AETC announces changes to Developmental Special Duty Assignments

JOINT BASE SAN ANTONIO-RANDOLPH Air Force officials are making three substantial changes to the Developmental Special Duty process that will significantly improve the Air Force’s ability to fill these important positions by adding more flexibility to the process and increasing opportunities for noncommissioned officers.

The changes include opening military training instructor opportunities to staff sergeants, reverting the technical training instructor process for threelevel awarding schoolhouses back to the Enlisted Quarterly Assignment Listing-Plus website and lowering the physical training score for all DSD and TTI positions to the Air Force standard of 75 points versus the former DSD standard of 80.

Rank changes for Military Training Instructors The change allows staff sergeants to be nominated for military training instructors overseeing basic military training.

This change replaces the 2012 policy that limited the ranks of MTIs to technical and master sergeants.

The DSD process for MTIs will now afford commanders the opportunity to nominate staff sergeants with at least two years’ time in grade for this critically important special duty. This change more appropriately aligns the eligibility aspect of the nomination process with other DSD opportunities that already allow staff sergeants to serve, such as military training leaders, professional military education instructors and recruiters.

“Allowing skilled staff sergeants to once again serve as MTIs provides greater NCO developmental opportunities,” said Chief Master Sgt. Stephanie DeSouza, Operations

& Special Duty Airmen Career Management Division superintendent at the Air Force Personnel Center. “We are confident that mature, experienced staff sergeants have the skillset necessary to thrive as MTIs and better balance the BMT work load.”

There are currently 557 Airmen serving as certified MTIs at Joint Base San Antonio-Lackland.

“MTIs represent the Air Force enlisted corps on a national stage and they are called upon to develop America’s sons and daughters into our next generation of Airmen,” DeSouza said.

Technical Training Instructor assignment process reverts back to EQUAL Plus The second change authorizes Airmen interested in volunteering for the Air Force’s TTI duty to volunteer for these positions directly through the EQUAL Plus assignment system.

This change became effective June 26 when the initial group of EQUAL Plus advertisements began appearing live on the Assignment Management System.

“Requirements for these instructors are rank and Air Force specialty code-specific,” said Chief Master Sgt. Dave Staton, command chief for Air Education and Training Command. “It has been difficult to identify enough of these AFSC-specific, qualified candidates using the DSD nomination process. Through EQUAL Plus, we expect to find qualified candidates in a more timely manner and have the flexibility to react to short-notice changes and requests for fills to include instructor increases.”

Since July 2013, more than 2,700 TTI positions were included in the DSD process along with nine other special duties that were filled utilizing a commander nomination process. Staton said using EQUAL Plus should prove more effective to fill and manage the assignment process for technical school instructors.

become TTIs can begin looking for positions via AMS after June 25. A large number of TTI positions will be filled over the next year which presents an excellent career opportunity for many Airmen.

PT score changes to 75 Effective the fall 2017 DSD assignment cycle, the physical training test scores will now be set at 75 or above on the previous three assessments, which aligns this requirement with the Air Force standard.

“This change just makes sense for the process,” said Maj. Gen. Mark Anthony Brown, Air Education and Training Command vice commander. “If you meet Air Force standards, you should be qualified to perform in a DSD or TTI position.

Brown said this change also opens the aperture and allows more Airmen to qualify and compete for these positions “that are so important in professional development.”

Identified as developmental due to their unique leadership roles and the responsibility to mentor and mold young Airmen, the nine DSDs are: career assistance advisor, military training instructor, military training leader, Air Force Academy military training instructor, Airman and Family Readiness Center NCO, first sergeant, Air Force Honor Guard NCO, recruiter and professional military education instructor.

Developmental special duty qualifications are outlined in the special duty catalog. Problem solvers: Ombudsmen assists wounded, ill or injured find care

Established in 2007, the U.S. Army Medical Command Ombudsman Program has been helping service members and their families navigate through the medical needs after being wounded, ill or injured.

