The Air Force plans to reduce training not related to Airmen’s primary jobs in order to address concerns that excessive and non-mission related demands are impacting Airmen’s ability to focus on and accomplish their core duties, officials announced Oct. 31.

As part of ongoing efforts to take care of Airmen and revitalize squadrons, Air Force leadership recently directed the “Airmen’s Time” task force to review 42 ancillary training courses (i.e., training outside of an Airman’s core job).

Functional training requirements were not part of this review.

According to the official memorandum, of those 42 courses, the Air Force will eliminate 15 stand-alone training courses and streamline 16 courses reducing associated training time.

In a recent survey, Airmen identified 10 courses as the most burdensome.

The service will eliminate or significantly reduce nine of them as part of this initiative.

Air Force leaders emphasized that while this is another positive step following the recent announcement eliminating some additional duties, more work remains.

“We’ve taken some modest steps to ensure we use our Airmen’s time in the smartest way, but this is a journey,” said Air Force Chief of Staff Gen. David L. Goldfein. “We’ll continue to be deliberate about what we cut or streamline, but more is required as we continue to focus our efforts on the business of warfighting, respecting our Airmen’s time, and still meeting the necessary requirements to take care of our mission and our force.”

The courses reviewed include total force awareness training, which is re-

quired of all Airmen on an annual basis; selected force training, which is targeted to specific groups, including commanders, civilians and supervisors; event-driven training, which is triggered by some event, such as moving to a new assignment or duty station; and basic Airman readiness training, which is expeditionary-focused training required of all Airmen every three years.

While each of these training modules provide important information, the review found that many of the requirements duplicated information already provided in other trainings.

These reductions will, in many cases, eliminate redundant requirements across the service.

“This initiative represents the next step in giving time back to our Airmen,” said Air Force Secretary Deborah Lee James. “All these training requirements were created to provide valuable information to our Airmen. The intent was right, but as the lists of requirements increased, our Airmen spent more time away from their core duties.”

Reducing ancillary training, according to Air Force leadership, is not intended to reduce emphasis on the need to have well-trained and educated Airmen. Instead, the effort is specifically designed to give the Air Force greater flexibility in how it meets and implements these requirements.

“Our Airmen are certainly busy, and that dynamic will likely not decrease in the foreseeable future. We understand that dynamic, and we’re willing to accept some risk where we can to better balance our Airmen’s time,” said Chief Master Sgt. of the Air Force James A. Cody. “Computerbased training impacts our Airmen’s time, so we’re looking at what we can eliminate, consolidate or substantially relax to cut the demand.”

Goldfein The Air Force believes the initiative will benefit the total force by not only allowing active-duty Airmen more time to focus on their core mission but also giving Air National Guard and Air Force Reserve Airmen more time to focus on honing their core skill sets during drill, unit training assembly and annual tour periods. The initiative builds upon a similar effort from the Guard in 2015.

“Our Airmen have repeatedly stepped up to increased deployment tempos and manpower shortages,” Goldfein said. “Reducing the number of hours our Airmen spend on non-critical training requirements goes directly to the heart of secretary James’s priority of taking care of Airmen and our efforts to revitalize the squadron and is another small step in the right direction.

Squadrons are the engines of innovation and esprit de corps and the warfighting core of our Air Force, and today, we are giving back time so our Airmen can better focus on their core mission.”

Changes will be implemented between January and April 2017; however, Airmen are no longer required to complete the courses set for elimination. To ensure the revisions are implemented in a timely manner, all applicable Air Force instructions will be updated to reflect these changes no later than Jan. 1, 2017, and the Advanced Distributed Learning Service will be updated no later than April 1, 2017.

Headquarters Air Force will also establish a screening process to review new policies in order to identify areas that create additional duties or training requirements for Airmen in units. The goal is to prevent unchecked growth of these functions in the future.

COMACC INDUCTED INTO ORDER OF THE SWORD

Air Combat Command’s enlisted force honored its commander with induction into the Order of the Sword at the Hampton Roads Convention Center in Hampton, Oct. 27.

