Oktoberfest festivities at Langley bring food and fun

The sounds of a trombone and accordion filled the large white tent, while the smells of bratwurst and schnitzel infused the afternoon air. People raised their steins to the melody, and joined the band in singing, “Eins, zwei, g’suffa!”

At the Langley Air Force Base Club, members of the base enjoyed the first Boss & Buddy Oktoberfest event Oct. 19. Attendees were able to enjoy an afternoon of German food and festive music, while building morale at the same time.

“Having it in conjunction with Boss & Buddy night, it goes along with the camaraderie, the esprit de corps that we are always talking about – getting together with our Airmen and fostering traditions,” said Master Sgt. John Ritz, 633rd Force Support Squadron First Sergeant. “Oktoberfest is about tradition, modern ideas and influences, and what better way to introduce that to our Airmen than through Boss & Buddy night?”

What makes Oktoberfest such an appealing event is members can socialize and enjoy the festivities in a safe way, said Ann Pabón, the club manager. Club employees were standing by to contact AADD or taxi services for anyone needing a safe ride home.

“You have your wingmen there to take care

of you and make sure you’re not getting out of hand,” said Ritz.

One aspect of the celebration that appealed to attendees was the interactive music played by The Happy Dutchmen, a touring German band based in the Tidewater area.

“It’s something different – something you don’t see every day,” said Staff Sgt. Justin Scherer, 633rd Contracting Squadron contracting specialist. “It’s enjoyable to see German guys giving us polka music.”

Additionally, the authentic food and beer led to the overall enjoyment of the event, said Maj. Steven Coffee, 633rd Force Support Squadron operations officer.

“It’s amazing – I like the band, and the beer is great,” said Coffee. “It boosts morale, and is a bonding experience.”

Although this was the first time an Oktoberfest has been hosted by the Langley Club, it may become an annual occurrence if it is well-received by the community, said Pabón.

In Germany, Oktoberfest has been a long-standing tradition that fosters fellowship and merriment. As seen by the dancing and celebrating of those who attended the Boss & Buddy Oktoberfest, it is clear they were won over by the spirit of Oktoberfest, and perhaps the tradition will continue here in the future.

With the presidential election drawing close, Service members have the right and responsibility to play their part in the future of the United States. Fortunately, there are programs in place to allow members to vote no matter where they are in the world.

“It’s easy to go to the polls when you are in your home state,” said Senior Master Sgt. Bruce Russell, a voting assistance representative at Langley Air Force Base, Va. “But in the military, you have to plan things out.”

Throughout the process of voting, Service members, their families and civilians living outside of the United States should go to www.fvap.gov for assistance.

The website allows users to register in their home states, vote abFile photo sentee and track ballots.

If voters wish to fill out ballots manually, ballots can be found at the Bateman Library at Langley or the Soldier Support Center at Fort Eustis, Va. Voters may also contact their unit’s voting representative or a voting assistance rep for ballots.

Whether completing the ballot electronically or manually, voters will need to send in their ballots no later than Oct. 29 to ensure their voice is heard. Russell said members overseas should have already sent in ballots due to the longer mailing times.

Service members can do more than just vote to participate in the political world; however there are certain rules to follow.

According to Department of Defense Directive 1344.10, Service members may: ■ Make monetary contributions to an organization, ■ Display a small bumper sticker, ■ Participate in petitions and other specific legislative action without being identified by rank or duty title, ■ Write to an editor of a newspaper about politics. However rank and duty title may not be used, and if a Service member is identified, it must be expressly stated that said member does not speak on behalf of the military.

The Air Force Distributed Common Ground System begins its seventh detailed examination into its operations Oct. 28, led by the 480th Intelligence, Surveillance and Reconnaissance Wing.

The DCGS is the Air Force’s globally networked ISR weapon system, providing near real time intelligence to battlefield commanders 24 hours a day, seven days a week.

The week-long evaluation, called Sentinel Focus, has four main objectives: 1. Document key areas requiring operational standardization.

