633RD SAFETY: A SAFE HOLIDAY IS A HAPPY HOLIDAY

As the holiday season begins, the number of long-distance trips, beginning at Thanksgiving, are increased by as much as 54 percent compared to the rest of the year.

According to the U.S. Department of Transportation, the average Thanksgiving long-distance trip is 214 miles long, while Christmas and New Year’s holiday travel averages 275 miles or more.

“Thanksgiving is one of the top three holidays for travel with more than 40 million Americans driving 50 miles or more,” said U.S. Air Force Staff Sgt. Maegann Styvar, 633rd Air Base Wing Safety Office safety technician. “More traffic accidents occur during the Thanksgiving holiday than Christmas or New Year’s so it’s important to stay vigilant and safe.”

Styvar provided the following list of tips to ensure U.S. service members and their families remain safe and enjoy their holiday travel with as few issues as possible: Inspect your vehicle and think about the weather that it will be encountering:

Before long travel, check tire pressure in all tires, including spare tires, and fill them to the recommended level on the vehicle’s tire information placard, certification label, or in the owner’s manual. Don’t rush when traveling and remain vigilant as tires can lose air suddenly if you drive over a pothole, other object or if you strike the curb when parking.

· Check tires for tears, bulges and the appropriate amount of tread and air pressure. · Top off fluids and inspect brakes to make sure they aren’t worn.

According to the U.S. Department of Transportation, tire tread should have approximately 2/32 of an inch of remaining tread depth to reduce the risk of hydroplaning in the rain at highway speeds and losing traction in snow. When traveling, be sure to check tire tread and ensure it is the proper depth for the areas you will be traveling through.

· Check the battery to make sure it is strong and has clean terminals. · Have an emergency kit with flares, water, blankets and food at a minimum.

During long-distance drive travel: · Do not rush, avoid high travel speeds that can cause accidents. · Take breaks when tired; Fatigue can be deadly. · Avoid distracted driving like using cell phones and tablet. · Know where you are going and how to get there — Unfamiliar roads can be dangerous and changing weather conditions can increase risks.

Travelers are also encouraged by the U.S. DOT to arrange for someone close to check on their home while they are away and avoid posting on social media to minimize risks of break-ins while travelers are out of town.

OPERATION WARMHEART: A TIME TO GIVE

The First Sergeant Council is hosting its annual Operation Warmheart Thanksgiving basket drive at Langley Air Force Base, Va., beginning Nov. 7 through Nov. 20, 2016. This year, they hope to gather enough food and money to deliver more than 500 Thanksgiving baskets.

Operation Warmheart, a nonprofit organization, was established by the First Sergeants Council to manage, receive and distribute charitable funds to JBLE service members and families who are in need of assistance. Each year, the Thanksgiving basket drive is the largest direct effort of OWH. “This non-profit organization is an avenue where we can truly help our Airmen, and that Airmen is big A,” said U.S. Air Force Master Sgt. Jerry Daves Jr., 633rd Aerospace Medicine Squadron and 633rd Dental Squadron first sergeant and the OWH event coordinator. “We can

take money out of our funds and give it directly to them without any payback.

It’s a great organization that we built ourselves to do nothing but purely help Airmen.”

OWH will be collecting food items for the Thanksgiving baskets at JBLE’s Base Exchange and commissary between 9 a.m. and 5 p.m. during the two-week period.

Cornbread, stuffing, cranberry sauce, mashed potatoes and other traditional staples of a Thanksgiving meal will be included in the baskets. Also, a $25 gift card will be included so the receiving family can make the selection of a turkey or ham.

“OWH reminds people that this is the time to give,” said U.S. Air Force Senior Airman Maya Pinhassian, 733rd Logistics Readiness Squadron and an OWH volunteer. “Giving back is what the military instills in us.”

JBLE prepared for sea level rise

One hundred years ago the National Advisory Council for Aeronautics identified the coastal area that is now Joint Base Langley-Eustis, Virginia as ideal for conducting NACA, U.S. Army and U.S. Navy missions.

Despite challenges caused by the sea level rise, the baseâ&#x20AC;&#x2122;s location on the Chesapeake Bay remains an ideal location for conducting over-water flying missions.

