The Air Force chief of staff flag passed to the service’s 20th chief in a ceremony at Joint Base Andrews, Md., Aug. 10.

Gen. Mark A. Welsh III, a 36-year Airman, stepped into the position, taking over for Gen. Norton Schwartz, who also retired from the Air Force during the ceremony.

“Mark is respected throughout the Air Force for his exceptional leadership and ability to connect with Airmen,” Secretary of the Air Force Michael Donley said.

Raised in an Air Force family, Welsh said he found a role model in his father, a decorated combat pilot.

“Today, I think he’d be proud of me,” Welsh said. “And any day a kid can make his dad proud is a great day.”

Welsh emphasized the need for Airmen to understand the importance of the other services in joint operations, but also said Airmen should not underestimate the combat capabilities of their own service in winning today’s fight.

“No one else can bring what we bring to the fight, and any real warfighter knows that,” he said. “Don’t ever doubt yourself or this service.

Welsh also addressed his stance on issues affecting the well-being of Airmen.

“When it comes to Airman resiliency, suicide prevention, and sexual assault prevention and response, I believe you’re either part of the solution or you’re part of the problem,” he said. “There is no middle ground.”

Welsh said the Air Force must shape the future and that will require innovative thinking and different approaches to problems, along with modernization.

Welsh was nominated by the president May 10 and confirmed by the Senate on Aug. 2.

Commissioned in 1916, Langley Air Force Base is the oldest air base in the United States, and has been used to immortalize prominent members in our history.

“Langley Field was the first military base specifically designed to be an air base. All the big names in early aviation have a connection to Langley,” said David Bragg, Air Combat Command historical curator. “To travel the same streets and occupy the same buildings as the Air Force greats – it’s a big deal.”

Nestled next to an F-22 simulator building across from USAF Hospital Langley sits Crawford Hall, an unassuming building whose name has a surprising history.

Crawford Hall houses the U.S. Air Force Heritage of America Band, one of the original Army Air Corps bands, created by order of the Secretary of War on Oct. 1, 1941.

In June 1946, after a short stay at Brooks Field, Texas, the band arrived at Langley.

Staff Sgt. Christopher Cronsell, U.S. Air Force Heritage of America Band trumpeter, feels blessed to have a place to practice with such a historic name attached.

“I feel deep personal pride when I think about working in Crawford Hall. Many incredible musician-Airmen have rehearsed within the walls of Crawford Hall,” he said. “To be a part of the elite community of professional musicians who choose to enter into active duty is a great honor.”

ber clubs and tents, the warriors of the armed forces joined in song. Each branch of service has a distinct and cherished song that instills pride in its members.

Between World War I and II, Brig. Gen. Henry H. “Hap” Arnold recognized a need for a song to express the identity of Airmen, which would distinguish them from Soldiers. Arnold recommended holding a song competition with a monetary prize.

Arnold and Maj. Gen. Oscar Westover found support from a publisher and aviation enthusiast named Bernarr MacFadden, head of a publishing empire.

In 1938, MacFadden’s magazine Liberty sponsored a contest for a musical composition that would become the official Army Air Corps song. MacFadden announced the contest, and offered a $1000 prize, equaling roughly $16,275 today.

The rules stated that the song must be simple, the range must be within the limits of an untrained voice and the pace consistent with a military tempo.

CRAWFORD FROM PAGE 6 On July 18, 1939, Crawford offered to sing a song he had composed - but not written down - for judge Mildred Yount, who then made Crawford write down the words and notes on a blank music sheet. She dubbed the rough manuscript “The Army Air Corps Song.”

A pilot himself, Crawford said he had written the song in two hours as he flew his private plane from New York to his home in Connecticut.

Of the 757 scores submitted, and after more than a year of searching, Crawford’s score was selected by a committee composed mostly of wives of high-ranking Air Corps officers, just two days before the deadline. The song was officially introduced at the Cleveland Air Races on Sept. 2, 1939, where Crawford sang its first public rendition.

The Air Corps did not have the budget to copyright and publish the song. However, it was produced commercially, and Crawford gave the Air Corps performance rights in perpetuity.

Crawford’s life was intertwined with the military from a young age. He was born in Dawson City, Yukon, and spent his childhood in Fairbanks, Alaska. During World War I, he attempted to become a pilot in the United States Army Air Service, but was dismissed when he was discovered to be underage.

He attended the Case Scientific Institute, and then enrolled in Princeton University, where he graduated in 1925. Crawford later studied and taught at the Juilliard School of Music.

After learning how to fly an airplane in 1923, he flew around the United States in a small plane to concerts, where he was introduced as “The Flying Baritone.” During World War II, Crawford flew for the Air Transport Command of the U.S. Army Air Forces.