Initially created by the U.S. Navy as a role filled by military spouses, MEDCOM ombudsmen have transitioned into a vital resource on installations by looking out for the morale and welfare of military families.

Ombudsmen serve as neutral mediators, or resource consultants, that act as liaisons between the military or family member, MEDCOM and the Medical Treatment Facility commander, to communicate the needs and concerns of the patient.

As medical professionals, ombudsmen can handle problems concerning dutylimiting profiles, the medical board

process, harassment claims and even veterans’ benefits.

“We make sure the family or military member understands why their issues have been designated as they are,” said retired U.S. Army 1st Sgt. Richalen Hines, U.S. Army MEDCOM ombudsman. “We are another agency to ensure military and family members’ issues do not fall through the cracks.”

To ensure all military members and families have the resources to handle ongoing issues outside of the hospital, ombudsmen can also consult outside their chains of command, and ultimately consult the surgeon general, if warranted.

According to Hines, ombudsmen are not the decision makers when it comes to problems, but rather can help get people on the right path to resolving their problems.

“We are here to bridge the gap of communication between the service members and their commands and

ombudsman. “Listening to them is the most important thing because you have to hear the service member ’s problem before you can even think about helping them solve it.”

Many of the current ombudsmen throughout the field once served as senior NCOs in the Armed Forces, which enables them to create an important bond with the active duty members through their shared experiences.

SOST visits 633rd MDG Airmen

U.S. Air Force Airmen from the Special Operations Surgical Teams visited with Airmen assigned to the 633rd Medical Group at Joint Base Langley-Eustis on June 23, 2017.

The purpose of the visit was to highlight the mission of the SOST, broaden awareness within the Air Force Medical Services and to inform Airmen of their potential career options.

SOSTs are specialized surgical teams, fully trained and equipped to operate in hostile or austere environments on the front lines of battle and crises in support of special operations missions.

They have four unique medical capabilities that they provide, which include advanced trauma resuscitation, tactical damage control surgery, post-operative critical care and critical care evacuation.

After months at sea, the ocean starts to resemble the desert, but watching the sun rise and fall over the open ocean provides as much direction to him as he does for the ship.

For U.S. Army Spc. Miguel Ruelas Trejoâ&#x20AC;&#x2122;s, 335th Transportation Detachment, 7th Transportation Brigade (Expeditionary) quartermaster, the sunrise and sunset are his favorite things about working aboard the General Frank S. Besson-class logistics support vessel. â&#x20AC;&#x153;When you are out there and you donâ&#x20AC;&#x2122;t see land for a while, everywhere you look, 360-degrees, you see the same thing: the sky, clouds, the horizon and water,â&#x20AC;? said Ruelas Trejo. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s the view day in and day out.â&#x20AC;?

During his time aboard the LSV, Ruelas Trejo has trained among his fellow Soldiers to develop his skills as a quartermaster and watercraft Soldier to help sustain port operations ďŹ ght.

As quartermaster, Ruelas Trejoâ&#x20AC;&#x2122;s role is pivotal, as he ensures everything required to get the ship moving is accomplished, by completing manifests, mathematical calculations and logs. He also tracks navigation information using oceanic and atmospheric charts, while recording ship conditions such as speed and direction, wind direction,

Logging this information helps provide an accurate description of what the crew was doing and what conditions they were in, in the event of an incident. â&#x20AC;&#x153;The primary mission of the LSV, and the watercraft ďŹ eld in general, is sustaining the ďŹ ght and being able to establish port operations anywhere in the world,â&#x20AC;? said Ruelas Trejo. â&#x20AC;&#x153;The specialty of our boat is we can easily run up on a beach, drop the ramp, load and unload Army equipment. We can set up port operations worldwide. For example, if there was a tsunami in

the Caribbean, we could establish a new port and bring in supplies to that community.â&#x20AC;?