2. Identify the effectiveness of new tactics.

3. Document lessons learned and best practices for weapon system integration of recently fielded ISR platforms such as the MC-12 and select Air Force space-based intelligence platforms.

4. Assess the development of ongoing operational relationships with coalition partners from the United Kingdom.

“Our goal [with this evaluation] is to enhance cooperation between various intelligence entities by enhancing a culture of collaboration to share best practices and lessons learned,” said Col. Jeffrey Kruse, commander of the 480th ISR Wing, which manages the AF DCGS. During Sentinel Focus, DCGS operations are assessed during real-world mis-

sions to provide wing leaders with accurate and timely decision-quality information to guide weapon system development.

DCGS sites in California, Georgia, Hawaii, Virginia, Ohio, Germany, Korea and the United Kingdom will be observed. Sentinel Focus includes active duty, Air National Guard and Air Force Reserve partners.

Each location will have a team of subject matter experts to observe and evaluate how the Air Force DCGS enterprise functions.

The teams also work with coalition partners to share intelligence supporting Air Force DCGS operations. The partnership improves processes to better meet the theater’s intelligence requirements.

Air Force DCGS operations require the

weapons system to evolve as enemy tactics evolve, and as new ISR sensors come online to find the enemy.

Kruse says the wing is always open to new ways of doing business to improve operations in support the war fighter and the nation.

“The power of the Air Force DCGS as a global enterprise is its ability to support combatant commanders across the spectrum of military and humanitarian operations with seamless precision anywhere in the world,” said Kruse.

This Hard Stare, as Sentinel Focus is also called, is the second of the two evaluations for 2012 geared toward standardizing processes for a global wing.

The grainy ďŹ lm showed a round ship oating out of a hangar. Its silver, aluminum exterior glinted in the sun as it hovered a few feet off the ground. As it glided over a pool of water, it kicked debris into the air. The glass canopies of the two cockpits were showered with grass and gravel as the saucer ew forward.

It may seem like a scene out of a classic Hollywood blockbuster, but the footage is documentation of testing held by the U.S. government on an experimental aircraft. This prototype, a fascinating piece of American history, sits on display at the National U.S. Air Force Museum at WrightPatterson Air Force Base, Ohio, and another resides at U.S. Army Transportation Museum at Fort Eustis, Va., where plans are underway for its restoration.

With its round design standing at nearly ďŹ ve feet tall and 18 feet wide, the Avro Canada VZ-9AV Avrocar looks like something out of a 1950s science-ďŹ ction ďŹ lm.

While it may look like something a martian would y, the Avrocar is anything but science ďŹ ction.

Newly declassiďŹ ed documents concerning the Avrocar project were released Oct. 8, when they were published by the U.S. National Archives. Information about the aircraft has been available for years, but the documents now include diagrams that clearly demonstrate the scope of the project. “The Avrocar was a good start, and the ďŹ rst step on a long road to discovering technology we use today,â€? said Jeff Underwood, National Museum of the U.S. Air Force historian. “Although the project was never implemented, it serves a successful teaching tool.â€?

The Avrocar was the result of a Canadian effort to develop a supersonic ďŹ ghter-bomber, capable of vertical takeoff and landing, in the early 1950s. The idea of what was to become the Avrocar was originally envisioned by British Aircraft designer, Jack Carver Meadows Frost.

A.V. Roe, a Canadian aircraft manufacturing company, along with Frost, based its design concept for the Avrocar on using the exhaust from turbojet engines to drive a circular rotor to produce thrust. By directing this thrust downward, it was believed

the turbo-rotor could create a cushion of air under the aircraft, allowing it to oat a few feet off the ground, as well as accelerate to high speeds at higher altitudes.

The Canadian government provided initial funding for the prototype, but dropped the project when it became too expensive. Avro offered the project to the U.S. government, and the U.S. Army and U.S. Air Force took over testing in 1955.

Although the project primarily remained in Canada, it was owned and controlled by the U.S. government.