From 1939 to 1941, Airmen performed the song at every opportunity. New cadets put the lyrics inside their service caps and sang them as they marched. Post exchanges were ordered to put the song on the jukeboxes and told to play it whenever someone had not paid for another song.

When the Army Air Forces became the Air Force in 1947, the lyrics and title were changed to “Nothin’ll stop the U.S. Air Force.”

In 1947, Crawford joined the University of Miami’s music faculty. He remained there for ten years, until he left to focus on composing.

The first page of the score Crawford submitted to the selection committee in 1939 was carried to the surface of the moon on July 30, 1971, aboard the Apollo 15 “Falcon” lunar module by Col. David Scott and Lt. Col. James Irwin.

The crew aboard the Falcon comprised the first and only all-Air Force Apollo crew, and arranged to take the page of sheet music with them as a tribute to Mr. Crawford and the U.S. Air Force.

Crawford Hall was originally used as a helicopter simulation building before the U.S. Air Force Heritage of America Band relocated to Langley. Crawford Hall was dedicated to Robert Crawford May 31, 1979, and will continue to stand in honor of the father of the Air Force Song.

“History is very important. Memorializations allow Airmen of today to have a connection with their heritage,” said Bragg. “Memorializations allow us all to be part of something bigger.”

During the final days of a 39-year career, the Air Force’s top Airman stood beside his wife as they were both recognized for their distinguished service in a modest ceremony before close colleagues and family members at Joint Base Andrews, Md., Aug. 9.

Air Force Chief of Staff Gen. Norton Schwartz received the Distinguished Service Medal, which is awarded to Airmen for exceptionally meritorious service in a duty of great responsibility, from Secretary of the Air Force Michael Donley.

“From his first day to his last, General Schwartz has been a war-time chief of staff,” Donley said. “His legacy will be felt for years to come.”

Donley said theAir Force needed a leader who embodied its core values, and had the leadership and management skills to set the Air Force on the right course.

“In all of these requirements, Norty fit the bill,” he said.

Schwartz’s award citation referred to his success in overseeing the restoration

of excellence to the Air Force’s nuclear mission, providing counsel to the president and the secretary of defense, contributing to the development of the Air-Sea Battle concept, and devoting significant attention to Airmen and family programs.

The chief of staff’s wife, Suzie, was also recognized for her efforts during her 32 years as a military spouse in bringing attention to the issues military families face.

Donley presented her with the Air Force Distinguished Public Service Award.

“To say that Suzie has been active and engaged ... well, that would be an understatement,” Donley said. “A more accurate description for Suzie is ‘a force of nature.’”

One of her most prominent contributions to Air Force quality-of-life initiatives came when she attended a dignified transfer for fallen service members and saw a need for a dedicated location to provide support to families of the fallen.

“Her commitment to quality-of-life programs and Air Force charities has set her apart as a role model for Air Force spouses,” Donley said.

Schwartz offically retired Aug. 10.

The McDonald Army Health Center at Fort Eustis, Va., has recently introduced an Army Provider Level Satisfaction Survey program designed to recognize clinics quarterly for exemplary behavior, resulting in on-thespot recognition for personnel.

Clinics are eligible for a time-off award, based on the APLSS results on staff courtesy and helpfulness. The awards for all clinics are determined by using the following award scale: ■ 82.5 to 84.9 percent - personnel receive two hours off ■ 85.0 to 87.4 percent - personnel receive four hours off ■ 87.5 percent and above - personnel receive six hours off As a bonus, the clinic with the largest percentage improvement from the previous quarter will receive eight

hours of time off, and a crystal apple APLSS award to display in their clinic.

All clinics qualifying for a time-off award will receive an APLSS certificate stating their percentage score and the amount of time off they will receive. The award applies to all personnel in the clinic, including civilian and military members. The time off must be coordinated with their supervisor.

The program will recognize individuals for excellent performance, as well. Each deputy director will have a series of "checks" to award to civilian staff members for acts displaying excellence in customer service contributing to patient satisfaction. Service members will be awarded special apple lapel pins for similar acts.

Four pins earn Service members a three-day pass, and six pins earn a four-day pass. The business card attached to the pin must be turned in to the health center commander for accountability.

Roughly one month ago, a crew of approximately 20 Soldiers was tasked to the Gulf of Mexico just south of the Florida panhandle. Their job was to tow a former Army vessel dating back to the Vietnam War around the Florida peninsula up to Georgia.

A storm was in the vicinity, but it was not enough to steer the crew away from Kings Bay. The storm hit while the crew was underway, smacking the tugboat with wave after wave, tossing the vessel like a chew toy in the mouth of a canine.

Such is the life of a tug.

Massive yet sleek, Large Tug 805, assigned to the 7th Sustainment Brigade, is one of the Army’s few activeduty tugs. The vessel is one of the only tugboats in the U.S. military, making it a hot commodity around the East Coast and the civilian towing world. Dubbed one of the most dangerous jobs in the watercraft field, working on a tug is not for the faint of heart.

