JOINT BASE SAN ANTONIORANDOLPH, Texas — The Air Force promotion system promotes the most fully-qualified noncommissioned and senior noncommissioned officers based on the quality of their records and other weighted factors, while recognizing an individual Airman’s potential for advancement to the next rank.

Enlisted evaluation board panels consider more than 35,000 promotion records each year. For Airmen holding the rank of technical, master or senior master sergeant, the Air Force Personnel Center plays a pivotal role in promotion cycles.

Possessing a general understanding of the enlisted evaluation board process is vital for Airmen promoting to the SNCO tier.

Board-eligible Airmen can view their Data Verification Brief, located in the Virtual Military Personnel Flight, 120 days prior to the board convening date. These dates are published and made available to Airmen via myPers.

The schedule of dates can be found by selecting “Promotion” from the left side of the myPers enlisted page. The DVB reflects information such as duty history and decoration data that will be displayed to the board. Members should also use the Personnel Record Display Application, found within AFPC Secure, to view their “As Is” or current-state record for any missing or erroneous documents.

“If Airmen notice inaccuracies with their DVB or evaluation record, they need to contact their servicing Military Personnel Section, Commander ’s Support Staff or the Total Force Service Center as soon as possible,” said Capt.

report, and it might not receive the score it deserves if other documents are missing or inaccurate.”

The evaluation board process begins with board member selection.

A general officer is charged with overseeing the board, which is divided into panels consisting of one colonel and two chief master sergeants from each respective career field’s general category. Air Force Specialty Codes are divided into four career field categories: operations, maintenance, mission support and medical. The largest career fields within each AFSC garner a board member.

“For example, a mission support panel on a senior NCO evaluation board will have one mission support group commander and two mission support chief enlisted managers from the two most prevalent career fields that they will be scoring,” Christie said. “Dividing the records in this manner ensures a wide base of knowledge, experience and expertise on each panel, while affording fair and

equitable treatment of board-eligible Airmen.”

Once boards convene, the duration is typically four weeks for master sergeant, three weeks for senior master sergeant and two weeks for chief master sergeant promotion before the board adjourns. Boards are convened under the provisions of Air Force Instruction 36-2502, Enlisted Airman Promotion/ Demotion Programs, and operate for the Air Force chief of staff under direct guidance of the board president. The formal board charges for each board are published on myPers, released no earlier than the public release date for each promotion cycle.

The primary tool board members use to review an Airman’s record is the electronic Board Operations Support System, or eBOSS. The center stack contains all citations or orders for approved decorations, along with any record of non-judicial punishment, such as an Article 15, ďŹ led by the proper authority. The right stack is the evaluation brief. This is a computer-generated, one-page snapshot of the NCO/SNCO’s record highlighting information such as date of rank, duty information, service dates, etc., as applicable. “There are no established time limits for board members to review and evaluate these records,â€? said Christie. “The board stays in session until all records are given equitable consideration.â€?

Members then assign numerical ratings in eBOSS to records using the scoring scale that ranges from 6 to 10 points, with 7.5 representing an average record. Records earn a panel composite score, the sum of three board member scores, for a minimum score of 18 and a maximum score of 30. All scoring is performed independently by secret ballot without the beneďŹ t of discussion between board members, unless a signiďŹ cant disagreement occurs in the scores on a particular panel.

Should a board member identify a record-based matter which raised concern, they are authorized to address the concern with the board recorder who

brings it to the attention of the board president. The president may then approve bringing the matter to the attention of all board members. A common disagreement that arises during promotion boards is called a split.

Splits are deďŹ ned, in AFI 36-2502, as signiďŹ cant disagreements between board members concerning the score of a record, typically a difference in a score of 1.5 or more points between any two panel members.

To resolve a split, all scoring stops and voting panel members must be present to discuss affected records.

Only panel members with split scores are allowed to change their scores in the process of resolving a split.

Final resolution occurs when there is a difference in a score of 1.0 or less points between any two panel members. “Once the board adjourns, the selection board secretariat forwards composite scores to the Enlisted Promotions OfďŹ ce where they are multiplied by a factor of 15,â€? Christie said. “This results in a total board score ranging from 270 to 450.â€?

Board scores represent a partial percentage of total promotion points: 66 percent to master sergeant, and 75 percent to senior and chief master sergeant. That total board score is combined with other “weighted factors,� such as decoration points, Promotion

Fitness Exam, Skills Knowledge Test and the USAF Supervisory Exam, to formulate a ďŹ nal score.