According to Ruelas Trejo, as Army mariners on an LSV, that serves 24hour port operations, the crew prides themselves on being â&#x20AC;&#x153;jacks-of-all trades.â&#x20AC;? â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s important that Soldiers are skilled in multiple platforms, especially in a small detachment like ours where thereâ&#x20AC;&#x2122;s only 32 of us,â&#x20AC;? said Ruelas Trejo. â&#x20AC;&#x153;We have eight ofďŹ cers and 23 enlisted personnel, which means if one of us it out, it impacts the mission.

Since we are spread over multiple duties, we need people with a wide variety of skills to continue with services and checks to make sure the vessel stays operational.â&#x20AC;?

pirate days, bright, executed young men took the position,” said Reynolds. “Here it’s the same thing — we rely on Spc. Ruelas Trejo to keep the charts updated and perform the tedious navigationwork the quartermaster is responsible for. All his work helps the whole crew.”

Although his vessel serves primarily as a training platform for the Maritime Intermodal Training Department students to prepare them for deployments, the specialists’ team also trains with the U.S. Navy and U.S. Marines in search and seizure missions and vessel boarding procedures. The ship also is used during joint logistic over-the-shore operations in Kuwait and Hawaii twice a year to train on cargo loading and transporting vehicles, containers and bulk materials to shore.

According to Ruelas Trejo, being a quartermaster has its perks, specifically when it comes to growth in his specialty.

Working hands-on with the vessel’s NCOs and warrant officers, quartermasters get exposed to various levels of training, including what maritime officers receive from the schoolhouse.

“You need to have knowledge about the job to perform it correctly,” said Ruelas Trejo. “You have tools like compasses, pencils and erasers, but the biggest thing for me is having the knowledgeable NCOs and warrant officers that have helped to train me and make sure I am doing the job correctly.”

One of the most rewarding thing as a member that Ruelas Trejo has found himself, is traveling around the world with his crew, being able to integrate more than Soldiers working at forwardoperating bases.

“Working aboard this ship, I get to see a lot of the world that a typical Soldier wouldn’t normally get to see,” said Ruelas Trejo. “We get to sail in and out of ports, seeing different cultures, working with the locals there, and building relationships with them. This job has exposed me to a broader view of the world.”

Whether at sea or home at Fort Eustis, Ruelas Trejo and his crews’ fight will keep them moving through open waters in hopes to maintain the Army’s port operations.

In the proverb “For want of a nail,” a single nail missing eventually cost an army a war, symbolizing how not correcting a small issue can eventually lead to a catastrophe.

The 1st Aircraft Maintenance Squadron’s wash rack simple act of keeping the F-22 Raptor clean, in turn keeps it safe, combat capable and ready to answer the nation’s call. “(The wash) is one of the basic tasks we use to keep the fleet healthy, after I learned to do launch and recovery I learned how to do a wash,” said U.S. Air Force Senior Airman Andrew Gugel, 1st AMXS, 27th Aircraft Maintenance Unit, F-22 Raptor assistant dedicated crew chief. “If the jet’s not clean than it’s going to break and there are going to be issues that arise. Issues costs man, flight and training hours.”

The F-22 wash process is imperative to its maintenance and mission readiness, as it is a scheduled inspection. If the aircraft isn’t washed, it would be considered nonflyable, which costs lost sorties and money.

According to Gugel, the wash process starts with taping the jet, ensuring it’s properly sealed so water doesn’t damage the aircraft. After the tape is placed, the wash begins to clean dirt and grime off the wheels, main body of the aircraft and the canopy so the pilot has clear vision.

Last, the landing gear is inspected and lubricated to make sure it’s in good working order.

Although inspections are regularly scheduled, a wash can be scheduled at any time, so if the landing gear is dirty and noticed by the crew chief, it can be put on the schedule earlier.

