This year’s enlisted winner of the U.S. Army’s annual Top Cop Competition was Spec. Brian T. Williamson, 221st Military Police Detachment, Fort Eustis, Va. Hosted by the 17th MP Detachment, the 3rd Annual Private 1st Class Boyd Jr. Top Cop Competition was held on Ft. Jackson, S.C., June 3-5, 2012. Twenty teams competed over two days for top honors, with six competitors from the U.S. Army’s Training and Doctrine Command MP Detachments. Forts Jackson, Lee, Huachuca, Eustis, Gordon, Rucker, the S. C. National Guard and Shaw Air Force Base, S.C. were represented, as well as local law-enforcement agencies.

“It feels great to win, especially since the competition was as stiff as it was,” said Williamson. “There were a lot of capable people competing, and the scenarios were effective in portraying our patrol duties.”

Police officers competed in twoman teams in six different scenarios many law enforcement officers encounter in their careers, all while dealing with unpredictable weather.

tic-violence scenario and a medical emergency. On day two the teams negotiated an obstacle course, completed a stress fire range and responded to an active-shooter scenario.

“The rain made the competition more intense, and that much more fun and rewarding. It added another element of stress for the competition,” said Williamson. “The medical emergency scenario was one of my favorite parts of the competition, because it was very life-like.”

Williamson and his partner, Sgt. Kevin Belanger, with the 221st MP Detachment, endured grueling training prior to the event. Staff Sgt. Kyle Daun, 2011 Top Cop noncommissioned officer winner, coached this year’s winning team, and sponsored them during the competition.

For his efforts, Williamson went

home with an Army Commendation medal and a large trophy. Belanger, who earned third place out of the NCOs in this year’s competition, received a certificate of achievement and coin of excellence.

Capt. Samantha Hoxha, 221st MP Detachment commander, said this competition was designed to bring together TRADOC MP units for a friendly competition, and to test their military police officers’ capabilities through various scenariobased, law-enforcement events.

“I am so proud of Specialist Williamson and Sergeant Belanger. Their hard work and dedication gave the other competitors a run for their money, and directly contributed to their success,” said Hoxha. “They represented themselves, the 221st MP Detachment and Fort Eustis superbly.”

It is a ceremony observed by so many Service members in the last several years. A small formation of Soldiers marches to the center of a gym basketball court with their friends and family gathered around them. A few kind words are spoken, and the Soldiers move out for deployment.

Twenty-one Soldiers from the 358th Automated Cargo Documentation Detachment, 10th Transportation Battalion, 7th Sustainment Brigade departed for a year-long deployment after a ceremony at Fort Eustis’ McClellan Fitness Center, June 7.

The “Scan Devils” will deploy to the northern region of Afghanistan in support of cargo operations and the documentation of movement in and out of country. Their focus will be on those troops coming back home as the Afghan Army takes over combat and sustainment operations in their country.

During the deployment, they will also

be responsible for performing documentation services in support of theater asset visibility. The Soldiers will manage cargo being containerized and break-bulk cargo being loaded and discharged.

Col. Lawrence Kominiak and Command Sgt. Maj. Tony Escalona, the 7th Sus. Bde. commander and command sergeant major, respectively, shared their feelings and experiences from their recent deployment to Afghanistan with the “Scan Devils” before the start of the ceremony.

“We did our year, but you are doing something more important than us.

You are closing the chapter in Afghanistan,” said Kominiak. “You are going to see Soldiers coming in and out but more going out, including equipment, closing an historic chapter in United States history.”

“You have to stick with your battle buddy,” Escalona added. “There will be bad days and good days but that’s when you lean on each other. Don’t leave one another alone.”

Before they departed, Lt. Col. Ken-

neth Williams, 10th Trans. Bn. commander, shared his thoughts with the troops heading to Afghanistan.

“You will be supporting the warfighters in some of the most difficult logistical environments in the world.

Know that your efforts there will assist the United States in helping Afghanistan be a free country. Mission success is bringing everyone back home to their families,” said Williams. “Scan Devils, Waterborne, Resolute!”

After the ceremony, Soldiers received handshakes, hugs, kisses, goodbyes and “good lucks.” Many Soldiers were not quite ready to leave home, but were proud nonetheless.