While testing was a combined effort, both services were interested in the project for different reasons. The Army was interested in a durable and adaptable, all-terrain transport and reconnaissance aircraft. The Army intended the Avrocar to replace their light observation craft and helicopters.

The Air Force was interested in the Avrocar’s vertical take-off and landing capabilities, which could potentially hover below enemy radar and accelerate to supersonic speed.

Research data originally indicated that a circular design may have satisďŹ ed both service’s requirements. A.V. Roe built two, small test models to prove the concept. “Engineers predicted the Avrocar would be able to reach heights of nearly 10,000 feet,â€? said Marc Sammis, U.S. Army Transportation Museum curator. “Unfortunately, it was soon discovered that the aircraft wouldn’t be able to perform as well as predicted.â€?

Tests with scale models at Wright-Patterson AFB indicated the cushion of air under the Avrocar would become unstable when the aircraft passed roughly three feet off the ground. It was determined the aircraft was not capable of reaching supersonic speeds, nor would the circular shape of the craft allow the Avrocar to have stealth capabilities. Although the aircraft did not meet the expectations of the Air Force, testing was continued to examine if a suitable model could be developed to ďŹ t the Army’s needs.

tional Aeronautics and Space Administration’s Ames Research Center at Moffett Field, Calif. Wind-tunnel tests proved the aircraft had insufďŹ cient control for high speed ight and was aerodynamically unstable. Although engineers attempted to perfect the design, the project was marred with problems. “Once engineers would ďŹ x a problem, another would arise because of the modiďŹ cation,â€? said Sammis.

The second Avrocar prototype underwent ight tests. Project engineers discovered once the craft rose beyond three feet above the ground, it displayed uncontrollable pitch and roll motions. The lack of computer technology and design aws required pilots to control each engine separately, making it very difďŹ cult even for two pilots to properly control.

In December 1961, project leaders discovered the Avrocar could not reach a maximum speed higher than 35 mph. This, along with the craft’s other shortcomings, led them to cancel testing permanently. “This project was far ahead of its time,� said Underwood. “ It was a perfect concept, but the technology of the time wasn’t advanced enough.�

Although the testing was deemed a failure by the engineers and pilots who spearheaded the experimentation, the implications of the Avrocar’s technology had far reaching results. “Just because the tests weren’t successful, doesn’t mean it was a failure,� said Underwood. “This experiment started engineers down a path to more innovative concepts based on what was learned.�

Technology used by many aircraft, like the AV-8B Harrier II, V-22 Osprey and the F-22 Raptor, can trace its history back to the Avrocar.

Concepts gleaned from the Avrocar testing are still being implemented today with the development of the U.S. Marine’s variant of the F-35 Lightning II. The F-35B will offer the capability to land vertically, making it the ďŹ rst aircraft in history to combine both stealth and vertical landing capabilities. “Aircraft with capabilities to take-off and land vertically have their roots in this experiment,â€? said Sammis. “These capabilities come from a long line of experimentation which started with the Avrocar.â€?

Music filled the air as the smell of hot dogs, hamburgers and nachos danced across the noses of more than 1,800 attendees at the first annual Fall Festival held at Fort Eustis, Va., Oct. 19-20.

The event, which replaced the annual Octoberfest, is a lot more family friendly compared to previous years, according to Sherri Noland, Morale Welfare and Recre-

ation chief of marketing and sponsorship.

“One of the ways we did that was by moving it from the bowling alley parking lot to Murphy field, and adding more family-type events,” said Noland.

Some of those family-friendly events included paintball, a giant bouncy house, hay rides, puppet shows, an outdoor movie and pumpkin decorating.

“We just loved how family friendly this event is,” said Lesley Miculek, a guest at the festival. “It’s important these types of events are held to help

build the Army-family community.”

The event offered free admission again this year to those attending.

“It’s important for us to be able to take care of the Soldiers and Airmen, along with their families that are assigned here to Joint Base Langley-Eustis,” Noland Said. “Offering free admission to this event is just one of the ways we can do that.”