“Jets are normally washed every 30 days, but can be washed sooner if necessary to prevent damage to the aircraft,” said U.S. Air Force Staff Sgt. William Van, 192nd Aircraft Maintenance Squadron crew chief and wash supervisor. “With a clean aircraft, crew chief or pilots are able to see if parts in the aircraft breaks.”

For Van and the other crew chiefs who man the wash rack, their priority is to keep the jets clean on the ground and so the pilots are safe in the sky.

TRADOC leaders discuss Multi-Domain Battle, future Army during forum

WILLIAMSBURG, VA Senior leaders from U.S. Army Training and Doctrine Command continued the Multi-Domain Battle discussion during the Association of the United States Army’s 35th annual Virginia Colonial Professional Forum at the College of William and Mary in Williamsburg, Virginia, June 14 and 15.

During the forum, local AUSA chapter members, along with industry representatives and the military met at the Raymond A. Mason School of Business to learn more about “Innovation and Collaboration: Keys to Modernizing for Multi-Domain Battle.”

U.S. Army Gen. David Perkins, TRADOC commanding general, began his keynote explaining the relationship between doctrine and concepts, noting that although the two are tied together, they serve different purposes.

“Doctrine is how you run the Army with the organization, materiel and training that you have today,” Perkins said. “Concepts, on the other hand, help you change the Army for the future.”

Through his discussion of Army concepts – both past and present, the commanding general of the “architect of the Army” explained the need for Multi-Domain Battle is based on the adversaries’ study of U.S. doctrine.

Since Desert Storm, the Army has had to cover down on a full range of military operations – from the Global War on Terrorism, to Iraq and Afghanistan, which has allowed time for adversaries to focus on the Army’s ability to conduct joint combined arms maneuver, Perkins said.

“And so what happened is — our adversaries, and potential adversaries, started going to school on us … and they’ve been going to school on us for decades,” he said.

These adversaries, Perkins explained, have drawn three lessons from studying U.S. forces and doctrine: They are aiming to separate U.S. capabilities by domain; keep U.S. and coalition members out of the area of operations; and prevent the U.S. from being able to maneuver. However, Multi-Domain Battle aims to address these challenges by operating across all domains to provide multiple dilemmas to adversaries.

“What we want to do is look through all the domains – air, maritime, space, cyber and land – and at a point in time of our choosing, we want to get what we call temporary domain superiority,” Perkins said.

In order to achieve “windows of domain superiority,” the Army must understand what the future operational

environment will look like. TRADOC’s Intelligence Directorate continued the Multi-Domain Battle discussion with the next presentation by looking to the future operational environment, trends and the potential threat technologies the U.S. may face across the domains.

“There’s tremendous ambiguity as we look out into the future, but there are some things and some forecasts that we can actually draw upon,” said Jerry Leverich, TRADOC Intelligence Directorate senior intelligence analyst. Leverich told the audience about a number of “potential game-changers” for the near, mid and farterm, including chemical weapons, robotics, enhanced directed kinetic energy weapons and the internet of things.

“It’s a no-brainer that technology will influence the character of future conflict and war,” Leverich said.

“How soon that comes to bear presents a challenge for us; however, minimizing the potential for surprise is one of the biggest things we’re trying to do.”

Maj. Gen. Robert “Bo” Dyess, acting director of TRADOC’s Army Capability Integration Center, acknowledged that although the future is unpredictable, the Army must continue think clearly about the future of armed conflict.

“The character of war will change, and therefore, the way you organize your forces must change, and the way you bring in new technology and weapons systems must change in order to be prepared.”

Dyess emphasized the urgency to modernize the force, noting the challenge between addressing current and future readiness.

“Our challenge is to ensure that we articulate future risks … because we have to say that future readiness – with the passage of time – is current readiness, and if you do not prepare for the future, you’re going to be behind,” Dyess said.

