Wesley assumes ARCIC director responsibilities

U.S. ARMY TRAINING AND DOCTRINE COMMAND PUBLIC AFFAIRS JOINT BASE LANGLEY-EUSTIS, VA.

In a ceremony at Murphy Field on Joint Base Langley-Eustis, April 12, Gen. Stephen J. Townsend, commanding general, U.S. Army Training and Doctrine Command, presided over a promotion ceremony for Lt. Gen. Eric Wesley.

Upon promotion to the rank of lieutenant general, Wesley also assumed the responsibilities of director, United States Army Capabilities Integration Center.

ARCIC, commonly referred to as the “think tank for the Army,” is charged with developing, evaluating and integrating concepts requirements and solutions through rigorous experiments and exercises.

Under Wesley, a 1986 graduate of the U.S. Military Academy at West Point, ARCIC will pursue Army and joint activities to facilitate an increased

rate of adaptation and innovation.

“Promotions are about potential to serve at higher levels of responsibility, and General Wesley’s career record proves he is ready to lead ARCIC and Army modernization,” Townsend said. “He is exactly the right Soldier to take over ARCIC. Wesley will guide the development of the newly-announced Army Futures Command.”

Although headquartered at TRADOC, ARCIC operates at three other locations across the continental United States, including the Joint Modernization Command at Fort Bliss, Texas; the Army Force Design Division at Fort Leavenworth, Kan.; and the Silicon Valley Cyber Team at Silicon Valley, Calif.

“We need a qualified warfighter who can see into the future Army and communicate that vision,” Townsend said. “Wesley is that guy. Together, he and the professionals of ARCIC will drive change to ensure that Army forces are prepared to prevent conflict,

shape the security environment and win wars.”

Combining the abilities of the U.S. Joint Modernization Command with ARCIC’s four directorates, Capabilities Development; Concept Development and Learning; ARCIC Plans and Operations; and International Army Programs, enables ARCIC to play a part in designing the development and integration of Army forces into joint force operations.

“This is an incredible honor to join and lead this group of dedicated professionals who have given their life’s work to benefit the future Army,” Wesley said.

Prior to assuming the responsibilities of director, Wesley commanded the U.S. Army Maneuver Center of Excellence at Fort Benning, Ga., served on the Army Staff as G8, Deputy Program Analysis and Evaluation, and deployed to Afghanistan and Iraq.

121st ARW supports 1st Fighter Wing mission

A KC-135 Stratotanker from the 121st Air Refueling Wing refuels an F-22 Raptor from the 1st Fighter Wing over the Atlantic Ocean, April 12, 2018. The 1st Fighter Wing is home to the 94th Fighter Squadron and 27th Fighter Squadron at Joint Base Langley-Eustis, Va. and the 121st ARW is from Rickenbacker Air National Guard Base, Ohio.

The 1st Fighter Wing is responsible for one third of the Air Force’s combat F-22 Raptors. The wing’s mission is to deliver F-22 air power worldwide on short notice to support Combatant Commander taskings. In addition to operating and maintaining two F-22 Air Dominance squadrons, the wing also flies the T-38 as adversary air to increase training capability.

When you can give, the Air Force Assistance Fund gives back

AIR COMBAT COMMAND, HQ AIR COMBAT COMMAND JOINT BASE LANGLEY-EUSTIS, VA.

If I offered to give you three dollars if you gave me one, you would probably take that deal.

Each year, the Air Force Assistance Fund extends a similar offer: contribute what you can, when you can, and the Fund will give all that and more back to Airmen and families when they need it most.

Last year, ACC Airmen, their spouses and their children received almost $2 million in grants and loans from the Air Force Aid Society to help cover costs for basic living or medical expenses, emer-

gency travel or child care. Our Airmen received another $236,000 in grants to help them further their education.

In addition to the aid that flows to our force from AFAS, the Fund also provides dignity and care for the spouses of retired Airmen through the Lemay Foundation, the Air Force Villages Charitable Foundation and the Air Force Enlisted Village.

The ACC family received all that assistance even though ACC units and assigned Airmen pledged just $625,000 in 2017. This good work cannot continue without the generosity of our Airmen.

Of course, the AFAF campaign is not the only way to help Airmen and families. A host of charities and local pro-

But as we look at ways to support ready Airmen and ready families, I encourage units to ensure personnel know about this year’s AFAF campaign. If you are able to contribute, give it some thought.