With ďŹ nal points calculated, an overall merit list within each career ďŹ eld is generated. The quota for each ďŹ eld is applied, with each receiving at least one promotion to the next higher grade. All Airmen at or above the cutoff line are then selected for promotion. “When the board results are released, Airmen can view their “As Metâ€? records online,â€? said Christie. “If an Airman is not selected for promotion and has questions, it is highly recommended they contact the Enlisted Promotions OfďŹ ce at AFPC. For some, errors in a record or missing material could have impacted their non-selection and could be grounds for an appeal.â€?

If an appeal is approved, the Airman meets the next available enlisted supplemental board. The technicians at the AFPC Enlisted Promotions OfďŹ ce can explain that process in detail.

Real ID Act

On July 10, 2017, the Department of Homeland Security granted an extension to REAL ID Act requirements for the states of Missouri, Minnesota and Oregon.

Therefore, as of July 10, all states are either compliant with the REAL ID Act or have been granted an extension through Oct. 10, 2017.

The REAL ID Act, passed by Congress in 2005, officially went into effect June 6, 2017; however, DHS issued a grace period for enforcing the act, which extends through Oct. 10, 2017 for most states not currently in compliance with the REAL ID Act. After Oct. 10, visitors coming to JBLE from any noncompliant state should be aware of the following identification proofing requirement..

To enter JBLE One form of the following documents will be accepted as proof of identity. a. CAC Card b. Non-CAC DoD issued identification cards c. Non-DoD Federal PIV cards d. Transportation Worker Identification Card (Needs VCIN/NCIC check) e. Locally produced Defense Biometric Identification Data System (DBIDS) cards f. Son shares memories of ‘Men of Honor’ legacy

That’s the message U.S. Army Reserve Chief Warrant Officer Phillip Brashear, 11th Aviation Command CH-47 Chinook helicopter pilot, portrayed to Soldiers as he shared stories and advice given to him by his father during the Fort Eustis Diamond Council’s leadership luncheon, June 28, 2017, at Joint Base Langley-Eustis.

Phillip’s father, Carl, who passed away in 2006, was the first African American graduate from the U.S. Diving and Salvage School in Bayonne, New Jersey and the first African American U.S. Navy diver. In 2000, the film ‘Men of Honor ’ told Carl Brashear ’s story. In 2008, the USNS Carl Brashear, a dry cargo ship named in his honor, was launched by the Navy in San Diego, California.

During the luncheon, Phillip discussed the difficulties that both he and his father faced and overcame throughout their lifetimes. Phillip retired from the Army National Guard in 2007. After looking through his father ’s records and realizing he still had a lot to give, he joined the Army Reserve.

“My father had to overcome racism, poverty, illiteracy, physical disability,

as well as drug and alcohol abuse, but he didn’t let any of that stop him,” said Phillip. “I sat around for eight months during my retirement and realized if my dad could overcome all of that and keep going, I could keep going too and continue to give back.”

Brashear went on to share advice that his father gave to him about education, work ethic and having something to believe in.

“One thing my father taught me is education never stops, so don’t think if you didn’t do it back then, that you can’t do it now,” said Phillip. “He also taught me that you have to have a belief in something greater than yourself and our country is a great entity to believe in.”

The quarterly leadership luncheons, hosted by the FEDC, are open to NCOs of all services, to learn and network across the branches of service and units in the local area.

“We’re so grateful that Chief Brashear was able to come speak with us today because his family has an amazing story,” said U.S. Army Master Sgt. Melissa White, FEDC president. “Hosting these events gives us the opportunity to network with other NCOs and provide mentorship and camaraderie regardless of their branch of service, unit, assigned base or career field.” » See MEN OF HONOR | 7

Phillip also shared photos and stories about his father ’s life and the opportunities he has been given to share his father ’s legacy worldwide with leaders and young U.S. service members alike.

“I can’t go anywhere without mentioning my dad because there is no way I would be able to do 36 years of military service without following in my father ’s footsteps,” said Phillip.

“He proved to the world that, regardless of your race and background, you can always make something of yourself if you believe in yourself and because of him, I have been able to spread that message to teenagers, young Soldiers and leaders worldwide.”

JOINT BASE LANGLEY-EUSTIS Corey Williams walks into the Fort Eustis Auto Craft Center and Inspection Station--his first day on the job. He may be the new guy in the shop, but the sounds of impact wrenches and smell of grease are nothing new to him.

Williams, who once sported an Army Combat Uniform and a clean shaven face has since traded them in for jeans, a t-shirt and a full beard.

After joining the U.S. Army in 2006, Williams served as a U.S. Army light vehicle mechanic for eight years. First stationed at Fort Bragg, North Carolina, he was later assigned to the 149th Transportation Company, 10th Transportation Battalion, 7th Transportation Brigade (Expeditionary) at Joint Base Langley-Eustis. During this time he learned many technical and professional skills, which he uses in his everyday life.