Brig. Gen. Mark Odom, director of ARCIC’s Concept Development and Learning Directorate, discussed TRADOC’s next Capabilities Information Exchange, a partnership between TRADOC and industry, which is scheduled for Aug. 15 and 16 on Joint Base Langley-Eustis, Virginia. During the CIE, members of industry will have an opportunity to conduct a focused discussion with experts and ask specific questions regarding technology requirements.

Day two of the forum began with a presentation from Brig. Gen. David Komar, director of ARCIC’s Capability Developments Directorate, who provided an overview of the Future Force Development Strategy. Additional highlights from TRADOC leaders included a presentation on the increase in Army end strength, led

Lt. Gen. Sean MacFarland, TRADOC deputy commanding general and chief of staff, brought the forum to a close with an overview of the command’s priorities and highlights on several ongoing initiatives, which focused more on the “people side of the equation.”

These initiatives included updates on Soldier 2020, talent management, Army University and NCO 2020.

“We owe it to our Soldiers, and we owe it to our nation to make sure we overmatch the enemy in terms of the quality of our people,” MacFarland said.

Army announces changes to processing Soldiers’ personnel claims

Promising faster claims processing and faster payment, the U.S. Army is launching an upgraded claims program called PCLAIMS Plus on July 5, 2017.

Instead of going to the local Military Claims Office to fill out a claim form, claimants will now file personnel claims online and electronically submit required documents.

Personnel claims include claims for loss or damage to household goods and privately owned vehicles during a permanent change of station shipment or while stored at government expense. They also include claims for loss or damage to Soldiers’ personal property located in government quarters or other authorized locations, caused by events such as storms, floods or power outages. Army civilian employees have limited eligibility for personnel claims.

Customers must have a common access card to access the PCLAIMS Plus portal.

Those without a CAC, recently retired or separated personnel, will need customer support.

Along with the upgrade to PCLAIMS Plus, the other big change involves the source of MCO customer support in certain geographical areas. The MCO source will depend on where the customer is located: • If the claimant is located in the continental U.S., Alaska, Hawaii, Cuba or Puerto Rico, MCO customer support will be from a new office — the Center for Personnel Claims Support, at Fort Knox, Kentucky. Contact info is below. Because claims support staff has been removed from local legal offices, customers should seek personnel claims assistance from local legal offices only when directed by CPCS staff.

• If the claimant is overseas, including Korea or Germany, MCO customer support will continue from the local Staff Judge Advocate or Legal Office.

These changes do not affect current processes for claiming against the Transportation Service Provider.

The current Full Replacement Value program requires claimants to unpack and file Notice of Loss and Damage with the TSP within 75 days of delivery, and to complete a claim against the TSP within nine months of delivery. No later than two years after delivery, claimants unsatisfied with TSP offers for any claimed items should transfer all unsatisfied claimed items to an MCO, to CPCS if located in the CONUS locations, and to local legal offices if OCONUS. These timelines do not change.

The FRV program is explained in detail at www.move.mil or by local Transportation Offices.

If your move was booked through www. move.mil, any claim must be filed in that website against the TSP. When you hit the “Submit to MCO” button, it does not communicate with any MCO. That button simply signals the TSP that your claim with it is closed, and that you will begin another claim with an appropriate MCO for unsettled items.

Beginning July 5, all household goods claimants should proceed to file for all TSPunsettled items in PCLAIMS Plus at http:// www.JAGCNet.army.mil/Pclaims.

Laser weapons bring sharp advantages to the battlefield

By David Vergun WASHINGTON — The Army and Navy are increasingly incorporating laser weapons on a limited number of platforms and training exercises, according to Matthew Ketner, branch chief of the High Energy Laser Controls and Integration Directorate at the Naval Surface Warfare Center Dahlgren Division, Virginia.

Ketner spoke on these emerging laser technologies spoke last month during Lab Day at the Pentagon.

For its part, the Navy placed a 30-kilowatt laser onboard the USS Ponce, an amphibious transport dock ship, in 2014.