After nearly two weeks of grueling physical challenges on the track, in the pool, and on the range, 21 Soldiers from six units earned the prized German Armed Forces Badge for Military Proficiency in a ceremony at U.S. Training and Doctrine Command Headquarters recently.

The decoration, officially known as “Das Abzeichen fur Leistungen im Truppendiest,” was established in 1980 by the German armed forces, or Bundeswehr, in recognition of military proficiency.

The award was made available to German troops, and allied nations, and U.S. Service members are eligible to wear the decoration on their uniforms.

The badge is granted in three grades: Grade III, or Gold, the highest level of the award; Grade II, or Silver; and Grade I, or Bronze. The grade of the award is based on how competitors perform in each given category.

The TRADOC Band teamed with the

command’s Senior German Army Liaison Officer, German army Col. Franz-Josef Dirksen, to host the competition for Fort Eustis Soldiers to earn the award.

The competition took place from Sept. 16-27, with 33 Soldiers completing the various challenges required to earn the award. Soldiers received an evaluation report from commanding officers, which recognized their physical and moral standards. Each competitor was also certified in combat lifesaver training before competing.

The German sports test included a series of track and field and swimming events, including 100, 400, or 1000-meter timed sprints, a 3000 or 5000-meter timed run, or 1000-meter timed swim, measured high jump or long jump, a 200-meter timed swim with any stroke authorized, and a measured shot-put or stone throw.

Along with the sports test, competitors completed a pistol-marksmanship challenge at the firing range consisting of six shots – two shots each from prone, kneeling and standing positions. Final-

ly, Soldiers completed a rucksack march, in which they carried a minimum of 33 pounds over several kilometers.

Dirksen said the award is among the most sought after decorations by German troops, and allied forces as well – particularly U.S. Service members.

“This award is not easy to earn. The challenges test the complete workings of what proficient military men and women should be able to do,” he said.

“The German military and the American military expect the best from our people, both in physical fitness and mental readiness.

“Receiving the award indicates you are of the highest level of Soldiers in the world,” he continued.

Dirksen, who commands the German military contingent working stateside with TRADOC leadership, said hosting the competition for Fort Eustis’ finest “was an easy decision,” as it fosters the core elements of international military partnerships.

Scott Lechner, the commander of the 53rd Transportation Battalion’s 271st Movement Control Team, echoed the colonel’s thoughts. “I’m competitive, and the events seemed like they’d be a lot of fun. It was all the activities I like to do,� he said. “Like the colonel said, it’s a good symbol of the partnership between the German and American military. It feels good to be able to meet not only our standards, but a foreign army’s standards and achievements.�

Capt. Catherine Martinez, the commander of the 53rd Trans. Bn. Headquarters & Headquarters Detachment, said she also wanted to tackle a challenge, particularly one that few female Service members have achieved. “Not very many females have this award, so I wanted to see if I could accomplish that, and wound up winning gold,� she said. “It’s an honor to wear this badge; knowing that I could meet those challenges.�

While not each Soldier that started the competition was able to earn the badge, several were very close, and may be eligible to return for another attempt in spring 2013, when the TRADOC Band plans to host the competition again. “It’s open to all branches of the military - Soldiers, Sailors, Airmen, Marines – and we encourage those who want to compete to research the criteria. It requires a lot of diversity to succeed,� Sgt. Maj. Wendy Thomson, the TRADOC Band command sergeant major who spearheaded the event’s organization.

Thomson, Lechner and Martinez all shared the same advice for potential badge seekers: train hard, and go for it. “Stay physically ďŹ t, and make sure you exercise,â€? said Lechner, who took home the Gold badge. “Swimming was one of the biggest challenges for the competitors, so get time in the pool.â€? “I earned the badge about 10 years ago now ... If you get a chance to earn this, go for it,â€? added Thomson. “It’s challenging, but you can wear that badge with pride.â€?

Air Force officials are encouraging Regular Air Force Airmen who are eligible to retrain in December to submit their completed retraining packages through the myPers website by Nov. 15 to avoid processing delays.