Many Americans’ worst nightmare has just come true. A ďŹ ve-kiloton nuclear device was detonated in a major U.S. metropolis. The nation is under attack. Hundreds of thousands of people were killed - thousands more missing.

That was the scenario for Joint Task Force Civil Support and the Defense Chemical, Biological, Radiological, Nuclear Response Force during Vibrant Response 13. Vibrant Response is an annual, national-level training exercise used by U.S. Northern Command, and led

by U.S. Army North, to certify select military units’ abilities to conduct life-saving and lifesustaining operations. The exercise also tests the military’s ability to integrate with local, state and federal government agencies following a catastrophic CBRN incident.

More than 9,000 Service members and civilians took part in the exercise from July 26 Aug. 14 at the Army’s urban disaster training area in Muscatatuck, Ind., as well as 10 other

training areas and airďŹ elds throughout southern Indiana and northern Kentucky.

JTF-CS and more than 4,000 Service members and civilians of the Response Force participated in the ďŹ rst phase of Vibrant Response July 26 Aug. 4. Phase two of the exercise, which ended Aug. 14, involves certiďŹ cation of more than 4,500 additional U.S. Army North military responders who are responding to a separate scenario - detonation of three radiological-dispersal devices.

Scattered throughout more than 36 locations within the continental United States, the Response Force is divided into deployable force packages designed to respond within set time periods following a catastrophic CBRN incident. The ďŹ rst force package, designed to respond to an incident within 24 hours of activation, is front loaded with various life-saving military assets, such as search and rescue and emergency medical treatment personnel and equipment.

Follow-on forces provide more long-term logistical, engineering and medical support. Made

up of military units from m all branches of service, these forces must be ablle to integrate with not only National Guard uniits, but also civilian, federal, state and local respo onders as well.

Still, JTF-CS and th he Response Force respond only at the requeest of a state governor, on approval of the secreetary of defense and the president, and always in n support of a lead federal agency, such as FEM MA. U.S. Army Maj. Gen. Jeff Mathis III, JTF-CS commander, said this ty ype of ďŹ eld exercise is vital for validating the D DCRF’s capability to respond to a catastrophic iincident, and be able to “meet the call of duty.â€? “This is a very laser-ffocused radiological response force that is thin nking about search and rescue, mass casualty d decontamination, medical triage and medical ev vacuation,â€? said Mathis. “I am conďŹ dent that if we are called for duty, our personnel will be ab ble to meet the point of impact and do those kin nds of things.â€?

Equally important to v validating the Response Force’s life-saving capab bilities was the opportunity for JTF-CS to inteeract directly with other

federal, state and local level response agencies, such as FEMA, state National Guard units and local ďŹ rst responders. JTF-CS trains and plans to integrate seamlessly with these agencies before an incident occurs. That way, less times is spent on roles and responsibilities during a response and is instead focused on saving lives. “We’ve made huge strides in coordinating with our community of partners and synchronizing together,â€? said Mathis. “Otherwise, we wouldn’t be very effective. I’ve talked with the Federal Emergency Management Agency about exercise operations and our coordination will just continue to get better.â€?

Training with agencies that JTF-CS would actually work and interact with during a catastrophic incident made Vibrant Response that much more valuable, according to Mathis. The ability to integrate resources quickly, such as communications systems, allows JTF-CS and the Response Force to begin life-saving operations faster. JTF-CS and other agencies can then use those shared experiences, to reďŹ ne future planning efforts if a real disaster were to occur.

Mathis also said the exercise scope was vast, simulating 400,000 casualties and 3 to 4 million evacuees in the scenario. Despite the scope, the Response Force maximized its resources to perform 82 life-saving and life-sustaining missions in support of the state-led response during the exercise. Military search and rescue teams decontaminated, triaged and evacuated more than 800 survivors in the ďŹ rst 48 hours of the simulated response - an effort that received praise from the local “incident commander.â€? “One of the great things about our military is when Soldiers, Sailors, Airmen and Marines are given a mission, they throw themselves into it,â€? said Mathis. “There is absolutely a dedication to do everything they can to get it right, and get the most training out of any exercise.â€?

The 192nd Intelligence Squadron from Langley Air Force Base worked with the Civil Air Patrol at Newport News Williamsburg International Airport during the Commonwealth Guardian exercise July 23, 2012, utilizing Geospatial Information Interoperability Exploitation Portable technology. Their objective was to provide Incident Awareness and Assessment to the adjutant general of Virginia and joint staff at the Joint Operations Center in Sandston, Va. ployed the image and video capturing capability at speciďŹ c locations, transmitting the information to analysts on the ground. “CAP aircraft are specially equipped for communications, visual search and rescue, and are relatively slow-moving, which is conducive to clarity in imaging operations,â€? said Byrd.