According to Lt. Col. Kevin Osborne, 633rd Civil Engineer Squadron commander, Langley AFB, which is the Air Forceâ&#x20AC;&#x2122;s oldest continuously active base, currently lies just a few feet above sea level and therefore is susceptible to flooding during major storms including hurricanes. To combat the rise in water levels, the installation has put several resiliency efforts in place.

The efforts work to bring the base back to operational status on a three-prong system of prevention and mitigation, preparation and recovery.

Since Hurricane Isabel in 2003, the three-prong system has enabled mission readiness within hours, as opposed to days. â&#x20AC;&#x153;Isabel provided our biggest opportunity to make engineering and process changes from lessons learned,â&#x20AC;?

said Osborne. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve been learning to deal with flood events in a much more efficient and resilient manner since then.â&#x20AC;?

Prevention and mitigation efforts implemented over the last 20 years include: ¡ Shoreline Stabilization The shoreline stabilization includes a 10 kilometer rip rap sea wall that brings the baseâ&#x20AC;&#x2122;s shore 5.4 feet above sea level. The stabilization also consists of a living shoreline of sea grass that filters sediment and provides a natural habitat for sea life. ¡ Master Planning Master planning involves construction updates that make the installation less susceptible to flood damage.

Current implementations include building and renovating 10 feet above the mean sea level, consolidating or demolishing flood prone facilities and relocating or raising critical infrastructure.

Preparation efforts include: ¡ Hurricane preparation exercises ¡ Unit specific checklists ¡ Liaising with local emergency management and first responders ¡ Utilizing a flood mapping prediction tool that mea-

sures 18,000 elevation points base-wide ¡ Protecting infrastructure by sealing electrical nodes and isolating airfield lighting ¡ Flood barrier program: The flood barrier program includes installing door dams that prevent the flow of water into buildings that are not yet 10 feet above sea level. This effort also includes lining up to 50,000 sandbags throughout the installation. ¡ Recovery efforts The installationâ&#x20AC;&#x2122;s recovery system is a groundwater pumping station that displaces 7.4 million gallons of water per hour.

Since the implementation of the resiliency plan, the installation has changed from a maximum of $166,000,000 in damages to $40,000. The recovery time also changed from one week to one day.

While efforts have improved the installations readiness, the 633rd CES team knows that flooding is inevitable, but with proper planning and implementation of lessons learned, the base can operate for another 100 years. â&#x20AC;&#x153;In addition to the long-term threat of SLR we must also be resilient against various weather phenomena that can rapidly create high water such as local norâ&#x20AC;&#x2122;easters, regional hurricanes and tidal extremes,â&#x20AC;? said Osborne. â&#x20AC;&#x153;Our consistent resilience against short notice flooding will also help us counter the longerterm threat of SLR.â&#x20AC;?

Army tests new fitness standards at Fort Sill

Fort Sill is in the forefront of the Army’s revision of physical fitness standards for military occupational specialties (MOS), and while the new standards will be rolled out at some point soon for incoming recruits, it would not have been possible without the work done at Fort Sill to validate those standards.

Scientists from the U.S. Army Research Institute of Environmental Medicine (USARIEM), Military Performance Division in Natick, Mass., tested Soldiers in advanced individual training (AIT) who were given the new Occupational Physical Assessment Test (OPAT) during basic combat training here 12 weeks earlier. One group was evaluated in June, and another in early July.

A third group and final group was tested in August.

Those AIT Soldiers were tested in the new High Physical Demands Tasks (HPDT) required for graduation from AIT in a specific combat MOS such as field artillery. The initial HPDT studies were done here June 2013, as part of the Soldier 2020 Gender-Neutral Physical Standards Study to determine tasks that combat Soldiers would need to pass, depending on their MOS. This year the team was back to see how well the predictive OPAT test translates into higher performance on the HPDT. Dr. Bruce Cohen, one of the scientists administering the tests, said the standards will benefit all Soldiers.

“It doesn’t matter if you’re male or female, you can either do the highest physical demand for your job, or you can’t,” he said. “So we’ll put the right person in the right job. They’ll perform better, maybe have less injuries, and less turnover.”

Cohen, who has a doctorate in exercise health and sports psychology, has been with ARIEM for a decade.

He said he is interested in “making people mentally and physically tough without breaking them, so that they can be more resilient.”