Pvt. 1st Class Maya Marshall, a logistics specialist with the 358th ACDD, said she is ready to do what needs to be done.

“I am sad but excited for this opportunity to see the world and do what my company needs for me to do. We had to get prepared to do a lot, physically and mentally but we got everything in order with training and live fire” said Marshall. “It is needed and it was worth it.”

TRADOC honors legendary commanding general

The U.S. Army Training and Doctrine Command honored its second commanding general, the late Gen. Donn Starry, in a building dedication ceremony at Ft. Eustis June 8.

The command renamed Building 661 “Starry Hall” in honor of the general, who is credited with revolutionizing the Army in the post-Vietnam era through his doctrinal renaissance and intuitive leadership concepts.

Gen. Robert Cone, TRADOC’s commanding general, addressed the audience before joining Starry’s wife, Karen, and his son, Michael, to unveil a bronze plaque at the entrance to the building and ceremonially cut a ribbon to “reopen” the building under its new name.

“For me, having been exposed to the military my entire life, this is a big deal,” said Michael Starry, who serves as TRADOC’s deputy director of concepts development and leadership. “My siblings and I grew up as kids in an Army family, and we recognize the effort, energy, and

“We’re so very proud to experience this,” he continued. “It’s an incredible honor.”

From 1977 through 1981, Starry commanded TRADOC, and was credited with formulating the Army’s AirLand Battle doctrine. That doctrine better prepared the Army for modern-day warfare in the 1980s,

The general capped his 40-year career as commander-in-chief of the U.S. Readiness Command, retiring in 1983. He passed away in August 2011, and was interred at Arlington National Cemetery the following January.

Volunteers from across the Ft. Eustis community gathered June 9 to remove waste and garbage from waterways as part of the annual Clean the Bay Day beautiďŹ cation project.

More than 30 volunteers, including local Boy Scouts and Cub Scouts, focused on removing garbage and trash washed ashore along the Harrison Road stretch of the James River, as well as Eustis Lake.

According to Tim Christensen, the Ft. Eustis Clean the Bay Day planner, volunteers removed approximately 510 pounds of trash in 2011.

Most of the waste removed comes from outside the installation, washing up along shorelines on post.

This year, the collective effort removed about 350 pounds of garbage, a marked improvement that seems to conďŹ rm their efforts are effective overall.

Patti Lawrence, Cub Scout Pack 143 cub master, oversaw a group of 10 Cub Scouts removing trash along the James River. She said the weather was “perfect,� and provided an opportunity to get the youths involved in the community. “The kids really enjoy doing things like this. My son is a Scout, and everywhere we go, he’s always picking up trash and throwing it away,� said Lawrence. “It’s important

for them to pitch in, especially at a young age, and start good habits early.�

The Chesapeake Bay Foundation began the annual event in Virginia Beach, Va., in 1989, when local citizens organized to tackle the growing problem of pollution in the bay.

Since then, volunteers have removed more than 5.5 million pounds of trash from more than 4,900 miles of the Chesapeake Bay.

Editor’s note: This story is part of an ongoing series highlighting Service members with exceptional experiences throughout their military careers.

The old man’s hands shook when he spoke, as raw, untempered emotion fought to free itself from his unassuming demeanor.

John Coons was 21 years old when he was drafted into the U.S. Army. He was 21 when they assigned him to the 3rd Army, 4th Armored Division, 22nd Infantry as a rifleman. He was 21 when the Nazis captured and tortured him for 47 days in a dark cave.

Coons, now a 90-year-old World War II veteran, sits restlessly in his chair, recalling the details surrounding his experience as a prisoner-of-war.

“I was underground for 47 days in Algiers, Africa,” he said, softly. “They beat me with a stick and hit me with switches across my legs. All they wanted was information.”

Coons paused, his eyes welling up. His wife of 17 years, Janice Coons, continued for him.

“They blindfolded him when they captured him,” she said. “He was the only person in the cave, aside from the Germans.”

Prior to his capture, Coons had attended Army basic training before he and his unit received orders to ship out. For 13 days, he and the other Soldiers waited in the bowels of the ship they were on – with no idea where they were headed. After dodging underwater minefields, the vessel finally reached its destination – Algiers.

“We went ashore on landing crafts,” Coons began. “A lot of guys were killed when they jumped off the boats and tried to run ashore.”