Since 1942, the AFAF campaign has been run by the Air Force family to help the Air Force family. Whether we are aware of it or not, each of us knows someone who has been helped by the Fund. Anything we can do today helps ensure that assistance will be available for other Airmen and other families when they need it tomorrow.

Most people wake up every morning with a list of things they need to accomplish at work or errands they need to run before they can relax at the end of the day. Imagine waking up every morning in hiding and afraid. Imagine waking up every morning only to remember you’re in a concentration camp because of your religion, race, political opinion or sexual orientation. Imagine waking up every morning surrounded by

people who hate you and are waiting to walk you to your death. These mornings you imagined were realities for so many different groups of people in Europe during the Holocaust.

When Adolf Hitler rose to power in Germany, he started off slowly pushing the idea of the pure German race. Those who did not fit that idea were deemed racially inferior. The Jewish were the most systematically persecuted. Anti-Jewish propaganda was spread throughout Germany. German Jewish people were forced to wear the Star of David so they could be easily identified. Eventually, the German Jewish people were forced out of their country. Jewish men, women and children were moved to ghettos in occupied Poland or to killing camps.

Between 1933 and 1945, six million European Jews were killed.

Hundreds of thousands of other “racially inferior” people were also murdered in concentration camps. These concentration camps were places where people were forced to work or be killed.

Those who could work were given so little food that many died of starvation. Those that did survive until close to the end of the war were moved via train or forced to march so that they could not be liberated by Allied forces moving across Europe.

These marches continued until Germany’s military surrendered in 1945.

The Holocaust is an event in history that is hard to forget. The horrors that the victims and survivors lived through haunt the pages of history textbooks across the world. The Diary of Anne Frank is taught across the country giving young adolescents the perspective of a 13-year-old girl living with the fear of being caught by Nazis every moment of every day. Terrified not only for herself but also for her family and friends. An adolescent should have been worried about not finishing a homework assignment or what shirt to wear Friday. She should not have had to worry about if she and her family would make it another day.

As citizens of this world, it is imperative that we remember the lives that were forever changed and the lives that ended too soon because of this genocide. As George Santayana said: “Those who do not know history’s mistakes are doomed to repeat them.” Let us remember together at the Holocaust Memorial Remembrance Week between April 23 and 30.

The 50th observance of Earth Day is April 22 and Joint Base Langley-Eustis personnel plan to celebrate Earth Week, April 23-27, by taking part in “Acts of Service” across both installations.

To promote the celebration, environmental personnel from the 633rd Civil Engineer Squadron and 733rd CED set up events to engage, educate and excite the JBLE community about conservation efforts.

“One of the main reasons that we recognize Earth Week here at JBLE is to inform the workers and residents of all the environmental programs,” said Donna Haynes, 733rd Civil Engineer Division environmental protection specialist. “We want them to know what they do at work and at home has many ways of effecting the environment, and getting them involved with nature trail clean-up, boat tours and informational fairs are great ways to provide hands-on education.”

Haynes says the JBLE community can do their part to help protect the environment through the following events:

APRIL 23 Fort Eustis clean-up of dry retention ponds and mosquito breeding site survey from 9-11:30 a.m. at the Warrior Café.

Free document shredding and E-waste recycling from 9 a.m. to noon at the Langley Exchange parking lot.

April is recognized as Sexual Assault Awareness and Prevention Month (SAAPM) across the country by both civilian and military communities. The observance is an opportunity to highlight the efforts of caring for victims as well as provide innovative ways to infuse prevention practices into the daily mission.

The 2018 theme is: Protecting Our People Protects Our Mission!

The show, consisting of three acts, expressed how sexual assault culture can live within an of ce or unit. Audience members had the opportunity to ask questions at the end of the show, while the actors remained in character.

Shielding a nation

Darren Rice, U.S. Air Forces Central Command deputy director of force protection, was awarded the Air Combat Command Security Forces “Order of the Shield” on March 29, 2018.

For more than three decades, Darren Rice served in support of the Department of Defense and the U.S. Air Force.

The Order of the Shield is an award presented to those individuals who have left a huge impression on the Security Forces career field and Air Combat Command Defenders in particular. Mr. Darren Rice became the fourth individual inducted joining Chief Master Sgt. Tommy Baldwin, Ret., Col. Erik Rundquist, and Chief Master Sgt. Rick Parsons, Ret. “I’m honored and humbled to be

recognized by my peers,” said Rice.

“To have been able to make a difference means the world to me.”