Gen. Hawk Carlisle, who has commanded ACC since October 2014, is the eighth ACC leader to be inducted into the command’s Order of the Sword.

“I am truly, truly honored beyond belief and I am humbled that you would give me this honor,” Carlisle said. “It means more to me than you can imagine. I believe it is the finest accolade I have ever received and I cannot thank you enough. I mean this from the bottom of my heart.”

Chief Master Sgt. Steve K. McDonald, ACC command chief, explained why Carlisle was selected for the prestigious honor.

devoted himself to the Air Force and Airmen,” McDonald said.

“Without fail, his first thought in any decision and action is about our Airmen.”

The Order of the Sword is the highest honor and tribute enlisted Airmen can bestow upon a commissioned officer. It is patterned after two orders of chivalry founded during the Middle Ages in Europe and still in existence today — the Royal Order of the Sword and the Swedish Military Order of the Sword.

In 1522, King Gustavus the First, of Sweden, enjoined the noblemen he commissioned to appoint officers to serve him — accountants, builders, craftsmen, teachers, scribes and others responsible for conducting the ordinary daily affairs of the kingdom. The system worked so well it was incorporated into the Swedish army as a way to establish and maintain a cohesive, disciplined, well-trained force to protect lives and property in the kingdom. These ancient enlisted personnel would honor their leader and pledge their loyalty by presenting him with a sword.

“The Order of the Sword is designed to recognize a Leader among Leaders,” McDonald said. “General Carlisle fits that description.”

U.S. Air Force NCOs revised and updated the Order of the Sword ceremony and adopted it in 1967. Since then, the rare honor of receiving it has only been accorded to those special leaders who demonstrate extraordinary support for the enlisted corps.

“I would describe Gen. Carlisle as a selfless leader and servant leader,” McDonald said.

“I have seen his schedule and how much of his life is devoted to the Air Force. Whether he is testifying before Congress

on behalf of Airmen, meeting with leaders of partner nations, serving Thanksgiving dinner at a deployed location or pushing an MQ-9 into a hangar, his thoughts are always on our enlisted Airmen.”

Military branches around the world present prestigious swords of honor to recognize the accomplishments and service to their country and fellow man. In the Air Force, the Order of the Sword remains the highest and only honor presented by the noncommissioned officer corps to a senior ranking officer and is maintained by the command chief master sergeant of the designated command.

Scholarship program provides assistance to military children

Beginning Dec. 13, 2016 military families who shop at Joint Base Langley-Eustis, Virginia, commissaries and have college-aged children can add an additional item to their to-do lists – drop off a Scholarships for Military Children application.

Administered by the Fisher House Foundation, Inc., in partnership with the Defense Commissary Agency, the Scholarships for Military Children program offers $2,000 grants to those who enroll or plan to enroll full-time at a community college or a four-year college or university.

Beginning Dec. 13, 2016 college-aged military children can drop-off applications at their local commissary for the Defense Commissary Agency’s Scholarships for Military Children Program. The program offers $2,000 grants to military children enrolled or planning to enroll full-time at a community college, four-year college or university.

For students enrolled or planning to enroll during academic year 201718, the application window opens

November 4, 2016 Dec. 13, 2016 and closes Feb. 13, 2017.

Applicants can visit the Defense Commissary Agency’s web site at www. commissaries.com to access the scholarship application link.

Roberts said after the application has been downloaded and filled out, students can print it and hand carry it to their local commissary. Faxed or e-mailed applications will not be accepted.

“Applications can also be mailed to the dependent’s local commissary and addressed to the attention of the store director,” said Roberts. “We collect applications that are mailed or dropped off and forward them to a central location.”

In addition, homeschooled military children are eligible to apply for the scholarships. All students must submit applications at only one commissary and will be disqualified if they apply at more than one store. Scholarship grants can be used for qualified expenses including tuition, fees and books.

“Students must also write an essay on a topic chosen by the program committee,” said Miller. “Award recipients are selected based on the eligibility criteria and the process is centrally managed by a third-party program agency.”

At least one scholarship recipient will be selected at each commissary and based on the store size and number of applicants, additional grants will be awarded. For academic year 2016-17, seven students were awarded scholarship grants at Langley AFB and six grants were awarded at Fort Eustis.