As soon as Coons and the other Soldiers reached shore, they hurried to dig foxholes deep enough to provide a barrier, to cover them from enemy fire. That was when Coons came face to face with “Bouncing Betty.”

Betty was a very special land mine. It was set underneath a board and covered with dirt. When it blew, the explosion would act as a blade – slicing a Soldier in half. Coons, unfortunately, stepped on one.

“I yelled for everyone to get down when I realized I’d stepped on a Bouncing Betty,” he said. “I was told to fall flat on my face, as fast as I could, which would blow the mine away from me. The blast went right over my head.”

There was no time to pause and collect his bearings as enemy fire was still raining down on the beach. After several days of fighting, Coons went out on a night patrol - and was captured by the Nazis.

“They took his dog tags, his wallet and whatever else they wanted,” Janice said.

“The only thing they didn’t take were his shoes.”

Leaving Coons’ shoes turned out to be a blessing in disguise. Hidden inside one shoe was a 1921 silver dollar his mother gave him for good luck. It was significant because 1921 was also the year Coons was born, and to this day, he still has the silver dollar. That good luck charm, coupled with an indomitable spirit, kept Coons going those 47 horrific days.

“You’ve just got to do it,” he said. “Think about living to the next day. I kept telling myself ‘I have to make it, I have to make it.’”

Janice smiled at her husband.

“He’s like that today,” she said, proudly. “He just doesn’t want to give up on anything.”

She said to this day, Coons will still pull his shirt on as fast as possible. He can’t stand having his eyes covered, and he can’t forget the cave he was held in either.

“It was all dirt,” he said. “There were candles for light and rooms had been dug out by the Germans. It looked like they had prepared it beforehand.”

When he wasn’t being beaten and tortured for information, Coons said they kept him in a small room with a pile of dirt in the corner that served as his toilet.

“If you had to go to the bathroom, you just went right there in the room,” he said. “They made you cover it up with dirt. It smelled horrible in there.”

After 47 days of hell on Earth, American forces came across the cave. They used a flame thrower to force the Germans out. Since Coons was in the back of the cave, the flames didn’t reach him.

When he was discovered, the Americans thought he was a Nazi.

“I kept shouting, ‘I’m American, I’m American,’” he said. “They didn’t believe me. The Germans had been taking our uniforms, wearing them and trying to pass off as U.S. Soldiers.”

Coons was recaptured, and taken to an American-run POW camp. It took two weeks for them to verify his identity, and free him.

“They had sent my mom a letter saying I was missing and presumed dead,” Coons said. “After they found out who I was, they had to contact her again, and let her know I was alright.”

TheArmy sent him to the rest area for Soldiers coming off the battlefield. It was there Coons was finally able to bathe, shave, receive a clean uniform and eat real food for the first time in more than two months.

“I barely ate when I was in the cave,” Coons said. “Every once in a while they would give me a cold potato.”

Despite surviving such a harrowing ordeal, the war marched on. After 10 days of rest, Coons was sent to the front lines again, fighting throughout Italy. Then, on Dec. 16, 1944, Coons and the rest of the 3rd Army were asked to counter the last major German offensive of World War II at the Battle of the Bulge.

Of those who went to fight, 19,000 were killed, and about 89,000 were injured. For Coons, his lucky silver dollar worked its magic, and he came back unharmed. It was after the battle that Coons and the rest of the Soldiers, who were still dirty, sweaty and hungry, lined up for an inspection by Gen. George S. Patton, who at the time commanded the 3rd Army.

“Old blood and guts was there,” Coons exclaimed, with a smile on his face. “We had come back from the front, from the Battle of the Bulge, and had to stand for a full field inspection. He walked up and down, looking us over.

When he got to me he stopped and said, ‘good work, Soldier, you all did a hell of a job, anything I can do for you?’”

As a brash, young private first class who had just survived torture, starvation and the bloodiest battle of the war, Coons said he swallowed hard, and thought carefully before answering Patton.

“Yes, Sir,” Coons said. “Before I leave this man’s Army, I would like a star from your uniform.”

Coons said that Patton paused, and looked him up and down before walking away. However, something made Patton stop a few paces past Coons. He looked back at the young private, turned around and ripped a silver star from his uniform. Patton walked back to Coons and thrust the star into his hand.