“I’m very thankful for the military and the things I learned in the Army,” said Williams. “I wouldn’t be where I am today if it wasn’t for the Army.”

At a young age, while growing up in New York, Williams had an affinity for community service, due

to his upbringing in a military family and working with youth programs. He also spent time working on cars while attending Apex Technical School in New York City.

According to Williams, core traits like integrity and discipline were instilled in him throughout his Army career and an important part of who he is today.

“In the military you’re taught to do the right thing, even when no one is looking and that happens a lot in the civilian world because you’re not always going to have your boss looking over your shoulder,” said Williams. “You can’t take shortcuts, especially with vehicles because people are essentially putting their lives in your hands and trusting you to take care of their vehicle.”

After leaving the service in 2015, Williams struggled to find his place in the shop, while working as a “civilian” mechanic because the transition between the military and civilian work wasn’t as easy as Williams expected.

He explained that whether at the gym or at the Auto Craft Center, he occasionally sees his former battle buddies from the 149th Trans. Co., 10th Trans. Btn., 7th Trans. Bde. (Ex.), and enjoys the continued support he has from those members on

the installation.

“You have a certain camaraderie with your brothers and sisters in arms that you don’t get out in the civilian world; not everybody understands the stuff that you’ve been through,” said Williams.

“You connect with other service members a lot quicker. You’re pressed to be close with those people because at some point your life could be dependent on the people you work with and live with in a deployed environment.”

According to Christopher McCoy, Fort Eustis Auto Craft Center and Inspection Station owner and operator, Williams carried over his work ethic and motivation from his time as a Soldier into his new line of work.

“He’s always the first one here and one of the last to leave,” said McCoy. “We treat everyone like family and we take care of him, knowing that he’ll take care of his coworkers and the get the job done successfully in return.”

Though he’s happy he can now grow a beard and is no longer required to show up to early morning physical training, Williams is grateful for the skills and ethics he learned in the Army. He hopes to further grow as a civilian, with an appreciation for his brothers and sisters still serving today.

JOINT BASE LANGLEY-EUSTIS While the mission takes precedence, career enhancement opportunities are available to U.S. Air Force Airmen at Joint Base Langley-Eustis.

Airmen are provided the opportunity to map a successful career path by making an appointment with a career assistance advisor.

“Service members should go to a career assistance advisor to seek proper guidance,” said U.S. Air Force Staff Sgt. Codi Walach, 633rd Force Support Squadron First Term Airman Center team lead. “It’s important to know how to go about things the right way. Career assistant advisors also make sure you don’t miss opportunities in your career.”

As a career assistance advisor assigned to the 633rd Air Base Wing, U.S. Air Force Senior Master Sgt. Michael Lee, assists service members by providing them with the most up-to-date information on qualifications and requirements for different careers to achieve their goals. Lee also advises commanders and supervisors on professional enhancement opportunities.

“Ultimately, I want them to understand that my job is to help them make the most informed decision possible on their career to help support them and their families,” said Lee. According to Lee, service members sometimes run

into difficulty finding information on potential career paths. He explained that career advisors are there so that Airmen have a centralized location to ask questions about their career and advancements.

Whether an Airman is active duty, in the Air National Guard or Air Force Reserve, they are able to go to the career assistance advisor for guidance.

“One of the big things that we advertise, promote and council on is Developmental Special Duty opportunities,” said Lee. “With those jobs they are only looking for the highest caliber Airmen to fill those leadership roles.”

Developmental Special Duties include jobs such as military training instructors, instructors at the various Air Force technical schools, military training leaders and military recruiters.

According to Lee, whether an Airman is looking for a DSD opportunity or just career guidance, JBLE career assistance advisors are available to help a customer reach their goals.

“We mentor, we lead and we grow from each other.

We are able to help them accomplish their goals but also gain information from the Airmen.” said Lee. “It’s a very significant thing, and it makes everything I do meaningful. I’m always happy to help somebody accomplish their goals.”

Retraining allows enlisted Airmen, to include staff and technical sergeants on their ďŹ rst enlistment, to retrain into skills where a shortage exists, in conjunction with a reenlistment. â&#x20AC;&#x153;A ďŹ rst-term Airman can apply to retrain into one of the open quotas found in the FTA column of the retraining advisory on myPers, provided they meet the eligibility requirements,â&#x20AC;? said Master Sgt. Kris Reece, the Air Force Personnel Center enlisted retraining superintendent.