“I think it’s a wonderful opportunity for military children, especially with everything they have to go through as a dependent,” said Miller. “The commissary is here to help them. It’s a great benefit and every little bit helps toward a college education.”

The Scholarships for Military Children program is open to college-aged children of active-duty service members, Reserves, National Guard and military retirees. It is funded by contributions from DeCA’s business partners, vendors and others.

Motorcycle mishap inspires unlikely running fervor

If not for suffering a broken collar bone and concussion from a bad landing on his dirt bike at the age of 14, one Joint Base Langley-Eustis, Virginia, Airman may have never discovered his love for running.

Now age 23, this passion has pushed 2nd Lt. Sean O’Hollearn through countless miles of training and enabled him to compete in the Armed Forces Marathon Championship, October 30, 2016, at the 41st Marine Corps Marathon in Washington D.C. The 633rd Medical Group clinical nurse won the Air Force Half Marathon at Wright-Patterson Air Force Base, Ohio, in September with a time of 1:14:37, a swift pace of 5:56 per mile.

“Just before my freshman year [in high school] I was dirt-biking in Astoria, Oregon along the coast, I went over a jump

and didn’t land,” O’Hollearn explains.

“It’s funny how things work out. It was a blessing in disguise, because I probably would have never started running.”

When O’Hollearn did land, it was in a hospital bed. His injuries had him laid up in recovery for about six weeks.

As a freshman at LaSalle Catholic College Prep in Milwaukie, Oregon, the school administration would not allow him to play football that season due to his injury. Then, a three-sport athlete, with baseball as his first love, his father encouraged him to try out for cross country and get into shape for basketball.

“I was the worst kid on my cross country team in high school,” he laughs. “I was really bad at cross country, really bad.

“I remind myself on a frequent basis of the times [as a freshman in high school] when I couldn’t run a mile without stopping, from being so out of shape, he said.

aging not set limits on myself.”

O’Hollearn still refuses to place limits on himself.

He had planned to go into Sunday’s competition, at a 5:50 per mile pace even though he had never completed a full marathon before. This past summer his wife Lauren encouraged him, by biking alongside him during his 20-mile runs while preparing for the race.

“She is the best,” he said. “It was so

hot this summer; she would get up super early or stay up super late, and ride her bike beside me.”

All of the support and determination on the part of O’Hollearn and his wife payed off in the end. He finished in 13th among 19,724 runners in his first marathon and plans to improve upon that by running in the Armed Forces Cross Country Championship in February 2017.

633RD CES PROVIDES SELF-HELP OPTIONS

Facility managers, who need materials and tools for minor office and building repair, can use the self-help store, also known as YouFix-It or Contractor Operated Civil Engineer Supply Store. They can receive discounted prices and can avoid losing valuable time driving off-base to hardware stores.

While self-help facility’s order of precedence is to first provide for 633rd Civil Engineer Squadron members, authorized facility managers and relevant contractors, any Department of Defense card-holder, with access to Langley Air Force Base, may also buy materials there at costs competitive to civilian merchants.

The 3,000 square-foot store carries approximately 2,500 line items for purchase. Only facility managers may sign-out to borrow equipment. The Self-help is located in the 633rd CES building; across from the Langley Shellbank Fitness Center.

“Facility managers may save three-to-five percent on a majority of sale items when price checked with [base] civil engineering and other vendors,” said Patrick Smith, 633rd CES chief logistics support.

“We provide materials, basically, at no cost to the facilities themselves,” explained Bobby Coleman, Contractor Operated Civil Engineer Supply Store branch manager. “There is a collective work order that covers every authorized building across the base, where

the facility manager or the designated alternate can come in and get things such as ceiling tiles, light bulbs and outlet covers. Most of the materials are for the upkeep of the property or the facility itself. “ According to Coleman, with the provided materials, facility managers can reduce the civil engineers work load when it comes to routine work orders. Civil engineers can then concentrate on maintaining the base and technical repairs.