The laser has been tested extensively and is authorized for defensive use.

The Army, meanwhile, is testing lasers to bring down unmanned aerial vehicles, according to Ketner.

In one training instance, a 10-kilowatt laser was placed on a Heavy Expanded Mobility Tactical Truck and tested during a Maneuver Fires Integrated Experiment at Fort Sill, Oklahoma, in April 2016. The laser successfully shot down a number of unmanned aerial vehicles, also known as UAVs. In February and March of this year, the U.S. Army Space and Missile Command shot down a number of UAVs with a 5-kilowatt laser mounted on a Stryker during the Hard Kill Challenge at White Sands Missile Range, New Mexico.

The purpose of the Hard Kill Challenge “was to assess and look at technology... to do a ‘hard-kill’ shoot down of Group 1 [UAVs] and inform decision-makers on the current state of technology and how it can deal with single and multiple targets,” said Adam Aberle, SMDC High Energy Laser Division technology development and demonstration lead.

The Army recognizes that high energy lasers have the potential to be a low-cost, effective complement to kinetic energy, he said. Lasers have the potential to be more effective at addressing rocket, artillery, mortar, or RAM threats, as well as unmanned aircraft systems and cruise missiles.

On the plus side, lasers are silent and invisible to the human eye and are thus hard to detect by the enemy, Ketner said.

Also, a laser has a near-perfectly straight trajectory, unlike the arc of an artillery round, which allows the laser to be much more accurate in finding its target.

Ketner also pointed out that a laser beam can also be scaled to the object in question, as he showcased a display of items that were hit by a laser. The objects included steel plating, aluminum, copper, carbon fiber and Kevlar. Other display items included a fried circuit board, a destroyed fixed-wing UAV and quadcopter, all victims of the laser beam.

The power of the beam can be adjusted for any material, he said. There’s even a non-lethal adjustment for human targets.

So far, lasers have taken out cruise missiles, mortars, and other projectiles during testing, Ketner said.

One downside, he noted, is that lasers take a lot of energy and have difficulty penetrating haze, dust, smoke, and materials with anti-laser coatings. But overall, lasers remain a valuable tool in the military’s arsenal. “Unlike a traditional gun,” Ketner said, “lasers don’t run out of bullets.”

AF releases criteria for new valor “V”, combat “C” and remote “R” devices

WASHINGTON (AFNS) — Air Force officials released criteria for the new “V”, “C” and “R” devices, following the secretary of Defense’s Jan. 7, 2016, authorization.

Following a comprehensive Military Decorations and Awards Review in 2015, the secretary of Defense implemented several changes to ensure the Defense Department’s military decoration and awards program continues to appropriately recognize the service, sacrifices and actions of service members.

“As the impact of remote operations on combat continues to increase, the necessity of ensuring those actions are distinctly recognized grows,” DOD officials explained in a memo released Jan. 7, 2016.

The “R” device, which may be affixed to non-combat performance awards, was established to distinguish that an award was earned for direct hands-on employment of a weapon system that had a direct and immediate impact on a combat or military operation. These actions can be performed in any domain but must not expose the individual to personal hostile action, or place him

or her at significant risk of exposure to hostile action while engaged in military operations against an enemy of the U.S.; or involved in a conflict against an opposing foreign force; or while serving with friendly foreign forces engaged in military operations with an opposing armed force in which the U.S. is not an aggressive party.

“Airmen assigned to cyber operations and intelligence, surveillance and reconnaissance operators would be examples of those eligible for the ‘R’ device,” said Lt. Gen. Gina Grosso, the deputy chief of staff for manpower, personnel and services. “These members create direct combat effects that lead to strategic outcomes and deliver lethal force, while physically located outside the combat area.”

The standardization of the “V” device as a valor-only device will ensure unambiguous and distinctive recognition of distinguished acts of combat heroism.
