In August, the Army will convene a Selective Early Retirement Board for lieutenant colonels and colonels.

The move is just one part of a larger Army effort to meet its congressionally mandated end strength reduction.

Currently, about 500 colonels and 700 lieutenant colonels in the Army Competitive Category meet the criteria for the Selective Early Retirement Board, or SERB. While the board may select up to 30 percent of those ofďŹ cers for early retirement, it’s expected many ofďŹ cers may opt instead to apply for voluntary retirement.

Those who meet the criteria for the August SERB include active-duty colonels in the Army Competitive Category who have been a colonel for more than ďŹ ve years, and lieutenant colonels who have not been selected for promotion to colonel at least twice.

While the SERB is necessary to both reduce the size of the Army and appropriately shape the ofďŹ cer force for the future, it is a difďŹ cult action for the Army to take, said Lt. Gen. Howard B. Bromberg, Army G-1. “It’s hard to do, because we’re doing it to people who have supported us tremendously with great honor and service to the nation and service to the Army over the last 12 years while we have been engaged in the ďŹ ght,â€?

Bromberg said.

Bromberg said the SERB is not just about force reduction, it’s also about force shaping and about ensuring opportunities for other ofďŹ cers to move up in rank. “What we have seen in the last ten years is that the average ofďŹ cer is staying about 10 percent longer than the norm,â€? Bromberg said, saying that colonels that might have retired at 25 or 26 years a decade ago are now staying for 28 or 29 years in service. “It’s just because they want to serve, which is very commendable. But unfortunately, in order to shape the Army, we are going to have

Promotion rates to colonel over the last two years have been low, he said, at about 35 percent or lower. He said asking some colonels to leave will clear up spots for new ofďŹ cers to put the eagle on their shoulder. “Younger lieutenant colonels will still see that opportunity to continue to serve,â€? he said. “What we don’t want to do is have people say ‘Oh, [I] won’t ever get promoted.’â€?

the results of that board are approved by the secretary of the Army, which is expected to happen in early January 2014, those ofďŹ cers selected will have no more than seven months before they must retire. It’s expected the retirement date for ofďŹ cers selected by the 2013 SERB will be no later than August 1, 2014.

OfďŹ cers who know they meet the criteria for the SERB, but who choose to volunteer to retire instead of face the SERB, can beneďŹ t from an extended advance-time for submitting retirement paperwork. Typically, an ofďŹ cer can put in retirement paperwork a year in advance.

Hagel seeks to limit convening authority powers

Defense Secretary Chuck Hagel will ask Congress to change military law so that commanders cannot overturn major convictions, the secretary announced in a written statement issued April 8.

Article 60 of the Uniform Code of Military Justice currently gives power to “convening authorities,” or commanders, to set aside a conviction or decrease punishment following a court-martial, although convening authorities cannot change a “not guilty” verdict or increase a sentence.

Under the secretary’s proposed changes, a convening authority would no longer have the authority to set aside a conviction for major offenses such as sexual assault.

The accused will continue to have the right to appeal the conviction. Also, convening authorities would be required to explain in writing any changes made to the findings or sentences of a court-martial.

“These changes, if enacted by Congress, would help ensure that our military justice

system works fairly, ensures due process and is accountable,” the secretary wrote in the statement. “These changes would increase the confidence of Service members and the public that the military justice system will do justice in every case.”

His proposal has the full support of the Joint Chiefs of Staff and the service secretaries, Hagel said. “I look forward to working with Congress on these proposals and others to improve accountability for these crimes,” he added.

Hagel ordered a review of Article 60 in March, after convening authority Lt. Gen. Craig Franklin, the 3rd Air Force commander, overturned the sexual assault conviction of Air Force Lt. Col. James Wilkerson. Last year, a panel of military officers found Wilkerson guilty in court-martial proceedings at Aviano Air Base, Italy. The judge sentenced him to a year in prison and dismissal from the Air Force.

Franklin was the convening authority for the court-martial and reviewed the finished case and sentence. The general used his Article 60 authority to dismiss the charges against Wilkerson, who returned to service and was reassigned.

Defense officials speaking to reporters on background today said the proposed changes to Article 60 are not based on that case alone, but are part of a range of comprehensive actions the department has taken and will take related to sexual assault in the military.

Hagel acknowledged in his statement that despite the efforts of senior leaders throughout the department, the crime of sexual as-

sault “is damaging this institution.”

Thousands of victims in DOD, both male and female, have seen their lives and careers upended by sexual assault, Hagel said.

“And that is unacceptable,” he said in his statement issued April 8. “The current situation should offend every single Service member and civilian who, like me, is proud of their association with the United States military.”

The secretary said he is reviewing other options to strengthen the department’s sexual assault prevention and response efforts, and he will announce his decisions soon.