As the deputy director of force protection, Rice’s leadership and support has been critical to supporting deployed defenders engaged in operations ENDURING FREEDOM, FREEDOM SENTINEL, IRAQI FREEDOM, NEW DAWN, and INHERENT RESOLVE. “This really is a team effort,” said Rice. “We try to make sure everyone has the resources they need for their job and send them to their leadership, commanders, chiefs and supervisors.

They have the hard job and it’s amazing what they do” Air Combat Command has heavily relied on Rice’s expertise to guide Airmen in integrated defense operations to protect twelve locations in seven countries, spanning across an area of responsibility of nearly four million square miles.

VCSAF highlights speed, innovation as keys to victory in future war

SECRETARY OF THE AIR FORCE PUBLIC AFFAIRS WASHINGTON (AFNS)

Vice Chief of Staff of the Air Force Gen. Stephen Wilson emphasized Airmen will continue leading the way in preparing for the future of war and highlighted the importance of speed, connectivity and innovation during the 2018 Future of War Conference April 9, 2018, in Washington, D.C. Wilson said the goal is for the Air Force to be the thought leaders for future conflict to deter, defend and win any future fight.

The service is looking for new ways to do business and accelerate the transfer of ideas from the lab bench to the flight line to increase lethality and provide the joint force a technological advantage.

“Industrial-age speed won yesterday’s war. Digital-age speed will win tomor-

row’s war,” he said. “It’s going to take all of us working together across academia, across government and across industry – we’re going to have to compete to win.

That’s where I think we can come together.”

Wilson noted the general nature of war will not change, but the speed of connectivity will. The Air Force must be able to collect and decipher information and produce dilemmas for our adversaries at a rate they can never keep up with. It is not just speed in decision-making. It is also speed in budgeting, contracting, acquisition, defending the homeland and owning the high ground in air and space.

In short, speed wins, he said.

It is about data – the oil of the 21st century, he added. The intent is to invest in technology and apply it flexibly across all domains, including space.

“Space is essential for any joint warfight,” Wilson said. “How do we acquire space capabilities faster? Our space force today is the envy of the world. And, the United States Air Force is responsible for 90 percent of that.”

Space is a contested domain that provides many capabilities to the nation, including indications and warning, missiles, communications, GPS and more – it must be defended, Wilson said.

The service is building a defendable architecture to maintain the U.S. advantage in space. Air Force leaders are training space operators and working to speed up

the acquisition process for building capabilities, partnering with industry, enabling milestone decision authorities and other transaction authorities, all to advance space capabilities faster.

Mission success starts and ends with people, he continued.

“We start with really good people,” Wilson said. “We then make sure they’ve got the right education, training and experience; they’re confident and proud of what they do; they’re personally and professionally fulfilled. And, when we do that, we get mission success.”

Installation of Active Vehicle Barriers

The 733rd Civil Engineer Division will install new active vehicle barriers at the Fort Eustis main gate, beginning April 9, 2018. The construction will be phased to minimize trafďŹ c impact. The ďŹ rst phase will last until May 1, 2018. During this time, the portion of Madison Avenue adjacent to outbound Washington Boulevard will be closed. TrafďŹ c traveling north through this area will travel down 28th Street to Jefferson Avenue and then onto Washington Boulevard. The second phase will occur over two weekends, May 4-7 and May 11-14, 2018. During this phase, the outbound lanes of Washington Boulevard will become a two-way between Jefferson Avenue and Madison Avenue. This will allow inbound trafďŹ c to divert left onto Madison Avenue, travel down the right lane of what is typically the outbound lanes of Washington Boulevard, then turn right onto Jefferson Avenue, and return to the normal route. The third phase will also spread over two weekends, May 18-21 and May 25-28, 2018. During this time, the inbound lanes of Washington Boulevard will become a two-way between Jefferson and Madison Avenue. TrafďŹ c normally owing outbound will be diverted up Jefferson Avenue, down the right lane of what is typically the inbound lanes of Washington Boulevard, then to Madison Avenue, and back to the normal route.

Durand Entry Control Facility (NASA gate) changes

Security Forces personnel will no longer man the Durand Entry Control Facility (NASA Gate). Personnel will still have their credentials checked by guards at the main NASA gate, however, their credentials will not be checked again at the Durand Entry Control Facility. NASA guards will still man their side of the Durand Entry Control Facility and will only allow CAC holders (no dependent ID cards) to enter NASA property.