Airmen need to accomplish these actions because the Air Force is upgrading and transferring the Military Personnel Data System to the Defense Information Systems Agency’s Defense Enterprise Computing Center in December. The upgrade project is scheduled to take approximately 23 days to complete, during which time, MilPDS will not be available.

“Airmen who want to apply for retraining need to submit their completed retraining packages with all required documentation by Nov. 15 to allow time for processing prior to the MilPDS upgrade in December,” said Master Sgt. Angela Harris, Air Force Personnel Center skills management branch superintendent.

THE RIDE SAYS IT ALL

AFPC officials encourage First Term Airmen to complete retraining applications prior to the Quality Review Process board on Nov. 30 as subsequent QRP processes will be suspended until the MilPDS upgrade is complete.

Airmen should continue to work directly with the Total Force Service Center through the myPers website by using the “email us” link on the My Account web page. In all cases, Airmen will continue to receive automated email notifications for case changes and updates.

The Air Force processed about 29,000 retraining applications in 2011.

Reserve and Guard members will receive specific instructions from the Air Force Reserve Command and Air Reserve Personnel Center concerning how the MilPDS upgrade will impact their personnel programs. More information is available on the ARPC public website at http:// www.arpc.afrc.af.mil.

Active-duty Airmen stationed in Virginia and North Carolina have the opportunity to apply for one of two programs that may provide the opportunity to transfer to an Air National Guard unit anywhere in the United States.

The Palace Chase program allows active-duty Airmen to separate from the active component, and accept a transfer to an Air National Guard unit. To be eligible, Airmen must meet the following prerequisites: â&#x2013; Must have completed at least 50 percent of their original active-duty contract; â&#x2013; Must not be medically disqualiďŹ ed; â&#x2013; Must not be on a control roster; â&#x2013; Must possess at least a â&#x20AC;&#x153;secretâ&#x20AC;? security clearance; â&#x2013; Must have received 3-level certiďŹ cation in their primary Air Force Specialty Code, or AFSC. Alternatively, the Palace Front program allows active-duty Airmen to transfer to the Air National Guard one day after separation from the Air Force, upon completing their Date of Separation. As a result, Airmen can continue on in the ANG without a break in service.

Personnel may be able to cross-train, depending on the needs of the gaining ANG unit. To be eligible for the program, Airmen must remain medically qualiďŹ ed to serve and have received an honorable discharge with a good reenlistment code.

Of note, â&#x20AC;&#x153;Character of Dischargeâ&#x20AC;? is considered an honorable discharge, and exists for the convenience of the government. The application process takes approximately 4-6 weeks upon receipt by Headquarters Air Force Personnel Center.

Cash for Cans Contest The 733rd Mission Support Group Civil Engineer Division’s Environmental Element is hosting a Cash for Cans Contest in conjunction with America Recycles Day, which is Nov. 15 this year. The Environmental Element will pick up and redeem the cans at a local recycling facility and give the money to each team, which can be used for their organization’s miscellaneous funds.

In the Air Force, individuals with disabilities are making important contributions in the workplace every day.

Air Force wide, people with disabilities represent 7.4 percent of the civilian workforce, and people with targeted disabilities, such as blindness, deafness, paralysis and mental illness, are at 0.6 percent However, the latter figure is well below the Department of Defense goal of 2 percent, and continues a long-term decline.

This year’s theme is “A Strong Workforce is an Inclusive Workforce: What can YOU do?” This theme promotes the benefits of a diverse workforce that includes workers with disabilities, who represent a highly-skilled talent pool.

PPD functions to ensure diversity and equal opportunity are prevalent in the civilian workforce.

PPD does this by identifying and removing architectural barriers in the workplace.

It also provides management recommendations on reasonable accommodations, and assisting, counseling and identifying the needs and concerns of employees or applicants with disabilities.

Slowly but surely improvements are being made. However, more work still remains. As more people with disabilities join the workforce, and employers realize their immense value, employment expectations and opportunities for persons with disabilities will begin to increase.