“If it wasn’t for us here, it would have to be maintained by the Air Force side or they would have to send somebody down every time a facility manager needed a small item,” said Coleman. “It would become more cumbersome and would involve a lot more personnel and resources.”

According to Evevon Ellingsen, 733d Civil Engineering Division assistant facility manager, Fort Eustis has not operated a self-help store since 2006 before its housing was privatized.

“We inform facility managers on points of contact for materials,” explained Daniel Wood, 733d CED operation flight chief. “We issue service orders, for labor and materials.”

For all the facility managers on base, when a ceiling tile needs replacing or a light bulb goes out, no need to call the 633rd CES, just head on over to the supply store to find the items needed to get the job done.

Engineers take part in readiness challenge

Members of the 633rd Civil Engineer Squadron participated in a Prime Base Engineering Emergency Force, or Prime BEEF readiness challenge, Oct. 25, 2016 at Joint Base Langley-Eustis, Virginia.

During the training, the 12 teams of six to eight U.S. Air Force Airmen, with various specialties, spent 25 minutes at stations, which held a task representing a different civil engineering craft.

“Stations represent contingency home-station training required to hone their wartime skills,” said U.S. Air Force Lt. Col. Kevin Osborne, 633rd CES commander.

“We are making sure the different AFSC’s (Air Force Specialty Codes) are getting a little taste of what our Civil Engineer Squadron does, as diverse as we are.”

At each station, a representative from that specialty explained how to complete the task, while keeping score, helping and encouraging the teams along the way. The engineers participated in the events in hopes that they pick-up new skills they did not know before.

“In a deployed environment, where you can sometimes be short on manning, you want to have that total-Air-Force-integration Airman, jack of all trades,” said Osborne. “Someone who can step-up and help other engineers out.”

The engineers did just that, but in a manner that

helped raise morale and encouraged competition, said Staff Sgt. Daniel Muldowney, 633rd CES emergency management.

“It was a morale booster and got people out and away from their jobs for a day,” said Muldowney.

“It put people in the competitive spirit with friendly banter within the units. It gave the opportunity to see what other’s do.”

Half-way through the competition, the squadron also hosted a burger-burn for those competing, giving the opportunity to continue spending time with other 633rd CES members.

Squadron leadership said they hope to continue this station-style training in the future.

633RD FSS SPICES UP FOOD SERVICES

The 633rd Force Support Squadron has a new Director of Food and Beverage, James Belle, who will be the point of contact at the leadership level for all nonappropriated food service operations at Joint Base Langley-Eustis, Virginia.

Belle, who is responsible for overseeing all facets of food operations for all of the nonappropriated facilities at JBLE, has big plans for the facilities.

In addition to being the food and beverage director, Belle, who has 21 years of food service, will also be the head chef and banquet manager, bringing restaurant industry practices and knowledge to the position.

“We are fortunate to have someone with the food service background of Mr. Belle’s caliber taking on this important role,” said Ann Pabon, Langley Club manager. “He brings a wealth of knowl-

edge and has already had a positive effect on our staff members.”

October began the initial implementation phase of the transition and transforming program to blend each facility under the food service portfolio.

“The driving force behind the transformation program is to change convenient style food choices to personalized food choices,” said Belle.

One of the many objectives Belle has is to ensure that each facility will have its own unique brand.

“It’s about giving each restaurant an identity that’s not dependent on the activity that it’s embedded in,” said Belle.

“For each facility to be successful it must be treated as a stand-alone restaurant.”

The facilities will feature a signature dish and a healthy-heart item that can only be consumed at that specific location.

quality by sourcing local fresh ingredients and the discipline not to cut corners during preparation. The Langley Club will soon have a corporate chef to ensure that food preparation stays consistent.

Providing different menu choices at each location will allow the facilities to maximize the dining experience for the consumer.

“In essence we are bringing the fundamentals of restaurant operations inside

gates to our military community,” said Belle. “We want each facility to become destination dining with a unique menu for our military community at JBLE.” Small changes have already taken place and will continue during the transition and transforming program.

Changes at the Langley Marina Marker 27, Langley Lanes, Eaglewood Golf Course and Langley Club will take place in the coming months.