“Consistent with the 2013 National Defense Authorization Act, I will soon be naming individuals to sit on independent panels to review and assess the systems used to investigate, prosecute and adjudicate crimes involving sexual assault, and judicial proceedings of sexual assault cases,” Hagel said. “I will closely review their recommendations when complete.”

The secretary said he’s committed to taking steps that bring about tangible change and real results.

An open soda can. A half-eaten donut. A trash can cradling yesterday’s sandwich. All seem innocent enough; until you notice the procession of ants marching across your desk.

Luckily for Langley, the Entomology team helps keep pests at bay through their abundant knowledge of pest management techniques.

Staff Sgt. Zachariah Bingham, 633rd Civil Engineer Squadron pest control specialist, said Service members can take a few simple sanitation steps to help prevent pests. “Not eating at your desk and taking out the trash are small tasks that could prevent vermin,� said Bingham. “These steps are referred to as integrated pest management approaches, and should be performed before calling Entomology for assistance.�

Sanitation issues regarding ants alone contribute to 20 to 30 calls a month to pest control. Ants are not the only insect found due to sanitation issues. Roaches also can be a common result of poor sanitation, said Airman 1st Class Kelly Berger, 633rd CES pest control specialist. Although Entomology stress sanitation methods before resorting to chemical treatments, they may use pesticides as an additional method to reduce and

prevent roach populations.

While the occurrence of critters seems never-ending at times, entomology specialists look forward to that challenge. “The best thing about my job is there is always something new,� said Berger. “We do more than just kill bugs.�

In addition to exterminating insects, Entomology also has a hand with other animals roaming Langley, such as snakes, raccoons and squirrels who are kept alive and then relocated. These animals are captured through the use of live-animal traps, which are baited cages that, once triggered, enclose the animal without hurting or killing it.

Snakes are a frequent pest call-in at Entomology, the most common of which is the black rat snake. The baby black rat snake is often mistaken for a rattlesnake because of its design, color and the way it mimics the tail rattle when approached, said Staff Sgt. Jacklynn Beltran, 633rd CES pest control specialist noncommissioned ofďŹ cer in charge. Beltran also said there have not been any poisonous snakes identiďŹ ed at Langley to date.

While most people shudder at the thought of snakes, Entomology has its own snake enthusiast. For Airman 1st Class Michael Graves, 633rd CES pest control specialist, dealing with snakes is nothing new. “Being from Texas, I’m used to being

around animals that are in the wild,â€? said Graves. “I love my job. It is crazy; as much as I didn’t want to be in the pest management career ďŹ eld when I joined, I am so glad I stuck with it.â€?

In addition to pests, Entomology also handles problems with grass and weeds on base, as they are hazardous foreign objects on the ightline and cause concrete around base to crack. Entomology starts herbiciding the ightline in April to prevent weeds from becoming a problem for aircraft.

Another issue inhabiting the ightline are voles, which are small rodents resembling mice, but with longer snouts.

Voles have become a large problem this spring since they bring birds of prey to the ightline, causing potential problems for aircraft.

By bringing their own unique experiences to their positions, these RAF officers, who are stationed here, provide different perspectives that benefit the Langley mission.

“It’s really a two-way street,” said Bush. “I learn a lot every time I sit in on a mission [briefing]. Additionally, Bush said much can be learned from the RAF’s rich history, as it recently celebrated its 95th anniversary April 1.

“Our anniversary is a big thing for us,” said Bush.

“We are the first independent air force formed back in the first World War. It’s an important part of your culture and ethos to know where you came from and what happened in the past so you can try to emulate and build on that.”

That cultural awareness and knowledge is beneficial to the Langley mission, said Wolverton. He agrees the exchange program itself is advantageous to both the United Kingdom and United States. “[Bush] brings an international perspective that you can’t get anywhere else,” said Wolverton. “Close collaboration with our coalition partners is the key to successful operations in the future.”

Bush hopes during his time here he has brought something from his personal values, represented his service and his country at the 480th ISRW, and generated fresh ideas to improve and supplement the Langley mission.

The 480th Intelligence, Surveillance and Reconnaissance Wing, together with members of the 497th Operations Support Squadron, sponsored their second annual Sentinel Motorcycle Safety Show April 3 as a way of coming together for recreational purposes while preparing for a safe riding season.

During a time of year when many Airmen ride motorcycles more frequently, the potential for motor vehicle accidents, and speciďŹ cally fatalities related to motorcycle mishaps, increases.

“That’s why I want bikers to come to these shows; experienced riders can teach new or interested riders what bike they should get to suit their experience and size.”

While risks exist for motorcycle riders, Andrews encourages everyone to be safe, even if they don’t ride.

“Even people who don’t ride can learn something about motorcycle safety,” said Andrews. “Everyone just needs to remember that bikers are back on the road, and to please watch out for us.”