“Boy, you guys got a lot of [expletive deleted],” Patton said before turning around and walking away again.

Tearing up again, Coons smiled, remembering the times he experienced, and the Soldiers he knew. In an age where at least one World War II veteran dies every day, Coons carries on, while others he knew and served with have passed away.

“There’s not too many of us left anymore,” he said.

“But, after everything I’ve seen and done, I’d go back and do it again in a heartbeat – for the country.”

Coons’ patriotism has helped sustain him throughout the years. He still sees America as a pillar of strength and opportunity; and he still sees himself as just another American who went to war when his nation called on him.

“The United States of America means everything to me,” Coons said, the tears falling freely. “Everything.”

‘Music Under the Stars’ concert series kicks off

Under a warm spring twilight sky beside the sparkling James River, music ďŹ lled the air at Ft. Eustis’ Magnolia Park as the U.S. Army Training and Doctrine Command Band kicked off its annual Music Under the Stars concert series, June 7.

The concert was the ďŹ rst of 13 shows this season, which marks the 80th anniversary of the show. The institution is the longest running concert series in Hampton Roads, tracing its roots back to outdoor performances in 1932 at now-decommissioned Fort Monroe in nearby Hampton.

The musicians performed a wide variety of tunes for concertgoers, ranging from military band staples like “The Star-Spangled Banner,� and Lee Greenwood’s “God Bless the U.S.A.,� to modern pop and country hits, including Jason Aldean’s “Don’t You Wanna Stay,� and even classic jazz, such as George Gershwin’s “Porgy and Bess.�

About 500 fans of all ages packed the sprawling glen at the park before the musician’s stage. For many fans, Music Under the Stars is a tradition.

Tabb residents Pat and Mary Madden have attended the shows since 1995, and said they plan to continue the tradition at Ft. Eustis.

“They picked a beautiful venue to have the show here,” Mary said.

“Lots of space, lots of shade and good views. They did a good job.”

Maj. Scott McKenzie, the TRADOC Band commander and conductor, said the band hopes to continue the “rich tradition” of Music Under the Stars at Ft. Eustis. He said that the performances had grown synonymous with the gazebo near the Chesapeake Bay at Monroe, but hopes to expand the band’s audience base at

the command’s new home.

“When the command decided to move to Eustis, the decision was made to bring the concert series here, as well. This is TRADOC’s home, and this is our home,” McKenzie said. “We have a beautiful venue here under the magnolia trees, and we hope to bring longtime fans and new fans alike out to our shows this season.”

World War II veteran Dorothy “Smokie” Phillips, a longtime fan of the series, said McKenzie and his team will succeed in doing so.

“I’ve been coming to shows for more than 25 years, and I’ll keep coming back,” the Newport News resident said. “They’ve always played such great music. It doesn’t matter where they have the show, because I’ll go watch them anywhere. It’s even better than I expected this year.

“Besides, it’s even closer to where

I live now,” she added, laughing.

The Music Under the Stars concerts are scheduled at Fort Eustis every Thursday evening through August, and include patriotic music, marches, rock, salsa, country, jazz and Americana. The “Overture 1812,” complete with cannons, closes the season.

Admission to the concerts is free, and free parking is available adjacent to Magnolia Park. When driving on the post, look for the blue Music Under the Stars signs along roadways to direct traffic to the park. Concert goers who do not have a Department of Defense identification card should arrive early with photo identification and proof of auto insurance and registration to secure a day pass.

Fort Eustis firefighters help ensure safe sailing at Norfolk’s OpSail 2012

The Elizabeth River running adjacent to Norfolk’s harbor side bustled with the sound of music and merriment, as visitors climbed gangways to tour a collection of the world’s most majestic tall sailing ships and impressive naval vessels during the city’s Operation Sail 2012 celebration, which took place June 1 through 12.

The event drew thousands of visitors, many who arrived via boat. To ensure the safety of boaters and passengers, firefighters from Ft. Eustis’ fire department brought out a boat of their own, and provided safety patrols on the water during the event.

A three-man squad joined a pair of hazardous materials experts from Fort Pickett, Va., aboard Ft. Eustis Fireboat 30, a 25-foot fireboat, to patrol the river, splitting shifts with other local first responders. The team participated as part of the Maritime Incident Response Team, a collective of local law enforcement, fire and rescue, state and federal agencies providing maritime assets to respond to waterfront and waterborne emergencies.

