;&#x2122;s important to service leaders that the Army can grow again in size, if the nation calls on it to do so. That means reversing the drawdown, and doing so responsibly.

Ensuring the Army can grow rapidly, if it needs to, means keeping in place the right kind of Soldiers, those are the noncommissioned ofďŹ cers and mid-level ofďŹ cers that will need to be available to train an inďŹ&#x201A;ux of new Soldiers if the Army must expand again. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ll be a little bit more ofďŹ cer and [senior noncommissioned ofďŹ cer] heavy in some organizations,â&#x20AC;? said Lt. Gen. John F. Campbell, deputy chief of staff of the Army, G-3/5/7. â&#x20AC;&#x153;Should the nation need the Army to grow again, will we have the capacity to

do that?â&#x20AC;? Walker asked. He said preparing for the future, one where the Army just might have to rapidly grow again, means more than just investment in equipment. It means investment in people. â&#x20AC;&#x153;[Itâ&#x20AC;&#x2122;s] taking a very broad look across doctrine, organization and training. Yes, we still look at material. But aspects of leadership development are huge. And our personnel policies and facilities would help us do that. Perhaps, most importantly we think, is our investment in our midgrade leaders, so that should we have to expand, we can do that.â&#x20AC;?

In the past, Walker said, the Army was able to grow by about 15,000 Soldiers a year, but mid-level ofďŹ cers and noncommissioned ofďŹ cers were needed to train those incoming Soldiers.

GCV vs. Bradley The infantry ďŹ ghting vehicle program, said Lt. Gen. Robert P. Lennox, deputy chief of staff of the Army, G-8, has â&#x20AC;&#x153;a number of shortfalls that we are aiming to correct with the Ground Combat Vehicle, or GCV, program.â&#x20AC;? Included in that, he said, is that the Bradley Fighting Vehicle is underpowered, lacks the right capacity for the number of Soldiers it can carry, and lacks growth potential for the

future the Army envisions. â&#x20AC;&#x153;The Bradley does not have the maneuverability and the protection for our riďŹ&#x201A;e squads that we believe we might encounter for those adversaries that would employ hybrid-like tactics against us,â&#x20AC;? Walker told legislators.

Lennox told lawmakers the recently launched GCV program is on a â&#x20AC;&#x153;really good pathâ&#x20AC;? insofar as the requirements for the vehicle are correct and the estimated cost of the vehicle is correct. But he also said the Army is still looking at other options, including already-built vehicles from other countries, such as the Puma vehicle from Germany, and the Namer vehicle from Israel. He said the Army is also looking at what industry is doing in technical development. â&#x20AC;&#x153;We are evaluating those to see if we have our requirements right and if this is the right path ahead,â&#x20AC;? Lennox said. â&#x20AC;&#x153;So I think we are taking a very prudent, measured approach to make sure we have our requirements right for the GCV.â&#x20AC;?

Itâ&#x20AC;&#x2122;s a possibility to modify the Bradley Fighting Vehicle to meet many Army requirements, but the cost estimate for doing that would put it on par with a newly developed GCV, Lennox said. â&#x20AC;&#x153;We have done an analysis of alternatives that [has] said that the price is much

The JLTV is an ongoing project the Army is working on in conjunction with the Marine Corps. Lennox told lawmakers the Army could get the vehicle for about $250,000 each, and with it â&#x20AC;&#x153;the capabilities we need for the future.â&#x20AC;?

The JLTV will take over many of the roles the Humvee might have done. That vehicle, Lennox said, is no longer something the Army can use â&#x20AC;&#x153;outside the fence line.â&#x20AC;? â&#x20AC;&#x153;The Humvee, for example, is incapable of going off the forward operating base,â&#x20AC;?

Lennox said. â&#x20AC;&#x153;It doesnâ&#x20AC;&#x2122;t provide protection for Soldiers today. Weâ&#x20AC;&#x2122;ve over-burdened it with the weight.â&#x20AC;?

Still, the Army will ďŹ nd roles for the Humvee in the future. Inside the United States, for instance, such roles could include homeland defense.

Kiowa Warriors Phillips said Army leaders are excited about industry interest in the Armed Aerial Scout, or AAS, an aircraft meant to take over roles formally done by the Kiowa Warrior. â&#x20AC;&#x153;We think there are probably between six or seven industry partners interested in AAS program,â&#x20AC;? he said.

But with budget constraints, if the AAS doesnâ&#x20AC;&#x2122;t happen, the Kiowa Warrior could be upgraded through the Kiowa Warrior service life extension program. The Army is also continuing with the Kiowa Warrior cockpit and sensor-upgrade program.

He said an acquisition memo, due around April 23, will allow the Army to go forward with formal AAS ďŹ&#x201A;ight demonstration this summer. After that, the Defense Acquisition Board will make a decision this summer if there is a good enough solution to go forward with the AAS program.