Peter Frykman, of the Military Performance Division at ARIEM, said the OPAT and new HPDT studies drew on the experiences of Soldiers already in those ground combat jobs. “Schoolhouses weighed in. The infantry school, the armor school, the artillery, combat engineers, they all said ‘This is what we think is the most physically demanding stuff that we do.’ We tested Soldiers in the real world doing those jobs and looked at their performance. We administered a set of predictive tests to find out, do those predictive tests predict their ability to do those high physically demanding tasks?”

Cohen added, “We’re doing the science end of it. TRADOC does the implementation. We’re validating that we have the right tests for the right positions.”

About 12 of the five dozen Soldiers participating in the validation tests July 6-8, 2016, were women.

Because there aren’t enough females in the newly opened combat specialties to draw from, women volunteers training for other jobs also elected to be part of the study.

The validation test is also being conducted at Fort Leonard Wood, Mo., and Fort Benning, Ga., because they train infantry, armor, and combat engineers. “This is going to be very, very important for the future of the Army,” said Frykman. “Soldiers walk around with a lot more load than in the past.”

The scientists are careful to eliminate as many variables as possible at each test site, and to re-create the testing scenarios as closely as possible from one installation to another.

For instance, the surface used to drag casualties at each site was constructed using portable fitness mats to ensure the same surface at all testing locations. It, would not have been a fair comparison to use grass at one location and concrete at another. To prevent grader bias, enlisted ARIEM personnel also wear the maroon shirts of the civilian staff.

“The reason we don’t wear a uniform,” said Staff Sgt. Josue Contreras, medical laboratory noncommissioned officer, “is so we don’t influence their decision-making and don’t look like figures of authority to them, like their cadre do.”

Even photography during the actual testing was not allowed so behavior wouldn’t be unduly influenced.

Some of the tasks used to validate the OPAT are the casualty drag (simulating rescue of a 270-pound victim), moving sandbags to simulate building a fighting position, and a casualty evacuation to simulate lifting someone out of vehicle hatch, like those found on the Bradley Fighting Vehicle.

In that test, Soldiers lifted bags starting at 60 pounds up to 100, 140, 180 and 210 pounds through a hole in a wooden platform.

A variant of the HPDT requirement for 13B cannoneers was also part of the test. Soldiers had to lift and place 15 100-pound artillery shells and place them in the bustle rack of a field artillery ammunition supply vehicle (FAASV), and then take them back out again. Cohen said one of the fastest times was by a young female Soldier who completed the task in five minutes, versus the 15 minutes allowed.

For all the tests the Soldiers wore a full fighting load of about 70 pounds, consisting of a helmet, a Camelbak water pouch, a fighting load carrier for ammunition and grenades, and body armor.

Each Soldier had an orange folder in which scientists recorded the test results for each task. After the validation testing is complete, ARIEM will evaluate the data and make recommendations to TRADOC on how well the OPAT predicted HPDT success.

Once fully approved the OPAT will be required for all new Soldiers joining the Army, and all Soldiers switching MOS from a low physical demand job to a higher physical demand job.

It is expected that AREIM will finish the testing and data collection at all locations in November. By January they hope to send initial results to TRADOC for review.

The Journey is as Important as the Destination

I went to the Base Exchange the other day and tried to strike up a conversation with the associate in the checkout aisle scanning the items I intended to purchase.

“How are you doing?” I asked, hoping to break the awkward silence that greeted me. “Have you been busy today?”

She smiled and responded wearily, “Yes, it’s been crazy today, but I like it when it’s busy. It makes the time go by fast.”

We all probably feel that way at times, but her reply got me thinking about life in the Air Force. Virtually every retiree will remark at their retirement ceremony as to how fast the time flew by. What’s sad, however, is to reach the end and realize we didn’t enjoy the journey. This is especially true for those in leadership roles. Leaders are taught to have goals and standards.

Push hard. Get the job done. But leadership is also about balance: job and family, work and relaxation, encouragement and discipline…not just for yourself but for your troops.

I’ve been fortunate to work with and for some tremendous leaders during my career, and a commonality they all shared is an emphasis on both the end result and the process it took to get there. It is quite possible to achieve mission accomplishment only to find that both you and your troops have nothing left in the tank. Simply put, if we as leaders don’t take time to enjoy the journey, and ensure our subordinates are able to do the same, we risk burn-

ing out in the end. With this in mind, let me share four observations I have made over the years, contemplation of which might smooth out the bumps in the road and help both you and your troops enjoy the ride toward success.