Lieutenant Dave Wilder, one of Eustis’ firefighters participating, said the festive atmosphere provided ample opportunity for revelers to act irresponsibly. With so many people on and

Eustis’ firefighters answered the call, prepared to provide rescue assistance and fire suppression.

“We’re out here to help in case something goes wrong. There are a lot of boats out on the river, and a lot of folks drinking and partying,” Wilder said.

“All it takes is for someone to have too much to drink or not pay attention, and

it can turn in to a serious emergency.”

The firefighters came prepared, wielding an on-board fire suppression system that uses surrounding water to feed a hose to battle fires, life-saving apparatuses and first-aid supplies.

While the team did not encounter any major emergencies, they did come to the aid of vessels in distress.

“On Wednesday, we actually towed a crabbing boat whose engine died and left it stranded in the water,” Wilder said. “We towed it from the marine terminal back to Willoughby Spit.”

The crew also wrangled and towed an abandoned sailboat found adrift in an adjacent marina.

“Some folks had called and asked for assistance about a sailboat banging against their boat,” said firefighter Tim Murphy. “When we got there, there wasn’t anyone on the boat. They must’ve launched a dinghy to go across the river to the festivities and failed to properly anchor the boat.”

Murphy, a former Air National Guard firefighter with the 192nd Fighter Wing, said the shifts were long, but the team enjoyed being a part of the celebration.

“It’s a lot of fun out here. Getting a chance to see the ships and be among the people is exciting,” he said. “I was planning to come down here anyway, but once we picked up the shifts on the river, I got my chance to see it all from the best seat in the house.”

The air traffic control tower was silent as the pilot nervously reported losing sight of his wingman. As soon as the report came through, the tower Airmen sprang into action, quickly working toward a solution.

They relaxed and cleared their minds before calmly instructing the pilots in order to avoid a collision.

Despite adrenaline pumping through their veins, they directed the pilots without questioning their decisions, or allowing their emotions to show. With the crisis averted, the pilots safely continued their mission.

The emergency was over as fast as it came, but the air traffic controllers knew another crisis could happen at any moment, and their work was far from over.

Controllers are responsible for regulating the safe, orderly and expeditious movement of air traffic, but their duties encompass a wide array of quick-decision situations.

“It’s a demanding career that requires rapid decision making and three-dimensional thinking” said Senior Master Sgt. Trevor Browning, 1st Operations Support Squadron chief controller. “Every day brings a new challenge.”

Not only are the controllers tasked with the everyday operations of managing air traffic, but they frequently react to emergency situations which often have lives in danger, sometimes on a daily basis.

controllers hold every day, they often view it as normal as checking an e-mail.

“Stress levels are different to us than they may seem to someone on the outside,” said Accoo with a smile. “You don’t always have control over your day-to-day personal life, but once you get into position all those personal problems are put out of mind.”

Controllers go through extensive training to ensure they are ready to shoulder their daily responsibilities, and are ready to make

critical decisions on a moment’s notice.

A controller’s training starts much like any other Airman fresh out of basic training, at their technical training school located at Keesler Air Force Base, Miss. Their training lasts roughly four months, and introduces Airmen to the foundation of their career field.

The air traffic controller course teaches Airmen basic principles of regulating air traffic, and the specific phraseology that is necessary for every controller to know fluently. The course also simulates the environment and scenarios the Airmen will face as rated controllers, under the watchful eyes of their instructors. The course is designed not only teach the fundamentals of their career field, but also to ensure all students are able handle and react to stressful situations on the job.

Once the Airmen graduate technical training, after many long nights of studying, they earn the title of air traffic control apprentice, but they are far from becoming a fully-rated air traffic controller.

Once the graduates arrive at their first duty stations, they must continue their education with on-the-job training that can take between eight months and a year to complete, depending on the base. During the extended training Airmen are expected to learn material broken into four sections that cover all necessary information a controller will need to preform effectively.

The sections include the frontload, local, ground and flight data modules, with each broken down further into two blocks.

The frontload module covers general information of the career field, while the local, ground and flight data modules all cover a specific job a controller will be required to perform while in the tower.

During the extensive training, the apprentices study their material eight hours a day, even eating lunch while pouring over their work.