Meanwhile, back at the airport, a 192nd IS domestic operations planners received near real-time footage and communicated with the airborne team via Internet chat to clarify additional needs. Additionally, IAA analysts attached to the 192nd IS captured the footage and annotated the imagery to

ensure the data provided a clear assessment for senior leadership. Footage of the mission was also broadcast over the Internet to the JOC, allowing decision makers there to view affected areas in real-time.

The ability to provide that coverage in an inclement weather event, or other natural disasters and emergency events, proves invaluable to senior leaders to assist in making decisions about where personnel and resources should be allocated. “This inter-agency partnership is a force multiplier that provides situational awareness to incident commanders so they can allocate resources appropriately and help

ease the suffering of Virginia’s citizens during times of a disaster or loss of property,� said Col. Steven R. Swetnam, Virginia National Guard director of intelligence.

The 192nd IS typically performs federal missions, delivering real-time, high-conďŹ dence intelligence, surveillance and reconnaissance products and services to joint and coalition forces and other government agencies. However, during the exercise, members of the IS had the opportunity to exercise their ability to provide homeland defense, civil support and conduct missions with the Civil Air Patrol. “The Civil Air Patrol, as the non-combatant auxiliary of the United States Air Force, provides additional force multipliers for mission planners by utilizing CAP aircraft for geo-spatial imaging missions. CAP civilian crews are well-trained, non-paid volunteers, thus decreasing the cost of missions and utilizing local talent,â€? said Byrd. “Utilization of CAP aircraft makes perfect sense by making more resources available to military operations rather than over-tasking existing resources needed for more specialized missions,â€? he said.

hold lines,” said Helmsderfer.

What separates these deck hands from other boat crews is their operational knowledge and the huge machinery they use for towing. It is a dangerous and tedious job, but it is imperative they are proficient.

“We have to know all vessel-handling procedures dealing with tow line handling, docking and undocking procedures for ocean tow or inland tow, whether or not to use synthetics, or chain bridles,” said Spc. Alexander Meese, a watercraft operator assigned to the tug.

“When I am not outside, I am on the bridge pulling watch for four hours at a time, watching for other vessels, maintaining our position and charting maps.”

The ‘deckies’ know that tying and unty-

ing lines is a day-to-day task done before (and while) the boat is underway. There are few things this crew has not seen, especially when it comes to training exercises. Whether it is a training environment or not, they demonstrated how serious this business is.

“Line handling can be dangerous, because you can get caught between lines or the boat you are tugging. If you’re not paying attention, the lines can grab you and take you where you don’t want to go,” said Spc. Adam Kagnhieser, another deck hand for the tug. “Lines are also strong enough to take your finger off, which is why we don’t wear gloves; our fingers could get caught in the gloves as the lines take everything with them.”

What I saw during training happens

every day for these men and women. It is not unusual to see Soldiers conducting real-world training, while simultaneously training marine deck officer students.

The tugboat brings toughness to a new level for everyone aboard.

“It is hard work, but I go home happy that I have this job. Physically it’s demanding, but it is something I take pride in,” said Spc. Amanda Kirkland, a watercraft engineer on board. “You have to be positive and motivated in this field.”

It is certainly physically demanding – nothing is small or light on this boat.

There is plenty of moving steel and synthetic parts on board that could hit you in the head, or take a limb at any given moment. However, the Soldiers on board the LT 805 are required to be highly proficient in the area of safety operations before they are allowed to step aboard the “beast.”

“I can remember one time in Iraq, 2003, a line from a vessel snapped apart, and really scared the ‘you know what’ out of the crew,” said Staff Sgt. John Plake, senior boatswain aboard the large tug. “I have to keep them motivated daily because we all work in one of the most dangerous jobs in watercraft. I ensure they do their job safely and correctly.”

A trip to the USCG Training Center in Yorktown, a 20-minute drive from Fort Eustis, will give you a taste of what a boat that size can do, and what kind of Soldiers it takes to handle the heavy-duty beast known as the Maj. Gen. Winfield Scott, LT 805.

During a session at the training center, Chief Warrant Officer Joseph Helmsderfer, LT 805 skipper, decided to try a rarely used towing procedure.

“The day before consisted of catch-andrelease moves, but today they will be challenged using the hip tow - towing another vessel from port or starboard side (left or right side of boat),” said Helmsderfer.

The tow lines used to hold vessels are massive. There are two lines used to support inland or sea operations. The heavyduty cables can hold close to 400,000 pounds and are used to pull large vessels.

For maneuverability, and towing smaller boats, synthetic tow lines are used, which can hold almost 300,000 pounds – stats well-known to the crew on board.