Consider this question: Are your troops successful “because of you” or “in spite of you?”

In other words, are you doing anything to effectively bring about mission accomplishment, or are you standing idle on the sidelines taking false credit for your followers’ accomplishments?

There are ways for leaders to share in mission success without being a micromanager. The most obvious way is to ensure your troops have the resources and training to do their jobs. Also, get to know them and ensure they are treated with dignity and respect, and can grow in their professional occupation. As rank and span of control increase, our time to “do” the tactical level job shrinks, and our leadership efforts should be focused on creating a successful work climate. To this end, I cannot overemphasis how important it is to nurture professional, productive leader-follower relationships, where we share “lessons learned” and help others avoid mistakes we have made in the past. In the end, both teachers and students deserve credit for mission success.

This is my favorite quote from Gen. Colin Powell and one I learned firsthand as a 2nd Lieutenant when I tended to take it personally if my position wasn’t adopted by my commander. In fact, that same commander told me to print this quote, frame it, and hang it in his conference room for all to see. The truth is that everyone in the chain of command answers to a higher authority. The boss has earned the right to make the final decision and our job as followers is to arm the boss with accurate facts and solid recommendations.

I’m not saying to be passionless in your arguments, but too much emotion is counterproductive and should never be a substitute for fundamental logic and sound decision-making. Put your passion into the pursuit of researching questions, identifying answers and presenting all necessary data so the boss makes the best decision possible. In the end, those above us typically have more experience, more insight into “the big picture,” and are well qualified to make the right call. So don’t take it personally if you lose — salute smartly and live to fight another day.

Be careful what post you hitch your horse to.

Leaders must pick their battles and ensure the ground on which they take a stand is solid. There is no replacement for common sense. This goes for the decisions you make as well as the people with whom you choose to associate. In the leadership arena, you have to be careful who you select as your trusted advisor, as well as who you endorse as being a “great troop.”

Your credibility takes a hit when you stand up and proclaim that Airman Snuffy is great, only to find out a few months later that Airman Snuffy is always late to work and lets others do his work for him--not exactly the person you should be championing as a

“great troop.” Do your research and be sure you know what you’re talking about in order to preserve your own integrity.

Remember that if everything is important, nothing is.

The Air Force has a demanding ops tempo and it’s easy to fall into the trap of thinking everything must be done “now” or “today.” You can stay ahead of the demand curve through effective delegation to trusted subordinates, but the most important thing is to always figure out what is most important and work that first. This is especially important in planning a weekly schedule that allows time for family, faith, fitness, and relaxation, in addition to the daily priorities required of your job. In fact, my group superintendent reminds me to be as diligent in scheduling family outings as I am in scheduling work-related meetings. There’s only so much time in a day, so figure out what must be done versus what can be done, and work your boss’s priorities with the same sincerity you want your subordinates to work yours. There is a difference between “urgent” and “important” so spend more time on the important matters and stop reacting to what others may think is urgent.

If there is truly an urgent matter, deal with it quickly but don’t be derailed from getting back to what is truly important.

In closing, rest assured that there will be tough times in both our professional and personal lives, but as Chuck Swindoll once said, “Life is 10 percent what happens to us and 90 percent how we respond.”

Although life doesn’t always turn out the way we think it will (or should), what’s most important is how we respond to the challenges we encounter. Perhaps these observations can serve as a “vector check” to ensure we have the right balance in all areas and can finish our Air Force journey with no regrets.

JBLE stresses importance of electronic IRS forms Selection of electronic delivery for 2016 IRS Form 1095-C for military members must be completed by Dec. 31, 2016 to avoid forms being mailed via the U.S. Postal System. Electronic delivery helps protect personal information, saves money and natural resources. The myPay pay management system allows military members to monitor their pay and direct delivery options of important documents such as W-2s, Leave and Earning Statements and the relatively new 1095-C healthcare coverage certification. The deadline to make an electronic delivery-only selection for W-2 forms is Dec. 1, 2016. IRS Form 1095 delivery selection must be made no later than Dec. 31, 2016. The DFAS tax statement release schedule will be released in late November and will be posted on the agency’s website at www.dfas.mil.