Airman 1st Class Lyndsey Kenefick, an air traffic controller apprentice with the 1st OSS, spends her days studying for her official rating, the day every apprentice eagerly looks forward to.

“Taking an hour-long lunch is not an option” said Kenefick. “Any less than a full day of studying is not enough.”

When not studying, the apprentices are taken into a simulation room where they can practice real-world scenarios, without the stress of a possible incident. Rated trainers devise simulations to test the apprentices’ ability to think on their toes, and react to a realistic emergency situation.

Although the simulations are close to reality, Kenenfick said they cannot compare to the realization that while in the tower, lives are on the line.

Once an apprentice completes all four sections, they are ready to take the exam to be rated. The exam consists of a written portion covering all the material since the beginning of technical training, and a practical portion under the supervision of rated controllers.

Safety measures put in place in May on F-22 Raptor ďŹ&#x201A;ights have had no impact on operations, Pentagon spokesman Navy Capt. John Kirby told reporters today.

Kirby and Pentagon Press Secretary George Little last month announced restrictions to F-22 ďŹ&#x201A;ight operations after 12 pilots reported hypoxia-like symptoms.

In response, Secretary of Defense Leon E. Panetta directed the retroďŹ tting of automatic backup oxygen systems in the Raptor.

The Air Force is investigating the issue and providing monthly reports to Panetta.

In addition, all F-22 ďŹ&#x201A;ights were ordered to remain near potential landing locations to enable quick recovery and landing should a pilot encounter problems during ďŹ&#x201A;ight, Little said last month.

When a controller changes stations, they are all required to retest for their rating. The test consists of the general regulations and instructions, as well as the base-speciďŹ c information. If a controller fails this test they are â&#x20AC;&#x153;washed outâ&#x20AC;? of their career ďŹ eld, regardless of rank.

Even with the extensive, on-going training controllers keep up to date with, there are times when nothing can be done.

Accoo solemnly recalled a time when he was the last person to speak to a pilot who was killed in a crash due to an aircraft malfunction. â&#x20AC;&#x153;If you make a mistake, lives are put in danger,â&#x20AC;? said Accoo. â&#x20AC;&#x153;But, there are times that even when everything goes right,

things can go terribly wrong.â&#x20AC;?

The key to continuing, said Accoo, is to remember there are other pilots who need to be taken care of, and brought home safely.

Controllers are put into tightly knit crews designed to work cohesively and effectively together, based on each memberâ&#x20AC;&#x2122;s strengths and weaknesses. The crews work together every shift to ensure pilots are always in capable hands. â&#x20AC;&#x153;We look out for each other,â&#x20AC;? said Accoo proudly. â&#x20AC;&#x153;It only takes one chink in the armor to cause a catastrophe.â&#x20AC;?

Even with the high demands placed on the controllers, each one is proud of the support they contribute. â&#x20AC;&#x153;There is nothing I would rather do,â&#x20AC;? said Accoo. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s amazing to contribute to missions that might be read about in history books one day.â&#x20AC;?

As the wife of the Air Force Chief of Staff, Suzie Schwartz has the opportunity to meet with Air Force families stationed all across the country and around the world. And when she does, one issue that comes up time and again is spouse employment.

During a recent interview, Schwartz said a relatively new program called the Military Spouse Employment Partnership is addressing the career challenges husbands and wives of active-duty military members face. â&#x20AC;&#x153;The MSEP is really just about helping spouses ďŹ nd jobs,â&#x20AC;? Schwartz said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s teaming up spouses who need jobs with corporations and organizations that have jobs ... and offering rĂŠsumĂŠ services and interview skills.â&#x20AC;?

MSEP is an initiative derived from the Army Spouse Employment Partnership. In January 2011, Presidential Study Directive Report-9 identiďŹ ed the need for a â&#x20AC;&#x153;uniďŹ ed federal approach to develop career and education opportunities for military spouses.â&#x20AC;? Based upon the success of ASEP, Defense Department ofďŹ cials expanded the program and opened it to spouses of Airmen, Sailors and Marines.

Spouses of any active-duty member can now take advantage of the initiative through the MSEP Career Portal on the Military OneSource Web site at https://msepjobs.militaryonesource.mil/.

According to MSEP reports, approximately one out of four military spouses is unemployed. Since

Schwartz said. â&#x20AC;&#x153;We canâ&#x20AC;&#x2122;t just give lip service that we care about these families. We really want to provide them some assistance. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re not saying that weâ&#x20AC;&#x2122;re going to ďŹ nd them a job for sure,â&#x20AC;? she said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re saying weâ&#x20AC;&#x2122;re going to ease some of those speed bumps and make it just a little bit easier because we want to keep these families.â&#x20AC;?

A unique career obstacle that many spouses face is relocating with their active-duty husband or wife. According to MSEP ofďŹ cials, 77 percent of military spouses want or need employment opportunities, but ďŹ nd it

difďŹ cult because of frequent relocations. That includes those who move to remote and overseas locations where family members are allowed to accompany the service member. â&#x20AC;&#x153;We move at the drop of a hat,â&#x20AC;?

Schwartz said. â&#x20AC;&#x153;If we were to network to ďŹ nd a job, thatâ&#x20AC;&#x2122;s six months maybe that youâ&#x20AC;&#x2122;ve wasted, and we donâ&#x20AC;&#x2122;t have that (kind of time). Many spouses actually need that money, and they donâ&#x20AC;&#x2122;t have that connection in the local community. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s kind of what (MSEP) offers â&#x20AC;&#x201C; some of that networking and assistance that you would have if you were living in a community for 15 years,â&#x20AC;? she added.

The program falls under the umbrella of Michelle Obamaâ&#x20AC;&#x2122;s and Dr. Jill Bidenâ&#x20AC;&#x2122;s Joining Forces initiative and is backed by the U.S. Chamber of Commerce, she said.

Amanda Chastain, a 22nd Civil Engineer Squadron spouse, was named the 2012 Joan Orr Air Force Spouse of the Year.

“I’ve always had a heart for helping others,” said Chastain. “It’s always been a part of who I am and what I do.”

This award, sponsored by the Air Force Association, honors the late Joan Orr, wife of former Secretary of the Air Force Verne Orr. The award recognizes spouses of military members for their significant contributions to the Air Force.

“It’s an incredible honor,” said Chastain. “To receive it means that I’ve actually made a difference and people have noticed.”

Chastain’s involvement at McConnell AFB for the past three years covers many

Chastain often shares a quote with other spouses, “Do what you can with what you have where you are,” to help encourage them to get out of the house, volunteer and meet new people.

“Sometimes it’s hard to get out and volunteer because we might not have our families here to help out,” said Chastain. “You don’t have to go out and head up something, but you can go out and be a helping hand.”

Chastain’s drive for extending her own helping hand will be formally recognized at the Air Force Association Convention in Washington, D.C., in September 2012.

“Amanda has selflessly given to the community this past year,” said Col. Ricky Rupp, the 22nd ARW commander, “and her continuous dedication to our military family and the community sets a great example for others. Ultimately, she lives by the Air Force’s core values.”

4th of July Stars in the Sky Newport News Parks, Recreation & Tourism will celebrate Independence Day with its 4th of July Stars in the Sky event July 4 at Victory Landing Park (end of 23rd Street at the James River). The school has a field day at the end of each school year to allow the students a chance to enjoy themselves, stay active and encourage physical fitness.The school requested 15 Soldiers per day for the two-day event.There were numerous tasks and more than 20 different activities for the Soldiers to help the students with, including potato sack races, kick-bowling, relay races and popcorn, a game involving a parachute and hats.

The Virginia War Museum is offering educational and structured camps for children ages 8-12 years old.

■ RevolutionaryWar Camp – July 9-12, 9 a.m. to 3 p.m. Children will learn period tactics and play out three battles a day. Following each battle campers will receive a historical briefing from the museum staff.

This year’s theme is “The Saratoga Campaign of 1777.”

■ WorldWar II Camp – Aug. 6-9 and Aug. 20-23, 9 a.m. to 3 p.m. Campers will train in squads, learn World War II infantry tactics, and play out two battles a day. In between battles, the campers will receive instruction on uniforms, equipment and World War II history. The theme will be “Operation Market Garden, The Arnhem Campaign.” This is a physically active camp and children will be expected to run and jump as well as play outdoors in the woods.

The cost is $175 per camp. Pre-registration is required; payment is not required at