AFPC updates the enlisted retraining advisory on myPers in real time, Reece said, which helps Airmen identify the career ďŹ elds

with retraining-in quotas available in their grade, or projected grade if already selected for promotion.

Retraining opportunities are available in a variety of career ďŹ elds, including cyber, safety, ďŹ&#x201A;ight engineer, command and control operations, and more. Most are open to all eligible Airmen, but some, such as the cyber warfare operations AFSC, require prior qualiďŹ cation. â&#x20AC;&#x153;We advise potential applicants to check the retraining advisory and notes closely to avoid delays in the application process, particularly regarding eligibility,â&#x20AC;? TRADOC to release active shooter mobile app

FORT GEORGE G. MEADE, Md. — Soon, Soldiers and civilians will be mere taps away from contacting emergency teams in the event of an active shooter.

Army Training and Doctrine Command and TRADOC Capability Manager — Mobile (TCM Mobile) announced winners from a competition to develop an active shooter response mobile application for the Army. A team of civilian employees from the Aviation Center of Excellence, Fort Rucker, Alabama, submitted the winning entry.

The app will soon be released for free download from the Google Play, iTunes and other online stores.

“All these applications have the necessary and vital information that will save lives, time, and educate those with little or no training on active-shooter response situations,” said Capt. Dylan Gallagan, operations officer at the Army Office of the Provost Marshal General.

The winning logo design was created by a team from Fort Gordon, Ga. The logo will be used for the Army’s new active shooter mobile application.

The app will add to the Army’s list of current applications that aid Soldier training, readiness and response to emergency situations. The winning entry walks users through various steps of how to respond to an active shooter and what to do when law enforcement arrives.

“If adrenaline kicks in and they forget what to do in the moment, all of that information is right there in front of them,” said Matt MacLaughlin, who works at TRADOC Senior Mobile Training Development. “It should help everybody respond to that situation in the fastest manner possible.”

Users will be able to simply tap to open the app and tap another button to reach the emergency dialer. There will also be an option to translate the app to Spanish.

Final features and details of the winning application are still being determined by the Provost Marshal’s office, MacLaughlin said.

“We’re going to try to think for you,” MacLaughlin.

“Because there’s situations where you won’t have time to think.”

Army Cyber Center of Excellence teams from five Army posts took part in the competition, which was created to further develop skills in a nine-course online training session. Prior to the competition, TRADOC provided mobile training from August 2016 through February. TCM Instructional Design Specialist Patty Dobbins and Senior IT Specialist Diane Jenkins provided three-day onsite training focused on user interface and user experience and coding.

“We decided to come up with an idea that they can do after we leave so they can apply what they learned during our training and also (create) a product that would be very beneficial across the Army,” Jenkins said.

The active shooter response app follows the development of the “We Care” mobile apps created

by TCM Mobile for sexual harassment prevention and suicide prevention. TCM has also produced about 80 mobile apps for other purposes, including combat training. Maclaughlin said TCM hopes to not only

establish a pipeline of emergency mobile apps, but also help establish a service-wide infrastructure to oversee mobile app development and training.

Part of TRADOC’s mission is to train app developers at decentralized locations to Defense Department standards.

Last year, TCM launched the Army’s mobile app store, the TRADOC Application Gateway, which features official Army mobile apps. As part of the Combined Arms Center at Fort Leavenworth, Kansas, TCM is responsible for validating and embedding mobile apps for the Army.

“This can easily be expanded across the Army, so we’re just laying a blueprint down that the Army can utilize in the future,” MacLaughlin said. “So just from this one effort, the Army itself can grow exponentially in the mobile capabilities based on this effort.”

The judges evaluated the shooter app entries based on content and functionality as well as design and overall user experience, Dobbins said. There was also a competition for best logo design, won by the team from Fort Gordon, Georgia.

“We have people all the time that want to have mobile applications created and they want it … as soon as possible,” said Lt. Col. Joe Harris, TRADOC Capability Manager-Mobile. “Now that they have this capability down at the school level … decentralized creation lessens the work on this end to have the mobile application (available for use).”

Gate barrier maintenance

During the month of July, 633rd Civil Engineering will be conducting maintenance on the King Street and Armistead Gates barrier systems which requires the gates to be closed. The King Street gate will be closed at 2 p.m.

Manpower shortage impacts 633rd Medical Group services

The 633rd Medical Group strives to provide Trusted Care to all they serve, while supporting many deployed and home-station missions. Due to contract vacancies and multiple provider deployments/permanent changes of station during the coming months, it will take longer to receive appointments and have messages returned. The museums new hours will take effect on the first weekend of June.