Col. Patrick Shortsleeve, 497th ISR Group commander, presented two trophies based on a voting system of the crowd’s favorite in two separate categories. The recipients were Staff Sgt. Patrick from the 497th Operations Support Squadron, who won in the “cruiser class” category, and Staff Sgt. Rick from the 10th Intelligence Squadron, who won in the “sport class” category.

Throughout the event, motorcycle safety continued to be the main focus. Even so, the motorcycle enthusiasts enjoyed their time bonding over a common interest.

Days are getting longer, the water is getting warmer, flowers are blossoming and people are starting to spend more time outdoors through programs offered by the 633rd Force Support Squadron at Langley Air Force Base, Va. The squadron has a variety of activities, both outdoors and indoors, for Service members, Department of Defense employees and their dependents.

“Regardless of whether you’re a veteran to the area or you’ve just PCS’d here, we have a variety of activities to help you enjoy the season,” said Jeff Tessler, 633rd FSS Community Services Flight chief. “These events allow you to meet new people and make new friends.”

courts and barbeque grills. Also included at Bethel Park are paintball facilities and pavilion rentals for squadron picnics, promotion parties and more.

FamCamp, also located at Bethel Park, provides full camping facilities for up to 22 recreational vehicles, which may be helpful for family vacations or relatives coming to visit, said Tessler.

Another avenue to take advantage of the warm weather is through the Langley Marina. Customers can rent wet or dry slips to park their boats for 24/7 access. The Marina has a

snack bar open for lunch on weekdays with daily lunch specials.

The Eaglewood Golf Course may also suit those seeking warm weather activities. With an 18-hole course, professional golfers on staff available for lessons and a 24-hour driving range, the golf course has a variety of activities for the most experienced golfer, as well as for beginners who may be interested in learning the game.

“There is always something going on for any level of golfer to enjoy,” said Tessler.

“Customers can use the 24-bay facility for do-it-yourself repairs and maintenance work,” said Tessler. “Or if they’re not skilled in vehicle maintenance, we have Automotive Service Excellence certified mechanics available.”

For those wanting to stay indoors, FSS offers additional activities.

Langley Lanes, a 24-lane bowling alley, has a variety of events to enjoy, including cosmic bowling, bowling leagues and family fun packs available on Sundays.

Langley’s Lanes also offer lessons for those who wish to improve their game, as well as food at the King Pin Café, all in an air conditioned facility.

“Not everyone enjoys outdoor activities,” said Tessler. “Sometimes, people want to escape the heat and humidity during the day, and they may want to find ways to enjoy their time when the sun goes down.”

Also available for indoor enjoyment is the Langley Club. The club hosts various special events such as Latin, Soul Food and Comedy Nights. With nationally known headlining comedians, club members and nonmembers can come together to have a good time.

ID/CAC card issuance requirements Active-duty Service members, retirees, dependents 21 and over, civilians and contractors are required to present two unexpired forms of identification in order to be issued an ID card. The primary form of ID must be a valid state or government issued picture ID, and secondary forms of ID include birth certificates, social security cards and passports. Only one form of ID is required for dependent children between the ages of 10 and 20; a picture ID is not required for children age 20 and under.

Sandy Bottom Nature Park The City of Hampton Parks and Recreation offers the following educational programs at Sandy Bottom Nature

■ Primitive Fire Starting – April 28, 10 to 11:30 a.m.; $2 each; ages 10 and older. Learn how to make a fire the way Native Americans did. Lessons will include how to gather material to make a fire bundle, collecting wood and using friction to make a fire.

■ Turtle Painting – April 20, 11 a.m. to noon; $2 each; ages 3 and older. We will teach you about our native turtles and help the turtles to finger paint. Each participant will receive a picture painted by a turtle.

The service restarted the program as a result of the Consolidated and Further Continuing Appropriations Act of 2013, where Congress called for the military tuition assistance program to continue in the current ďŹ scal year.

As a result of the restart, the program will resume the same beneďŹ ts as before.

Airmen are eligible for up to $4,500 per ďŹ scal year and a maximum of $250 per semester hour or quarter hour equivalent to cover tuition and allowable fees.

Military tuition assistance is not available retroactively to cover courses taken and paid for using any other funding source during the suspension of military tuition assistance. “Military tuition assistance will be the same program Airmen are used to,� said Russell Frasz, the director of Force Development. “The same policies and procedures will be in place.�

With this change, current and future Airmen will be given another tool to develop professionally through advanced education, Frasz said. “Voluntary education and military tuition assistance programs continue to be integral to the recruiting, retention and readiness of Airmen and contribute to institutional competencies,� said Kim Yates, the Air Force Voluntary Education chief. “In the long term, the Air Force will still be able to leverage the learning achieved

by Airmen to ensure a dynamic, exible force able to work in uncertain environments around the world. The will have the ability to think critically.�
